- Description: African sharptooth catfish, Clarias gariepinus (Burchell 1822), is a potamodromous species that is naturally distributed from Turkey to the Orange River, South Africa (Skelton 1993). It is omnivorous, feeding on plankton, vegetation, invertebrates, carrion and fish (de Moor & Bruton 1988) and may exhibit pack-hunting behaviour when foraging for small fish (Bruton 1979; Merron 1993). Clarias gariepinus is a large (>150 cm TL, >30 kg; Bruton 1976), long-lived (validated to at least 15 years, Weyl & Booth 2008) and fast-growing (Bruton & Allanson 1980; Quick & Bruton 1984; Richardson et al. 2009) fish that attains sexual maturity within two years of age (de Moor & Bruton 1988). It is eurythermic (80–35°C), mesohalic (0–10 ppt) and has the ability to airbreathe. These attributes predispose it to surviving in all but the most adverse of conditions and have directly contributed to its wide use as an aquaculture species. These attributes have also contributed to its ability to invade waterbodies beyond its natural range (de Moor & Bruton 1988) and after inadvertent introductions such as by escape from aquaculture facilities or through water transfer schemes, C. gariepinus has established populations in many non-native environments. Such invasions include the Philippines (Mercene 1997), Bangladesh (Arthur & Ahmed 2002), Thailand (Vidthayanon 2005), India (Bhakta & Bandyopadhyay 2007) and Brazil (Cambray 2005; Vitule et al. 2006; Rocha & Schiavetti 2007). In South Africa, C. gariepinus invaded the temperate Great Fish River catchment after the species was translocated from the Orange River through a Interbasin Water Transfer (IBWT) scheme (Laurenson et al. 1989). However, the objectives of the study are to: - Analyse the challenges of decentralisation by SETAs in the Province of the Eastern Cape; - Provide an overview of the impact of SETA provincial offices on requisite skills in the province; - Investigate the advantages and disadvantages of decentralising SETAs in the provinces. These objectives have been achieved by providing empirical evidence as indicated in chapter four, where it shows that participants believe that decentralisation promotes efficiency and SETAs in the Province of the Eastern Cape are not granted discretionary powers to make decisions a primary reason that leads to delays being experienced. This lack of discretionary power is proof that decision-making is still centralised. The study has the following strategies for the SETAs in the Province of the Eastern Cape to carry out their skills development mandate: - Clear strategic intent about SETA provincial offices; - Sector Skills Plans (SSP) to reflect provincial focus; - Provincial offices to exercise some discretionary powers; - Adequate financial resources; - Skilled workforce. In order to be more effective and efficient, a variety of recommendations to SETAs, with respect to decentralisation of SETAs, were made. It is hoped that these recommendations assist in improvement of the implementation of a decentralisation strategy. More importantly decentralisation of SETAs should allow and enable branch offices to exercise discretionary powers. In addition, they should have adequate financial resources to manage their affairs.

An examination of international trophy hunters' South African hunting experiences

- Description: The diversity of wildlife resources and the highly-developed trophy hunting and game ranching industry make South Africa a sought-after destination for travelling hunters. Significant economic, social and ecological benefits result from the annual visits of 16 000 hunters. These benefits, in turn, accelerate industry competition. To maintain or increase the clientele base, hunting providers should continue to manage and improve their clients’ safari experiences. This research investigated visiting hunters’ South African safari experiences by measuring their perceptions of service quality, satisfaction and behavioural intention. The results of the research could assist hunting providers in identifying areas where service expectations are not met and understanding the impact of service quality and satisfaction on clients’ loyalty. The literature study contextualised the South African trophy hunting industry within the tourism environment, the realms of wildlife tourism, and the characteristics of hunting tourism. An overview of tourism services, service quality, customer satisfaction, and behavioural intention was also provided. The resulting conceptual model hypothesised relationships among the safari experience variables (service quality, satisfaction and behavioural intention). ii The empirical data were collected by means of a mail survey, using a self-administered questionnaire distributed to 2 000 foreign hunters who had participated in a South African hunting safari at least once between 2003 and 2007. Two hundred and thirty six completed questionnaires were returned, giving a response rate of 13.2%. The majority of the hunters were male, aged between 40 and 60 years, and from the United States of America and Europe. Hunters perceived the level of service quality delivery by hunting providers to be relatively high and were generally satisfied with their South African safaris. As a result, they were willing to return for another hunting experience and were very likely to speak positively about their experiences. By performing exploratory and confirmatory factor analyses, a three-factor (augmented services, core services and supporting services) service quality construct was identified and confirmed. Multiple regression analyses found that core services was the strongest predictor of overall satisfaction; overall satisfaction was significantly related to revisit intention; and revisit intention significantly predicted word-of-mouth intention. An empirical model was accordingly constructed to replace the original conceptual model. iii It is recommended that South African hunting safari providers should: {u10007A} use the suggested measuring instrument to monitor their performance of service quality delivery on a regular basis; {u10007A} train their employees to ensure that they are knowledgeable and well prepared for field guidance and to promote ethical hunting practices; {u10007A} ensure an abundance of game and a wilderness atmosphere in the hunting area; {u10007A} conduct focus group studies to further understand the factors that shape clients’ perceptions of the safari experience; and {u10007A} invest in developing long-term relationships with existing clients.

However, schools generally contribute little to communities in the context of food growing and environmental learning. The main objective of this qualitative research was to explore the role of school-community relationships in enabling environmental learning in the context of food growing activities. Findings suggest that the role of school-community links in enhancing environmental learning is more likely where community members are actively involved in school programs that have an emphasis on an experiential learning approach. However, this depends to a large extent on the availability of parents or concerned community members and their willingness to engage in voluntary school-based activities. Factors that could potentially strengthen the role of school-community links in supporting environmental learning include: allowing space for informal learning, mediating learning in civil society settings, ongoing facilitation by a committed coordinator, community buy-in and accountability, and addressing public interests through tangible benefits. A major challenge is to find an appropriate balance between social justice and practical food security concerns, while remaining true to ecological considerations.

- Description: In line with Montessori methodology, the Knysna Montessori School runs its programmes in an integrated and holistic manner. Learning programmes are based on a blend of various Montessori learning programmes and the Revised National Curriculum Statement (RNCS). Classes are divided into three year-age groupings; and integrated learning programmes are in place within the pre-school, (including grade R), the grade 1 to 3 class, and the grade 4 to 6 class. However, the grade 7 to 9 Montessori class has been running in a more traditional and less integrated manner since its inception in 2004. That has motivated the undertaking of this study. The main aim of this qualitative study has been to determine how to best arrange the RNCS according to Montessori principles, that is to say, in a holistic and integrated manner, with the intention of presenting a learning programme for the grade 7 to 9 class. This aim was based on a constructivist philosophical foundation and addressed in conjunction with interpretivism and critical theory. The grounded theory research paradigm was followed. In this paradigm research findings are grounded in the data gathering and the analysis. Three methods of data collection were applied, namely a literature review, interviews and document analysis. A literature review was conducted to gain a better overview and understanding of the RNCS and Outcomes-Based Education (OBE). Furthermore, through the literature review, an in-depth understanding of the Montessori method of education, adolescent development and integrated and holistic education have been achieved. Interviews were conducted with staff from the Knysna Montessori School, with the purpose of gathering information on the Knysna Montessori School and its current application to the RNCS, from pre-school to grade 6. An availability and purposive sampling method was applied, in order to determine which staff members to interview. Finally, document analysis was done. The learning areas for the senior phase (grades 7 to 9) of the General Education and Training Band (GET) of the RNCS were coded and analysed in order to discover emergent themes within the RNCS and how these link with the Montessori curriculum arrangement for this age group. It became apparent that Montessori classrooms, both prior to and for the senior phase, are divided into three areas, namely language, mathematics and cultural studies. Based on this knowledge, as well as the documentary analysis, an integrated learning programme, grounded in the data analysis, was designed. It was found that the RNCS matches well with Montessori’s curriculum arrangement. Thus, this learning programme is in line with Montessori’s curriculum arrangement for the senior phase of the GET band. - Description: The purpose of this study was to investigate and document parental involvement in a San community in Namibia over a period of two months. The emphasis was to investigate whether San parents in the Omusati region were involved in the learning of mathematics of their children. The learner participants were selected according to those who were open to sharing their ideas. An interpretive approach was used to collect and analyse data. The collected data was gathered from 9 participants (4 learners in grade 5 together with their parents, plus their mathematics teacher). Semi-structured interviews, parental contributions and home visit observations were the three tools that I used to collect data. The selected school is located in a rural area in the Omusati region of northern Namibia. The interviews were conducted in Oshiwambo (the participants‟ mother tongue) and translated into English and then analyzed. I discovered that the selected San parents were involved in some but limited school activities. The findings of this study emphasizes that illiteracy may be one of the contributing factors of low or non-involvement of parents among the San community. Other factors which I found caused parents not to assist their children with homework was parents spending much of their time at the local cuca shops during the day until late in the evenings. The study also highlights possible strategies that can be carried out by teachers to encourage parental involvement in school activities.

The IVAC model of pedagogy (Jensen & Schnack, 1997) was used as a framework to operationalise action competence processes within the TALON Club. This entailed carefully examining investigative, visioning, action and change processes unfolding through the four themes of the club: plants, animal welfare, waste issues and our community outreach programme at Bongulethu High School. Using questionnaires, interviews, observation and a journal as the main methods of data collection I was able to make five analytical statements that related to the influence of pedagogy, the influence of context and the influence of relational dynamics within the TALON Club. The pedagogical processes were affected by the TALON members wanting to avoid any activities that were ‘too much like school’. However this served to compromise the action and visioning phases within the club, resulting in superficial and poorly-informed action-taking. The influence of context served to both enable and constrain action competence processes. The club and school structures therefore shaped the form that fledgling actions took as the TALON members participated in the meetings and outings and fulfilling the traditional expectations of the school community. Relational dynamics and a desire for fun took precedence over the action competence processes. Although the Club members were motivated by a sense of moral responsibility they were unable to articulate this concept into the club activities. In addition there were the power gradients between the educators and members to consider as determinants of the extent of participatory, democratic interactions. This complex interplay of factors influenced the action competence processes in the club. Recommendations were made on how best to work with the concepts of participation and democracy towards improving the reflexivity and knowledge base of both the educators and learners. In this way action competence processes will be better supported within the club in future.

- Description: Game ranching offers an economic alternative to conventional stock farming and is a means of supplementing income derived from agricultural activities. Competition is intensifying as ranchers continuously look for ways to improve and expand their businesses and gain a competitive advantage. Ranchers consequently have to find strategies that can ensure growth. Since a reciprocal relationship and dependency exists between a game ranch and the environment in which it operates, it is essential that ranchers take cognizance of aspects in the marketing environment that can either limit, and hence encumber the choice of growth strategy, or stimulate the growth potential of game ranches. As the objective of marketing is to offer customers superior value, it is pertinent for ranchers to know and understand the needs, requirements and motivations of visitors. Failure to do so will cause visitors to patronise other game ranches, or alternative tourism offerings that meet their expectations. A literature review was conducted to define strategy and assist in identifying growth strategies available to a game ranch. The literature review assisted in categorising elements in the external, internal and customer analysis phases of strategic marketing management. Surveys were conducted by means of self-completion questionnaires which were distributed throughout South Africa. Two sets of questionnaires were distributed - one to respondents with prior experience of a game ranch, and one to respondents with no-prior experience. A qualifying question directed the fieldworker to decide which questionnaire should be completed by the respondent. The surveys were constructed in such a way as to determine to what extent various factors would persuade respondents to visit a ranch or extend their stay. Based on a factor analysis, an eight factor structure emerged which represented the personal values of respondents and their levels of expectation for each of the factors. The eight factors were stimulation, universalism, tradition, security, hedonism, power, socialisation, and self-direction. The study revealed the following. - The majority of respondents with no-prior experience of a game ranch is either unaware of the offerings of game ranches, or perceives them as too expensive. - The sustainable use of natural resources is not only essential for the existence of a game ranch, but is also an important motivator for respondents to either visit a game ranch or extend their stay at a ranch. - Staff play a critical role in the overall experience of visitors and act as an important motivator to either visit/revisit a game ranch or extend their stay at the ranch. - Clean and comfortable overnight facilities are deemed important by all respondents. - Respondents have a strong desire to relax and spend time with family and friends. A decision-making framework from which game ranches can select applicable growth strategies resulted from the study. The decision-making framework comprises a three-phase process; phase 1 is the identification of a game ranch's target market; phase 2 is the use of a simplistic framework to determine a possible growth strategy for a game ranch; phase 3 is the identification of ways to implement the selected strategy. As the game ranch industry makes significant contributions to the economic, social and ecological welfare of South Africa, this study added to the body of knowledge of game ranching in South Africa, particularly with regard to the growth options available to game ranches. Recommendations for consideration of future research included the following. - As the current study investigated hunting and tourism, future research on growth strategies for game ranches could also include other aspects of game ranching such as the sale of live game and game products. - More focused empirical research into external and internal strategic analysis should be considered to supplement the empirical research into customer analysis resulting from the current study. - Finally, additional information obtained on the external and internal strategic analysis process could lead to expanding the decision-making framework developed in this study into a more holistic tool to be used in selecting a growth strategy, or combination of strategies for a game ranch3.

Assessing the diet of the Cape leopard (panthera pardus) in the Cederberg and Gamka mountains, South Africa

- Description: As limited prey availability and persecution by humans in response to livestock predation are key conservation concerns for the Cape leopard (Martins & Martins 2006), the present study aimed to provide more information regarding their feeding habits. The first objective was to determine whether the Cape leopard was subject to a change in their prey base and how they responded to the change. This was established by comparison of their current diet in the Cederberg and Gamka Mountains, determined by using scat analysis techniques, with a previous dietary assessment (Norton et al. 1986). The second aim was to provide a preliminary assessment of the prey preference of the Cape leopard and examine the utility of camera trap surveys to determine leopard prey preference. Leopard diet in the Cederberg and Gamka Mountains consisted largely of small- (1-10 kg) and medium-sized (10-40 kg) mammals; rock hyraxes (Procavia capensis) and klipspringers (Oreotragus oreotragus) were key prey items. In terms of regional variation in leopard diet, there was a significant difference in the average weight of prey utilized in the Cederberg and Gamka Mountains. Despite the importance of prey availability of suitable size, their flexibility in terms of prey size utilization reflected their ability to switch to smaller prey to fulfil their dietary requirements, when prey is limited. The study suggested a dietary shift, with significant variation in prey species utilization in both regions. The shift did not appear to be in response to prey scarcity, but rather a reduction in key prey species, particularly the rock hyrax. The shift involved an increase in the number of species utilized, and only a very small increase in livestock predation in both areas. There was however no significant variation in prey size category utilization. This demonstrated their dietary flexibility, as well as the importance of suitable prey sizes rather than the presence of specific prey species to fulfil their dietary requirements. The camera trap survey revealed a strong correlation between the number of camera trap days and the number of photographs taken of identifiable species. Variation of this correlation between different habitats supported the notion that individual images are a better unit to determine sampling efficiency than trap days. The camera trap survey also showed that small rodent availability was underestimated by camera trap surveillance, which resulted in poor prey preference estimation. It was therefore suggested that camera trap surveys be restricted to the surveillance of larger prey species (> 1 kg). By excluding small rodents from the analysis, prey preference could be estimated for other species and prey size categories. Small- and medium-sized mammals were significantly preferred, whereas large mammals were significantly avoided by the Cape leopard.

Despite the importance of prey availability of suitable size, their flexibility in terms of prey size utilization reflected their ability to switch to smaller prey to fulfil their dietary requirements, when prey is limited. The study suggested a dietary shift, with significant variation in prey species utilization in both regions. The shift did not appear to be in response to prey scarcity, but rather a reduction in key prey species, particularly the rock hyrax. The shift involved an increase in the number of species utilized, and only a very small increase in livestock predation in both areas. There was however no significant variation in prey size category utilization. This demonstrated their dietary flexibility, as well as the importance of suitable prey sizes rather than the presence of specific prey species to fulfil their dietary requirements. The camera trap survey revealed a strong correlation between the number of camera trap days and the number of photographs taken of identifiable species. Variation of this correlation between different habitats supported the notion that individual images are a better unit to determine sampling efficiency than trap days. The camera trap survey also showed that small rodent availability was underestimated by camera trap surveillance, which resulted in poor prey preference estimation. It was therefore suggested that camera trap surveys be restricted to the surveillance of larger prey species (> 1 kg). By excluding small rodents from the analysis, prey preference could be estimated for other species and prey size categories. Small- and medium-sized mammals were significantly preferred, whereas large mammals were significantly avoided by the Cape leopard.

In other to suggest recommendations for the South African banks to satisfy their customers and become profitable, the researcher identified some problem areas that need to be improved upon. These include customer loyalty, relationship banking and electronic banking. These variables were researched to understand how they affect the banks and the customers and where tested using both a qualitative and a quantitative analysis to ascertain if the customers were satisfied with the banks‟ approach of managing these variables. The results indicated that the customers were satisfied to a lesser extent. Any bank wishing to satisfy its customers and remain profitable in other to compete in the industry needs to satisfy the customer to a large extent. Therefore, recommendations where suggested based on the empirical results to help improve the banking industry‟s ways of attracting and retaining customers. The former will lead to customer satisfaction which again will lead to increased profitability.

Monitoring methods which are professionally driven appear to be inadequate to deal with the monitoring of natural resource use and biodiversity conservation, globally. This is especially evident in areas such as South African rural communal land. Two community based natural resource management (CBNRM) programmes in areas which are communally governed in the Eastern Cape, South Africa, namely Nqabara and Machubeni, were used as part of this research study. This thesis identified and tested potentially simple and cost effective monitoring methods related to the utilization of the local rangelands and indigenous forests. The criteria that were tested include 1) appropriateness and effectiveness in measuring change, and 2) contribution to building adaptive capacity among local land managers through learning. The criteria were assessed using a scoring system for each monitoring method in order to evaluate their strengths and weaknesses . This was done by using both quantitative and qualitative data. Contribution to building adaptive capacity was assessed by evaluating technical capacity gained, local ecological knowledge contributed and learning by participants. This was done using qualitative data. The results show that the monitoring methods had different strengths and weaknesses in relation to the criteria, making them more appropriate for different priorities such as effectively measuring change or building adaptive capacity. It is argued that an adaptive approach is a useful component in the participatory monitoring process. An adaptive framework was developed from lessons learnt in this study for collaborative monitoring. Challenges such as low literacy levels and adequate training still need to be addressed to strengthen efforts towards participatory monitoring. Factors such as incentives, conflict and local values may negatively affect the legitimacy and sustainability of participatory monitoring and therefore also need to be addressed.

Post-recruits display resident behavior and occupy small home ranges, making C. laticeps a suitable model species to investigate connectivity in marine teleosts with potentially low dispersal ability. We used multilocus data from two types of highly variable genetic markers (mitochondrial DNA control region and microsatellites) to clarify patterns of genetic connectivity and population structure in C. laticeps using samples from two MPAs and several moderately or severely exploited regions. Despite using analytical tools that are sensitive to detect even subtle genetic structure, we found that this species exists as a single, well-mixed stock throughout its core distribution. This finding lends supports to the status of MPAs as an adequate tool for managing overexploited marine teleosts. Even though adult dispersal out of MPAs is limited, the fact that the large adults in these reserves produce exponentially more offspring than their smaller counterparts in exploited areas makes MPAs a rich source of recruits. We nonetheless caution against concluding that the lack of structure identified in C. laticeps and several other southern African teleosts can be considered to be representative of marine teleosts in this region in general. Many such species are represented in more than one marine biogeographic province and may be comprised of regionally-adapted stocks that need to be managed individually.

Considerations on the economic impact of the 2010 FIFA World Cup on South Africa

- Description: Mega-events are associated with significant positive implications such as enhanced international exposure of the host, improved infrastructure, increased tourist numbers, higher employment levels and tax revenues, greater feelings of patriotism among host region residents and integration of the host into the international community. Supporters of events have claimed that the occasions stimulate prominent economic gains for the host region. The economic and tourism growth that occurred in Barcelona following the 1992 Olympic Games is erroneously cited by proponents of hosting as an example of the potential benefits that an event can derive on the host. Those Games were not the sole driver of growth in the region. An analysis of previous mega-events, demonstrated that net benefits were not a necessary consequence of hosting. Comparison of pre-event estimates of the economic impact and their actual effects are universally divergent. The observation was validated by the consensus academic opinion that economic impact studies systematically overstate the benefits of hosting, and underestimate the costs. Further, different forward-looking studies of the same event, calculate vastly different predictions. The tools for calculating the economic impact, specifically Input-Output Analysis and Computable General Equilibrium, do not provide useful predictions given their dependence on the inaccurate data. With 2010 cost data having continually increased since 2003, determining the appropriate inputs to an I-O or CGE is problematic. It was identified that the weight given to the multiplier effect was also a factor in the amplification of the expected benefits. Given the poor data sets available as inputs to I-O and CGE models, the study concentrated on conducting a comprehensive Cost-Benefit Analysis of the determinants of the economic impact of the 2010 World Cup based on the premise that the identification of the relative costs and benefits of staging the event was regarded as a greater contribution to the body of knowledge on the topic. It can be expected that there will not be significant short-term economic gains; this study predicted a net cost of R8.4bn, which is marginally offset by short-term net intangible benefits. The short-term economic consequences of the 2010 World Cup are expected to be overshadowed by the long-term effects on revenues within the tourism industry. The image implication of hosting 2010 is the most salient factor in considering the economic impact of 2010, as an alteration in the national image can have long-term effects on FDI and tourism. It is however not a certainty that the international exposure that South Africa receives will be beneficial, in the instance that the World Cup is characterised by poor organisational measures or crime. The net impact of hosting is expected to be a function of the long-term benefits, which can be expected to exceed the short-terms costs, and derive a cumulative net benefit from staging 2010. The World Cup is however unlikely to stimulate the economic growth rate above levels that would have occurred had the event not been held in South Africa.

- Description: This study involved an issues-based approach to curriculum contextualisation in the context of the Eco-Schools programme in Kenya. It adopted a two-phase design using interpretivist and socially critical research orientations. In this study, research is represented as a process which is socially constructed within a particular theoretical, contextual, social and historical context by unfolding the thesis to illuminate how the phases are closely woven into each other. The first phase used the survey method for a contextual review of existing approaches and views relating to environmental education in the formal education sector. The survey aimed to develop a deeper understanding of environmental education as currently practiced in Kenya and to unravel the complexities surrounding it. It involved about two hundred and six primary school teachers and a critical review of a set of resource materials used in Kenyan Primary Schools. It revealed that some aspects of environmental education practice and the prevailing technocratic view of curriculum in Kenyan primary schools potentially limit possibilities for issues-based approaches to curriculum contextualisation. The action research process in four case study schools in Nyanza province of Kenya represent an attempt to address issues in context through socially critical environmental education. Participant observations, workshops and document analysis revealed that, contextualised conceptions of the terms ‘environment’ and ‘environmental education’ that resulted from a process of deliberation of meaning by teachers in relation to their contexts and practices served to set perspective for the action research process. Further, the planning phase which involved environmental auditing to identify issues of concern, prioritization of actions, issues to address, and action planning to guide implementation was critical in setting the agenda of the action research process in each of the case study schools. Integration and infusion of local issues of concern into curriculum planning further enriched processes of curriculum contextualisation, making them relevant to local contexts by addressing real issues through appropriate pedagogical approaches in auditing, investigation and research, communicating and interpreting results, reflecting on investigations and taking action. The action research process further enhanced cooperation and partnership between the case study schools and surrounding communities with mutual benefits. The research report demonstrates that despite the limitations posed by the technocratic orientation of the Kenyan curriculum, it is possible to address real environmental issues, risks and associated sustainable development challenges in context through issues-based approaches to curriculum contextualisation in the context of the Eco-Schools programme.

Integration and infusion of local issues of concern into curriculum planning further enriched processes of curriculum contextualisation, making them relevant to local contexts by addressing real issues through appropriate pedagogical approaches in auditing, investigation and research, communicating and interpreting results, reflecting on investigations and taking action. The action research process further enhanced cooperation and partnership between the case study schools and surrounding communities with mutual benefits. The research report demonstrates that despite the limitations posed by the technocratic orientation of the Kenyan curriculum, it is possible to address real environmental issues, risks and associated sustainable development challenges in context through issues-based approaches to curriculum contextualisation in the context of the Eco-Schools programme.

- Description: Land use and land transformation are major threats to biodiversity. Only a small percentage of land and thus biodiversity is protected within reserves. The majority of biodiversity lies in the hands of private and communal farmers and in order to protect biodiversity they must perceive it as having some value and have the means and incentive to conserve it. This study examined two things: (i) the relationship between biodiversity and measures of ecosystem health, range condition, primary production and presence of useful plants that would be expected to be of relevant use to land users, (ii) the perceptions of farmers of vegetation states that differ in the abovementioned attributes. Within the Eastern Province Thornveld of the Smaldeel area, four different vegetation states were selected for the study, namely park-like grassland with scattered Acacia karroo (“savanna”), heavily infested Acacia karroo grassland (“acacia”), thicket-grassland mosaic (“thicket”) and heavily utilised thicketgrassland in communal lands (“communal”). The four states are a consequence of different patterns of browsing and fire, in both pre-colonial and recent times. Different ecological attributes were assessed and compared for each state and the relationships between the different attributes determined. Ecosystem health, in terms of stability or resistance to erosion, infiltration/water-holding capacity, and nutrient cycling were compared using Landscape Function Analysis. The agricultural value of the different landscapes was measured using range condition assessment techniques. Plant species richness and other measures of diversity, along with their conservation and usefulness values, were compared between states. Plant productivity and biomass were compared using satellite data. The thicket state was found to be the most functional due to the added habitat complexity provided by the vegetation. It was the most biodiverse, the most useful and contained many, but not all of the important conservation species. The communal state had high biodiversity and was be fairly resilient to heavy usage, not showing the expected signs of land degradation. The savanna state, although thought of as the optimum state for cattle production, was not significantly different from the other states in terms of agricultural potential, but had the lowest values for plant diversity, browse potential, abundance of useful plant species and biomass. The acacia state had the highest and least stable values in terms of biomass production, however it was found to contain species of conservation importance. The preference that four groups of land users, namely men and women from commercial and communal farming areas, expressed for the four vegetation states was assessed using semi-structured interviews in conjunction with A3 colour photographs. The men and women from the communal areas and the men from the commercial areas valued the thicket state highly for its farming potential. The male commercial farmers also valued the savanna state highly as they perceived it as being most productive for cattle farming. Both the thicket state and the savanna state were found aesthetically pleasing by all the user groups, in line with theories of preference for modified savannas and for familiar environments. There appears to be potential for preserving biodiversity on farmland. The farmers in this study, with their very utilitarian perspective, were found to intuitively gauge the health of the landscape and recognise biodiversity as indicating good farming land. The commercial farmers were strongly influenced by economic motives and thus attracted to the savanna state, but also recognised the opportunity for a wider variety of farming activities in the thicket state. The communal farmers have a high dependence on the land for their livelihoods and preferred the thicket state for its overall usefulness. The views of the farmers indicate that the opportunity for conservation is good, however much of the thicket state lies in the communal land, where the openaccess land use system makes managing for biodiversity difficult.

- Description: Approaching the ecological rehabilitation of an open-cast phosphate mine in the West Coast of South Africa during the post-operational phase presented some challenges. The area was extensively modified during the mining operations. Soils from different layers were mixed with topsoil being covered by subsoil, overburden dumps and tailing dams being constructed resulting in extensive cross-zoned soils. Large areas of subsoil areas were exposed on the mine floor with localized and small scale salinity being evident. The modified topography as well as the complex new surface material posed a challenge in terms of identifying suitable local species that could be used to rehabilitate the post-mining environment. The mine area was heavily infested with woody alien invasive plants, such as Acacia cyclops, established in an attempt to reduce the dust and little natural vegetation cover was present. In the arid west coast environment, the four-month-long winter growing season is followed by hot and windy dry summers (Chapter 2) presenting a challenge reestablishing local vegetation in modified soils. Moreover, little was known about the local vegetation in terms of their propagation and use in stabilization techniques as an alternative to exotic vegetation such as the A. cyclops, which had been more often used in revegetation projects. A study was conducted to determine the most efficient and cost-effective methods of vegetative rehabilitation of the Chemfos site (Chapter 1). A review of the literature available at the time as well as approaches that were successfully implemented in other Western Cape rehabilitation projects such as the Du Toitskloof Pass and the Sishen–Saldanha railway line (Chapter 3), were considered. Previous studies on the west coast dunes at Blaauwberg had shown using Marram grass as a dune stabilizer was most successful. Marram grass was tested in trials alongside local grasses, such as Chaetobromus dregeanus and Ehrharta villosa, that showed potential but had not been formally evaluated. The environmental context of Chemfos (Chapter 2) as well as the Conceptual Rehabilitation Plan that considered the modified environment, soils and closure objectives of the mine, were reviewed to determine the most pressing rehabilitationrelated questions that required answers. This led to the final experimental design that was implemented mid-winter in 1996 (Chapter 5). The trials were implemented in the areas perceived to be the most difficult to rehabilitate, namely the mobile sands in the tailings dam and the exposed subsoil or mine floor areas. The use of brushwood together with specific plants and seeds appropriate for the use in either sandy soil or subsoil were evaluated in a variety of combinations and application densities to determine the most effective treatment combination at the minimum effective density. The best initial cover of the tailings dam were recorded in the Ammophila arenaria trials but the use of the local grass species Ehrharta villosa, performed better from year two onwards and was much cheaper to establish. On the subsoil, the trials where a cover of topsoil was used performed better than the combination trials. This indicated that topsoil placement on post-operational phase shaped subsoils during the mining operation to be the most desirable treatment. Initial results of the trials were used as a basis for developing the rehabilitation techniques that were rolled out across the Chemfos landscape. The approaches were refined as indications of trial responses became evident. Lessons learned were incorporated in the adaptive management approach that was followed and the rehabilitation techniques (Chapter 6) were continually re-evaluated and adjusted. This resulted in a significant step towards achieving the overall research objective of finding cost-effective approaches to rehabilitation. Components such as refinement of the seed collection and processing techniques (Chapter 7) where the post-harvest processing cost was significantly reduced by introducing specially designed drying racks. Processing techniques were adjusted to suit the different species, and a variety of mechanical processing options were explored. The scale of the Chemfos project led to the development of new techniques of manufacturing a smoke-derived germination stimulant (Chapter 8) since commercial availability of these products was very limited. The development of FireGrow assisted in the overall aim of reducing cost by increasing germination of seed in the rehabilitation sites using a very cost-effective smoke concentrate. Socio-economical aspects were considered during the implementation as well as the post-closure phases of the rehabilitation and BHPBilliton invested through the agency of the SAMANCOR Trust. This led to the development of livelihoods of the staff that remained in the area and that lived in the mine village. The demography of the population has changed over time in the Green Village as well as the skills that the inhabitants have developed. Thus, the new economic opportunities that were pursued have brought a new lease on life beyond the lifespan of the mine (Chapter 9) once the closure certificate had been issued.

Deliberating the Dialogues: a critical examination of the nature and purpose of a Daily Dispatch public journalism project

- Description: This thesis critically examines the nature and purpose of a series of four town-hall-like meetings, the Community Dialogues, held in the townships and suburbs of East London, South Africa, in 2009. They were undertaken by a mainstream, commercial newspaper, the Daily Dispatch, under the banner of the worldwide public journalism movement. Following Christians et al (2009), the thesis sets out a normative framework of media performance in a democracy, including a detailed and critical normative theory of the ‘facilitative role’ proposed and developed by Haas (2007), one of the public journalism movement’s key advocate-theorists. It also draws on a variety of theoretical frameworks and perspectives in the fields of Political Studies and Media Studies to provide an analytical overview of the complex matrix of political and media contexts – at the macro (global), meso (national) and micro (local) levels – that have helped give impetus to the Community Dialogues and also shaped their ongoing operation as a public journalism strategy in the South African context. Following a critical realist case study design, the thesis goes on to provide a narrative account of the Dialogues based on in-depth interviews exploring the motivations, self-understandings and perceptions of those journalists who originated, directed and participated in this project, as well as observation of a Community Dialogue, and an examination of some of the journalistic texts related to the Dialogues. This primary data is then critically evaluated against normative theories of press performance, especially Haas’s ‘public philosophy’ of public journalism. The thesis found that apart from their undoubted success in generating a more comprehensive and representative news agenda for the newspaper, the Dialogues often fell short of Habermas’s (1989) proceduralist-discursive notion of the ‘deliberating public’, which sees citizens share a commitment to engage in common deliberation and public problem solving. This can be attributed to a number of problems, including some important theoretical/conceptual weaknesses in the Community Dialogues’ project design, the relative immaturity of the project, the domination of civil society by political society in the South African political context, and a number of organisational constraints at the Daily Dispatch. On the other hand, the newspaper’s editorial leadership has shown clear commitment to the idea of expanding the project in the future, establishing a more a more structured programme of community engagement, and nurturing a more sustainable public sphere, including the building of a more dialectical relationship between the Dialogues and civil society.
