- Description: This thesis analyses the establishment of a health and safety system on the Witwatersrand gold mines in the period between the end of the South African War and the eve of World War Two. The period has been chosen, firstly, because the South African War had seriously disrupted production and the industry virtually had to start up again from scratch; secondly, because it was during this period that mine and state officials began to seriously investigate the reasons for the appalling mortality and morbidity rates on these mines; and, thirdly, because during this period some improvements did occur which were significant enough to enable the industry to warrant the lifting, in the latter part of the 1930s, of the ban on tropicals, enforced since 1913 as a result of their extremely high mortality rate. In the first thirty years of the twentieth century about 93 000 African miners died disease-related deaths and in the same period some 15000 African miners were killed in work-related deaths. In attempting to establish why so many African miners died, the thesis attempts to identify the diseases and accidents that caused these deaths and considers what attempts were made to bring mortality and morbidity rates down. Whilst the thesis is neither a history of gold mining in South Africa nor an economic history of South Africa in the period 1901 to 1939, it nevertheless, as detailed in the first chapter, places the health and safety system within the context of the wider political and economic forces that shaped the mining industry in this period. The need for a productive and efficient labour force, vital for the industry'S survival during a number of profitability crises in this period, forced the industry to reassess compound structures, nutrition and eventually the health of its work force. These issues of compounds, work and diet are discussed in chapters two, three and four. Appalling living and working conditions led to a high incidence of pulmonary diseases - TB, silicosis and pneumonia - which were the principal killers on the mines. Attempts to cure or prevent their occurrence are discussed in chapter five. Fear of disruptions to production ensured that the mining industry eventually also devoted considerable resources to accident prevention, a theme which is discussed in chapter six. The thesis concludes that the mining industry for much of this period was able to determine the pace of change; neither state officials nor African miners were able to significantly alter the tempo. In fact the industry was so successful that it was able to convince a number of government commissions in the 1940s that the migrant system had to stay, to ensure the wellbeing of the miner. This meant that despite considerable time, money and effort being spent on establishing a health and safety system on the gold mines, the mining industry was still of the opinion that the health of their workers was best served if they were sent home.

Education was to be adapted to the lives of the Africans which would be a departure from the English classical tradition. This meant that emphasis was placed on vocational training and that academic education focussed on the study of English rather than the Classics. But the importance of mother-tongue education was also stressed. The missionaries placed emphasis on village education, whereby the African would be taught skills and crafts that would be useful to him in life. Education, they argued, should also aim at character-training and at spreading the Christian message. They also wanted to see co-operation between the Church and the State in the education of the African. Vocational education was designed to create African artisans who would be able to compete with Whites; but it also aimed at emphasizing the importance of industry in building up character. The Lovedale Press illustrates vocational training in progress, dealing with the difficulties that arose when African printers came into competition with Whites. But the missionaries also used the Press to propagate the Christian message and to promote African literature. An ideological rift began to open up between the missions and the new Black political beliefs of the Second World War. This led to the Lovedale Riot which is considered in the broader framework of sociopolitical unrest within the country. After the 1948 Election an ideological rift also developed between the missions and the State. This study concludes by examining the introduction of the Bantu Education Act and the Lovedale response to this. It was felt that although Bantu Education threatened to undermine their educational endeavour, they should nevertheless cooperate with the system in order to save what they had built up.

- Description: Chapter one suggests thet trade and merchant capital, which were crucial to Port Elizabeth's economic development during the nineteenth century, was subsumed by the rise of manufactures and industrial capital after the First World War. Industrial expansion was cut short by the post-war recession, which caused un- and underemployment. The black worker, who experienced a severe loss in real earnings on account of the increased cost of living, became involved in a struggle with employers for wage increases. Chapter two shows how the policy of segregation was applied in Port Elizabeth, which meant that the workers were subjected to an increasing degree of control and regulation of their daily lives. The conditions of reproduction in the black townships fostered inter-racial and cross-class mobilisation which culminated in the formation of a general labour union, the Port Elizabeth Industrial and Commercial Workers' Union (PEICWU). Chapter three will suggest links between the tradition in Port Elizabeth of worker resistance and the unionisation of black workers in the post-war period. Thus, the first three chapters attempt to provide a historical perspective for analysing the underlying causes of the 1920 Port Elizabeth disturbances. The immediate cause of the disturbances was the arrest of the Union leader, Masabalala, after he called for a general strike. Chapter four will show how the intervention of the local authorities provoked a spontaneous act of defiance on the part of Union members. A demonstration outside the Baakens Street Police Station to demand the release of Masabalala, precipitated the tragic shootings of 23 October 1920. The repressive violence which left 22 dead (with two further deaths resulting indirectly from the incident) was unprecedented in South African history. The resolution of the crisis brought the workers no nearer to obtaining a reasonable settlement of the wage issue. If anything, the resolve of employers to deny wage demands was hardened by the actions of the local authorities, who attributed the disturbances to ' agitation '. Such thinly-disguised justifications of the shootings by the dominant classes, however, provoked recriminations from other quarters. Chapter five examines the legal and political ramifications of the Port Elizabeth shootings. The circumstances of the shootings prompted the Smuts Government to appoint a Commission of Enquiry in the face of public pressure. The Commission found that the Police and vigilantes were largely to blame for the high death toll. But the Government's 'whitewash' of the findings could not absolve the Police from culpability entirely, nor could it sidestep its own responsibility and liability to victims of the shootings. Finally, in Chapter six, an attempt will be made to assess the long term impact of the shootings on the PElCU and the black labour movement in Port Elizabeth generally. The outcome of the episode was a victory for employers, which dealt a body blow to worker organisation which only became resurgent in the 1950s.

- Description: The early history of South African industrial development has been approached from essentially two angles. One body of thought has concentrated on the adverse effect colour bars have had on the development of South Africa. It is argued that racial discrimination in industry originated from the racial prejudice of white workers and from state intervention in the economy. Opposed to that view is the interpretation that the colour bar originated out of the specific character and subsequent development of South African capitalism. This study approaches the debates and arguments through an analysis of the Wage Act of 1925. The industrial relations system which operates in South Africa has its origins in the legislation of the 1920s. It is based on the Industrial Conciliation Act of 1924 and the Wage Act of 1925. Very few systematic analyses of the Wage Act have been produced hitherto. Most commentators have focussed on single aspects of the Act, but very few have attempted an examination of the operation of the Wage Board which was established by the Act. The Wage Board was instituted as an element to promote the civilised labour policy in the private sector. Whereas the Industrial Conciliation Act operated to protect organised labour, the Wage Act concentrated on unorganised trades and sections of trades. Although empowered to investigate conditions in the mining industry, the Wage Board was never used to regulate wages in that industry under the Wage Act due to opposition from the industry. It was concerned solely with secondary industrial and manufacturing establishments because agriculture and domestic service were excluded from the Wage Act. The Wage Act was based on the principal of compulsory regulation. Determinations in terms of the Board's recommendations were binding on employees and employers alike. Complex procedures hampered the activity of the Board until 1930 when the Act was amended and simplified. The Board faced a great deal of opposition from manufacturers in its early years. But a cautious approach and the gradual implementation of determinations ensured that employers opposition soon changed to support when it became clear the Board was not an arbitrary one. The Board had to take a number of strict considerations into account. It could not recommend wages if its recommendation would affect the particular trade concerned adversely. It concerned itself with the promotion of efficiency in business, production costs, consumerism , the wasteful employment of labour, the length of the working day and the productivity of employees. As such it was used as a means to assist the necessary rationalisation and reorganisation of South African industry. It could not recommend wages without the Minister's express instructions if all the employees covered by a reference could not receive a civilised wage . Civilised wages were classified as wages at which employees could enjoy white standards of living. This clause effectively introduced a colour bar into wage determinations. It operated before 1930 to buttress Industrial Council Agreements to prevent the displacement of whites by Africans at lower rates. The Wage Board also considered investigations from unskilled, African workers. The Board was not permitted by law to discriminate against people of colour. Apart from the potential colour bar of wage regulation in general in South Africa, the Board was instructed in 1930 to refrain from issuing recommendations for African workers. Regulations were also altered to exclude Africans. The Wage Act declined in importance after the Great Depression as white workers were drawn closer to the wider-reaching Industrial Conciliation Act. The need to regulate African wages and to control African labour became more evident during the period of economic expansion in the 1930s. The Act was replaced in 1937 and the restrictions formerly placed on Africans were removed. The workforce had finally been separated with the provision of different industrial relations appartuses." The ordinary English worker hates the Irish worker as a competitor who lowers his standard of life. In relation to the Irish worker he feels himself a member of the ruling nation and so turns himself into a tool of the aristocrats and capitalists of his country against Ireland, thus strengthening their domination over himself. He cherishes religious, social, and national prejudices against the Irish worker. His attitude towards him is much the same as that of the 'poor whites' to the 'niggers' in the former slave states of the USA. The Irishman pays him back with interest in his own money. He sees in the English worker at once the accomplice and the stupid tool of the English rule in Ireland. This antagonism is artificially kept alive and intensified by the press, the pulpit, the comic papers, in short, by all the means at the disposal of the ruling classes. This antagonism is the secret of the impotence of the English working class, despite its organisation. It is the secret by which the capitalist class maintains its power. - Description: The written history of modern South Africa is limited by the moratorium on archival material common to' all contemporary research, and the present study is intended, in part, to help fill this gap. It has a two- fold design: first, to point out some of the anomalies in the relationship between administration and policy and secondly, to show the extent to which they are interdependent in Dr. D.L. Smit ' s career. In the process, I hope to clarify and to comment on some of the mechanics involved in Native Administration.
