- Description: Estuaries are complex systems and should be defined as social-ecological systems. This study investigated whether the Swartkops Estuary was managed as a socialecological system and also argued for the resource to be characterised as a commonpool resource due to its ‘open access’ nature and being utilised by many users. People often live in close proximity to estuarine resources. This means that the ecological component of the estuary cannot be managed separately from the social system. There are feedbacks that result from the interactions taking place between the ecological and social components and these need to be considered. Furthermore, the interactions between humans and estuaries are complex and do not change in a linear, predictable manner. The research methods investigated two research aims: (i) to investigate whether social-ecological systems approaches are currently being adopted in the Swartkops Estuary; and (ii) the sustainable management of the Swartkops Estuary and potentially other estuaries in South Africa. The following research objectives formed the basis of this study: (i) to examine the current management system of the Swartkops Estuary; (ii) to determine and map the social and institutional actors for the Swartkops Estuary; (iii) to analyse the views of local stakeholders, authorities (policy makers) and policy implementers on the use of a social-ecological systems approach in the integrated management of the Swartkops Estuary; and (iv) to illustrate the potential advantages of adopting a social-ecological systems approach for ecosystem services and society. A mixed-method research design was applied in this study using questionnaires, semistructured interviews and focus groups discussions as data collection methods. The ecosystem services approach is one of the accepted approaches that links humans and ecosystems and the results of this study has demonstrated that the habitats of the Swartkops Estuary provide ecosystems systems to various stakeholders. The findings of this study have revealed that the Swartkops Estuary faces sustainability challenges related to free-riding and the tragedy of the commons dichotomy. The governance of the Swartkops Estuary is weak due to the limited implementation of policy and regulatory requirements. This inadequacy in implementation has led to the overexploitation of living resources in the Swartkops Estuary because the ‘rulesin use’ are not respected and adhered to by users. This study therefore proposes guiding principles and practical implications for each of the following dimensions: (i) social-ecological systems; (ii) common-pool resources; and (iii) governance for integrated sustainable estuarine management. Challenges faced by estuaries are not only of ecological, social or economic nature; they involve a combination of all three. With an increasing number of IAP and limited resources, their management and decision-making processes are becoming difficult because of uncertainty, multiple and conflicting objectives, and diverse stakeholder views, facts and values. This is particularly challenging given the complex interactions between economic, ecological, and social elements that exist in invaded areas. Consequently, it is important to incorporate new ways of thinking and novel methodologies to improve our understanding of IAP management and the decision-making processes around them, which are currently inadequate. Decision analysis can help with dealing with these challenges and support decision-making under uncertainty. Drawing on the systems thinking approach and the concepts of leverage points, transition management and transformational change, the aim of this thesis was to explore the effectiveness of IAP management and the decision-making process in the Garden Route Biosphere Reserve (GRBR). This was achieved using a mixed methods approach involving: social-ecological inventory (identifying relevant stakeholders); review of literature on the available decision support tools; key informant interviews (stakeholder perspectives on the current decision-making process); and stakeholder workshop and expert consultation (casual loop modelling). The results of this thesis provide evidence that application of the proposed principles of robust decision-making has the potential to overcome the weaknesses of the current decision-making process and as such, enables decision-makers to efficiently allocate resources towards IAS management. A novel causal loop diagram (CLD) was developed to highlight the interconnections between key variables in IAP management and decision-making. This revealed that to transcend ‘policy resistance’ and ‘quickfixes that fail’ archetypes, and improve IAP management, the stakeholders need to consider deep leverage points, for example, fostering trust and shared understanding among different stakeholder groups. These can be realistically maintained over the long-term and can cause a fundamental change in IAP management, rather than focusing on shallow leverage points that are relatively easy to implement but do not result in significant systemic change. The findings of this thesis are flexible and could guide various stakeholder groups at local, national, and international scales in improving the effectiveness of IAP management and decision-making.

Motivation for landscape stewardship as a driver of change-Garden Route, South Africa

- Description: Stewardship, as portrayed in much of contemporary literature is considered as a key to the sustainability challenges of the biosphere. In disciplines which regard sustainability in the context of Social Ecological Systems (SES), stewardship is associated with the goal of building resilience through the informal governance structures that dictate how the landscape is utilized. These disciplines lack a better integration of individual roles and responsibilities as they relate to their daily interactions with the environment. Formally initiated stewardship can evoke maladaptation, in other words the attempts to conserve a specific natural assets in one particular locality can shift the problem of degradation or exploitation to another place or point in time. This is because the individual, as an inevitable driver of unsustainability, has not been addressed. What is needed is the knowledge of strategies which resolve human disconnection from nature and the biosphere, through a greater focus on the individual motivational scale. In Chapter 2, which consists of a literature review of recent stewardship discourses, I extract alternative theories which consider individual motivation and subjectivity as the underlying drivers of resilience. These include knowledge about Sense of Place, and theories from Conservation Psychology. Basic Human Value theory is also presented as a possible entry point for societal transformation through individual motivation. These ought to inform conservation interventions with mechanisms which truly grasp unsustainability at its roots. This is a place-based, qualitative study where the results assist in interrogating the question: How does individual motivation for stewardship mediate socialecological trajectories of change? The context of the study and the methods used to generate my research findings are presented in Chapter 3 and 4. The Garden Route provides the place-based context for this research and is situated in the Western Cape Province of South Africa. The region is home to diverse cultures representative of Western and indigenous regions who meet and negotiate what it means to care for the environment. The area is biologically rich and ecologically highly sensitive to current trajectories of development, fragmentation and global change. Mixed methods and a qualitative approach was used to answer three sub-questions: (1) Which theories facilitate greater understanding of transformative stewardship pathways? (2) How can a transformative pathway be recognized? and (3) How can transformative pathways be pursued? One method used in this study is a photo-voice technique, which is coupled with self-directed journaling and in-depth interviews. Other sources of data include communication and engagement, observations iii and focus groups. I apply a content analysis to the transcribed qualitative data to resolve the research questions. Research results are presented in Chapter 5. In this empirical chapter I present three competing meanings of stewardship and visions for change held by individuals in the Garden Route. The three meanings are described as: protect nature from human influence (Nature despite People); work together and communicate (Nature for People/Nature and People); and be the change you want to see in this world (People in Nature). The variable which best describes the differences in visions is Critical Connectivity. Resilience in a SES is critically dependent on three levels of connectivity in stewardship. Firstly, individuals’ consciousness of being interrelated and interdependent within a community of life; Secondly, expressions in the physical landscape which promote the connectivity of ecological systems as well as the connectivity between people and nature. Thirdly, Connectedness with the Biosphere, which means that the boundaries of the planet and the functioning of the life-supporting earth system are considered in behaviours. I use Basic Human Value theory to test whether it can explain how the differences between and commonalities within the three groups arise. The results support the theory, suggesting that Basic Human Values underlie individual motivation for stewardship. However, inconsistencies and shortcomings of Basic Human Value theory became evident. I identified new values and value combinations which were not made explicit in the framework. These emerged due to my in-depth qualitative approach, as opposed to the common quantitative uses of the framework. The qualitative approach allows for values to emerge inductively and it elicits nuances of individual value interpretations that the definitions of Basic Human Values do not depict. In the second part of the empirical chapter, I present evidence of maladaptive and transformative stewardship pathways in the Garden Route. A maladaptive pathway is one in which individuals’ expression of care for the environment undermines Critical Connectivity and transfers vulnerabilities in the SES. A transformative pathway is one in which individuals pro-actively invest into Critical Connectivity and enhance resilience. The differences in these pathways are directly related to the differences in motivation. iv The findings of this research reveal that stewardship is the act of ‘place creation’ which is motivated by unique and nuanced differences in basic values and individual consciousness. Recognizable features of transformative and maladaptive stewardship pathways are discussed in Chapter 6. I present a conceptual model that critically evaluates stewardship. This model firstly assists researchers and practitioners to become alert to early warning signs of maladaptive pathways. Secondly, it informs them of potential leverage points for interventions which can induce sustainability transformations. I then apply this model to discuss transformative and maladaptive pathways against the backdrop of my findings and the literature. The elements which emerged as critical in this assessment are risk perceptions, stewardship meaning, connectivity with nature, connectedness with the biosphere, relationship with place, sustenance and identity. Different configurations of each indicator help explain the different pathways. Lastly, I discuss the role of Basic Human Values in each of the pathways. I compare how the motivational orientation towards self-enhancement and self-transcendence, or towards openness to change and conservation, play roles in SES resilience. This discussion brings to the surface the fact that transformative stewardship rests on a combination of these four value categories. In contrast, the absence of self-transcendent values and the presence of power, security and conformity underlie the motivation for maladaptation. I leave the reader with suggestions for interventions which have become relevant as a result of my study. Policy, media, conservation agencies and science shape meanings of stewardship, portray social norms and hence must motivate Critical Connectivity. Transformations can be achieved by targeting changes in values which must include autonomy, universalism, benevolence and spirituality. I discuss how policy and planning, communication, marketing and education can lever transformation through mechanisms identified in my research. Chapter 7 concludes this research with a reflective summary of the academic and practical contributions my study has made for stewardship discourses and for the management of SES resilience in local landscapes. I provide recommendations for further research, as they apply to socio-political change in Post-Apartheid South Africa. I end the concluding chapter by encapsulating my research finding in future scenarios for the Garden Route in the face of change, which namely relate to abrupt and uncertain environmental change, immigration, population growth and implications for spatial planning, and the Garden Route Biosphere Reserve. v In Chapter 8, I provide a reflection of this research. - Description: Invasive tree species pose a huge problem in the Garden Route and are particularly damaging to aquatic ecosystems, including wetlands, riparian zones, lakes and estuaries. Therefore, this study aimed to determine priority areas for invasive tree species management, with a focus on aquatic ecosystems. This was achieved by using existing literature to identify priority species, based on their impact on aquatic ecosystems and their associated ecosystem services, and then testing the suitability of SPOT-6 and WorldView-3 multispectral data at detecting these focal species. The priority species identified were: Acacia cyclops (rooikrans), Acacia longifolia (long-leaved wattle), Acacia mearnsii (black wattle), Acacia melanoxylon (blackwood), Acacia saligna (Port Jackson willow), Eucalyptus camaldulensis (red river gum), Pinus pinaster (cluster pine) and Pinus radiata (radiata pine). The Random Forest classifier on SPOT-6 data achieved an overall accuracy of 62.5% and this method was consequently deemed ineffective at separating invasive tree species from other tree species in the Garden Route. The overall accuracy of the WorldView-3 classifier was higher (78.9%) but the cost of the data limited the use of more images for the detection of the focal species throughout the Garden Route. Therefore, to identify priority areas for invasive tree management, criteria derived from existing literature were input into spatial conservation planning software. The analysis identified the: Saasveld section of the Garden Route National Park, the Wilderness Lakes, Knysna Forest, Knysna Estuary, Tsitsikamma Forest around Stormsriver and a disturbed area of fynbos southeast of Kareedouw as management priorities. Currently spatial conservation planning software proved to be cost-affordable and useful tool and is recommended for invasive tree management in the Garden Route.

These organisations frequently have to weigh up the costs and benefits of managing natural resources and their services for the public good. Management of social-ecological systems is commonly characterised by uncertainty, disagreement and trade-offs. In South Africa, these challenges are compounded by the fact that mandated organisations are often inadequately resourced in terms of finances, skilled staff and infrastructure. In order to maintain the resilience and robustness of social-ecological systems, public-sector organisations need to cultivate a set of dynamic capabilities, with strong emphasis on learning from their experiences and adapting their management strategies, to innovate and improve their performances. Absorptive capacity (AC) has been described as the ability of an organisation to recognise the value of new external information, acquire it and assimilate it within the organisation, transforming it by applying it with existing knowledge and exploiting the new knowledge for benefit. Organisations with good AC are able to recognise rapidly changing environments and address them by renewing and building on their levels of skill, knowledge and capability to deal with change. This construct has been extensively researched in industries related to business and technology, where its development has been found to stimulate innovative capabilities. There has, however, been little research into its relevance for public-sector organisations or organisations with environmental mandates. This study used methodological triangulation to assess the perceptions of employees on the current state of AC in three public-sector organisations with environmental mandates. This was done to gain insight into their capacity to absorb information and apply their new knowledge in decision-making, in a manner that navigates through environmental change. The key findings of this research suggest that knowledge transformation and exploitation are enhanced by in-house research capabilities and cross-functional interface between internal departments. These findings also suggest that the acquisition of knowledge is not only determined by the in-house research capacity but also depends on the resources available to these departments in terms of time, finances and skilled staff. There was minimal evidence of knowledge exploitation; however, obstacles that were highlighted as hindering this process included individual responsibility and motivation, as well as general organisation capacities, such as communication hierarchies, funding, time and organisational silos. This research found that the well-studied concept of AC can be used as an institutional mechanism to assess and promote adaptive capacity in public-sector organisations with environmental mandates to navigate and innovate through the Anthropocene.

Media and communication influences on farmers' views of water conservation in the Garden Route, South Africa

- Description: The Garden Route is situated between a mountain range and the ocean, both within close proximity. These geographic considerations make the farmers in the area vulnerable to extreme weather events, especially droughts and floods, which have been experienced in recent years. Agriculture in the area is predominantly focused on dairy and vegetables, which require intensive irrigation practices. It is this water demand that inspired adaptations to counteract the risks of extreme weather and dwindling water sources. These adaptations and behaviours were investigated to determine the underlying perceptions and influences. The research aimed to understand the way environmental knowledge would disseminate through the use of the Diffusion of Innovation theory, whilst determining the ecological worldviews of the participants through the use of the New Ecological Paradigm (NEP) scale. Both of these theories proved effective in researching the ecological perceptions of and various influences on the participants, with a few minor drawbacks. The data analysis investigated the research questions with a three-pronged approach. Interpersonal interviews and media content analysis of the local and agricultural media in the area was followed by analysing the two sets of findings, in order to find overlaps and relationships between the factors explored. The interviews were designed as semi-structured to allow for themes to emerge and were conducted mainly within the diary and beef industries, consisting of 24 participants. The media content analysis incorporated a niche agricultural magazine (32 articles) as well as the local newspaper (74 articles). The articles were coded for themes to allow for comparison between the two, and to provide an overall understanding of the media coverage. The use of the interviews and media content analysis concurrently, made it possible to determine the farmers’ perceptions of water conservation and the possible influences on these. By exploring this, the research endeavours to understand the dynamics between the farmers’ use of media and interpersonal networks and their water conservation practices. The farmers’ perceptions appeared to be predominantly shaped by agricultural media and interpersonal communities. The NEP scale responses exposed the clash between economic and environmental considerations. The farmers were acutely aware of their ecological impact and were employing various measures to counteract it. However, these were heavily dependent on their financial situation. This is in contrast to the NEP scale’s measuring of NEP statements contrasted with Dominant Social Paradigm (DSP) statements to determine ecological attitudes. These findings confirm previous research and demonstrate that modern farmers are more likely to adopt conservation practices than their traditional counterparts, if it helps achieve their economic, social and environmental goals. The importance of the historical context of South Africa’s water issues emerged, with the past and future proposed changes to water regulation and legislation affecting farmers’ perceptions. The move from agriculturally privileged water legislation to equitable distribution is affecting the farmers negatively, causing distrust towards the government. The research was successful in achieving an understanding of the effect of the mass media and interpersonal communication influences on the farmers’ perceptions of water conservation.

The management of chacma baboons and humans in a peri-urban environment: a case study from Nelson Mandela Metropolitan University's George Campus

- Description: Conflicts between humans and baboons (Papio ursinus) have become a significant management challenge on Nelson Mandela Metropolitan University’s (NMMUs) George Campus, which is located in peri-urban George in the Garden Route, of the Western Cape of South Africa. Current management policy, although required to be ‘scientifically’ based, largely relies on studies done outside the Garden Route. This study addresses the question of how the management of human-baboon relations could be improved on the campus. A case study was undertaken which aimed at addressing the cohabitation of baboons and humans on the NMMU campus, specifically human-baboon resource selection and interaction. The research methodology and the related analytical tools were primarily quantitative but were supplemented by some qualitative data drawn from interviews. Data collected was used to determine landscape features acting as Keystone Resource Areas (KRAs) for both humans and baboons on the campus. Relationships between the frequency and location of negative interactions, and resident-baboon distribution on the campus were also determined. Two key findings emerged from the research. First, residences, non-residence buildings and waste disposal stations act as KRAs for both humans and baboons. Second, the frequency of negative interaction correlates with the time spent by residents and baboons at residences, where common negative interactions between baboons and humans are known to occur. It is postulated that cohabitation on the NMMU George Campus is causing the habituation of baboons, a loss of fear of humans and association of humans with high energy foods. As a result, present cohabitation contributes to negative human-baboon relations in the George area. To ensure sustainable co-existence between humans and baboons on the George Campus, management should implement zonation and wildlife monitoring to reverse the loss of baboon fear of humans and better limit the availability of human-derived foods. In addition, management should consider giving stakeholders co-management roles to foster and facilitate knowledge and responsibility partnerships, and subsequently correct any misunderstandings related to human-baboon relations on the campus. Recommendations for further research include sampling beyond campus boundaries to compensate for regional variations in baboon behaviour and the biophysical environment.

The field of Conservation Planning developed to ensure that allocations of areas to Protected status no longer result in such bias and rather promotes the persistence of biodiversity. This study reviewed a recent allocation of land to biodiversity conservation within Western Cape of South Africa, using both a quantitative and qualitative approach, to determine their value to biodiversity conservation. The area was previously used for commercial forestry but now has been allocated to conservation land-uses. The allocation was based on the area’s value to the forestry industry. The qualitative approach in this study engaged with relevant stakeholder groups to map priority areas, while the quantitative approach used available data on biodiversity features to map priority areas. Neither approach determined that the area allocated is in its full extent a priority for biodiversity conservation. This indicated that in the current era of Conservation Planning, Protected Areas are still being allocated in an ad hoc manner, as a result of their limited perceived benefit to anthropocentric needs. The future allocation of land to biodiversity conservation should rather integrate expert knowledge and available quantifiable data to ensure that priority areas for biodiversity conservation are being protected.

- Description: Coastal disasters have been increasing in intensity and frequency around the world causing loss of life and millions of Rands’ worth of damage to infrastructure. Coastal communities are growing as more people are drawn to urban areas. These people depend on the services the coastal ecosystem provide but through degradation and land use change the supply of services is reduced. The ability of these communities and landscapes to bounce back from disturbance has been severely hampered. As a result communities are looking for ways in which they can protect their lives and their assets and become more resilient. Through development planning structures such as coastal foredunes, that offer a buffering capacity against storm surges, can be used to strengthen the resilience of coastal communities. The type of defences used in communities would be dependent on the knowledge of the decision makers. This study explores the discourses and practices that are present in development processes regarding ecological infrastructure (in its buffering capacity for risk reduction) as an option for adaptation to global environmental change in the coastal areas of Eden District. Qualitative data collection and analysis techniques were used. In-depth interviews were used to collect data, which was transformed into frequency data using content analysis. Descriptive statistics was then applied to the coded frequencies. The interpretation of the data was presented alongside the frequency data, via the descriptive statistics and quotations from interviews. It was determined that role players in development processes are aware of the complexities surrounding coastal social-ecological systems and understand the role foredunes play as ecological infrastructure within this system. Those who lack knowledge are aware of their knowledge gaps. Participants believe the study area is at risk due to human impacts and overall, participants felt that there is a general lack of awareness with regard to issues affecting our coastline, compounded by the absence of an enabling environment brought about by a lack of finances and time.

Participants believe the study area is at risk due to human impacts and overall, participants felt that there is a general lack of awareness with regard to issues affecting our coastline, compounded by the absence of an enabling environment brought about by a lack of finances and time.

- Description: The rapid expansion of biofuel projects in southern Africa creates an opportune issue against which to examine land-use tradeoffs within the areas of customary land tenure. For this an ecosystems services approach is used. Jatropha curcas (L), a perennial oilseed plant which has been the key focus of most of the region’s biofuel expansion to date is used as the focus biofuel crop for which case study data were obtained from Malawi, Mozambique, Zambia and South Africa. Despite the initial enthusiasm for jatropha, most projects have proven less successful than hoped, and many have collapsed. A few are, however, still showing signs of possible success and it is two of these that form the basis of the case studies. Hugely complex tradeoffs are involved when considering biofuel as a land-use option for communal areas. They range from global impacts such as biodiversity and global climate forcing, through national concerns of rural development, national food security and national fuel security, to local household concerns around improving livelihoods. Land that is converted to biofuel needs to be removed from some previous use, and in the southern African case it is typically woodlands and the multitude of services they provide, that suffer. The nature of the tradeoffs and the people affected change over the scale under consideration. For the local farmer it is only the local issues that are of concern, but national and global forces will change the policy environment and lead to new types of development such as biofuels. Change is inevitable, and in all developments there are likely to be both winners and losers. It is clear that the impacts arising from biofuel are situation dependent, and each community and location has unique social and environmental considerations that need to be taken into account. In the case of jatropha the final realised yield and the economic returns that this can generate, will be of critical importance and remain one of the main uncertainties. There are promising signs that under certain circumstances the balance of benefits from jatropha biofuel may be positive, but if implemented incorrectly or in the wrong place, there is extensive evidence of total project failure. It is clear that evidence-based data and assessment tools are needed to assist communities, developers and government departments to make sound decisions around biofuel (or other land-use based) development. A number of such tools are suggested in the thesis. Both the use of large-scale plantations or small-scale farmer centred projects have their advantages and disadvantages. It is probable that in the correct circumstances either can work. However, large-scale plantations can have huge negative social and environmental consequences if poorly implemented. Small-scale projects, though improving livelihoods, are unlikely to take the farmers out of poverty. Tradeoffs from any land-use change are inevitable. Empirical data on biofuel impacts on the environment and society are needed for the development of sound policy. A favourable policy environment can ensure that positive benefits from biofuel are obtained, whilst minimising negative impacts. To develop this policy means that southern African countries will have to clearly understand what they wish to achieve from biofuel, as well as having a clear understanding of impacts from biofuel implementation. Sound scientific knowledge needs to underpin this process. For instance governments may wish to increase the ratio of small-scale to large-scale plantation to increase the developmental benefits, ensure biofuel is used to promote national fuel security rather than being exported, or develop a medium-scale farming sector which can help move farmers out of poverty and assist in developing a market surplus of agricultural commodities. Analysing impacts from biofuel expansion is a complex and multi-dimensional problem and as such will require multi-criteria analysis tools to develop solutions. Global, national and local tradeoffs must all be considered. In addition a wide range of stakeholders are involved and participatory processes may be needed to capture their inputs. Tools to better analyse impacts, specifically at the local level are needed. These local results need to feed into national level economic assessments. The cost of biofuel introduction should be considered against the costs of not implementing biofuel, realising that doing nothing also has a cost and long-term impact. Third-party certification provides a useful tool for shifting costs of ensuring compliance with social and environmental legislation, from the state to biofuel companies. In addition ongoing monitoring and evaluation of existing projects is needed to learn from successes and failures, to identify unintended consequences, and to increase the resilience of projects, community livelihoods and the national economy. This will have to be supplemented with additional focused and ongoing research.

Ecosystem degradation causes major environmental and economic concern, due to the loss of ecosystem services which river and wetland ecosystems provide. Stakeholder communities who depend on natural resources need to identify the social processes which are underlying causes to unsuccessful natural resource management and thus environmental degradation. The study is primarily aimed at identifying and understanding the structural and functional properties of the stakeholder network in the Duiwenhoks River catchment in the Western Cape, South Africa. Through analyzing the social network properties the study identifies and describes the main stakeholders involved with natural resource management in the Duiwenhoks water catchment area. How the individual actors from the diverse stakeholder groups are connected through communication ties were assessed. Furthermore, issues and factors which limit the effectiveness of the social network were identified. The main factors include a lack of communication and collaboration between key local resource users and governance officials caused by conflicting perspectives regarding resource management and societal conflicts caused by asymmetries in power distribution favoring government institutions. The lack of collaboration between stakeholders was identified as a contributing factor that links to the resource degradation experienced in the catchment. Ultimately means of overcoming the limitations to effective social networking, in order to manage the challenges related to natural resource management were identified. Management recommendations include the development of bridging ties and collaboration between diverse stakeholders, whilst facilitating participatory processes aimed at participatory problem solving and adaptive co-management of natural resources. Government institutions were identified as being dominant stakeholders in the network and should be mobilized to perform a stronger bridging role to connect disconnected actors. The findings of the study may inform future efforts of researchers and facilitators to implement strategies which promote social networking, social learning and ultimately adaptive co-management in the study area or other similar social-ecological systems. Ultimately, collaboration can be achieved between the diverse stakeholders to successfully improve ecosystem management and resilience in the Duiwenhoks water catchment.

- Description: It is well known that invasive alien plants (IAPs) pose a significant threat to natural biodiversity and human well-being. Through various pressures exerted on natural ecosystems, IAPs decrease and alter natural processes that provide important ecosystems services and livelihoods to human communities. These plants also displace and out-compete natural plant communities in the areas in which they invade. Management of IAPs is a complex issue with social, environmental and financial challenges. The long-term sustainable management of IAPs requires a management approach that monitors and measures the outcomes of current management practices, and considers the lessons learnt in future decision making. Adaptive management is such an approach and is characterised by monitoring, assessment, reflection and adaptation. In this dissertation I explore IAP management within the South African National Parks (SANParks) organisation. I focus on the quality of the available IAP clearing data for monitoring and environmental decision-making and explore how strategic adaptive management (SAM) is being applied to IAP management. Strategic adaptive management is a form of adaptive management that SANParks adopted to deal with the inherent unpredictability of the social ecological systems they manage, and is primarily a learning-by-doing approach. In chapter one I describe the various impacts that IAPs have on natural environments. I also discuss management of IAPs, the national Working for Water (WfW) programme and how SANParks control IAPs in partnership with WfW. Clearing of IAPs within the borders of SANParks is funded by the Department of Environmental Affairs‘ (DEA) Natural Resource Management programmes and carried out through the Working for Water programme, under SANParks‘ Biodiversity Social Projects programme and is done on a contract basis. Contract data are stored in the Working for Water Information Management System (WIMS) database. Although IAP clearing is well established, the efficiency of overall clearing operations within the parks, and quality and reliability of the data available in the WIMS, needs to be examined. In Chapter two, I (i) assess the status of IAP clearing and the direct clearing costs in each of the five national parks (costs are inflated to 2012 equivalents using the consumer price index), (ii) assess the accuracy of workload estimations for WfW IAP clearing, and (iii) discuss the utility of WIMS as a system to collate and store accurate data for monitoring purposes, focusing on the integrity and reliability of the data, the accuracy of density estimations and whether it can inform sound decision making. The planning of future clearing contracts lacks efficiency due to inaccuracies and unreliability of input data, specifically estimates of invasive alien plant density. The accuracy of density estimation and cost of clearing varies greatly between parks and does not appear to reflect the reality on the ground. Four major landscape components characterised the environment, namely dense forests, former grazing lands, abandoned fields and old settlements. A combination of qualitative and quantitative methods were adopted, consisting of a vegetation and soil survey and social science methods including semistructured interviews, focus groups, transect walks and participant observation. The key finding was that anthropogenic disturbance is necessary to enhance the potential of the area to support human habitation. However, anthropogenic disturbance can have positive or negative effects for both local people and the environment. An intermediate level of disturbance is a key factor leading to a resilient socio-ecological system. Various anthropogenic disturbances have had significant affects on vegetation characteristics in terms of species richness, and a change in vegetation composition and species heights. Of the three anthropogenic landscapes examined, former grazing lands were the least intensively disturbed. They were also more species rich and structurally diverse than areas that were under agricultural production or used as a settlement. Dense forests, although the least desirable landscape to local people were, together with sacred pools, sources of ecosystem renewal and played a critical role during times of disturbance. Anthropogenic disturbance has added value to local people's livelihoods; this disturbance has resulted in a patchy landscape that supplies a wide variety of resources to local people. Local people are dependent on their environment for their basic needs; this has encouraged sustainable management practices. The local AmaXhosa still retain many elements of their traditional worldview, which has many characteristics of Animism. The environment is an integral component of their belief system and certain sites and species have significant cultural value and are protected.

The place is remote and 'modern' amenities such as paraffin and petroleum gas are expensive. Electricity and transport are unavailable. There is heavy reliance on woody plants for fuel and for materials for construction and fencing and to some extent medicinal and ritual uses. Indigenous trees in this rural area are threatened by over-utilisation and the absence of clear government management policies. The over-utilisation of these resources is leading to deforestation. It was proposed at the beginning of this study that people who harvest trees cause similar results to the piosphere effect caused by the herbivores on the rangeland. Ecological-economic analysis was performed to find a common ground between the people's income and needs so that effective sustainable management strategies can be developed. A combination of semi-structured interviews, direct observations and ecological surveys were used to gather information about: Tree species used, and for what purpose in Pikoli; Individual tree species preference by inhabitants; Change in tree density in response to changes in utilisation intensity at varying distances away from the village; The local direct use benefits inhabitants derive from utilising indigenous tree resources. The study showed that the people of Pikoli use a variety of 23 indigenous trees and that they have marked preferences regarding the tree species they use for fuelwood and construction purposes. Although Ptaeroxylon obliquum is a highly preferred species for fuelwood and construction, its popularity can also be linked to its high relative abundance in this area. Other species such Maytenus undata and Pappea capensis are also highly preferred although they are harvested at much greater distances from thecentre of the village. Change in individual tree density in response to changes in utilisation intensity at varying distances away from the village showed clearly that a piosphere effect also applies to human harvesting. The average number of individual trees closer (1 200 m) to the village centre was 2 trees per 100 m², and their numbers increase to approximately 35 trees per 100 m² at a distance of about 3 000 m from the village centre. The study reports on the direct use benefits derived by the people of Pikoli from harvesting tree resources. The average total net value of trees harvested for fuelwood was R4089.09 (US$ 359.01) per household per annum. The value of tree resources harvested represents a large percentage of average households' annual income. Therefore, the economic benefits households derive from utilising tree resources are high. Indigenous tree resource use in this rural village seems to be unsustainable and the inhabitants seem to be aware of it. However, they have few alternatives. Their economic conditions do not allow them to afford alternative resources available in the formal market.

- Description: The people of Pikoli in the Peddie district of the Eastern Cape are mostly unemployed and earn most of their income from old-age allowances. The place is remote and 'modern' amenities such as paraffin and petroleum gas are expensive. Electricity and transport are unavailable.
