F C Erasmus and the politics of South African defence, 1948-1959

- Description: FC Erasmus became South Africa's defence minister in 1948 after two decades as a leading political organiser for the National Party. Although an architect of the Nationalists' post-war election victory he was not considered a minister of the first rank. Erasmus initiated a process of ridding the defence force of officers who he believed were associated with the Smuts government and replacing them with party supporters. As a result the military often lost experienced and talented officers. Erasmus felt that the armed services had been too British in ethos and appearance. He inaugurated tighter regulations on bi-lingualism, reintroduced boer rank titles, launched new uniforms and original medals and decorations, to the acclaim of the volk. His purpose was to have a defence force which was uniquely South African. Many of his policies came under attack not only from the United Party but also groups such as the Torch Commando and the veterans organisations. With the apparent lack of an imminent military threat to the apartheid government Erasmus never received substantial budgetary allocations from finance ministers. The defence force, one without conscription, remained small with largely antiquated equipment for the important air and land forces. However by the decade's end the navy was gradually receiving modern ships under the terms of the Simonstown agreement, which Erasmus had negotiated with Britain. The events of the Sharpeville crisis, just after Erasmus left defence, demonstrated that the armed forces as moulded by the minister were in poor condition to assist the civil power in suppressing disturbances. Overseas Erasmus hoped to increase the acceptability of the Union as a defence partner among Western countries by providing personnel for the Berlin Air Lift and the Korean conflict and promising a contingent for the Middle East. He attempted unsuccessfully to instigate anti-communist alliances for the land and maritime defence of Africa when the European powers were leaving the continent. These actions were primarily to obtain political support for the Union, whose prestige was rapidly decreasing as apartheid became better known. The external initiatives with the exception of the Simonstown naval agreements were not lasting.

Quaker humanitarian gestures led to the opening of a multi-racial school for poor children in Cape Town (1840) and investigations into the treatment of Afrikaner women and children in concentration camps during the Anglo-Boer War (1899-1902). Early Quakers are also credited with initiating the Joint Council Movement of Europeans and Africans (1920s), forerunner to the South African Institute of Race Relations. This study traces the Quaker presence in South Africa from its earliest history to the present, with particular emphasis on the twentieth century. Specifically, the examination of the Quaker presence addresses the group's reaction to South African society and politics in reference to segregationist and apartheid legislation. - Description: This thesis examines the urban social, economic and cultural history of a community under stress and in transition at the turn of the century. Two themes run through the study: how the residents responded to long-term challenges such as the decline of the town in relation to its nearest urban neighbour, the increasing significance of the black population of the town and district, and the end of the millennium; and secondly, the effects of the South African War on King William's Town society and how the residents perceived the various stresses it exerted on the town. Chapter 1, by way of introduction, provides a general overview of the history of King William's Town and of the current state of historical research on the town. It also examines historiographical strands reflected in this study, focusing on urban history, social history, local history and the new cultural history. The chapter ends with a brief note on sources and methodology. Chapter 2 sets the scene be examining the population of the town and district in relation to its eastern Cape neighbours. It briefly explores the settlement patterns in the town, and the social divisions and racial attitudes manifested by its inhabitants. The third chapter provides a study of the town's economy with particular emphasis on the mercantile sector, agriculture and manufacturing. The informal sector, domestic service and labour relations are also explored. Political processes in this period are dealt with in Chapter 4. The 1898 elections and the re-alignment of political allegiances, the outbreak of the war, the main political issues that emerged and the suppression of the Imvo Zabantsundu newspaper are discussed. Chapter 5 provides an examination of military aspects of the town and district during the war. The impact of the imperial garrison, the attitudes of the residents to the war and the imposition and effects of martial law are amongst the topics covered. The next chapter deals with municipal matters, with particular reference to the townspeople's attitudes to Borough status, public health and sanitation, municipal locations and residential segregation, and the various successes and failures of the Borough Council during the war. The seventh chapter focuses on crime, legislation and social control in the town. The number and type of criminal incidents during the period are analyzed, the various laws establishing the parameters of society and the manner in which these were applied are examined. Chapter 8 seeks to define the cultural contours of the town, looking at religion, the large number of different clubs and societies, sport and recreation. It explores the way in which cultural pursuits were both a reflection and a reinforcement of the social, political and economic order. The ninth and final chapter links the preceding themes with regard to the effects of the war on King William's Town society, with particular reference to the mentalité of the community as displayed in the attitudes of the residents to the various developments discussed in the body of the thesis.

- Description: This thesis is a study in Urban History which explores the development of East London, a port in the Border region of the Eastern Cape, South Africa, through four decades of municipal control from 1873 to 1914. The town had been established in 1847 as a supply route for the British forces during the War of the Axe (7th Frontier War) but the frontier nature of the port led to economic and physical stagnation during its initial 25 years of existence. Indeed, by the time that the municipality was established in 1873, there were still no streets beyond cart tracks, no established water supply, and sanitary conditions were medieval. The Town Council therefore had much to occupy its attention but lack of positive leadership resulted in failure to capitalise on prosperous economic conditions, while a depression in the 1880's led to a further truncation of growth. It was only in the 1890's that a combination of economic growth and vibrant leadership brought about rapid civic advance, with large-scale expenditure on street construction, as well as the establishment of electricity and a tramway system. The outbreak of the Anglo-Boer War in 1899 slowed progress, however, and a post-war depression placed renewed stress on the municipality. The thesis examines the progress of the town on a broad front, dealing with the issues of economic fluctuations, the growth of the harbour as the heart of the trading sector, the physical advance of the municipality, the search for a viable water supply, the evolution of public health and sanitation, and the establishment of the port as a coastal resort. In addition, it studies the conflict of social attitudes among the townspeople, the evolution of racial segregation, and the effects of the Anglo-Boer War on the town, with the influx of some 5 000 Uitlander refugees and the establishment of a Boer concentration camp. A final chapter attempts an analysis of the reasons behind the Town Council's inability to make the best use of its opportunities to foster the development of East London.

- Description: This is an appraisal of the career of Ethel Tawse Jollie (1876-1950), the first woman parliamentarian in Southern Rhodesia, and the British Empire overseas, prolific writer and leading intellectual of her political generation who played a key role in the achievement of responsible government in Southern Rhodesia in 1923. As the founder and principal organiser of the Responsible Government Association she imported from Britain a singular political philosophy which made a lasting impression on Rhodesia's political character and social identity. She was an influential figure in British imperialist circles and in the women's suffrage controversy. No other Rhodesian politician had achieved such prominence in the metropole, or possessed such a thoroughly formed, comprehensive ideology, and the propaganda skills necessary to give it effect. The study traces the formation of her ideas within the intellectual milieu of pre-1914 Britain and - through her - its subsequent adaptation in Rhodesia; how, through her marriage to Archibald Colquhoun - explorer, writer and Cecil Rhodes's first Administrator of Mashonaland - she became steeped in the ideology of the Edwardian Radical Right - that reaction to imperial decline denoted by the slogan 'National Efficiency'. By 1915. when she arrived in Rhodesia, she had come to believe that by 1915, when she arrived in Rhodesia, she had come to believe that the salvation of the Empire lay in its 'patriotic' periphery where it was possible to create new societies on Radical Right principles. Both in and out of parliament she gave to Rhodesian public policy and identity a distinct Radical Right hue, which she further enhanced by her involvement in various extra parliamentary pressure groups. It is a life and times study and considerable use is made of contemporary ballads and novels in the belief that immersion in the atmosphere of the period is particularly useful in an intellectual biography of this kind. Comparisons are also made with other British peripheries notably Ulster, Canada and New Zealand. The study challenges the traditional view of Rhodesia as a neo-Victorian intellectual backwater; seeing it rather as a society which continued to import selectively ideas from elsewhere in the Empire. It should interest Commonwealth and - because of its central character - women's historians.

- Description: The Political Department and the Indian Political Service stand accused of sins of omission and commission. The evidence suggests that they were badly hampered by ill-conceived training prodecures, a lack of manpower and above all the incoherent policy of the British government towards the Indian states. The failure of the 1935 Federation Act which formally established the Political Department was not due to princely intransigence inspired by political officers. Between 1935 and 1947 the Political Department embarked on a vigorous programme of combining the resources of the smaller states to strengthen them as viable partners in a new India. Their lack of success in effecting the federation of the states with India in 1947 was not a result of the disinclination of political officers to implement reform as much as their inability to do so. Many princes were also unwilling to sacrifice a measure of sovereignty for efficient government and paramountcy precluded forcing internal reform on the princes. Paramountcy was never clearly defined and thus its retraction in 1947 took place amidst confusion and misunderstanding on all sides. The Indian Political Service was always treated as secondary to the Indian Civil Service and the states to British India. Britain's emphasis on constitutional change in British India, reflected in the Cripps Mission of 1942, the Cabinet Mission of 1946 and the rush towards independence in 1947 resulted in her inattention to the Political Department and the princes which culminated in the abandonment of both in 1947.

- Description: The Political Department and the Indian Political Service stand accused of sins of omission and commission. The evidence suggests that they were badly hampered by ill-conceived training prodecures, a lack of manpower and above all the incoherent policy of the British government towards the Indian states. The failure of the 1935 Federation Act which formally established the Political Department was not due to princely intransigence inspired by political officers. Between 1935 and 1947 the Political Department embarked on a vigorous programme of combining the resources of the smaller states to strengthen them as viable partners in a new India.
