Understanding the extension capacity needs of the CapeNature Stewardship Programme in the Western Cape Province of South Africa

- Description: There is an increasing call for conservation programmes to provide sound evidence of effectiveness, and employing empirical evaluations can assist in the transition to evidence-based conservation practices. The objectives of this research were to develop a logic model for the CapeNature Stewardship Programme which would articulate the programme's theory of operation with respect to its Stewardship Programme landholders. The second major objective was to develop psychometric instruments for assessing the motivations and satisfactions of the programme's stewardship landholders. Both objectives included the aim to provide robust and repeatable instruments for exploring landholder's psychology, and developing a programme's theory of operation to understand the programme and improve with understanding the needs of the landowners. In this regard the processes and methodologies employed represent a major component of this research. A mixed methods approach was utilized, including stakeholder and volunteer surveys, conducted via mailing hardcopies and the internet, together with three focus groups held with the programme's management, extension staff and the stewardship landholders. Analysis of the data thus collected included both qualitative and quantitative approaches, specifically coding and content analysis, together with statistical tests of internal consistency, factor analysis and doubling correspondence analysis. Robust indices for example validity and internal consistency were developed for assessing landholder’s satisfaction with extension and level of satisfaction with the stewardship programme (Babbie 2007). These indices revealed that landholders in the Stewardship Programme are not satisfied with the programme, and exhibit behaviours suggesting they act as advocates for the programme. Demographic data and additional information provided further insights into the programme. The development of a method for articulating the programme's theory of operation is represented, together with four logic models which graphically illustrate this theory. This process and theory allowed for recommendations to be provided for the programme's improvement. A platform for adaptive management and further evaluations of this, and similar programmes, represents a major outcome of this research, understanding the extension capacity needs for the conservation of biodiversity in the CapeNature Stewardship Programme to function as a model for improving the implementation of the programme across the Western Cape, South Africa. This research feeds into an evaluation of CapeNature’s Biodiveristy Stewardship programme and demonstrates the importance of incorporating psychology into conservation interventions.

- Description: The Little Karoo, situated in the Succulent Karoo biome of South Africa, has been heavily transformed by land use, and only 8.6% of the remaining natural vegetation is considered to be intact. There is ample evidence that the main cause of degradation is the overstocking of ostriches, an industry that has been the major economic driver of the area for more than 150 years. The ostrich stocking rate currently recommended is 22 ha.ostrich⁻¹. A literature review was used to examine the evidence, assumptions and rationale on which recommended and actually implemented stocking rates for ostriches are based. No experimental evidence using ostriches was found that supported the recommended stocking rate as either ecologically or economically sustainable. From the literature, there appears to be a wide gap between what are considered to be economically and ecologically sustainable stocking rates, with the implication that these two aims may be impossible to reconcile when practicing ostrich farming on natural veld. A comparison of recommended with actual stocking rates among land managers in the Little Karoo showed that all land managers far exceeded the recommended agricultural stocking rate of 22.8 ha.ostrich⁻¹. However, the stocking rates reported by land managers to the South African Ostrich Business Chamber were found to accurately reflect actual numbers determined when whole flocks had to be slaughtered after an outbreak of avian influenza. The recommended stocking rate appeared to be irrelevant to ostrich flock breeders and there appeared to be a trade-off between profitable ostrich farming and sustainable land-use practices. This study also investigated the attitudes and behaviour of ostrich farmers. It was found that environmental attitude is most likely the most important characteristic of a land manager to ensure positive conservation behaviour. This characteristic was most prominent in younger land managers with larger farms. The last component of the study integrated the context and complexity of the long term social, economic and ecological sustainability of this industry through the development of a logic model. The results showed a general lack of linkages between industry elements which impact on achieving sustainability targets. Greater collaboration between industry role-players, organized agriculture and conservation organizations is required to find a balance between utilization and conservation in the ostrich industry.

- Description: The Eden To Addo Corridor Initiative aims to connect formally protected areas in a conservation corridor from the coastal area of the Eden District near Plettenberg Bay, Western Cape, South Africa to the Addo National Elephant Park, Eastern Cape, South Africa. The corridor will incorporate government and privately owned land, and will be an attempt to maintain ecological processes at a range of spatial and temporal scales. The Langkloof Valley lies between the Baviaanskloof World Heritage Area and the Tstitsikamma National Park; two formally protected areas that will be incorporated into the Eden To Addo Corridor. Spatial prioritization analyses allow conservation planners to select areas that should be targeted for conservation action based on a range of criteria. Historically, ecological criteria have been included mostly alone in spatial prioritization. Recently, the idea of ‘conservation opportunity’ has emerged in the field of conservation planning; the notion suggests that a range of different types of data should be included in processes to spatially prioritise for conservation. By including those data defined as ‘human’ and ‘social’ data into prioritising activities, the feasibility of conservation plans can be accounted for, but historically conservation planners have failed to do so. I conducted a literature review that demonstrated that although the importance of human and social data are acknowledged in the conservation planning literature, these data that define opportunity are rarely actually included in spatial prioritisation analyses. I then carried out a social assessment that allowed me to define the social and human context of our study area and, specifically, what stewardship instruments land managers in the Langkloof would be prepared to engage. We found that land managers were generally willing to engage, but lacked the financial capacity to adopt conservation methods. Using a subset of the social and human data that were collected in the social assessment, I trialled a new Decision Support Software to fuse those data with ecological data in a novel attempt to identify priority areas for conservation action based on ecological integrity and feasibility. We also scheduled (ranked) land managers to approach for conservation action with a focus on local champions and clusters of land managers displaying strong conservation characteristics. Two corridors were identified; a major corridor in the western region of the valley and a secondary corridor closer to the middle. The members of the Initiative have been briefed on the outcomes, which provided them an opportunity to provide feedback; it is hoped that the framework of this study can be used for planning future connections. The Eden To Addo Corridor Initiative sent out a stewardship extension officer in February 2011 to approach those land managers areas that were identified. This planning exercise is a good demonstration of how, by collaborating effectively, academic conservation planners can contribute to supporting decision making by organizations that are implementing conservation action.
