An examination of the use and value of support systems for people living with HIV/AIDS in Makhanda

- Description: Through the experiences of five people, this study asks how support systems develop, are used and are valued for those faced with the everyday challenges of living with HIV. Additional evidence is found in accounts from those identified as essential sources of support. These are primarily friends, sometimes family. This perspective is rounded out by insights gathered from those working in local organisations and in the analysis of services offered by the state. The three women and two men at the centre of this study live in Makhanda in the Eastern Cape, South Africa. Makhanda (formerly Grahamstown) is characterised by extremes of poverty and wealth, reflected in low employment, expanding informal and low-income settlement areas but also in a high level of community activism and access to resources. Each of the five tested positive for HIV variously between 1998 and 2008. These years were pivotal in the development of the local and national epidemic. The rapid expansion of infection rates, contestation over forms of and access to treatment, followed by emphasis of a biomedical response, in equal measure bracket and cut across their experiences. To this point, research is less concerned with what individual experiences say about living through the HIV/AIDS epidemic. Preoccupations lie more generally with macro- or micro-level factors, with behaviour change, managing risk and so public health – not the processes linking individual circumstances and choices to opportunities and outcomes described by individual, community and structural, socio-economic contexts. Personal accounts and observations of a developing, community-based, local response to an unfolding epidemic are therefore considered against the analysis of available medical and nonmedical resources. This enables identification and investigation of social processes operating between proximal and distal conditions, determining possibilities for access to support. The focus of this study thus falls to the interrelations of structure, agency and action. It contributes to an empirical and theoretical understanding of what “support” is, what “coping” means and what unfolds where diagnosis with HIV disrupts and challenges existing ways of coping and forms of support. The accounts gathered for this study offer an “insider” perspective, focused on what follows from testing positive to identifying what resources hold significance. Connections between individual, community and society, through psycho-social, local and macro-level processes are explored. Along with the empirical study of individual accounts, the thesis offers a theoretical framework that uses a grounded-theory approach in conjunction with the tools of narrative analysis. These are critically adapted from a sociology of illness studies. Ideas of risk and response, of material and social capital, of the nature of HIV/AIDS as an experience that is inclusive of both chronic, everyday challenge and critical, life-threatening crisis disrupting a sense of time, biography and self, are brought together in the analysis. In this way the understanding of what support means, how it develops and is used (systematically or not), and of the links operating between structural and social conditions, individual agency and action, can be developed. What the thesis finds is that, beyond the medical system of hospitals and clinics, there is surprisingly little use of available resources. There is thus an absence of any systematic support for those faced with the physical, psychological, social and material impacts of HIV/AIDS. Given the nature of personal circumstances, embedded as they are within local conditions that reflect structural constraints of the broader economy and society, this should not be surprising. A system of support exists in only the most limited definition. Against this, what is novel in these findings is the role that psycho-social processes play in negotiating these conditions and how this works, determining what unfolds. A key finding is that it is more through chance than choice that people do find conventional forms of support. The reasons for this have to do not only with limitations to state and institutional capacity, but also with the impact on individuals of perceptions of themselves shaped by the impact of the epidemic and also the past. The result is that under the burden of HIV/AIDS, in the context of extreme inequalities and the absence of an adequate response from the state, already invisible individuals who do not “count” run the risk of becoming doubly invisible. It is through a process of personal adaptation in which shifts in identity and a sense of self are key that they must find their own way. This involves re-conceptualisations of identity, a sense of self and place in the world. The focus on five people and the community in which they live is a limit to the scope of study Yet it is this focus which allows for a new understanding of the social processes involved, and so the links operating between individuals and society. - Description: This dissertation tests the claim made by a large membership-based organisation that it is a social movement. The organisation, Vulamasango Singene (VS) operates across the rural areas of large parts of the Eastern Cape Province. It has, for twenty years, advocated for the re-opening of land restitution claims for a specific category of forced removal known as “betterment”. This study provides an analysis of an organisation that has yet to achieve its objective in spite of sufficient financial resources, logistical and strategic support, numeric strength and the legal clarity of its demand. The research is situated within the framework of social movement theory. The study examined the origins, institutional infrastructure, demographic make-up, activities and culture of VS. These were analysed against four components that are identified in the literature as key characteristics of a social movement. These are: (i) informal networks (as opposed to structured and managed engagements); (ii) a plurality of actors (as opposed to a homogenous grouping); (iii) mobilising around issues of conflict; and (iv) sharing common beliefs and demonstrating solidarity. Data were gathered through an archival study and field research. Semi-structured interviews were carried out with a sample of VS’s leadership, and staff of the non-governmental organisation in which VS originated, as well as expert informants in the land reform arena. The findings with respect to each of the criteria were: (i) VS’s structure was rigid and internal communication was largely formal. (ii) There was almost no demographic or political diversity within VS. (iii) VS had, in the past, mobilised around issues of conflict, but there had been no mobilisation for ten years. (iv) While there was some evidence of sharing common beliefs and demonstrating solidarity, this was limited. The conclusion reached was that VS is not a social movement. This does not imply that VS is not an important democratic or representative organisation. It does, however, provide a theoretical position from which VS, and other organisations, can direct further action. The study touched on the relationship between northern donors, local professional NGOs and grassroots organisations in South Africa. Interactions among these institutions impact on the way that organisations and social movements develop. Comparisons with other similar organisations were made and similarities and differences were highlighted. Through in-depth interviews, focus group discussions, narratives and in-depth interviews with key informants, the study explored the clientelistic nature of the informal sector. The major findings of the study are that the informal sector in Zimbabwe is influenced by political patronage. It was established that patronage influences the informal sector in Zimbabwe in general and at Glen View Complex 8 in particular. Some of the operators revealed that patronage negatively affects their business as they are sometimes forced to attend political party meetings either at the complex or at ZANU-PF star rallies in town. The operators experience a plethora of problems such as lack of security, poor sanitation, stiff competition, poor infrastructure, lack of insurance and fire outbreaks. It has been revealed that most of the problems experienced at the complex are a result of the politicisation of the informal sector particularly by the ZANU-PF party. Operators at the complex have described the politicisation of the informal sector as a major drawback to their efforts of realising maximum benefits from their work. - Description: The worrying existence of incidences of student retention, poor pass rates and an increase in repetition rates is a cause for concern for institutions of higher learning in South Africa. The problem of student retention is not new in our institutions of higher learning. Support structures, strategies, and policies need to be developed for different academic and social challenges that students face daily. This study explores the need for academic support at Rhodes University; it also explores the internal and external problems that students face, the perceptions and experiences of students on academic support available to them. The study implemented a narrative research approach implanted within a qualitative research framework. Data was collected through a questionnaire, and narrative interviews. Tinto’s Student Integration Model was used to analyse the data in this study and was supplemented by Louw’s conceptual framework model and Swail’s Geometric Design of Student Persistence. These three models position the student experience as the foundation for academic support programmes and development. The study argues that as long as effective and adequate academic support is lacking, students will continue to experience difficulties in completing their studies. The findings from the study reveal that at present, Rhodes University provides support to students who are in extended studies. However, this support system disadvantages many students, notably those not in the extended studies programme. As a result, such students are not supported through strategies and structures that extended studies students receive. Furthermore, the data generates internal and external problems that student face daily, as a result, the findings showed that there is a need for academic support at Rhodes. The study recommends that Rhodes University must establish an academic unit that will provide academic support to all students registered in the university.

After twenty-five years of democracy the three land reform programmes have failed to restructure apartheid’s economic segregation, exclusionary land ownership patterns and to restore dignity to poor black South Africans. This study offers a detailed examination of the discourse of South African land reform, specifically the redistribution component with a focus on the land redistribution approaches presented at the PLAAS conference. Ultimately, the study puts forward a synthesized land redistribution approach as a hybrid solution to the land and agrarian crisis.

- Description: This thesis describes the network of complexities that characterise the world and work of Non-Governmental Organisations (NGOs). It examines the ways in which organisations navigate different internal, sectoral and contextual intricacies while operating under the command of their chosen developmental mandates. This description is drawn from a sociological analysis of the internal workings of education NGOs, their external affiliations as well as the negotiations which underpin their operations and survival. Collectively, the careful illustration of these underpinnings outlines both the role that NGOs play in the performance and retention of learners in the Grahamstown-east township of Joza and also their position in the town’s basic education sector. Private and non-governmental interveners have, particularly from the closing decades of the 20th century, been conceptually and operationally deployed as panaceas of the socio-economic scarcities which continue to pervade much of the ‘developing’ world. Their involvement in the socio-economic missions of populations living in the Global South has grown both laterally and in the depth of how development is understood and defined, carried out and also measured. NGOs, as widely acclaimed institutional arms of global development imperatives, therefore assume prominent positions in framing policy and implementation models, prescribing performance benchmarks and pronouncing non-compliance. Likewise, education NGOs have obtained normative prescription status in global education policy and practice largely on the back of the Education for All (EFA) objectives, the Millennium Development Goals (MDGs) and the neo-liberal logics which have championed state retreat in favour of private sector ascendance in globalised development. This, in conjunction with the persistent struggles of educational transformation in the Global South, has given NGOs little trouble in legitimising their prominent presence in education and other sectors of socio-economic relief in these parts of the world. Little illusion remains however, in many commentary circles, of the role of NGOs in advancing development ideals, the honesty of their altruistic intents, their ideological leanings as well as their efficacy in carrying out their mandates. As such, the logics which have been used to dethrone developing state structures in order to expand the space for private intervention along with the prevailing and deepening markers of educational underperformance, have been central features of the criticisms levelled against NGOs. This thesis intervenes in these ongoing reflections by describing the role of NGOs in educational outcomes, particularly learner performance and retention in Joza. This analysis demonstrates the organisational, sector-level and broader community forces which influence not only the form which non-state interventions take on and the daily preoccupations of their carriers but broadly, the position they occupy in the town’s overall educational profile. By way of locating NGOs within Grahamstown’s educational landscape, this thesis first demonstrates, the conflicted nature of NGO operations from an international, sectoral, national, local and organisational level. The discussion then illustrates how the preoccupations of NGOs are scattered between the different communities which they occupy within these levels. Their reliance on these players demands that organisations be tactical in guarding both their survival and, at times, the conflicting allegiances which grant them different forms of legitimacy. Internal struggles which characterise this imbalance of forces results in a trade-off which often favours organisational preservation mechanisms over systemic educational overhaul. As such, while non-state interveners can be lauded for extending educational support to those who would otherwise not have such, the gains of NGO intervention are often absorbed by internal urgencies for organisational legitimacy and preservation. This, in a context which possesses a unique set of socio-economic and educational deficits that require, at the very least, radical and unbridled mediation, means that pre-existing inequalities in educational inputs and outcomes along with the resultant inequities in youth socio-economic prospects, can find refuge in the very sector whose support and intervention is sought out and justified for such. This thesis lays out the nuances of these tensions and contradictions and offers this case as a point of reference for further considerations of the persistent markers of underperformance which characterise developing communities that enjoy high concentrations of non-state educational intervention.

The purpose of this research was to show how Centre for Social Development and Rhodes University Community Engagement applies the Asset-Based Community Development approach in ECD interventions in Grahamstown township pre-schools. The subsidiary goals of the research were to highlight the challenges in the Early Childhood Development sector in Gahamstown, find out how the approach contributes to empowerment, participation and sustainability, and analyse the challenges that CSD and RUCE face in applying the approach and the relationship between the two organisations. The case study focused on the Centre for Social Development (CSD) and Rhodes University Community Engagement (RUCE). These two cases established projects that aim to improve Grahamstown township pre-schools. The apartheid system created a childhood of adversity for black children including inadequate access to social services, quality nutrition, health care and education. Black children in rural areas and townships faced tremendous obstacles in terms of access to quality ECD centres due to poverty and lack of adequate resources. In Grahamstown, various problems such as unemployment, poverty and restrictive apartheid regulations created a need for ECD interventions. Both organisations applied the Asset-Based Community Development approach to improve ECD in Grahamstown. The asset-based approach was created as a response to the impact of the needs-based approach. The needs- based approach focuses on deficiencies that exist in a community and uses outside experts and resources to address the deficiencies. The needs-based approach builds communities from the outside in, further disempowers community members and creates an environment of dependency. The asset-based approach on the other hand, was created to change the legacy of dependency by focusing on capacity building. A capacity-focused paradigm recognizes the gifts, skills and talents of community members. This approach is bottom- up beginning with what is available in the community and building on that. The approach aims to empower people, create a positive outlook on circumstances, and encourages organisations to work together with community members in community development projects. To achieve the main and subsidiary goals of the research, qualitative research was conducted using the case study method. In pursuing the objective of the thesis, I conducted research among ECD practitioners, student volunteers and staff from CSD and RUCE. Based on the findings it is clear that the application of the Asset-Based approach has a positive impact on ECD practitioners, children at the pre-schools and student volunteers. Through the application of the ABCD approach, ECD practitioners became proactive and took the driving seat in the development process. The ECD practitioners built strong relationships with community members and outside organisations. They have improved their skills and qualifications, and are on their way to restoring their agency, finding their voice and achieving independence. This has a positive impact on children at the pre-schools as they receive quality education and care. There are various challenges and contradictions in the application of the approach but the ECD practitioners view the communities in which they operate as half-full and not half-empty

- Description: This study is motivated by the vigorous discourse around transformation at Rhodes University and investigates the extent of support for and engagement with students with disabilities in the transformation processes of the institution. It analyses the extent to which integration is holistic at institutions of Higher Learning. Particular interest is given to the institutional culture of Rhodes University, namely whether it values and embraces diversity and is committed to inclusivity, centering the presence and voice of students with disabilities. It explores institutional responses to students with disabilities and their capacity to flourish beyond notions of access, therefore, delivering on the demand for institutional transformation. The thesis draws on the Critical Disability Studies Approach (CDSA), the social justice reform agenda with reference to the feminist analysis of disability, and the concept of inclusive education. The study uses a qualitative research methodology. The sample size used in the study was sufficient to highlight the challenges students with disabilities at Rhodes University face and their coping mechanisms while investigating the extent of support and active participation in the transformation discourse. The study found that the majority of the participants’ academic capabilities were influenced by their disability and impacted on their academic success. The study further revealed that there is a disjuncture between policy and practice in terms of awareness, and as such, effectiveness. While there is a supportive institutional framework, as indicated by more than 50% of the participants in the study, the recommendations ensuing from this research indicate that there are areas in which the university can improve its support mechanisms. Improving support structures is possible through establishing platforms which can be used for students to share their lived experiences and making disability a visible part of the institutional discourse on transformation. The study concludes by arguing for the application of principles of Ubuntu which demonstrate the commitment of Rhodes University in inculcating an inclusive institutional culture and understanding that disability is intersectional with social registers such as race and gender. It emphasises the recognition of the institution as a transforming one if the body that matters is the body whose presence, voice and lived experience is acknowledged and recognised.

- Description: The central focus of the study was to seek an understanding of the role that Social Capital plays in enhancing the resilience and adaptive capacity of the community to floods and droughts in Muzarabani District of Northern Zimbabwe. The study was conducted in two of the wards in Muzarabani District namely Chadereka and Kapembere. In addition, the study sought to understand the coping and adaptation strategies employed by the most vulnerable groups such as the elderly, child heads, women and single heads of households. The specific objectives of the study were: to understand the effects of floods and droughts on residents’ livelihoods and food security, examine residents’ perceptions on droughts andfloods and to document community-based strategies utilised by women, child-headed families and the elderly to improve their livelihood and food security in the face of floods and droughts, explore different types of Social Capital that exist in the study area especially with regard to household resilience to disasters, comprehend the basis of residents’ resilience to floods and droughts and the extent to which vulnerable groups rely on Social Capital when coping with these disasters and to examine the repercussions of residents’ strategies on the community’s institutional structures. The study was informed by Social Capital theory and the social network analysis. Social Capital plays a pivotal role in enhancing the resilience of the community to floods and droughts. Different types of Social Capital that exist and help people to deal with floods and droughts include linking, bonding, and bridging and victim Social Capital. Inhabitants within and outside villages support each other. Non-Governmental Organisations (NGOs) and the government are also working hand in hand with community members to reduce the negative impacts of floods and droughts. Volunteerism, generalised reciprocity and mutual understanding are also at the centre of interventions. The study employed both quantitative and qualitative approaches to achieve its objectives. Questionnaires, focus groups discussions, observations, transect walks, key informant interviews and some participatory methods were used to collect data. SPSS, content and thematic analysis were used to analyse data. The study found that floods and droughts negatively impact on human security, causing acute food shortages, intensifying poverty, spread of water related diseases, increasing divorce rates, children dropping out of school, reduced livestock and crop production, family disintegration, chaos in religion, exacerbating local unemployment as well as negatively affecting the wellbeing of community members. On a positive note, floods in Chadereka cause the deposition of alluvial soils that are good for crop production. However, in Kapembere, volunteerism is not very common; inhabitants are not yet trained about the concept. Community members have also formed cooperatives where they would give each other money or grain. In Chadereka, women have formed a mother-support-group to assist children with food in schools. Strategies being employed by the most vulnerable groups include casual labour, joining cooperatives, migration, taking children from school, hiring out cattle, selling of assets, riverine farming, growing drought-resistant crops, making use of indigenous knowledge systems, skipping meals and exploiting natural resources among others. Some women have resorted to prostitution to increase their resilience to floods and drought impacts such as poverty and acute food shortages. The elderly also hire out their cattle. They also rely on support from the government and NGOs. There are a number of challenges faced by residents in dealing with floods and droughts. Community social relationships, migration, casual labour and the sale of assets are the basis of the people’s resilience against the impacts of floods and droughts. The study identified the following issues which all stakeholders involved could take note of: the government should not always be suspicious of disaster-risk reduction strategies implemented by NGOs as this scares away some of them that are willing to offer untied or unconditional assistance; timely and impartial distribution of agricultural inputs to inhabitants would be extremely useful. Moreover, the government needs to provide resources that support local organisations (formed by the local people) to assist the most vulnerable people in communities. Community leaders, together with the government and NGOs, are encouraged to hold awareness campaign programmes that dispel tribal and ethnic stereotypes, to promote local Social Capital among members of the community. Further investigations in the following areas are critical: A more comprehensive assessment of the determinants of resilience to droughts and floods in Zimbabwe is necessary.A study on the challenges faced by the disabled people and women in polygamous marriages and how they are adapting to floods and droughts, needs to be conducted and a critical investigation on the Zimbabwean government’s strengths and weaknesses in enhancing the resilience of the community to floods and droughts is necessary among others.

Further investigations in the following areas are critical: A more comprehensive assessment of the determinants of resilience to droughts and floods in Zimbabwe is necessary.A study on the challenges faced by the disabled people and women in polygamous marriages and how they are adapting to floods and droughts, needs to be conducted and a critical investigation on the Zimbabwean government’s strengths and weaknesses in enhancing the resilience of the community to floods and droughts is necessary among others.

They lost employment, homes, agricultural land for food security and natural resources, social and family structures and most importantly cultural disruption. It is well documented that the rural poor who constitute the farm workers and the farm dwellers are some of the vulnerable people who need constant governmental support through the promulgation of laws that protect them and assist in livelihood construction. Thus, this study also served to examine how the evicted workers and their families have settled into their new homes and how they, in conjunction with the Department of Rural Development and Land Reform and any other government agencies are faring in terms of the establishment of income generating projects for their livelihoods at the new settlement.

This thesis demonstrates that it is an issue that is faced by those using the public health sector services to access essential HIV and AIDS medications and it shows that certain people are unaware of their human rights to have fair and equal access to such essential medications. Although there is abundant research studies on HIV and AIDS in South Africa, there is a lack of studies that look into the impact that social movements have had in strong-arming, to a certain extent, the government in holding it accountable for infringing its constitutional promises to all citizens. This thesis is set against a backdrop where, the crisis of lack of access to essential medications in the public health sector which is closely intertwined with the collapsing health care system and it is combined with the issues of international patent policy for essential medication and developing countries like South Africa, who are trying to tackle this hurdle straight on. This thesis argues that the social injustices of rights violations integrated with the issues of international patent laws aggravate the access to essential medications in the public health sector in the country. This thesis adopts the use of a Rights-Based Approach, which is built on the foundational understanding that at the centre the focus is on human rights. In using the rights-based approach the intention is to outline ways in which to improve and further develop the ability of individuals and communities to recognize their rights. The findings show that the important factor of using a Rights- Based Approach is that it puts the pressure on the state to legitimately fulfil its obligation to its people. Thus the thesis evaluates the use of combining the legal system to enforce human rights and the role of social movements to realize the right to health for South Africans that use the public health sector to access essential HIV and AIDS antiretroviral drugs. This research paper shows that the Treatment Action Campaign and Section27 have contributed to the recent transformation of the public health sector in South Africa. They have achieved this through the implementation of rights-based education campaigns as well as HIV and AIDS education particularly geared for those that use the public health sector facilities, to attain access to essential medications; not only for HIV and AIDS but also for tuberculosis and other AIDS-related disease treatment. The thesis further highlights that the Treatment Action Campaign and Section27 have assisted in greatly improving the access to HIV and AIDS essential medications for prevention of Mother to Child Treatment Programs. The findings of the research paper outline that the main issue lies in the fact that even though essential medications for HIV and AIDS are now more available, the medical infrastructure is one of the main problems accounting for the lack of service delivery of these essential medications in the country’s public health sector.

It has been suggested by Langholz and Kerley (2006:2) that privately owned preserved areas can engage in ecotourism initiatives by protecting biodiversity, succeeding financially and contributing to social upliftment. However, ecotourism has to operate within the context of historical land dispossession of the majority black population and current land reform initiatives to address this problem. In view of the economic, social and environmental importance of ecotourism based private game reserves (PGRs) in South Africa, particularly the Eastern Cape, the main goal of this research is to examine the Indalo association of private game reserves in the Eastern Cape Province’s development model for ex-farmworkers and adjacent communities. This was done through a literature survey and analysis of existing studies and by interviewing the managers of the Indalo PGRs and a few farmworkers to get their opinions of the tension between what they are doing and the imperatives of land reform. This involved an exploration of their community development work, particularly around issues of job creation, participation in decision-making, capacity building and sustainability. The thesis comes to the following conclusions. The first is that the establishment of PGRs have a significant positive impact on the local areas in which they are established. As a land-use, ecotourism based game reserves are an economically and ecologically desirable alternative to other land uses. Therefore the ecotourism based private game reserve industry with its extensive community development focus for farmworkers and local communities is a viable and sustainable alternative to conventional land reform. The second is that the Indalo PGRs development work has built capacity in the communities it has served. However, community participation, particularly in decision-making is limited and needs more attention if productive and sustainable development is to be achieved. Lastly, communities rely heavily on external support for their development and upliftment. However, the majority of the PGRs have/or are putting measures in place to ensure the continuation of community development projects to ensure the long-term sustainability of projects.

The thesis concludes that without confronting the Department of Education or collaborating with it, Gadra Education offers a significant alternative approach which can potentially influence the state to improve the state schooling system. Its strategy of non-confrontation to the state, informal and non-corporatist is advantageous as an NGO that focuses on the actual provision of education. It focuses on instilling Ubuntu values of sharing and giving that are of critical significance in teaching and learning. The context of the thesis is located broadly within socio-economic rights and specifically on education rights. In South Africa where the state has not adequately met the educational obligations for the economically and socially less privileged citizens, the emergence of educational NGOs that focus on providing education to the poor is of vital importance. Although other NGOs that confront the state are important in pushing the state to deliver especially on school infrastructure, teacher deployment and other educational challenges, Gadra Education model ensures academic success for the learner. Lessons can be drawn from Gadra Education which can be potentially useful to state schools and other NGOs that seek to advance education rights to disadvantaged communities.

This thesis contends that there is definitely a role that NGOs do play and need to take on when it is evident that relevant actors are unable to deliver. Themes emerging from interviews necessitate civil society and government departments to combine their resources so as to maximise the impact for desired outcomes. These are views of both civil society and government, demonstrating that NGOs indeed do play a role in land reform and post-settlement support and need to continuously do so in an attempt to cushion the blows of uneven implementation of land reform policies.

This thesis contends that there is definitely a role that NGOs do play and need to take on when it is evident that relevant actors are unable to deliver. Themes emerging from interviews necessitate civil society and government departments to combine their resources so as to maximise the impact for desired outcomes. These are views of both civil society and government, demonstrating that NGOs indeed do play a role in land reform and post-settlement support and need to continuously do so in an attempt to cushion the blows of uneven implementation of land reform policies.

By going one step further with the creation of the non-profit organisation Transcape, their involvement in the community has grown significantly, encouraging positive and sustainable development in the areas of social development, education and health. Mdumbi Backpackers goes beyond the notions of locally owned and sustainable approaches and actively encourages development by setting up community organisations and initiatives in a sustainable and equitable way. This approach to tourism-led development is well suited for the needs and objectives of the community as well preserving the natural environment. This thesis presents an exemplary example from which lessons can be learned and applied to developing tourism in a sustainable and equitable way in other rural communities.

- Description: It is evident that natural fish stocks are in rapid decline and that millions of people around the world rely on these resources for food and for securing a livelihood. This has brought many social scientists, biologists and fisheries experts to acknowledge that communities need to take more control in managing their natural resources. The paradigm shift in fisheries management from a top-down resource orientated control to a participatory people-centred control is now being advocated in many maritime nations in facilitating community-based natural resource management. At the heart of these projects is the establishment of institutions and social networks that allow for clear communication and information sharing, based on scientific data and traditional knowledge which ultimately allow empowered communities to collectively manage their resources in partnership with government, market actors and many other stakeholders. Central to the problem is the issue of access rights. In many situations where co-management of natural resources through community-government partnerships is advocated, the failure of coastal states to provide adequate legislature and regulatory frameworks has jeopardised such projects. A second issue is the failure of many states to provide adequate investments in social and human capital which will enable communities to become the primary stakeholder in the co-management of their natural resources. Whilst investments like capacity building, education, skills training and development, communications and institution building can initially require high financial investments, the regulatory costs for monitoring, controlling and surveying fish stocks along the coastline will go down as communities take ownership of their resources under sustainable awareness. The main unit of investment therefore is social capital which allows for the increase in trust, cooperativeness, assertiveness, collective action and general capabilities of natural resource governance. High levels of social capital require good social relations and interactions which ultimately create a social network of fishers, community members and leaders, government officials, market players, researchers and various other stakeholders. Co-management thus has an inherent network structure made up of social relations on a horizontal scale amongst community members as well as on a vertical scale with government and fisheries authorities. These bonding relations between people and the bridging relations with institutions provide the social capital currency that allows for a successful co-management solution to community-based natural resource governance. The South African coastline is home to thousands of people who harvest the marine resources for food security and securing a basic income. Fishing is a major cultural and historical component of the livelihoods of many people along the coastline, particularly along the Wild Coast of South Africa located on its South-eastern shoreline. Due to the geopolitical nature of South Africa’s apartheid past many people were located in former tribal lands called Bantustans. The Transkei, one of the biggest homelands, is home to some of South Africa’s poorest people, many of whom rely on the marine resources. By 1998 the government sought to acknowledge the previously unrecognised subsistence sector that lived along the South African coastline with the promulgation of the Marine Living Resources Act. The act sought to legalise access rights for fishers and provide opportunities for the development of commercial fisheries. The act and many subsequent policies largely called for co-management as a solution to the management of the subsistence sector. This thesis largely explains the administrative and legislative difficulties in transporting the participatory components of co-management to the ground level. As such co-management has largely remained in rhetoric whilst the government provides a contradictory policy regarding the management of subsistence and small-scale fishers. This thesis attempts to provide qualitative ethnographic research of the East Coast Rock Lobster fishery located in a small fishing village in the Transkei. The fishery falls somewhere on the spectrum between the small-scale and subsistence sector as there are a basket of high and low value resources being harvested. The area of study, the Chris Ham District Municipality (CHDM), is a Water Services Authority, responsible for ensuring access to water services (water and sanitation) by all communities within its jurisdiction. There are eight local municipalities within the CHDM. The objective of this study is to determine whether systems are in place in local government to promote participation by communities in service delivery projects and whether these systems are being utilised efficiently by the role-players concerned. The role-players in this research are people who are involved in community development programmes of the municipality (municipal staff in the relevant departments of the municipalities under study, the social facilitators, civil society organisations, ward committees, ward councillors, traditional authorities as well as the representatives of communities (Project Steering Committees) who are beneficiaries of the projects under study). The projects that are under study were selected from a readily available list of CHDM capital projects that appear in the 2003/2004 financial year funding plan and are running. The findings of the study at both levels (local and district) show that the municipal environment is not conducive to promoting community participation. This is linked to factors such as the structural arrangements, whereby the offices relevant for promoting community participation are not fully occupied, which provided evidence that community participation is not prioritised. There is lack of coordination of programmes within the local government spheres as well within departments of the DM and strategies for community participation have been found to be non-effective. At project level lack of community participation is linked to the utilisation of ward committees as the only mechanism for community participation regardless of its un-equal and party biased representation. This study therefore concludes that although the systems to promote community participation are in place, they are not effective.

The Makana Municipality adopted the system in 2002. Previous research on local government indicates that these structures have not been effective due to the lack of resources to sustain them. This study was interested in furthering such research, using the Makana Municipality as a case study during which unstructured, in-depth interviews and focus group discussions were conducted with Ward Councillors, Ward Committee Members and Grade 12 learners. The aim of the research was to investigate whether the ward committees did indeed promote the notion of participatory democracy and to what extent grass roots development has been enhanced by this structure of local government. The findings from both the respondents and the observations indicate that, in addition to the lack of resources, the underutilization of the Ward Committee System is a result of the effect of opposing political affiliations within the ward committee system, affiliations that undermine the goal of collaborative decision-making. Whereas the ward committee system is a positive idea, the findings suggest that the government is not supporting these structures by failing to equip the ward committee members with necessary capacities and skills. Therefore, if municipalities are committed to bridging the gap between local government and the community, and are keen to enhance participatory democracy, then capacity building of the ward committees and respect for their role during the decision-making process need to be taken seriously. At present, ward committee members are not influential and active in the decision-making process. In addition, the youth as prospective future ward committee members seemed disillusioned with the notion of participatory democracy, and instead have adopted the mentality that nepotism and corruption, as displayed by those in power, is the only way of governance. This research suggests that the ward committee system, intended to bring government closer to the people, may in fact not only alienate government from the people, but also the people from each other.

Therefore, if municipalities are committed to bridging the gap between local government and the community, and are keen to enhance participatory democracy, then capacity building of the ward committees and respect for their role during the decision-making process need to be taken seriously. At present, ward committee members are not influential and active in the decision-making process. In addition, the youth as prospective future ward committee members seemed disillusioned with the notion of participatory democracy, and instead have adopted the mentality that nepotism and corruption, as displayed by those in power, is the only way of governance. This research suggests that the ward committee system, intended to bring government closer to the people, may in fact not only alienate government from the people, but also the people from each other.
