- Description: Arising from Marxist theory, critical theory investigates the mechanisms that enable continued domination in capitalist society, with a view to revealing the real, but obscured, nature of social relations and enabling these to be challenged by subjugated classes. Within the broad spectrum of Marxist theory, social relations of domination and subordination are assigned according to the relationship of social classes to economic production. However, the neo-Marxist perspective developed by Antonio Gramsci locates relations of power within the broader context of the political economy. In doing so, the role of the State in a capitalist society assumes greater significance than that of maintaining and securing social relations on behalf of the dominant class through coercion and force. Instead, the State embarks on a range of activities in the attempted “exercise of hegemony”, or the cultivation of general acceptance by all social classes of existing social relations and conditions. Gramsci refers to this desired outcome as “consent”, the product of the successful exercise of hegemony, a political function which is thus crucial to the accumulation of capital. When unsuccessful, dissent cannot be contained by the State, and the extent to which contestation constitutes a threat is revealed by recourse to coercion. The manner in which relations of power are cemented through the exercise of hegemony lies at the core of this thesis. It investigates the relationship between the State and the administrators of an institution within civil society, the University of Fort Hare, as well as the responses to the activities of the State and University Administration within the University itself, over an extended period of time between 1916 and 2000. This period is divided into three specific time frames, according to changes in the expression of the South African State. In general, it is seen that conformity characterises the relationship between the State and the University Administration, underscoring the success of the State in fostering the role of education in the reproduction of social relations and values and in eliciting conformity. The nature of conformity is seen to vary according to different expressions of the State and changes in social relations, which are in turn informed by the overarching political economy and events taking place within society and the University of Fort Hare. Manifestations of consent and dissent, as responses to the attempted exercise of hegemony, are presented in the three periods corresponding to different expressions of the State. Four reasons for conformity, as presented by Gramscian scholar Joseph V Femia (1981), are utilised in order to explain and illustrate the nature of control and compliance at the University of Fort Hare between 1916 and 2000.

By drawing on the work of Michel Foucault, the study argues that government – ‘those actions upon the actions of others’ – during this period in South Africa was informed by both a liberal and a neo-liberal mentality of rule. The tensions between these two rationalities contributed to the continuation of apartheid’s socio-economic inequalities in the postapartheid era; an outcome buttressed by the contradictory impulses within basic education policy. By considering policy as a productive translation of governmental reasoning, the boundaries of intervention for future policy reforms are highlighted. These show that the inequalities that were perpetuated during the first fifteen years of democracy justify policy responses similar to those responsible for their production

In this context the use of the word ‘innumerable’ is qualified more by the variance in how ‘Civil War’ is understood as a concept (leading to different claims as to how many conflicts of this kind may have occurred over a period of time) and less by their large number. Claims regarding the occurrence of ‘Civil War’ suggest this type of conflict to be the dominant form at least since the end of World War Two. This prevalence in the face of a decline in inter-state warfare has afforded greater interest to ‘Civil War’ as a topic of inquiry. The understanding that ‘Civil Wars’ have with time increased in their occurrence and changed in their nature comes under investigation in this thesis and is seen as problematic in that the means by which a phenomenon is measured (i.e. through its nature) must be fixed so as to measure the frequency of that phenomenon. Using Social Constructivism as a theoretical lens of inquiry, sense is made of this understanding and, furthermore, the true meaning behind the claim that ‘Civil War’ has changed is revealed. The empirical evidence that accompanies this theoretical work exists in the American Civil War of 1861–1865 and the debate over the conflict in Iraq following the U.S. invasion in 2003. This debate is used as a means by which to bring the contestation over the notion of ‘Civil War’ to the fore, while a comparison of this conflict with the quintessential American Civil War reveals the migration of the term.

- Description: The concept of accountability has grown to become an integral part of a broader political and socio-economic transformation. Closely associated to it is the concept of "auditing" which has established itself as a main driving force of accountability and a core means of delivering it. The extent of the rise and expansion of "auditing" has subsequently come to influence every aspect of modern life and this has led to a situation in which practices have had to adapt to the principles of "auditing" processes. Auditing has become prevalent in both the public and private spheres and this impact has far reaching consequences. The concept of "auditing" is evident in the African Peer Review Mechanism (APRM) and is central to its review process. This thesis focuses on the concept of "auditing" in order to illustrate how the APRM has borrowed and applied insights from other disciplinary practices so as to enhance an understanding of accountability and transparency as features of "good governance" and to explicate how these concepts are conceived within the framework of the New Partnership for Africa's Development (NEPAD). It also clarifies the relationship that exists between "peer review" and "auditing" and argues that rather than being considered as two poles marked by distance from each other "auditing" and "peer review" are closely related and mutually constitutive.

- Description: Using notions of change developed by Thomas Kuhn, the thesis argues that the rise of globalisation and the end of the Cold War presented the Westphalian or state-centric paradigm of international relations with a Kuhnian paradigm “crisis”. As a result, both the theory and the practice of international relations are in the midst of (what Kuhn calls) a “paradigm shift”. Emerging from this shift is (what is described in this work as) “Access World” and “Denial World” – a particular global configuration of the practice of international relations. Kuhn’s idea of “incommensurability” seems to typify the relationship between the two components of this bifurcated configuration of the international. Both intellectual risk-taking and political courage are required if the ontological struggle raging between “Access World” and “Denial World” is to be settled. This will pave the way for a new paradigm to emerge. Kuhn provides us with the insight that, to achieve this ontological breakthrough, a fundamental change in our vision of the discipline of International Relations, but also of the world of everyday international relations, is required. This entails recasting the study of International Relations as an emancipatory project and by recognising the centrality of human beings in the practice of international relations. Only if this is done, will we be able to arrive at a cosmopolitan political bargain that is appropriate for the 21st century.
