  • Description: Debate on a post-apartheid economy has once again raised the question of the concentration of economic power in South Africa. It is a known fact that the wealth of South Africa is concentrated in a few hands. For example, it is estimated that 5 % of the population owns 80% of the wealth in the country. At the same time, millions of our people live in poverty. Over half the population in South Africa live below the poverty datum lines (amounts needed for very basic subsistence).

  • Description: We welcome you to this Summit to discuss VAT. By yesterday afternoon, 22 organisations had indicated that they would be attending. COSATU is very gratified that so many organisations have felt the need to come together to discuss this pressing problem. COSATU has called this summit out of deep concern about the implications of VAT especially for workers and members of lower income groups, that is the vast majority of South Africans. We believe that unless we can reach consensus on this tax, we will be facing a disaster of national proportions. There will be a decline in the standard of living for all, and for those not protected against cost of living increases, starvation will stare them in the face. The Inkathagate scandal and the fact that the majority of the people in South Africa are taxed without representation, already angers our people. If tax changes are introduced without the widest possible consultation and consent, heightened conflict could jeapordise the transition process in its current delicate phase. The government should not underestimate the volatile character of unpopular taxes- this is a lesson which Maggie Thatcher had to learn the hard way! It will only be through the unity of organisations from all walks of life, that we will be able to successfully achieve modifications to the tax system. That is why we called this meeting. We sincerely hope that from this meeting, we will be able to develop a common approach.

  • Description: A weekend Advice Office Labour Training Course was held at the Cape Town Trade Union Library at the end of September. It was a shortened version of the annual training course for advice office workers held in March and April, and was organised for the benefit of new recruits to the Aid Service. The course was attended by a number of T&GWU Aid Service people from the Athlone and Stellenbosch offices, community advice office workers, and trade union office staff. In all about 25 people attended on both days. The course was designed to give basic information on trade unions and industrial relations, as well as interviewing skills and practical guides to unemployment insurance, worker's compensation and pensions.

Having so many new people in influential positions can be potentially dangerous for an organisation such as CECS which is rim along democratic lines. It thus becomes incumbent on the members of CECS to be vigilant against too much of the responsibility for the running of the organisation resting on the shoulders of the employed staff. Members should actively participate in decision-making so that it is they who determine the course of CECS. Each and every member should view themselves as an indespensible part of CECS, and that they share in the responsibility for the successes and failures of the organisation.

  • Description: Online version of original print edition of the Special Publication of the J.L.B. Smith Institute of Ichthyology; No. 29 , Clinus spatulatus sp. n. is described from 50 specimens collected from an estuary in the southwestern Cape Province, South Africa. The presence of supraorbital tentacles or papillae distinguishes Clinus and Gynutoclinus from other South African genera of the subtribe Clinidi. The new species has simple supraorbital tentacles, an intermediate condition between the well-developed, at least bifid tentacles of Clinus and the simple supraorbital papillae of Gynutoclinus. For this reason Penrith's (1969) diagnosis of Clinus is modified to include the new species as well as the monospecific Gynutoclinus thereby incorporating all South African species with supraorbital papillae or tentacles.
