- Description: School Governance is focused on the parent component, which is one of the components that make up School Governing Body (SGB). In South Africa, the legislation affords parents numerical majority representation. Strategic positions, such as chairperson and treasurer are assigned to a parent. This aims at affording parents an opportunity to influence school level decisions. However, the extent to which the parent component of SGBs participates meaningfully is consistently questioned, some researchers suspecting parents’ levels of education to negatively influence their quality of participation. Hence this study investigated the influence of Educational Levels of the SGB parent component on their school governance participation, especially in rural primary schools of Buffalo City Metro Education District. This study used Mixed Methods Research Design within Pragmatic Paradigm, using Arstein’s Ladder of Participation as Theoretical Framework. The researcher used a questionnaire as a tool to collect quantitative data and Key Informant Interview (KII) to collect qualitative data. Fourty two (42) parents serving as SGB members in the rural areas of the Buffalo City Metro Education District, ten (10) SGB parent members participated in the interview session. Quantitatively, there is a significant positive relationship between educational attainments of the parents in SGBs and their participation in the appointment of school staff (r = 0.61; p<0.05); there is also a significant positive relationship between educational attainments of the parents in SGBs and their participation in purchasing textbooks and materials for the school (r = 0.73; p<0.05). At face value the qualitative finding seems to agree with quantitative findings regarding the influence of educational level to their partcipation. It becomes moral complex as deeper analysis occured. For instance, some parent SGB members did not participate in roles such as recommending educators and non-teaching staff and the purchasing of school LTSM, not necessarily due to the educational levels. Instead it was because of their rejection of teacher attitude. Also, the parents seemed to reject English, the language used during SGB meetings. Even though the study did not explicitly link educational levels of parent SGB members with their participation. This study recommends that SASA unambiguously determines minimum educational levels, skills, knowledge for parent SGB membership. This study further recommends that SASA embraces explicitly Ubuntu principle in its definition of a parent, to include community members with appropriate minimum educational levels and skills, for participation.

Participants constructed his presence as reassurance in the context of possible abandonment. Absence was constructed in different ways: participants constructed absence as unjust and unfair, absence and marriage, temporary absence in the form of cultural phenomenon of ukwaliswa/ukubukubazana, absence as normal but burdening to the pregnant women’s social network. Participants reported that social support from the expectant father affected pregnancy wantedness.

The internet and new media technology has brought about communication systems such as social media which has taken over the communication media world and is seen as an important socializing agent that students make use of. The study was therefore based on the premise that social media is enhancing the social interaction of people. It has become clear that most studies look at how social media enrich the life of students but little information is there on the kind of influence that it has on their social life. The study employed a quantitative approach to find out the effects of social media on social lives. The population was drawn from the four faculties at the University of Fort Hare, Alice campus and the sample size was 190. The data was collected using a standardized questionnaire and proportioned stratified random sampling was used to ensure a representative sample. The data was analysed using the Statistical Package for Social Sciences (SPSS) and descriptive statistics was used to analyse the demographical and general factors on the perceptions of students‘ social life. The perceptions of the respondents about social media and their social life was that it plays a great role in improving their social life as they are able to maintain relationships, they are always up to date with what is going on in their environment and it makes communication a lot more easier. In addition the results and discussion of this study confirmed that there is another dark side of social media which is hardly acknowledged by most scholars. Social media has a negative side towards students‘ social life which include isolation, depression, and distraction from reality, cyberbullying and low self- esteem. The study confirmed that students spent most of their time on social media and that their social life is affected as they have little or no time to socialise.

Plasma gasification for converting municipal solid waste to energy

- Description: In South Africa most of the municipal solid waste is currently removed and taken to land fill sites for engraving. A very small percentage of this is recycled due to lack of exploration of alternative means of further processing. In 2011 approximately 108 million tonnes of waste, mostly being general waste was generated in South Africa. Ninety eight (98) million tonnes of this waste was disposed of at landfill sites (The Department of Environmental Affairs [DEA], 2012). Environmental engineers are finding municipal solid waste management to be a challenge, similarly do the city planners and local administration. The main reason being the difficulty brought about by the complexity in composition of the waste material, no availability of waste minimization technologies and the scarcity of land for landfill sites and their environmental impact (Lal & Singh, 2012). Anyaegbunam (2013) recommend that there is a disposal technique that can convert most of the landfill waste at reduced amount of money to what is being paid on other disposal techniques nowadays, regardless of its form or composition and produce an excess of clean energy, and that technique is called Plasma Gasification which carries a high capability of being economically efficient. According to Young (2010), plasma arc Gasification is a high-temperature pyrolysis process whereby the organics of waste solids (carbon-based materials) are converted into syngas. The syngas can also be sent to gas turbines or reciprocating engines to produce electricity. Few of these plants exist in the world, however there is none in South Africa due to municipal budgetary constraints and lack of evidence for return on investment. Gasification can be described as a thermo-chemical process wherein carbonaceous or carbon-rich feed stocks, for instance tree trimmings or biomass, coal, and petro-coke are transformed into a complex gas containing hydrogen and carbon monoxide (and smaller quantities of carbon dioxide and other trace gases) under high pressure, oxygen exhausted, strong heat and/or steam environments (SRS Energy Solutions, 2016) The problem of electricity shortages continues to increase and communities are unable to cope with the continuous rising electricity bills. It is forecast that electricity demand will grow by approximately 85% and thereby reaching 31 700TWH (terawatt hours) in the year 2035. This growth rate is anticipated at an annual rate of 2.4% of which the economic and population growth will be the driving force, while on the other hand the daily increase of waste at landfill sites poses many problems with regards to the lifespan of the landfill in case green technological disposal processes are not introduced.

Sistering and sexual socialisation: a psychosocial study of Xhosa women’s ‘sex and reproduction talk’ with their sisters

- Description: While much work has been put into understanding parent-child talk about sex, less is known about how sisters discuss sex. Using a psychosocial framework, in this study, I explore how women report talking about sex and reproduction in their sister-sister relationships, the subject positions within the talk and how the talk restricts or shores up particular ways of ‘doing sex and reproduction’ in society. Moreover, I examine why these women emotionally invest in certain discourses over others in their sisterly sex talk. The psychosocial framework combines discursive psychology with a psychoanalytic approach to explore both ‘inner’ and ‘outer’ processes involved in sexual socialisation within sistering. Psychoanalytic concepts were used to ‘thicken’ the discursive reading of the text. Five isiXhosa-speaking, middle aged and working class women were the participants of the study. The Free Associated Narrative Interview was used to collect the data thus participants were encouraged to convey their experiences of sex talk and reproduction within their sisterly relationships with minimal interruptions from the interviewer. Analysis suggests that the women drew on two broad interpretative repertoires in order to construct their sisters as sexual subjects: a repertoire of secrecy, and a repertoire of responsibilisation and risk. Furthermore, sisterly sex talk was constructed as a complex interchange of shifting positions of openness and power due to two coinciding identities - that of mother and of peer taken up by the participants. A psychoanalytic reading of the data suggests an emotional investment in exemplifying responsibility. The participants experienced anxiety in negotiating a sexualised femininity and projected their sexual desire onto their sister to defend against anxiety in their talk; this enabled them to feel as though they were ‘doing’ sex better than their sisters.

As the number of devices increases, there is a need for a plug-and–interoperate approach of deploying “things” to the existing network with less or no human need for configuration. The plug-and-interoperate approach allows heterogeneous “things” to seamlessly interoperate, interact and exchange information and subsequently share services. Services are represented as functionalities that are offered by the “things”. Service orchestration provides an approach to integration and interoperability that decouples applications from each other, enhancing capabilities to centrally manage and monitor components. This work investigated requirements for semantic interoperability and exposed current challenges in IoT interoperability as a means of facilitating services orchestration in IoT. The research proposes a platform that allows heterogeneous devices to collaborate thereby enabling dynamic service orchestration. The platform provides a common framework for representing semantics allowing for a consistent information exchange format. The information is stored and presented in an ontology thereby preserving semantics and making the information comprehensible to machines allowing for automated addressing, tracking and discovery as well as information representation, storage, and exchange. Process mining techniques were used to discover service orchestrations. Process mining techniques enabled the analysis of runtime behavior of service orchestrations and the semantic breakdown of the service request and creation in real time. This enabled the research to draw observations that led to conclusions presented in this work. The research noted that the use of semantic technologies facilitates interoperability in heterogeneous devices and can be implemented as a means to bypass challenges presented by differences in IoT “things”.

The results also indicated that there is a relationship between social support provided by families and behaviour-based family interference with work. Additionally, there appeared to be a difference between the shifts worked by nurses and their perceived work-family conflict, except for strain-based work interference with family. And lastly, the only significant difference between the number of children in the household and work-family conflict was reported for strain-based work interference with family. In so doing, the constructs of the scale are made meaningful. The objective of this research was therefore to analyse the tax consequences of reduced debts arising in the context of the death and the insolvency of natural persons and to explain how the problems and legal anomaly associated with these tax consequences can be rectified. The research design was qualitative within the framework of an interpretive paradigm. A mixed methodology approach was followed as identified in the Arthurs Report (1983), namely the interdisciplinary and the doctrinal methodologies. This approach encompassed two legal research methods namely the expository and legal reform research methods. The research explained the underlying nature of the tax consequences of reduced debts arising in the context of the death and the insolvency of natural persons and formulated specific reform measures aimed at remedying the problems and the legal anomaly that currently exist. Two amendments were proposed. - Description: Estuaries serve as nursery areas for a large number of estuary-associated fish species. Some of these taxa also use river catchments as nursery areas. During the upstream migration of this latter group, the juveniles are prone to predation by native and alien predatory fish inhabiting the system. The rate of invasion of ecosystems by alien organisms can be directly linked to anthropogenic influences, including both intentional and unintentional introductions by alien organisms into new regions. The largemouth bass, Micropterus salmoides, is a facultative piscivorous fish that has been successfully introduced worldwide for the main purpose of sport fishing. Where introduced, it has been found to negatively impact native fish and invertebrate species through predation, competitive exclusion and displacement of indigenous fish species. The aim of this thesis was to investigate the predatory impact of largemouth bass on the estuary-associated Cape moony Monodactylus falciformis, Cape stumpnose Rhabdosargus holubi and freshwater mullet Myxus capensis in the lower Kowie River of the Eastern Cape Province, South Africa. A combination of approaches was employed during this study. Stomach contents, stable isotopes and fatty acid analyses were employed for the reconstruction of the diet of largemouth bass. Acoustic telemetry was used to elucidate largemouth bass movements, particularly their ability to enter the upper reaches of the Kowie Estuary. Stomach contents and stable isotopes analyses showed that M. salmoides exhibit an ontogenic shift in diet, with small and medium sized individuals consuming the higher proportion of fish prey, while large sized individuals mostly consumed invertebrates such as crabs (Potamonautes sidneyi) and Odonata larvae, while consuming only a small proportion of estuary-associated fish. Fatty acid analysis only showed a direct connection between the fatty acid profiles of largemouth bass and those of M. capensis and M. falciformis. The acoustic telemetry results indicated that some M. salmoides individuals periodically move into the upper reaches of the estuary following river flood events. The results obtained from all these approaches highlight the risk posed by largemouth bass introductions on indigenous fish species, particularly those that enter the areas occupied by these top predators.

However, there is concern especially among education authorities regarding unprofessional conduct of some of those employed in schools and colleges. This action research study is a response to this concern. Its goal was to explore issues of professional conduct as part of the induction process of new members entering the teaching profession, and to thereby develop a better understanding of how best to raise student teachers’ awareness around professional conduct issues. The study used a qualitative research framework located in the interpretive paradigm. Three theoretical frameworks informed the design and subsequent analysis of the findings, namely, Burn’s transformational leadership, Mezirow’s transformative learning and Kolb’s theory of experiential learning. Two cycles of workshops around issues of professional conduct were conducted over a period of four weeks with a sample of 40 pre-service student teachers: final year students enrolled in the college’s three year Diploma in Education programme, all members of a science education class. Data collection strategies used were semi-structured interviews, observation and the use of reflective journals, among others. Analysis of the data involved identification of emerging themes and patterns. Initial findings indicate that prior to the commencement of the cycles of action research, participants appeared to have a limited understanding around issues of professional conduct, but that this changed as they participated in the workshops. The data of the study suggest that further steps need to be taken to establish optimal ways of incorporating professional conduct issues into the college’s teaching curriculum.

- Description: With a declining population of roughly 3000-5000 individuals in Africa, African wild dogs (Lycaon pictus) are one of the most endangered carnivores in the world. As the global human population expands, it is becoming increasingly unlikely that large portions of land will be set aside for conservation, especially in developing countries. Thus, recent wild dog conservation efforts in South Africa have concentrated on establishing a managed metapopulation. A metapopulation is a group of geographically isolated subpopulations of a species that are managed (using supplementation and harvesting) to mimic natural gene flow. The Great Fish River Nature Reserve (GFRNR) in the Eastern Cape Province of South Africa has been identified as a potential reserve to become part of the national wild dog metapopulation. My research aimed to conduct a feasibility assessment of the long-term (~ 25 years) success of a wild dog reintroduction into the GFRNR. This assessment included biological modelling of wild dogs and their expected prey, and determining the potential anthropogenic threats to wild dogs on the private and communal land surrounding the reserve. I used VORTEX population modelling and determined that the GFRNR is likely to have a wild dog carrying capacity of ~22 individuals. Using a 25-year modelling simulation, the most appropriate wild dog reintroduction scenario would be to reintroduce six females and four males initially and supplement the population with one female and two males in years 3, 10, 15 and 23. In addition, the harvesting/removal of one male and one female in years 10 and 20 would be required to ensure 100% population persistence and adequate genetic diversity. Kudu (Tragelaphus strepsiceros) and bushbuck (Tragelaphus scriptus) are expected to be the two most important prey species for reintroduced wild dogs in the GFRNR. Furthermore, wild dogs are likely to prefer the north-western and south-western sectors of the reserve because of the relatively high prey densities in these areas. However, regular monitoring of both the potential prey and the wild dog populations is essential to ensure persistence of the wild dogs and to prevent prey populations decreasing precipitously. Using structured questionnaire interviews (n = 128), I found that while neighbouring land owners and local communities were generally positive about the potential wild dog reintroduction (56 % of all respondents), several threats to wild dogs were identified along the reserve boundary and on the adjoining unprotected land. Some private landowners and members of rural communities around the reserve (34 %) stated that they would kill any wild dogs that dispersed onto their land. In addition, some respondents (8 %) admitted to believing in traditional uses for wild dog products (e.g. fur) which could result in the illegal killing of wild dogs outside of the GFRNR for traditional purposes. Poaching and the presence of unvaccinated domestic dogs on neighbouring land were also identified as being potential threats to a reintroduced wild dog population. However, such anthropogenic threats appear to be localised to the western and southern boundaries of the reserve. Therefore, by implementing preventative measures (such as anti-snare collars, anti-poaching patrols and vaccination against rabies and canine distemper) the likelihood of such threats occurring can be reduced. I conclude that the GFRNR can sustain a population of wild dogs and successfully contribute to South Africa‘s national metapopulation. An additional reserve will benefit the country‘s metapopulation by increasing the number of wild dogs available for translocation, thereby increasing genetic diversity and overall resilience (to environmental change, disease etc.) of South Africa‘s wild dog population. This will contribute towards the future conservation of this endangered species.

The Great Fish River Nature Reserve (GFRNR) in the Eastern Cape Province of South Africa has been identified as a potential reserve to become part of the national wild dog metapopulation. My research aimed to conduct a feasibility assessment of the long-term (~ 25 years) success of a wild dog reintroduction into the GFRNR. This assessment included biological modelling of wild dogs and their expected prey, and determining the potential anthropogenic threats to wild dogs on the private and communal land surrounding the reserve. I used VORTEX population modelling and determined that the GFRNR is likely to have a wild dog carrying capacity of ~22 individuals. Using a 25-year modelling simulation, the most appropriate wild dog reintroduction scenario would be to reintroduce six females and four males initially and supplement the population with one female and two males in years 3, 10, 15 and 23. In addition, the harvesting/removal of one male and one female in years 10 and 20 would be required to ensure 100% population persistence and adequate genetic diversity. Kudu (Tragelaphus strepsiceros) and bushbuck (Tragelaphus scriptus) are expected to be the two most important prey species for reintroduced wild dogs in the GFRNR. Furthermore, wild dogs are likely to prefer the north-western and south-western sectors of the reserve because of the relatively high prey densities in these areas. However, regular monitoring of both the potential prey and the wild dog populations is essential to ensure persistence of the wild dogs and to prevent prey populations decreasing precipitously. Using structured questionnaire interviews (n = 128), I found that while neighbouring land owners and local communities were generally positive about the potential wild dog reintroduction (56 % of all respondents), several threats to wild dogs were identified along the reserve boundary and on the adjoining unprotected land. Some private landowners and members of rural communities around the reserve (34 %) stated that they would kill any wild dogs that dispersed onto their land. In addition, some respondents (8 %) admitted to believing in traditional uses for wild dog products (e.g. fur) which could result in the illegal killing of wild dogs outside of the GFRNR for traditional purposes. Poaching and the presence of unvaccinated domestic dogs on neighbouring land were also identified as being potential threats to a reintroduced wild dog population. However, such anthropogenic threats appear to be localised to the western and southern boundaries of the reserve. Therefore, by implementing preventative measures (such as anti-snare collars, anti-poaching patrols and vaccination against rabies and canine distemper) the likelihood of such threats occurring can be reduced. I conclude that the GFRNR can sustain a population of wild dogs and successfully contribute to South Africa‘s national metapopulation. An additional reserve will benefit the country‘s metapopulation by increasing the number of wild dogs available for translocation, thereby increasing genetic diversity and overall resilience (to environmental change, disease etc.) of South Africa‘s wild dog population. This will contribute towards the future conservation of this endangered species.

This thesis examines the South African state’s housing programme with reference to questions about social sustainability and specifically sustainable human settlements. It does so by highlighting social capital and the different forms it takes, notably bonding, binding and linking capitals. This is pursued through a case study of a small area of a black township in Grahamstown called Hlalani. The case focuses on the lived experiences of Hlalani residents and their intra-household and inter-household relations as well as their linkages with local state structures. It is concluded that social capital is weak and incipient in Hlalani and that Hlalani could not, by any definition or measurement of the term, be labeled as a sustainable human settlement.

- Description: Hydrogeologists have faced serious challenges worldwide in the characterization of fractured rock aquifers due to the heterogeneous nature of the imbedded geology. The bulk flow parameters in the Karoo strata in South Africa are specifically uncertain since most models are based on homogenous block systems. As part of a WRC research project, entitled “Measurement of the bulk flow and transport characteristics of selected fractured rock aquifer systems in South Africa”, this study focuses on the characterization, borehole drilling, flow parameter measurements and groundwater quality assessment of the Balfour Formation in the Beaufort Group of the Karoo Supergroup in the Eastern Cape, South Africa, which is seriously heterogeneous in deposition and has also been largely neglected as drilling targets for groundwater. The Balfour Formation comprises mostly mudstone, shale and sandstone, formed in a braided and meandering river system. In addition to the heterogeneous deposition, the flow pathways in this aquifer system are not fully understood due to lack of actual measurement data. The methods used in this study include field mapping, site characterization, borehole drilling, and pumping and tracer testing in order to obtain the borehole yield, aquifer transmissivity, storativity and groundwater flow velocity. In addition, the groundwater chemistry was also studied to determine quality for use and possible connectivity with the nearby Tyume River and to determine potential sources of groundwater contamination. The results obtained include: 1) The study area is predominantly mudstone/shale with thin layers and lenses of siltstone and sandstone, which are interbedded; 2) Two boreholes were successfully drilled, which had yields in excess of 10 l/s in four water levels (at 7, 22, 54 and 65 m); 3) The estimated average transmissivity is 246 m 2/day according to the recovery test; 4) The estimated seepage velocity is 120 m/day according to tracer tests in the aquifer between the two boreholes which are 5 m apart; and 5) The water chemical type is the combination of HCO3-, Cl-and SO42- , which is distinguishable from that of the Tyume river; 6) There is no evidence for groundwater recharge to the deep aquifers from the Tyume river, based on the differences of the water chemistry; 7) The elements Ca, Cl, Na and C are distributed more than 90% as free ion species in BH2 borehole water; and 8) The groundwater in BH2 borehole is undersaturated (negative SI) with respect to some minerals (for example: anhydrite, fluorite, gypsum and halite), oversaturated (positive SI) with respect to some minerals (for example: aragonite, calcite and dolomite). It is concluded that there is a great potential to obtain drilling targets for high yielding boreholes in the sedimentary rocks of the Balfour Formation in the Karoo Supergroup.

- Description: This dissertation examines the meanings that young adults give to their mobile phones in the township of Hooggenoeg in Grahamstown in the Eastern Cape. The research was predominantly conducted through individual interviews with nine young adults as well as two small gender-based focus groups. Participant observation as well as a close reading of the popular mobile website Outoilet also contributed to the study. Drawing on Silverstone, Hirsch and Morley’s (1992) work into the meanings attributed to the mobile phone through the domestication processes of appropriation, objectification, incorporation and conversion, the study argues for the heterogeneous roles defined for mobile phones as they are integrated into different cultural contexts. The term ‘raw phones’ in the thesis title refers to a particular cultural understanding of respectability in mainly working-class ‘coloured’¹ communities in South Africa, as described by Salo (2007) and Ross (2010), in which race, class and gender converge in the construction of the respectable person’s opposite – a lascivious, almost certainly female, dependent, black and primitive ‘raw’ Other. The study argues that in Hooggenoeg, the mobile phone becomes part of semantic processes that define both respectability and ‘rawness’ , thus helping to reproduce social relations in this community along lines of race, class and gender. A major focus of the study is the instant messaging application MXit, and how it assists in the social production of space, by helping to constitute both private and dispersed network spaces of virtual communication, in a setting where social life is otherwise very public, and social networks outside of cyberspace are densely contiguous and localised. In contrast, gossip mobile website Outoilet seems to intensify this contiguous experience of space. My findings contest generalised claims, predominantly from the developed world, which assert that the mobile phone promotes mobility and an individualised society, and show that in particular contexts it may in fact promote immobility and create a collective sociability.

- Description: With a view to understanding how curriculum is interpreted at classroom practice level, the study examined three stories of how the environmental discourse of the National Curriculum Statements (R-9) was recontextualised using school gardens in the Life Orientation Learning Area for the Senior Phase. To understand how the curriculum is recontextualised, I used Bernstein's theory of recontexutalisation where he explained how official pedagogic discourse (OPD) (in this case the environmental discourse is first delocated once it is transferred from the field of production (FOP) and relocated in the recontextualising field (where teacher educators and departmental officials mediate the discourse) and in the field of reproduction (FOR) which is the classroom and school. Bernstein explained that as the discourse is delocated and relocated it undergoes transformation. This transformation is influenced by practitioners' prior-knowledge, experience, culture and beliefs and other factors. To understand how transformation of the environmental discourse takes place, Bernstein's conceptual constructs of selective appropriation and ideological transformation were applied to an interpretation of three lesson processes, to explain how the discourse was changed. Each lesson was reviewed in terms of the selective appropriations and ideological transformations which took place. All three of the lessons observed took place in one school, and as such the study is designed as an interpretive case study where I have tried to make meaning from a rich, thick description of a specific case context. The school is located in Bizana, one of the villages in the O.R. Tambo District Municipality in the Eastern Cape Province,, and is currently in the process of implementing South Africa’s new National Curriculum Statement (NCS) like all other schools in South Africa. In conducting the research I observed lessons, interviewed the learners and teachers, and a community member and the manager of the SANBI greening project, and I also analysed documents which included the NCS for Life Orientation, and teachers planning documents and learners work produced in the lessons. I started the study by conducting a document analysis of the NCS, through which I identified dimensions of the Official Pedagogic Discourse. This was used as a framework to review the lessons to understand how the OPD was being recontextualised. The study concludes by discussing the key findings of the study in the form of a set of analytical statements. Some of the findings indicate that teachers have not been given adequate training for understanding and implementing the NCS which affects the recontextualisation process. The study shows that there is a dire need for professional development if the OPD is to be interpreted adequately by teachers so that its implementation at the meso and micro- levels becomes clear and effective.

- Description: ‘What is required is the ‘politics of the rhizome’ in which everyone, every community, every nation and every major region comes to terms with the uniqueness of their situation and acts accordingly – and realises that it is only by vast numbers of people, of groups and organizations acting in accordance with possibilities of their situations, that the environmental crisis will be solved.’ (Gare, 1995:161). The study investigates the implementation of Local Agenda 21’s education, awareness and training component by the Gaborone City Council Environmental Health Department (GCCEHD) to address environmental challenges facing the city of Gaborone, the capital city of Botswana. The research was conducted as a qualitative case study that made use of semi-structured interviews, focus group interviews and document analysis as instruments of data generation. Samples of respondents were selected from the Gaborone City Council (GCCEHD) employees in management positions, workers, and elected political councillors. The study is contextualised through establishing environmental issues in the Gaborone City Council, identifying strategies to address environmental issues and the review of the Waste Management Plan 2003-2009, which the department uses as a guiding document for waste management. The study establishes that the council employees are mostly concerned with issues of waste management and need commitment from all Local Government sectors of the work force. The study established the importance of education, awareness and training as a response to environmental issues facing Gaborone. The study also establishes the need for social education in terms of public education, awareness and training needed for the public to adequately respond to environmental challenges in their context. Models and relevant policy and guiding documents such as the Vision for Greater Gaborone, DPSEEA Model and Botswana Environmental Planning Principles were identified and recommended for the department to consider. The awareness and training activities should be developed and involve the community in environmental management. This should enable the council to create opportunities for income generation, at the same time changing community negative attitudes towards the environment and improving service delivery by the department.

- Description: ‘What is required is the ‘politics of the rhizome’ in which everyone, every community, every nation and every major region comes to terms with the uniqueness of their situation and acts accordingly – and realises that it is only by vast numbers of people, of groups and organizations acting in accordance with possibilities of their situations, that the environmental crisis will be solved.’ (Gare, 1995:161). The study investigates the implementation of Local Agenda 21’s education, awareness and training component by the Gaborone City Council Environmental Health Department (GCCEHD) to address environmental challenges facing the city of Gaborone, the capital city of Botswana. The research was conducted as a qualitative case study that made use of semi-structured interviews, focus group interviews and document analysis as instruments of data generation. Samples of respondents were selected from the Gaborone City Council (GCCEHD) employees in management positions, workers, and elected political councillors. The study is contextualised through establishing environmental issues in the Gaborone City Council, identifying strategies to address environmental issues and the review of the Waste Management Plan 2003-2009, which the department uses as a guiding document for waste management. The study establishes that the council employees are mostly concerned with issues of waste management and need commitment from all Local Government sectors of the work force. The study established the importance of education, awareness and training as a response to environmental issues facing Gaborone. The study also establishes the need for social education in terms of public education, awareness and training needed for the public to adequately respond to environmental challenges in their context. Models and relevant policy and guiding documents such as the Vision for Greater Gaborone, DPSEEA Model and Botswana Environmental Planning Principles were identified and recommended for the department to consider. The awareness and training activities should be developed and involve the community in environmental management. This should enable the council to create opportunities for income generation, at the same time changing community negative attitudes towards the environment and improving service delivery by the department.

- Description: A background of serious disparities in past welfare policies, legislation and programmes, necessitated the need for a far-reaching new social welfare policy in South Africa. The adoption of the White Paper for Social Welfare by Parliament in February 1997, set the path for the new social developmental approach to social welfare, dealing with key substantive issues in addressing the restructuring of social welfare services, programmes and social security. The Eastern Cape Province is one of the poorer provinces in South Africa. Negative radio and print media reports on social welfare in the province in the past three years has made it clear that serious problems and disparities face the provincial department. Several of these media reports highlighted issues relating to poor service delivery and unacceptable conditions of underdevelopment and poverty still prevailing in the province. The Eastern Cape Welfare Department has been plagued by fraud and corruption, and in a report of the Eastern Cape legislature’s standing committee on welfare in 2001, it was found that fraudulent activities, corruption and misconduct by government officials are still prevalent in the welfare department. The objective of this research was to assess whether the Eastern Cape Department of Social Development (Welfare) is implementing this new social developmental approach to social welfare, as set out in the 1997 White Paper for Social Welfare.

The use of a database to improve higher order thinking skills in secondary school biology: a case study

- Description: The knowledge explosion of the last decade has left education in schools far behind. The emphasis in schools must change if they are to prepare students for their future lives. Tertiary institutions as well as commerce and industry need people who have well-developed cognitive skills. A further requirement is that the school leaver must have skills pertaining to information processing. The skills that are required are those which have been labelled higher order thinking skills. The work of Piaget, Thomas and Bloom have led to a better understanding of what these skills actually are. Resnick sees these skills as being: nonalgorithmic; complex; yielding multiple solutions; involving nuanced judgements; involving the application of multiple criteria; involving uncertainty; involving self-regulation of the thinking process; imposing meaning and being effortful. How these can be taught and the implication of doing so are considered by the researcher. The outcome of this consideration is that higher order - thinking entails communication skills, reasoning, problem solving and self management. The study takes the form of an investigation of a particular case: whether a Biology field trip could be used as a source of information, which could be handled by a computer, so that higher order thinking skills could be acquired by students. Students were instructed in the use of a Database Management System called PARADOX. The students then went on an excursion to a Rocky Shore habitat to collect data about the biotic and abiotic factors pertaining to that ecosystem. The students worked in groups sorting data and entering it into the database. Once all the data had been entered the students developed hypotheses and queried the database to obtain evidence to substantiate or disprove their hypotheses. Whilst this was in progress the researcher obtained data by means of observational field notes, tape recordings, evoked documents and interviews. The qualitative data was then arranged into classes to see if it showed that the students were using any of the higher order thinking skills. The results showed that the students did use the listed higher order thinking skills whilst working on the database.
