Conserving land for people: transformative adaptive co-management of sustainable protected areas in the eastern Democratic Republic of Congo

- Description: Conservation practices and approaches in the Democratic Republic of Congo (DRC), as in other parts of the world, have evolved from traditional to fortress and collaborative contemporary approaches such as adaptive co-management. These approaches aim to include multiple decision-makers using diversified resources and, existing formal and informal governance structures. Collaborative approaches also consider conflict resolution and external factors that can influence conservation outputs and outcomes. In the DRC context, conflicts over resources are related not only to resource access and power but also to the ineffectiveness of collaborative approaches that exclude stakeholders such as local communities. These conflicts have negatively affected protected areas and weakened the management and governance of protected areas. Therefore, evolving approaches such as adaptive co-management that consider power relations, the multi-scaled involvement of actors and learning loops to adjust strategies are seen as better options to improve the governance of protected areas and minimise the degradation of key ecosystems. My research explored the gazettement processes of three protected areas in the eastern DRC (Itombwe, Kabobo and Okapi Reserves). I focused on the influence of social-political, historical and psychological factors on the management and governance of protected areas in the DRC. In addition, the research reveals the inclusive gazettement processes of protected areas is the foundation of successful co-management approaches. I found that values and good governance practices play a key role in influencing local perceptions and support to conservation interventions. Whilst some conservation practitioners believe that economic benefits to communities are the most predominant motivating factor, I found that good conservation management practices can motivate communities to support protected area management. Bad management practices were related not only to inadequate conservation approaches and practices but also to factors such as corruption, inadequate law enforcement and the inappropriate equipment of rangers. Therefore, I suggest that long term protected area management in DRC should consider how the value of resources for communities and protected areas have been changing throughout the history of conservation, and how to best share power and responsibilities with local resource users and stakeholders. This is only possible if conservation practices and approaches, governance process and institutions are transformed at multiple levels.

- Description: Reintroduced lion (Panthera leo) populations pose several ecological and management challenges in small (< 1,000 km2), fenced wildlife reserves. Changes in the natural socialecological conditions of reintroduced lion populations may lead to rapid population growth and a breakdown of natural predator-prey relationships. Reduced competition with other lions also likely reduces the potential for reintroduced lions to naturally form groups. My study used a combination of questionnaire surveys with tourists, existing lion demographic data from 16 wildlife reserves across South Africa and a controlled lion social experiment to address these ecological and management issues. Tourism was the primary reason for lion reintroductions. Tourists scored lions highly in terms of preference for viewing on safari, in particular, lions in larger, natural groups and adult males. Viewing lions also enhanced a tourists’ overall safari experience. The breakdown of natural social behaviour may likely therefore reduce tourist satisfaction related to lions. The number of resident prides and male coalitions in a reserve affected lion vital rates. Lion population growth rate was highest in reserves that contained a single resident pride, and the presence of unknown adult males significantly reduced cub survival and lioness birth intervals. The ratio of male cubs born also increased in reserves with a higher density of unknown adult males. Fertility control measures (deslorelin implants and unilateral hysterectomy) were effective at limiting lion population growth. Deslorelin treatment increased the age of first reproduction or the birth interval and decreased the subsequent litter size of treated lionesses to closer reflect natural vital rates in larger (> 10, 000 km2) systems. However, there was variability in infertility response between lionesses including adverse reactions in a small proportion of treated individuals. The number of resident prides and male coalitions in a reserve affected lion social behaviour. Lionesses formed larger groups in reserves with a higher density of unknown adult female neighbours, likely driven by territory defence. Lion prides with resident cubs were generally more fragmented, likely in response to reduced competition from unknown adult males. However, in areas with a high density of unknown adult female neighbours, prides with cubs formed larger groups likely in response to heightened territory defence. Therefore, with smaller foraging group sizes, predation rate was increased in reserves with reduced competition from unknown lions. My study supports a metapopulation approach for the management of lions in small, fenced reserves, and the standardisation of lion management procedures and database management. Endorsed by the Biodiversity Management Plan for lions in South Africa, this will enhance the long-term conservation potential of isolated populations.

- Description: Background: Non-Communicable Diseases (NCDs) are a major global public health threat and tobacco use in particular is the leading cause of preventable illness and mortality globally. Furthermore, vulnerable and socially disadvantaged people get sicker and die sooner, especially because they are at higher risk of being exposed to harmful products such as tobacco and have limited access to health services. Tobacco use also has a major impact on the workplace, adversely affecting work productivity and increasing absenteeism. Both the living and work environments, therefore, play an important role in contributing towards the NCD epidemic. Demographics, culture, behaviour change reluctance and health literacy are all factors which exacerbate tobacco prevalence in South Africa. Workplace health promotion, however, is not well established in many workplaces. This study aimed to develop, implement and evaluate the effectiveness of a culturallysensitive and contextually-appropriate collaborative workplace health promotion literacy programme on tobacco use, utilizing tailored health information leaflets and the Rhodes University peer educators support staff, guided by the World Health Organization Workplace Health Promotion Framework. Method: The research was conducted using a participatory action research approach, which involved four phases: Firstly, the Exploratory phase assessed tobacco-related health promotion policies and practices at Rhodes University; and established facilitating and constraining factors related to tobacco use. Secondly, the Educational health promotion phase involved designing and testing a health promotion educational intervention to address tobacco use related challenges, which took the form of culturally sensitive and appropriate health information leaflets to be used as an educational intervention Thirdly, in the Implementation phase health promotion training workshops were conducted with volunteering Rhodes University Peer Educators. Finally, an Evaluation phase involved evaluating the tobacco health promotion programme presented to the Rhodes University Peer Educators through a focus group discussion; and evaluating Peer Educator recall on the tobacco related health information discussed during the training workshops through a post-post intervention questionnaire. Eight semi-structured interviews (SSIs) and seven focus group discussions (FGDs) were conducted with support staff, peer educators and key stakeholders to establish the need for a comprehensive workplace health promotion initiative, and to identify the facilitating and constraining factors to conducting such an initiative on tobacco use at the University. Three health information leaflets (HILs) were developed collaboratively with the Peer Educators following a series of scientific, end-user testing approaches. The HILs were tested for readability, comprehension, actionability and suitability. A four-day health promotion training programme was conducted to improve user friendliness, memory retention and recall of the HILs by the peer educators and to improve tobacco related health literacy aspects. The participants’ memory recall was evaluated using a pre- and post-, and post-post-intervention questionnaire to evaluate knowledge transfer. The study participants were also equipped with the completed HILs to distribute to their peers and to use as reference sources of information when needed in future. Results: The peer educators and institutional management supported the need for a tobacco workplace health promotion intervention. The intervention and evaluation phase of this study proved that health information material developed was readable, actionable, suitable, userfriendly, culturally sensitive and contextually appropriate. The workshops resulted in a significant increase in the participants’ tobacco related health knowledge. Through the adoption of a collaborative approach to the research, the participants felt empowered and ready to be agents of change amongst their peers in the workplace. Recommendations: The collective use of external expert reviewers, end-user testing techniques and validated computer programmes are recommended to improve the validity of health promotion research outcomes. A longitudinal study that focus on behaviour change, specifically, with health evaluation and monitoring aspects could be conducted as the next step to this study.

- Description: Both my teaching experience and literature of this research study strongly suggested that fractions are difficult to teach and learn across the globe generally, and Namibia in particular. One of the identified contributing factors was teaching fractions by focusing on procedures and not the conceptual understanding. Therefore, this research project developed and implemented an intervention in order to experiment and suggest an alternative teaching approach of fractions using models. The purpose of this research was to: “Investigate the use of models to develop Grade 8 learners’ conceptual understanding of and procedural fluency with fractions”. This investigation had three areas of focus. Firstly, the study investigated the nature of learners’ conceptual understanding of and procedural fluency with fractions before the teaching intervention, by means of administering a pre-test and pre-interview and analysing learners’ responses. Secondly, the study investigated the changes in learners’ conceptual understanding of and procedural fluency with fractions after the teaching intervention, by means of administering a post-test, post-interviews and recall interviews, and analysing learners’ responses. Thirdly, this study investigated the possible influence of the teaching intervention on the changes in learners’ conceptual understanding of and procedural fluency with fractions by analysing the lesson videos and learners’ worksheets, and describe their critical interaction. This study was conducted at a multicultural urban secondary school located in the Oshikoto Region, Namibia. The sample consisted of 12 Grade 8 mathematics learners whose age ranged from 13-16 years old. A purposive sampling method was employed to select both the research site and participants. This research is framed as a case study, and is grounded within the interpretive paradigm and qualitative research. This research revealed that these learners displayed conceptual and procedural difficulties in their engagement with fraction models and fraction symbols, before the teaching intervention. Conceptually, the study found that these learners read fractions using inappropriate names; and learners did not identify the whole unit in the models and therefore identified fractions represented by the fraction models using different forms of inappropriate fraction symbols. Procedurally, the study found that these learners compared and ordered fractions inappropriately using the sizes of the numerators and denominators separately; and learners used the lowest common denominator method inappropriately for adding fractions with different denominators. The research also suggested conceptual and procedural changes in learners’ conceptual understanding of and procedural fluency with fractions and that the intervention seemed to help learners to engage better with fraction models and fraction symbols. Conceptually, the findings suggested that the intervention using area models and number lines, seemed to help these learners to read fractions using appropriate names; to identify the whole unit in the fraction models and to develop a sense of the size of fractions in relation to one whole unit. Procedurally, the learners compared and ordered fractions appropriately using either equal fraction bars, equal number lines, benchmarking or rules for comparing and ordering fractions with the same numerator or denominator; and learners used equal fraction bars to visually represent the lowest common denominator method and to recognise that only equally sized units can be counted together. This research identified four factors as possible influences of the teaching intervention. These factors are namely: identifying both fraction symbols and appropriate fraction names to see fractions as relational numbers; prompting to partition whole units of the fraction models and graphically illustrating fraction symbols to identify the whole unit in the fraction models and to develop a sense of the size of fractions in relation to one whole unit; graphically illustrating fraction symbols using the models to use equal fraction bars and number lines, benchmarking and rules for comparing; and graphically illustrating fraction denominations using equal fraction bars to recognise that only equally sized units can be counted together. This research strongly suggests that the effective use of models has the potential to develop learners’ conceptual understanding of and procedural fluency with fractions in a number of ways.

Modeling and measurement of torqued procession in radio pulsars

- Description: The long term isolated pulsar monitoring program, which commenced in 1984 using the 26 m radio telescope at the Hartebeeshoek Radio Astronomy Observatory (HartRAO), has produced high resolution timing residual data over long timespans. This has enabled the analysis of observed spin down behaviour for 27 braking pulsars, most of which have dataspans longer than 14 years. The phenomenology of observed timing residuals of certain pulsars can be explained by pseudo periodic effects such as precession. Analytic and numerical models are developed to study the kinematic and dynamic behaviour of isolated but torqued precessing pulsars. The predicted timing residual behaviour of the models is characterised, and confronted with timing data from selected pulsars. Cyclic variations in the observed timing residuals of PSR B1642-03, PSR B1323-58 and PSR B1557-50 are fitted with a torqued precession model. The phenomenology of the observed timing behaviour of these pulsars can be explained by the precession models, but precise model fitting was not possible. This is not surprising given that the complexity of the pulsar systems is not completely described by the model. The extension of the pulsar monitoring program at HartRAO is used as motivation for the design and development of a new low cost, multi-purpose digital pulsar receiver. The instrument is implemented using a hybrid filterbank architecture, consisting of an analogue frontend and digital backend, to perform incoherent dedispersion. The design of a polyphase filtering system, which will consolidate multiple processing units into a single filtering solution, is discussed for future implementation.

- Description: Much of the available documentation, and the multiple oral testimonies collected for this thesis agree that the most important changes that have occurred in Keiskammahoek district over the past half century resulted from the implementation of the government's conservationist policy known as betterment. The work is thus dominated by a wideranging look at betterment in Keiskammahoek The thesis is arranged chronologically, and each of the successive periods designated is analysed in terms of power. The first period considered is c.1920-c.1936; this was the time during which betterment policy was conceived. The key question that is posed here is why the policy was formed. Foucault's idea of power/knowledge features prominently in answering this question. For all of the remaining periods a conspicuously ,important power relation (unequal relationship) is chosen, and the analyses consist of plotting the histories of the various relations. The first of these periods is that which preceded the implementation of betterment in the district, i.e. c.1936-1960. Since multi-form resistance against betterment characterised this period, the power relation considered is that between the state and the various communities of Keiskammahoek. Next, attention is given to the actual implementation of betterment in the district. Because betterment affected locations in which land was held communally so differently from locations in which land was held under title, these two categories of location are analysed separately. In communal locations, a power relation spawned by betterment that has come to dominate life is that between village neighbours. In the other category of location, betterment has often further differentiated the power relation between title-deed holders and non title-deed holders. The thesis is not exclusively devoted to betterment. The 1970s saw many people being forcibly removed to Keiskammahoek. The final section of the work examines these events in relation to the changing economy of South Africa. In this section the power relation that is deemed important is that between the employed and unemployed The overall aim of the thesis then is to give an indication of the variety of forms or configurations of power that run through modernday Keiskammahoek.

- Description: A number of issues in the thesis need to be clarified and will be discussed individually below. The term Third World, which is used in the thesis to describe developing countries in a disadvantageous economic position in relation to developed countries, is unsatisfactory. It is a collective term which combines countries with dissimilar cultures, ideologies and future prospects into one category (De Souza & Porter, 1974). Debate continues whether South Africa can be classified as a First or Third World country (Fair, 1982). Rogerson & Beavon (1980) indicate that South Africa can be described as dichotomous because it reflects characteristics of both First and Third World countries. In comparison De Souza & Porter (1974,1) include South Africa among the Third World countries, because four-fifths of the people have an income that is six times less than the income of the other fifth, and they live in a condition of underdevelopment. Conditions in Fingo Village resemble those described by De Souza & Porter (1974) and hence the results of the Fingo Village survey are compared with similar studies, elsewhere in the Third World. However, it would be naive to assume that Fingo Village is unaffected by development within the core regions of South Africa, which in many instances epitomize the First World. The term informal sector, used throughout the thesis, is also unsatisfactory, and debate continues as theorists attempt to find a more appropriate term. Santos (1979) indicates that the term informal sector is contentious, by placing it in single quotation marks. From the literature survey it emerged that the majority of authors did not follow Santos' convention (1979) and thus it seemed acceptable to use the term, informal sector, without placing it in single quotation marks. Chapter Two deals in-depth with the problem of defining the informal sector, and a working definition for the Fingo Village survey is presented in section 2.4.1. The informal sector embraces a wide diversity of economic activities. Due to the limited time and funds available, it was decided to isolate one aspect of this sector, namely, hawking. Sections 2.3 and 2.7 of Chapter Two indicate that hawking is an exemplary informal sector activity. All the different hawking types could not be given close attention and therefore, for practical purposes, it was decided to select one facet of hawking, namely, fruit and vegetable hawkers. Mobile fruit and vegetable hawkers were excluded from the study as it was impossible, during the mapping survey, to isolate a specific hawking site for each mobile hawker. Furthermore, a mobile hawker could easily be enumerated on more than one occasion, and hence a margin of error would automatically occur in the study. This was another reason for excluding mobile hawkers from the study and merely focusing upon static and semi-static fruit and vegetable hawkers. It is difficult to collect comprehensive quantitative data on informal sector activities (Preston-Whyte et al, 1984). The interviewer has to gain the confidence and trust of the subjects. The interviewer for the Fingo Village survey was a well known local personality and a man of some standing in the Black community. Daniel Sandi was the Secretary, of the Grahamstown Association (GRACA), which was reputed to have the support of the majority of the Black residents in Grahamstown until it was banned under the State of Emergency in July 1985. Daniel Sandi was also known for his contribution in literary circles as an epic poet. His previous experience conducting socio-economic surveys, as a researcher for the Border Council of Churches and as the Teba Research Assistant for the Institute of Social and Economic Research, Rhodes University, was also helpful. Sporadic unrest in the study area, from September 1984 and throughout 1985, prevented further fieldwork from being conducted in Fingo Village.

- Description: In this thesis I have made a study of certain aspects of pastoralism and the pastoral genre in late Elizabethan literature. I have done this because I felt that Elizabethan pastoral writing was, at its best, far more than just a literary exercise undertaken, as was much Continental pastoral writing, to furnish the vernacular with a genre approved by Classical precedent. The strength of Elizabethan pastoral derived from the combination of certain indigenous factors present during Elizabeth's reign, with the current interest in imitating the Classics and introducing a famous genre into the vernacular. There had always been in English literature a strong response to the natural world and this response revealed itself in pastoral writing in which the traditional naturalistic details derived from Classical sources were infused with the grace and strength of direct observation. More importantly, Elizabethan England had a monarch who was not only ideally suited through her sex and celibacy to play the leading role in a pastoral world, but who also actively encouraged and enjoyed the eulogistic sentiments native to the Renaissance pastoral. In the English attempt to imitate a favourite Renaissance version of the pastoral - the use of a pastoral framework to comment on ecclesiastical or political affairs - there was, in Tudor Protestantism, with all its internal conflicts and its vital struggle against the political and spiritual forces of the Roman church, an ideal source of material for eclogues in the style of Mantuan. Such factors ensured that Elizabethan pastoral had a significance and relevance largely lacking in the more academic products of Continental pastoralists. Preface, p. i
