A critical realist dialectical understanding of learning pathways associated with two scarce skill environmental occupations within a transitioning systems frame

- Description: Policy, environmental, social and economic factors are all driving South Africa's transition to sustainable development and a greener economy. Various policies have been developed to foster sustainable development in the post-apartheid era in South Africa (i.e. since 1994) and there are various projections on potential job creation for a green economy. However, there is a problem related to both the achievement of sustainable development and green economy objectives: South Africa is said to lack adequately qualified people to implement these goals resulting in what is termed 'scarce skills' in the environmental and sustainable development sector. This problem has, in turn, prompted various skills development studies in the environmental sector, including a national Environmental Sector Skills Plan produced in 2010. All these studies point to a reactive skills development system that provides inadequate learning pathways for existing and newly emerging green occupations, which provided the impetus for a more proactive, transformative praxis oriented system of skills development that supports environmental learning pathways in South Africa. A second problem is that the concept of 'learning pathway' is poorly defined in the South African environmental education and wider education and training policy context. This term is often used in policy discourse within the notion of 'seamless learning pathways' and is only vaguely defined. This study set out to investigate selected occupationally directed environmental learning pathways in the South African National Qualifications Framework (NQF) and green transitioning context. In attempting to characterise the nature of the environmental pathway, the study utilised critical realist metatheory which serves as an underlabourer for domain specific theory of transitioning societies and systems, life-course transitions and career development. This theoretical work allowed the characterisation of environmental learning pathways as educational and occupational progression. The study investigated the nature of learning and work transitions across the life- course of selected environmental professionals in two key occupational categories - environmental engineer and environmental scientist - both of which have been defined as scarce skills in South Africa. This enabled a nuanced examination of the formation of what emerged as 'boundaryless' career stories of professionals engaged in these two occupations. The study also sought to engage with a methodological problem in learning pathways research, notably that studies are generally framed either at the micro level career story, emphasising agency of individuals (voluntarism), or at the policy level, emphasising structural aspects of the skills development system (determinism). This study sought to bridge the macro-micro problem drawing on critical realist retroductive analysis; this facilitated the shift from a focus on events and experiences that can be empirically observed (captured in case study approaches) to the causal mechanisms influencing environmental learning pathways in these two scarce skill occupations (discussed and analysed using dialectical critical realism), shedding light on how systemic and structural dynamics and mechanisms shape and influence the emergence of learning pathways as experienced in scarce skill occupations in the environmental sector. The opening chapters of the thesis provide an historical view of how the South African education and training system, itself in a transitioning process, has had to grapple with how to respond to and meaningfully take up the new emerging environmental / sustainable development mandate, which is increasingly framed within a multi-levelled transitioning social-ecological system perspective in post-apartheid South Africa. These transitioning systems are shaped by substantive policy imperatives for societal transformation, social justice, sustainable development and equity. Since 1994, various transformations have been taking place, often in paradoxical forms, in both the environmental and educational sectors, shaping a complex multi-levelled transitioning systems perspective for the study. This background work on transitioning systems provides the foundation for the first data chapter, which provides a descriptive outline of key supply side systemic elements as these pertain to environmental learning pathways more broadly (qualifications; occupational framing; career systems; sector skills planning). It also points to the lack of adequate mechanisms for analysing demand for environmental occupations, and highlights some of the contradictions in the supply- demand relation as these pertain to newly emerging environmental occupations. This helps to explain the empirical findings of previous environmental sector studies on the slow and reactive defining of environmental education and training for environmental occupations within the transforming education and training system in South Africa. The next two chapters, using case-based qualitative data, present the analysis of the two scarce skill occupations investigated - environmental engineer and environmental scientist. These chapters outline the dominant institutional educational pathway and the key supply platforms that support these pathways (career guidance; qualifications, occupational framings, skills planning) and the learning and work transitions of professionals within the occupation. The chapters highlight the factors and causal mechanisms influencing these learning pathways and thus provide insight into the multi-level dynamics that underpin learning pathways. The final chapter uses dialectical critical realism to outline generative mechanisms influencing the construction of the learning pathways. It also highlights key absences that are shaping the emergence (or not) of environmental learning pathways, thus pointing to opportunities for how the NQF might respond to the two scarce skill occupations under study, and to the emergence of environmental learning pathways more broadly within the framework of society-in-transition. Through this, the study links the career stories as analysed within the framework of learning pathways and skills system transitioning literature, to generative mechanisms and system development elements. The study concludes with providing occupational and systemic insights into absences and disjunctures that characterise the emergence (or not) of occupationally oriented environmental learning pathways. It also provides insight into what leads to these absences, and how they are kept in place and suggests possibilities and openings for transformative praxis within a multi-levelled transitioning system framework. Organisational reputation management in South African Higher Education by means of social media policies

- Description: This study investigates reputation management in South African higher education institutions by means of the development and implementation of social-media policies. While other policies, such as marketing, computing, intellectual property, ethics and staff, and student disciplinary policies may exist, higher education institutions need to respond to both the new challenges and the new risks posed by the social-media practices and to develop explicit social-media policies for staff and students that are unique to that industry. Existing social-media policies of SA HEIs, as well as those developed within the finance sector and by international institutions of higher education, are analysed by means of in-depth interviews and documentary analysis, by using the same coding structure. Telephonic interviews with key personnel provide insight into the social-media policy development process of SA HEIs. In order to ensure research trustworthiness and rigour, the analytical process employed Consensual Qualitative Research. The research reveals that it has become necessary for organisations to understand the important role played by the social media in corporate strategies, in order to obtain optimal results for sustained growth and development. Organisational reputation, including the social media, need to be managed, not only as an isolated function or activity of the organisation, but as an integral element of all parts or subsystems of the organisation. Social-media policy development is only the starting point of ensuring a positive return for the organisation. The organisation needs to be seen to actively engage in the benefits and risks – by understanding the role of the social media within the various sectors of the organisation. A more strategic corporate strategy is proposed to meet the full potential and to manage organisational risk. universities need to develop an attractive and well-maintained reputation – with the aim of attracting the most accomplished researchers, staff, students and funders. In addition, the research reveals that HEIs can be seen as high-risk operations by their external stakeholders, including clients (students), funders and communities. It is argued that their outputs (research and students) fundamentally impact on their communities and on the interconnected environment. Organisational stakeholders are seen as important role players within an organisation’s and policy on how to manage these relationships; and the potential and real-time risks associated with such relationships become central themes, when managing the organisational reputation.

Effects of marine reserves on the biology of rocky intertidal limpets along the southern coast of South Africa

- Description: Limpets are harvested by people in South Africa, but are selected in terms of species and size. The effects of marine reserves on the biology of commonly exploited (Helcion concolor and Scutellastra longicosta) and rarely exploited species (Cellana capensis and Scutellastra granularis) were investigated on the southeast coast of South Africa at two reserve and two non-reserve sites. For each species, a 4-way nested ANOVA was used to test the effects of month, reserve, site (nested within reserve) and area (nested within site and reserve) on population density, size structure and recruitment of these limpets. The data were collected monthly over 20 months. The overall results indicated a gradient of exploitation among species, S. longicosta was the most heavily exploited species and S. granularis the least exploited species. However, there was also a gradient of exploitation between reserves and non-reserves. Xhora was the most heavily exploited site while Nqabara was less heavily exploited. Of the two reserve sites, Cwebe had more poachers than Dwesa. In most analyses, the month x area (reserve (site)) interaction was significant. However, this was largely an artifact due to comparisons of areas in different sites and significant differences between areas within sites occurred in relatively few months. Densities were greater inside reserves for all species except C. capensis. For S. longicosta and H. concolor this was expected but not for S. granularis and the result possibly reflects its opportunistic exploitation in the absence of the preferred species or indirect effects of reserves. Commonly exploited species and the rarely exploited C. capensis clearly showed greater mean and maximum sizes in reserves but there were month/site (reserve) interactions. Months with significant differences between reserves and nonreserves in both mean and maximum sizes generally occurred more often for commonly exploited than rarely exploited species, but C. capensis showed the strongest reserve effect on maximum size. Interview surveys showed that, although not normally exploited, C. capensis is sometimes mistaken for H. concolor and this suggests that large individuals are unintentionally harvested outside reserves. There were no significant reserve effects on recruitment for any species. Although Xhora had the lowest densities and limpet sizes, it showed the highest recruitment especially for S. longicosta, suggesting that larvae can be transported far from where they are released and settle in non-reserve sites regardless of adult densities. Reserve as a main factor was not significant for the rarely exploited species, but there was a significant month x reserve interaction, with non-reserves having greater GSI values than reserves in most months. Growth rates were examined using individual tagging and cohort analysis. The two techniques gave different results, with individual tagging giving higher growth estimates than cohort analysis. Except for the territorial species S. longicosta, growth was higher in non-reserves and inversely correlated with population density. Mortality estimates using the Cormack-Jolly-Seber model indicated that the rarely exploited species had significantly greater capture probabilities in reserves while no significant reserve effects were observed for the commonly exploited species. Reserve effects on survival probability were significant only for S. longicosta, with reserves being greater than nonreserves and no significant effects for any other species. Enhanced survival in reserves was attributed to the effects of human exploitation. In theory, marine protected areas show increases in densities, sizes and reproductive output of exploited species, but the present results revealed that the efficacy of reserves depends on the status of the species, not only whether it is exploited or non-exploited, but also whether it is territorial.

It aims to provide a Bible study method for doing this which accounts both for the context in which interpretation takes place and for the requirements of exegesis. To this end, use is made of a combination of contextual Bible study methods and a recent multidimensional exegetical model, all of which are currently employed in South Africa. Initially, the study surveys a range of recent critical approaches to the Pauline epistles, particularly as these are employed by South African scholars working on Galatians. The fact that different exegetical approaches focus on different dimensions of the text, reveals the usefulness of a multidimensional exegetical model. The multidimensional exegetical model of Rousseau, which functions within a communication paradigm, is then introduced as an exegetical guide. To meet the second requirement of this study, the question of contextual exegesis is examined. Particular use is made of the hermeneutical approach of liberation theology, with its three mediations of social analysis, theological reflection and practical implementation. The central part of this study explores the implications of contextual interpretation and multidimensional exegesis of Galatians. The pre-canonical, canonical and contemporary contexts which affect the understanding of Galatians are discussed, and the multidimensional exegetical model is used to introduce the Galatian letter as a whole. The last part deals with the practical questions of group Bible study. The exegetical and hermeneutical theory developed earlier is simplified to provide a contextual Bible study method and this method is applied to three pericopes from Galatians. The task of bridging the gap between the university and the church is not an easy one, nor one which is solved by a single Bible study method. The exegetical and hermeneutical questions raised here point to the need for ongoing interaction between South African community of biblical scholars and those involved in the everyday life of the South African church

To meet the second requirement of this study, the question of contextual exegesis is examined. Particular use is made of the hermeneutical approach of liberation theology, with its three mediations of social analysis, theological reflection and practical implementation. The central part of this study explores the implications of contextual interpretation and multidimensional exegesis of Galatians. The pre-canonical, canonical and contemporary contexts which affect the understanding of Galatians are discussed, and the multidimensional exegetical model is used to introduce the Galatian letter as a whole. The last part deals with the practical questions of group Bible study. The exegetical and hermeneutical theory developed earlier is simplified to provide a contextual Bible study method and this method is applied to three pericopes from Galatians. The task of bridging the gap between the university and the church is not an easy one, nor one which is solved by a single Bible study method. The exegetical and hermeneutical questions raised here point to the need for ongoing interaction between South African community of biblical scholars and those involved in the everyday life of the South African church

Furthermore, although different writers have treated different aspects of this interaction, not one could be found that had treated all the different angles of the relationship. Thus although it is a well known fact that there is a prominent relationship between these two disciplines this was found to be quite inadequately documented. Furthermore, it is usually discussed from either a psychological or an anthropological viewpoint. The hazy view of the interrelationship between these two disciplines is naturally a frustrating situation for any researcher in this field - especially one who would prefer to have a view of the position of his research within the wider panorama of research surrounding it.
