Structures and struggles of rural local government in South Africa: the case of traditional authorities in the Eastern Cape

- Description: This thesis is about the political implications of the constitutional recognition of the hereditary institution of traditional leadership in post-1994 South Africa for the democratization process in the rural areas of the former Bantustans. The thesis is organized around three related conceptual, historical and political questions. The conceptual question deals with the meaning of democracy in rural areas under the jurisdiction of traditional authorities. The historical question traces how the institution and traditional authorities have survived to the present post-colonial period. Lastly, this study investigates the political issue of why an ANC-led government came to recognize the institution. The focus of the thesis is the sphere of rural local government in the Xhalanga district, where these issues are best illustrated. The thesis argues that the institution of traditional leadership and its officials survived precisely because they were incorporated into the colonial and apartheid administrative structures in the project of indirect rule. Traditional authorities were central to the apartheid policy of retribalisation, which was essentially a form of control of Africans in the Bantustans. Rural residents engaged in fierce struggles against the imposition of rural local government structures such as the District Council and Tribal Authorities. In so far as traditional authorities were part of government structures, they could not avoid being targets in these struggles. In explaining the recognition of the institution of traditional leadership, the thesis focuses on the policies of the ANC, the majority party in the Government of National Unity, towards traditional authorities. Organisationally weak on the rural grounds, the ANC operated through what they considered to be “good/progressive/comrade chiefs”. The ANC had hoped that these traditional authorities would accept a non-political ceremonial role. However, traditional authorities have rejected this ceremonial role. Their refusal, coupled with the ANC’s ambivalence in resolving the tension imply, the study concludes, that the (political) citizenship rights of rural people are partial: they are neither citizens nor subjects.

- Description: Communal Areas Management for Indigenous Resources (CAMPFIRE) is an innovative community based natural resource management strategy which transfers management and conservation responsibility from the state to the local communities. This thesis critically examines CAMPFIRE's potential for introducing sustainable natural resource management through the detailed examination of CAMPFIRE's implementation in Nyaminyami District, which is located in the Zambezi Valley of Zimbabwe. Comparisons with other districts are made as appropriate. The theoretical framework of this research is based on an examination of common property theories, theories of bundles of rights, globalisation and the notion of global commons. It is also based on critically examining Zimbabwean, African and international literature dealing with the management of natural resources used in common. There are five specific contributions which the thesis makes. Firstly, common property management is redefined and the difference between resources used in common but which are not common property and common property resources is clarified. Secondly, the study shows that CAMPFIRE is not sustainable whilst it remains dependent on wildlife alone and on a single species - the elephant. Thirdly, the thesis has attempted to extricate the CAMPFIRE concept from the wildlife debate in which it has become entangled and, fourthly, it examines the issues of globalisation and the global commons to show how decisions made at the international level impact on resource utilisation and management at the local level. Finally, the study examines what residual Tonga indigenous knowledge still exists and which aspects can be incorporated into present management systems. Overall, the results of the research suggest that while CAMPFIRE is an innovative strategy for sustainable natural resource management it, has not achieved its major objective of becoming a grassroots rural development strategy. It has become a top down elitist programme which is NGO and donor driven and government constrained. Legislation and policy need formally to address this problem. Finally, the thesis recognises the potential of the CAMPFIRE concept, especially if the weaknesses ofthe programme are addressed.

- Description: From Introduction: The previous thesis on the study of music in Grahamstown took the development to the point in history which marked the end of the Kaffir Wars on the Eastern Frontier. From 1880 - 1900, the Military Tradition of Grahamstown remained a strong factor in the daily life of the growing community. During the first decade of this thesis, there were years of retrenching and depression and the rural community, who supported many of the musical concerts, were also hard hit by drought and rinderpest. These problems are noticeable during the course of many of the chapters. The difficulties were overcome. The community grew and new schools were established and the effects of the First City Volunteers being away on minor War efforts, followed by the commencement of the Anglo-Boer War, were only temporarily felt in the musical life of the City. There must be to some extent duplication of information already submitted in an earlier thesis on Church Music. Chapter II - on Music in the Churches - is indispensable, as it reveals much of the heart and soul of the community, and without it the overall picture of the development of music in all spheres, would lose its true balance. It has been impossible to trace all the composers represented on the programmes, particularly those of all the glees and popular songs of the day. In some cases possible composers may perhaps have been suggested. There are obvious misprints which have been hinted at in footnotes. The primary source of information for this thesis has been "The Journal". As virtually all the material has been taken from that source and almost every footnote would have read Ibid . .. , I have dispensed with the abbreviation and merely given the date. Where the source of information changed, this was indicated. Throughout I have adhered to the facts and my deductions and suppositions have been reduced to a minimum .

A cross-cultural study of interpersonal distance and orientation schemata

- Description: Expectations about interpersonal distance during social encounters (distance schemata) and body orientation (orientation schemata) were investigated among White English-speakers and Xhosa groups which included illiterate traditionalists (Reds), poorly educated urban dwellers, and highly literate students and nurses. In a series of six experiments a doll placement task was used in which subjects represented dyadic encounters by placing pairs of standing dolls. For each situation represented the responses of each group of subjects were summarised in the form of a profile which showed the mean of the distance and three angle measures (IPOS profile). Independent variables included culture of subject, type of situation represented (friendly encounter, quarrel, accusation and denial, request) and the sex, age or relationship of the persons represented. In the culminating experiment (Experiment 6), females from three Xhosa groups (Reds or XR, poorly educated urban or XU, and urban nurses or XN) made twenty-three placements. In some respects the schemata of the four groups were very similar, while in others both distance and orientation schemata were a function of cultural group. The experiments allowed an assessment of the validity of the doll placement method to be made, and results were discussed in terms of the effects on interpersonal distance and body orientation of cultural norms concerning the showing of respect and the nature and strength of the emotions present in the various types of situation. It was concluded that with cultural movement away from the traditionalist pattern the schemata of the urban Xhosa showed a transition towards those found among the Whites in some respects. However, while the schemata of the XN group showed features of both those of the XR and White groups, those of the XU group showed features found in neither which seemed to reflect the insecurity of the cultural milieu of the urban poor.
