- Description: The purpose of the research is to assess the financial viability of municipalities in the Eastern Cape. Municipalities that are not financially viable and sustainable will always struggle to deliver basic services to communities. Without sound financial management systems, municipalities will be forced to discontinue their operations. Municipalities, particularly small and rural ones, are not self-sufficient thus cost benefit theory emphasises that municipality must adopt cost recovery revenue management. The application of cost recovery revenue management requires that municipalities take into account internal and external revenue management challenges that will be factored on user charges. Cost recovery also requires governance to lead the process through capacitation, transparency and communication with all stakeholders. This research highlights that municipalities in the province have not matured to a level wherein they are able to adopt cost recovery revenue management because of prevalent external revenue management challenges caused by high unemployment rate in the province and the slow economic growth. Municipalities in the province are thus financially unsustainable. This research therefore proposes that a phase in approach to cost recovery should be adopted in line with the changes in unemployment and economic growth. Increased transparency and consultation with intergovernmental relations should also be promoted to enable financial sustainability of municipalities in the province.

- Description: Fifty years have elapsed since Hadley Cantril (1965) published his work on the Pattern of Human Concerns. His line of inquiry has stood the test of time. In late 2012, the nationally representative South African Social Attitudes Survey (SASAS) replicated Cantril’s 1960s questions and methodology to elicit South Africans’ hopes and aspirations and worries and fears for self and country and their ratings of where self and country stood – past, present and will stand in future. Although Cantril’s ‘ladder‐of‐life’ scale is still regularly used as a measure of subjective well‐being, to our knowledge his full line of preliminary questioning has not been fielded again to date. Our study found that South African aspirations for self were mainly material ones for a decent standard of living and the means to achieve this goal. Hopes for the nation concentrated on economic and political progress to consolidate South Africa’s democracy. A large number of personal and national hopes were mirrored in fears that these aspirations might not be met. Cantril’s method also allowed us to review the main concerns and ratings across the diverse groups of citizens that make up the ‘rainbow nation’. There was a substantial degree of consensus on top hopes and fears but levels of standing on the Cantril ladder of life were still graded according to apartheid‐era inequalities with black South Africans scoring lower than other race groups. Nonetheless, the majority of South Africans rated their present life better than five years ago and projected life to get better in future. Such optimism may place considerable pressure on the state to deliver on personal and societal hopes as the country enters its third decade of democracy.

- Description: 1986 was a tumultuous year as mineworkers waged gallant battles on many fronts. It was a year when mineworkers were continuously compelled to take militant action to advance not only their cause as mineworkers but to advance the liberation struggle. The State of Emergency brought about a level of dedication and commitment amongst mineworkers that had never been experienced before as several structures of the union had to function without their leaders for some time. The intransigence of bosses in wage negotiations propelled mineworkers to unprecedented levels of militancy and compelled many employers to capitulate in the end. 1986 saw mineworkers participating in many more strikes than other workers and their participation in nationwide stayaways was clear evidence that "THE MINERS HAVE ARRIVED."
