This paper explores the underlying economic forces on the local government to bring about residential segregation and address the coloured housing crisis in the city. It is proposed that whereas central government motives for segregation were primarily political, local government was influenced largely by economic considerations. Local government objectives were severely compromised through both local industrial interests and the implementation of central government Group Areas policies.

Segregation was initiated by the British military in the then colony of British Kaffraria, and was later enhanced by successive municipal councils. Municipal ordinances ensured exceptionally high levels of segregation in the city during the 19th century. The enforcement of Asian segregation in this era is noteworthy. However, employment has suffered as local producers have been unable to compete, and been pushed out of the market. We are left with trying to balance the concerns of consumers and producers - something that has not yet been addressed in any systematic way. In trying to achieve this balance, closer attention must be paid to the achievement of household food security. The achievement of household food security places several macro-economic and micro- economic processes under scrutiny. As currently implemented, GEAR has failed to achieve its own economic targets, thereby reinforcing poverty. The "Poverty and Inequality" report has identified food security as an important factor to eradicate poverty. What is now required is an implementation forum that deals with the recommendations of that report.

Holacanthus coeruleus Cuvier, described from a juvenile specimen from the Red Sea, is a junior synonym of Pomacanthus asfur (Forsskål), not P. semicirculatus (Cuvier), thus casting doubt on the record of the letter from the Red Sea.

- Description: The igneous rocks which comprise the Etendeka Formation in northwestern Namibia cover an area of 78 000 km² and consist dominantly of interbedded basalts and quartz latites, with minor latites. They are spatially associated with, and intruded by, two suites of dolerites. The rocks of the Etendeka Formation are included in the Karoo Igneous Province but differ from most other Karoo volcanics with respect to their younger age (Cretaceous) and aspects of their mineralogy and geochemistry.

As I prepared my thoughts to address you this morning it seemed to me that there were three topics of potential interest to this audience on which a person with my background could dwell. 1) Are universities turning out graduates with the right backgrounds (a) to manage companies in which information systems will play an increasingly important role and (b) to drive the information systems effectively? 2) The proper role of the universities in research and development with regard to information systems 3) The effective administrative use of information systems in universities considered as organisations which have as great an obligation to be efficient as businesses.
