- Description: The study is conducted in the Eastern Cape Province of South Africa in Lukhanji Local Municipality. Eastern Cape has a population of 1 676 470. Source: Demarcation Board (www.demarcation.org.za),03 April 2009. The Province is made up of seven district municipalities which includes the following; Nelson Mandela Bay Metropolitan Municipality, Cacadu, Amathole, Chris Hani, Ukhahlamba, OR Tambo, Alfred Ndzo. It is comprised of seven local municipalities which are King Sabata Dalindyebo, Nyandeni, Qaukeni, Mbizana, Mhlontlo, Port St John’s, and Ntabankulu. Eastern Cape, according to Bradshaw Debbie et al (2000;4) has the second highest poverty levels in South Africa (47percent of households below the poverty line, which is based on imputed monthly expenditure of R800 or less) (SSA, 2000b), combined with the highest provincial unemployment rate (55 percent) in the country (SSA, 2003). This province is characterised by inequitable growth and development. As mentioned above, it has a high level of poverty. For this reason, strategies like Income generating projects (IGPs) have been formulated to address the need for improved livelihoods, better skills and self employment opportunities. Income generating project as a concept is a convincing strategy when looked at a distance however there is a need to evaluate the impact of Income generating projects (IGPs) through a scientific study to determine the evidence of speculations that Income generating projects are claimed to improve and sustain livelihoods of our people. In the light of the aforesaid, the researcher has endeavoured and undertaken a study on the evaluation of income generating projects. This was done to determine the extent to which income generating projects (IGPs) as a mechanism to alleviate poverty address this problem of poverty. Due to the broadness of the concept of the problem and the extensive nature of the geographical area of the Eastern Cape, the study was exclusively focused on the agricultural projects of Ilinge and Machibini Project in Lukhanji Local Municipality. For the purpose of this study, a combined method approach was used. In other words, the study applied both quantitative and qualitative research design in an attempt to gain an indepth understanding of the problem investigated. Both questionnaire and interviews were employed during gathering of data of the study and participants were project members, project leader and key informants as contributing builders and mangers of the projects. Findings revealed that there is lack of sustainability on income generating projects as the projects studied lost a high number of project members with a common complaint of lack of income to sustain project members during their membership on the income generating projects (IGPs). Lack of skills is considered to be a crucial contributing factor as one other project complained of total lack of training of project members.

Additional recommendations are that project members need to be skilled on an ongoing basis, the funders should avail funding for the payment of the beneficiaries, beneficiaries need to be encouraged to volunteer and participate in all the activities of the project, all stakeholders need to ensure the availability of resources before the projects are implemented, and the projects need to have project committees that are made of knowledgeable people who are committed in seeing to it that the projects are sustained.

- Description: International Aid or Official Development Assistance (ODA), especially its implementation and effectiveness, has long been and continues to be a vigorously contested matter amongst the stakeholders in the development arena. The objective of this study is to evaluate the effectiveness of ODA in two municipalities in the Eastern Cape – Buffalo City and Nelson Mandela Metropolitan Municipalities – during the period 2005–2010. This period coincided with the introduction of the Paris Declaration (PD), an intervention intended to improve the ODA or Aid landscape globally. This was also the period during which the so-called service delivery protests in almost all municipalities in South Africa escalated. A diversified methodology including both quantitative and qualitative approaches was used in this study while adhering to the evaluation framework of the Paris Declaration as recommended by the Organisation for Economic Cooperation and Development (OECD). This framework put special focus on the five principles of ownership, alignment, harmonisation, managing for results and mutual accountability. Of particular significance in this study is the special attention paid to the actual beneficiaries on the ground, namely the communities, which is contrary to most existing Paris Declaration evaluations. The research findings suggested that there had been no conscious efforts to implement the Paris Declaration in the two municipalities that were investigated. Furthermore, the prevailing weaknesses in governance, coupled with both administrative and operational paralysis in these two institutions, provided for less than fertile ground for this intervention to thrive.The findings also highlighted that ODA programmes were very poorly known by most stakeholders, especially the communities who were supposed to benefit directly from this assistance. These results also underscored the partisan nature of ODA and how it influenced the perceptions of the various key players. The success and future of ODA programmes in South Africa, particularly in municipalities, will largely rely on “Active Citizenry”. Although ODA’s contribution to South Africa seems negligible in monetary terms, its significance lies among others in the innovations, piloting, risk mitigation, catalytic initiatives and capacity development it introduces or generates and which need to be correctly exploited, implemented and maximised. ODA in South Africa should therefore focus at the local level, the municipalities, which represent the interface between the citizens and the state. To ensure that the ensuing innovations are optimally cascaded down in an organised and effective manner to where they are mostly needed, ODA should preferably operate at the strategic level in municipalities. This would in turn assist in counteracting the current high levels of poverty and inequality in the country. Study findings further suggest that South Africa should cease its current ambivalence regarding ODA and refrain from the so-called “Triangular” ODA in support of the rest of Africa. The demands in it’s own back yard are steadily mounting. This is clearly reflected by the continuous service delivery protests and instability in several municipalities in South Africa.

Evaluation of noise levels of micro-wind turbines using a randomised experiment

This study assesses the noise impacts of wind turbines on the environment by comparing the micro-wind turbine noise to traditional accepted surrounding sounds. The collection of the sound level data was done by using a randomised experiment. The sound level data was then fitted to a General Linear Model to determine the relationship between the sound levels generated at a given site to the time of day, wind speed, wind direction and distance from the sound source. An additional study was conducted to determine the relationship between wind speed and the sound levels of wind turbines. The distribution of frequency components of wind turbine sound was also determined.

- Description: The problem this research seeks to address is about the ineffectiveness of NGOs’ strategies implemented in the rural areas of Binga District in Zimbabwe. The research has been basically influenced by personal concerns which I believe have influenced the selection of the research problem. My main concern is the deepening of poverty in Binga District. Lack of infrastructure like roads, shortage of schools leading to high illiteracy levels, shortage of clinics and hospitals, lack of clean water, high unemployment levels are the indicators of poverty in Binga. Country wide, the district is regarded as one of the poorest districts. The purpose of this study was to evaluate the effectiveness of the poverty alleviation strategies implemented by NGOs in the rural areas of Zimbabwe specifically in Binga. Today there are more than fifteen NGOs that operate in Binga and they specialise in different areas ranging from food distribution, education, agriculture, conservation and advocacy. What matters most is that despite the number of NGOs operating in Binga, poverty is still intensifying and widening. Through the research, it was found that most NGOs’ strategies in Binga focus on relief than developmental aid. Also when addressing poverty, NGOs use the trickle down approach than the bottom up approach. Moreover, the strategies implemented in Binga do not address the needs of the poor. The political instability in Zimbabwe is also believed to be a serious stumbling block to the operation of NGOs in Binga and the rest of the country. Finally, the research recommends NGOs to use the participatory approach as well as the sustainable livelihoods approach in dealing with poverty. Again, NGOs need to monitor and evaluate their projects because most of their projects are not monitored and evaluated properly. Above all the NGOs’ strategies for alleviating poverty need to be reviewed.

- Description: This research paper is a qualitative evaluation of rural resident’s views in Buffalo City Metropolitan Municipality regarding the municipalities (BCM) performance in sanitation in rural areas. The study was conducted using interviews and some participant observation as a strategy for data collection. The data collected was analyzed using the basic needs theoretical framework. The study found that sanitation is the least talked about subject because of the stigma attached to it. The study found that Buffalo City Municipality initiatives in sanitation have little impact or has not yet transformed the lives of rural people. It has been found that the municipality is responding slowly in sanitation, and this situation impacts negatively on the lives of rural people as they are exposed to health hazards and diseases. The study questions the sustainability of toilets built in rural areas as many toilets have no roofs and door. It has been found that sanitation is still a challenge in the Buffalo City Municipality as some people still relieve themselves in the bushes. Some people even defecate into plastic bags and then throw the bags as far as they can. The study found that the environment is deeply affected by the lack of sanitation as both air and water are contaminated by waste disposal caused by poor sanitation. The general feeling of the residents of Buffalo City Municipality with regard to sanitation service delivery is that they were not happy at all. The residents are not happy with the state of sanitation services rendered by the municipality. The study calls upon the municipality to speedily address rural sanitation to avoid service delivery protest. The research calls upon organizations and companies to get sanitation issues as part of their function. The research made a number of recommendations in an effort to help municipalities accelerate the delivery of sanitation in rural areas. It is hoped that the recommendations would help the Buffalo City Municipality in ensuring that communities are equipped and empowered to meaningfully participate in making policies, regarding their development. The recommendations will contribute towards encouraging community participation in the decision making within their municipalities. It is the aim of the study for other municipalities to use Buffalo City Municipality example as a benchmark for best practices. In conclusion, the rural areas of Buffalo City Metropolitan Municipality need more serious commitment from the municipality regarding sanitation and other basic services.

- Description: This research paper is a qualitative evaluation of rural resident’s views in Buffalo City Metropolitan Municipality regarding the municipalities (BCM) performance in sanitation in rural areas. The study was conducted using interviews and some participant observation as a strategy for data collection. The data collected was analyzed using the basic needs theoretical framework. The study found that sanitation is the least talked about subject because of the stigma attached to it. The study found that Buffalo City Municipality initiatives in sanitation have little impact or has not yet transformed the lives of rural people. It has been found that the municipality is responding slowly in sanitation, and this situation impacts negatively on the lives of rural people as they are exposed to health hazards and diseases. The study questions the sustainability of toilets built in rural areas as many toilets have no roofs and door. It has been found that sanitation is still a challenge in the Buffalo City Municipality as some people still relieve themselves in the bushes. Some people even defecate into plastic bags and then throw the bags as far as they can. - Description: Characterization studies on the genetic diversity among cultivated cowpea (Vigna unguiculata (L.) varieties are valuable tools to optimize the use of available genetic resources by farmers, local communities, researchers and breeders. Eight cowpea (Vigna unguiculata (L.) genotypes ( Vegetable cowpea, Ivory grey, Okhalweni, Fahari, Fahari dark, 97K-1069-8, IT93K-73h, and 129-3) were subjected to molecular, morphological and agronomical characterization. DNA amplification fingerprinting markers were used to evaluate the genetic diversity among the eight genotypes. Nine random arbitrary primers were used to screen the eight genotypes to assess their ability to reveal polymorphisms in cowpea, and seven of them were selected for use in characterizing the total sample. A total of 43 bands were generated which are all polymorphic. On the average, the primers generated a total of 6.1 polymorphic bands. The resulting data-matrix included 43 analysed bands with a total of 344 characters. Neighbour joining analysis was used to generate the dendrogram, clustering the genotypes into two groups at an agglomerate coefficient of 0.30 irrespective of their geographical origins. The results also showed the presence of significant differences in morphological and quality traits among the genotypes. Fahari yielded the highest concentration of crude protein (46.51 mg/mg dry leaf) while Vegetable cowpea yielded the lowest (24.41 mg/mg dry leaf). The influence of manure was also found to be effective by increasing the crude protein content of the genotypes as shown by Fahari dark with an average of 53.53 mg/mg dry leaf as opposed to 39.85 mg/mg dry leaf without manure application. Although some small clusters grouped accessions of the same growth habits, a general lack of agreement between clustering and morphological features was observed. It can therefore be concluded that the significant differences between the molecular genetic analysis using DAF-PCR markers, morphologic characters and yield traits can be important tools to identify and discriminates the different cowpea genotypes.

The challenge has been that a number of such projects have not been properly implemented and as a result, they were not sustainable. The research focuses on two poverty alleviation projects in Chris Hani District Municipality. The research methodology used is descriptive study. - Description: All plants are exposed to abiotic and biotic stresses and have developed intricate signalling responses to survive. They respond to cell-structure disruption caused by herbivore probing and feeding by the formation of callose. Callose is a linear homopolymer made up of β-1,3-linked glucose residues with some β-1,6-branches. Plant responses to abiotic or biotic stress share events such as phosphorylation, membrane depolarization, calcium influx and the release of reactive oxygen species such as hydrogen peroxide. These events lead to the up-regulation of several pathways leading to biosynthesis of signalling molecules such as salicylic acid, jasmonate, abscisic acid and ethylene pathways. The aim of this study was to determine the most suitable proteomic approach for identifying proteins and signalling pathways involved in cereal response to aphid infestation. An in silico approach was first evaluated in which the 5ʹ upstream regulatory region of proteins belonging to the family of callose synthases was scanned for cis-regulatory elements in order to identify which callose synthases are possibly expressed in plants during biotic or abiotic stresses. Bioinformatics tools were used in the identification of twelve Arabidopsis and ten rice callose synthase coding regions. Genome sequences for rice and Arabidopsis were scanned for the 2000 bp 5ʹ region upstream of the start codon of each callose synthase coding region. PlantCare, PLACE and Athena software were used to identify putative cis-regulatory elements present in the 2000 bp 5ʹ upstream sequences. The majority of cis-acting elements identified were involved in drought and high temperature responses and only one cis-acting element was involved in wound stress. These results therefore indicated a probable role for plant callose synthases in drought stress responses rather than in biotic stress responses. Genevestigator analysis of Arabidopsis results of micro-array experiments indicated that AtGSL10 is highly up-regulated, with AtGSL1, 3, 5, 6, 7, 8, 11 and 12 showing medium up-regulation and AtGSL2, 4 and 9 no up-regulation during aphid infestation of Arabidopsis plants, implicating a possible role for AtGSL10 in the plant response to aphid infestation. An LC/MS/MS approach was used to identify specific signalling pathways involved in wheat resistance or stress response to aphid infestation. Eight proteins were identified as being up-regulated during aphid feeding in wheat, and 11 proteins were identified as possibly involved in the wheat resistance mechanism against aphid infestation. Several proteins were also identified as constitutively expressed proteins, during normal conditions and aphid infestation. Most pathways identified with proteins up-regulated in the resistance mechanisms of TugelaDN plants, were related to energy metabolism and located in the chloroplast. Evaluation of two dimensional gel electrophoresis to identify phosphoproteins differentially regulated in wheat during aphid infestation, revealed the up-regulation of three proteins namely photosystem II oxygen-evolving complex protein 2, HVUNKNOWN from Hordeum vulgare subsp vulgare and HSKERAT9 NID from Homo sapiens. Additional 57 proteins were partially identified as involved in the stress response but due to low protein levels, the percentage of matching peptides to these proteins was below the required confidence level. Although these protein identifications were below the confidence level, it is interesting to note that several of the proteins are known stress response proteins, and therefore could serve as potential targets for future investigations. In conclusion, the down and up-regulation of wheat proteins after aphid feeding reported in this study suggest that several signalling pathways are involved in the cereal stress response to aphid feeding. Evolution of the African National Congress Youth League: from "freedom in our lifetime" to "economic freedom in our lifetime"

- Description: The 1994 democratic elections heralded a significant change in South Africa‟s political and social landscapes. This historic moment, and the subsequent democratic developmental processes that unfolded aimed at laying the foundations for a democratic state, were the culmination of a long history of struggle by the Black majority, in alliance with other social forces, against colonialism and apartheid. One of the significant social forces that emerged as part of this struggle against racial oppression was the African National Congress Youth League (ANCYL). It is argued that the two most important developments in South African politics during the 1940‟s were the emergence of the African National Congress Youth League and the consolidation of its influence on the ANC leadership. The African National Congress Youth League was formed against the background of very distinct circumstances, the first being the worsening economic conditions for the growing African working class and the declining African peasantry. The second was the inability of the African National Congress to respond to the material challenges confronted by the African majority, because of its leadership and organisational weaknesses. The political programme of the ANCYL was rallied under the ideological auspices of African Nationalism, and its organisational programme under the articulated need to build a mass based and campaigning organisation. With a very strong leadership, the ANCYL was able to, within five years, assert its leadership and authority in the ANC with key elements of its manifesto forming significant parts of the ANC Programme. This culminated into the rise of the generational theme of the ANC Youth League of “Freedom in our Lifetime”. Essentially freedom was conceived as the abolishment of formal apartheid, and the delivery of a democratic South Africa. Formal democracy became a reality in South Africa in 1994 and at the helm of the ANC and the new government was the ANC Youth League generation of the 1940‟s. This generation had over fifty years struggled for freedom and 1994 represented the formal victory over apartheid and the attainment of a generational mission. The ushering in of formal democracy in 1994 heightened the expectations of the black majority in terms of its elevation from a point of view of its existing socio-economic realities. Close to twenty years after the end of formal apartheid the reality has been less than satisfactory in terms of addressing these socio-economic realities. What has been observed on the contrary is an increase in key measures such inequality and unemployment. Subsequent to that has been a less than satisfactory performance in the area of economic transformation which has been seen as a critical limiting factor in addressing the legacies of apartheid, particularly among the black majority. These limits to transformation have resulted in discontentment among the majority, claiming that democracy has not yielded to any significant changes in their material lives. The discontentment has been particularly proliferated among the youth, who bear the brunt of social challenges such as unemployment. The ANC Youth League, has had to confront the reality of being of a youth league of a governing party and balancing that with the social discontentment that has developed among South African, particularly the youth, as a result of perceived lack of social transformation. In balancing these two realities, the ANC Youth League has found itself at the centre of South African politics similarly to the 1940s generation of ANC Youth League leaders of the Youth League who had been mobilised under the theme of “Freedom in our Lifetime”. The contradictions within the ANC, of which the ANC Youth League has found itself at the centre of, and the need to become a socially relevant political force have culminated into the birth of a generational theme led by the ANC Youth League of “Economic Freedom in our Lifetime”.

- Description: The 1994 democratic elections heralded a significant change in South Africa‟s political and social landscapes. This historic moment, and the subsequent democratic developmental processes that unfolded aimed at laying the foundations for a democratic state, were the culmination of a long history of struggle by the Black majority, in alliance with other social forces, against colonialism and apartheid. One of the significant social forces that emerged as part of this struggle against racial oppression was the African National Congress Youth League (ANCYL). It is argued that the two most important developments in South African politics during the 1940‟s were the emergence of the African National Congress Youth League and the consolidation of its influence on the ANC leadership. The African National Congress Youth League was formed against the background of very distinct circumstances, the first being the worsening economic conditions for the growing African working class and the declining African peasantry. The second was the inability of the African National Congress to respond to the material challenges confronted by the African majority, because of its leadership and organisational weaknesses. The political programme of the ANCYL was rallied under the ideological auspices of African Nationalism, and its organisational programme under the articulated need to build a mass based and campaigning organisation. With a very strong leadership, the ANCYL was able to, within five years, assert its leadership and authority in the ANC with key elements of its manifesto forming significant parts of the ANC Programme. This culminated into the rise of the generational theme of the ANC Youth League of “Freedom in our Lifetime”. Essentially freedom was conceived as the abolishment of formal apartheid, and the delivery of a democratic South Africa. Formal democracy became a reality in South Africa in 1994 and at the helm of the ANC and the new government was the ANC Youth League generation of the 1940‟s. This generation had over fifty years struggled for freedom and 1994 represented the formal victory over apartheid and the attainment of a generational mission. The ushering in of formal democracy in 1994 heightened the expectations of the black majority in terms of its elevation from a point of view of its existing socio-economic realities. Close to twenty years after the end of formal apartheid the reality has been less than satisfactory in terms of addressing these socio-economic realities. The teachers possessed basic knowledge of learner-centred education practices, but found it very difficult to implement them in resource-poor environments. In addition, factors that hindered the effective implementation of learner-centred education in the classroom were identified. The study suggests ways to improve the knowledge and practices of teachers with regard to learner-centred teaching practices.

Exchange rate volatility is measured as the standard deviation of both the nominal and nominal effective exchange rate. The study constructs three measures of exchange rate misalignment, with two of the measures constructed using the Producer Price Index and Consumer Price index based Purchasing Power Parity. The third measure was based on the difference between the nominal and effective exchange rate. Contrary to pre-dominant findings in the exchange rate literature, the study finds a positive and significant relationship between exchange rate volatility and economic growth and attributes it to composition of the country’s exports that are largely made up of commodities that act as essential inputs in many production processes. As a result, the variability of prices caused by exchange rate volatility is not expected to deter demand for these commodities. A negative and significant relationship between exchange rate misalignment and economic growth was found. The findings of the study show that it is important for monetary authorities to ensure that the exchange rate is always at an appropriate level in order to avoid the negative implications of exchange rate misalignment on economic growth.

The study adopted a qualitative research methodology and a phenomenological research design. Purposive sampling was adopted and the tape recorded narrative responses of all four respondents, were obtained from the use of in-depth phenomenological unstructured interviews. The respondents were four orphaned children (two males and two females) between the ages of fifteen and twenty years. The study used the Social Rupture Theory as lenses of analysis of the findings. This was considered a very sensitive topic because the respondents had to relate issues which could result in them reliving traumatic experiences. As a result more attention was paid on ethical issues and making the respondents feel comfortable. The respondents were capable of distinguishing between their quality of life while their parents were still alive and well; when they (the parent[s]) became sick and when they eventually died. Furthermore, the respondents highlighted the negative effects of parental absence in their education. In addition, these orphaned children formed relationships with the school community after their parents’ death which, to some extent, had a positive effect on their schooling. Based on these findings the study suggests that educators need to be trained in diagnosing psycho-social problems and given skills to deal with them. Similarly, short courses should be organized for guardians and community development workers in identifying and counseling of problems.

- Description: Operating room nursing skills are some of the most demanding skills in the nursing profession. At the moment nurses trained in operating room technique are in very short supply in Ethiopia, due to the exodus of nurses to better working environments with more reasonable payment. This is especially noticeable in one of the state hospitals in Addis Ababa, Ethiopia, as emerged in conversations with the head nurse of the operating room in this hospital about the high turnover rate, as well as the high absenteeism rate amongst the nurses working in the operating room. Nurses working in the operating room also expressed unhappiness in their work environment which could cause them to look for other jobs or to be absent from duty. The nurses were facing numerous problems in their work environment such as work overload due to staff shortage, stress due to shortage of supplies because they are not able to do their job as much as the need requires. The researcher identified the need to explore the challenges that the operating room nurses are experiencing in their work environment. The researcher used the following questions to meet the research objectives: What are the experiences of the operating room nurses in their work environment?; What potential assistance would such nurses need to better cope with the problems they experience in their work environment? The research study aimed to explore and describe the experience of operating room nurses in their work environment and on the basis of the findings to develop guidelines to assist the operating room nurses in coping more effectively with their work environment. The researcher used a qualitative approach with an explorative, descriptive and contextual design. Fifteen registered nurses were selected using purposive sampling. Informed consent was obtained from the participants and permission from the Ethics Committee of the Nelson Mandela Metropolitan University, as well as Yekatit 12 Hospital. Data were gathered using face to face interviews and field notes were taken to determine the experiences of the participants. Data were analyzed using Tesch's method of descriptive data analysis (in Creswell, 2003:13). Two main themes with two sub-themes related to the experience of the registered nurses working in the operating room of the state hospital were identified. Main theme one focused on the non-conducive work environment and it focused on the lack of support from management and the problems experienced in the environment. It was found that OR nurses had good working relationships among the nursing staff. Main theme two focused on the limited training opportunities in OR techniques. The sub-themes described the limited exposure to new technology and the quality of nursing education which the participants felt was not taken seriously in Ethiopia. Based on the identified themes guidelines were formulated to assist the registered nurses working in the operating room of a state hospital in Ethiopia. Utilization of these guidelines should assist the registered nurses to cope more effectively with their work environment. Recommendation were made, further research and limitations identified.

Females start to encounter a challenge from even being shortlisted for the senior positions and that becomes worse in being appointed as leaders. Even those few women appointed as leaders are being undermined by fellow colleagues as well as communities around them. It was recommended that in order to improve women representation in educational leadership, great efforts must be made in addressing a number of issues. A significant step would be to disseminate law on gender equality widely written throughout the country to raise public awareness about gender issues. Women should be encouraged and supported to participate in leadership. - Description: Construction is a big role player in every economy, and the Site Management Process (SMP) occupies a strategic position in the construction process. Despite existence of appreciable research, technology diffusion in the construction industry is slow. Information and Communication Technology (ICT) implementation processes and products have not adequately and beneficially exploited ICT for improvement of the SMP. This is especially true in developing countries. Without increase in utilisation of ICT, potential benefits for the SMP remain untapped. The aim of the thesis was to ascertain the levels of utilisation of recent ICT developments for the SMP, and thereby gauge the benefits or lack thereof. The theoretical concept of the research is based on the technology transfer sub-concept of adaptation. A fundamentally positivistic view, with principles of objectivist approach was used for the enquiry. The approach included an extensive literature review, and a multi-stage investigation strategy, set in South Africa. Theory reviewed was in the main disciplines of construction science and technology, computer science and technology, and management science. Investigations involved case studies of construction sites, a global ICT survey, a national practitioner survey, and analysis of ICT products. Findings from literature assert the appreciable potential utility in recent ICT, thereby substantiating the adaptability of recent ICT. In addition ICT adoption in the SMP is inadequate and inexpedient, falling short of potential benefits for construction, both generally and in the local context. Furthermore there are challenges to ICT adoption, which could vary according to context. Field research results also point to underutilisation of innovations located in recent ICT. The main challenges in this regard include inadequate knowledge of potential utility of recent ICT, and lack of relevant support and effective approaches to technology integration, in the SMP. Moreover exploitation of the adaptability of recent ICT in the local SMP does not go beyond basic adoption. As such most diffusion occurs only for items requiring an adaptation of usage context or area of application. The results strongly indicate minimal innovativeness in this regard. Frameworks for possible adaptations of existing technologies were also derived, while propositions are made for approaches to improve the utility of recent ICT in the SMP. Through a customised approach, the thesis establishes foundational understanding towards a generic framework for adapting potential utility in ICT to uses in construction, especially in the SMP. - Description: Construction is a big role player in every economy, and the Site Management Process (SMP) occupies a strategic position in the construction process. Despite existence of appreciable research, technology diffusion in the construction industry is slow. Information and Communication Technology (ICT) implementation processes and products have not adequately and beneficially exploited ICT for improvement of the SMP. This is especially true in developing countries. Without increase in utilisation of ICT, potential benefits for the SMP remain untapped. The aim of the thesis was to ascertain the levels of utilisation of recent ICT developments for the SMP, and thereby gauge the benefits or lack thereof. The theoretical concept of the research is based on the technology transfer sub-concept of adaptation. A fundamentally positivistic view, with principles of objectivist approach was used for the enquiry. The approach included an extensive literature review, and a multi-stage investigation strategy, set in South Africa. Theory reviewed was in the main disciplines of construction science and technology, computer science and technology, and management science. Investigations involved case studies of construction sites, a global ICT survey, a national practitioner survey, and analysis of ICT products. Findings from literature assert the appreciable potential utility in recent ICT, thereby substantiating the adaptability of recent ICT. In addition ICT adoption in the SMP is inadequate and inexpedient, falling short of potential benefits for construction, both generally and in the local context. Furthermore there are challenges to ICT adoption, which could vary according to context. Field research results also point to underutilisation of innovations located in recent ICT. The main challenges in this regard include inadequate knowledge of potential utility of recent ICT, and lack of relevant support and effective approaches to technology integration, in the SMP. Moreover exploitation of the adaptability of recent ICT in the local SMP does not go beyond basic adoption. As such most diffusion occurs only for items requiring an adaptation of usage context or area of application. The results strongly indicate minimal innovativeness in this regard. Frameworks for possible adaptations of existing technologies were also derived, while propositions are made for approaches to improve the utility of recent ICT in the SMP. Through a customised approach, the thesis establishes foundational understanding towards a generic framework for adapting potential utility in ICT to uses in construction, especially in the SMP. Thus the research contributes strategic information to the fledgling CICT body of knowledge, especially in the local context.

- Description: Since independence, the Namibian education system has experienced a process of transformation from authoritarianism to democratisation. The philosophy underpinning this process is spelt out in the policy, Toward Education for All, with its four major goals being: Access, Equity, Quality and Democracy. Democratisation of education would mean that people would be equally involved in decision‐making processes both at the system and organizational level, so as to contribute collectively to shaping the destiny of education in Namibia. This would mean at the school level of an organization, that teachers are the facilitators of democracy and agents of change in the learning organization environment. To strengthen democracy and empower people’s participation in the decision‐making process, Namibia further adopted a decentralization policy which involved the devolution of power and administrative functions from central government to regional authorities. In the context of this policy framework, schools should take responsibility to introduce and manage change in their organizations. However, evidence suggests that schools have been slow to take up the challenge and that change is largely still initiated by regional officials. This study looks at how organisation development (OD) may play a role in encouraging a mindset where change may be initiated by the organisation itself. OD is a planned change strategy based on normative re‐educative and empirical rational strategies implemented systematically. OD is participant driven, involving a series of activities that move the organization to a preferred future. It focuses on human behaviour and organizational change through staff participation practising a bottom‐up rather than top‐down approach. This study reports on an OD intervention in a rural school east of Rundu, in the Kavango Educational region of Namibia. The study aimed at exploring staff involvement in an OD intervention and probed participants’ perceptions and experiences of the process. The study is an action research case study located within the interpretive and critical paradigms. Observation and semi‐structured interviews were the main data‐collection tools used in the study. In its preliminary investigation the study found that a lack of staff involvement in decisionmaking processes and participation in meetings were the major factors that were perceived to retard the effectiveness of the organization. The study further found that the authoritative style of leadership in the school contributed to the lack of cooperation and participation of staff members. In contrast, the staff responded positively to the OD intervention. Participants embraced OD as a democratic approach to change as it made a meaningful impact on their understanding and conception of organization change. The intervention further empowered participants with new skills and knowledge of initiating change and problem‐solving. Apart from that, the intervention provided a possible short‐term outcome that encouraged participants to adopt and apply OD in the future, without underestimating the difficulties associated with the process.
