- Description: SMEs have been acknowledged by governments globally as a prime source of economic growth and development. In Africa there has been a noticeable increase in the number of SME establishments. In Uganda, SMEs are the most popular business choice and play a major role in the national economy. Although SMEs significant economic contributions are generally acknowledged, being ethical and successful has become a challenge, as many SMEs in Uganda have not fully adopted and integrated ethics into their business strategies. Understanding the reasons for the increased unethical behaviour in SMEs is central to their continued business success. The primary objective of the study was to investigate the factors that influence ethical business conduct in Ugandan SMEs. From a comprehensive literature review, three main independent variables (staff-, business- and external environment factors) were identified as variables influencing ethical business conduct (dependent variable) of SMEs. A hypothetical model was developed to determine whether the independent variables have an influence on the dependent variable. Twelve hypotheses were formulated to test the relationships between three staff factors, five business factors, four external environment factors and ethical business conduct. The study sought the perceptions of SME owners or managers in the Kampala District and utilised the quantitative research paradigm. A survey was conducted with the aid of a structured self-administered questionnaire distributed by three fieldworkers. A combination of convenience and snowball sampling was utilised. The final sample comprised 384 respondents. The validity of the measuring instrument was ascertained by using exploratory factor analysis. The Cronbach‟s alpha values for reliability were calculated for each of the factors identified during the exploratory factor analysis. A total of ten valid and reliable factors were retained. Pearson product-moment correlation and multiple regression analysis were used to test the correlation and statistical significance of the relationships hypothesised between the various independent and dependent variables. One statistically significant relationship was found between the staff factors (employee attitude) and ethical business conduct. Two statistically significant relationships were found between the business factors (knowledge acquisition and management practices) and ethical business conduct. Three statistically significant relationships were found between the external environment factors (legal requirements, industry norm and media power) and ethical business conduct. External environmental factors seem to have a greater influence on SME ethical business conduct in Uganda. Multivariate Analysis of Variance (MANOVA) was used to identify if significant relationships exist between the eight demographic variables and seven reliable and valid independent variables. Furthermore, post-hoc Scheffé tests identified where the significant differences occurred between the different categories. Cohen‟s d-values were calculated in order to assess the practical significance of the mean scores. A total of twelve practical significant relationships were identified. SME owners or managers should consider employing staff with the right attitude to uphold sound ethical business values. They should implement ethical management practices to promote ethical business conduct amongst employees and ensure that employees are made aware of what is regarded as acceptable ethical business behaviour. SME owners or managers should adhere to legal requirements and industry norms to be known as businesses exhibiting ethical behaviour and utilise media to instil and guide ethical values in employees. Lastly, they must pay attention to the role that demographical variables such as: gender, level of education, current employment status, number of years in business and number of employees, play in behaving ethically in business.

In addition, `when an organisation loses a critical employee, there is a negative impact, on innovation; consistency in providing service to guests may be jeopardised, and major delays in the delivery of services to customers may occur. The research design used in this study contained elements of both the quantitative and qualitative approaches, which allowed the researcher to use structured questionnaires in data collection, on which space was provided for comments. This study was influenced and shaped by the concerns raised by a number of General Managers in the course of various provincial meetings. The main purpose of this research was to identify retention strategies that could be used by selected departments to reduce the turnover of their talented staff. The research also investigated methods to retain knowledge within departments that could possibly be lost due to a high turnover rate among talented staff. The first step used to resolve the issues discussed above was to conduct a full literature study. The literature study sought to reveal what characteristics were required in the departments that ensured that staff would be happy in those departments and remain there for a long time. The literature study also covered what knowledge management methods could be used in managing valuable knowledge. Secondly, the views of current staff and management of the selected departments on staff and knowledge management strategies were solicited in an empirical study, which involved the completion of structured questionnaires. It is the researcher’s aim that this study will, firstly, contribute to the existing body of knowledge of staff turnover and that the Provincial Departments will take into cognisance the problems that lead to employee turnover. Secondly, that it will contribute to an improvement in employee working conditions in various Provincial Government departments.

Customer satisfaction with the guesthouse experience in Ghana

- Description: Guesthouse accommodation plays an important role in Ghana’s hospitality industry and was therefore the focus of this study as little research dealing with guesthouses in Ghana could be found. The number of guesthouses in Ghana continues to grow and they thus represent an important alternative to hotels. However, these establishments seem to perform poorly and face several challenges such as lack of managerial knowledge, insufficiently skilled employees, poor interaction with customers, and criticisms of the provision of low quality service. The main reason for undertaking this research was to provide guesthouse managers in Ghana with information that might assist them in making decisions about the experience they offer. Such knowledge could make this type of accommodation more competitive and eventually help the hospitality sector in Ghana attract tourists and grow. It is imperative that guesthouses focus on the experience they offer, because contemporary tourism and hospitality literature suggest that successful businesses require a shift from functional and financial interests to a more profound focus on total experiences which embody emotional aspects. It is thus argued that, if guesthouse managers in Ghana do not know how their guests perceive their guesthouse experience, they might make costly mistakes and allocate resources to aspects that already provide quality and value in a functional sense, instead of those elements perceived as providing quality and value in the total experience. Two dominating concepts, namely experience quality and experience value, formed the basis of the examination of guests’ experience with the guesthouses in Ghana. In addition, the relationships between the experience and satisfaction were also investigated. Four experience quality dimensions, namely hedonics, peace of mind, involvement, and recognition, and seven value dimensions were examined. The experience value dimensions included atmospherics, enjoyment, entertainment, efficiency, excellence, escape, and economic value. A proportional stratified random sampling procedure was followed to select the guesthouses for the study. Thereafter, a structured questionnaire was distributed to the guesthouse guests selected by means of convenience sampling. Five hundred and forty one useable questionnaires were received. The guesthouse guests formed the primary sampling unit for this study. The results of the empirical study showed a strong positive correlation between all the dimensions of experience quality and experience value, while the factor analysis confirmed that all these dimensions loaded on a single factor. Therefore, experience quality and experience value cannot be separated, and the resulting single multi-dimensional factor was subsequently renamed, overall experience. The results also indicated a positive relationship between hedonics, peace of mind, involvement, recognition, atmospherics, enjoyment, entertainment, efficiency, excellence, escape, economic value, and overall satisfaction. The inferentially established rank-order of the dimensions contributing to satisfaction can guide managers when allocating resources. Overall, atmospherics was ranked first, followed by economic value. Escape was the lowest ranked dimension. In addition, it was found that, except for escape, all the experience dimensions were perceived as basic satisfiers. This implies that guests will be dissatisfied when provision of these dimensions is inadequate. With regard to escape, listed as a performance factor, guests will be satisfied when performance is improved and dissatisfied when performance is low. A positive relationship was also found between overall experience and overall satisfaction. The latter include the likelihood of return and recommending the guesthouse to others. Finally, structural equation modelling confirmed a model representing the 11 experience dimensions (hedonics, peace of mind, involvement, recognition, atmospherics, enjoyment, entertainment, escape, efficiency, excellence, and economic value) and the relationships between overall experience and overall satisfaction pertaining to guesthouses in Ghana.

Digital capital: a mode of bridging capital for immigrant and refugee population

- Description: The resettlement of immigrant and refugee populations poses specific challenges to new host communities. Municipalities must find resources to assist these populations in transitioning into a new culture. Immediate needs are often adequate housing, health care, and primary schooling. While this transitioning process is still in play, the search for employment begins; often at the cost of consideration of longer-term needs, such as English or other host country language acquisition and planning for long-term career goals. Theorists in the field of social capital postulate that bonding and bridging social capital offers benefits for populations adjusting to new communities. Connections to like-minded individuals or pre-existing ethnic ties (bonding social capital) can provide support important to the well-being of individuals going through difficult social adjustments while connecting with new social groups (bridging social capital) can provide new information leading to expanding opportunities. The concept of bridging social capital for immigrant and refugee populations is the subject of this research study. It is situated within the context of our digital age in which information communication technology (ICT) is the primary mode of access to information and services. For the purpose of this thesis, the capability to exploit this mode of communication is thus identified as “digital capital.” As more and more governmental, educational, and social services are distributed within a technological environment, it is necessary to examine this mode of connection to information as a form of capital which can be viewed in a similar framework to other types of social capital. Access to technology and ICTs has been considered an integral element of the Development Goals as adopted by the United Nations for the Year 2000 Millennium Goals. Though later debates have questioned how ICTs may have benefited development goals, the pervasiveness of this form of information flow continues. Within Development Studies, Sen’s theory on the Capability Approach offers a valuable opportunity of connecting digital capital to development. Just as the Capabilities Approach accommodates the diversity of human values, characteristics, and functionings, so can digital capital provide flexibility through adaptation by the users to tailor the medium to meet specific needs. It is this freedom to adjust to individual needs and goals that allows this mode of bridging capital to hold a distinct advantage for immigrants and refugees who are searching for effective links into new social networks in the job search process. The role of the community college system has been at the forefront of providing educational training and social acclimation for this population in their quest for economic self-sufficiency in the resettlement process. A greater understanding of the role that technology plays in the success of immigrant and refugee resettlement is vitally important for the well-being of communities undergoing dynamic demographic change.

- Description: Global leadership crises and increasing executive leadership failures necessitate a new approach to executive leadership development. Globalisation results in new leadership challenges that affect people, the planet and peace across the world. Critical issues include increasing extremism and terrorism, displaced migrants fleeing to stable countries, earth warming and economic decline. The role of the individual executive leader cannot be isolated from human development challenges. Various executive leadership failures and examples of unethical leadership practises, both internationally and in South Africa, place the focus on ethical governance and emotionally matured leadership development. This study follows a nexus, based on a three-stranded cordial link between human development, emotional intelligence and executive leadership. The central themes of the United Nations Human Development’s (UNDP) reports of 1990 to 2009 as well as the Post-United Nations Human Development Report of 2015 form a framework for evaluating the relationship between human development and executive leadership. Although economic growth is central to human development, the development of people through building human capabilities and active participation to improve their lives, are the main goals of the UNDP-2015. The role of executive leadership, leadership derailment and required executive proficiencies and attributes are investigated by evaluating traditional leadership theories and approaches as a lens for investigating leadership development. The positive effect of globalisation is that it affords new approaches and opportunities for executive leadership development. Emotional intelligence-based leadership, including the role of neuro-leadership, is evaluated and an integrative approach that involves the new paradigm of leadership as a response to human development challenges and globalisation is presented. The new paradigm of integrative leadership approaches includes empirical-based authentic leadership, shared leadership and gender-based leadership. The integrative leadership models of Hatala and Passmore are selected as a framework to propose a theoretical emotional intelligence leadership model for this study. New opportunities to develop emotionally intelligent executive leaders include technology-based training, iLeadership and eLeadership in an environment without boundaries. Time constraints are identified as a key obstacle for leadership development. Various training and executive coaching strategies are evaluated and proposed to accelerate leadership development. The link between human development and executive leadership development is proposed by collective leadership approaches towards Corporate Social Responsibilities (CSR) above entrepreneurial acumen and stakeholder involvement. A positivist approach based on quantitative research using Structural Equation Modelling (SEM) is used. The primary research problem is formulated to investigate the multidimensional and complex nature of factors that influence the success of developing emotionally intelligent executive leaders in South Africa. A conceptual theoretical model comprising of factors that influence Human Development and the perceived success of Emotional Intelligence Training is developed. A total of ten independent variables that influence the two mentioned dependent variables are identified. The proposed model and envisaged hypotheses are empirically tested. The study consists of a 73-itemed questionnaire with 360 participants. The sourced data are statically analysed by means of the exploratory factor analysis (EFA) to assess the discriminate validity of the research instrument and to confirm underlying dimensions of the constructs. Cronbach-alpha coefficients are calculated for each of the identified factors by using SEM. The significance of the hypothesised relationships in the revised model is tested. The value of this study’s contribution to the body of knowledge lies within the findings, the proposed Integrative Emotional Intelligence Leadership Model and recommendations for future research. The proposed model identifies practical training approaches to accelerate executive leadership against a background of serious leadership failures in South Africa.

Globalisation results in new leadership challenges that affect people, the planet and peace across the world. Critical issues include increasing extremism and terrorism, displaced migrants fleeing to stable countries, earth warming and economic decline. The role of the individual executive leader cannot be isolated from human development challenges. Various executive leadership failures and examples of unethical leadership practises, both internationally and in South Africa, place the focus on ethical governance and emotionally matured leadership development. This study follows a nexus, based on a three-stranded cordial link between human development, emotional intelligence and executive leadership. The central themes of the United Nations Human Development’s (UNDP) reports of 1990 to 2009 as well as the Post-United Nations Human Development Report of 2015 form a framework for evaluating the relationship between human development and executive leadership. Although economic growth is central to human development, the development of people through building human capabilities and active participation to improve their lives, are the main goals of the UNDP-2015. The role of executive leadership, leadership derailment and required executive proficiencies and attributes are investigated by evaluating traditional leadership theories and approaches as a lens for investigating leadership development. The positive effect of globalisation is that it affords new approaches and opportunities for executive leadership development. Emotional intelligence-based leadership, including the role of neuro-leadership, is evaluated and an integrative approach that involves the new paradigm of leadership as a response to human development challenges and globalisation is presented. The new paradigm of integrative leadership approaches includes empirical-based authentic leadership, shared leadership and gender-based leadership. The integrative leadership models of Hatala and Passmore are selected as a framework to propose a theoretical emotional intelligence leadership model for this study. New opportunities to develop emotionally intelligent executive leaders include technology-based training, iLeadership and eLeadership in an environment without boundaries. Time constraints are identified as a key obstacle for leadership development. Various training and executive coaching strategies are evaluated and proposed to accelerate leadership development. The link between human development and executive leadership development is proposed by collective leadership approaches towards Corporate Social Responsibilities (CSR) above entrepreneurial acumen and stakeholder involvement. A positivist approach based on quantitative research using Structural Equation Modelling (SEM) is used. The primary research problem is formulated to investigate the multidimensional and complex nature of factors that influence the success of developing emotionally intelligent executive leaders in South Africa. A conceptual theoretical model comprising of factors that influence Human Development and the perceived success of Emotional Intelligence Training is developed. A total of ten independent variables that influence the two mentioned dependent variables are identified. The proposed model and envisaged hypotheses are empirically tested. The study consists of a 73-itemed questionnaire with 360 participants. The sourced data are statically analysed by means of the exploratory factor analysis (EFA) to assess the discriminate validity of the research instrument and to confirm underlying dimensions of the constructs. Cronbach-alpha coefficients are calculated for each of the identified factors by using SEM. The significance of the hypothesised relationships in the revised model is tested. The value of this study’s contribution to the body of knowledge lies within the findings, the proposed Integrative Emotional Intelligence Leadership Model and recommendations for future research. The proposed model identifies practical training approaches to accelerate executive leadership against a background of serious leadership failures in South Africa.

Local content requirements and the impact on the South African renewable energy sector

Governments can use their procurement of energy generation to further enhance the benefit to their economies via certain policy tools. One such tool is Local Content Requirements (LCR) where procurement of a good dictates that a certain value has to be sourced locally. The argument for this tool is that spend is localised and manufacturing, as well as job creation, can be stimulated due to industry establishing in the host economy. However, this practice is distortionary in effect and it does not create a fair playing field for global trade. Furthermore, if the local content definition is weak, or open to manipulation, the goals of such a policy may not be achieved at all. This study looked into the local content requirements of South Africa’s Renewable Energy Independent Power Producer Procurement Programme (REIPPPP) and measured the impact of this policy on the renewable energy sector in general. It was found that, in order to implement a policy such as local content, the host economy had to have certain pre-existing conditions in order to avoid any negative welfare effects. Due to SA not holding all supportive pre-conditions for supporting local content policy, the impact and effect of LCRs has not been optimal and it has not been found to be a sustainable mechanism to continue using into the future indefinitely. The pricing of renewable energy was also found to be higher due to local content and such pricing is passed on to the energy consumer. Therefore, the net welfare impact created for South Africa is diminished in exchange for the creation of jobs and manufacturing, but due to the unsustainability and potential manipulation of the system the country is not maximising the welfare potential from the REIPPPP as it should. It was found that SA renewable energy resources do exist and the logistics infrastructure is strong, providing good potential for investment into renewable energy projects. The demand created by the REIPPPP provided a good market, but there was uncertainty in the long term planning and stability. So, from a market perspective this could be further enhanced. Government had created a sufficient platform for investment, but areas of development such as clusters, R&D and skills training would create a better support environment for LCR policy and strict monitoring of this would also be required to prevent any manipulation. The use of LCRs increases project costs and risk, which is passed onto the energy consumers, but this could be reduced if local goods were more readily available at the right price and at the right quality and quantity. Focus on clusters would once again assist in this regard as independent power producers (IPPs) and engineering procurement and construction (EPC) entities would be able to source components and goods locally in a more cost-effective manner. As the LCRs currently stand in the REIPPPP, it would seem that South Africa is making renewable energy more expensive and although it is argued that this is done for the benefit of creating a new industry and jobs, these are not sustainable and so the current LCR policy will only create short term benefits.

Measuring the performance of the banking sector in Zimbabwe

- Description: The measurement of the banking sector performance in Zimbabwe is motivated by the unique developments that typified the sector during the period 2009-2014 after emerging from an economic crisis. The Zimbabwean economy returned to stability and growth in 2009, after a decade long economic decline. Economic stability brought about growth in deposits, loans, assets, capitalization and profits during this period. The banking sector has been accused of excessive profiteering through overpricing their products, which culminated in the intervention by the authorities in the sector. The interest rates spread, fees and other charges were presumed to be high which motivated the need to understand whether the banking sector is efficient or inefficient given the high interest rate spreads between the deposit rates and lending rates. Furthermore the high interest rates have raised the question of whether banks were exploiting their market power to price their products highly or whether their prices were determined by the dictates of market forces. Continued profitability of the sector also called for an investigation into what was driving the persistence of profitability over time. The primary objective of this research was to measure the performance of the banking sector during the period 2009-2014. The study contributes to the empirical literature by measuring and assessing the drivers of banking sector competition, efficiency and profitability and applying them at much disaggregated levels. This study also contributes to the debate on the relationships among the performance measures of competition, profitability and efficiency. The study adopted a number of methods which contributes to the array of tools central banks can employ to measure bank performance. The study employed a number of methodologies to measure the competition, efficiency and profitability performance of the banking sector. Competition was estimated using the new empirical industrial organisation methods of Panza and Rose (1987) and the Lerner (1934) Index was used. Cost and revenue efficiency was estimated using the two step methods of Data Envelopment Analysis followed by the Tobit regression method. An assessment of the persistence and drivers of profitability was measured using the Generalised Method of Moments. This study shows that the banking sector was operating under monopolistic competition market structure. This implies that banks held some market power as a result of product differentiation due to unique features such as brands, image and advertising, among others. The study indicates that competition increased during the period 2009-2014. Market power/competition in the banking sector during the study period was driven by capital adequacy, non-performing loans, liquidity risk, cost-income ratio, economic growth and government policy on pricing of bank products. The study suggests that the banking sector experienced an average inefficiency level of approximately 35 per cent in relationship with the best performing institutions in the sample. As a result of stability experienced in the economy, the average revenue and cost efficiency increased between 2009 and 2014. The study further established that the discord around the implementation of the indigenisation and empowerment law, coupled with the government intervention in the banking sector had a negative impact on the banking sector efficiency. It also found that efficiency is determined by market power, capital adequacy, cost income ratio, economic growth, inflation, market share and profitability. The Granger Causality test between cost efficiency and market power suggests that causality is bidirectional. On the other hand granger causality between revenue efficiency and market power is unidirectional and positive, running from revenue efficiency to market power. The result implies that policy measures should bring a balance between increasing competition and improving the revenue efficiency. The study shows that the banking sector was profitable during the period 2009 to 2014. The profitability was a reflection of a stable macroeconomic environment, typified by low inflation levels, despite the crises during this period. It further reveals that the banking sector‟s profitability persisted over time, reflecting the regulatory structure of the sector. The study established that profitability was determined by market power, non-performing loans, liquidity risk, capital adequacy, bank size and cost efficiency. This implies profitability was driven by bank specific determinants. There are a number of policy implications derived from the study. Regulatory measures such as forced consolidations can lead to excessive market power by the banking institution; hence it should be moderated. Banks should enhance credit risk because NPLs has been dragging profits. Banks should take advantage of the various measures introduced, such as the setting up of the special purpose vehicle and credit reference bureau. The government should avoid tampering with market forces as this reduces competition, efficiency and profitability and put in place measures that grow the economy as it increases the efficiency and profitability of the banking sector.

While other policies, such as marketing, computing, intellectual property, ethics and staff, and student disciplinary policies may exist, higher education institutions need to respond to both the new challenges and the new risks posed by the social-media practices and to develop explicit social-media policies for staff and students that are unique to that industry. Existing social-media policies of SA HEIs, as well as those developed within the finance sector and by international institutions of higher education, are analysed by means of in-depth interviews and documentary analysis, by using the same coding structure. Telephonic interviews with key personnel provide insight into the social-media policy development process of SA HEIs. In order to ensure research trustworthiness and rigour, the analytical process employed Consensual Qualitative Research. The research reveals that it has become necessary for organisations to understand the important role played by the social media in corporate strategies, in order to obtain optimal results for sustained growth and development. Organisational reputation, including the social media, need to be managed, not only as an isolated function or activity of the organisation, but as an integral element of all parts or subsystems of the organisation. Social-media policy development is only the starting point of ensuring a positive return for the organisation. The organisation needs to be seen to actively engage in the benefits and risks – by understanding the role of the social media within the various sectors of the organisation. A more strategic corporate strategy is proposed to meet the full potential and to manage organisational risk. universities need to develop an attractive and well-maintained reputation – with the aim of attracting the most accomplished researchers, staff, students and funders. In addition, the research reveals that HEIs can be seen as high-risk operations by their external stakeholders, including clients (students), funders and communities. It is argued that their outputs (research and students) fundamentally impact on their communities and on the interconnected environment. Organisational stakeholders are seen as important role players within an organisation’s and policy on how to manage these relationships; and the potential and real-time risks associated with such relationships become central themes, when managing the organisational reputation.

Perceptions of the rules of business behaviour in the competitive banking environment in Uganda

- Description: Business rules shape the behaviour of a business and guide the behaviour of employees when conducting business. Therefore, business rules explain what is allowed and not allowed. It is argued that all organisations have business rules and engage in some form of relationship whether through competition or cooperation with other companies. In today’s business environment, organisations are embedded in relationships with other actors in order to gain access to resources that are needed. Therefore, each organisation’s business rules define their strategies and actions. The type of business rule behaviour which is applied by organisations encourages them to grow by taking market share from rivals or creating new markets. The aim of this study was to determine the influence of the rules of business behaviour on perceptions of the competitive banking environment in Uganda and its potential impact on certain outcomes. In this study, a quantitative research approach was adopted, as the study sought to investigate the relationships between variables. This study collected data through the use of a structured self-administered survey questionnaire which was distributed to 233 branches of banks in Uganda, totaling 700 bank employees. The survey yielded 529 usable questionnaires which were analyzed, using several statistical analysis techniques. A hypothetical model and measuring instrument of perceptions of the rules of business behaviour in the competitive banking environment within Uganda was developed. Six null-hypotheses were subjected to statistical analysis. The influence of three independent variables, namely, confrontational business behaviour, co-operational business behaviour and typologies of competition on the intermediate variable, perceptions of the competitive banking environment in Uganda were tested. The impact of these variables on three independent outcome variables, namely, organisational performance and customer loyalty and retention were also tested The empirical findings revealed that the rules of business behaviour have a significant relationship with perceptions of the competitive banking environment in Uganda. These results showed that confrontational behaviour as a rule of business behaviour can be classified as being direct or indirect. The study further revealed that banks should consider competitors as co-partners and not only as aggressors, indicating that co-operational business behaviour is statistically significantly related to perceptions of the competitive business environment in Uganda. The three typologies of competition, namely, defy attack, defense and debase attack are also positively related to perceptions of the competitive business environment in Uganda. The empirical results of the study also indicated that perceptions of the competitive banking environment have a positive relationship with outcomes such as organisational performance, customer retention and customer loyalty. This study contributed to the literature and body of knowledge regarding the impact of rules of business behaviour in the competitive banking environment in Uganda. This study could also assist banks, employees and customers alike to understand the different rules of business behaviour that exist and what strategies banks can employ to improve their position in the market. This study could also be replicated by other banks in other developing countries so as to ensure successful competition and the cooperation of banks as they engage in their activities in the banking industry.

- Description: The wholesale and retail industry is a more volatile nudstry, with respect to cyclical changes and global economic conditions, than many other industries. The growth of technology in this industry has led to informed customers, bringing with them many challenges to retailers, as these retailers have to win customer loyalty by focusing not only on prices and quality, but also on global competition. The heterogeneity as well as the illusive preferences, expectations, personality characteristics, attitudes, and desires of customers have created diverse and fast-evolving customer demand. As a result, retailers need to source highly customer-focused employees who are willing to go beyond their expected call of duties to satisfy customer needs and wants, thereby keeping firms competitive. This behaviour is called organisational citizenship behaviour (OCB). OCB involves extra-role performance, which represents behaviours not formally required by any particular job, but which help to develop the social context of all jobs, thus facilitating effectiveness. Thus, retailers who encourage OCB among their employees are more likely to improve the performance of both the organisation and the employees, and increase the organisation’s competitiveness in the global economy. The primary objective of this study is to assess the perceptions of employees regarding OCB within retail firms in South Africa. A positivistic research paradigm was used, in this study, by means of quantitative research. Secondary data in the form of textbooks, journal articles and Internet sources provided the theoretical framework for this study. Primary data was obtained using the survey method, by means of self-administered structured questionnaires. The aim was to target 1000 employees in the retail industry (250 employees from each of the most economically active provinces, namely, the Eastern Cape; the Western Cape, Gauteng and Kwa-Zulu Natal). However, 690 questionnaires were returned and only 554 were usable, which amounts to an effective response rate of 80%. Seven null-hypotheses and a hypothetical model of employee perceptions regarding OCB behaviour in retail firms were tested. The influence of four independent variables were tested, these are: job perceptions, role considerations, organisational climate and employment considerations on OCB. In addition, three dependent variables, namely, employee commitment, propensity to leave and employee engagement were tested. The Statistica (version 12) computer programme was used to analyse the results by means of advanced statistical techniques (such as exploratory factor analysis, regression and correlation analysis) as well as descriptive analysis and frequency distributions. After various statistical procedures, the model was re-specified, some of the variables were renamed and the hypotheses were adjusted accordingly. The empirical results revealed that job considerations and employment considerations have a positive influence on both OCB related to compassion and OCB related to civic non-obligatory acts, while role considerations and job security were found to have no significant influence on both OCB related to compassion and OCB related to civic non-obligatory acts. Furthermore, the empirical results showed that OCB related to compassion have a positive influence on both organisational commitment and propensity to resign, while OCB related to civic non-obligatory acts has a positive influence on organisational commitment and its influence on propensity to resign was not significant. It is envisaged that the results of this study could assist retail firms to understand the variables that influence the organisational citizenship behaviour of employees. In addition, it is further envisaged that the results and recommendations of this study could be used to implement effective strategies in retail firms in order to ensure effective engagement in OCB related behaviour and to create awareness of the importance of employee engagement in organisational citizenship behaviour.

Whereas anecdotal evidence has for some time revealed that informal businesses in Uganda are faced with the challenge of cash management, no specific studies have been conducted to investigate how this relates to the growth of businesses where evidence has also indicated that most of these businesses do not exist for very long. In particular, the study assesses and explores the growth levels of informal businesses in terms of sales volume, growth in employment and length of existence. The study investigates the various ways in which informal businesses manage their cash and investigates the various internal and external factors that moderate cash management and the growth of the informal businesses. Furthermore, the study proposes a possible framework to manage cash in informal businesses and makes recommendations to informal business owners and managers on how to effectively manage cash in order to stimulate business growth. In order to investigate the relationships between the variables, an empirical investigation was undertaken. Based on the literature review, the primary objective of the study was formulated to investigate the relationships between cash management and growth of informal businesses amidst the external and internal environment in Uganda in order to suggest a framework for effective management of cash by informal businesses that would enhance their growth. A positivistic research paradigm was adopted in this study. A sample of 383 informal businesses was drawn from the five divisions of Kampala district namely; Central, Kawempe, Makindye, Nakawa and Rubaga. To ensure validity and reliability, EFA and Cronbach’s alpha coefficient were computed. Six hypotheses were developed to test the relationships between cash management and growth of informal businesses. The empirical results revealed that there is a significant relationship between cash management and the external environment in which informal businesses operate, a significant relationship between the external environment and the growth of informal businesses and a significant relationship between cash management and growth of informal businesses where the external environment will have a moderating influence on the relationship. The empirical results did not establish a significant relationship between cash management and the internal environment in which informal businesses operate, the internal environment and growth of informal businesses and cash management and growth of informal businesses where internal environment will have a moderating influence on the relationship. The results of this study show that the growth of informal businesses is largely hampered by poor cash management practices and challenges such as the lack of cash planning, lack of cash forecasting and budgeting, lack of financial controls and reporting, the tendency to invest largely in short-term assets which limits their profitability, the employment of less competent and skilled staff and lack of formal accounting information systems. The magnitude of the impact of these is accelerated by the external environment such as competition and the legal and regulatory environment which put pressure on the little cash resources owned by these businesses. Based on the study results, several strategies based on individual cash components of cash planning, cash forecasting and budgeting, financial controls and reporting, short-term investment of cash surplus, competence and skills of staff and accounting information systems were recommended for implementation. It was further recommended that these strategies should be implemented while giving due attention to the external environment if informal businesses are to effectively manage cash and enhance their growth.

- Description: This study was undertaken to examine the issues relating to risk and loan portfolio management in Microfinance institutions in Uganda. The first objective of this study was to establish the extent of governance in MFIs in Kampala, by looking at the overall management of these institutions, assessing how decision are made, and looking at how they are staffed. The second objective is to establish the variables that best explain management of Micro-Finance Institutions (MFIs). The third objective is to identify the risk management of loan portfolios and lastly to provide recommendations based on the findings. The researcher used explanatory and survey research designs. A minimum sample 114 participants from 50 MFIs was used in data collection and analysis. The researcher employed principle component analysis (PCA) basing on Eigen values to identify variables above mean-scores and the nodes on the scree plot (ordered eigenvalues) denotes the number of variables that best explain the dimensions and conclusion on each variables was drawn basing on mean values of descriptive statistical analysis. Furthermore the orthonormal loadings display of the variables is employed basing on the first principle component that identified the names of variables above the mean score and final variable is drown basing on descriptive statistical analysis using mean scores focusing on those above the mean. The analysis is based on three dimensions of assessments, namely; Governance, Human capital and Risk Management. In general 227 variables were observed from the 3 dimensions, however by employing the PCA the researcher was in position to come up with those that best explain the 3 dimensions and in summary 29 out of 131 variables were identified by the PCA that best describes governance, 17 out of 72 variables were extracted that best explain what is taking in place in human capital whilst 5 out of 24 variables were extracted in relation to risk management. Furthermore conclusions are drawn by employing descriptive statistical analysis basing on mean scores of the variables identified by the PCA. Therefore out of the 29 variables identified by PCA on governance dimension, 19 variables on average have mean scores above 3 signifying good performance in those areas. Therefore the strength of MFIs under governance is seen in the following areas; The MFIs surveyed have strong board that is professionally ethical and knowledgeable in the area of managing financial institutions. They are performing better in the area of decision making, they do make timely decisions, and the board keeps on monitoring management and making sure that strategies agreed upon are properly implemented. The board is well committed in filing tax returns which is a legal requirement to all taxpaying institutions. However 10 variables showed sign of weakness because they have mean scores on average below 3. Management of MFIs need to strengthen its self in the area of allowing individual initiative in decision making, recognition of management committees in place, this smoothen the operations of the institution and lastly the board need to mentor the management, most of the personnel managing these institutions lack skills in managing the entity. On the side of human capital management, 17 variables identified by PCA, basing on their mean scores, 13 have mean scores above 3 showing good performance of MFIs. In this case the strength of MFIs lies in having educated human resources in place; MFIs gave the ability to exploit the available opportunities more especially targeting low income earners that for long have been neglected. However mores is needed under human capital dimension more especially in those areas where on average their mean scores was below 3 such as training programs where the respondents revealed that the type of training obtained does not match with the job requirements therefore they do not benefit from these programs. There is still a lot of bureaucracy within the management that slows the operations of the MFIs. This is further explained by having directors commuting as loan officers. Failure to accept risk exposes the entire institution to a vague of collapse. The last dimension is risk management and in this way, 5 variables were identified by the PCA, and basing on their mean scores, 3 variables showed good progress and that is having performance management system in place, there are limited complaints from the clients about the MFIs services offered and lastly all employees are given access rights to organisation resources, the loan schemes are open to all employees and no discrimination in service delivery, however 2 variables were identified with mean scores below 3 showing weaknesses within the systems. Therefore MFIs have to improve technologies used in their operations; the use of file carbines, off line computers exposes the institution to high degree of risk. There is need to strengthen their distribution channels so that the financial services offered reach out to clients at ease. Specifically the research study identified various risks like systematic risk, operational risk, credit risk, counterparty risk and legal risk in that they do affect the gross loan portfolio in MFIs and policy measures have been recommended to mitigate such risks in financial institutions. These risks can be mitigated by; • Having Internal control systems of checks and balances • Hedging of transactions through advance booking and paying cash in advance. • Diversification of portfolio, through investing in as many assets possible • Continuous reminder of their obligations and making a fall up of clients and as well insuring the loans. • Investors are encouraged to form a network of partners in the business • Continuous engagement of a legal adviser to the institutions. The study contributed to better understanding of risk management in MFIs, that no single variable can be relied upon to explain effective management of risks but however in this study three dimensions play a crucial role in management of risks. The MFI management should focus on having an internal audit function operating independently in that financial controls should be regularly updated to cope with the changing environment. Audit committee of the board should be complete enough to supervise and regulate internal control systems, written policies in the organization should be effectively implemented with clear division of responsibilities of middle to top managers and lastly Segregation of powers and authority need to be strongly emphasized as a way of enhancing proper management of risks in MFIs.

Therefore the strength of MFIs under governance is seen in the following areas; The MFIs surveyed have strong board that is professionally ethical and knowledgeable in the area of managing financial institutions. They are performing better in the area of decision making, they do make timely decisions, and the board keeps on monitoring management and making sure that strategies agreed upon are properly implemented. The board is well committed in filing tax returns which is a legal requirement to all taxpaying institutions. However 10 variables showed sign of weakness because they have mean scores on average below 3. Management of MFIs need to strengthen its self in the area of allowing individual initiative in decision making, recognition of management committees in place, this smoothen the operations of the institution and lastly the board need to mentor the management, most of the personnel managing these institutions lack skills in managing the entity. On the side of human capital management, 17 variables identified by PCA, basing on their mean scores, 13 have mean scores above 3 showing good performance of MFIs. In this case the strength of MFIs lies in having educated human resources in place; MFIs gave the ability to exploit the available opportunities more especially targeting low income earners that for long have been neglected. However mores is needed under human capital dimension more especially in those areas where on average their mean scores was below 3 such as training programs where the respondents revealed that the type of training obtained does not match with the job requirements therefore they do not benefit from these programs. There is still a lot of bureaucracy within the management that slows the operations of the MFIs. This is further explained by having directors commuting as loan officers. Failure to accept risk exposes the entire institution to a vague of collapse. The last dimension is risk management and in this way, 5 variables were identified by the PCA, and basing on their mean scores, 3 variables showed good progress and that is having performance management system in place, there are limited complaints from the clients about the MFIs services offered and lastly all employees are given access rights to organisation resources, the loan schemes are open to all employees and no discrimination in service delivery, however 2 variables were identified with mean scores below 3 showing weaknesses within the systems. Therefore MFIs have to improve technologies used in their operations; the use of file carbines, off line computers exposes the institution to high degree of risk. There is need to strengthen their distribution channels so that the financial services offered reach out to clients at ease. Specifically the research study identified various risks like systematic risk, operational risk, credit risk, counterparty risk and legal risk in that they do affect the gross loan portfolio in MFIs and policy measures have been recommended to mitigate such risks in financial institutions. These risks can be mitigated by; • Having Internal control systems of checks and balances • Hedging of transactions through advance booking and paying cash in advance. • Diversification of portfolio, through investing in as many assets possible • Continuous reminder of their obligations and making a fall up of clients and as well insuring the loans. • Investors are encouraged to form a network of partners in the business • Continuous engagement of a legal adviser to the institutions. The study contributed to better understanding of risk management in MFIs, that no single variable can be relied upon to explain effective management of risks but however in this study three dimensions play a crucial role in management of risks. The MFI management should focus on having an internal audit function operating independently in that financial controls should be regularly updated to cope with the changing environment. Audit committee of the board should be complete enough to supervise and regulate internal control systems, written policies in the organization should be effectively implemented with clear division of responsibilities of middle to top managers and lastly Segregation of powers and authority need to be strongly emphasized as a way of enhancing proper management of risks in MFIs.

The results show support for the applicability of the theory to the SAPS. Critical Success Factors were determined and a framework for implementation specifically for this industry, was presented. The study identified Leadership as the most important primary factor with the ultimate goal of meeting the quality expectations as defined by the customer.

It is estimated that less than 45% of the SADC region’s populace have access to reliable modern energy forms and the situation is worse in rural areas where access is approximately 30%. Poor energy security is exacerbated by electricity power cuts and load shedding in almost all of the member states in the region. With the advent of battery storage, all forms of green energy have the potential to contribute to the shortfall in the supply of peaking power required to meet the daily (morning and evenings) and seasonal (winter) peaks when most power is required on the grid network. The region is endowed with vast green (renewables/low carbon or clean) energy resources. The purpose of this study is to expand the empirical body of research and knowledge on factors that contribute to widespread access success to green energy in the SADC region. Investments into green energy resources require an understanding of the unique characteristics of the energy sector in the region. In order to achieve this, a conceptual theoretical model was developed and tested empirically. Factors that influence green energy access success were identified through literature reviews and discussions with energy practitioners. All identified factors were then operationalised by carefully defining them in the context of the study. In order to test the proposed theoretical model and the hypothesised relationships, a structured questionnaire was developed and sent to energy practitioners from various sections of the energy sector in the region. STATISTICA 12 was employed to analyse relationships between variables and responses between identified groups. Pearson Product Moment Correlation (Pearson r) was employed to determine correlations between variables. Conclusions about hypotheses six (6) to fifteen (15) were made based on correlations between variables. T-tests were employed to make inferences about the views of various categories of respondents with regard to the twelve (12) identified variables. Multivariate analysis of variance (MANOVA) and Analysis of variance (ANOVA) examined associations between the dependent and independent variables with the identified categories of respondents and conclusions about hypotheses one (1) to five (5) and sixteen (16) were also made. The study finds that policy and the regulatory environment are still the main driving force behind energy access in the region. Power generation is managed by authorities’ power utility companies. Unbundling of power utilities supported by new energy business and operating models to accommodate mini and off grid power plants is found to be a key to green energy access in the region. The energy market is transforming in favour of independent power producers (IPPs) and consumers will significantly influence energy access decisions in the future. Green energy power storage to overcome intermittency will feature prominently in the success of green energy access in the region. Widespread access success to green energy will be attained when green energy access is reliable, affordable, efficient, and socially acceptable, meet the demand and reduces environmental pollution. The study recommends that strategic green energy planning must incorporate green energy infrastructure development, projects finance and human capacity development as priorities amongst SADC region’s member countries. Regional energy access enabling institutions must be strengthened; energy policies implemented with vigour and private sector participation enhanced in an integrated energy market.

The impact of government expenditure on economic growth of the economic community of West African states (ECOWAS)

- Description: Available statistics on growth trends in the Economic Community of West African States (ECOWAS) are wanting, particularly net per capita growth rates. The analysis of available data from 1970 to 2012 by this study, for instance, shows that the net real GDP growth rate for the ECOWAS is 0.52%. Only four countries had net growth rates above 1% per annum mean growth rate of ECOWAS region. At the estimated growth rate, the prospect of accelerated growth in ECOWAS is very weak. The Barro endogenous growth model states that government provision of services can generate externalities to the private productive activities. Government’s provision of productive services in ECOWAS can ensure long-run per capita output growth without the per capita growth rate running into steady state growth. However, there are divergent views as to whether government provision of services induces long run economic growth. These views are based on different schools of thought. For instance, the economic freedom school argues for minimum government involvement (small governments) to ensure economic and political freedom to induce private investors invest and encourage economic growth. The optimal government school of thought (medium size governments) argues that government spending enhances private productivity growth through the provision of infrastructure, spending on research and development, public education, sewage, other public goods and protection through functional law and order systems. The optimal school of thought also acknowledges that government expenditure can also reduce economic growth through increases in taxation. An increase in taxation reduces the returns on investment of physical and human capital and in research and development (R&D) of private firms. This thesis investigates the impact of government expenditure on the provision of public services on economic growth in ECOWAS. To assess the impact of government expenditure on the provision of services on economic growth of ECOWAS, this thesis assesses whether the size of government, government expenditure and economic institutions promoted economic growth in ECOWAS. The thesis also determines whether per capita government capital expenditure, per capita government consumption expenditure, per capita private capital stock, per capita manufacturing output, per capita services output and per capita agricultural output have any impact on per capita real GDP growth in ECOWAS. To carry out this study, data were collected from United Nations Conference on Trade and Development (UNCTAD) database and Transparency International (TI) database. The data used covered the period of 1970 – 2013. The statistical research methods applied are the time-series methods of panel unit root test, panel co-integration test, and panel regression analysis, using both panel OLS regression models and estimation and inferences in co-integrated panel data regression methods. The panel OLS regression models applied are the panel OLS regression; panel fixed effect model (FEM) regression and the panel random effect model (REM) regression. The estimation and inferences in co-integrated panel data regression models applied are panel VEC regression model, panel DOLS regression and panel FMOLS regression. The panel DOLS regression and panel FMOLS regression models do not have an intercept, unlike their pure time-series models, which have intercepted. To ensure that the parameters estimated are reliable, this thesis conducted diagnostic tests to subject the regression result to scrutiny. The estimated panel data regression using panel OLS regression, panel FEM regression and panel REM regression indicate that the results of the estimated parameters were spurious having both autocorrelations and heteroscedasticity. High values of adjusted R-squares that were approaching one and high significant values of t statistics but very low values of Durbin-Watson Statistics demonstrated the existence of heteroscedasticity and autocorrelation in residuals. The results of the diagnostic tests also show that the DOLS estimated regression model out-performed both VEC and FMOLS regression models based on both aggregate data and per capita data estimated parameters. The results of the parameter estimated using panel VEC and panel FMOLS regression models showed that both panel VEC and panel FMOLS regression models had the problems of their residuals having not only autocorrelations but heteroscedasticity. The panel DOLS regression results were satisfactory, having no multicollinearity, autocorrelations and heteroscedasticity. The estimated panel DOLS regression results were applied to test hypotheses formulated to guide this thesis. Results from panel DOLS estimated parameters show that the existing government size in ECOWAS stimulated economic growth. The results also showed that the government expenditure exhibited an inverted U-shape with respect to economic growth. The thesis also showed that existing government size in ECOWAS significantly stimulated economic growth in the region. The results of regression indicate that economic institutions contribute negatively to the economic growth of the ECOWAS. The results also established that government capital expenditure per capita has significantly engendered economic growth. Government consumption expenditure per capita stimulated economic growth. - Description: Asian American culturally specific museums began forming in the United States in 1963. There are now 11 in existence. Four of these museums (two Chinese American, one Japanese American and one Pan Asian American) dramatically expanded their programs and constructed large new facilities. These culturally specific museums are private nonprofit organizations that are reliant on private donors for most of their financial support. Asian Americans comprise the majority of these Asian American museums’ donor bases. Understanding why donors support these museums may be useful to the museums’ abilities to raise funds.In this thesis I explore the reasons Chinese and Japanese Americans support these culturally specific museums. I used data from my qualitative study involving in-depth interviews of 16 Chinese and Japanese American current and former donors to a Pan Asian culturally specific museum in Seattle, Washington along with interviews of chief executives and other key informants of five other culturally specific museums in addition to primary documents provided by the museums and related secondary information available through the Internet. I also conducted a literature review in the fields of Development Studies, racial and ethnic identity, museology, and philanthropy. While identifying the reasons donors support these culturally specific museums, I also identify the philanthropic priorities and criteria of Chinese and Japanese Americans residing in Seattle and compare them with similar studies of Asian American philanthropy conducted in other cities in the 1990’s. I also examine the roles played by these culturally specific museums in the promotion of social capital, cultural capital and heritage capital in their communities. Chinese and Japanese Americans support these museums to preserve and educate their communities about the contributions their forebears made to the development of the United States. Asian American history has been marginalized in conventional narratives and one mission of the Asian American culturally specific museums is to bring their stories into the American history mainstream. Creating and operating these museums requires substantial networking within the Chinese and Japanese American communities and with other ethnic communities to bring in visitors and obtain financial and other support. The museums promote social capital development through collaboration in the museums’ operations. They increase the communities’ cultural capital by assembling the dispersed cultural and heritage capital of the Chinese and Japanese American communities into curated collections. These Asian American culturally specific museums face challenges stemming from attrition in their donor bases due to age. The museums need to develop activities that attract new supporters who may be mixed race or mixed ethnicity or who are interested in social activism that impacts society. The museums also must create programs that are relevant to younger generations. The findings of this study lay the groundwork for further inquiry into the ways culturally specific museums promote bonding and bridging capital in low and middle class Asian American communities and the degree to which they affect development in their neighbourhoods. Further research into the museums’ educational programs efficacy as they relate to correcting misperceptions about Asian Americans among non-Asian Americans may be desirable.

The relationship between electricity supply and economic growth in South Africa

- Description: Since democratisation of South Africa in 1994, the economy of South Africa underwent significant structural changes. Among these structural changes was electrification for the poor rural areas. During the apartheid era, about two-thirds of the nation lacked access to electricity and hence, provision for electricity to everyone was considered a crucial part of the economic development, post 1994. Since then economic growth and the demand for electricity in South Africa have been increasing at an unprecedented rate. The electricity supply did not increase proportionally to the increase in the consumption of electricity. In responding to the high increase in the demand for electricity, the electricity utility planned to build new power stations and put back in use the ones which were mothballed. But unfortunately the plan for investment in these power stations was late and in 2008, the existing power stations could not manage to supply enough electricity. The demand for electricity was such that it nearly damaged the power generating circuit and the electricity supply utility had to resort to load shedding. The imbalance between electricity supply and demand led to industrial sectors losing on production and as a result led to a downturn in economic growth. It also led to an increase in electricity prices which had a negative effect on individual and private sectors’ purchasing power. It is against this background that this study is designed to investigate the long term relationship between economic growth and electricity supply. The additional variables such as electricity prices, trade openness, capital and employment were included as intermittent variables to form a multivariate framework. This study also assesses the Granger causality between these variables to determine which variable supersedes the other. Two models were applied in this study: The Auto-regressive Distributed Lag (ARDL) bounds approach and the Vector Error Correction Model (VECM) Granger-causality. The ARDL bounds technique was used to detect the long term relationship between economic growth, electricity supply, electricity prices, trade openness, capital and employment using annual data from 1985 to 2014. The ARDL technique was chosen over the conventional models such as Engle and Granger (1987) and Johansen (1988) for the research for the following reasons: Firstly, the ARDL technique uses a single reduced form of equation to examine the long term relationship of the variables as opposed to the conventional Johansen test that employs a system of equations. Secondly, it is suitable to use for testing co-integration when a small sample data is used. Thirdly, it does not require the underlying variables to be integrated of similar order e.g. integrated of order zero I(0), integrated of order one I(1) or fractionally integrated, for it to be applicable. Lastly, it does not rely on the properties of unit root datasets and this makes it possible for the Granger-causality to be applied in testing the long term relationships between the variables. The VECM Granger-causality is used to examine the Granger-causality between the chosen variables. It was chosen for its ability to develop longer term forecasting when dealing with an unconstrained model. The unit root results confirmed that the variables were stationary at first difference using Augmented Dickey Fuller (ADF), Phillips and Perron (PP) and Kwiatkowski-Phillips-Schmidt-Shit (KPSS). The ARDL bound approach outcomes revealed that economic growth, electricity supply, trade openness, electricity prices, employment and capital move together in the long term. There were three co-integrated equations under the export and trade models while under the import model there was one co-integrated equation. The results are such that electricity prices have a negative impact on economic growth. The results further evidenced that; electricity supply, trade openness, employment and capital have a positive impact on economic growth in the long term. The VECM Granger causality findings suggested a unidirectional causality flowing from electricity supply, trade, exports, electricity prices, employment and capital to economic growth in the long term. There was another unidirectional causality established flowing from economic growth, trade openness, electricity prices, employment and capital to electricity supply. A one-way causality flowing from economic growth, electricity supply, electricity prices, employment and capital to export was evidenced. Overall, the study’s results of bidirectional Granger-causality between electricity supply and economic growth have a number of implications for forecasters and policy makers. This feedback hypothesis implies that the high level of economic growth leads to a high level of electricity supply, which would stimulate economic growth. Hence, South Africa demonstrates a kind of electricity dependence in a manner that a sufficiently large supply of electricity seems to ensure high economic growth. Electricity supply is a vitally important factor for economic growth in South Africa. It is therefore necessary that South African policy makers formulate investor friendly policies that will encourage, promote and attract capital inflows to stimulate electricity supply. The South African government needs to primarily deregulate the electricity supply industry which is owned by Eskom (a monopoly), and allow more investors into this industry. The government should promote a change to other forms of energy sources such as renewable energy sources which will play an important role in restoring the balance between electricity supply and consumption. Moreover, it is recommended that the electricity regulator should take steps to curb the severe electricity price increases and to ensure prices affordable to the poor communities. The policy makers need to implement some investor friendly policies that will encourage and promote capital formation. Furthermore, the government should invest towards more job creating sectors such as (Small and Medium Enterprises) SMEs. Finally, the government should take into consideration the importance of trade openness to attract international investments into the economy. It is hoped that the findings of this study would prove beneficial to policy makers in South Africa and elsewhere in the world where power outages are experienced, and assist them in combating the problem.

The relationship between language and xenophobia: a developmental perspective

- Description: Modernisation, globalisation, neoliberalism and the increase in immigration have morphed into xenophobia, as they have resulted in structures that increased inequalities and competition for scarce resources, although there are other factors such as the global recession that is deepening inequalities and social classes. In South Africa, xenophobia is a topical matter, with chronic violent outbursts. The study addresses the gap in knowledge in the relationship between language and xenophobia. Language is central to human communication and to human socialisation and is not neutral but is embedded in ideologies that favour specific interest groups. The neoliberal ideology compels people as human capital to develop linguistic capital. The paradox is that globalisation transcends the national to transnational, while at the same time being conscious of the local or the indigenous language. Globalisation promotes hybridity and diversity, while at the same time promoting homogeneity or Westernisation, which is contrary to the nationalist ideology to protect the cultural heritage of the locals. This thesis is guided by a range of classical and more contemporary development theories. It includes the use of Marxist theory with regard to ownership and unequal distribution of resources. The culture of violence that manifests in xenophobia in South Africa can also be related to the violence of the colonial and apartheid periods. This thesis is also guided by the post-colonial theory. It also looks at theories of modernity and of globalisation, suggesting that a truly ‘modern’ society should be transformed in all spheres and should value multifaceted human well-being (and not only in terms of economic ‘growth’). A primary objective of this study is to explore the role of language in social institutions such as education in order to understand how matters of language exacerbate xenophobia and to document the challenges related to language that ‘foreigners’ from other parts of Africa face in South Africa. Questions asked include whether they can survive/thrive without knowledge of local languages, whether they are victims of crime because they cannot speak the local languages and whether and how they are being assimilated into South African society. This research therefore, recommends that language planning in South Africa should maintain a balance in the use of the English language as a lingua franca and the use of the indigenous languages so as to avoid the language endangerment of the indigenous languages and monolingualism, as well as subtractive bilingualism. This research is against institutional discrimination of foreigners by use of language as a gate keeper or an entry fee into the higher domains. The results of this research lead to the recommendation on language planning that leads to economic opportunity, higher economic productivity, educational development, enrichment in the sense of creativity innovation, cognitive flexibility, and more effective social integration, while restoring citizens’ sense of self-worth and their experience of emotional and social security, and also promoting social integrity and nation-building. Good language planning should be a crucial aspect of development planning. This research contributes to the field of Development Studies in that it analyses the conflicting issues within language and xenophobia in South Africa, while using the complexity theory to restore a modernised society with modern values that are not xenophobic but open to the global society. It also contributes to the politics of culture by keeping a balance between the endogenous culture versus the exogenous culture; a localised culture versus a globalised culture.
