- Description: The following study takes a look at the tension between market and community, and investigates the Eastern Cape as a case study. The main objective of the study was to determine what phenomenon is causing the rapid expansion of the community newspaper market. After a brief introduction the first section of chapter one goes about explaining South African newspapers. This was an important process because it helps the reader to understand the South African market. This market had a unique development, the study examines this, and goes on to show the three different spheres of the South African press and takes a look at the major publishers. Section two places the South African media market in context by looking at where newspapers fit into capitalist free market society. This section first develops the notion of democracy and its close relationship to capitalism. This is followed by a look at newspapers as commercial products, and also takes a look at a section of the South African population that is relatively easy for advertisers and marketers to target. This section finally offers a solution to combat the above inadequacies in society. Section three looks at the all important rise of more recent forms of media and the effects they have had on the press. This section first looks at how newspapers have been able to adapt and survive and secondly looks to their future survival in what is becoming a digital age. Chapter two begins by developing the notion of community. It establishes that while the world was heading in the direction of a global community, there has now been a recent trend for people to revert back to local community life in order to combat the inequalities of the global community. The second section of chapter two goes on to give an in-depth description of what community newspapers entail. Chapter three forms the first section of the second half of the study. It deals with Johnnic Communications (Johncom) and takes a look at the company by looking at their history and structures as well as results. It goes on to determine Johncom’s role in the South African media market, which includes publishing interests, BEE credentials, strategic positioning and the establishing of Johncom Community Newspapers (JCN). The final chapter looks at JCN and community newspapers in the Eastern Cape. The first section of this chapter looks at how JCN developed their titles as well as the success these titles have brought. The second section takes an overview look at all the titles in an attempt to find a common denominator that can be attributed to their success. This common denominator is determined to be disposable income. The third section looks at what makes disposable income one of the key factors in the success of community newspapers and uses the appendix interview to support its findings. The final section of this chapter and the entire study looks towards the future. It is a speculation into the future of both community newspapers and Johncom’s projected community newspaper expansion. It looks at other markets in South Africa, but once these become saturated it is expected that a massive African expansion will follow.

The women's health initiative study: impact on the prescribing of hormone replacement therapy in a defined South African population

- Description: Context: The Women’s Health Initiative (WHI) study, published in July 2002, had a significant impact on the prescribing of hormone replacement therapy (HRT). The controversy surrounding the findings, however, has led to much uncertainty regarding the prescription of HRT. Aims and Objectives: The aim of this study is to determine both the initial and the continued impact of the WHI study on the prescribing of HRT in a defined South African population and to determine whether HRT was appropriately individualised based on recommendations published subsequent to the WHI study. Setting: Claims data from a Managed Healthcare Organisation (MHO) that administers for a number of medical aid schemes in South Africa. Method: A retrospective drug utilisation review (DUR) was conducted to identify HRT-related prescribing patterns in the defined populations. The time-frame of the dataset included January 2002, to assess prescribing patterns prior to the publication of the WHI study, January 2003 to determine the initial impact of the WHI study, and January 2005 to assess the continued impact. An extensive, additional dataset of all the HRT users in the defined populations was utilised to conduct a sub-group analysis and determine whether HRT had been appropriately individualised. Key Findings: The percentage of patients in the dataset using HRT decreased from 30.05 percent in January 2002 to 28.30 percent in January 2003 and to 23.24 percent in January 2005, with the latter decrease reaching statistical significance. Although sex hormones and modulators (G03) of the genital system were the most frequently prescribed drug class in all three years of the study period, the prescribing frequency decreased significantly from 10.40 percent in January 2002 to 9.32 percent in January 2003 and 7.44 percent in January 2005. The most noteworthy change in the prescribing of HRT was a 3.95 percent decrease in the prescribing of conjugated equine estrogen (CEE), with a corresponding 2.53 percent increase in the prescribing of estradiol between January 2002 and January 2003. However, less pronounced changes were observed in the prescribing frequencies of other types of HRT, including medroxyprogesterone and estrogen (the HRT type investigated in the estrogen plus progestin phase of the WHI study). Patients initiating HRT post-WHI publication were generally found to be in the younger menopausal age categories (40 to 49 years). These patients were more likely to have been initiated on HRT types other than those investigated in the WHI study and were at a higher risk for disease states for which HRT use is beneficial, such as osteoporosis. Patients discontinuing HRT post-WHI publication were generally found to be in the older menopausal age categories (60 to 69 years), were more likely to have been combined HRT users (although not necessarily the type investigated in the WHI study) and were at a higher risk for disease states for which HRT use is considered harmful or has an uncertain effect, such as diseases affecting the cardiovascular system. Conclusion: It can be concluded that the WHI study did have an impact on the prescribing of HRT in the defined South African population of this study, but that the impact was considerably less than the impact reported in global studies. It was also determined that HRT was appropriately individualised according to recommendations made subsequent to publication of the WHI study.

The adequate and effective governance of this asset is an essential function and is the direct responsibility of the board and senior management. The board and senior management have a responsibility to maintain the financial and material health of their enterprise and this includes setting the proper direction and governance of the information asset. Many organisations have, over the past few years, suffered severe losses and failures due to the inadequate governance and protection of this valuable asset. The reasons for the lack of corporate information governance need to be examined. The board and senior management need to direct and control their organisations effectively, with the appropriate delegation of responsibilities, to reduce the possibility of suffering similar losses and/or failures. The contribution made by this study is illustrated in the designing of a framework and activity plans to facilitate the board in practically implementing an improved corporate information governance process.

- Description: This dissertation sets out to find a pragmatic solution for optimizing both resolution and rendering issues in the context of contemporary environmental design computer modelling. In this regard the following issues are addressed: Firstly, determining (with reference to a limited selection of existing 3DS Max software and plugins (i.e. VRay and Mental-Ray), which specific piece of software produces the best compromise as far as visual accuracy is concerned whilst still offering the designer the best scope for further design manipulation. Secondly, establishing design techniques which can increase the speed of model making as well as reduce rendering time without having an adverse effect on issues such as resolution and image quality. Lastly, ascertaining the least number of surfaces for a typical geometrical shape (e.g. chair, table, ornament etc.) without losing visual veracity by manipulation of the design itself. The research strongly supports the notion that VRay is the best overall software to be employed as a base before applying any design solutions. In this latter regard a number of solutions became evident as a means to both save memory and cut down on rendering time, including such factors as using spotlight rather than an omni light when rendering, because omni light calculations include the generation of needless shadows. The beneficial effect of employing ‘target direct’ light and reducing the area of light in order to decrease the calculation of shadow. Eliminating objects which do not need shadows from the lighting calculation and shutting off the reverberation and refraction factors before rendering. It was also confirmed that a black and white mipmap is better than a colour mipmap as far as saving on the system’s memory.

Towards theorizing human resource development in South Africa: a critical analysis and the development of a tool to facilitate improved understanding and practice

- Description: The primary objective of this study is to generate pathways to understanding Human Resources Development (HRD) by developing a tool which enables and enhances a shared and common understanding of HRD in South Africa (SA). To achieve this objective, this research explores the nature and importance of HRD and articulates and aggregates these thoughts and practices into a tool which facilitates an understanding of HRD with the overarching aim of improving HRD thoughts and practices in South Africa. While there is substantial international and local literature on HRD, the existing body of research on the nature and importance of HRD in South Africa is skeletal. National HRD concepts and practices are fragmented, and are as diverse as the number of stakeholders and partners that it serves. In addition, theory-building in HRD is disconnected and removed from practice. In order to address this problem, a qualitative, interpretive, theory-building social constructionist research strategy was embarked upon. The research strategy was executed in an iterative, cyclical manner, using theoretical sampling and content analysis rigorously executed within a coding paradigm informed by open, axial and selective coding techniques with local and international literature and informal reviews as the units of analysis. Qualitative and quantitative findings of the South African Qualifications Authority ground-breaking, world-first longitudinal study was analyzed and used to find relevance and corroborate the international literature available on HRD. Informal reviews were conducted with 7 human resources (HR) practitioners and 54 internationally-based HR colleagues of the researcher in order to ensure as appropriate a degree of integration between theory and practice as was possible. This process culminated in the most significant contribution of this research, which is a tool consisting of six pathways, that facilitates an understanding of the nature and importance of HRD in South Africa. The development of the tool enabled the articulation and aggregation of a thorough and coherent description, explanation and representation of HRD. The research highlights the need for HRD scholars and practitioners to channel their energies and effort on all the catalytic aspects of organizational life, namely uniqueness, social complexity, knowledge, and path dependency, by acquiring critical insight into the profound value of HRD which will allow the realization and sustainability of competitive advantage in a rich and dynamic global economy.

- Description: Universities in South Africa are currently undergoing mergers. Intended for commercial gain, mergers rarely accommodate the psychological milieu of staff. Similarly, the majority of studies conducted with respect to university mergers adopt a quantitative approach. This study adopts a qualitative approach and locates the researcher within the epicentre of the research, using a case study, with the researcher as unit of analysis. The lack of merger studies that focus on the experiences of minority groups, including women, prompted me, as researcher, to adopt a feminist approach to conduct this study in the context of the Nelson Mandela Metropolitan University merger. A Jungian gendered view, which endorses the personal experiences of minority groups, explored the connection between organisational change and concomitant opportunities for psychic growth. The primary purpose of this study was to explore the presence of the Wild Woman archetype during a university merger. The data that made up this study were contained in my field notes, research journal and a wall montage. An analysis of the qualitative data and a comparison of Jung’s archetypal theory and Pinkola Estés’ theory of the Wild Woman archetype, enabled the researcher to find evidence of the presence of the Wild Woman archetype during the university merger. The secondary purpose of the study was to document the findings which could act as a spoor which other women could follow on their journey towards connecting with their own Wild Woman archetype. The limitations of this study, and recommendations for future research are also offered.

- Description: Thamnochortus insignis (Albertinia thatching reed) is a restio specie which is endemic in the narrow (20 km wide) coastal dune veld, from the Gouritz River in the east to the Breede River in the west (120 km). The area within this belt, where this reed is the dominant restio, covers 65 500 hectares. The culms of the reed is harvested as a natural product from the veld and used as thatch on roofs of houses. The traditional use has been as roofing material in Cape Dutch architecture. At this time, thatch roofs are regarded as a luxury commodity and are used in prestigious residential areas and also eco-friendly housing developments. The first section of the research project was based on a Delphi technique questionnaire completed first by 37 and secondly by 10 stakeholders in the industry. This group of growers, contract harvesters, crop agents and thatchers represented 80 percent percent of the estimated 2005 harvest and 87 percent of the estimated farm gate crop value. The thatching reed industry is the main agricultural enterprise situated in the coastal dune veld of the Southern Cape, i.e. 55 percent of total Gross Product Value generated by the survey respondents. The second section is based on an analysis of experimental harvest plots (50 m2), selected at random (4 replications per site) in the 2 x 3 different production systems, i.e. traditional harvest from natural veld, harvest from veld which had been subjected to mechanical injury ("sleep") and harvest from established orchard-type lands. Harvest data was collected at each site in terms of the following components, i.e. number of harvestable tussocks, circumference of tussocks and number of reed bundles (minimum circumference 210 mm, minimum length 1,2 m). The gross income per site was calculated on the basis of R1,80 per bundle (2006-price level). Economic analysis (Gross Margin above selected costs) indicates that plant density (reed tussocks/ha) is a critical factor, in order to offset the establishment cost of R2 100/ha in established lands, which is not incurred in the other two production systems. Economic returns from the first planted lands (2 100 and 2 900 plants/ha) averaged R7 666/ha against R8 781/ha for the mechanical-injury plants. However, at a density of 5 000 plants/ha, the projected Gross Margin increases to R15 765/ha. The use of mechanicalinjury and natural vegetation production systems both interfere with biodiversity and raise major concerns with regard to sustainability of the sensitive coastal dune fynbos. ANOVA-analysis of the data indicates a highly significant difference (p = 0,01) for all sites and production systems. Statistical analysis of averages indicates that mechanical injury treatment results in a significant increase in the number of tussocks, when compared to established and natural veld, respectively. The variance in the circumference of tussocks was greatest in natural veld (55 to 71 percent) and mechanical injury (54 to 61 percent). Tussocks harvested from established plantings reflected the least level of variance (28 to 38 percent). The larger reed tussocks in the established lands produced more bundles of marketable reed (8 200/ha) than the mechanical-injury (7 625/ha) and natural veld (3 450/ha) respectively. Establishment of T. insignis plantlets in an "orchard" system at spacings of 2 m x 1 m on previous winter cereal lands or old pastures, is shown to meet all the requirements within a sustainable production system, i.e. viability, productivity, environmental-friendly, risk management and social acceptance. Furthermore, the quality of the yield was in line with the proposed grading standard for thatching reed, i.e. minimum circumference 210 mm, minimum length 1,2 m and less than 6,5 percent grey culm content.

White women writing white : a study of identity and representation in (post-)apartheid literatures of South Africa

- Description: This thesis examines aspects of identity and representation using contemporary theories and definitions emerging out of a growing body of work known as whiteness studies. The condition of whiteness as it continues to inform identity politics in post-apartheid South Africa is explored in an analysis of selected texts written by white women, to demonstrate the ways in which whiteness continues to suggest normativity. In reading a representative selection of literatures produced in contemporary South Africa by white women writers, this study aims to illustrate the ambivalence apparent in the interstitial manifestations of emergent reconciliatory gestures that are at odds with residual traces of superiority. A sampling of disparate texts is examined to explore the representations of race and belonging in post-apartheid South Africa in the light of contemporary theories of whiteness which posit it as a powerful and invisible identification. The analysis attempts to plot a continuum from writers who are least, through to those who are most, aware of whiteness as a cultural construct and of their own positionality in relation to the discursive dynamics that inform South African racial politics. A contextualising overview of the terrain of whiteness studies is provided in Chapter One, marking the ideological and theoretical affiliations of this project, and foregrounding the construction of whiteness as an imagined identity in contemporary cultural criticism. It also provides a justification for the selection of the textual material under scrutiny. Chapter Two explores a genre that has been identified as a growing trend in South African fiction: the production of pulp fiction written by white middle-class women. Two such texts are the focus of this chapter, namely, Pamela Jooste’s People like Ourselves (2004) and Susan Mann’s One Tongue Singing (2005), and the complicities and clichés that are characteristic of popular literature are examined. Antjie Krog’s A Change of Tongue (2003) is the focus of Chapter Three. It is examined as a book offering the writer’s personal response to the difficulties of transformation within the first decade of South African democracy. Krog confronts her own defensiveness, her sense of normalcy, and her sense of alienation in relation to multiple encounters with different people. Chapter Four focuses on the journalism of Marianne Thamm. Her role as columnist for the popular women’s magazine, Fairlady is explored, particularly in relation to the inclusion of a contending voice writing against the general tenets of Fairlady. Thamm’s critique of the mores governing bourgeois white womanhood is read in relation to her role as officially sanctioned Court Jester. Her Fairlady columns have been collected in Mental Floss (2002) but the analysis includes selected columns from 2003 to 2005. This study attempts to develop formal work methods and procedures for plague surveillance and control by environmental health practitioners as a strategy to ensure that field data can be integrated within the municipal, provincial and national spheres of government. A qualitative, explorative, descriptive, inductive and deductive research design was followed. A documentary research approach was employed as the primary method of data collection. To obtain additional information, both semi-structured personal interviews and physical observations during plague surveillance were adopted by the researcher. The organisational structure of the health care system in South Africa was analysed to identify and explain the role and functions of relevant decision-makers related to the surveillance and control of plague within the different spheres of government. Legislative measures regarding plague surveillance and control were also presented. As a prerequisite for the development of work methods and procedures for plague surveillance and control, the epidemiology of plague was discussed with emphasis on the distribution and characteristics of the disease in South Africa. Important rodent reservoirs and flea vectors of plague in South Africa were identified. Clinical manifestations, diagnosis and treatment of plague were described and discussed. Within this qualitative study an attempt has been made to develop work methods (xiii) and procedures for plague surveillance and control in South Africa. Relevant field data forms to be used during plague surveillance and control strategies were also developed. Recommendations emanating from the study can be found in the final chapter.

A commercial process development for plant food formulation using polyprotic acids from natural extracts as chelating agents

- Description: The citrus industry is one of South Africa's largest agricultural sectors in terms of export earnings with lemon fruits and juice as a trendsetter due to their high grade quality. According to growers, the Eastern Cape Province of South Africa alone produces an excess of about 10-14,000 tons of lemon juice which is presently of no economic value due to the sour taste and “bitterness”. As a result of this excess and in order to make use of the polyprotic acids naturally occurring in the lemon juice, four fertilizer nutrient mixtures are formulated, using lemon juice as base. From a conceptual scientific approach, characterization (physico-chemical and functional properties determinations) of Eureka Lemon fruit juices were undertaken, followed by smaller scale batch formulation experiments. On the basis that these lemon juice-based fertilizer mixtures are prepared following standard liquid fertilizer formulation guidelines, a field test was conducted to evaluate their potential effectiveness to influence plant growth. A growth chamber testing on tomato plants revealed high growth response (> 99.9 % certainty) potential in two of the semi-organic mixtures formulated while the organic mixture showed a relatively good growth rate as compared to the control (pure tap water). According to statistical analysis (ANOVA) comparison, two of the semi-organic mixtures performed considerably better than the two commercial samples evaluated. Potential benefits profoundly associated with these nutrient mixtures as compared to similar liquid fertilizer products on the market is that most nutrients are chelated and dissolved in solution. Also, the mixtures contain all necessary nutrients including plant growth substances required for healthier plant growth. The most important socioeconomic impact is the value addition to the technology chain in the citrus industry. The use of fluid fertilizers in significant quantities is less than twenty years old. Nevertheless, growth has been so rapid that in South Africa demand for mixed liquid fertilizer has greatly increased from 90 000 tons NPK & blended micronutrients in 1955 to more than 600 000 per annum tons today (Report 41/2003, Department of Minerals and Energy). The liquid fertilizers market is sparsely specialized with major competitors like Omnia, Kynoch and Foskor supplying more than 50 % of the market demand. Amongst the nutrient mixtures formulated, mixture one is an NPK (1-1-2) based nutrient mixture containing both secondary nutrients (0.5 % Mg & 1.0 % Ca) and seven micronutrients (0.1 % Fe, 0.05 % Cu, 0.05 % Zn, 0.05 % Mn, 0.02 % B, 0.0005 % Mo and 0.0005 % Co). The composition of this mixture offers the formula a potential to be used as a general purpose (all stages of plant growth) fertilization mixture in view of its balanced composition (containing all essential plant nutrients). Mixture two contains essentially the micronutrients and in higher concentrations (0.3 % Fe, 0.3 % Cu, 0.1 % Zn, 0.2 % Mn, 0.02 % B, 0.0005 % Mo and 0.0005 % Co) as compared to mixture one except for boron, molybdenum and cobalt. The concentration of the micronutrients contained in this mixture is adequately high which offers a potential for it to be used in supplementing nutrition in plants with critical micronutrient-deficient symptoms. Mixture three is very similar to mixture two (1.0 % Fe, 0.05 % Cu, 0.05 % Zn, 0.05 Mn, 0.05 % B, 0.0005 % Mo and 0.0005 % Co) except that the concentrations of all seven micronutrients are considerably less than those of contained in mixture two. However, the concentration of iron in this mixture is as high as 1.0 %. The mixture has a potential to be used in high iron-deficient situations. Mixture four is an organic formula with relatively low nutrient concentrations (NPK-0.02-0.02-1, 0.27 % Mg, 0.02 % Ca, 0.008 % Fe, 0.26 % Cu, 0.012 % Zn, 0.009 % Mn). Nevertheless, this mixture is appealing for organically grown crops where the use of chemicals is prohibited by standards. These lemon juice-based nutrient mixtures were further characterized and tested for stability and storability over a period of eight weeks. This study revealed no major change in the physical quality (colour, pH and “salt out” effect). The basic formulation methodology is a two-step procedure that involves filtration of the lemon juice to remove membranous materials, mixing at ambient temperature and stabilization of the nutrient mixtures. However, for the organic nutrient formula mix, filtration follows after extraction of nutrients from plant materials using the lemon juice.

- Description: Recently, organisations have been faced with challenges like never before. Increasing competition from businesses across the world has meant that businesses must be more careful about the choice of strategies to remain competitive. This situation has placed more focus on organizational effectiveness in that systems and processes be applied in the right way to the right things to achieve results. All of the organisational processes must continue to be aligned to achieve the overall results desired by the organisation for it to survive and thrive. Performance management is an ongoing process that should reflect the current and emerging business challenges, as well as the company’s values about performance and careers. As the business and workforce change, the performance management process should be modified to ensure that the process and tools remain congruent with organisational values and priorities. The objective of this study was to identify the influence of the current performance management system, in the Finance department at General Motors South Africa, as a facilitation tool in aiding or assisting management in achieving individual and departmental goals. To achieve this objective a comprehensive literature study was performed to determine the views on performance, and on performance management systems. A questionnaire was designed based on the guidelines in the literature study, in order to establish the extent to which the organisation manages performance. The researcher used the random sampling method of selection and distributed the questionnaire to eighty one potential respondents via mail and electronic e-mail. Forty one completed questionnaires were returned and these were processed and -iiianalysed using Microsoft Office Excel 2003, running on the Windows XP suite of computer packages. The respondent’s opinion obtained from the questionnaires were compared with the guidelines provided by the literature study in order to identify shortcomings of the influence that the performance management system has on the achievement of individual and departmental goals at the selected organisation. It can be concluded from the respondent’s opinions that the greatest shortcomings of the current performance management system are the link between performance and reward, and commitment to the process in its totality. The other areas of concern are the lack of training and development, and the necessary resources required to achieve objectives. The study also indicates there is no overwhelming agreement that feedback, both positive and negative, takes place as the literature suggests. The following were the main recommendations and conclusions made: • Firstly, it is imperative that management undergoes training in the feedback and review process which is a critical element in the performance management cycle. • Secondly, to realise the benefit of increased employee effectiveness, management should undergo training to become more effective career coaches to promote a climate of continuous learning and professional growth. • Thirdly, the reward system should be reviewed, if management is committed to using pay as an incentive for desired levels and directions of performance. • Fourthly, management can set an example and build commitment for effective performance management and be leaders at all levels.

- Description: The outsourcing market for information technology services has been transformed over the last few years. Outsourcing, once inspired primarily by cost reductions, now forms part of overall company strategies in order to improve focus. Intent: The purpose of this research project is to conduct a critical analysis of the outsourcing of information technology infrastructure. In particular, this paper will focus on the process followed and on adherence to good corporate governance and business ethics. This dissertation addresses (i) the strategic reasons for outsourcing, (ii) reasons for not outsourcing, (iii) the different types of models available, (iv) the outsourcing process to follow, and (v) the risks associated with outsourcing. These five aspects were all empirically tested in Trans Hex. Findings: The main findings were that (i) no recognized formal process had been followed; (ii) the risk profile of the outsourcing company changed and (iii) a post-outsourcing review is required to determine whether the process is working as planned and to identify opportunities for improvement. - Description: The objective of this study is to investigate the reasons for international assignments ending in failure, using the current models of expatriates’ premature withdrawal decisions, so as develop solutions to those problems. Studies of expatriate failure and effects of expatriate satisfaction on organisational performance have been conducted but most of them in the overseas countries. These studies revealed that the practice of employing expatriates is a strategic move on the part of the multinational corporation to increase the international experience and knowledge base of present and future managers. Even though studies on strategies that companies can use have been done extensively, research still shows that a large number of overseas assignments end in failure. Failure being described as the premature return to the home country, not being able to adjust in the host company or country and immediately living the company upon return from the assignment. It is for this reason that in the researcher decided to investigate what could be the reasons that cause the expatriates to return home early. The research will be of importance to South Africa firstly, as organisations that are operating globally will copy the business systems and processes practiced in developed countries, and later bring knowledge, skills and expertise that will help in boosting the economy of the country. Secondly, the organisation's Human Resource Management will develop practices to ensure the successful and effective retention of expertise. Expatriate failure will be reduced and the process of repatriating expatriates will be meaningful. Individuals assigned will not find it difficult to adjust in the parent company, and later take the skills they have learnt to another company. Thirdly, managers generally will understand the challenges that accompany expatriation, and be able to meet those challenges. The research becomes an investigative research as one tries to establish if there is concurrence or deviation with the current models. A sample is drawn from a list of international companies that have operations overseas. The researcher has tried to get responses from companies in all provinces of South Africa so that the sample can be fully representative. The questionnaire is used as it is a common instrument for observing data beyond the physical reach of the researcher. The questions were selected to address each of the factors affecting decisions to withdraw from the country of assignment. Responses from the expatriates have helped to develop a new model that encompasses all the factors that cause the expatriates to leave the assignment early as well to develop solutions to the problems. This will not only help the multinational corporations to save on costs, but will also ensure that the company and the expatriate benefit from international assignment.

- Description: Information Security is becoming a part of the core business processes in every organization. Companies are faced with contradictory requirements to ensure open systems and accessible information while maintaining high protection standards. In addition, the contemporary management of Information Security requires a variety of approaches in different areas, ranging from technological to organizational issues and legislation. These approaches are often isolated while Security Management requires an integrated approach. Information Technology promises many benefits to healthcare organizations. It helps to make accurate information more readily available to healthcare providers and workers, researchers and patients and advanced computing and communication technology can improve the quality and lower the costs of healthcare. However, the prospect of storing health information in an electronic form raises concerns about patient privacy and security. Healthcare organizations are required to establish formal Information Security program, for example through the adoption of the ISO 17799 standard, to ensure an appropriate and consistent level of information security for computer-based patient records, both within individual healthcare organizations and throughout the entire healthcare delivery system. However, proper Information Security Management practices, alone, do not necessarily ensure regulatory compliance. South African healthcare organizations must comply with the South African National Health Act (SANHA) and the Electronic Communication Transaction Act (ECTA). It is necessary to consider compliance with the Health Insurance Portability and Accountability Act (HIPAA) to meet healthcare international industry standards. The main purpose of this project is to propose a compliance strategy, which ensures full compliance with regulatory requirements and at the same time assures customers that international industry standards are being used. This is preceded by a comparative analysis of the requirements posed by the ISO 17799 standard and the HIPAA, SANHA and ECTA regulations.

A model for the efficient strategic management of the port of Ngqura

- Description: Ports are the backbone of the economy of countries endowed with shorelines and they spearhead foreign trade through the importation and exportation of goods to and from their domestic markets. The newly constructed Port of Ngqura will be the outlet for exports of semi-finished and finished goods produced in the Coega IDZ and will also receive raw material to be processed. Its position at the center of the world’s main trade routes, equidistant from American, European and the Pacific Rim regions makes the Coega IDZ the ideal location for any manufacturer adding value to raw materials, components and producing goods bound for the world markets. Traditionally the ports have been developed and operated by the government enterprises. Recently all these are changing in many countries all over the world, with more private participation in the development and operations of the ports. This evolution has entrusted Port Authorities in taking control over port planning, broad regulation of shipping and port operations, applying conventions, laws and rules. South Africa is no exception to these winds of change, hence the adoption of the new port bill in managing all ports in the country. The Port of Ngqura will then serve as a benchmark for all other ports, with a new management structure which will help the port to be efficient. The study addresses the model for the efficient strategic management of the Port of Ngqura. The model looks into placing the Port of Ngqura ahead of its competitors through efficiency in port management and operations. Efficient ports are catalysts, facilitators and attractors of international sea borne trade. Competitive efficiency is achieved by employing the best suited port equipments, facilities and technology to cater for customer’s needs and requirements. A successful port must be able to constantly adopt new roles in order to cope with the ever changing market environment.

- Description: The analysis of jobs and roles is one of the most important techniques in personnel management. It provides the information required to produce job descriptions and person- and learning / training specifications. It is of fundamental importance in organisation and job design, recruitment and selection, performance management, training management development, career management, job evaluation and the design of pay structures. These constitute most of the key processes of personnel management. In terms of the Local Government: Municipal System Act, a municipal manager, within a policy framework determined by the municipal council and subject to any applicable legislation, must - • approve a staff establishment for the municipality ; • provide a job description for each post on the staff establishment ; • attach to those posts the remuneration and other conditions of service, as may be determined in accordance with any applicable labour legislation ; and • establish a process or mechanism to regularly evaluate the staff establishment and, if necessary, review the staff establishment and the remuneration and conditions of service. The overall purpose of the research was to develop a model for the implementation of the Tuned Assessment of Skills and Knowledge (T.A.S.K.) job evaluation system at municipalities, in the Eden/Overberg/Central Karoo region. The research methodology comprised of the following steps: • a literature study on job evaluation and a discussion of the different job evaluation systems with special reference to the T.A.S.K. job evaluation system ; • the development of a model for the implementation of the T.A.S.K. job evaluation system in the Eden/Overberg/Central Karoo region ; and • the empirical data required to achieve the research objective which was obtained by means of postal and electronic questionnaires to employees of the various municipalities in the geographical area that will be covered by this research. The following recommendations are made regarding the data obtained from this study: Firstly, briefing sessions at municipalities must include employees of all levels and the following methods must also be added to the process - • Insert articles in the in-house newsletter ; and • Attach a memorandum to employees’ pay advice, informing them about the T.A.S.K. job evaluation system and later on about the progress of the process. Secondly, all disputes regarding placement must be resolved before employees are allowed to draw up their relevant job descriptions.

- Description: In 1981, a number of reports of death from immune system failure began to cause alarm in medical circles. The Human Immunodeficiency Virus (HIV) was identified as the cause of a condition known as Acquired Immune Deficiency Syndrome (AIDS). To date, there is no cure for AIDS, and as a result it is perceived as the deadliest medical condition of the century. While intensive research remains focused on development of a vaccine, there has been a strong move toward a more preventative approach that is holistic in nature, and encompasses behavioural and social components as being of equal importance. Going hand in hand with HIV/AIDS are Sexually Transmitted Infections (STIs). STIs are increasing around the world and in South Africa at a remarkable rate. Like HIV/AIDS, STIs are also transmitted during sex, more specifically through body contact during sex. Research has identified adolescents as a group that is particularly vulnerable to HIV and STI infection. Life-skills programmes use experiential learning to engage learners and are particularly popular because they empower individuals to make responsible, well thought out decisions based on well developed values and beliefs. There are however, various variables and agents that impact upon the success of HIV/AIDS and STI education. It is therefore suitable to adopt a biopsychosocial approach to underlie a HIV/AIDS and STI life-skills programme. Health models, such as the AIDS Risk Reduction Model, based on this approach should take into consideration important psychological variables to cope with changes in behaviour, as well as prepatory behaviours inclined towards preventing risky behaviour. The Ubuntu Education Fund is a non-government, international organisation that offered a life skills programme in HIV/AIDS, STIs, Rape and Child Abuse to learners in Grades 6 - 9. This study focused on HIV/AIDS and STIs. The sample size was 260 learners from the Nelson Mandela Metropolitan Region. A quasiexperimental one group pre-and post-test design was used to determine if there was a difference between the knowledge of these learners pre- and post- the life skills programme. The results of the study indicate that there was a small increase in knowledge after the life-skills programme intervention. In some schools there was even a decrease in knowledge. This study suggests that the life-skills programme was flawed and that it needs to be reviewed. The implications of these findings are discussed with suggestions for future interventions.
