- Description: 1.1 MAIN PROBLEM A major concern in South African schools, especially in the disadvantaged areas, is the absence of effective leadership. Problems such as a lack of planning, an absence of vision, unfair resource allocation and feelings of uncertainty indicate a lack of meaningful leadership within the schools (Sterling and Davidoff, 2000:5). South Africa currently lacks a coherently explicit policy for the in-service training of school leaders. Until recently there has been no literature specifically addressing the problems school leaders face in black schools, no black professional organization for black school leaders, few opportunities for the discussion of ideas between departments, and few opportunities for training both before and after taking up a leadership position (Taylor and Tsukudu, 1995:111). The types of skills needed by School Management Teams(SMTs) for the effective management of schools depend on factors such as the needs of individual senior management members, the schools, the education system, the existing expertise of SMT members and their previous training. The purpose of skill development is to help develop and improve both the individual and the team performance of leaders responsible for managing schools in order to improve the functioning of schools(Mashinini and Smith,1995:133-135). In a growing number of developed and developing countries, a need for the more effective management of schools is becoming more important. Good management is regarded as essential if resources, both human and material, are to be used to maximum benefit so that schools make a valuable contribution to the economic and social well-being of societies (Taylor and Tsukulu, 1995:108). According to Sterling and Davidoff (2000:3), South African education is in a process of reconstruction and change. For those involved in education, the context feels unstable and at the point of delivery, the school, pressure is experienced. In addition to these problems, the socio-economic conditions result in many learners expecting not to be employed after completing their studies. This contributes to a feeling of despondence and demotivation amongst learners, which is often expressed in absenteeism, and a lack of commitment to their own education. Since 1996, reports by people in educational authority have confirmed a need for proper management training for managers in the South African educational system. In the past managers have been appointed to managerial positions such as head of department (HOD), deputy principal and principal without proper prior training. They have had to learn through trial and error and have made mistakes in the process. This situation is considered as neither inductive nor productive to a culture of teaching and learning (Deventer and Kruger, 2003:62). A study conducted by Steyn (1998:131-137) concluded that in the new South African dispensation, principals need to work closely with their first line managers in order to perform their 2 functions effectively. Steyn is of the opinion that a participative orientation in schools will be more effective than a centralized hierarchical orientation. The picture described above concerning the South African system and problems currently faced by teachers depicts a difficult environment which will not change overnight and one which requires effective intervention measures. This leads to the following problem, which will be addressed by this research. What management development skills do SMTs need to enhance their ability to manage schools effectively?.

- Description: This study focuses on the effective implementation of C2005 by the Grade 7 teachers in the Motherwell area. For teachers to meet the demands of the new curriculum, in-service training is needed to develop them to be competent in all the aspects required for the use of the OBE approach. The main research question is: How have Grade 7 teachers in Motherwell implemented C2005 in their classrooms? Questionnaires and interviews were used as tools to collect the data. The data was collected from five selected primary schools in the Motherwell area. The teachers’ responses obtained from questionnaires and interviews were analyzed both statistically (using tables) and descriptively (telling teachers’ stories). Responses determined the competence of teachers in four areas, namely, teaching methods, content, classroom organization and assessment of learners. An account of inservice training courses attended by teachers is provided. These courses revealed the problems encountered by teachers during the implementation process and the subsequent assisstance they received. The data provided in this study is in line with the research done by the Review Committee (Chisholm, 2000) in the Eastern Cape. Recommendations of the Review Committee gave rise to the establishment of the Revised National Curriculum Statement (RNCS). The responses from this study confirmed the need for retraining of teachers to develop their competences. This study urges the Department of Education to focus on establishing methods of training that will develop teachers in their teaching experience. The SMTs should also be able to assist teachers with the problems they encounter in their schools. Teachers should be able to take responsibility for their learners’ competence and take ownership of changes in their schools. The financial assistance of the National Research Foundation towards this research is hereby acknowledged. - Description: The objective of this study was to evaluate the current recruitment and selection policy of the Department of Water Affairs and Forestry (DWAF) and to determine whether the recruitment and selection practices comply therewith. To establish whether the policy enhances DWAF’s objective to improve its service delivery, a content analysis of the recruitment and selection policy was executed. To determine whether the recruitment and selection practices comply with the written and accepted policy a questionnaire was designed based on the provisions of the policy and best practices. The questionnaire was personally delivered to 50 potential respondents, of which 35 completed it. The completed questionnaires were processed and analysed using Microsoft Excel 2000. The policy was found to be well researched, comprehensive and efficient to DWAF’s missions and objectives. It however showed signs that indicate the danger of being applied inconsistently. Clarity in terms of procedural sequence and conditions for use eluded some policy provisions, making it acceptable to assume and base decisions on the users discretion. Trained human resource managers guide recruitment and selection practices. The study concluded that the policy was being implemented: the recruitment and selection practices within DWAF complied with its accepted policy. There are standardisation on advertising as recruitment method, and interviewing as selection method. The recruitment and selection activities that are not mentioned within the recruitment and selection policy are done at the line manager and human resource manager’s discretion - this is found to be inconsistent and potentially dangerous to the process. DWAF employs recruitment and selection as tool to enhance performance management and effective service delivery. Recommendations are made to assist DWAF in its quest to achieve maximum return on investment from its human capital.

- Description: The aim of this study was an exploration of the relationship between the use of an Integrated Learning System (ILS), entitled Master Maths, as a supplement to traditional mathematics instruction, and mathematics achievement as measured by the Paper 2 marks of the National Mathematics Examinations for standard grade learners in grade 12. The use of technology in education has increased over the past decade. One way of integrating technology into instructional programmes has been through the use of Integrated Learning Systems (ILSs). The review of the literature traces the history of computer-assisted instruction as conducted on ILSs. The review of recent research studies focuses on the impact of ILSs on learner achievement in mathematics internationally and in the South African context. This study used quantitative and qualitative methods to research the impact of the Master Maths programme on mathematics achievement. Twenty-six learners of the 133 standard grade learners from one high school in New Brighton, Port Elizabeth were selected for each of the experimental and control groups. The experimental group worked on the Master Maths programme for twelve sessions of three hours each. The results of the quantitative analysis show that the intervention did not make a significant difference to the experimental group. The Master Maths programme led to only a 0.56% increase in the marks of the experimental group. The qualitative analysis drew a comparison between the modules of the Master Maths programme and the relevant examination questions in terms of content covered and cognitive levels. The researcher used Bloom’s Cognitive Taxonomy to evaluate the cognitive levels. The data show that it was easier for the learners to obtain higher marks in the module tests than in the examination questions. The data indicate that the module tests were easier than the examination questions in that the cognitive levels of the module tests were lower. The data confirm that there is a gap between the acquisition and evaluation of core skills tested by the modules used in the intervention and the wider knowledge and skills tested in the examination.

The Government also offers import rebates to motor vehicle exports. The cost, prejudicial attitudes and road safety of motorcycles contribute toward the difficulties faced by the motorcycle industry, which prevent the growth of this market. This market usually requires potential customers to have a passion for motorcycles to turn them into actual customers. To overcome these difficulties an investigation was conducted to determine which promotional activities the motorcycle businesses in the NMMM area employ. This study identifies the motorcycle businesses’ promotional shortcomings and makes suggestions for improvement. Promotional activities are vital since motorcycles are at a disadvantage when compared to motor vehicles in the NMMM area. One of the best ways the motorcycle businesses can successfully compete in the transportation market is to make use of promotions to make potential customers aware and enhance their support of the motorcycle businesses. For this reason the promotional variables (advertising, direct marketing, personal selling, sales promotions and public relations) should be exploited to its fullest to enhance potential customers’ support of motorcycles. This process can also create brand loyalty and equity, which will retain customers over the long term. - Description: No matter how receptive or unreceptive an individual or a company is to the arrival of the age of technology, this phenomenon of change cannot be overlooked in the competitive global village. Companies must respond and change if they wish to survive into the next century. The results and testing of the hypotheses in chapters four and five clearly indicate that there is a need for a structured Total Quality Management (TQM) system in the East London Depot, of South African Breweries (SAB). The vision of the company states that they aim to be the “benchmark of South African industry and the brewing world”. The mission of the company states that they wish to provide their consumers with the finest quality malt beverages, brewed and marketed by world - class people in a socially responsible and innovative manner. Two of the core values of the company are: • Customer service and consumer focus • Innovation and quality (http://Beernet) Taking the afore mentioned as a guide line, it is evident that although there is a need for a structured TQM system at the East London Depot, there are key focus areas to concentrate on for the program to be successful. The main focus area will be to change the perception of the staff with regards to doing things right the first time. Customer service is very important and should be understood by all. A competent person should be tasked with the implementation of the system. This person should then manage the system and ensure that the staff training and maintenance of documented procedures are adhered to. A TQM committee must also be established in order to perform the necessary audits. As mentioned in chapter one, the aim of the depot management is to improve on it’s current national ranking. A structured TQM program will make a huge contribution towards achieving the desired result. This will result in better results and achievement of goals. With this in mind this paper aims to investigate the feasibility of establishing a T Q M system at the East London Depot of SAB.

- Description: No matter how receptive or unreceptive an individual or a company is to the arrival of the age of technology, this phenomenon of change cannot be overlooked in the competitive global village. Companies must respond and change if they wish to survive into the next century. The results and testing of the hypotheses in chapters four and five clearly indicate that there is a need for a structured Total Quality Management (TQM) system in the East London Depot, of South African Breweries (SAB). The vision of the company states that they aim to be the “benchmark of South African industry and the brewing world”. The mission of the company states that they wish to provide their consumers with the finest quality malt beverages, brewed and marketed by world - class people in a socially responsible and innovative manner. Two of the core values of the company are: • Customer service and consumer focus • Innovation and quality (http://Beernet) Taking the afore mentioned as a guide line, it is evident that although there is a need for a structured TQM system at the East London Depot, there are key focus areas to concentrate on for the program to be successful. The main focus area will be to change the perception of the staff with regards to doing things right the first time. Customer service is very important and should be understood by all. A competent person should be tasked with the implementation of the system. This person should then manage the system and ensure that the staff training and maintenance of documented procedures are adhered to. A TQM committee must also be established in order to perform the necessary audits. As mentioned in chapter one, the aim of the depot management is to improve on it’s current national ranking. A structured TQM program will make a huge contribution towards achieving the desired result. This will result in better results and achievement of goals. With this in mind this paper aims to investigate the feasibility of establishing a T Q M system at the East London Depot of SAB.

With the introduction of new technology at the site and the move towards globalization, it became imperative that Aspen remain competitive in the market. The product of interest in this research, Degoran Plus tablets, is one of the company’s leading brand sellers. Upon investigation, it became apparent that this product created opportunity for process improvement using the new technology. The manufacture of Degoran Plus entails granulation, compression and coating of the product. Most opportunity for improvement was possible in the granulation stage because of the laborious nature of the present process. Degoran Plus tablets had a history of analytical failures, especially with regard to the dissolution rate of the final product, as well as other quality related issues. The product was not considered to be a “through-runner”, which resulted in bad production output, due to continual repeats of not only analysis but also reworks in production. A strategic decision was taken to manufacture Degoran Plus using the Collette Gral granulator as the equipment offered superior mixing capability when compared to the Bear planetary granulator. It was assumed that the granulation process would result in more uniform distribution of the actives. Upon producing a better granule, a final product of superior quality would be attained. The validation protocol stipulates that three samples be taken and tested from the powder mix. Nine samples taken from granulated bulk are treated in the same manner. The validation protocol further stipulates that the first three batches manufactured utilise the new process, and tested according to the protocol. The results obtained from the analysis are evaluated statistically and a conclusion and recommendation were derived based on the evaluation.

It would also be significant to determine if the decision-making styles of foreign consumers differ from those of local ones. The influx of foreign students enrolled at South African Universities and Technikons has resulted in an increase in the number of consumers who have to make purchases connected to their daily lives within a different cultural environment. An understanding of students as consumers and their decisionmaking processes is important to marketers, particularly as students are recognised as a specialised market segment for a variety of goods and services. It would thus be significant to determine if the decision-making styles of foreign students differ from those of local students. This exploratory study investigates the decision-making styles among Chinese, Motswana and South African Caucasian students in a South African context, with a view of verifying the international applicability of the Consumer Styles Inventory (CSI) developed by Sproles and Kendall (1986). Only students with a Caucasian background were included in an attempt to avoid the influence of the different subcultures amongst South African students. It was found that Sproles and Kendall’s (1986) model did not fit the South African samples. It was furthermore found that differences exist among Motswana, Chinese and Caucasian students in consumer decision-making styles. The mean value for the “Novelty-fashion conscious” style was number one in the list of factors for Chinese and Motswana students and second for the Caucasian sample. “Price conscious” style, however, was number one for the Caucasian students.

A robot may possess intelligence, which is normally due to computer algorithms associated with its controls and sensing systems. Industrial robots are general-purpose, computer-controlled manipulators consisting of several rigid links connected in series by revolute or prismatic joints. Most of today’s industrial robots, though controlled by mini and microcomputers are basically simple positional machines. They execute a given task by playing back a prerecorded or preprogrammed sequence of motion that has been previously guided or taught by the hand-held control teach box. Moreover, these robots are equipped with little or no external sensors for obtaining the information vital to its working environment. As a result robots are used mainly for relatively simple, repetitive tasks. More research effort has been directed in sensory feedback systems, which has resulted in improving the overall performance of the manipulator system. An example of a sensory feedback system would be: a vision Charge-Coupled Device (CCD) system. Electrochemical investigation of valve regulated lead acid batteries

- Description: One of the technical advances made by the lead-acid battery industry in the field of portable power supply was the development of the valve regulated lead-acid battery (VRLA). This battery reduced the necessity for periodic servicing in terms of having to replenish the cells with distilled water. Further, this new type of battery can now be installed near sensitive electronic equipment without the danger of acid spill or dangerous fumes being emitted. In addition, longer service performance is achieved in terms of life cycle capacity, when compared to the conventional flooded type batteries. However, the new type of battery requires the manufacturing of high precision electrodes and components with low tolerances for error. In order for the manufacturers to produce such a premium product, a thorough understanding of the electrochemistry of the inner components is necessary. None of the South African lead-acid battery manufacturers are currently making VRLA batteries to supply a very competitive global market, where a large range of sizes and capabilities are available. In order to introduce the VRLA battery into such a competing market in South Africa, a niche area for its application was identified in order to establish the viability of manufacturing such a battery locally. This is done by integrating the VRLA concept into an existing battery, such as the miners cap lamp (MCL) battery. Its application is specific with well-defined performance criteria in a relatively large consumable market in the South African mining industry. The study looked at various components within a local manufacturing environment that required a better understanding and modification of the processes to build VRLA MCL batteries. This included a detailed study of the manufacturing processes of the positive electrode. The study involved the investigation of the types of grid alloys used, the type of electrode design, such as tubular or flat plate, the addition of redlead to the paste mixing process and subjecting the batteries to accelerated life cycle testing. A better understanding of the oxygen recombination cycle was also performed in order to evaluate the correct use of certain design criteria in the manufacturing process. This included the study of the pressure release valve and the type of positive electrode used. The study also looked at developing an inexpensive analytical technique to evaluate the porosity of cured and formed electrodes using a glycerol displacement method. The monitoring of the state of health (SoH) of VRLA batteries on a continuous basis is an important parameter in unique applications such as remote power supply. A device was developed to monitor the SoH of VRLA batteries on a continuous basis. The working principle of the device was tested on a MCL VRLA battery. With the development of other types of VRLA batteries for specific applications such as in stand-by power supplies, the monitoring device would then be integrated in the battery design.

- Description: One of the technical advances made by the lead-acid battery industry in the field of portable power supply was the development of the valve regulated lead-acid battery (VRLA). This battery reduced the necessity for periodic servicing in terms of having to replenish the cells with distilled water. Further, this new type of battery can now be installed near sensitive electronic equipment without the danger of acid spill or dangerous fumes being emitted. In addition, longer service performance is achieved in terms of life cycle capacity, when compared to the conventional flooded type batteries. However, the new type of battery requires the manufacturing of high precision electrodes and components with low tolerances for error. In order for the manufacturers to produce such a premium product, a thorough understanding of the electrochemistry of the inner components is necessary. None of the South African lead-acid battery manufacturers are currently making VRLA batteries to supply a very competitive global market, where a large range of sizes and capabilities are available. In order to introduce the VRLA battery into such a competing market in South Africa, a niche area for its application was identified in order to establish the viability of manufacturing such a battery locally. This is done by integrating the VRLA concept into an existing battery, such as the miners cap lamp (MCL) battery. Its application is specific with well-defined performance criteria in a relatively large consumable market in the South African mining industry. The study looked at various components within a local manufacturing environment that required a better understanding and modification of the processes to build VRLA MCL batteries. This included a detailed study of the manufacturing processes of the positive electrode. The study involved the investigation of the types of grid alloys used, the type of electrode design, such as tubular or flat plate, the addition of redlead to the paste mixing process and subjecting the batteries to accelerated life cycle testing. A better understanding of the oxygen recombination cycle was also performed in order to evaluate the correct use of certain design criteria in the manufacturing process. This included the study of the pressure release valve and the type of positive electrode used. The study also looked at developing an inexpensive analytical technique to evaluate the porosity of cured and formed electrodes using a glycerol displacement method. Three coagulant systems were investigated, namely aluminium(III) coagulation, iron(III) coagulation and binary mixtures of aluminium(III) and iron(III). Researchers have studied individual aluminium (III) sulphate and iron(III) chloride coagulation. No detailed research and modelling had, however, been carried out on the use of binary mixtures of aluminium (III) sulphate and iron (III) chloride coagulation of aqueous arsenate, nor had individual aluminium(III) sulphate and iron(III) chloride coagulation of arsenate been modelled at relatively high arsenate concentrations. The models that were generated were validated statistically and experimentally. The variables investigated in the aluminium(III) model included initial arsenate concentration, pH, polymeric flocculent concentration, aluminium(III) concentration and settling time. The variables modelled in the iron(III) coagulation were initial arsenate concentration, pH, polymeric flocculent concentration, and iron(III) to arsenic mole ratio. The modelling of the binary coagulant system included initial arsenate concentration, pH, iron (III) concentration, aluminium(III) concentration, and flocculent concentration as variables. The most efficient arsenic removal by coagulation was iron(III), followed by the binary mixture of aluminium(III) and iron(III) and the weakest coagulant was aluminium(III) sulphate. Scale-up coagulations performed on real raw water samples at a 50 litre volume showed that iron(III) was the most efficient coagulant (on a molar basis) followed closely by the binary mixture, while aluminium(III) coagulation was considerably weaker. The residual arsenic levels of the iron(III) and the binary coagulation systems met the effluent discharge criteria, but the aluminium coagulation system did not. Leaching tests showed that the iron(III) sludge was the most stable followed by the sludge of the binary mixture and the aluminium(III)-based sludge leached arsenic most readily. Settling rate studies showed that the flocs of the iron(III) coagulations settled the fastest, followed by binary mixture flocs and the aluminium flocs settled the slowest. The flocs of the binary mixture had the lowest volume, followed by the iron(III) flocs, while the aluminium(III) flocs were the most voluminous. Based on current operations of the raw water treatment plant the aluminium(III)-based coagulation is the most cost efficient. Given a relative costing of 1.00 for the aluminium(III) coagulation, the iron(III) chloride-based coagulation would be 2.67 times more expensive and the equimolar binary mixed aluminium(III)/iron(III) system would be 1.84 times the cost of aluminium(III) coagulation.

In the survey conducted, it was indicated that the franchise business practice echoed the literature reviewed. All the steps necessary to establish a franchise are important but not necessarily as equal. Potential franchisors need to take the necessary steps to establish a franchise and treat each step as an important part of the franchise process.

The market is shared by solid wood and other flat panels, such as particle board and plywood. The market in South Africa forms part of the global market. Therefore it is possible to import MDF. The demand for MDF is driven by the building industry, the Consumer Price Index (CPI) and the exchange rate. The CPI is an indication of the consumer’s willingness to purchase furniture or to invest in property with subsequent growth in the building industry. The 2002 market in SA is 500 000m3 for particle board and 110 000m3 for MDF. The imported boards during this same period were particle board 10 000m3 and 22 194m3 for MDF. The extrapolated expected imports for 2003 would be 12 362m3 and 35 045m3 for particle board and MDF respectively. According to the empirical study the market increase for particle board and MDF, for 2003, will be 18%. That means that the particle board market will increase to 590 000m3 and the MDF market to 130 000m3. The 2002 production capacity was 648 000m3 (particle board) and 155 000m3 for MDF. The Sonae factory in White River can produce either particle board or MDF and this influences the production capacities. According to various International databases the requirements for SA in 2020 will be 984 000m3 for particle board and 569 000m3 for MDF. Quick calculation show a shortfall of 414 000m3 for MDF in 2020 when compared to 2002 production capacity. First mover advantage will give the mover the major market share in SA. The demand will be there. All the above calculations have been done without taking the 2010 World Football event in SA into consideration. The question is – all the current players are almost on par to make it happen. The company with the burning desire to make it work will find the finance and will have the controlling market share.

This dissertation investigates security issues at specific stages in the data integration cycle, with special reference to problems when performing data integration in a peer-topeer environment, as in distributed data integration. In the database environment we are concerned with the database itself and the media used to connect to and from the database. In distributed data integration, the concept of the database is redefined to the source database, from which we extract data and the storage database in which the integrated data is stored. This postulates three distinct areas in which to apply security, the data source, the network medium and the data store. All of these areas encompass data integration and must be considered holistically when implementing security. Data integration is never only one server or one database; it is various geographically dispersed components working together towards a common goal. It is important then that we consider all aspects involved when attempting to provide security for data integration. This dissertation will focus on the areas of security threats and investigates a model to ensure the integrity and security of data during the entire integration process. In order to ensure effective security in a data integration environment, that security, should be present at all stages, it should provide for end-to-end protection.

Unlike business whose goal is to be profitable, the aim of non-profit organisations is to render a service to the community. Therefore, incorporating business principles into the management of the organisation is often in conflict with its aims. Furthermore, while the organisation’s donors want sound management, they want funding to be used for the recipients of the service and not for administration and salaries that help to ensure good governance. This study involved one such non-profit organisation that has been compelled to conform to management criteria as prescribed by the South African, Department of Social Development, in order to continue receiving the annual subsidies for salaries and running costs. This has meant various adjustments to the organisation’s operations including increased administration, the completion of an annual business plan and a change in emphasis to the service delivery. Through increased communication, the interviewees achieved greater consensus as to what business features were important for the effective management of the organisation. In addition, the development of a business model for a non-profit organisation was viewed as relevant, as it could assist in showing the stakeholders how the organisation operates. This would be particularly appropriate to its donors from business, who themselves use and understand such models and would see this development as a further move towards managing the organisation according to business principles.

- Description: Corruption and unethical management is a legitimate global economic concern as it can have a direct and substantial impact on the longevity and the economic success of an organisation, an industry and a country. As a result of individuals having more readily available access to information, much attention has been given to unethical behaviour and organisational ethical violations over the last decade. Recent events have indicated that business ethics is an organisational concern with mammoth implications for business. For example, Esterhuyse (1999, p. 27) reports that South Africa has lost astronomical amounts of money due to office or white-collar crime. Organisations’ attempts to become globally competitive will be hampered by the behaviour of employees who are unethical at work. Therefore, it is imperative that organisations implement measures to increase ethical awareness and behaviour in their employees. This research study deals with business ethics in the automotive cluster of the Eastern Cape Province and proposes a model that can assist an organisation in improving its ethical culture. The main question that this research study addressed was: To what extent do the strategies of human resource departments contribute to establishing and maintaining an ethical organisational culture? To answer the above question it was necessary to address the most universal characteristics of ethical organisations. To this end the role of the human resource department in attempting to develop and sustain an ethical organisational culture is discussed. Thereafter, various ethical models are outlined and evaluated. Lastly, the proposed ethical model for establishing an ethical organisational culture is presented. Based on the theoretical findings of the literature survey which outlined the characteristics of ethical organisations and the interventions required to improve the ethical functioning of an organisation, a questionnaire was developed and distributed to organisations within the automotive cluster in the Eastern Cape Province. The empirical results obtained from the survey indicated dominant consensus regarding the model (see Chapter Four). The main findings from this research are that 74.7 per cent of organisations that participated in the empirical study had implemented a code of ethics. However, the majority of these organisations had not implemented the identified critical and optional interventions (see to Chapter Four) required to operate as an ethical organisation. The study also revealed that 49.4 per cent of respondents believed that the human resource manager is responsible for organising and coordinating an ethical initiative within the organisation. Respondents in this study stated that the benefits of operating ethically are the improved financial position of the organisation (76.5 per cent), the enhanced morale of employees (95.3 per cent), positive stakeholder perception (93 per cent), better long-term strategic sustainability (94.3 per cent) and superior social responsibility (85.9 per cent).

- Description: Corruption and unethical management is a legitimate global economic concern as it can have a direct and substantial impact on the longevity and the economic success of an organisation, an industry and a country. As a result of individuals having more readily available access to information, much attention has been given to unethical behaviour and organisational ethical violations over the last decade. Recent events have indicated that business ethics is an organisational concern with mammoth implications for business. For example, Esterhuyse (1999, p. 27) reports that South Africa has lost astronomical amounts of money due to office or white-collar crime. Organisations’ attempts to become globally competitive will be hampered by the behaviour of employees who are unethical at work. Therefore, it is imperative that organisations implement measures to increase ethical awareness and behaviour in their employees. This research study deals with business ethics in the automotive cluster of the Eastern Cape Province and proposes a model that can assist an organisation in improving its ethical culture. The main question that this research study addressed was: To what extent do the strategies of human resource departments contribute to establishing and maintaining an ethical organisational culture? To answer the above question it was necessary to address the most universal characteristics of ethical organisations. To this end the role of the human resource department in attempting to develop and sustain an ethical organisational culture is discussed.
