An analysis of supply chain management procedures within the Nelson Mandela Bay Municipality

- Description: This study has analysed the Supply Chain Management (SCM) procedures in the Nelson Mandela Bay Municipality. Moreover, subsequent the research study provided a brief background on the local government SCM and the significance of the study which lies on its contribution in the improvement of SCM policies and procedures within the NMBMM. The problem that driven this study is the lack and inadequate use of SCM policies, procedures, practices, and systems in municipalities which that may lead to the misuse of public funds as well as poor service delivery. To address SCM issues in local government, SCM policy was adopted by the Cabinet of Republic of South Africa in 2003 as a way to address noted deficiencies in its public procurement processes within the SCM. This is in conjunction with the number of legislative frameworks were set to guide processes and procedures in this department. This research adopted the use of qualitative approach, for the purpose of this study it is the suitable approach due to time and resources efficiency, as it used desktop analysis and the secondary data which entails internet sources. Based on the literature review findings the study shows the application of six SCM elements, as outlined in the NMBMM SCM Policy. The recommendations of the study setting more emphasis on online tender application procedure. The effective employment of these recommendations can improve the processes and procedures in local government SCM, specifically NMBMM, and this can address the problem of lack of and inadequate use of SCM policies. A framework for supplier selection in the Nelson Mandela Bay retail industry

- Description: The success of business firms operating in the retail industry is largely dependent on the performance rendered by their supply base. Choosing the incorrect supplier could have dire consequences for the retailer’s performance, as suppliers are generally considered an extension of the retailer. Organisations base their operational expertise on the key performance objectives of cost, service, quality, speed, dependability and flexibility, which becomes the basis of their selection criteria when evaluating suppliers. The primary objective of this study was to develop a framework that guides retailers in their supplier selection process with the ultimate goal of formulating strategies to improve Nelson Mandela Bay’s (NMB’s) retail performance. In support of the primary objective, it was necessary to identify the current supplier selection criteria used in the NMB retail industry and the challenges that retailers face when selecting suppliers. The study set out to assess the effects of utilising established supplier selection criteria on retailers’ performance, as well as to identify strategies that retailers should employ to improve their performance. A quantitative research approach was utilised to collect data from a sample of 248 retailers and procurement and logistics managers. The empirical findings of the study identified flexibility, timeous delivery and reliability as the most important supplier selection criteria identified by retailers in NMB. The findings also revealed that utilising established supplier selection criteria has a significantly positive effect on retailers’ performance. Lack of collaboration between suppliers and retailers, lack of transparency between suppliers and retailers and suppliers’ limited knowledge of the criteria by which they are judged were identified as the most significant challenges facing retailers in NMB. The empirical findings also identified an increase in a retailer’s competitive advantage and revenue as the benefits of utilising supplier selection criteria to improve a retailer’s performance. The conclusions and implications of the empirical findings are provided and recommendations made. The study advances a framework to assist in guiding the retailers and procurement and logistics managers, retail researchers and policy makers when selecting suppliers. The study suggests that retailers should identify the most important supplier selection criteria, inform potential suppliers of the importance v of those criteria, select suppliers based on those criteria and utilise those criteria to evaluate the suppliers’ performance.

- Description: Nelson Mandela Bay region is one of the leading provinces that are contributing positively to the South African economy as the province is privillaged to being the home for giant multinational original equipment manufactureres (OEMs) such as Volkswagen South Africa (VWSA), Isuzu South Africa, Ford South Africa, First Auto Works (FAW), Beijing Automoive Industry Holding Company (BAIC) South Africa, Mercedes and Daimler. To support these automotive companies, logistics companies such as Transnet State Owned Company (SOC) Ltd, DHL South Africa, Mediterranean Shipping Company (MSC) need to ensure that they positively influence the smooth transition of goods. However there are challenges of cost and inefficiences currently faced by the industry. These challenges effectively affect economic growth and the sustainability of the automotive industry. Against this background, this treatise investigates and seeks to address the underlying factors contributing to the ineffectiveness and inefficiency in supply chain for the industry. By establising and understanding how the logistic companies can contribute towards the sustainanbility of the automotive industry in the Nelson Mandela Bay region by driving efficiences in the value chain. The logistics companies are major influencers in the value chain for the industry and by breaking down logistics and supply chains as enablers will be beneficial for the industry. The overall objectives are to reveal and address the automotive industry’s supply chain challenges in order to improve efficiency and effectiveness. This will ultimately contribute to reducing the cost of doing business and improve the competitiveness of the industry. Furthermore to that, the researcher looked at the internal aspects such as resource availability, current infrastracture in the region, interconnection between road, rail and sea. On the external aspects, the researcher looked at the economic stability in the region, unemployment rate, and conduction of customer surveys to analyse how the automotive industry can be helped. These conclusions indicate that the above mentioned factors are contributing to the state of supply chain solutions in the Nelson Mandela Bay region and the recommendations highlighted will make a positive impact in the automotive industry within region. The study was done using the quantitative business research methodology, with an electronic survey as the measuring instrument. The sample consisted of industry players in the automotive industry within the Nelson Mandela Bay region. Future research regarding the topic on hand which is to analyse logistics companies as contributors to efficient supply chain solution to the automotive industry within the Nelson Mandela bay could be futher extended to other geographical arears. Furthermore, the research could be used by other industries to gain advantage on how their value chains can be improved thereby positively inpacting the overall trade and investment of the country and boosting econonomic stability for the country.
