Community development and sustainable livelihoods: the Jeffrey’s Bay wind farm cattle farming co-operative, South Africa

- Description: In the South African context, co-operatives are mostly established to ease the impact of unemployment and poverty, particularly in rural communities. The Kruisfontein Cattle Farming Co-operative is no different, as it was formed by a group of farmers who were looking into converting their herd from that of a poor genetic quality, low-value breed to a superior quality breed. These farmers were all facing similar challenges prior to forming the co-operative and they hoped that through working together they would be able to overcome some of the challenges they faced and thus become a successful co-operative that can compete with established farmers. The Jeffery’s Bay Wind Farm carried a mandate from the Department of Energy, through the REIPPP, to ensure that a portion of its profits is redirected to assist communities that are within a 50km radius of the JBWF. The Kruisfontein Cattle Farming Co-operative became part of the programme and the JBWF’s project manager became the person responsible for the smooth running of the programme. However, research conducted in this field has revealed that in most cases project managers in the renewable energy sector encounter challenges when implementing community development initiatives and they may lack an in-depth understanding of what community or social development entails, as it might not necessarily be an area of expertise for them. Therefore, this study aimed to explore how the Kruisfontein Cattle Farming Co-operative has influenced the livelihoods of the beneficiaries. The theories that were adopted and deemed applicable to this study included the traditional modernisation theory, dependency theory and sustainable development. The study employed a qualitative approach and a case study research design. The study made use of primary data collected through semi-structured interviews and documents, and an interview schedule was employed to carry out the interviews. In terms of sampling, the researcher made use of convenience sampling, which is a form of non-probability sampling. All the members of the Kruisfontein Cattle Farming Co-operative, which was the entire population of the study, were interviewed, thus making the sample type a census. The study explored how the Kruisfontein Cattle Farming Co-operative has influenced the livelihoods of the beneficiaries and revealed that since the involvement of the JBWF, the co-operative has recorded several achievements such as fencing around the grazing land and cattle kraal as well as calves of a superior breed that will enable the beneficiaries to receive good prices when selling their cattle. However, the co-operative is faced with challenges associated with weak livelihood assets, as the asset pentagon illustrated that the beneficiaries have moderate access to physical, human and social capital, while their natural capital is low, and their financial capital is significantly low. An overreliance on nature-based activities as a livelihood strategy is also a challenge facing the co-operative. Lastly, notwithstanding the abovementioned challenges, it can be concluded that the Kruisfontein Cattle Farming Co-operative has had a positive influence on the livelihoods of the beneficiaries, as they indicated that they experienced reduced vulnerability through the fenced grazing land and anticipated an improvement in their financial capital status through the increased income they would receive from selling cattle of a superior breed. , Thesis (MADS) -- Faculty of Business and Economic Sciences, 2021

Capacity building for local economic development: an evaluation of training initiatives in the Cape Winelands district

- Description: The paradigmatic shifts in development approaches epitomised by contemporary discourses about development confer a prominent role on localised and territorial development. A growing scepticism on the efficacy of traditional development approaches provides the impetus for a strong understanding of the need to reconceptualise development theory and practices and to manipulate policies so as to remedy the imbalances of antecedent development approaches. This dissertation investigates the extent to which the existing training interventions can build skill capacity for Local Economic Development (LED) projects in the Cape Winelands municipalities. This will improve our understanding about how, and under what conditions, capacity building for LED can contribute to more inclusive economic and social change. In discussing the theoretical perspective of the study, the relationship between development, LED and capacity building is conceptualised through the lens of contemporary development theory of human development and capability approach. This will improve our understanding on how the capability approach aspires to re-orient approaches to socio-economic development and public policy, away from welfare, which is based on income and expenditure to well-being. The dissertation applies these ideas triangulating diverse research methods and data sources. It combines a literature review and documentary analysis, observation, surveys conducted with municipal authorities in Cape Winelands District Municipality. In addition, semi-structured interviews were held with LED Portfolio Councillors in the municipality as well as with key Officers from Local Government Sector for Education and Training Authority, Department of Economic Development and Tourism in Western Cape, South African Local Government Association and Department of Co-operative Governance and Traditional Affairs. The methodological findings reveals the following pitfalls: Flaws in LED enabling policy framework for capacitating municipal staff; poor policy implementations; training fund difficult to access; lack of competent staff in local municipalities to effectively and efficiently implement LED policies and strategies; and lack of supportive environment in workplace to enhance transfer of trained skill to the job. Various recommendations resulting from the outcomes of the empirical study, namely the responses made by the respondents during the empirical survey, are proposed in the final chapter. It is shown that this research has, as a result, contributed to the body of knowledge of development theory and practices by improving our understanding of how, and under which conditions, capacity building training can support processes of social change in localised and territorial development.

The Constitution of the Republic of South Africa Act 1996 and other statutory enactments all impose an obligation on local government communicators and require high levels of transparency, accountability, openness, participatory democracy and direct communication with the communities to improve service delivery and the lives of all. However, this study was to assess the impact of communication on service delivery and customer satisfaction in the selected municipalities in Eastern Cape Province of South Africa. The research involved the collection of qualitative and quantitative data through simple random and convenience samplings. The data were collected using survey questionnaires, focus groups and in-depth interviews at two municipalities namely; Lukhanji local municipality and Intsika Yethu local municipality. Subsequently, data were analysed using descriptive and Statistical Package for Social Science (SPSS) and through thematic analysis. The findings of this study showed that municipal executive, management, supervisors and the citizens or customers value communication in government because it gives support to service delivery and most of the communication programmes are effective. - Description: The issues of capacity and capacity development in the response to HIV and AIDS is a topic of intense academic interest and is on the agenda of development practitioners, particularly as these issues are linked to community HIV and AIDS competence and sustainability of civil society organisations and community capacity. The capacity development model of the Southern African AIDS Trust is one of the more illuminating examples of capacity development of civil society organisations for the enhancement of community HIV and AIDS competence in southern Africa. The thesis examines the conceptualisation and implementation of the Southern African AIDS Trust's capacity development model in order to identify and understand the multi-dimensional factors that influence the success and sustainability of HIV and AIDS responses. It argues that, even though the conceptualisation, formulation and implementation of the model were appropriate and yielded acceptable benefits to communities in relation to HIV and AIDS, the sustainability of the model depended fundamentally on the availability of requisite resources. The dependence on external resources, the availability of which is in large part beyond the control of the Southern African AIDS Trust and its community-based beneficiaries, undercuts the sustainability of the model and the programmes delivered through it. Community capacities and community-based HIV and AIDS responses are sustainable only to the extent that communities have sufficient resources to build capacities and develop responses, or can leverage and negotiate external inputs. The degeneration of capacity in intermediary organisations (such as Southern African AIDS Trust) that support community competence undermines models that at first sight seem suitable for effective capacity enhancement with regard to HIV and AIDS programmes. In this regard, the thesis also focuses on the organisational crisis within Southern African AIDS Trust and the ramifications this had for community HIV and AIDS competence.

- Description: NGOs continue to play a central role in the delivery of services in South Africa. Many of the gaps left by government in small and vulnerable communities are filled by community and nation-based organisations aimed at providing specific needs for communities. Education-based NGOs, more specifically, play the role of satisfying education and skills-related needs. This treatise is founded on the theoretical assumption that society functions just like a human body with all its different parts, or elements, interdependent: the one cannot function without the other. Central to this study is the understanding that when analysing and evaluating one area or element of society, it is vital to consider the impact of that area or element on other areas or elements of society. Such is the case with IKamva Youth, an NGO situated in Khayelitsha, a township on the outskirts of Cape Town. Although the organisation is independent and exists on its own terms, it is affected and influenced by the community and context within which it exists. Khayelitsha is considered a previously disadvantaged area, characterised by socio-economic challenges such as high levels of crime, poor quality of education, lack of sanitation, illness and disease and unemployment. IKamva Youth, situated in such a community, was founded with the purpose of addressing such issues. The purpose of this study was to evaluate the extent to which the organisation has been effective in doing so. Paying specific attention to the community of Khayelitsha and the challenges it faces, the effectiveness of the organisation was evaluated according the overall purpose of NGOs and this organisation’s own vision, mission, purpose and objectives. This evaluation was done using the organisation’s different programs which are tasked with the responsibility of carrying out the purpose of the organisation. These programs were outlined and explained and used as the units of measuring the extent to which the organisation has been effective. In order to obtain an in-depth knowledge of these programs, the organisation was first located within its broader context after which these various programs were evaluated for effectiveness using responses from sampled participants. A questionnaire and in-depth interviews were compiled as measuring instruments for this evaluation. Data collected by means of the instruments formed the central point of reference that crafted the conclusion that in the midst of a number of socio-economic challenges, IKamva Youth has been effective in carrying out its purpose as an NGO and fulfilling its own vision and mission.

Decentralised cooperative governance in the South African metropolitan municipalities

- Description: The study emanates from the constitutional imperatives with regard to the role of local government in community development. The notion of cooperative governance is envisaged in the South African Constitution which stipulates that all spheres of government must adhere to the principles of cooperative government and must conduct their activities within the parameters prescribed by the Constitution. The purpose is to support and strengthen the capacity of the local governments to manage their own affairs and to perform their functions. The basic values and principles governing public administration entail that: it must be broadly representative of the people of South Africa in order to redress the imbalances. The existing gaps in the legislation on decision making power at the local level of the municipality, be it in a ward committee or sub council, have not been adequately addressed in the post 1994 democratic dispensation. It is in this context that this study seeks to address these gaps and obstacles, and contribute to the design and development of a decentralized cooperative governance model, specifically to the six metropolitan municipalities and also provide a basis for further research. The findings of the research could be adapted as a national policy in the empowering of municipalities through the dispersal of democratic power which is an essential ingredient of inclusive governance. Based on a case study of six metropolitan municipalities, the research is intended to contribute to the development of empirically grounded; praxis and practical guideline in decentralized cooperative governance which can be adopted and institutionalized in public administration. It is believed that a study of decentralized cooperative governance adds value in that it seeks to link decentralized power and local development. Rather than civil society organisations being seen as adversarial, a creative partnership with the state in local development is crucial. This political assimilation is critical in the construction of democracy through fusing the substantive values of a political culture with the procedural requisites of democratic accountability. This serves to fragment and disperse political power and maintain a system of checks and balances with regard to the exercise of governmental power. The capacity for innovation, flexibility and change can be enhanced at the local level, and it is a cliché that local decision making is viewed as more democratic in contrast to central, top-down decision-making processes. A syncretistic model for local government based on the political adaptation of political and inclusive decentralisation is outlined.

- Description: The study emanates from the constitutional imperatives with regard to the role of local government in community development. The notion of cooperative governance is envisaged in the South African Constitution which stipulates that all spheres of government must adhere to the principles of cooperative government and must conduct their activities within the parameters prescribed by the Constitution. The purpose is to support and strengthen the capacity of the local governments to manage their own affairs and to perform their functions. The basic values and principles governing public administration entail that: it must be broadly representative of the people of South Africa in order to redress the imbalances. The existing gaps in the legislation on decision making power at the local level of the municipality, be it in a ward committee or sub council, have not been adequately addressed in the post 1994 democratic dispensation. It is in this context that this study seeks to address these gaps and obstacles, and contribute to the design and development of a decentralized cooperative governance model, specifically to the six metropolitan municipalities and also provide a basis for further research. The findings of the research could be adapted as a national policy in the empowering of municipalities through the dispersal of democratic power which is an essential ingredient of inclusive governance. In view of the above, the South African government has introduced a programme known as the Comprehensive Rural Development Strategy in order to redress the imbalances of the former apartheid regime. In this strategy it is envisaged that vibrant, equitable and sustainable rural communities and food security for all will be achieved. In this study, I investigated the implementation of rural development programmes in the Mbhashe local municipality of the Eastern Cape Province in order to determine appropriate intervention strategies. This study focused on Ward18 of Mbhashe local municipality on a village known as Nkwalini Bafazi. This is a village that has been earmarked by the government to be a pilot site for the Rural Development Programme. This project is at the initial stage of social facilitation. In other words this research project is designed to investigate the process of Rural Development and how it can be implemented in the Mbhashe Local municipality in order to alleviate poverty and underdevelopment. For the purpose of the study, a mixed research approach was chosen. This means that the study used both the qualitative and quantitative approaches for in-depth understanding and verification. Questionnaires and structured interview questions were used to collect the data. Participatory Rural Appraisal (PRA) was also used for the purpose of observing and involving the community in the exercise. Data was collected from residents by conducting surveys, making use of questionnaires. Structured interviews were conducted with government officials (Department of Rural Development and Agrarian Reform) in order to understand the situation better.

The opening up of the country’s borders in compliance with Globalisation made South Africa a melting pot to people of different cultures. South African cities became fragmented and fear and strangeness was everywhere. Housing or the lack of it has been a constant problem that the new post apartheid government has grappled with. The solution of building RDP housing estates has not solved this burgeoning problem. But even more importantly it has failed to reorganize urban life in South Africa. In approaching this study I look at how these new social housing estates have reorganized urban life. I explore the concepts of community, home, generation, gender, material culture and ‘new’ urbanization to provide a framework for my study. This study is a qualitative study based in the city of East London in the Eastern Cape. It is a community study which attempts to go inside the home to unlock some of the intricacies of urban life. Ethnography is the research key used to unlock these intricacies.In conclusion, this study attempts to examine a non-western narrative of community life. Are these housing estates a solution to South Africa’s housing problem? Do they conform only to western narratives of urban life? What kind of citizens do these housing estates produce? These are some of the questions that this study hopes to answer.

- Description: This study focused on community development education and practice for the democratic and transformative South context. Social and community development are relatively new approaches to social welfare and community development is emerging as a discipline and profession to contribute to the goal of developmental social welfare. Community work, albeit to a minimal extent and not community development was viewed as a method of social work during apartheid. With community development being prioritized as an intervention strategy for poverty reduction by the national government, the gap in community development education needs to be addressed. The goal of the study was to develop an undergraduate curriculum framework for community development education that would produce a new generation of ethical community development professionals to contribute to the goal of developmental social welfare. The study focused on the integrated approach to community development education and practice; with education of the student as a whole human being as critical for community development in a transformative South Africa. To achieve its goal, the study identified three themes that were critical to the research: a conceptual framework, clarifying key terms; a curriculum framework for community development education; and qualities and ethics for a new generation of development practitioners. The qualitative study was based in the Eastern Cape Province, South Africa and because of the lack of a referential framework for community development education, the researcher looked towards learning from India which has over fifty years of experience in social and community development education and practice. The state of Kerala established a social development approach in 1957 and was chosen as a learning experience. The state’s Kudumbashree Mission which aims at poverty alleviation through the empowerment of women was chosen as a case study. The integral and values based education system of Sri Sathya Sai University in the state of Andhra Pradesh and the community development education and practice of Loyola College in the state of Kerala were examined. The research design was exploratory, conceptual, descriptive and developmental in nature. The qualitative methodology best suited the nature of this study and a combination of methods to obtain data from a variety of sources across national boundaries was employed. The participants interviewed in both countries were purposively selected for their involvement in social and community development directly as target groups, practitioners, managers and policy makers. The research produced a philosophical and theoretical framework that is unitary and integral and aligned with the current social development policy to guide community development education and practice. The unitary and integral framework encompasses the individual within the family and community context and locates the various dimensions of development such as the social, physical, cultural, psychological, spiritual, political and economical dimensions within a unitary platform. The framework is dominated by the holistic and humanistic philosophies without negating the rational and pragmatic perspectives. In conclusion, the study conceptualizes community development as a natural process; the integration of individual and collective consciousness and an intervention. The outcome of the study is a recommended curriculum framework for community development education that would be of relevance to the Eastern Cape Province in particular and for the South African context generally.
