An assessment of the role of information and communication technology (ICT) in enhancing employee performance: a case-study of Nkonkobe local municipality

- Description: The operations and utilisation of Information and Communication Technology (ICT) are not well understood and have rarely been addressed both nationally and internationally. The aim of this study is therefore to establish a base level of understanding of the operational core values of ICT in Nkonkobe Local Municipality in the Eastern Cape Province of South Africa. The study used a qualitative research design that involved a desktop review methodology. Data was collected through the review of available published or existing documents. Data analysis included using document analysis which consist of the existing information reviewed from the literature or document containing information about various municipalities issues, journals and books as well as reviewed of various data analysis done in relation to the assessment of the role of ICT in enhancing employees performance with the aim of analyzing the organization structure of the municipality. Findings from previous literature revealed that there are constraints faced in the operations and utilisation of ICT. The study confirmed some of the operational hurdles to include lack of IT skills, and lack of clear understanding of ICT as well as training. The findings also identified the search for solutions to the challenges faced by the employees in Nkonkobe Local Municipality by providing an insight for further research regarding the institutional weaknesses and policy issues in this part of the world. The implications of the findings are that unless the limitations named above are resolved, ICT in Nkonkobe Local Municipality will continue to experience poor service delivery, poor economic growth and development. The Department of Performance Monitoring and Evaluation (DPME) is leading performance assessments of national departments using the tool, Offices of the Premier are undertaking performance assessments of provincial departments, Offices of the Premier and provincial Department of Cooperative Governance (DCOG) will assess municipalities. Management performance assessments contribute to improving service delivery through providing a holistic picture of the quality of management practices within a department or municipality, against common standards. This study evaluated the performance assessment system used in Nelson Mandela Bay Municipality for senior administrative managers. The main objectives of the study were to investigate the Performance Assessment System used in NMBM for the Section 57 employees (i.e. all Senior Managers working on a five-year contract and directly reporting to the Municipal Manager) of the Nelson Mandela Bay Municipality, to determine the extent, if any, the NMBM adheres to its policy objectives pertaining to the application and implementation of its performance management system and to provide recommendations on the possible recourse that can be taken by the NMBM in improving the application of its performance assessment system and performance management system at senior management level. The research methods employed for this study were both qualitative and quantitative. For the qualitative method, data was gathered through interviews, questionnaire and documents from the municipality, for the quantitative method a questionnaire was used and appropriate statistical techniques were used to analyse the gathered data. Emanating from the data analysed, the study found that there is still a lack of understanding of performance assessment in the municipality; the municipality is still faced with a number of challenges when implementing the performance assessment system as well as the performance management system in the municipality and these have affected service delivery in a very negative way. - Description: This study investigates the causes of the service delivery protests in South African municipalities that occurred between 2005 to 2013. In a sense, the recent widespread service delivery protests which, in many instances, have turned violent, have sounded an alarm that cannot be ignored. The study is premised on the fact that no political democracy can survive and flourish if the mass of its people remain in poverty, and in a state of inequality and unemployed without tangible prospects for a better life. In this regard, the presence of service delivery protests, especially violent ones, is a threat to South Africa’s young democracy and its sustainability. This study is based on the assumption that the Nelson Mandela Bay Metropolitan Municipality, like other municipalities in South Africa, could be confronted with the possibility of further violent service delivery protests if the current causes were not scientifically investigated and solutions found. The study adopted a hypothesis with a view that South African municipalities could succeed in rendering effective public services if matters of poor public participation, corruption, service delivery inhibiting systemic factors, a cumbersome legislative environment, political infighting, poor intergovernmental fiscal regime and the low capacity of municipalities were adequately addressed. The study proposed to provide a brief literature review on the emergence of service delivery protests against the backdrop of a theoretical investigation on the new local government developmental mandate. The empirical survey and research methodology employed in the study is described, followed by the operationalisation of the survey questionnaire used for gathering field data. The research findings of the empirical survey are then statistically analysed, interpreted and reported. Some of the findings on the causes of service delivery protests includes slow pace of service delivery, especially in the delivery of sustainable human settlements, poor public participation and other underpinning systemic factors. Recommendations flowing from, inter alia, the results of the empirical study, are presented on how the existing status quo can be changed to enhance service delivery and development. If adopted, these recommendations will enable the Nelson Mandela Bay Municipality, as a development agent, to fulfil its developmental mandate thereby addressing the causes of the service delivery protests currently facing it.

- Description: This study seeks to examine the nature and role of leadership, in pursuit of a suitable leadership for a Developmental Local Government environment. The aim of this study is to describe the nature of leadership, particularly in local government, and in public organization in general. The study begins by teasing out the various concepts and terminology attendant with leadership in this environment. The study further reviews relevant literature as basis for understanding and goes on to interrogate the general theories on leadership with a view to choose the best practice in leadership of a developmental local government. Central to its quest for answers, is the drive from the constitutional mandate, a developmental local government imposed to municipality by the constitution of the Republic of South Africa, (1996) arising out of the need to transform the South African local government from an erstwhile policy of racial segregation to a new democratic political dispensation fostering equity and access to services and resources for all citizens. The challenge for the new leadership therefore is how to deal, speedily with the huge disparities and socio-economic backlogs? What kind of leadership and what level of knowledge, skills and competencies are required and how soon can public goods and services be delivered to the satisfaction of the communities it serves? ‘Analysis of variance’ was used to analyse and interpret data collected. Literature on the difference between transactional and transformational leadership formed the basis of the findings. Finally, findings and conclusions were drawn.
