In the numerous road facilities, structures, road classifications, electronic traffic systems, signage, and markings, the mission of road infrastructure is to assist efficiency by providing safety and trouble-free transportation. There are fundamental elements that determine the availability of resources required in society and the efficiency with which they are used to accomplish economic growth. Investment in public capital, such as road infrastructure, which is a major economic engine, is critical because infrastructure helps an economy thrive. The importance of road infrastructure and the major role it plays in economic growth can be seen in studies in developed European nations, New Zealand and the Slovak Republic, where road infrastructure is regarded as a catalyst for economic progress. Investment in public capital, such as road infrastructure, has economic benefits since it acts as the economy's backbone. The Eastern Cape's growth has been acknowledged and included in South Africa's national development strategies and efforts; nonetheless, based on deliverables and results, the province ranks among South Africa's least developed provinces. The Eastern Cape has long been designated by development programmes such as the Spatial Development Initiative (SDI) as an area that will not only generate development and progress for the province, but also for South Africa as a whole. This is sought to be achieved by the Spatial Development Initiative for the Wild-Coast in OR Tambo District Municipality, which states that "integrated sustainable rural development in the context of community, public, and private partnership initiatives.”, p. 2) This research contributes to the goal of research, which includes testing, the identification of causes and consequences, the building of a foundation for future research, and the growth of knowledge (Apuke, 2017, p. 40). The study follows a quantitative research approach and uses two main methodological procedures in order to complete this study; namely a literature review and questionnaire survey. Employees of the South African Department of Transport's National Road Infrastructure implementing agent SANRAL make up the research population in this study. The study ascertained the role of stakeholder management amongst NMBMB, MBDA and NMBS and conducted and in-depth analysis of the current support system for NMBS. The study also conducted literature review on various frameworks used by South African Municipalities to enable effective communication and stakeholder management within their entities. The study employed a qualitative research design in meeting the primary and secondary aims and focused on the senior management of the three institutions in line with decision making factors that are key to effective stakeholder management. The structured interviews were held with senior managers from NMBM-Economic Development Tourism and Agriculture(EDTA) Directorate, MBDA and NMBS. The study found that there is good understanding of the role of stakeholder management amongst the senior managers. However, it also established that there was a 8 disjuncture in the stakeholder engagements with the NMBM and NMBS and that this may hinder them to deliver on their mandate. Finally the study makes recommendations regarding how best NMBS can manage stakeholder relations with MBDA and NMBM and assesses the value that is created from stakeholder engagement. A framework model that will be inclusive of all stakeholders and that would encourage effective communication must be developed. - Description: Public-Private Partnerships developed in the 1980`s mainly associated with privatising and laissez faire concept and it emerged with the leadership of Regan in the USA and Thatcher in the UK. During this period the role of national governments was intensely debated (Deloitte, 2010). These debates generated the notion of New Public Management theory, that tried to use competitive techniques and certain free market principles within government entities that considered the involvement of the free enterprise in the provision of government service delivery (Kaberuka, 2011). Public-Private Partnerships are a vital component; it is the main reason why they were recognized significantly particularly during the 1990s, predominantly in first world countries and subsequently in developing countries. Basically a Public Private Partnership (PPP) denotes a legal agreement between the public sector and a private enterprise (Kaberuka, 2011). It aims to unite the ability of both public and private sector in manner that will ensure that neither of the side execute the plan on its own. Under this binding agreement, the expertise and wealth, assets of both public and private sector procedure of decision-making are used mutually during the provision of public services or facilities. Both of these parties carry the risk associated, as well as the benefits that will be accrued from the projects. There are particular reasons why the public sector prefers PPPs. These include reduction of the total costs and the primary expenditure that will allow the private sector to help in the elimination of the expenditures to be incurred. (Reynaers et al, 2014). Some of the reasons include the lack of government managerial competencies and certain technical expertise. Furthermore, efficient and novelty in the delivering of public services and goods mainly due to the ability of private sector to have leadership and managerial competencies that allow the provision of supplementary benefits in the PPP in contradictory to conventional projects. (Reynaers et al, 2014). PPPs also ensure competitiveness between the private and public sector entities, which encourage the elimination of unnecessary expenses and the provision of standard services. One of the main characteristics of PPPs is the amalgamating and generation provision of particular public services (Raja et al, 2011). This mean that the particular private entity will execute both projects. Hence therefore, it will have less commitment pertaining to the prioritization of the construction phase, given the fact that it will accrue rewards in the future, particularly during the operation stage. (Raja et al, 2011). This mechanism is pragmatic if the magnitude of service that has to be provided when the quality of service that has to be provided can be precisely be depicted and examined during the course of contractual legal discussion between the two parties. Facilities are usually transferred to the public sector after a pre-determined period. The responsibilities of public and private sector must be specified during the discussion of the contractual agreement. - Description: The purpose of this study was to asses the challenges facing the Eastern Cape Nkonkobe Municipality in the provision of adequate housing for the poor. The study also aimed at suggesting mechanisms or strategies that could be applied to remedy the situation. It became evident throughout the study that the government has tried its best to fight against homelessness, but there are still thousands of people who do not have houses. The study was conducted through the use of a combination of the qualitative and quantitative research methods. Multiple methods were used with a view to increasing the reliability of observations. Twenty questionnaires were distributed to people at grassroots and ten questionnaires were distributed to the municipal officials. It has been noted in the study that community participation at all government levels is not taken seriously thus the housing problem in Nkonkobe Municipality. It is evident in the study that all the peoples’ projects in this municipality should be people-driven. It has also been pointed out that the service providers take a big slice of the municipal budget. The National Department of Human Settlement must also increase the budget that is allocated to the local municipalities so as to be able to spearhead housing delivery. This study will make a great contribution to the society in that all stakeholders will devise mechanisms to fight against housing challenges in the Nkonkobe Municipality. The municipal officials will devise workable solutions to the housing problem in Nkonkobe. This was an inevitable piece of study to undertake especially from the point of view to examine which form and philosophy of unionism suits the public sector best. The wildcat strikes and unprotected industrial action that grip municipalities at 10 o’clock early in the day needs deeper thinking and new ground-breaking solutions. Very fundamental questions have to be examined to determine the extent of control SAMWU as a union have over the strategic management environment of the local sphere of state. Lukhanji municipality, given its strategic location happened to host many regional offices of all COSATU affiliated unions happens to be an inconvenient choice of the nucleus of radical trade unionism in Queenstown fall victim and the study examines that. Subsequently to that the municipality fell victim to rigid and radical forms of trade union operations that has strangled it to the point of it losing its character and role of a developmentalist institution in the communities it served. The study also highlights the severe service delivery backlogs in both former Transkei Ezibeleni and Ciskei Whittlesea and how transformation and integration of these two areas have been neglected as shown by the socio-economic profile.
