It is important, because it enhances the efficiency and success of projects; ensures value for money; mitigates risks and saves a considerable amount of time and resources. This study helped to address the aforementioned challenges by creating an enabling environment for contract compliance in procuring and disposing entities (PDEs) in state departments in Uganda. The purpose of this study was to determine the enabling factors necessary for contract compliance and how it can be effectively used to assist PDEs in the Ugandan context. This purpose was achieved through a qualitative research approach that provided insights into the need for contract compliance among PDEs and the perceptions thereof; the contract compliance processes; challenges associated with contract compliance and the factors to be considered when creating an enabling environment for contract compliance. Data was gathered from telephonic interviews with twenty one participants and focus group discussions via the Zoom online platform with eight participants, bringing the total number of participants to twenty nine. Participants included auditors, accounting officers, heads of finance departments, heads of procurement departments and procurement officers. Data was collected using an interview guide and analysed by means of content and thematic analyses. A conceptual framework for creating a suitable environment for contract compliance in PDEs was developed. Findings indicate that the critical factors for creating an enabling environment include: communication; reporting; records management; institutional structure; compliance checks; enforcement; a legal and regulatory framework; and evaluation. Other factors include: stakeholder involvement; contract management; funding; openness; ethical orientation; and capacity building. Proper management of records is the foundation of any government needs to provide services, to fulfil its obligation of accountability towards its citizens and protect their rights. According to the continuum model, the archivists and records managers need to be involved together with information systems designers in the creation of records keeping systems. The records continuum model emphasizes advanced records management strategies and systems in order to ensure the systematic preservation, retrieval and disposal of records. As the records management systems shift from the narrow physical records management as well as imaging into the broader electronic records world there is need for the municipality to embrace more advanced records management strategies like Outsource/Cloud service and integrated records management systems. In order to get a deeper understanding of the factors that affect the development of archives and records management; this study combined both qualitative and quantitative methodologies. The census method was used to select all the 80 members of the records management department in the metropolitan municipality. An in-depth interview schedule was conducted with 4 records managers in order to collect qualitative data. Questionnaires were distributed to 76 personnel in the records management department. Without an operational and effective policy in the department of records, there is no vanguard against unlawful records and archives access and corruption, which is affecting archives development and records management in the long run. The study established although email backups and archiving of files are important strategies, more effective and modern strategies like Integrated Records Management system across the entire organization and the cloud system have not been put in place. This is attributed to the lack of funding and IT expertise. The study concluded that that although training and skills development programs are being ii implemented, skills transfer is not fully taking place due to lack of; equipment, time, managerial support and post-training interventions as well monitoring and evaluation systems. The study recommends an integrated records management system, operationalization of the records management system, effective skills transfer programs, the competency-based model.

Establish the available infrastructure for ARMP at the UFH and RU. Find out the legislative and regulatory frameworks that govern the ARMP at the UFH and RU. Identify challenges if there are any facing ARMP at the UFH and Rhodes University. Interviews and questionnaires were two research instruments used in this study to collect data; additional data was collected by reading relevant documents gathered on both institutions and on their website. In this study, the sample was 26 respondents from both universities. The study dealt with administrative staff who deal with records management: Records managers/Officers and Archivists at both institutions. viii Data collected was coded and analysed using Statistical Package for Social Sciences (SPSS) and the findings were presented using pie chart , graphs. The triangulation approaches involves using more than one method to collect data and it is a way of assuring the validity of research with variety of methods to collect data. Findings revealed that respondents were unaware of ARMP in the university. And also some of the findings were the infrastructural needs such as the Lack of records storage, space, Records Preservation facilities (RH, Light), Personnel Training and Development. The challenges facing ARMP in universities includes: a lack of programmes to manage records and archives material, absence of policy that regulates archives and records keeping in the universities understudy, the existing infrastructure at hand cannot meet the requirements for regulatory framework on records and archives management. Based on these challenges mentioned above, the study recommended that both institutions should improve their infrastructure as to be able to preserve the archival material. Training and retraining of staff among others should include use of technology, filing, records creation, maintenance and disposition

The major findings showed that records management Albany Museum is very weak, which makes it difficult for the museum to derive or benefit from effective records management as well as experiencing delays in decision-making, loss and misplacement of records. Also, it was revealed that there was no personnel responsible for the records management. The study recommended for recruitment of personnel for records management in the museum to improve on records management as well as the development of a functioning records management program

The study’s objectives centred on examining the type of records generated at VH, determine some of the activities used in their management and assess the current processes and means that are used to make these records available. Both paper and electronic records were the focus of this study and as such the records lifecycle and the records continuum were thus integrated to inform the theoretical basis for this study. The researcher combined both quantitative and qualitative research methods in an attempt to increase the validity and reliability of the data gathered. This triangulation of methods facilitated thoroughness and eliminated biases and weaknesses in as far as methodology is concerned. The study used the survey research method to determine the status of records management at the Victoria Hospital. The findings showed that the type of records generated at the Victoria hospital include patient, personnel and administrative records. The results of the study revealed that policy issues, lack of infrastructure and irregularity of training, absence of a qualified records manager were identified by the respondents as some of the challenges faced by the VPH in order to effectively executive records management practices in their organization. A number of recommendations were put forward and a few will be highlighted here. Hospitals should consider providing relevant formal training or courses for at least more than 75% officials earmarked for or engaged in the implementation of e-health and erecords. Victoria hospital should consider hiring more qualified records managers and registry staff. Records management training should take place at least twice a year so that staff is kept motivated. Top management must ensure that they support records management in terms of finance including the ensuing challenges.

The records kept by small-scale farmers, however, some of them are not organised or being kept in a systematic way. Small-scale farmers do find record keeping very beneficial and are interested in keeping more records. Illiteracy and low self-esteem proved to be constraints when it comes to small-scale farmers’ records keeping and management. It was concluded that small-scale farmers do keep records. The manner in which the records are kept is mostly systematic. There a benefits of keeping records for farmers even though small-scale farmers face a few constrains when it comes to record keeping. - Description: The study sought to investigate the viability of digital records management in the Office of the Premier (OTP) in the Eastern Cape Province. The objectives of the study were to establish the current status of digital records management in the OTP, determine the compliance with the legal framework, identify the requisite infrastructure for digital records management (DRM), describe the security and preservation measures for DRM, and the challenges of managing digital records. Purposive sampling was used to select 40 participants. A questionnaire was used to collect data. The study revealed that the OTP has taken a number of initiatives aimed at establishing records management practices. However, the study found that the OTP is faced with a number of challenges in trying to use the Electronic Document and Records Management System (EDRMS). The majority of the employees did not have any qualification in records management. This lack of skills and competencies affects the implementation of the new system. The findings of the study showed that most of the employees were resisting using the new system because they were not comfortable with it. The study recommends that the department should encourage its staff to get training to be knowledgeable in the use of EDRMS which generates records; the staff should work closer with the consultancy in order to gain skills and knowledge to facilitate the change process, and the security and preservation of digital records should be enhanced.
