- Description: Twenty-three (23) years have elapsed since South Africa parted ways with the apartheid system. Nevertheless, poverty, inequality, and unemployment pose the greatest threat to human dignity and social cohesion. Section 27 (1) (c) of the Constitution obligates the state to develop a comprehensive social security system. It affirms the universal right to access social security, including appropriate social assistance for those unable to support themselves and their dependants. It orders the state to take reasonable legislative and other measures, within its available resources, to achieve the progressive realisation of these rights. The underlying normative commitment of social security is the improvement of the quality of life of the population by promoting economic or material equality. The study provides a general overview of the system of Social Security in South Africa as a Member State of the ILO. In particular, the study underscores that South Africa has not ratified ILO Convention No. 102 Social Security (Minimum Standards) Convention, 1952 and other Conventions relevant to Social Security. The study examines the need to ratify the said Convention in order to receive extensive coverage that would, among other benefits receive guarantees for a well-established system and thereby potentially reduce poverty. The Constitution is the supreme law of the country, it clearly stipulates that when interpreting, and applying the statutes international law must be considered. The study illuminates the significant benefits the country would receive from ratifying Convention No. 102.

- Description: The main focus of this thesis is the child support grant, as part of a broader social security system, in post-apartheid South Africa. Since the end of apartheid of 1994, the new South African government has sought to redress the racial imbalances and inequalities of the past by engaging in measures of redistribution. Central to this pursuit of redistribution has been a restructured system of social grants, of which the child support grant is the most significant. However, the post-apartheid government has adopted a largely neo-liberal macro-economic strategy such that social inequality and endemic poverty remain pervasive particularly amongst the African population, which includes the recipients of the child support grants. In adopting a sustainable livelihoods framework as the main theoretical perspective, the thesis seeks to understand the livelihoods of child support grant mothers in the face of conditions of extreme poverty. It does this through a localised study of twenty child grant mothers in Sinathingi Township in KwaZulu-Natal Province. In examining the livelihoods of these child-grant mothers, the thesis brings to the fore that mothers and their children do not exist as autonomous living units but are embedded in a broader set of social relations, including intra-household relations and relations with the fathers of the grant-children. It also demonstrates that child-grant mothers are not simply victims of structures of poverty in contemporary South Africa, but actively construct their livelihoods through a range of activities and strategies which show perseverance and ingenuity.

- Description: Citizens interact with government departments and agencies for public services and goods which lead to a service encounter between a public official and client. Various initiatives and policies have been developed and are being implemented in the public service to adopt a client-centred approach to service delivery. The White Paper on the Transformation of the Public Service of 1997, identifies the eight Batho Pele principles which sets the framework for implementation of service quality within the South African public service. Government departments are expected to implement measurable service standards to determine levels of service quality to be met that will define levels of client satisfaction with service provision. The assessment of the service encounter by the client informs perceived levels of satisfaction held. This assessment of service quality by clients is therefore value-laden, subjective and periodic. The study focused on the implementation of measures to create and maintain a clientcentric public service in South Africa that would lead to levels of client satisfaction with service quality. The study assessed the implementation and maintenance of service quality at the Social Security Agency of South African the Eastern Cape. The SASSA is responsible for the disbursement of various social grants to facilitate a quality of life as enshrined by the Bill of Rights in the Constitution of South Africa, 1996. The focus of the study was linked to beneficiary maintenance and customer care at SASSA. The study included three different sample groups namely the clients, officials engaged in grant administration and different levels of management which included senior management, district and area managers. The findings revealed that the SASSA has implemented numerous new programmes aimed at a client-centric approach to service delivery. Analysis of the findings revealed expectation as well performance gaps which indicated that officials do not comply with the protocols of the agency and the Batho Pele principles. The promised service standards specified within the SASSA Customer Care Charter is not being realised which fundamentally indicate inefficient and ineffective monitoring of compliance with norms and standards. A conclusion drawn therefore is that the human dignity of clients in search of socials assistance who chiefly constitute vulnerable groups is being infringed. Three key service quality dimensions are identified that needs intervention for improved service quality. These dimensions include tangibility, assurance and responsiveness of functional components identified in respect of nine themes.

To achieve the objective of the study, a literature review and empirical research were conducted. During the empirical research, interviews were conducted and CSG beneficiaries taken on board as a sample. The impact of the CSG was evaluated to see if these are in line with what the literature reveals. The descriptive method was used to analyze the data and to find responses to the research questions and objectives. The research showed that the determinants are multiple: behavioral, lack of efficiency, and so on. Secondly, it is time for policy makers and others to work with implementers/beneficiaries to understand the implications and context of the CSG in the lives of the people. The critique of the Child Support Grant had not taken on board the viewpoints of caregivers concerning its socio-economic role. The discourse of the Child Support Grant therefore resulted in an over-representation of perceptions that excluded caregivers who collected and used the same grant. The popular approach by scholars to the Child Support Grant was to conclude, based on statistically measurable impacts of the grant, that it was effective in poverty alleviation, without regard to the viewpoint of caregivers. Others regarded its role as disastrous based on observable trends in society, such as increases in teenage fertility, and attributed the same to the provision of the grant, without regard to it as a poverty alleviation strategy.

With minor exceptions, the pensions are granted subject to a means test: that is, income levels are laid down which fix the maximum allowable income including pension. If the total income exceeds this amount an applicant will not be awarded a pension. When these totals are being calculated a certain sum is permitted, called ‘free income’, which does not affect the amount of pension that may be granted. (This ‘free income’ might be made up of earnings, or interest from investments, or profits from agriculture, etc.)These different figures vary according to the kinds of pension and to the population group. They are revised from time to time. Changes are announced by the Minister of Finance in his budget speech to Parliament and usually become effective some months later when details have been worked out by the departments dealing with the respective population groups. Because the conditions under which pensions are granted are fairly frequently changed, and improved, an application which was not successful one year may well succeed a year or two later.
