There is a concurrent and distinct increase in the prevalence of HIV/AIDS and HIV-related diseases in the paediatric population in South Africa, particularly those using public sector health services, with a corresponding increase in morbidity and mortality rates (Abdool Karim & Abdool Karim, 2010:363), which impacts greatly on paediatric healthcare services. Adding to this, the provision of paediatric antiretroviral care has numerous stumbling blocks, not least of which is lack of decentralisation of facilities to provide treatment. There is the additional shortage of staff, which includes staff that are comfortable dealing with children, lack of training programmes on the provision of antiretroviral therapy to children, and minimal on-site mentorship of staff regarding HIV/AIDS disease in children. This lack of capacity in the healthcare system means that not all of those who require treatment will be able to access it, and this is particularly pertinent to paediatric patients (Meyers et al., 2007:198). Therefore the purpose of this research was to develop a nursing model that would assist healthcare professionals, in particular professional nurses, to optimise the comprehensive treatment, care and support for HIV-positive children who require antiretroviral therapy at PHC clinics. To achieve the purpose of this study, a theory-generating design based on a qualitative, explorative, descriptive and contextual approach was implemented by the researcher to gain an understanding of how the healthcare professionals and parents/caregivers of HIV-positive children experienced the comprehensive treatment, care and support provided at primary healthcare clinics. The information obtained was used to develop a chronic care coordination model for the optimisation of comprehensive treatment, care and support for HIV-positive children requiring antiretroviral therapy. The study design comprised the following four steps: Step One of the research design focused on the identification, classification and definition of the major concepts of the study. This involved describing and selecting the research population and the sampling process prior to conducting the field work which comprised in-depth interviews with two groups of participants, namely healthcare professionals and parents/caregivers who accompany their HIV-positive children to PHC clinics in order to receive antiretroviral therapy. Step Two of the research design focused on the development of relationship statements in order to bring clarity and direction to the understanding of the phenomenon of interest. Step Three of the design concentrated on the development and description of the chronic care coordination model for optimising comprehensive treatment, care and support for HIV-positive children who require antiretroviral therapy in order to ensure a well-managed child on ART. A visual representation of the structure of the model for chronic care coordination was given and described as well as a detailed description of the process of the model. Step Four was the last step of the research design and its focus was the development of guidelines for the operationalisation of the model for chronic care coordination for the optimisation of comprehensive treatment, care and support for HIV-positive children requiring antiretroviral therapy at PHC clinics. Guidelines and operational implications for each of the five sequential steps of the model were developed. The evaluation criteria of Chinn & Kramer (2008:237‒248) were used to evaluate the model. It is therefore concluded that the researcher succeeded in achieving the purpose for this study because a chronic care coordination model that is understandable, clear, simple, applicable and significant to nursing practice has been developed for use by healthcare professionals, particularly professional nurses, in order to optimise the comprehensive treatment, care and support for HIV-positive children requiring antiretroviral therapy at primary healthcare clinics.

- Description: This study provides a description and critical analysis of the grammatical structure of isiXhosa as used in the Revised Union Version of the Bible, published in 1942 and republished in 1975. This translation records what was regarded as proper isiXhosa at the beginning of the 20th century, reflecting the consensus inter alia of prominent isiXhosa writers, such as W.B. Rubusana, J.H. Soga, C. Koti, Y. Mbali and D. D. T. Jabavu, who served on the committee that produced the revision. In this study isiXhosa is described in its own right, without approaching it with preconceived ideas derived from other languages. That is to say this is a phenomenological analysis describing the grammatical structures of isiXhosa as they present themselves to the analyst. It is comprehensive, with no structure being overlooked or being described in such a manner that it complicates an understanding of other structures. In the first chapter the context of the research and a brief outline of the historical growth in understanding the structure of isiXhosa are set out and the goals and the method followed in this study are described. In the following chapters the findings of this study are presented. The initial focus is on isiXhosa phonology and the orthography used to put it to writing. Then isiXhosa morphology and syntax is set out. Initially the substantives, i.e. the nouns and pronouns in their distinctive classes and forms, and how they are qualified, receive attention. Then the predicates are explored, i.e. the verbs and copulatives, as linked to the substantives with concords, and reflecting various moods, tenses, actualities and aspects. Finally attention is given to ideophones and interjections and words that can be grouped together as adverbs, conjunctions, avoidance words and numerals. In the concluding chapter consideration is given to the question of whether this study has in fact achieved the aim of setting out a description of the structure of isiXhosa based solely on the language itself, free of preconceived ideas, and attention is drawn to insights gained in respect of the true nature of the isiXhosa grammatical structures, such as, for example, the variable prefix qualificative nouns, traditionally referred to as adjectives. This study is therefore a revisionist study in the sense that it reinvents isiXhosa as a language in its own right, free from Western influenced perspectives.

A critical evaluation of the quality of social development interventions with specific reference to social assistance

- Description: Citizens interact with government departments and agencies for public services and goods which lead to a service encounter between a public official and client. Various initiatives and policies have been developed and are being implemented in the public service to adopt a client-centred approach to service delivery. The White Paper on the Transformation of the Public Service of 1997, identifies the eight Batho Pele principles which sets the framework for implementation of service quality within the South African public service. Government departments are expected to implement measurable service standards to determine levels of service quality to be met that will define levels of client satisfaction with service provision. The assessment of the service encounter by the client informs perceived levels of satisfaction held. This assessment of service quality by clients is therefore value-laden, subjective and periodic. The study focused on the implementation of measures to create and maintain a clientcentric public service in South Africa that would lead to levels of client satisfaction with service quality. The study assessed the implementation and maintenance of service quality at the Social Security Agency of South African the Eastern Cape. The SASSA is responsible for the disbursement of various social grants to facilitate a quality of life as enshrined by the Bill of Rights in the Constitution of South Africa, 1996. The focus of the study was linked to beneficiary maintenance and customer care at SASSA. The study included three different sample groups namely the clients, officials engaged in grant administration and different levels of management which included senior management, district and area managers. The findings revealed that the SASSA has implemented numerous new programmes aimed at a client-centric approach to service delivery. Analysis of the findings revealed expectation as well performance gaps which indicated that officials do not comply with the protocols of the agency and the Batho Pele principles. The promised service standards specified within the SASSA Customer Care Charter is not being realised which fundamentally indicate inefficient and ineffective monitoring of compliance with norms and standards. A conclusion drawn therefore is that the human dignity of clients in search of socials assistance who chiefly constitute vulnerable groups is being infringed. Three key service quality dimensions are identified that needs intervention for improved service quality. These dimensions include tangibility, assurance and responsiveness of functional components identified in respect of nine themes.

- Description: This study was prompted by an interest in exploring ways in which the development of private higher education in Malawi could be more sustainable. It examines the challenges that private institutions of higher education face in different contexts and the underlying causes of these challenges. The aim of the study was to explore the emergence of private higher education (PHE) in Malawi, its management, development, the challenges it faces and the generative mechanisms of these challenges. The research is a case study of one of the earliest private institutions of higher education in Malawi. The institution is owned and operated by a Christian church organisation that has been operating a network of private primary and secondary schools and health centres since its establishment in Malawi in the early 1890s. Critical realism is used as an underlabourer for its stance on ontological, epistemological and ethical assumptions of reality and its views on agency and structure. Two theoretical frameworks - complexity theory and transformational leadership theories - are used as lenses to help make sense of the nature of social organisations and also as heuristic devices for organising and making sense of data. Data were collected using qualitative interviews, archival document content analysis and observation. Twenty participants were purposefully selected for interviews. The participants comprised a senior officer at the MoEST headquarters, proprietors, members of the top management team of the institution, administrative assistants, heads of academic and nonacademic departments, teachers and non-teaching staff and students. Abstracted data were analysed using inductive, abductive and retroductive modes of inference. The study established that the emergence of private higher education in Malawi was generated by a number of mechanisms. These include the need to survive the threat to socioeconomic development posed by global trends in scientific and technological issues that heavily rely on access to the knowledge economy; the need to respond to demand for equity and access to higher education; the need to carry out the mission of the Christian church; government’s failure to expand and widen access to higher education; and the agential need to survive economic demands. The research findings indicate that a critical challenge that the emergence of private higher education faced was the lack of adequate and efficient structures and systems in the Ministry of Education, Science and Technology to expeditiously process applications to establish and accredit, monitor and control the development of private higher education institutions. It was also found that the challenges that the private higher education faces include high level of authoritarian governance and management practices, weak institutional management and control systems and structure, secularisation, lack of adequate funds to meet operation and capital development costs, facilities and resources to support teaching – learning functions, learner support facilities and services and a critical shortage of appropriately qualified administrative and academic personnel. The underlying causes of the challenges include the perceived threat to personal power and survival; fear of apostasy and secularisation; cultural values, adverse socioeconomic conditions; lack of diverse sources of funding, ineffective communication skills; weak governance systems and structures; low level of self-control; unfavourable attitudes towards educational institutions and the need to restore equity. To make private institutions of higher learning more sustainable, the study recommends that governance practices be guided by clear structures, policies and guidelines in the interest of transparency and accountability. It also recommends that government works in close partnership with private providers, reviews unfair policies concerning government scholarships, subsidizes the cost of materials for instruction and infrastructure development, and provides technical assistance to prospective and active providers. CSPs often provide larger inboxes and many extra services with cloud-based email. Cloud-based email is, therefore, clearly an example of a cloud computing solution that has the potential to benefit organisations. There are however, risks and challenges associated with the use of this cloud computing solution. Two of these challenges relate to ensuring conformance to internal and external (legal, regulatory and contractual obligations) requirements and to providing a mechanism of assuring that cloud-based email related activities are sound. All this is an effort to bring a satisfactory interacting experience for the user. However, in most cases users do not feel that they experience that benefit. The introduction of a new product, or the enhancement of the functionality and user interface of an existing product, often faces criticism and brings resistance to the acceptance and usage of the product by the users. Therefore, the change in user interface or introduction of new products does not only affect the business processes but also the lifestyles of the users, as well as their overall user experience. One of the most important components for the success of any product is a positive user experience. User experience refers to the subjective feeling of the user that results from their interaction or intention to interact with a product in order to perform a specific task in a specific environment. When the user interface and functionality of a product match the expectations of the users and make the users effective and efficient, feel safe and attain some level of self-worth from using or possessing the product, their interaction with the product becomes more satisfactory. User experience practitioners are in agreement that a change to the user interface influences the user experience of the people when interacting with the product; hence it affects change in the user experience of the people. A vast body of literature exists on the methods for evaluating user experience as well as on the principles that are aimed at guiding the design of products for a positive user experience. However, there is a lack of a means to manage this change in user experience that results from the changes in the features of the user interface or the product functionalities. This inadequacy opens up the potential for integrating change management principles in order to manage user experience. However, existing change management principles do not address the user experience aspects when managing change. Following the above premise, this study focused on the development of a model for managing user experience: the User Experience Management Model (UXM2). The UXM2 infers its components from the disciplines of user experience and change management. Its uniqueness is seated in its people-centred approach that aims to effect a free-will change in the individuals towards a long-term positive user experience. The proposed model further aims to promote the voluntary acceptance of a product, which is contrary to the mandatory change that is guided by the policies of the organization, as discussed in the study. The UXM2 was developed from a thorough argumentation of literature on user experience and change management. The components that were required for development of the model were identified from literature, and were evaluated for their relevance by means of academic publications in subject domain international conferences. The academic publications underwent double-blind peer review with subject domain experts. The model was evaluated for its relevance and potential applicability through interviews and discussions with subject domain experts. The subject domain experts consist of user experience practitioners and academic professionals in the domain of HCI. The subject domain experts also evaluated the model by means of an evaluation tool comprising of a Likert scale rating of the proposed components and related activities for managing user experience. The target users of the UXM2 are user experience practitioners and product developers who aim to promote a sustainable long-term positive user experience for the people interacting with their products. The UXM2 is aimed at being used for the design of products that are meant for institutional use, personal use, mandatory use and optional use. It is believed that adoption of the UXM2 will promote acceptance of the product by users, with an associated sustainable positive long-term user experience.

- Description: Using Margaret Archer’s social realist methodology, this study critically examines the construction of the tutorial system in several departments and faculties at the Auckland Park campus of the University of Johannesburg. The purpose of the study is to investigate the extent to which tutorials support the acquisition of programme and disciplinary epistemologies. Social realism calls for analytical dualism of ‘the people’ (agents) from ‘the parts’ (structure and culture). This requires the separate consideration of structures (social systems, rules, roles, practices, policies, institutions, and organisational structures like committees, units, departments, faculties), culture (ideologies, theories, beliefs and values as evidenced in discourses), and agency (people and their ability to act within and upon their own world in terms of their social roles and positions dependent on their ability to activate their emergent properties and powers). Through this investigation, an understanding was gained into how the emergent properties and powers contained within the material, ideational and agential elements helped to generate certain events and practices in the tutorial system. These generative mechanisms were examined to explore whether they enabled or constrained the construction of the tutorial system to provide epistemological access. The study shows that while many official policy documents construct the tutorial system as being an intervention to support academic success, particularly for first-years, there are some tensions within the document discourses, where, on the one hand, student success is constructed in terms of throughput numbers, or, on the other hand, as being about becoming a particular kind of person who is able to access and add to powerful knowledge. Furthermore, the study found that policies are not being consistently implemented. While certain key agents and actors, in the form of management, academics and tutors, were found to be able to overcome constraints and introduce innovative ways of enhancing access to target epistemologies, there is a need for consideration of structural and cultural constraints. For example, structures in the form of funding, venues and timetabling were found to constrain the tutorial system as did some of the discourses in the cultural domain: for example, in the form of certain dominant discourses around teaching and learning, beliefs about the purpose of the tutorial and the relationship between academics and the tutorial system. The study also found that the ontological aspects of ‘learning to be’ were not fore-grounded to any great extent in the ways in which the tutorial system was constructed. There needs to be more consideration of the ontological as well as the epistemological aspects of first-year study so as to take cognisance of the different learning needs of an increasingly diverse student body and to encourage the development of the student agency necessary for a deep engagement with the disciplinary epistemologies.

- Description: Census estimates in 2010 indicated that 6,3 percent South Africans aged 5 years and older are currently classified as disabled in five of the nine provinces in the country. The national figure for 2005 was 5 percent, with the figure for females (6,5 percent) slightly higher than that for males (6,1percent). Spinal cord injured persons and their significant others experience a range of emotions which affect their relationships with themselves, others and their environment. To deal with the life-changing consequences of the injury and regain control, these persons not only require a variety of coping strategies but rediscovery of resilience is inevitable if the experience of personal purpose and meaningful existence is ever to be regained. In the Nelson Mandela Bay Municipal area, Port Elizabeth, South Africa – the geographical area in which this research study was undertaken - persons with spinal cord injuries have many challenges to face due to the shortcomings the existing resource for health care delivery in the post-discharge phase. The research objectives identified for the study were, firstly, to explore and describe the lived experiences of persons with spinal cord injuries; secondly, to explore and describe the lived experiences of the significant others of persons with spinal cord injuries; and thirdly, to develop a strategy to guide the professional nurse and the health care team in facilitating the health care of persons with spinal cord injuries. The study was a qualitative, exploratory, descriptive, and contextual method of inquiry. The data obtained was used to formulate the strategy with its three sub-strategies to guide professional nurses and the health care team to facilitate renewed resilience and the re-establishment of meaning for persons with spinal cord injuries. Although the experiences of the significant others were explored in order to thicken the description of the experiences of persons with spinal cord injuries, the strategy developed was limited to the persons with spinal cord injuries. Although it is well documented that there are significant physical needs, the themes that emerged from the current research mostly related to psychological and social aspects. In acknowledging the human being as unitary multi-dimensional being, the researcher in his discussions and quest to address the issue of renewed resilience in spinal cord injured persons towards finding purpose and re-establishing meaning in their lives, focused on their psychological, spiritual and social health. The outcome of the study is a strategy constructed to facilitate renewed resilience, and three sub-strategies ‘addressing experienced emotions’, ‘facilitating meaningful relationships’ and ‘facilitating effective coping’. The strategy has as purpose the empowering of spinal injured persons in their efforts to re-establish meaning by serving as a tool to guide professional nurses and members of the health care team in their facilitating of renewed resilience in persons with spinal cord injury. It is envisaged that the co-ordination of the strategy will take place from the health care delivery facility nearest to the spinal cord injured individual concerned. - Description: Census estimates in 2010 indicated that 6,3 percent South Africans aged 5 years and older are currently classified as disabled in five of the nine provinces in the country. The national figure for 2005 was 5 percent, with the figure for females (6,5 percent) slightly higher than that for males (6,1percent). Spinal cord injured persons and their significant others experience a range of emotions which affect their relationships with themselves, others and their environment. To deal with the life-changing consequences of the injury and regain control, these persons not only require a variety of coping strategies but rediscovery of resilience is inevitable if the experience of personal purpose and meaningful existence is ever to be regained. In the Nelson Mandela Bay Municipal area, Port Elizabeth, South Africa – the geographical area in which this research study was undertaken - persons with spinal cord injuries have many challenges to face due to the shortcomings the existing resource for health care delivery in the post-discharge phase. There the Franciscans became involved in the life of the ordinary people, who were otherwise abandoned by the government. Among other activities, they provided schools and gardens, and embarked on skills development projects for the youth. The Holy Cross Sisters - whose arrival in 1926 pre-dated that of the Friars - played a crucial role in these developments. From 1952, their educational work would be supplemented by the medical work of the Franciscan Missionaries of Mary Sisters. The arrival of Irish Franciscans (1946) and English Franciscans (1948) brought tensions and differing interpretations of the form that the vision should take. In addition, the Friars were men of their times and products of their particular backgrounds. For example, while some saw their African converts as equals, others were prejudiced against them. However, this thesis – the work of an “insider” to the faith and to the Order, argues that despite tensions and shortcomings, the settlement, and continuing presence, of the Franciscan Friars and Sisters in the Eastern Cape was an eventual realization of Bishop Fleischer’s vision, even though in a slightly different manner from the original ideal. In the early nineteen sixties a new and powerful spirit invaded the Catholic Church. The Second Vatican Council took place from 1962 to 1965. It may be argued that, from that time onward, the Church has never been the same again. In accordance with this call and invitation of the Second Vatican Council for quite some time it has been my earnest desire to get down into a more in-depth study of the history of the Franciscans in South Africa than that provided by the two existing works on this topic. It is my hope that this thesis will contribute to a soul-searching of the Franciscans as they continue to live and minister to the people of South Africa. This history will hopefully teach us to learn from and be inspired by the great and heroic deeds of our spiritual forebears – our Franciscan brothers and sisters – and also teach us to learn from their mistakes.

This doctoral thesis begins by contextualising ICT governance within the levels of systemic governance in South Africa that have relevance to this study. It then continues by advancing the understanding of the state of Information and Communication Technology (ICT) governance in public higher education institutions in South Africa by investigating the level of pervasiveness, the level of ICT process maturity and the alignment of ICT to the institutional processes within these institutions. Subsequently, this thesis results in the production of a contextually appropriate value framework that contributes towards an understanding of the need for the improvement of ICT governance. A survey of the extant literature on governance, ICT governance, and the frameworks and standards associated with governance indicates that the methodological approach currently favoured in ICT governance research is predominantly interpretive and based on surveys and interviews. This study leans towards a Design Science approach paradigm using surveys for the qualitative data collection process. The empirical research data was gathered from the highest ranking ICT officers at public higher education institutions in South Africa. This study makes contributions on a number of levels – from the first known measurement of ICT pervasiveness within the context of higher education, to the measurement of ICT process maturity and the measurement of the alignment of ICT and institutional processes, to the design of a value framework that breaks down governance into layers indicating which governance organs are appropriate at the relevant layers and which governance mechanisms can be used to address governance at each layer of governance. This study therefore makes a contribution to the ICT domain for development research by demonstrating praxis for the improvement of ICT governance implementation in the public higher education sector in South Africa. This study makes both method design and practical contributions to the ICT body of knowledge at various stages of the research process. These contributions include reflection on and analysis of the data gathering approaches that occur within the public higher education sector and in the complex environment of institutional autonomy and academic freedom; the use of Agency Theory to support the ‗governance intent‘ transfer between the layers of governance in the value framework and the synthesis of the improvement of ICT governance with value creation. The findings of this study further contribute to an understanding of the dynamics and interrelatedness of aspects of governance and management, while making a contribution to theoretical research by extending practical and empirical understanding of the ICT governance environment in the public higher education sector in South Africa.

To achieve this, a qualitative, interpretive case study research approach was employed in this study. The findings of this study suggest that although AC plays a critical role in the performance of SMEs in Kenya, many of these enterprises have low levels of AC. It also became clear that all the SMEs that participated in the study had not attained maturity in their IT adoption process. However, SMEs that exhibited strong AC employed the use of more superior IT adoption processes than did their counterparts with low levels of AC. From the results of this study an IT Adoption Strategy Improvement Model (ITASIM) has been developed to help SMEs improve their IT adoption strategies. The model focuses on improving SMEs‟ AC and injecting these alongside the elements of a good strategy in the SMEs‟ IT adoption process. Furthermore, in order to help in the effective implementation of ITASIM, implementation guidelines have been developed.

- Description: In this dissertation I sketch a conception of personhood as understood from within an Afrocommunitarian worldview, and argue that this understanding of personhood has implications for understanding the concept of reconciliation. Understanding ‘being human’ as a collective, communal enterprise has implications for how responsibility, justice, forgiveness and humanization (all cognate concepts of reconciliation) are conceptualized. In line with this understanding of reconciliation and its cognate concepts, I argue that the humanization of self and other (according to the Afrocommunitarian understanding of personhood) is required for addressing the ‘inferiority’ and concurrent ‘superiority’ racial complexes as diagnosed by Franz Fanon and Steve Biko. These complexes reach deeply within individual and collective psyches and political identities, and I argue that political solutions to protracted conflict (in South Africa and other racially charged contexts) which do not address these deeply entrenched pathologies will be inadequate according to an Afrocommunitarian framework.

- Description: This study is an interpretive analysis of the roles of NGOs in the social policy process, using the case of postcolonial Zimbabwe. Assessing the period between 2000 and 2010 and the prevailing unique socio-economic and geopolitical crisis, the study engages the major contextual factors influencing evolution of NGOs and their engagement in the policy process. It focuses on the conceptual and state – civil society contestations on the legitimacy of NGO’s as well as an assessment of their impact on the social policy process. NGOs in Zimbabwe have played two major and two minor roles in the social policy process as identified in the study in terms of their prominence and impact on the policy process. That is: policy implementer role complementing state social policy provision, democratisation to pluralism the social policy arena as the major roles; educational role to developing interventions for better social policy and watchdog role monitoring government and other state institutions in meeting the social policy needs of citizens. The thesis argues that analysis of NGOs is embedded in understanding the role of the state and dialectical relationship between state and civil society. Using a neo-Marxist perspective and social democratic approach to the role of the state in social policy, the theoretical generalisations of the study are that NGOs have a legitimate role to play in the social policy process. However, this is defined by the nature and role of the state itself as central driving agent in social policy. Therefore, the roles NGOs are not exclusive in themselves but are anchored within the contextual framework and its definition of societal spheres within it. The thesis established the evolution of the NGO sector in Zimbabwe, its impact on the social, political landscape and argues that the democratisation agenda in Zimbabwe requires a political solution embedded in a transformative state as the panacea for building a redistributive and participatory social policy agenda that engages with non-state actors, NGOs included within a developmental framework. Conclusively, the thesis proposes a theoretical distinction between NGOs as service oriented entities and CSOs as forums for associational life and civic engagement.

- Description: This study is an interpretive analysis of the roles of NGOs in the social policy process, using the case of postcolonial Zimbabwe. Assessing the period between 2000 and 2010 and the prevailing unique socio-economic and geopolitical crisis, the study engages the major contextual factors influencing evolution of NGOs and their engagement in the policy process. It focuses on the conceptual and state – civil society contestations on the legitimacy of NGO’s as well as an assessment of their impact on the social policy process. NGOs in Zimbabwe have played two major and two minor roles in the social policy process as identified in the study in terms of their prominence and impact on the policy process. That is: policy implementer role complementing state social policy provision, democratisation to pluralism the social policy arena as the major roles; educational role to developing interventions for better social policy and watchdog role monitoring government and other state institutions in meeting the social policy needs of citizens. The thesis argues that analysis of NGOs is embedded in understanding the role of the state and dialectical relationship between state and civil society. Using a neo-Marxist perspective and social democratic approach to the role of the state in social policy, the theoretical generalisations of the study are that NGOs have a legitimate role to play in the social policy process. However, this is defined by the nature and role of the state itself as central driving agent in social policy. Therefore, the roles NGOs are not exclusive in themselves but are anchored within the contextual framework and its definition of societal spheres within it. In South Africa universities are categorized into three types, namely traditional universities (offer theoretically-oriented degrees); universities of technology (offer vocational-oriented diplomas and degrees) and comprehensive universities (offer a combination of the other two). With their constitutional and policy framework obligations, universities are responsible for accommodating students with all types of disabilities. Pertaining to the awareness of social disparities, the quality of support services to students with disabilities still remains a concern. An assessment of energy use as a rural development strategy: the case of Chiwundura communal area, Zimbabwe

- Description: Households in Chiwundura Communal Area continue to depend on traditional biomass fuels, that is, fuelwood, agricultural residues and in some cases dung. This is despite the fact that grid electrification has been introduced in the communal area. A few households have been able to adopt the grid electrification whilst the rest remain rooted in the use of the inefficient and polluting traditional biomass. Some of those who have adopted the grid electricity only use it for lighting and entertainment whilst they continue to use fuelwood for cooking. A number of households that have connected to grid electricity have reverted to the use of the traditional biomass. This means that the generality of people in Chiwundura Communal Area continue to be subjected to energy poverty, which is a constrained access to modern energy services such as electricity. As a result these households will not be able to meet the millennium development goals among many other achievements. This state of affairs motivated the researcher to conduct this study. The study wanted to find out why the transition from traditional biomass energy forms to modern energy services was slow in Chiwundura Communal Area. The study also wanted to establish the factors that influenced household en ergy choices as well as establish the ways in which the traditional biomass energy forms had affected the livelihoods of households in the study area. In order to get information on the above mentioned questions, this study which was a case study of Chiwundura Communal Area utilised the triangulation of both qualitative and quantitative techniques. These methods were meant to complement each other and benefit from the strengths of each method. The study used questionnaires, interviews, observations, transect walks, focus group discussions and content analysis. The researcher spent up to three months in the study area so as to get first hand information on the issues under study. A total of 215 households and 106 school children were conveniently sampled to respond to the questionnaires whilst fifty household heads participated in the interviews. The study looked at three energy theories namely the energy ladder, the leapfrogging and the multiple fuels use models as well as consumption and decision making theories to open this discussion. The study made a number of critical findings. Firstly, there was very little transition as most households remained as users of biomass energy; hence they were at the lower rungs of the energy ladder. Those that had moved up the ladder tended to back switch to the use of fuelwood. This made them multiple fuel users. Generally fuelwood was the dominant source of energy as it was used mainly for cooking, space and water heating, space lighting and other domestic needs such as smoking meat. About 22% of all respondents were connected to the grid and used electricity mainly for lighting. Candles, paraffin, gensets and solar energy were part of the energy mix. It was established that income was the most important determinant in the energy choices made by the different households. Most of the households were peasant farmers who could not harvest excess crops for the market. A few households with members in paid employment or obtained remittances from relatives in South Africa or the Diaspora were able to get connected to the grid or could afford to purchase fuelwood from vendors. Households could not procure solar house systems as the start up costs were beyond their reach. Those who were able to acquire generators could not run them for many hours as they could not afford to refuel them regularly. Household characteristics such as age and education of household- head were also important factors. It was however established that cultural and traditional factors were as usual not given the attention they deserved yet they were very significant in determining the type of fuel a household chose. Food preparation and taste always played an important role in determining whether a household chose traditional fuels for certain cuisines. It was also realised that failure by numerous households in the study area to access modern energy sources meant that they could not attain the millennium development goals by 2015. They could not move out of abject poverty as they lacked irrigation schemes to assure them of food security. Universal access to education was affected by lack of light to use for studying and reading after hours. Adult education was also frustrated. The boy child was worst affected as he came to school late or at times missed school altogether collecting fuelwood for the household. In Chiwundura Communal Area men and boys were responsible for collecting fuelwood. This signified a shift in gender roles. Men and boys took it upon themselves to have these responsibilities as women and girls could not walk the long distances. The health of the household particularly women and children who spent several hours close to the fire was compromised as most huts were poorly ventilated. They therefore could not adequately deal with indoor air pollution challenges. Other MDGs were also likely not to be achieved by the families. The study also found out that men were not dictatorial in determining the fuel that a household used. Some form of democracy existed within homes and negotiations between husband and wife often took place away from the public domain. Oftentimes women often aped their colleagues who owned modern energy technologies within the villages; hence they pressurised their husbands to buy them SHSs and gensets. This was conspicuous consumption. The study established that there was need for modern energy in the study area. Grid electricity was not the panacea for this as it was beyond the reach of many. It was therefore important to look at renewable energy forms such as gel fuel, SHSs and biogas. It was also pertinent to educate and make households aware of dangers posed by indoor air pollution. The government and different stakeholders must give it equal importance and publicity as that given to HIV and AIDS as it kills several children annually. Housing interventions should be made so that households build huts with proper ventilation.
