- Description: Poverty is one of the social problems plaguing South Africa. In South Africa it is required of municipalities as entities in the socio-economic and political transformation process and agents of change, to eradicate poverty and unemployment by facilitating local economic development in their respective areas. Local economic development has to be implemented in a way that takes cognisance of the different challenges that exist within various areas and contexts. Various district and local municipalities have initiated an array of agricultural programs such as community or food gardens as aspect of their Local Economic Development strategies. In this study I investigated the sustainability of community gardens as a mechanism to poverty alleviation in the Nelson Mandela Bay Municipality. The study focused exclusively on community gardens in Bloemendal, KwaZakhele, Motherwell and Walmer. A mixed methods research approach was employed to gather data from the community garden members and municipal official who administers the community gardens. Semi-structured interview was conducted with the municipal official administering community gardens in Nelson Mandela Bay. A structured questionnaire was used to gather data from the community garden members. Observations were made on types of crops grown in the gardens, in order to supplement and validate data collected and information gathered during interviews. Community garden members identified funding as their main challenge. Community gardens have a potential to be sustainable if the requisite support structures that need to exist to support the micro-farmers are in place.

The study argues from a theoretical base of good governance and public participation. The findings made were inter alia: Politicians in public office are not using the resources at their disposal optimally; tussles amongst politicians and with officials do have a negative effect on devolved decision-making; and vandalism and closing down of ward council offices are not purely a reflection of a ward councillor’s failure to account to the constituency, and the ward committee system at NMBM has not since 2009. The recommendation is that deliberate efforts need to be made to establish democratically elected ward committees in all sixty wards of NMBM. The establishment of ward committees has to be a joint effort between political office bearers, the broader political landscape and officials as previous efforts have failed to produce legitimate structures. The politicians and officials need to work together to win over public opinion and community buy-in towards the establishment of ward committees that are representative and functional.

- Description: With the advent of democracy in South Africa in the early 1990s, the new government had to introduce major social, economic and political changes in order to undo the damages inflicted by many years of both colonialism and apartheid. These changes included the scrapping of discriminatory legislations and drafting of new laws to regulate employment practices. Amongst the pieces of legislation that the new South African government put in place, the Employment Equity Act, (Act 55 of 1998) was a major turning point in the elimination of discrimination at the workplace and redressing the injustices of the previous regimes. The Act is aimed at regulating the employment practices in an attempt to make the workplace a true reflection of the South African demographics. As a result, the promulgation of the Act had a major impact on the organisations in South Africa and has affected the way they now do business. Although the Act has been in existence for 14 years, progress in the implementation of employment equity and affirmative action in organisations in South Africa has been far less significant, particularly in the representation of women in managerial positions. In South Africa, an overwhelming majority of managerial positions are still occupied by men, with marginal women occupying management positions. Thus, women are still experiencing discrimination and under-representation at the workplace. Noting this trend at Amatola Water Board, the researcher decided to investigate the extent of progress the organisation has achieved in the implementation of its Employment Equity Plan 2009-2014. The objectives of the study were to identify factors that could assist the organisation to effectively implement the Plan, identify the impediments that pose challenges to effective implementation of the Plan in the organisation, and establish the perceptions of employees on the implementation of the Plan in the organisation. To collect data for the study, the researcher used a qualitative research approach. In this regard, the researcher used questionnaires and interviews to collect qualitative data. A sample of fifty employees was selected for the administration of questionnaires and four additional employees were selected for interviews. Both samples were selected by purposive sampling. The study has established that employment equity is still a challenge that South African organisations are struggling to implement. The study has revealed that, at Amatola Water Board, there are indeed various factors that contribute to the low representation of women in managerial positions. These factors include the lack of management support for the implementation of the Employment Equity Plan, recruitment processes that fail to recruit sufficient numbers of qualified applicants, training and development practices that fail to produce the required number of qualified employees, unconducive organisational culture, veiled racial and gender stereotypes, and inadequate communication. Suggestions and recommendations to address these challenges have been espoused.

- Description: The study is a psychobiographical study, aiming to explore and describe the life of John Wayne Gacy. He was a well-respected man in his community, entertaining the neighbourhood as Pogo the clown. But there was a dark side to his nature that he tried to keep hidden; yet glimpses of it appeared throughout his life. This dark side was exposed to the public when the police found twenty-seven dead bodies ranging from boys of nine to young men twenty years of age hidden in his basement. The study utilises the Erikson’s psychosocial developmental theory in order to examine Gacy’s life and attempt to establish unique character traits. The study utilises a qualitative single case study approach, and the subject was selected through purposive sampling based on interest value. Archival data was collected from secondary sources to enhance validity. Data was analysed by first organising and reducing information obtained; and then displaying it for discussion of Gacy’s life. Gacy’s life was reconstructed from birth, through adolescence and adulthood and his death. The findings suggest that the theoretical approach considered the biopsychosocial as well as cultural and historical influences of situations and experiences in Gacy’s personality development throughout his lifespan. The main themes of discussion centre around the abuse he experienced and the influence this had on his development, the lack of crisis resolution and thus achievement of virtues, Gacy’s lack of difficulty in establishing attachment and the resulting narcissism and lack of self-abandon, as well his homosexuality, sadism and the murders he ultimately committed. The study highlighted the importance of psychobiographical studies and the value of Erikson’s theory in understanding development. Recommendations for future research in this field was made in the hope of further uncovering and understanding the personality and its development.

- Description: Psychobiographies examine an entire full life, from birth to death, with the aim of understanding the psychological development of that life. Psychobiographical research is a qualitative method of research, and is done by the use of both biography, and the application of relevant psychological theory. While the scientific merit of this type of research continues to be questioned and debated, interest in this area of research continues to grow on both a national, and international level. This particular research study aimed to explore the extraordinary and inspiring life of slave, dancer, singer, lover, soldier and mother, Josephine Baker (1906 – 1975), by applying Alfred Adler’s (1929) theory of personality namely, Individual Psychology. Josephine Baker was chosen by means of purposive sampling. The research study made use of a qualitative psychobiographical research method, which aimed to explore and describe the lived life and personality development of Josephine Baker, in terms of Alfred Adler’s (1929) theory of Individual Psychology. The data collection for this research study made use of a framework, as a means of selecting relevant data which formed a matrix, which in turn became a descriptive framework to organise and integrate the data (see Appendix A). The analysis thereof was done by the means of analytic generalisation (Yin, 1994). To assist in identifying salient data, analytical criteria namely, Alexander’s (1988) guidelines for the extraction of salient data were utilised (see Appendix B). This model also assisted in ensuring an accurate and complete description of Josephine Baker’s life in relation to the psychological theory used namely Alfred Adler’s theory of Individual Psychology. The findings of the study indicate that Josephine’s life paralleled Adler’s (1929) theory in many ways, and also indicated that the person she became was also strongly influenced by many familial, social, historical and cultural events of the time. This study has therefore shown that to date, there is still great value and relevance in Adler’s (1929) theory of Individual Psychology, even though it was proposed and developed almost a century ago. Consequently, recommendations regarding further psychiobiographical research in this area in the future have been made.

- Description: In parliaments, the tasks of drafting legislation and conducting oversight are accomplished by means of complex chains of spoken, written and multimodal texts. In these genre chains, information is recontextualized from one text to another before being debated in sittings of the houses of parliament. This study employs the point of view afforded by linguistic ethnography to investigate critically the ways in which meanings are recontextualized in one section of such a genre chain, namely the process by which committees of South Africa's National Assembly oversee the budgets of government departments and state-owned entities. It does this to identify possible sources of communication difficulties in this process and suggest ways in which these can be minimized. In so doing, it develops a theoretical model of the discursive effects of recontextualization informed by Latour's (1987) notion of black-boxing as well as Maton's (2011) Legitimation Code Theory. This model uses Interactional Sociolinguistics and elements of Systemic Functional Linguistics, including APPRAISAL and Transitivity as tools to describe the realization of these effects in language. This study finds that ideational and interpersonal meanings are condensed and decondensed at particular points in the genre chain in ways that lead to some MPs’ voices being recontextualized more accurately than others’. It also shows that common sources of communication difficulties in the committee process include differences in political background and understandings of committee procedure and participant roles. It recommends that representatives of departments and entities reporting to the committees should receive a fuller prebriefing on their roles; that MPs should receive training on asking clear, focused questions; and that the role of committee secretaries as procedural advisors should be strengthened.

- Description: The study was conducted to examine economic relations between the Southern African Customs Union (SACU) and the Mercado Commun del Sur (translated Southern Common Market), in short (Mercosur). SACU was established in 1910 and consists of five member countries, namely; South Africa, Botswana, Lesotho, Namibia and Swaziland. Mercosur was created in 1991 and consists of Argentina, Brazil, Paraguay and Uruguay, with Bolivia, Chile, Colombia, Ecuador, Peru and Venezuela being associate members. In pursuit of this aim, the study revised and analysed the evolution, development and growth of both Mercosur and SACU. The study further concludes that challenges facing Mercosur and SACU countries should not discourage them in pursuing collective developmental initiatives such as regional integration and South-South Cooperation.

- Description: After South Africa entered into democracy in 1994, a mediation period of change was set in motion. It was an invitation for South Africans to imagine and envision themselves anew (Gqola 2010). Slave memory; a neglected past, that was previously silenced came to the fore and is currently in the process of being renegotiated in post-apartheid South Africa. In the light of this, I believe that the study of the Cape Minstrel Carnival which has its social roots in slavery lends itself for an insightful interpretation within an art historical framework. While institutionally the memory of slavery was officially marginalized: comparatively, on the streets of Cape Town, the community preserved it in elusive ways embodied in the procession of Carnival through the city. This thesis explores the imagery of creolisation, through an analysis of the Cape Minstrel Carnival. Zimitri Erasmus (Erasmus 200:14) defines creolisation as cultural production that happens under the specific conditions of slavery. Before I decode some of the motifs embedded in the imagery of creolisation, in chapter one I provide an in depth analysis; of the contextual conditions of which the practice of carnival originated. My analysis is informed extensively by post-colonial theories on race, identity, and creolisation. The route of the procession of carnival reveals an alternative and clandestine history of the city of Cape Town which I believe deserves focus. In chapter two I discuss its site specificity in relation to key urban sites, such as the District Six Museum, the Slave Lodge Museum and the Bo-Kaap Museum. This thesis explores the use of performance as a corporeal tool to demarcate the city. In the process of this analysis, a repertoire of movement becomes salient in the construction of creolised identities. In chapter three I discuss the motif of the “coon” as the most salient image of creolisation in the parade; I trace its iconographic roots to the performance of blackface minstrelsy that originated from the slave plantations of the United States of America. By unpacking the racist iconography bound up in the initial construction of the “coon”, it becomes clear that its derogative meaning was subverted when it was appropriated as a symbol of celebration into the New Year’s parades. As a result of its complicated history, some residents deride the parade as perpetuating racial stereotypes, by portraying “coloured” people as buffoons. Class snobbery has played a big part in the criticism. Therefore the procession of “the coons” or euphemistically the minstrels represents a cultural cringe for some and a festive celebration for others and both these sentiments coexist simultaneously. The Cape Town Minstrel Carnival can be interpreted on multiple shifting levels because it takes on an ambivalent and ambiguous position as far as meaning is concerned.

In seeking to address this challenge, the South African government has introduced waste management legislation, policies and strategies. Despite the legislation, policies and strategies on waste management, illegal waste dumping continues to exist as a major challenge in particular for the Nelson Mandela Bay Municipality. This study focuses on illegal waste dumping in Nelson Mandela Bay Municipality which negatively impacts on development. The study seeks to make recommendations which will assist the Nelson Mandela Bay Municipality to improve its waste management services. This study involved a community participatory approach by communities in Motherwell, New Brighton and Gelvandale. The research follows a mixed method approach, employing both qualitative and quantitative approach. A Public Perception Survey is used as a method of data collection aimed at determining the present public opinions regarding the waste management services currently offered by the Nelson Mandela Bay Municipality (NMBM). The study found that despite interventions by the NMBM to address illegal dumping, the problem continues to exist. Poor service provision by the NMBM in terms of waste collection services combined with the lack of awareness of the community‟s responsibility towards the cleanliness of its communities leads to littering and illegal dumping of waste by communities. The NMBM is not effective in the planning, coordination and implementation of its waste management services. Recommendations have been presented with regard to how effective waste management services in NMBM can be enhanced.

- Description: Family planning campaigns, using the media among other advocacy interventions, are produced and disseminated by both government and nongovernment organizations in Malawi, with an aim of reducing fertility and promotion of reproductive health. This qualitative audience study looks specifically at the reception by rural men of radio broadcast Public Service Announcements produced by the NGO, Banja La Mtsogolo, a leading provider of family planning services and products based in Blantyre. The aim of the study is to understand how the appropriation of these messages relates to traditional concepts of gender, masculinity and kinship within an area that has not been spared the influences, values and accoutrements of modernity. Underpinned by Hall’s encoding and decoding model, the study reveals that at most men make an oppositional reading of the texts based on their lived and shared cultural experiences. The results show that while people understand and appreciate the importance of family planning, cultural and traditional influences play a major role in how these messages are appropriated by and incorporated into the everyday lives of their listeners. Given the above understandings, the research asks what are the implications for the success of family-planning media campaigns by government and other non-governmental organisations such as Banja La Mtsogolo

Results of t-test comparative analyses revealed significant age effects on both trials of the Successive Finger Tapping test in the direction of the younger age group outperforming the older age group, and a marginal but consistent tendency towards poorer performance at an earlier age stage than proposed by the available literature, for the Purdue Pegboard, "S"Words- In-One-Minute and Words-In-One-Minute. - Description: The scarcity of skills is a global phenomenon, affecting the capacity building, economic growth and development components of all nations. The African continent has been affected by skills shortages, emanating from certain socio-economic factors. This resulted in the ‘brain drain’, emigration and absorption of skilled talent to developed countries, in search of a better standard of living and employment opportunities. The issue of scarce skills in South Africa was identified by the Government in 2006, due to an identified shortage of expertise and proficiencies, required to fill numerous vacant positions within the local government to meet service delivery needs. The identification of skills shortages led to the formulation of macro-economic policies to address the issue of scarce skills and the identification of the most affected professions, which included, inter alia, engineers; technicians; project managers; and architects. Despite the implementation of these policies, underlying factors compound the issue, complicating and limiting remedial efforts. The South African Government is faced with the challenge of providing quality basic services for the public, especially at the local level. The country has since 2010 experienced multiple incidents of service delivery protests, predominantly in the under-developed communities. The Eastern Cape is no exception, as the Nelson Mandela Bay area has experienced protests, concerning poor service delivery, primarily in Walmer Township. The provision of basic services, are of dire necessity to the communities, as the Eastern Cape is one of the poorest provinces in South Africa. The educational system at primary and secondary levels is faced with challenges in the Eastern Cape province. These challenges are the shortage of teachers; poor infrastructure; and teacher absenteeism. This compounds the issue of scarce skills acquisition and development; the volume of skilled, expert and proficient talent available to the municipality, to fill in vacancies, gaps and areas with shortfalls and deficits within the entity, is reduced and minimal, underscoring the depth of the entrenchment of this scarcity of skills issue. The primary focus of the study is to expose the factors contributing to skills shortages and the implications, apropos service delivery, from the municipal workers’ perceptions. The study highlights and describes the factors affecting scarce skills acquisition and development in South Africa, along with providing a background of the Eastern Cape and demonstrating that the shortage of skills, within the Infrastructure and Engineering Department of the Nelson Mandela Bay Municipality, has an impact on the production, efficacy and efficiency of services for communities. The study also emphasises the essentiality of quality leadership and management within the organisation, a pivotal aspect in ensuring the municipality performs at optimal level, meeting organisational goals. This is a critical issue, as the study revealed that sound management and leadership is lacking within the municipality, affecting quality of the service delivery output. The findings of this study further revealed that adequate training and development is lacking in the municipality. This is hampering skills development, outstandingly with regard to technical skills talents, as their training needs are not met.

Plantar pressure and impulse profiles of students from a South African university

- Description: Most activities of daily living and numerous modes of physical activity incorporate some form of ambulation, of which the foot and ankle constitute the first link in the kinetic chain. A change in foot or ankle structure may therefore have subsequent effects on the superincumbent joints of the human body such as the knee, hip and lower back. Plantar pressure and impulse measurements can therefore provide greater insight into the mechanics of the foot under load-bearing conditions with regards to the areas and regions of the foot that exhibit the largest pressure values and impulse figures. Hence, it is of importance to establish normative data so as to obtain a frame of reference to identify those individuals that fall outside these norms and may exhibit a larger probability of injury. Aim and Objectives: The primary aim was to identify and compare the plantar pressure distribution patterns and impulse values of students of a South African university of different gender and race groups. To realise this aim two specific objectives were set. The first was to determine whether height, weight, body mass index (BMI), gender, race, and the level of physical activity were related to the pressure and impulse values obtained, and the second was to generate reference tables from the normative data gathered. Method: The RS Footscan system was used to measure the pressure and impulse values of the foot. The characteristics that were analysed were height, weight, body mass index and the level of physical activity of the participant and their respective association with plantar pressure and impulse values obtained. This information was then used to establish normative data. A quasi-experimental study design utilising convenience sampling was implemented as the intention was to investigate as single instance in as natural a manner as possible. Convenience sampling was used with predefined inclusion and exclusion criteria. A total of 180 participants were utilised in this study and were subdivided as follows: Gender: Males (n = 90); Females (n = 90); Race: African black (n = 60); white (n = 60) and coloured (n = 60). Each race group therefore comprised of 30 males and 30 females respectively. The anthropometric profile of participants was as follows: Age (S.D.) = 22.21 (S.D. ± 2.93) years; Height (S.D.) = 169.69 (S.D. ± 8.91) cm; Weight (S.D.) = 66.97 (S.D. ± 12.01) kg; BMI (S.D.) = 23.16 (S.D. ± 3.15) kg/m2. Participants were asked to complete a questionnaire prior to testing that would identify all exclusion criteria consisting of: the presence of foot pain or deformity, acute lower extremity trauma, lower extremity surgery, exhibited problems of performance including eye, ear or cognitive impairment, diabetes mellitus or other neurological neuropathy, or the use of walking aids. Anthropometric measurements were then taken for those participants that qualified for the study. Participants were required to perform approximately five warm-up trials to familiarise themselves with the testing equipment before testing commenced. A total of ten successful trails were subsequently recorded for each participant, with three footprints being recorded per trial on the pressure platform, thereby comprising 30 footprints (15 left foot and 15 right foot) per participant that were analysed regarding pressure and impulse values. The two-step gait initiation protocol was implemented which was proven to be a valid and reliable means of assessing gait. Participants were instructed to walk at a comfortable walking speed between 1.19 – 1.60 m/s to ensure conformity between all participants as between-trial gait velocities were proven to be significantly variable. The foot was subdivided into ten anatomical areas focusing on the great toe, lesser toes, metatarsal 1, metatarsal 2, metatarsal 3, metatarsal 4, metatarsal 5, midfoot, medial heel and lateral heel. These ten areas were then grouped into one of three regions, namely the forefoot region (great toe, lesser toes, and all five metatarsal head areas), midfoot region (midfoot area), and rearfoot/heel region (medial and lateral heel areas). Once all relevant data was gathered, corrected and analysed it was used to establish normative data tables pertaining to the various gender and race groups. Results: Of the ten individual pressure and impulse areas, the second and third metatarsal heads demonstrated the highest mean peak pressure and impulse values. Once grouped into one of the three regions, the heel region was ascribed with the largest impulse and pressure values. It was established that statistically and practically significant racial pressure differences were apparent in the left and right forefoot and midfoot regions, with black and coloured individuals yielding the highest values, whereas white participants yielded the lowest. The same was true with regards to impulse figures in that both statistical and practical significant levels were established in the forefoot and midfoot regions. Black and coloured participants exhibited larger impulse values than the white participants. The level of physical activity was found to be associated with both pressure and impulse values over the various regions of the foot. Black individuals that were largely inactive as well as moderately active coloured participants yielded the highest pressure and impulse values, which were found to be statistically and practically significant over the forefoot regions. Conversely, white participants of all physical activity levels as well as coloured participants of both low and high physical activity levels exhibited the lowest pressure values over the forefoot region, which were also found to be statistically and practically significant. The anthropometric variables of height, weight and BMI were found to relate statistically to pressure and impulse values under the various regions of the foot, but none were found to be of any practical significance (r < .30). Conclusion: It was clearly established that both gender and race specific differences existed regarding plantar pressure and impulse values of the normal foot. Plantar pressure and impulse values were also associated with the level of physical activity of the individual, thereby indicating that the level of physical activity could be a contributing factor to altered pressure and impulse values. Anthropometric variables such as height, weight and BMI could not solely account for the variances observed in pressure and impulse. Further research is required to determine whether pressure or impulse values above or below those obtained predispose an individual to injury and to contrast between various activity or sporting codes and the effect of these on plantar pressure and impulse figures. Post-apartheid racial integration in Grahamstown : a time-geographical perspective

- Description: This research is situated within the context of the post-apartheid era in South Africa, which includes the dominant ideologies and policies that have shaped the urban landscape of the past and present. It investigates the extent and patterns of integration that exist twenty years after the country’s political transition and it uses Grahamstown, a small education and cultural centre in the Eastern Cape Province, as its case study. The investigation incorporates the traditional geographical focus of residential and educational integration, using conventional means of investigation such as segregation indices, dissimilarity indices, percentages and maps. However, in identifying the broader nature of ‘segregation’ and ‘integration’, the study moves beyond these foci and approaches. It adopts the timegeographical framework to reveal the dynamic use of urban space that reflects the lived space of selected individuals from the community of Grahamstown: the extent and patterns of their behavioural integration or spatial linkages. Together, these approaches reveal that Grahamstown is still a city divided by race and, now, class. Schools and residential areas remain tied to the apartheid divisions of race and the white community exists almost entirely within the bounds of apartheid’s blueprint of urban space. Rhodes University, which is located within Grahamstown, has experienced admirable levels of integration within the student body and within the staff as a whole, but not within the staff’s different levels. In essence, where integration has occurred it has been unidirectional with the black community moving into the spaces and institutions formerly reserved for whites. The limited behavioural integration or spatial linkages are shown to be tied to city structure and, within the white group, to perceptions of ‘otherness’ held by the individuals interviewed. While the study shows limited differences in the time-spatial movements between members of different races who are resident in the former white group area, it highlights the differences between those more permanently resident in the city and the temporary educational migrants or students. The study argues that the slow pace of change is related to the nature of South Africa’s democratic transition and its attending political and economic policies.

The limited behavioural integration or spatial linkages are shown to be tied to city structure and, within the white group, to perceptions of ‘otherness’ held by the individuals interviewed. While the study shows limited differences in the time-spatial movements between members of different races who are resident in the former white group area, it highlights the differences between those more permanently resident in the city and the temporary educational migrants or students. The study argues that the slow pace of change is related to the nature of South Africa’s democratic transition and its attending political and economic policies.
