- Description: The aim of this study was to determine and investigate the extent to which the Department of Treasury and Planning manage public finance making use of relevant private sector techniques and strategies. Financial management is a critical element of good governance and it requires a great deal of attention with parallel internal systems and controls. The study determines the role of various bodies within the public finance environment and the relevant legislative frameworks towards efficient and effective financial management by departments. The Public Finance Management Act(1999) and National Treasury Regulations (2009) require all government departments to ensure accountability on resource allocated to be able to measure value for money in relation to the delivery services to communities. The primary objective of this study was to assess the effectiveness and efficient management of public finance in terms of the PFMA as the legislative framework and the MTEF as a financial management tool. The Constitution Republic of South Africa (Act 108 of 1996) makes a provision that all the three government spheres to be developmental-oriented in nature with clear accountability and transparency lines towards service delivery. On the same breath, The Public Finance Management Act of 1999 (PFMA) is meant “To regulate financial management in the national government and provincial governments; to ensure that all revenue, expenditure, assets and liabilities of those governments are managed efficiently and effectively; to provide for the responsibilities of persons entrusted with financial management in those governments; and to provide for matters connected therewith”. With the above introductory contentions from different authors and researchers, this study will basically be on providing more details on the policy documents namely; PFMA so to establish the nature and extent to which effective and efficient financial management has improved good governance in the Department of Treasury & Planning, Eastern Cape Province.

South African municipalities for various reasons fail in providing local economic development friendly environment and more developmental and inclusive informal economy policies and by-laws. The objective of the study was to assess the benefits and challenges which might hinder the maximisation of benefits in the sector. The literature was reviewed with the aim to integrate published academic data on the benefits and limitations of informal trading in promoting sustainable local economic development. Data for the study was sourced from the literature and questionnaires administered to respondents who were selected by means of a purposive sampling technique. The respondents from which data was collected were 18 and a qualitative research approach was used as a main research methodology. The responses obtained were subjected to content analyses. The main findings of the study include; informal traders are uncoordinated, informal traders are faced with challenges which hinder their success, majority of respondents see benefits from informal trading, the informal sector of responds to triple social ills and all respondents started up businesses due to the inability of the formal sector to create job opportunities that are permanent and enough for everyone. In response to the findings about the main recommendation made is the improvement of communication between government and informal trader for the sustainability of municipal programs.

- Description: The purpose of this study was to investigate the extent to which the Beacon Bay Community Police Forum in the East London area has implemented the Community Police Forum (CPF) uniform constitution. The main research question of this study was: To what extent has the Beacon Bay Community Police Forum in the East London area implemented the uniform Community Police Forum (CPF) constitution? The theoretical framework that guided this study was the broken windows theory. The literature review looked into the following: existing knowledge based on the assessment of the implementation of the uniform CPF constitution by the Beacon Bay Community Police Forum, the regulatory framework and an overview of the role and functions of the community police forum (CPF) in South Africa, lack of awareness and representativeness as challenges to community police forums effectiveness, inadequate resources in the implementation of an effective community policing forum, lack of trust between the police and the community and the issue of corruption as challenges in the implementation of CPF. The qualitative research method was used in this study. The case study design was also used. The researcher used the purposive sampling technique to select six community members and four community executives of the Beacon Bay CPF in the East London area. Face-to-face in-depth individual interviews were used to gather in-depth data. The manual method of analysis was used. The researcher analysed the data by capturing the patterns and direct words of the participants who were interviewed through note taking. Themes were drawn from the responses of the participants and analysed. Some of the findings were that: Community members did not know exactly when the CPF was implemented, the CPF was not effective, community members did not attend CPF meetings and had negative attitudes towards CPF, the police worked better with the rich people rather than the poor ones and there were some influences of politics in the CPF. In addition, the resources lacking at the CPF were: SAPS staff, shortage of police stations and insufficient vehicles at the police stations. Furthermore, some police worked hand-iniv hand with the criminals and the repercussions of poor trust between the community and the police included: community members taking the law into their own hands, poor handling of criminal cases, and escalation of crime in the community. Some community members noted the positive effect that the implementation of the community police forum had as they could now engage the police directly on matters relating to crime and how they think such challenges can be addressed. The researcher made some recommendations towards an effective implementation of the Community Police Forum in Beacon Bay in East London.

The reason for the Researcher to undertake the study is influenced among others by poor of service delivery, maladministration and corruption reported in this department through media, newspapers, Auditor General (AG) Reports and Portfolio Committee on Basic Education Eastern Cape Legislature which act as the oversight mechanism for this department. Literature review was conducted as a secondary source of information and primary information was conducted through sample of 30 respondents which were selected by the Researcher. The respondents were from the most key units of the department of Education Eastern Cape, which are stated in chapter one of the study. The study followed qualitative research approach which included semi-structured questionnaire, observation and document analysis. The findings of the study indicate lack of management and implementation of the code of conduct by the department. They clearly shows, lack of awareness and understanding of the code itself by the general staff members, lack of discipline, poor employee attitude, and unwillingness to improve service delivery and corruption in the department systems. The findings of the study expose lack of understanding of the code of conduct by the civil servants in the Department of Education, Eastern Cape. This can be attributed to lack of induction, orientation and training, in order to understand the importance of the code of conduct. Document analysis revealed that, there was lack of adherence and observation of the department’s established policies, rules, regulations, procedures and flouting of supply chain management processes and corruption in the system which is tantamount to violation of the DPSA code of conduct. These factors all contributed to this department’s failure in achieving clean audit outcomes from the AG during the last term. Department of Basic Education, Eastern Cape Province, received qualified and adverse audit reports between 2009 and 2014 financial years. The study recommends trainings of the department of education officials in the DPSA code of conduct. More vigorous on going ethical training is very crucial in the attempt to promote ethical behaviour, to root out corruption, under performance and vi maladministration activities experienced in this department so as to fast track service delivery to the people of the Province, in the following terms of Government administration going forward.

- Description: The aim of this study is to investigate the employee turnover of educators in the Butterworth Education District. In order to achieve this goal, it was necessary to review the literature on human resource management. The motivation of job satisfaction was used to utilise the full potential people so as to ensure quality products and services. This is a very complex issue owing to the wide range of internal and external factors that impact on it. The study employed a literature study to examine the employee turnover. Moreover, the study discussed the types, consequences and factors influencing employee turnover. It also discussed retaining strategies, steps to manage employee turnover and methods to reduce employee turnover. The findings of the study revealed that an overview of human resource management plays a key role in determining the survival, effectiveness and competitiveness of an organisation. Factors influencing employee turnover determine employee turnover, and one of these is the labour market, which is determined by economic conditions. The findings also revealed that the causes and consequences of employee turnover can impact both negatively and positively to the organisation. Thus, the management of the Department of Education should perhaps adopt intervention strategies to control the main factors. In this regard, the study made recommendations for the motivation of educators in carrying out the core business of teaching and learning. This would involve the adequate allocation of all resources and benefits that surround teaching and learning and the introduction of a retention policy, which might encourage qualified and productive employees to continue working for the Department and reduce the unwanted voluntary turnover of valuable employees.

It also discussed retaining strategies, steps to manage employee turnover and methods to reduce employee turnover. The findings of the study revealed that an overview of human resource management plays a key role in determining the survival, effectiveness and competitiveness of an organisation. Factors influencing employee turnover determine employee turnover, and one of these is the labour market, which is determined by economic conditions. The findings also revealed that the causes and consequences of employee turnover can impact both negatively and positively to the organisation. Thus, the management of the Department of Education should perhaps adopt intervention strategies to control the main factors. In this regard, the study made recommendations for the motivation of educators in carrying out the core business of teaching and learning. This would involve the adequate allocation of all resources and benefits that surround teaching and learning and the introduction of a retention policy, which might encourage qualified and productive employees to continue working for the Department and reduce the unwanted voluntary turnover of valuable employees.

Since the end of the 5-year of violent community protest in Khutsong in 2009, there has been a surge in post-violent protest recovery processes, reconstruction and service delivery operations. Despite the expertise and funding since 2009, external driven operations have not led to lasting peace and stability, establishment of functioning institutions, eradication of poverty, livelihood improvements, or economic reconstruction and development in the violence-torn municipality. All too often, programmes, policies and solutions were designed and imposed by external actors either because they had worked elsewhere or they were influenced by the political and economic interests of powerful politicians. Furthermore, external actors have tended to assume that local approaches based on the liberal peace framework would be successful wherever its implemented, while ignoring local communities, contexts and knowledge. This exploratory qualitative study based on the Merafong City Local Municipality critically explores and assesses the impact of community engagement during post-violent recovery processes. Moreover, it endeavours to comprehend the strengths and shortcomings of this approach and provide recommendations for future improvement. This is important since socio-economic recovery and economic development are crucial for lasting stability and peace in post-war countries.

- Description: The primary aim of the study was to analyse the contribution of tourism to Local economic development in BCMM. Tourism is one of the most important sectors of the economy and an extremely lucrative business. The industry is growing and carries great potential of contributing to a country and/or local areas’ economy and development. What motivated the study is that there are no published studies on the contribution of tourism to LED in BCMM. Therefore, is a lack of information on the importance of tourism activities on promoting the local communities’ economies and social well-being by helping to reduce poverty. Even though, the municipality gives some information on activities that are being done by the municipality to work with the local communities that have tourist attraction hubs, the information does not delve into economic issues that are needed to ensure that there is promotion of development in areas that are around the tourist attraction hubs. The study was qualitative and it used secondary data to achieve its objectives. Data was sourced from journals, municipal documents, newspapers and many other secondary sources. Results showed that tourism in BCCM has led to economic development in that there are quite a number of attractions and tourism products in the city i.e. museums, theatres, beautiful beaches, conference, restaurants, and accommodation facilities, and this is where job opportunities are created. The tourism sector is one of the key areas with great potential for poverty alleviation and has been taken as a key portfolio to be appropriately monitored to foster its growth and development in the Buffalo City Metropolitan.

The study examined whether the current organisational structure is conducive to a sound working environment, analysed change management interventions provided after the amalgamation and made recommendations to the local municipality on the measures to be taken to provide quality service delivery, improved communication networks and challenges that affect organisational culture. The entire research process was guided by the above research objectives and questions that strive to assess the outcomes of the effects of an amalgamation on organisational culture in Raymond Mhlaba. The study involved a qualitative research approach, and interviews were conducted for the administrative employees of the municipality. The findings of the study identified that the municipal amalgamation has negative effects on organisational culture, especially at the beginning of the amalgamation. The study established that there are many factors that led to the negative effect of an amalgamation on organisational culture, such as lack of management communication, consultation and planning strategies, preferential treatment, conflict and confusion, service delivery and failure to provide change management interventions. The study also revealed that the amalgamation came with better opportunities in terms of salary scales as the municipality is be more capacitated. These factors can be prevented to ensure the success of amalgamations in Local Government. Finally, the study makes recommendations for the municipality on how 10 to handle the amalgamation better, to result to a positive effect on organisational culture.

- Description: This study stemmed from the researcher’s observations about the seemingly ‘obvious’ under performance of the Chris Hani District Municipality and the Lukhanji Local Municipality. As a resident of Komani – under the now Enoch Mgijima Local Municipality, the researcher noticed the rampant water cuts and electric power outages, among other issues, experienced in the district; and sort to understand the underlying causes to these. To understand the root-cause, this study aimed to describe the implementation of performance management systems within the Chris Hani District Municipality; neglecting the Lukhanji Local Municipality as it was in the process of amalgamation to form the Enoch Mgijima Local Municipality. The process was finalised in August 2017, proving the municipality ‘too new’ to study. As a descriptive, qualitative study following the constructivist paradigm, focus was placed on the role senior management plays in the performance management processes, with six operational staff’s perceptions about this process interrogated through a focus group. As custodians and drivers of quality service delivery, five directors and senior managers were interviewed through semi-structured interviews to gather thick, descriptive narratives about the process. The study found performance management was implemented at management level only, with ‘loose’ performance arrangements between supervisors and subordinates. This made it difficult to manage performance or account for poor performance as there are not strict, contractual targets. At management level, critical issues found included poor performance information collection, management not owning their respective targets on their portfolios of evidence, non-alignment of targets with the Integrated Development Plan, and Council not holding persons responsible for irregular expenditure accountable - as no investigations were done in order to recover the monies. This, the Auditor General says promotes a general culture of unaccountability; thus, confirming the researcher’s observations and identifying the root-cause. Recommendations included a ‘back-to-basics’ philosophical approach to municipal governance. These included an adoption of a comprehensive performance management policy; management empowerment in the collection and use of performance information; a change in organisational culture from both side of the political-administrative dichotomy; and an introduction of a community-based monitoring mechanism supplemented with a non-partisan voter education initiative. Furthermore, the strengthening of intergovernmental relations was recommended insofar as this pertains to the delivering of basics services and infrastructure, developing the local economy, and improving the quality of life within the district.

To explore the Reconstruction Development Programme housing system in South Africa and its full potential relating to the system itself, the design, government’s role and the challenges encountered in its implementation: The Case of Buffalo City Metropolitan Municipality, Eastern Cape

- Description: The issue of housing in South Africa presents a challenge confronting many citizens. As such, this dissertation seeks to identify the challenges faced by the Buffalo City Metropolitan Municipality in its implementation of the RDP Housing Scheme, to assess how the housing challenges in the BCMM differ from those in other municipalities, to identify the measures taken by the Buffalo City Metropolitan Municipality to address the challenges encountered in the implementation of the RDP Housing Scheme and to give possible recommendations that address the challenges encountered in the implementation of the RDP Housing Scheme in BCMM. The study makes use of qualitative research in the form of in-depth interviews, focus group discussions, observations and relevant secondary literature to collect data from the Buffalo City Metropolitan Municipality and from citizens residing in Amalinda and Scenery Park RDP houses. The findings of the study show that the majority of the occupants of RDP houses in both Amalinda and Scenery Park are not satisfied with the quality of the houses mainly in terms of their sizes and space. The government has limited resources and is not able to provide enough good quality houses to the applicant’s needs. In addition, the study reveals that there are bureaucratic (red tape) delays in the implementation of the RDP and that the government does not work together with or consult with the beneficiaries of the RDP Housing scheme sufficiently. The study was anchored in the Neo-institutional and the growth pole theory. As to recommendations, the study has recommended that the government address the still extant barriers intiated by the apartheid government, by allowing public participation in the implementation of the RDP housing scheme and ensuring that effective screening measures be used to eligible RDP housing occupants.
