Our success in research is also exemplified by the graduation in April of 39 PhD and 111 Masters students. Postgraduate throughput together with research outputs will play a crucial role in the new funding formula for determining Government subsidy to Institutions. In assessing the research output of universities it is important, for comparative purposes, that this is done in relation to the size of an institution. Currently this research output, per size or per capita, is calculated by dividing the research publication output by either the audited FTE’s (i.e. number of students) or the state subsidy, which is largely based on the size of the university. These calculations show that Rhodes has had the best research output per capita for the previous four years. I would like to congratulate the members of staff and postgraduates, particularly in those Departments that are consistently increasing or maintaining their research output, for their contribution to the research effort of the university. I am aware that the research contributions mentioned in this report have been made amidst many demands such as increased student numbers and a very competitive funding environment, to name a few. Asa result of positive feedback received this year we have maintained the layout and format of the first formal research report published in 2002 Please note that each Department’s/Faculty’s highlights section are as provided by the Head of Department as are the research outputs produced. The table of provisional subsidy units earned by each Department/Faculty have been included as there is often a misconception that one journal article equates to one subsidy unit. This is the case if all the authors are from Rhodes University but where articles are jointly published, a pro-rata share is calculated. Likewise due to the complex funding formula used by the Department of Education, the total research outputs produced do not equate directly to the subsidisable units. Please note that "in press" articles in 2002 but published in 2003 have already been claimed in 2002 and hence do not appear in the table but are recorded in the report. Articles that have been submitted for possible publication have not been included in the table nor the report as it is not possible to prove if the articles had been accepted for publication by the time our submission to the Department of Education was audited. Also please note that subsidy units earned for book/chapter/patent/conference proceedings publications are not included in the subsidy unit tables since we receive no feedback from the Department of Education in terms of which books/chapters/patents/proceedings are finally accepted for subsidy purposes each year. Only a small fraction of such books, chapters, patents and proceedings which are submitted actually receive subsidy. I would like to stress the need to publish in subsidy earning journals and to submit accurate information so that the University can claim as many units as possible. The total audited (but not yet awarded) publication subsidy units for journal articles which have been submitted to the Department of Education for 2003 is 180.56 units. This is some 26.08 units down on our 2002 submission and is of concern. Of this figure, publications in current non-subsidy earning journals in 2003 amounted to 5.5 units. These have been forwarded to the Department of Education for consideration for subsidy purposes. Despite the decrease in publication outputs in 2003, postgraduate student graduation, particularly PhD’s, was encouragingly high in 2003 and in general it was once again a highly successful year for research at Rhodes. - Description: The Rio Earth Summit of 1992 introduced several new approaches to environmental management under the general heading of sustainable development. One of these approaches has forced conservationists to concede that it is no longer feasible or ethical to exlude resident communities from protected areas, as had been the practice for more than a century. The alternative approach highlighting considerations of social justice and economic empowerment, is to recognise that humans are also part of the local ecology, and to find sustainable ways to maintain local livelihoods along with biodiversity. Especially in the global South, resource-dependant communities associated with protected areas had long been subjected to removals or restrictions by the state, and had been forced to modify livelihoods historically dependant on abundant natural resources, usually resulting in their acute impoverishment. Eastern and Southern Africa had been particulr sites of the former protectionist policies and their frequently tragic sequels for communities. Following the Summit much energy has been expended on finding sustainable alternatives to relocation in these regions, particularly new livelihoods linked to ecotourism From Conflict to Negotiation provides a South African case study of the shift from protectionism to sustainable development in the 1990's. Located on the wild coast of the Eastern Cape, Dwesa-Cwebe consists of a nature and marine reserve with eight adjacent resident communities that have historically depended on local forest, grassland and coastal resources. This are has been the focus of one of the earliest efforts in the 'new' South Africa to restore to the Xhosa-speaking residents ownership of the protected area from which they had been excluded for decades. Unusually the resident initiated the process. While others celebrated the advent of the new democracy in South Africa in 1994, the residents of this remote area, whose grieviences had been ignored during the political transition, planned a protest strategy featuring co-ordinated invasions of the protected area. The protest action succeeded to the extent that it gained massive media attention and provoked the special attention of national and regional goverment, non-govermental organizations (NGOs) and academic researchers. An early academic intervention designed to bring the residents and conservationists together was later expanded. Complementing the roles of goverment and NGOs, environmentalists and socio-cultural anthropologists, among others involved in this project, have attempted to address the conundrum of sustainable development policy implementation in a complex setting. From conflict to Negotiation details the findings of this pioneering research project. It is the story of local empowerment regained as confrontation yielded to negotiation and negotiation yielded co-management, local ownership and developmental partnerships. This landmark study will provoke ongoing discussion and research in an exciting new forum of community development.

Of the 21 nominal Indo-Pacific species that have been described in Gnatholepis, only 5 are recognised as valid. G. anjerensis (Bleeker), for which a neotype is described, occurs from East Africa and the Red Sea to the Hawaiian Islands and French Polynesia [synonyms include G. deltoides (Seale), G. knighti Jordan and Evermann, and G. corlettei (Herre)]. G. cauerensis (Bleeker) is provisionally divided into 4 subspecies, mainly by modal differences in pectoral-ray counts and slight colour variation: G.cauerensis cauerensis from East Africa to the Society Islands (G. scapulostigma Herre and G. inconsequens Whitley are synonyms); G. c. australis from Rarotonga, Cook Islands to the Pitcairn Islands; G. c. hawaiiensis from the Hawaiian Islands; and G. c. pascuensisfrom at Easter Island. G. davaoensis Seale, also provided with a neotype and description, ranges from the Ryukyu Islands to the Solomon Islands, Papua New Guinea, and Indonesia (G. gemmus Herre is a synonym). - Description: The physical environment and ichthyofauna of 10 estuaries, the East Kleinemonde, Klein Palmiet, Great Fish, Mtati, Mpekweni, Mgwalana, Bira, Gqutywa, Ngculura and Keiskamma, was sampled over a four year period. The ichthyofauna of each estuary was sampled once during winter and once during summer in that period, with the physical environment being sampled on two occasions per season. This investigation provides baseline ichthyofaunal and physical information for these estuaries, the majority of which have never been studied before. The fish data presented for these systems includes species composition, relative abundance, richness and diversity, longitudinal distributions and length frequency data. Descriptions of the physical environment within each estuary are also presented. The permanently open estuaries had a greater proportion of marine and freshwater species relative to the temporarily open/closed systems which were dominated by marine species dependent on estuaries and estuarine resident species. The permanently open estuaries had a higher Margalef's species richness index relative to the temporarily open/closed systems but the Shannon-Wiener species diversity index did not follow any discernible trend. There were minor longitudinal distribution trends when analysing the community as a whole, with patterns for individual species being more pronounced. - Description: The present study was undertaken to describe the species composition, size composition and distribution of the fish fauna associated with the temporarily open/closed East Kleinemonde Estuary on the southeast coast of South Africa. Data collected on the estuary mouth condition from March 1993 to August 1997 indicated that this system was predominantly closed, while open mouth conditions were unseasonal and prevailed for only a short duration following periods of high rainfall. Fishes were sampled throughout the estuary between April 1993 and January 1997 using seine and gill nets. A total of 30 species belonging to 17 families were recorded, including the critically endangered estuarine pipefish Syngnathus watermeyeri. Besides the estuarine pipefish, an additional five species capable of completing their life cycle within the estuary were recorded. The ichthyofaunal community was dominated by 18 marine-spawning species with varying degrees of dependence on estuaries as nursery areas. The marine species that are not dependent on estuaries as nursery areas were represented by three species, while the euryhaline freshwater species, obligate catadromous species and facultative catadromous species were each represented by one species. The dominant members of the estuarine-spawning group were well represented by all post-larval life-history stages, whereas the mean size of each marine-spawning species indicated that juvenile size classes dominated this group. Classification and ordination of both the small- and large-mesh seine net fish assemblages revealed a high degree of similarity throughout the estuary, with the exception of a distinct grouping associated with sandy substrata in the lower reaches of the system. - Description: Deep-sea anglerfishes (Lophiiformes, Ceratioidei) of the familes Caulophrynidae, Melanocetidae, Himantolophidae, Diceratiidae, Oneirodidae, Thaumatichthyidae, Centrophrynidae, Ceratiidae, Gigantactinidae and Linophrynidae from southern Africa are reviewed since the publication of the book Smiths’ Sea Fishes (1986, 1991). Twenty-three new records of ceratioid anglerfishes are reported for the region, bringing the total to 32. No new taxa are described. The faunal area for southern African deep-sea fishes is expanded from that of Smiths’ Sea Fishes in order to include several literature records and recognize the broad distributions of these fishes through the deep-pelagic Atlantic/Indo-Pacific transit zone. Keys to all families, genera and species, as well as descriptions of all southern African specimens, are provided. The reason research reports have not been published previously is that the annual Council and Senate report was largely a research report and it was unnecessary to duplicate this report. However, the required format of the University’s Annual Report has changed considerably from 2001 and no longer includes detailed information on the research outputs. I would like to add my congratulations to that of the Vice-Chancellor to all the staff and postgraduate students for their research efforts in 2001. Rhodes continues to be the leading Institution in South Africa in terms of research outputs relative to its size (determined by Government subsidy income). This is very significant and it is critical that this prominence be maintained, particularly in view of the recent restructuring of Higher Education in South Africa and the greater emphasis likely to be placed on research productivity by the revised funding formula. Research at Rhodes is actively supported by the University’s Management and a variety of internal support services including, amongst others, the Library, Information Technology, laboratory and equipment support services and the entire academic, administrative and financial infrastructure. Without this support it would be impossible to conduct research. Special thanks must go to the staff in the Research Office for all their efforts in promoting research and in particular to Moira Pogrund who complied the majority of this report.

Currently Activate is committed to informing Rhodes University students, staff and community members about relevant issues, mainly on campus. These issues range from hard news to more creative journalism. While Activate acts as a news source, one of its main objectives it to be accessible as a training ground for student journalists. The newspaper is run entirely by the students and is published twice a term. Activate is a free newspaper which receives an annual grant from the Rhodes University Student Representative Council, however, majority of its revenue is generated through advertising.
