Agricultural expenditure for economic growth and poverty reduction in Zimbabwe

- Description: A vibrant and an efficient agricultural sector would enable a country to feed its growing population, generate employment, earn foreign exchange and provide raw materials for industries. The agricultural sector has a multiplier effect on any nation's socio-economic and industrial fabric because of the multifunctional nature of agriculture. The main objective of this study was to investigate how government expenditure on agriculture has affected economic growth in Zimbabwe from 1980-2009. The Log linear growth regression model was employed where gross domestic gross was the dependant variable and the explanatory variables are the factors which affect it which include government agricultural expenditure. The expenditures of government on agriculture were divided into three functions namely extension, credit assistance and R & D. The regression analyses were performed using Econometric-views 7 (E-views 7) statistical package. Regression was carried out on time series data for the period 1980 to 2009. The data was tested for stationarity and for autocorrelation. Problems of non stationarity of data were corrected by integrating the trending series. Results from the empirical analysis provide strong evidence indicating that agriculture is an engine of economic growth. The results from this study suggest that spending more on agricultural research and development can improve economic growth and ultimately reduce poverty. However, it can also be concluded that insufficient government agricultural expenditure on extension and credit assistance adversely affected economic growth in Zimbabwe, based on the results of the study. Global experience with pro-poor growth and empirical work spanning India, Benin and Malawi demonstrates the importance of agricultural expenditure for poverty reduction in poor rural areas, while also pointing to the need for complementary non farm sector growth. This study also proposes a simple methodology to estimate the agricultural spending that will be required to achieve the Millennium Development Goal of halving poverty by 2015 (MDG1) in Zimbabwe. This method uses growth poverty and growth expenditure elasticities to estimate the financial resources required to meet the MDG1. The study attempts to address a key knowledge gap by improving estimation of first MDG agricultural expenditure at country level.

- Description: Food aid and domestic food production capacities in Zimbabwe have been compromised by the poor performance in the country’s agricultural sector, which has necessitated an increase in and a continual need for humanitarian assistance over the past decade. The country’s commercial cereal food import capacity has not been an exception as it has also been greatly affected by the poor performance of the agricultural sector and the shortage of foreign currency that hit the country in the past few years. Secondary data on food aid, commercial cereal imports and cereal food production was obtained from World Food Programme (WFP), Food and Agriculture Organisation (FAO), the Grain Marketing Board (GMB) of Zimbabwe and from Zimbabwe Statistics (ZimSTATS) databases. This time series data was then analysed in the Vector Autoregression (VAR) analysis. Trends observed in the time series data reveal that commercial cereal food imports and cereal food aid inflows to Zimbabwe had been increasing between 1988 and 2008. Domestic cereal food production levels however were observed to have been declining within the same period. The restricted VAR model which was specified to investigate the short and long term effects of food aid on food production and on commercial food imports in the country revealed a low statistically significant positive relationship between domestic food production and food aid volumes. Results from the model also indicated a negative relationship between commercial food imports and food aid volumes. This means that as food aid volumes to Zimbabwe increase, the volume of commercial cereal food imported into Zimbabwe falls. This result therefore suggests that food aid in the country had a displacement effect on commercial cereal food imports in the short term. The results of the Granger causality test and the estimation of the Impulse Response Functions also helped to confirm and reinforce these findings from the vector error correction model. The conclusions drawn from the study were that the responsiveness of domestic food supply, that is, cereal production, to food aid inflows in the short term has been elastic. That is to say, an increase in food aid inflows would influence an increase in the level of domestic food production in the short term. However, in the long term, findings confirm that food aid does indeed discourage domestic food production in the country. Also, for the relationship between food aid and commercial food imports, it can be concluded from the study findings that food aid in the short term has caused a reduction in commercial food imports whereas in the long term, food aid inflows have actually stimulated the commercial food import capacity. In recommendation, the Government of Zimbabwe, the private and public institutions as well as the Non-Governmental Organisations should partner and work together in defining the criteria for vulnerability assessment, food aid targeting and distribution, and in the implementation of strategies for ensuring national food availability. Such partnerships would help in ensuring the sustainability of food aid and food security in Zimbabwe, which is the main goal.

- Description: Most farming at subsistence level is located in rural areas where the majority of smallholder farmers have low productivity which results in high rate of food insecurity. The areas are characterised by animal traction and poor farming practises, and monoculture is mostly preferred. In light of this, this study analyzed the impact of animal power on agricultural productivity. Smallholder farmers in the lowlands of Mohale’s Hoek district of Lesotho were investigated by means of a case study methodology. The aim of the study was to inform agricultural policy about the level and key determinants of inefficiency in the smallholder farming system so as to contribute to policy designed to raise productivity of smallholder farmers. The sampling frame comprised farmers and extension workers in the lowlands of Mohale’s Hoek district. From this frame, 118 farmers and 4 extension workers were randomly selected from four villages, namely‘Mapotsane, Potsane, Tsoloane and Siloe. The four groups of farmers include; the farmers owning and using cattle for ploughing, farmers owning tractor and cattle and using them for ploughing, farmers owning tractor only and using it for ploughing, and farmers who owned neither cattle nor tractor and normally hire these when ploughing operations are to be done on the farm. The interviews of these farmers and extension workers were conducted by means of semi-structured questionnaire which consisted of both open and close ended questions. The study used the stochastic frontier production model for the production efficiencies and linear regression model for the impact of animal traction on agricultural productivity. Both procedures provided insights into the relative contributions of animal power and traditional systems to poverty alleviation and food security in the project areas. Descriptive statistics were employed for farming systems and challenges facing small scale farmers. Gross Margins analysis was conducted for the animal power and tractor power yield levels for maize crop to compare the two types of power. Some diagnostic tests to detect serial correlation and heteroskedasticity and t-tests were also performed. The significant variables include the area of sorghum ploughed, members of the household that assist with family labour, education, quantity of fertilizer applied, time taken by the farmers in farming, members who are formally employed, household size, area of land ploughed, old age, costs of tractor and animal, marital status, income, area of maize ploughed, area of sorghum ploughed, quantity of fertilizers applied, costs of seeds and fertilizers applied, maize and sorghum yield and amount sold and consumed. The study revealed that monoculture is mainly practised and many smallholder farmers used traditional technologies that fail to replace nutrients in the soil. Nonetheless family labour was not a problem. During the farming season, tractors were used as the main source of power for ploughing. Most farmers hired these for maize production as it is a staple food crop even where animal power is available. It was noted that the tractors were few and in most cases old and malfunctioning. The cost of using animals in farming obviouslyplayed a role in the production of both maize v and sorghum in the lowland areas of Mohale’s Hoek district. Smallholder farmers who owned both tractors and animals produced more but they were mainly affected by high costs of maintaining the aging tractors, generally purchased on the used-equipment market. The increased challenges resulted in lower productivity of the smallholder farmers, including: unhealthy animals, drought, marketing problems, late ploughing, poor soils, lack of extension services, low yields, low income, lack of information, lack of appropriate implements, lack of support services, nutrition inadequacy, inappropriate farming systems. The study recommended the adoption and promotion of low-cost mechanization in the lowlands of Mohale’s Hoek district so as to increase the production of the smallholder farmers. Increased productivity will in turn improve household food security.

Improving smallholder agricultural productivity requires that smallholder farmers gain access to reliable and adequate farmer support services such as physical infrastructures like good road network, functional irrigation facilities, extension services, finance and efficient marketing system. However, these support services are lacking in a vast majority of the rural communities in which the smallholder farmers live and work. This study is centred on governance within the food value chains, with specific focus on butternuts and chicken value chains;with a view to identifying those factors preventing smallholder farmers from accessing the mainstream market. Ciko and Mbozi villages in Mbashe local municipality were used as the research sites for the study. Data were collected across the two villages through sampling of 100 individual farming households based on random selection; questionnaires and checklist of questions were used as tools to access information from farmers through focus group discussions, personal interviews and key informants. In addition,Ciko Santrini project and foundation community project, which are the two agricultural community projects located within the study area were also investigated. Conceptual and analytical frameworks were employed in the research analysis. Williamson’s 4-level of social analysis and the sustainable livelihood frameworks were used to conceptualize the analysis. On the other hand, factors such as provision of input subsidy and farmers’ membership of agricultural development projects are significant at 5% level. The findings suggest that adoption of any or combination of the significant factors could serve as good support structures for farmers and they could directly help them market their produce efficiently.

Conceptual and analytical frameworks were employed in the research analysis. Williamson’s 4-level of social analysis and the sustainable livelihood frameworks were used to conceptualize the analysis. Inferential analysis was carried out using binary logistic regression and discriminant analysis with focus on butternuts and cSmallholder agriculture is faced with so many challenges despite all the policies and programmes that have been channelled towards ensuring improvement in this sector. Improving smallholder agricultural productivity requires that smallholder farmers gain access to reliable and adequate farmer support services such as physical infrastructures like good road network, functional irrigation facilities, extension services, finance and efficient marketing system. However, these support services are lacking in a vast majority of the rural communities in which the smallholder farmers live and work. This study is centred on governance within the food value chains, with specific focus on butternuts and chicken value chains;with a view to identifying those factors preventing smallholder farmers from accessing the mainstream market. Ciko and Mbozi villages in Mbashe local municipality were used as the research sites for the study. Data were collected across the two villages through sampling of 100 individual farming households based on random selection; questionnaires and checklist of questions were used as tools to access information from farmers through focus group discussions, personal interviews and key informants. In addition,Ciko Santrini project and foundation community project, which are the two agricultural community projects located within the study area were also investigated. The results showed that factors such as; assistance from government agency, partnerships with private and public institutions and farmers’ decision due to access to information were significant at 1% level for both butternuts and chicken production. On the other hand, factors such as provision of input subsidy and farmers’ membership of agricultural development projects are significant at 5% level. The findings suggest that adoption of any or combination of the significant factors could serve as good support structures for farmers and they could directly help them market their produce efficiently.

- Description: In general, traditional co-operatives suffer from free-rider, horizon, portfolio, control and influence problems that starve them of both equity and debt capital. Evidently, the factors which constrain agricultural development also inhibit co-operative development in the former homelands. These factors include socio-economic as well as political factors operating in the environment of the cooperatives. In addition to these external factors, co-operatives have several internal problems such as inefficient management and lack of understanding of the co-operative concept and principles. The New Cooperative Act No. 14 of 2005 was an attempt at addressing these fundamental problems. The purpose of this study was to analyze the extent towhich cooperatives organized on the basis of this new Act have performed and to ascertainwhether or not they have met the expectations of the policy makers. In order to address these issues a structured questionnaire was used to interview 100 farmers. Farmers were divided into two groups, one group consisting of fifty members and the other fifty non-members; all these farmers were randomly selected from Ndonga and Maqhashu in Lady frère. The study investigated and profiled the socio-economic situation of the communities of Ndonga and Maqhashu with particular emphasis on the employment and poverty situations, as well as the income earning opportunities in the communities. It also undertook a comparison of the members and non-members of the co-operatives in terms of their production results under the sorghum production programmes in the two communities.The data were analyzed by means of descriptive and inferential statistics which explain some measures of central tendency and dispersion as well as levels of significance. A t-test of independent samples was used to compare the means for the sorghum yields and revenues for non-members and members of the co-operative. Gross margin analysis was also used to determine the financial implications of cooperation for the smallholders. In addition, a multiple regression model and a discriminant function were fitted to determine the factors explaining the differences in performance of members and non-members of the cooperative society. The Gross Margin analysis shows that the cooperatives are operating at a loss, meaning they produce less with high production costs. However, the results also show that the Ndonga and Maqhashu sorghum co-operative did not benefit only its members but the whole community through significant job creation for the local population.

- Description: Due to the particular nature of accelerated soil erosion, its impact on food security is usually very intense. The impact starts first on the farmer, and then to his/ her environment. This is why soil erosion, when unchecked, is very devastating. Therefore this study was set to evaluate the perceived impact of soil erosion on food security in the Upper and Lower Areas of Didimana, Eastern Cape of South Africa, and the role farmers’ adoption behaviours play in the interaction. Three specific objectives were put forward by the study, vis-à-vis: (1) to establish farmers’ perceptions on the impact of soil erosion on food security of the study area; (2) to establish farmers’ innovation adoption behaviour with respect to soil erosion control in the study area; and (3) to establish farmers’ perceptions on the impact of extension activities with respect to soil erosion-control in the study area. The central argument of discussion is that soil erosion like every other agricultural problem, is the result of farmers’ non-adoption or inappropriate adoption of improved and recommended soil management technologies in the study area. The survey method of research was adopted for the study, where data were collected, using a well structured questionnaire, from a total of 60 farmers in the study area, through a simple random sampling process. Farmers’ perception suggested that the impact of soil erosion in their area is severe. This severity is demonstrated firstly in the form of climate change, as the time of rain in their area is gradually changing, and thus changing their time of cropping. Similarly the livelihoods of farmers are being negatively affected, as farmers’ crops, livestock, and even household feeding are being affected. More so, findings indicate that most farmers now plant fewer crops and there is an estimation of crop loss by most farmers of well between 21-60 percent of crops every year. Farmers’ perception further revealed that due to soil erosion, over 50 percent of farmers are unsustainable and a total of 71.7 percent of farmers’ population admitted that the amount of food available for their households is being severely affected. In virtually every sphere of human endeavours improved technologies have been developed to solve human problems, but the main reason problems like soil erosion is still very evident is the fact of farmers’ non-adoption or inappropriate adoption of specific recommended technologies. In the study area, the role of farmers’ adoption behaviour in the interaction of the impact of soil erosion on food security was very prominent. Findings indicate that despite the presence of certain recommended soil management technologies in the study area, majority of farmers do not use them neither extension advices. Moreover their satisfaction with those technologies was found to be low, which could be an explanation why they do not use them. For innovation to be adopted, rejected or utilized inappropriately, the effectiveness and performance of agricultural extension, as well as farmers’ perception play a great role. Thus in the study area, farmers’ perception on extension effectiveness indicates that extension hardly talk about soil erosion and its control during times of their visit. Similarly, farmers’ rating for extension services and advices was as well very low (23.4 percent). In fact, a comparison of farmers’ traditional methods of soil erosion control with extension recommendations (53.4 percent) indicated that farmers perceive their local methods of more importance than extension methods. In the same vein, majority of farmers in the area indicated that extension officers are inadequate in their jobs. Reasons offered range from issues of unreliability, lack of regular visits, communication problems, less attention for crop farming, and other reasons such as extension being unconcerned for subsistence farmers, as well as the fact that they focus more on cooperatives. In all, the findings of the descriptive statistics reveal that the impact of soil erosion on food security in the study area is very significant, and the results of the linear regression model of relationships in the study reveal that soil erosion relates positively with age of farmers, their product quality, and their sustainability. In a similar note, the innovation adoption behaviours of farmers was also found to be positively related to farm yield and food accessibility. Thus showing that innovation adoption behaviour of farmers in the interaction of soil erosion and food security in the study area is significant. Therefore, efforts should be geared toward improving factors that increases yield and accessibility of farmers to serve as boosters of farmers’ motivation towards the adoption of appropriate soil management technologies in their area.
