These threats are exacerbated by mining activities, mainly gold and coal from both active and abandoned mines that continue to release acidic water that is rich in toxic metals and high sulphate concentrations. Therefore, the overarching hypothesis for this study was that “the combination of AMD and sulphate salts confers high ecological risk to the aquatic biota”. The study employed both laboratory and field investigations to test this hypothesis and provide appropriate tools to protect freshwater ecosystems from increasing anthropogenic impacts. Firstly, a laboratory investigation was carried out to develop risk-based water quality guidelines (WQGs) for sulphates and treated AMD (TAMD) using the species sensitivity distributions (SSDs) technique. Five South African freshwater species belonging to five different taxonomic groupings, including Adenophlebia auriculata (insect), Burnupia stenochorias (mollusc), Caridina nilotica (crustacea), Pseudokirchneriella subcapitata (algae) and Oreochromis mossambicus (fish) were exposed to varying concentrations of sodium sulphate (Na2SO4), magnesium sulphate (MgSO4) and calcium sulphate (CaSO4), as well as TAMD in separate ecotoxicological experiments, applying short-term (96 h) non-renewal and long-term (240 h) renewal exposure test methods. Secondly, a novel trait-based approach (TBA) was also used to predict the vulnerability of taxa to treated acid mine drainage (TAMD). The TBA used a combination of carefully selected traits of organisms that are mechanistically linked to TAMD for their potential vulnerability predictions. Leptoceridae (caddisflies) and Leptophlebiidae (mayflies) were selected taxa for evaluation of the trait-based vulnerability predictions to TAMD for laboratory toxicity exposures. This was followed by a field investigation to assess macroinvertebrates assemblage responses, abundance and richness to a TAMD-impacted stream using the South African Scoring System version 5 (SASS5) protocol. Outcomes form the above three sources were combined in a multi-criteria analysis (MCA) to develop an appropriate water quality management strategy in a form of a trait-based decision-making support tool. Results of the risk-based WQGs revealed that Na2SO4 was the most toxic of the tested salts. A concentration of 0.020 g/L Na2SO4, 0.055 g/L CaSO4, and 0.108 g/L MgSO4 or a combined sulphate salts limit of 0.067 g/L were derived as long-term WQGs to protect over 95% of the population species in a natural environment considered as relatively pristine. This means that the generic 0.25 g/L sulphate compliance limit for South African freshwater systems is under-protective. Burnupia stenochorias was the most sensitive to AMD after long-term exposures, and it was adjudged as a good indicator of AMD along with P. subcapitata. Long-term scenario-specific WQG for AMD for the protection of over 95% of the population species was derived as 0.014%. Results of the TBA revealed that the relative abundance and diversity of taxa at a site that received direct impact from TAMD generally corresponded to trait-based predictions. The site that received direct TAMD was largely dominated by members of the Corixidae and Naucoridae families. However, Leptoceridae was more vulnerable to TAMD than Leptophlebidae contrary to predictions. Its assemblage did not match the predictions although Leptophlebiidae corresponded to predictions in terms of its assemblage and diversity. As water quality improved further downstream of the TAMD source, macroinvertebrates assemblage and diversity also improved as predicted. However, it is important to note that other equally important traits that were not studied might influence the response of organisms during toxicity test exposures. The MCA findings suggest that the trait-based decision-making support tool is a useful management strategy for the predicting vulnerability of taxa aquatic stressors including AMD and increasing salinity. Overall, the outcome of this study suggests that AMD poses an ecological risk to aquatic biota, but this becomes riskier in the presence of excess sulphate salts. Albeit, the WQGs for sulphate salts and AMD as well as the developed trait-based decision support tool all contribute novel sound scientific knowledge basis for managing the AMD and increasing salinity in freshwater ecosystems. The study recommends incorporating different life stages of indigenous species tested to determine if their sensitivity to AMD and sulphate would correspond to current findings because early life stages could be more sensitive to aquatic stressors than juveniles or adults. This is important for the derivation of strong and relevant WQGs. The TBA requires further refinement for its incorporation in ecotoxicology on a wide scale.

- Description: The main objective of this MSc study was to disentangle whether temperature or the presence of non-native fish was limiting the distribution of Pseudobarbus afer (Peters, 1864) in the Blindekloof stream, Eastern Cape, South Africa. The aims were to: i) describe the thermal regime of the Blindekloof stream; ii) conduct experiments to determine the preferred and critical temperatures of P. afer and; iii) use snorkel surveys to contextualise the distribution of both native and non-native fishes in the Blindekloof stream to assess whether the downstream distribution of P. afer was likely to be influenced by temperature or by the presence of non-native, predatory fishes. To describe the thermal regime, year-long temperature data from four long term monitoring sites in the Blindekloof stream were collected using Hobo temperature loggers and analysed in order to better understand the thermal profile, the thermal variation and the rate of temperature change in the stream. The warmest temperatures were recorded in late December 2015 (absolute maximum of 29.4 °C). The coolest water temperatures were recorded in early August 2015 (absolute minimum of 9.5 °C). There is both seasonal and diel variation in temperature with mean, minimum, maximum, 7 day mean, 7 day maximum and temperature ranges differing significantly between sites. With knowledge of the thermal regime of a monitored reach of the Blindekloof stream, the thermal tolerance and preference of P. afer were investigated. The thermal tolerance of P. afer was investigated using the Critical Thermal Method (CTM) which uses non-lethal endpoints (the loss of equilibrium). At low acclimatization temperatures (11.9 ± 0.7 °C), the mean CTmax of P. afer was found to be 29.9 ± 0.7 °C, while at a higher acclimatization temperature (19.9 ± 0.1 °C), the mean CTmax was 35.1 ± 0.6°C. Custom-built thermal choice tanks were used to investigate the thermal preference of P. afer in both summer and winter. The preferred median temperatures for the summer experiments ranged from 22.4 - 29.3 °C while the winter preferred median temperatures ranged from 18.5 - 23.1 °C. The thermal tolerance of P. afer was compared to the thermal regime of the stream and the results suggest that temperature is not limiting the distribution of P. afer. Snorkel surveys were used to determine the distribution of fishes in the Blindekloof stream. Analysis of the distribution data suggests that, in the absence of non-native predatory species, native fishes have the potential to inhabit pools throughout the system right to the confluence, thus predatory fishes and not temperature was limiting P. afer distributions.

- Description: The negative effects of localised muscle fatigue on accidents, injuries and poor work performance are well known, as is the realisation that modifying task characteristics can minimise fatigue development. A large amount of literature has investigated the effects of task-dependent factors on localised muscle fatigue, most studies have focussed on prolonged or intermittent static (isometric) exertions. Few studies have investigated muscle fatigue development during more complex tasks, namely those which resemble common work activities and which tend to be intermittent and dynamic in nature. More specifically, the interactions between the main intermittent parameters - duty cycle, force level, and cycle time - during dynamic exertions are poorly understood. The purpose of this study was to investigate the effects of cycle time and combinations of duty cycles and force levels on the development of muscle fatigue during submaximal dynamic exertions while the overall mean muscle load was kept constant. A two-factorial repeated-measures experiment was developed for this study. Nine experimental conditions, each lasting 16 minutes, aimed at inducing muscle fatigue in the middle deltoid muscle via intermittent dynamic shoulder abduction and adduction motions at three cycle times (30, 60, and 120 seconds) and three combinations of duty cycles and force levels. The percentage of muscle activation during one cycle (i.e. the duty cycle) varied depending on the exertion intensity (force level) so that the overall mean muscle load remained consistent throughout all experimental conditions, namely at 20% of maximum force exertion. As a result, the three duty cycle/force level combinations were: 0.8/25% of maximum voluntary force (MVF), 0.5/40%MVF, and 0.4/50%MVF. Muscle fatigue development was inferred by changes in peak torque, total work, average power, local Ratings of Perceived Exertion (RPE), and surface electromyographical (EMG) activity (time domain and frequency domain).Two-factorial analyses of variance with Tukey post-hoc tests were used to identify significant condition effects at p<0.05. All dependent measures showed that muscle fatigue was induced by the 16-minute fatigue protocol. Peak torque, total work, average power, and EMG percentage of maximum showed that cycle time and the duty cycle/force level combination had no effect on the development of muscle fatigue, whereas the measures evaluated during the 16-minute fatigue protocol did. The cycle time of 120 seconds induced the greatest change in six of the eight variables, while the duty cycle/force level combination (0.8/25%) also resulted in the greatest effect in six of the measures. Fatigue was also found to be dependent on the interaction of cycle time and duty cycle/force level combination. The conclusion draws from this study is that shorter cycles and activities with short activation periods, and proportionally longer rest breaks result in the lowest fatigue developments.

- Description: My thesis aims to investigate the relationship between the English East India Company (EEIC) and the British colonial administration at the Cape of Good Hope during the first British occupation (1795 to 1803). Studies and literature that concern the EEIC have rarely gone beyond the surface, detailing the presence of the EEIC at the Cape, and neglecting the Company’s involvement in the administration thereof. My thesis draws on prior works but attempts to address both temporal and spatial gaps in this literature on the Atlantic and Indian Ocean, and the history of the EEIC. This study takes note of the seaborne related activity around the ports, bays and islands at the Cape – including the regulation of these spaces and issues related to securing British trade and colonial possessions more generally. I question the framing of the Cape primarily as a constituent of a national unit by locating the colony within a broader global and maritime context. A key interest is to determine the degree to which the EEIC influenced and participated in the British governance of the Cape, particularly by exploring the maritime dimensions of the relationship between the EEIC and colonial governance during this particular period. This involves understanding the embeddedness of the Cape in British (Crown and Company) networks and the constitution of a ‘British maritime zone’. This study uses archival sources drawn from the British colonial government records, Company records, and the private diaries and letters of Lady Anne Barnard that relate to the Cape. It is shown that a uniquely configured governance convention was constituted to secure the mutual commercial and imperial interests of both Crown and Company. By keeping the Cape secure, the British sought to keep their greater seaborne Empire secure. This study reveals that the EEIC was significantly involved in and influenced the way the British administration governed the Cape.

A key interest is to determine the degree to which the EEIC influenced and participated in the British governance of the Cape, particularly by exploring the maritime dimensions of the relationship between the EEIC and colonial governance during this particular period. This involves understanding the embeddedness of the Cape in British (Crown and Company) networks and the constitution of a ‘British maritime zone’. This study uses archival sources drawn from the British colonial government records, Company records, and the private diaries and letters of Lady Anne Barnard that relate to the Cape. It is shown that a uniquely configured governance convention was constituted to secure the mutual commercial and imperial interests of both Crown and Company. By keeping the Cape secure, the British sought to keep their greater seaborne Empire secure. This study reveals that the EEIC was significantly involved in and influenced the way the British administration governed the Cape.

While previous studies on Nortje concentrate on the political, psychic and technical aspects of his poetry, this study particularly explores the representations of the environment in Nortje’s poetic imagination. Writing in the dark period of apartheid in South Africa’s history, Nortje’s poetry articulates a strong interest in the physical environment against the backdrop of official racialization of space and his personal nomadic life and exile. The poetry abounds with constant intersections of nature and culture (industrialism, urbanity and the quotidian), a sense of place and a deep sense of dislocation. The poems, therefore, present a platform from which to reevaluate conventional ecocritical ideas about nature, place-attachment and environmental consciousness. Drawing mainly on Felix Guattari’s ideas of three ecologies and transversality along with other theories, I conduct the study through what I call a transversal postcolonial environmental criticism, which considers the ecological value of the kind of assemblages that Nortje’s works represent. The first chapter focuses on conceptualizing a postcolonial approach to the environment based on Guattari’s concept of transversality to lay the theoretical foundation for the whole work. The second chapter analyses Nortje’s poetic imagination of place and displacement through his treatment of the private-public tension and the motif of exile. While the third chapter examines Nortje’s depiction of nature as both an everyday and urban phenomenon, the fourth chapter turns to his direct treatment of environmental crises handled through his imagination of the Canadian urban spaces, exile memory of apartheid geography, war and ecocide and the human body as a subject of environmental degradation. The fifth chapter, which is the conclusion, takes a brief look at the implication of Nortje’s complex treatment of the environment on postcolonial environmentalism.

- Description: The term forensic entomotoxicology was coined by Pounder and is used to describe the process of using insects to determine the presence or absence of toxicants in decomposing corpses. Forensic entomotoxicology is most applicable when the orthodox sources of evidence (i.e. blood and urine) are no longer available for testing due to the degree of putrefaction as a result of the decomposition process. As the field is relatively new, various authors have conducted studies to determine the effects of different toxicants on different insects. These studies have all been conducted in the absence of a standardised protocol and we hypothesise that this has led to conflicting results (i.e. two different authors will conduct a study using the same toxicant and model insect and the effects on the insects will differ significantly). The aim of this thesis was to identify the areas which might have led to the artefacts in the results and identify ways in which to standardise them. The three areas selected were the feeding substrates and the measures taken to quantify growth rate, as well as the preservation techniques that should be used for preserving larval flies. The recommendation from the literature review was that artificial diets would be the most appropriate dietary media to use for entomotoxicological studies. An artificial diet was selected and modified for potential used in entomotoxicological studies. Four different diets (no meat treatment, fish, beef and pork artificial diets) were used to rear Chrysomya chloropyga larvae and their growth rates were measured using length and width. The fly larvae reared on the fish and no meat treatment diets did not reach pupation stage. The beef and pork diets produced the largest larvae and the flies in these treatments reached adult stage. The recommendation was that the beef and pork treatments be tested with various toxicants to establish their stability in the matrix and the diet that provides the toxicants with the most stability should be used for future entomotoxicological studies. The two other factors selected for standardisation were the parameters used to quantify growth rate, as well as the preservation techniques used to store empty Chrysomya chloropyga pupal casings and Calliphora croceipalpis third instar larvae. Previous authors have suggested that width be used as an alternative to length to quantify growth rate. The results from this thesis show that length should continue to be used as the standard parameter because the incremental change in length is much larger than the change in width, and these larger increments allow for greater resolution when estimating the age of the larvae. Various authors have also suggested that pupal casings should be stored without any preservative, whereas fly larvae should be stored in concentrations of ethanol >70%. The results in this thesis have shown that the concentration of ethanol does not make any significant difference to the proportional change of length and width of the empty pupal casings and the third instar larvae. The recommendation is that when selecting the preservation technique, the integrity of the specimen for examination of other evidence (i.e. DNA or toxicological extraction) should take precedence. Although this thesis has not completely standardised the protocol for forensic entomotoxicology, it has indicated the areas that need to be focused on in order for standardisation to occur. Future studies should focus on standardisation, as this makes studies more comparable and ultimately makes entomotoxicological evidence admissible in the court of law.

Employing an Interpretative Phenomenological Analysis (IPA), a sample of the initial posts from threads on an online forum, was collected and explored, in order to determine the dominant themes from the experiences expressed in the posts, as well as the support sought from the forum. The online forum was accessed as an unobtrusive observer, and posts from January to December 2015 were explored. The online forum provides a platform for disclosure following an HIV-positive diagnosis, when anxiety and fear of stigma can impact on an individual’s ability to disclose to their social support network of family and friends. The experiences expressed on the online forum reflect the emotional, mental and physical impact of an HIV-positive diagnosis on an individual. The findings in this study reflected themes of shock, guilt and hopelessness, and concerns and fears regarding disclosure and stigma associated with HIV, as well as the importance of social support for the coping mechanisms of individuals after receiving an HIV-positive diagnosis. This research demonstrates the importance of Internet accessibility for information and support for chronic illnesses, such as HIV, and the role of the online forum platform for providing a safe environment for individuals recently diagnosed HIVpositive.

The study drew from the fact that there is a growing emphasis in organisations to reduce employee turnover by keeping their employees satisfied. The ultimate performance, effectiveness and competitiveness of an organisation are directly related to an organisation’s ability to keep its employees optimally productive and satisfied. Numerous research studies have been conducted on transformational, transactional and passive-avoidant leadership to determine the significance of their respective relationship with the job satisfaction of employees in different scenarios. Results show that the transformational leadership style has a significant relationship with job satisfaction; while the transactional leadership style or the passive-avoidant style are applied according to changing circumstances. The study adopted a quantitative approach, using online questionnaires as an instrument for collecting primary data. The target population of the study was 380 bank employees, and the target sample was 218; 121 questionnaires were completed and used as the actual final sample. Questionnaires were completed from managers and employees of the selected bank, with the two population groups being investigated using different scales. SPSS was used in analysing the collected data. The findings of this research showed that the leadership styles under investigation have a direct impact on the job satisfaction of employees. Transformational leadership was found to have a significant positive relationship with job satisfaction, while the relationship between transactional leadership and job satisfaction was positive but moderate. A significant negative relationship was found between passive-avoidant leadership and job satisfaction. It is thus the responsibility of the financial institution under investigation to highlight the significant links and benefits of this leadership style to its management to ensure increased job satisfaction and lower turnover of employees in the institution. Literature explored in this study supported the close link between the different leadership styles and job satisfaction.

- Description: This thesis examines the impact of South African business on employment relations in Mozambique. The study specifically focuses on a case study of Banco Austral, a subsidiary of the Amalgamated Banks of South Africa (ABSA), to provide a richer and deeper analysis of employment practices. The study examines the extent to which the expansion of South African businesses in Mozambique has influenced the development of employment relations there. It examines whether the employment relations that exist at Banco Austral are a direct result of the influence of its parent firm, ABSA. It assesses whether the prevailing managerial practices at Banco Austral are distinctly local and a product of Mozambican history or whether the employer and employee relations that exist in that bank are an outcome of some form of hybridised host country and parent firm practices. The study is contextualised within the period of transition that both countries underwent. In the South African context, the end of apartheid promised political stability, democracy and racial harmony. It facilitated South Africa’s reinsertion into the international economy and enabled its investors to embark on large-scale penetration of potential markets. It also opened up opportunities for investors to take advantage of the new global order in the rest of Africa and particularly in Mozambique. Similarly, in Mozambique, the transition to capitalism and to liberal democracy in 1994 marked a clear shift of policy from an authoritarian one-party state characterised by a planned socialist economy. In embracing a liberal market economy, Mozambique facilitated a transference of ownership of major state assets to the private sector and opened itself to the private sector’s market-driven business practices and managerial cultures. The study found that the impact of these historical developments on the evolution of employment relations at Banco Austral has been contradictory. ABSA’s ownership of Banco Austral opened as many opportunities as it closed them. On the one hand, it marked an opportunity for the growth and development of the ABSA brand across Mozambique. It presented opportunities for the integration of the Mozambican workforce into the larger ABSA Group and thereby enabling the transference of innovative managerial practices, world class human resources management techniques and advanced banking technology from ABSA and into Banco Austral. ABSA’s acquisition of Banco Austral also opened prospects for the development of skills for the workforce, enhanced the chances of job mobility as well as opened opportunities for Banco Austral workers to take advantage of the newly created jobs. On the other hand, however, the managerial practices and the human resource management techniques transferred from ABSA was reported by Banco Austral workers to be far from innovative. Instead, they resembled traits of past practices characteristic of Mozambique’s colonial workplace regime and South Africa’s apartheid workplace regime. This tilted the balance of power in favour of managers who arbitrarily exercised their authority in ways similar to that of the Portuguese managers in colonial Mozambique and that of the production councils during the post-independence socialist period. Access to senior positions and training opportunities continued to be allocated along national and racial lines. Many Mozambican workers were said to be ABSA-unfit and could not be trained in critical areas to improve their relevance in the larger ABSA Group. Despite these findings however, this study shows that Banco Austral workers were not helpless actors in the employment relationship. Rather, they remained agents of change in their own right, endowed with varying degrees of power, which they used to minimise the impact of arbitrary management practices and influence the direction of the employment relationship to advance their interests. The argument of this thesis is advanced by locating the study within Pierre Bourdieu’s theoretical triad of capital, field and habitus. Bourdieu’s theoretical triad is used as important analytical tools for understanding how ABSA-specific practices evolved and continued to shape the conduct and thoughts of its managers and workers alike. This study also makes special contribution to Marxism by revisiting Marx’s conception of the labour process to expose a number of analytical dilemmas when Marx is applied to bank labour.

- Description: This thesis examines the impact of South African business on employment relations in Mozambique. The study specifically focuses on a case study of Banco Austral, a subsidiary of the Amalgamated Banks of South Africa (ABSA), to provide a richer and deeper analysis of employment practices. The study examines the extent to which the expansion of South African businesses in Mozambique has influenced the development of employment relations there. It examines whether the employment relations that exist at Banco Austral are a direct result of the influence of its parent firm, ABSA. It assesses whether the prevailing managerial practices at Banco Austral are distinctly local and a product of Mozambican history or whether the employer and employee relations that exist in that bank are an outcome of some form of hybridised host country and parent firm practices. The study is contextualised within the period of transition that both countries underwent. In the South African context, the end of apartheid promised political stability, democracy and racial harmony. It facilitated South Africa’s reinsertion into the international economy and enabled its investors to embark on large-scale penetration of potential markets. It also opened up opportunities for investors to take advantage of the new global order in the rest of Africa and particularly in Mozambique. Similarly, in Mozambique, the transition to capitalism and to liberal democracy in 1994 marked a clear shift of policy from an authoritarian one-party state characterised by a planned socialist economy. In embracing a liberal market economy, Mozambique facilitated a transference of ownership of major state assets to the private sector and opened itself to the private sector’s market-driven business practices and managerial cultures. The study found that the impact of these historical developments on the evolution of employment relations at Banco Austral has been contradictory. ABSA’s ownership of Banco Austral opened as many opportunities as it closed them. On the one hand, it marked an opportunity for the growth and development of the ABSA brand across Mozambique. It presented opportunities for the integration of the Mozambican workforce into the larger ABSA Group and thereby enabling the transference of innovative managerial practices, world class human resources management techniques and advanced banking technology from ABSA and into Banco Austral. ABSA’s acquisition of Banco Austral also opened prospects for the development of skills for the workforce, enhanced the chances of job mobility as well as opened opportunities for Banco Austral workers to take advantage of the newly created jobs. On the other hand, however, the managerial practices and the human resource management techniques transferred from ABSA was reported by Banco Austral workers to be far from innovative. Instead, they resembled traits of past practices characteristic of Mozambique’s colonial workplace regime and South Africa’s apartheid workplace regime. This tilted the balance of power in favour of managers who arbitrarily exercised their authority in ways similar to that of the Portuguese managers in colonial Mozambique and that of the production councils during the post-independence socialist period. Access to senior positions and training opportunities continued to be allocated along national and racial lines. Many Mozambican workers were said to be ABSA-unfit and could not be trained in critical areas to improve their relevance in the larger ABSA Group. Despite these findings however, this study shows that Banco Austral workers were not helpless actors in the employment relationship. Rather, they remained agents of change in their own right, endowed with varying degrees of power, which they used to minimise the impact of arbitrary management practices and influence the direction of the employment relationship to advance their interests. The argument of this thesis is advanced by locating the study within Pierre Bourdieu’s theoretical triad of capital, field and habitus. Bourdieu’s theoretical triad is used as important analytical tools for understanding how ABSA-specific practices evolved and continued to shape the conduct and thoughts of its managers and workers alike. This study also makes special contribution to Marxism by revisiting Marx’s conception of the labour process to expose a number of analytical dilemmas when Marx is applied to bank labour.

For example, the CCIs have been used to redevelop and revive urban areas that have been rundown. CCIs, however, tend to develop in clusters, and additionally, they cluster around large cities. However, the lack of reliance of some CCIs on long supply chains or high-technology inputs may make them suitable candidates for investment in small cities and towns. Additionally, the link that small cities and towns have with rural and isolated areas makes them potential engines for driving growth, development, as well as employment creation for these areas, given their decline as a result of the transition from the traditional agricultural economy, to the knowledge economy. As CCIs have the propensity to drive government’s macroeconomic objectives such as efficiency, equity, economic growth and job creation, it is necessary to develop cultural policy that regards this. The tendency of CCIs to cluster and develop around large cities inevitably means that very little research into cultural policy directed towards regions without large cities and towns has been done. By the same token, very little research has also been conducted on how to craft cultural policy for such areas. In order then, for cultural policy for regions without large cities and towns to be developed, it is necessary to investigate, and provide, guidelines on, how to develop cultural policy for such regions. As a case study, the Sarah Baartman District Municipality (SBDM) in the Eastern Cape was chosen. The SBDM has no large cities and towns, but the District Municipality has identified the CCIs as a potential growth sector, and is in the process of developing a regional cultural policy. The area also includes Grahamstown, which not only hosts the National Arts Festival, which is the largest arts event of its type in Africa, but is also piloting the “Creative City” project in South Africa. An audit and mapping study was conducted on the CCIs in the SBDM; this was based on a national mapping study commissioned by the Department of Arts and Culture. Further internet searches, as well as consultations with the provincial and regional Department of Arts of Culture, coupled with snowball sampling, also aided in the identification of CCIs, and consequently, the “creative hotspots” within the SBDM. Two random samples of stakeholders were chosen; the CCI owners and practitioners, as well as key stakeholders such as government officials, and interviews conducted with both groups, in order to get a first-hand perspective on the operations, activities, challenges, and opportunities that are faced by the CCIs. The study found that there were at least 441 CCIs in the SBDM, with two local municipalities (Dr. Beyers Naude and Makana) hosting the largest share of these (145 and 113 CCIs in each local municipality respectively), which indicates some support for the ‘clustering’ theory. It was also found that the local municipalities that had the largest number of CCIs also experienced better socio-economic welfare. Furthermore, based on the UNESCO Framework for Cultural Statistics (FCS) domains, the Visual Arts and Crafts; Information, Books and Press; and, Cultural Heritage domains were the largest domains represented in the SBDM. It was concluded that cultural policy that is developed, ought to take advantage of, and build on, these existing clusters, as well as the domains that are most prevalent in the region. To demonstrate the impact of cultural festivals on growth and development, a socio-economic impact study was undertaken at the 2016 National Arts Festival (NAF) in Grahamstown. Face to interviews, as well as self-completion questionnaires were used, with respondents at different venues, attending a variety of shows, and across a range of demographics, being interviewed, in order to get a representative sample of Festival attendees. It was found that the economic impact of the 2016 NAF on the city of Grahamstown was R94.4 million. Over and above the economic value of the NAF, it was also found that there were nonmarket benefits (social and intrinsic values) of the NAF, that included audience development, education of the arts and culture, social cohesion, and community development. The inability to directly track and measure social and intrinsic values proved to be a challenge. The study concluded that in order for successful cultural policy to be developed in regions without large cities and towns, it is first necessary to carry out a study to identify what resources are present, and where they are. Locating resources enables cluster identification - as clusters encourage comparative and competitive advantage, it is worthwhile to invest in areas where there are clusters. Therefore, in the allocation of scarce public funds, cultural policy needs to guide investment in to areas where established clusters indicate existing comparative advantage. In terms of equity and transformation, it is also necessary to evaluate labour markets and ownership patterns when developing cultural policy. Beyond the analysis of physical and human resources, the study also found that a crucial step towards developing successful cultural policy is identification of opportunities and challenges faced by the practitioners themselves; the policy ought to capitalise on the opportunities, whilst attempting to correct the challenges faced. Also of importance is aligning the proposed policy and its objectives with regional, provincial and national aims and objectives. Finally, it is important to include a monitoring and evaluation tool that will evaluate the performance of the policy against its stated aims and objectives.

The implementation of a push-pull programme for the control of Eldana saccharina (Lepidoptera: Pyralidae) in sugarcane in the coastal regions of Kwazulu-Natal, South Africa

- Description: Eldana saccharina, an indigenous lepidopteran stemborer, is considered the most damaging pest of sugarcane in South Africa. Researchers have advocated the use of an area-wide integrated pest management (AW-IPM) programme as a means of improving the control of this pest. A push-pull strategy was developed as a component of this AW-IPM approach. The push-pull strategy in sugarcane is a habitat management method of pest control that uses plants that are both repellent (Melinis Minutiflora) and attractive (Cyperus dives, Cyperus papyrus and Bt-maize) to E. saccharina. Previous research into push-pull has shown that this strategy is an effective tool for the control of E. saccharina. Push-pull has been implemented successfully in the Midlands North sugarcane growing region of KwaZulu-Natal (KZN), South Africa. Despite the proven efficacy of push-pull, very little push-pull research has been conducted in the coastal sugarcane growing regions of KZN, and adoption of this technology has been poor in these regions. Therefore, the aim of this research was to facilitate the implementation of push-pull for the management of E. saccharina in sugarcane in the coastal regions of KZN. This was done by focussing on on-farm field trials and farmer participatory research. On-farm push-pull field trials were conducted on five model farms in the North and South Coast sugarcane growing regions of KZN. High levels of E. saccharina were recorded during this study. The push-pull treatment sites showed a significant reduction of E. saccharina damage on four of the five farms used in the study. Mean percentage of stalks damaged decreased by up to 50 % in the presence of the repellent grass species, M. minutiflora. The number of E. saccharina found per 100 stalks also decreased significantly at these farms. The farm which did not show a significant reduction in E. saccharina populations or damage had low numbers of this pest in the sugarcane throughout the experiment. This demonstrates that push-pull is more effective in areas that have high levels of E. saccharina. Stem borer surveys in wetlands on sugarcane farms revealed that high numbers of E. saccharina were found within the pull plants, C. papyrus and C. dives, in comparison to the push-pull sites. This verifies that the pull plants do work efficiently to attract E. saccharina away from sugarcane. Additionally, eight parasitoids emerged from E. saccharina larvae collected in wetland sedges. The beneficial roles that push-pull plants play in attracting and maintaining natural enemies in the agroecosystem are discussed, and these findings further demonstrate the important ecosystem, and pest management services that wetlands provide on sugarcane farms. The success of the push-pull trials in this study show that this technology can be an effective tool for controlling E. saccharina in the coastal sugarcane growing regions. The timing of the planting of push-pull plants was shown to play a role in the efficacy of this technology. The study also confirmed that push-pull should be used as a component of AW-IPM in conjunction with good crop management practices. Surveys were undertaken to determine large-scale sugarcane growers' (LSGs) knowledge and perceptions of E. saccharina and other pests. Research regarding the farmers' perceptions of push- pull was also conducted to better understand the drivers and barriers to adoption of push-pull, and other new technologies. The surveys found that large-scale farmers in the coastal regions suffer from high infestations of E. saccharina. As such there is scope for the introduction of new pest management practices such as push-pull in this area. Farmers also demonstrated a good basic knowledge of E. saccharina and IPM. However, LSGs had a poor understanding of push-pull and how it works, as well as the plants that make up the push-pull system that is being implemented against E. saccharina in South Africa. A dearth in practical knowledge regarding the implementation of push-pull was seen as a major barrier to the adoption of this strategy, as was financial instability, farmer attitudes and poor institutional support. Farmers recommended collaboration amongst stakeholders, improved education, proof of the efficacy of push-pull and incentives as tools to improve the implementation of this strategy in the coastal sugarcane growing regions of KZN. Farmers preferred direct contact with extension personnel and experiential learning opportunities when acquiring information about push- pull and other new pest management practices. If opportunities for push-pull education are increased through direct contact with extension personnel, and through on-farm demonstrations, and if inputs are provided in the form of push-pull plants, it is likely that push-pull will succeed amongst coastal LSGs, especially since farmers had an overall positive attitude towards the technology. Surveys amongst small-scale sugarcane growers (SSGs) showed that sugarcane is important in the lives of these farmers. The SSGs perceive pests to be a major constraint to their farming systems, and they identified E. saccharina as a major pest of sugarcane. The farmers also demonstrated good knowledge of sugarcane pests and vegetable pests. However, SSGs lacked knowledge regarding pest management practices and beneficial insects. Extension and advisory services should to continue concentrating on pest management practices to educate SSGs on the variety and application of pest control strategies. SSGs were found to employ complex, diverse and integrated agricultural systems that are well-suited to the implementation of IPM technologies such as push-pull. Since insect pests act were found to be a major constraint to SSG sugarcane production, push-pull was deemed a feasible pest management strategy for coastal farmers and its implementation by SSGs should be further explored. SSGs in this study were also concerned about vegetable pests, therefore if push-pull can be adapted to help protect additional crops, adoption of this technology by small-scale growers will improve.

- Description: Given that a broad valley and low longitudinal slope are important pre-requisites for wetland formation in dryland environments, it has been proposed that cut-and-fill cycles are largely responsible for the geomorphic evolution of the Krom River valley-bottom wetlands. Research to support this suggestion has focused extensively on the role of phases of incision. As a result, little is known about where sediment mobilised during phases of incision is being deposited (filling phase). This study aimed to address this question to add to the understanding of how cut-and-fill cycles influence the structure and functioning of the Krom River and its wetlands. This was achieved through a reach-scale appraisal of the degree of longitudinal connectivity of the Krom River. The reach used for this appraisal contained an incised section along which the river channel exists as a large gully, and a section immediately downstream of the gully terminus where the Krom River is un-gullied, and flow is diffuse across most of the width of the valley floor. Quantification of the masses of sediment eroded and deposited within the selected reach of the Krom River during a single recent (2012) flood event revealed that the degree of longitudinal connectivity in the Krom River is generally low. During the flood, much of the sediment mobilised by the cutting of the Krom River channel was deposited immediately downstream of the gully terminus, forming a large floodout feature. Particle size analyses of core samples taken along the floodout feature showed that the coarsest fraction of previously mobilised sediment was deposited at the head of the floodout, while finer sediment fractions were deposited progressively further downstream. Field surveys revealed that the pattern of deposition within the floodout feature led to localised steepening of the studied reach of the Krom River downstream of the gully terminus. Surveys of the recently eroded gully revealed that following incision, the eroded stream bed had a lower longitudinal gradient than both the pre-erosional land surface and the regional slope of the Krom River. The results of this study suggest that floodout formation downstream of gullies may promote the transgression of geomorphic thresholds for erosion, such that the development of floodout features leads to likely initiation of new cutting phases in novel locations along the course of the Krom River. They further suggest that the Krom River is capable of intrinsic longitudinal self-recovery through ongoing cut-and-fill cycles. Finally, it would appear that the current cutting phases responsible for the “destruction” of wetlands within the system are part of a cycle that will lead to prolonged geomorphic stability, such that the system is made more suitable for the long-term re-establishment of wetlands.

AA9 proteins have been suggested to cleave glycosidic bonds linking cellulose through the use of their Cu2+ coordinating active site. AA9 proteins possess different regioselectivities depending on the resulting cleavage they form and as result, are grouped accordingly. Type 1 AA9 proteins cleave the C1 carbon of cellulose while Type 2 AA9 proteins cleave the C4 carbon and Type 3 AA9 proteins cleave either C1 or C4 carbons. The steric congestion of the AA9 active site has been proposed to be a contributor to the observed regioselectivity. As such, a bioinformatics characterisation of type-specific sequence and structural features was performed. Initially AA9 protein sequences were obtained from the Pfam database and multiple sequence alignment was performed. The sequences were phylogenetically characterised and sequences were grouped into their respective types and sub-groups were identified. A selection analysis was performed on AA9 LPMO types to determine the selective pressure acting on AA9 protein residues. Motif discovery was then performed to identify conserved sequence motifs in AA9 proteins. Once type-specific sequence features were identified structural mapping was performed to assess possible effects on substrate interaction. Physicochemical property analysis was also performed to assess biochemical differences between AA9 LPMO types. Molecular dynamics (MD) simulations were then employed to dynamically assess the consequences of the discovered type-specific features on AA9-cellulose interaction. Due to the absence of AA9 specific force field parameters MD simulations were not readily applicable. As a result, Potential Energy Surface (PES) scans were performed to evaluate the force field parameters for the AA9 active site using the PM6 semi empirical approach and least squares fitting. A Type 1 AA9 active site was constructed from the crystal structure 4B5Q, encompassing only the Cu2+ coordinating residues, the Cu2+ ion and two water residues. Due to the similarity in AA9 active sites, the Type force field parameters were validated on all three AA9 LPMO types. Two MD simulations for each AA9 LPMO types were conducted using two separate Lennard-Jones parameter sets. Once completed, the MD trajectories were analysed for various features including the RMSD, RMSF, radius of gyration, coordination during simulation, hydrogen bonding, secondary structure conservation and overall protein movement. Force field parameters were successfully evaluated and validated for AA9 proteins. MD simulations of AA9 proteins were able to reveal the presence of unique type-specific binding modes of AA9 active sites to cellulose. These binding modes were characterised by the presence of unique type-specific loops which were present in Type 2 and 3 AA9 proteins but not in Type 1 AA9 proteins. The loops were found to result in steric congestion that affects how the Cu2+ ion interacts with cellulose. As a result, Cu2+ binding to cellulose was observed for Type 1 and not Type 2 and 3 AA9 proteins. In this study force field parameters have been evaluated for the Type 1 active site of AA9 proteins and this parameters were evaluated on all three types and binding. Future work will focus on identifying the nature of the reactive oxygen species and performing QM/MM calculations to elucidate the reactive mechanism of all three AA9 LPMO types.

The Kenya National Human Rights Commission and the promotion, protection and monitoring of socio-economic rights in Kenya

- Description: The promulgation of the 2010 Constitution of Kenya introduced socio-economic rights (SERs) amid widespread poverty and rising inequality. This study seeks to answer the overarching question, what role can the Kenya National Commission on Human Rights (KNCHR) play in promoting, protecting and monitoring SERs in Kenya? Further research questions included whether the KNCHR has the requisite powers to perform its mandate and what lessons could be learned from the South African context. The research sought to understand how the local context affects the ability of KNCHR to carry out its mandate. Likewise, it analyses some of the contributions KNCHR has made in the promotion and protection of SERs while identifying the challenges the Commission faces in carrying out its mandate. Several methodologies were utilised to answer the research questions above. The methodologies included the doctrinal method, analysis of secondary sources and interviews with key informants. A comparative legal research methodology was also employed, with the SAHRC being used as a case study on how NHRIs can promote, protect and monitor SERs. The findings from the research argue that the Paris Principles provide the minimum guidelines on the establishment of NHRIs. Compliance with these Principles has not necessarily guaranteed the effectives of NHRIs. Any assessment of an NHRI should be based on its performance and legitimacy considering the local factors obtaining within its jurisdiction. The domestic protection and judicial enforcement of human rights in Kenya, though crucial to the realisation of SERs, has been fraught with challenges. These challenges have meant that the realisation of SERs has been curtailed and necessitated complementary institutions for human rights to be realised. Given the country’s constitutional architecture, the KNCHR was one such institution that could complement the role of the judiciary given its wide mandate. With SERs a new feature of the 2010 Constitution, the KNCHR had to find ways to promote SERs in the country considering the local peculiarities such as poverty, a highly political climate and lack of political goodwill from the legislature and executive sometime characterised by open hostility. These challenges and the new nature of these rights called for a comparative study with the SAHRC given some similarities between the two jurisdictions. The SAHRC provided valuable lessons having had more experience in dealing with SERs while navigating similar challenges the KNCHR faced or might face. The findings of the research prompted recommendations directed at the KNCHR and other stakeholders, specifically the legislature and executive on how to address the challenges curtailing the performance of the KNCHR in general and particularly ways in which the Commission could go about in promoting, protecting and monitoring SERs.

The knowledge commons, pan-Africanism, and epistemic inequality: a study of CODESRIA

- Description: This study is about the Council for the Development of Social Science Research in Africa (CODESRIA). Conceived in 1964 and formalised in 1973, CODESRIA is the longest-standing pan-African intellectual organisation on the continent. It was established with the primary objective of fostering greater collaboration between African scholars, and has acquired a reputation for challenging the marginalisation and fragmentation of African scholarship. However, there has been no systematic account of this important organisation. This study aims to cast light on this organisation and its intellectual contributions in the post-independence period. It examines CODESRIA as a knowledge commons - a community of scholars that creates, manages and shares intellectual goods outside of the state and the market. It asks: what factors have shaped CODESRIA as a pan-African knowledge commons in the context of epistemic inequality? As a way of answering this question, it examines three key debates: the different meanings of pan-Africanism in CODESRIA, CODESRIA’s defence of the academic project during structural adjustment, and African feminists’ struggles to change CODESRIA. These debates exemplify the ways in which different generations of African scholars in the post - independence period have sought to make sense of and respond to the problems of inequality - both outside of CODESRIA and within CODESRIA. This thesis approaches CODESRIA as a case study. It combines a document analysis with semi-structured interviews to construct and critique key intellectuals' understandings of the organisational design and practices of CODESRIA, the nature of its community and intellectual work. It supplements this with a descriptive analysis of CODESRIA’s bibliometric and administrative data. The study finds that CODESRIA has forged a distinctive form of pan-Africanism that offers a non-governmental and intellectual alternative to state-centric and bureaucratic forms of pan-Africanism. As a powerful counter-narrative to prevailing ideas of African intellectual inferiority, pan-Africanism has been an important motivational source for establishing and cohering CODESRIA’s community. Although its pan-African organisational form has been complicated by the enduring influence of colonial frameworks and limited by the the material and institutional weaknesses of African universities, it has nevertheless acted as a mode of collective enquiry for troubling and expanding the colonial conception of Africa. This study further finds that structural adjustment fundamentally reshaped the intellectual and material underpinnings of CODESRIA with complex and ambiguous results. In the short term, CODESRIA’s analysis of structural adjustment led to considerable intellectual and organisational innovation so that it grew in size and influence. In the long-run, however, structural adjustment eroded the public universities upon which CODESRIA relied. This eroded the mechanisms to maintain its intellectual vigour and democratic character, and increased CODESRIA’s dependency on donors. The study also finds that the struggles of feminist scholars to change unequal gender norms in CODESRIA have been a source of significant intellectual and organisational renewal. Contestations over gender inequality within CODESRIA have given rise to a distinctive form of African feminism, which emphasises the historicity of gender relations in ways that reject essentialist and teleological accounts of African societies. Feminist struggles have also given rise to new standards of scholastic excellence that mark a meaningful departure from the skewed standards introduced under colonial rule. Nevertheless, the persistent minoritisation of female scholars in CODESRIA has significantly limited their capacity to effect institutional change, such that the ghettoization of feminist scholarship and the hollowing out of feminist discourses on gender remains a constant threat. The central argument of this study is that inequality can motivate marginalised members to engage in the collective action required to create and reshape knowledge commons, but it can also constrain their collective action and threaten the long-term sustainability of the commons. The collective agency of marginalised individuals is therefore central to the flourishing of knowledge commons. Second, knowledge commons are intimately dependent on public goods, such as universities. Public goods are plausibly the source, and therefore the limit, of knowledge commons’ capacity to flourish over the long-term. As a consequence, it is likely that knowledge commons are complements to public goods provision, rather than substitutes. Rethinking the knowledge commons in terms of the predicaments of African intellectual communities, I contend, provides new ways of understanding the possibilities, constraints and contradictions of knowledge commons in an unequal world. This study contributes to the empirical literature on African intellectual communities. In particular, it provides critical knowledge on a scholarly community that has not only endured, but has managed to thrive in a context of profound economic and political instability. This provides an indication of the institutions, practices, and intellectual resources that are required to ensure that African knowledge systems flourish over the long-term. This study also makes a theoretical contribution to the literature on knowledge commons, which are largely theorised using examples from the global North. It shows how reconceptualising knowledge commons in terms of inequality opens up new lines of empirical investigation. Building on existing commons research, it develops a methodological framework for comparative research on southern knowledge commons, which may also be of use for investigating commons in general.

Contestations over gender inequality within CODESRIA have given rise to a distinctive form of African feminism, which emphasises the historicity of gender relations in ways that reject essentialist and teleological accounts of African societies. Feminist struggles have also given rise to new standards of scholastic excellence that mark a meaningful departure from the skewed standards introduced under colonial rule. Nevertheless, the persistent minoritisation of female scholars in CODESRIA has significantly limited their capacity to effect institutional change, such that the ghettoization of feminist scholarship and the hollowing out of feminist discourses on gender remains a constant threat. The central argument of this study is that inequality can motivate marginalised members to engage in the collective action required to create and reshape knowledge commons, but it can also constrain their collective action and threaten the long-term sustainability of the commons. The collective agency of marginalised individuals is therefore central to the flourishing of knowledge commons. Second, knowledge commons are intimately dependent on public goods, such as universities. Public goods are plausibly the source, and therefore the limit, of knowledge commons’ capacity to flourish over the long-term. As a consequence, it is likely that knowledge commons are complements to public goods provision, rather than substitutes. Rethinking the knowledge commons in terms of the predicaments of African intellectual communities, I contend, provides new ways of understanding the possibilities, constraints and contradictions of knowledge commons in an unequal world. This study contributes to the empirical literature on African intellectual communities. In particular, it provides critical knowledge on a scholarly community that has not only endured, but has managed to thrive in a context of profound economic and political instability. This provides an indication of the institutions, practices, and intellectual resources that are required to ensure that African knowledge systems flourish over the long-term. This study also makes a theoretical contribution to the literature on knowledge commons, which are largely theorised using examples from the global North. It shows how reconceptualising knowledge commons in terms of inequality opens up new lines of empirical investigation. Building on existing commons research, it develops a methodological framework for comparative research on southern knowledge commons, which may also be of use for investigating commons in general.

The metabolic physiology of early stage Argyrosomus japonicus with insight into the potential effects of pCO2 induced ocean acidification

- Description: Ocean acidification is a phenomenon associated with global change and anthropogenic CO2 emissions that is changing the chemistry of seawater. These changes result in elevated pCO2 and reduced pH in seawater and this is impacting marine organisms in various ways. Marine fishes are considered generally tolerant to conditions of ocean acidification; however, these assumptions are based on juvenile and adult fish tolerance and the larval stages have not been frequently assessed. Furthermore, it has been suggested that temperate species, particularly those with an estuarine association, may be tolerant to variable CO2 and pH. This study used an eco-physiological approach to understand how the early life stages of Argyrosomus japonicus, an estuarine dependent marine fisheries species found in warm-temperate regions, may be impacted by ocean acidification. The metabolic response of early stage larvae (hatching to early juvenile stage) was assessed under conditions of elevated pCO2 and reduced pH in a controlled laboratory setting. Small volume static respirometry was used to determine the oxygen consumption rate of larvae raised in three pCO2 treatments including a low (pCO2 = 327.50 ± 80.07 µatm at pH 8.15), moderate (pCO2 477.40 ± 59.46 µatm at pH 8.03) and high treatment (PCO2 910.20 ± 136.45 µatm at pH 7.78). These treatment levels were relevant to the present (low) and projected conditions of ocean acidification for the years 2050 (moderate) and 2100 (high). Prior to experimentation with ocean acidification treatments, baseline metabolic rates and diurnal variation in oxygen consumption rates in early stage A. japonicus was determined. Distinct ontogenetic structuring of metabolic rates was observed in early stage A. japonicus, with no cyclical fluctuations in metabolic rate occurring during the 24 hour photoperiodic cycle. Pre-flexion larvae showed no metabolic response to ocean acidification treatments; however post-flexion stage larvae showed metabolic depression of standard metabolic rate in the moderate (32.5%) and high (9.5%) pCO2 treatments (P = 0.02). Larvae raised in the high pCO2 treatment also showed high levels of mortality with no individuals surviving past the post-flexion stage. Larvae raised in the moderate pCO2 treatment were unaffected. This study concluded that ocean acidification conditions expected for the end of the century will have significant impacts on the metabolism of early stage A. japonicus, which may result in reduced growth, retardation of skeletal development and ultimately survival as a result of increased mortality. Furthermore, the timing of reduced metabolic scope will significantly impact the recruitment ability of A. japonicus larvae into estuarine habitats. This could ultimately impact the sustainability of A. japonicus populations. Most importantly, this study highlighted the need to consider the combined effect of ontogeny and life-history strategy when assessing the vulnerability of species to ocean acidification.

- Description: Two of the main challenges facing communities and governments in developing countries are the reduction of risks of hydro-meteorological hazards and adaptation to climate change. As climate variability and change impacts are becoming more visible in the form of disasters, and are negatively affecting climate sensitive livelihoods and eroding communities' ability to fully recover, leading to increased vulnerability to subsequent climate risks. The unpredictability of current weather systems, therefore, makes it very difficult for poor governments and households to deal with adverse impacts of climate change. Furthermore, the fragmented approach to DRR and CCA with regards to practice, policy and organisational frameworks for dealing with climate risks is resulting in coordination challenges for the government departments. This study aimed to explore how local households and communities perceive and are experiencing and coping with climate change and drought, and what that means for integrating hydro-meteorological disaster risk reduction and climate change adaptation. The study was carried out in Chirumhanzu district and the methods used for data collection included: 217 household surveys; six focus group discussions; participatory learning actions methods; key informant's interviews and document review. The majority of households owned low value material assets and had low levels of livelihood capitals and this exposed them to the impacts of climate variability and successive droughts. This low adaptive capacity largely affected their ability to engage effective drought risk reduction and adaptation strategies for their livelihood activities in small-scale farming and livestock rearing. Vulnerability to climate risks was exacerbated by seasonal weather forecasts, which were deemed by some households to be unreliable, inaccurate and not easily understood, while others used of indigenous knowledge. Successive droughts affected households' access to food and cash income for other household demands. Other non-climatic factors that contributed to adverse drought impacts at the household level were an emphasis on reactive humanitarian aid approach and the poor economy in Zimbabwe. Additionally, the policy framework for dealing with climate change and drought hazards is fragmented and weak; and is housed in different government departments making it difficult to coordinate and implement. To improve climate risk management, there is need for the government to appreciate that drought risk reduction and climate change adaptation are all about reducing vulnerability. Understanding this, might assist in improving government focus on addressing the underlying causes of vulnerability and mainstreaming DRR and CCA into development processes through addressing specific and generic adaptive capacities. The thesis argues that as long as rural households are involved in climate sensitive livelihood activities and not getting meaningful intervention to diversity and/or better intensify their livelihood activities, they will continue to be vulnerable to successive climate risks. This fragmented approach to dealing with climate risks, is not yielding any successful results with regards to building resilience, risk reduction or adaptation of rural households.

The study contributes to a growing body of research in South Africa that seeks a wider systemic perspective on green skills concerns. The NSF and its functioning is a critical dimension of the wider skills system and is a significant system element influencing further emergence of a coherent national system for green skills development. Providing further rationale for this study is the 2011 finding of the International Labour Organisation, that the green skills development system in South Africa is re-active and poorly systematised, a finding that was also noted in the first ever Environmental Sector Skills Plan for South Africa undertaken by the Department of Environmental Affairs in 2010. As the study is mainly focused on one aspect of the policy system, namely the NSF’s role in green skills funding, the bulk of the data used in this study is documentary. Research information was obtained from NSF documentary sources to describe the NSF organisationally. Information was also obtained from green skills documentary sources to obtain a better understanding of the nature and purpose of the development of green skills in South Africa. The study has also drawn on references related to grant management as a mechanism for seeding meaningful transformations and skills development research in South Africa to understand the skills development landscape, with special reference to the Department of Higher Education and Training’s (DHET) post-school education and training system. Documentary data was supplemented by selected key respondent interviews from the skills sector and from the green skills research community to provide further perspective on the research focus. Critical realism (CR) is utilised as a meta-theoretical framework that seeks to inform the overall academic reflection and interpretation process. The work of Danermark, Ekström, Jakobsen and Karlsson (2002), which describes the process of data analysis in critical realism, was adapted into a four-phased research approach for this particular policy study, which I framed as a Quadrilateral Policy Analysis Framework (QPAF). This provided a data analysis framework which allowed for taking account of the mechanisms shaping the NSF as an important systemic funding agency within South Africa’s emerging post-school education and training context, as this relates to green skills. However, to further analyse this research question and context, I needed to work with substantive policy theory. Given the nature of the policy object that I was investigating, I found Feiock’s (2013) Institutional Collective Action Framework to be a helpful substantive policy theory as it has adequate nuance with which I could describe the NSF’s core function, namely that of grant-making for the post-schooling policy context. Based on the critical realist meta-theoretical framework and the substantive policy theoretical frameworks, I developed four phases of analysis, namely a) descriptive analysis which is divided into Part A (describing the green skills landscape and its funding demands ) and Part B (describing the NSF as it relates to green skills); b) component analysis which further analyses key components of the above; c) abductive policy analysis which identifies critical mechanisms and how they operate; and d) generative mechanism analysis which identifies the underlying generative mechanisms shaping the NSF’s engagement with green skills (or lack thereof). The following main findings are identified: • It emerged that the responsiveness of the NSF to green skills is emergent, essential and yet multifaceted due to competing stakeholder interests, expectations and claims; • Key strategic relations with critical role players within South Africa’s skills levy funding matrix emerged as a fundamental requirement towards the achievement of the NSF’s organisational mandate to respond effectively to national green skills needs and expectations; • Contracting is the central mechanism driving the NSF grant-making process. Related to this is the finding that partnerships emerged as the most versatile and underutilised mechanism that cuts across all four of the NSF grant-making phases; • The NSF’s current method of making sense of funding policy indications as per national policy documents is too reductionist because the method betrays an alignment-mirroring form of sense-making awareness that uncritically endorses substratum philosophical assumptions like Human Capital Theory (HCT) and associated neoclassical economic theories embedded in the policy frameworks. These assumptions contradict and potentially limit engagement with wider theories and policy frameworks for guiding skills development that are oriented towards the wider common good as argued by non-anthropocentric orientations in critical realism and the green skills sector. In summary, an argument is put forward that the NSF is a key funding mechanism towards green skills delivery in South Africa, but that this funding mechanism is under-utilised and inadequately mobilised for transitioning towards sustainability in South Africa. The study recommends that, in pursuit of better integration and optimal effectiveness thereof and in line with the fund’s legislative, organisational and public mandate, a consensual negotiation skills planning mechanism be considered from an institutional collective action response platform. In terms of recommendations for further research, it is proposed that a comparative analysis study could be considered between the NSF and other leading global funding agencies or other national skills funding mechanisms that are also concerned with the inclusion of green skills development. Comparative studies of this nature could potentially enhance the fund’s policy-making process and assist in the development of more appropriate institutional arrangements towards optimal funding responsiveness. Lastly, in the light of the NSF’s current contribution to green skills in the country, an impact evaluation study on the return on green skills investment presents an additional intriguing research endeavour which would contribute further perspective on the arguments presented in this study.
