- Description: While citizens require products and services to meet their needs, government goes about designing systems and processes to meet that need through the setting of goals and objectives. Many methods are adopted for that to happen. However, one of the ways that this occurs is through legislation and regulations and the formation of public entities. On the other hand, strategy is needed to devise techniques and plans to meet needs, goals and aspirations of government in the most efficient manner. At face value it would seem that the enactment of certain legislation and regulations seems to make the need for strategy obsolete especially since there is proliferation of national, provincial and local strategies that only need implementation. The purpose of this research is to determine the influence of legislation and regulations on strategy in public entities focusing on the Eastern Cape Province and using the Eastern Cape Development Corporation as a case study. The study focused on the assessment of the relationship between the public entities and the shareholder through the use of legislation and regulations. The context for the research is prefixed on creating an understanding of the public administrative system and especially the components of the New Public Management approach that deal with the principal-agent and public choice theory. The study assessed the public administrative system and its relationships in order to locate the use of legislation and regulations and public entities to deliver products and services to citizens. Likewise the concept of strategy was examined from three perspectives namely that strategy is about goal consciousness, strategy involves leadership and strategy is multifaceted in its nature. In order to undertake the study a document review was conducted on the legislation and regulations, semi-structured interviews were held with the principal or shareholder and a questionnaire was administered to executives and senior managers in public entities in the Eastern Cape Province. The findings revealed that there is a relationship between legislation and regulations and strategy on the one hand and on the other strategy appears to be ineffective due to a lack of planning, key role players’ involvement in the process, leadership, inflexible compliance and restrictive conditions. The research further found that strategy involves implementation of legislation and regulations which support the rise of the regulatory state. The study proposes a normative model that is built around defining the nature of strategy and predetermining the definition of roles in the system.

The machinability of rapidly solidified aluminium alloy for optical mould inserts

- Description: Ultra-high precision machining is a material removing process under the nanotechnology regime whereby the highest dimensional accuracies are attained. Critical components for optical devices and optical measuring systems are mainly produced through ultra-high precision machining. Their mass production is usually implemented by utilising optical moulds. Aluminium alloys have proven to be advantageous and very commonly used in the photonics industry for moulds. This ever-increasing use and demand within optics have led to the development of newly modified grades of aluminium alloys produced by rapid solidification in the foundry process. The newer grades are characterised by finer microstructures and improved mechanical and physical properties. The main inconvenience in their usage currently lies in their very limited machining database. This research investigates the machinability of rapidly solidified aluminium, RSA 905, under varying cutting conditions in single point diamond turning. The machining parameters varied were cutting speed, feed rate and depth of cut. The resulting surface roughness of the workpiece and wear of the diamond tool were measured at various intervals. Acoustic emissions and cutting force were also monitored during machining. The results were statistically analysed and accurate predictive models were developed. Generally, very low tool wear, within 3 to 5 μm, and very low surface roughness, within 3 to 8 nm, was obtained. Acoustic emissions recorded were in the range of 0.06 to 0.13 V and cutting forces were in the range of 0.08 to 0.94 N. The trends of the monitored acoustic emissions and cutting force showed to have a linked representation of the tool wear and surface roughness results. Contour maps were generated to identify zones where the cutting parameters produced the best results. In addition, a range of machining parameters were presented for optimum quality where surface roughness and tool wear can be minimised. As the machining is of a nanometric scale, a molecular dynamics approach was applied to investigate the underlying mechanisms at atom level. The nanomachining simulations were found to have a correlation to the actual machining results and microstructural nature of the alloy. This research proves that rapidly solidified aluminium is a superior alternative to traditional aluminium alloys and provides a good reference with room for flexibility that machinists can apply when using rapidly solidified aluminium alloys. Efficiency could be improved by reducing the required machining interruption through effective monitoring and performance could be improved by maintaining quality and extending tool life through parameter selection.

The Moravian Church music heritage is documented through the lens of Coloured composers of Moravian church music. In my study, I highlight the origins of the Moravian Church and its underlying philosophies by focusing on important figures and treasures of the Moravian Church. I provide a brief outline of the Moravians’ contribution to education and music. In the study I discuss the importance of record-keeping and rich hymnody of the Moravian church. I also discuss the doctrine, worship and sacraments of the Moravian Church. The literature study provides the history of the music of the American Moravian Church. This serves as a basis for comparison with the Moravian Church music tradition in South Africa, which is discussed in chapter four of this study. Furthermore, I provide an account of the history of the Moravian Church in South Africa. I use the qualitative research method of case studies to detail the music departments of a selected number of congregations within the Moravian Church of South Africa. Chapter five contains biographies of South African Moravian composers. This research adds to the body of new knowledge through the provision of a comprehensive list of South African Moravian composers and provides the first annotated bibliography of their works. Finally, my study concludes with the provision of a theoretical framework for the establishment of a Moravian Music Foundation based on the North American Moravian Music Foundation model.

The role of family structure and financial socialisation in influencing students' financial capabilities

- Description: This research used three theories to develop a theoretical framework that investigated the role of family structures and financial socialisation in influencing students’ levels of financial knowledge, attitudes, self-efficacy and behaviour (financial capabilities). It also examined the mediating role of family financial situation in the relationship between the family structure and the mechanisms of financial socialisation. The theories of consumer socialisation, family financial socialisation and family structure model, guided the development of a proposed theoretical framework and development of five major hypotheses. To answer the research questions of the study and test the hypotheses, this study followed a quantitative survey research design. Undergraduate students in the Faculty of Business and Economic Sciences completed 350 questionnaires. Using exploratory factor analyses results, the theoretical framework was updated, and statistical relationships tested. Simple regression analysis results showed that students who were born or raised in an intact family structure reported more financial socialisation in terms of the mechanisms of financial socialisation than students who were born or raised in non-intact family structures. Simple regression results showed that intact family structures had positive significant relationships with four of the six components of the mechanisms of financial socialisation. Furthermore, intact family structures had negative significant relationships with two components of the mechanisms of financial socialisation. Multiple regression results showed four components of the mechanisms of financial socialisation (teaching and monitoring, reinforcement of financial behaviour, modelling of financial behaviour and financial conflict) had positive significant relationships with financial capabilities. The components of financial socialisation agents (peers and media) had positive significant relationships with three components of financial capabilities (financial behaviour, money is respect and freedom, and money is good). In addition, family financial situation partially mediated the relationship between intact family structure and three components of the mechanisms of financial socialisation, namely, parental teaching and monitoring, modelling of financial behaviour and parental relationship. Furthermore, family financial situation perfectly mediated the relationship between intact family structures and one component of the mechanisms of financial socialisation (reinforcement of financial behaviour). Three components of the mechanisms of financial socialisation (parental teaching and monitoring, reinforcement of financial behaviour and modelling of financial behaviour) also perfectly mediated the relationship between intact family structure and one component of financial capabilities, namely, financial behaviour. Similarly, one component of the mechanisms of financial socialisation (parental teaching and monitoring) also perfectly mediated the relationship between intact family structure and one component of financial capabilities (financial self-efficacy). These results assisted in the development of a new empirically tested model to investigate the role of family structure and financial socialisation in influencing students’ financial capabilities. This study showed that family structures was an important variable that should not be excluded in financial planning as it influenced all the components of the mechanisms of financial socialisation. Financial socialisation agents also had an influence on financial capabilities and, thus, the parental financial socialisation should not be investigated in isolation. It was also important to identify the mechanisms of financial socialisation as seen in this study, as the components of the mechanisms had different influences on students’ financial capabilities. For this study, parental teaching and monitoring, reinforcement of financial behaviour and modelling of financial behaviour proved to be the most important components of the mechanisms of financial socialisation, which ultimately influenced students’ financial capabilities. This study has proved that family structures and financial socialisation influence the financial capabilities of students. To improve financial capabilities of students, parents should increase their level of modelling of financial behaviour and decrease the level of secrecy about money in the household. Parents should also instill positive financial attitudes in students, monitor their financial behaviour, and reinforce positive financial behaviour. This study contributes to the much-needed body of knowledge in financial planning by showing through empirical results that family structure has an influence on the components of the factor mechanisms of financial socialisation, and the factor financial capabilities. As little information exists to explain these relationships, this study makes a valuable contribution to new knowledge in this area.

The role of psychosocial recuperative therapy in enhancing construction performance on projects

- Description: Research findings indicate that recent improvements in construction management initiatives have not substantially reduced the incidence of fatal occurrences and accidents in construction due to negligence and error. Some of the traumatic and causative factors include the dissipation of vital energy, health, safety, and wellbeing in the construction workforce due to the lack of contact with nature on construction sites, combined with the exhaustive nature of the work, and multiple stress factors in construction. The resultant effect is visible in the form of increased rework, disputes, and socio-psycho-traumatic factors that result in a reduction in profit margins due to the daily repetition of health and safety (H&S) hazards and quality errors. To address these issues there is a need for the exploration of the inherent potential to achieve exceptional environmental credentials on construction worksites attributable to the biophilic design concept of the intelligent construction workplace. This would involve the introduction of a biophilic construction site model (BCSM) that has the potential of establishing the continuous flow of natural energy that would replenish the vital life force and impact on the improvement of the performance of the construction workforce and management throughout the life cycle of the construction process. The objective of the initiative involves the introduction of dynamic harmonious energy in consonance with the theory of biophilia and feng shui principles of wellness interventions, which would introduce and enhance the flow of natural energy relative to the greening of construction sites in aid of H&S, wellbeing and human factors for ergonomics in construction. The methodology adopted, involved a survey of the related literature, and the triangulation and longitudinal assessment of multiple case studies of viable construction sites in progress. The applied technique included a greening construction site survey, interviews, observations, photo elicitation, questionnaire surveys, and a focus group study conducted with the construction workforce during the construction process. Findings indicate a potential increase in the level of sustainable behaviour in construction that impacts on the enhanced concentration and level of focus of the workforce, as well as a reduction in H&S and quality errors that militate against consistent improvement of the construction process. These efforts add value and novelty to the construction management body of knowledge (CMBOK) with regards to the green building construction and sustainable sites initiative. Research findings established the ‘greening of the construction site / biophilic construction site model (BCSM)’ as a cost-effective strategy towards the healing of the ‘sick construction site syndrome’ and the psychosocial recuperative and rejunative therapy for the workforce in construction for productive performance. It is significant and notable that the empirical findings relative to the BCSM strategy were found to substantiate effectively as the missing link in the establishment and reconstitution of Maslow’s hierarchy of needs, which according to research findings, is currently conceptual. The recommendations include the suggestions for the ‘informal dynamic rock garden design’ as suitable for the BCSM with the inclusion of ‘plants as a primary indicator’ in construction site premises, site offices, material sheds, welfare facilities including ‘lunch break retreats and outdoor shelters’. The recommendation of the BCSM strategy for the construction site is aimed towards the onset of construction as opposed to the conclusion of works / external works at the end of the project as is currently practiced. For effective application, the empirical findings relative to the study recommend that the procurement of the BCSM as a ‘silent and indispensable team mate’ should commence from the conceptual design, pre-bid / tender stages, to the fiscal planning and setting out of worksites, as well as its inclusion in the ‘curriculum of studies’ for the instruction of emerging construction management practitioners. In furtherance of the CMBOK and the enhancement of the BCSM strategy and the ‘humanistic value of the intelligent construction worksite’, the study recommends that the concept of ‘frozen music’ be addressed in future research relative to the ‘biophilic design concept’ to determine its role in enhancing cost effective performance, H&S, ergonomics, and the health and wellbeing of workers in construction.

Findings indicate a potential increase in the level of sustainable behaviour in construction that impacts on the enhanced concentration and level of focus of the workforce, as well as a reduction in H&S and quality errors that militate against consistent improvement of the construction process. These efforts add value and novelty to the construction management body of knowledge (CMBOK) with regards to the green building construction and sustainable sites initiative. Research findings established the ‘greening of the construction site / biophilic construction site model (BCSM)’ as a cost-effective strategy towards the healing of the ‘sick construction site syndrome’ and the psychosocial recuperative and rejunative therapy for the workforce in construction for productive performance. It is significant and notable that the empirical findings relative to the BCSM strategy were found to substantiate effectively as the missing link in the establishment and reconstitution of Maslow’s hierarchy of needs, which according to research findings, is currently conceptual. The recommendations include the suggestions for the ‘informal dynamic rock garden design’ as suitable for the BCSM with the inclusion of ‘plants as a primary indicator’ in construction site premises, site offices, material sheds, welfare facilities including ‘lunch break retreats and outdoor shelters’. The recommendation of the BCSM strategy for the construction site is aimed towards the onset of construction as opposed to the conclusion of works / external works at the end of the project as is currently practiced. For effective application, the empirical findings relative to the study recommend that the procurement of the BCSM as a ‘silent and indispensable team mate’ should commence from the conceptual design, pre-bid / tender stages, to the fiscal planning and setting out of worksites, as well as its inclusion in the ‘curriculum of studies’ for the instruction of emerging construction management practitioners. In furtherance of the CMBOK and the enhancement of the BCSM strategy and the ‘humanistic value of the intelligent construction worksite’, the study recommends that the concept of ‘frozen music’ be addressed in future research relative to the ‘biophilic design concept’ to determine its role in enhancing cost effective performance, H&S, ergonomics, and the health and wellbeing of workers in construction.

The originality of the Thesis is in: (a) its being the first comprehensive investigation into why Ugandan governments have persistently failed to adhere to the basic requirements of the doctrine of constitutionalism for the entire period of 56 years (1962-2018) of post-independence Uganda; and (b) its being the first study to apply the Theory of Neo-patrimonialism in explaining the volatile nature and state of constitutionalism in Uganda. The contribution of the Thesis to the existing knowledge lies in its; (a) generation of detailed and well-researched information about the volatility of constitutionalism in Uganda between 1962 and 2018, (b) recommendation of strategies that should be adopted to effectively enhance consititutionalism in Uganda, and (c) authentication of the validity of the claims that despite its shortcomings, Neo-patrimonialism is a Theory which not only continues to define and drive African politics but its application can suitably be used to explain the volatile nature of constitutionalism in post-independence Uganda and the rest of Africa.

Increasing labour costs and inflationary pressure have contributed to the high failure rates of small to medium enterprises. In addition, the manufacturing sector for small to medium enterprises has showed a decline over recent years. There is thus a need to identify and manage the critical success factors (CSFs) for small to medium manufacturing enterprises. The balanced scorecard (BSC) has been used successfully to manage CSFs. Furthermore, research on time-driven activity-based costing (TDABC) has illustrated that this costing system could be implemented successfully at small to medium enterprises across the world to manage costs, and that the BSC could be used successfully together with TDABC. However, research has shown that implementing a BSC at small to medium enterprises could be challenging. As a result, the theory of constraints (TOC) that can be used to explain the phenomenon of constraints of resources is recognised as the underlying theory for this study. The availability of a generic yet adaptable BSC could potentially enable owners and managers of small to medium manufacturing enterprises to manage the CSFs that together with the TDABC system can lower costs and identify unused capacity. This study has developed and implemented a generic TDABC/BSC costing system by investigating literature and conducting a Delphi study and a case study at a small to medium enterprise specialising in manufacturing. Firstly, it was found that a generic BSC for small to medium manufacturing enterprises could be developed by using a Delphi study to create a BSC template with optional key metrics/key performance indicators (KPIs) to suit different types of manufacturing industries. Secondly, it was demonstrated in a case study that TDABC could still be beneficial for a small to medium manufacturing enterprise if focus is only on a single product. Thirdly, it became evident that the system could be used to manage the TOC. Finally, the case study shows that cost savings could be achieved in small to medium enterprise by using the integrated TDABC/BSC costing system and by that increase the success of the business.

Towards a community based conservation strategy for wetlands in Uganda

Later, policies and legislation in Uganda favoured agricultural production rather than the conservation of wetlands, a situation that culminated in their degradation. In a bid to counter the effects of wetlands degradation, Wetland Management Agencies were created. These agencies excluded the input of members of the local communities who reside in the wetlands environs. Local communities were not consulted on matters concerning management and conservation strategies, a situation that may have escalated the problem of wetlands degradation. Local knowledge is needed for the effective management and conservation of the wetlands and it is essential that local communities are included in decision making. This research study is more of an initiative for providing information that may be essential for the formulation of a community based conservation strategy for wetlands in Uganda. The study aimed to identify and characterize activities carried out by members of the local communities in wetlands found in central and western Uganda that are responsible for their progressive degradation; to assess the performance of existing Wetlands Management Institutions towards protection and conservation of wetlands in Uganda; to ascertain whether the acts and policies that have been promulgated for the protection of wetlands in Uganda have been adhered to by members of the local communities and to evaluate three community based conservation case studies with two vastly different outcomes in order to come up with the community-based conservation principles Ugandan communities may need to adopt to achieve sustainable utilisation and conservation of wetland resources. To achieve the objectives stated above, the researcher used a multi-disciplinary methodology that required several areas of expertise and sources of information. Hence, to accomplish the study, primary sources of data that included quantitative and qualitative data were collected from the study participants by means of a questionnaire survey, key informant interviews and direct observations. Secondary sources of data centred on published Ugandan acts and policies; textbooks; case study articles and journal articles. The study revealed a host of activities in which members of the local community are involved that have led to the degradation of the wetlands in Uganda. These include but are not limited to crop cultivation, dairy farming and unsustainable wetland resource harvesting. A number of other reasons for the degradation of the wetlands include unclear ownership of the wetlands, unclear wetland boundaries and a lack of awareness of the indirect benefits wetlands provide for members of the local communities. The study disclosed that wetlands management institutions have not been effective in the protection and conservation of wetlands in Uganda, mainly due to political interference and inadequate funding for the institutions’ conservation activities. The acts and policies that were promulgated for the protection and conservation of wetlands have been selectively implemented in some places and in others completely ignored, culminating in the degradation of the wetlands. The study revealed that effective community based conservation of wetlands in Uganda includes: initiation of the planning, implementation, monitoring and evaluation of all wetlands activities being borne by members of the local community; government introducing alternative income-generating activities aimed to reduce over-reliance on wetland resources and education of the local communities regarding the community-based projects’ objectives in order to garner their support. Recommendations emanating from this study are that the Land Act should be amended to specify a particular land tenure system, preferably freehold, which may promote the conservation of wetlands in Uganda; fertilizers (organic) should be introduced in the study area to fertilize the uplands that have reportedly become infertile in order to reduce the pressure the local community members are exerting on the wetlands for agriculture; wetlands management institutions should be empowered financially and political interference in activities aimed at conservation of wetlands in Uganda must cease. There should be uniform implementation of the rules and regulations stipulated in the acts and policies for all members of the public concerning wetlands protection. Lastly, essential community based conservation principles, as stated above, need to be applied carefully and adhered to if effective implementation of community-based conservation of wetlands is to be achieved in Uganda.

In the context of fragile states, questions of misuse, inaccessibility of social services, dependency and sustainability are often raised. This study sought to examine the transformative potential of social cash transfers on child wellbeing in fragile contexts through a case study of the social cash transfer pilot scheme in Bomi County of Liberia. The study specifically set out to to assess the relevance of cash transfers in the context of child wellbeing; determine how the wellbeing of child recipients of cash transfers had transformed; and analyse the determinants of the transformative effects of cash transfers on child wellbeing. The study adopted a quasi-experimental, mixed method, and cross-sectional research design. It utilised existing household survey datasets of the mid term and end term evaluations of the Bomi County pilot social cash transfer scheme conducted in Liberia in 2012 and 2015 respectively. A sample size of 224 (about 12percent of the sample frame) was used where Confidence Level was 95percent and P=0.5. This sample size was divided equally between households receiving cash (experimental group) and households with the same characteristics although not receiving cash transfers (control group). For the qualitative method, 66 participants were purposively sampled. A total of 34 participants participated in the indepth interviews, 32 children were sampled for focus group discussions. These were divided into 16 children from the experimental group and 16 children from the control group. Quantitative data sets were analysed in Statistical Package for Social Sciences (SPSS), and qualitative data was analysed through thematic analysis. The findings from the study provide a persuasive case for the transformative potential of social protection in fragile contexts. The study confirms the relevance of social cash transfers in promoting child wellbeing through empowering families to address children‘s physical and dependency-related vulnerabilities and institutional disadvantage. The study also confirms the transformative effects of social cash transfers on child health, food consumption, education, housing conditions, household assets, and child labour. In addition, the results indicate that social cash transfers mitigated gender based institutionalised disadvantage, created safe and protective environments for children and positively impacted on the local economy. However, the study also showed that, to a limited extent, social cash transfers had unintended impacts, particularly increase in child labour, where children were requested to sell in family petty businesses, and instances in which recipients misused the cash. The transformative effects of social cash transfers on child wellbeing were dependent on the size of the transfer, priorities in the use of cash, decision-making dynamics, and fairness of the selection process. The study proffers a Child Sensitive Transformative Social Cash Transfer Model based on the determinants of the impact of social cash transfer. The study ends by highlighting the critical role of social protection in infusing a transformative dimension to social work practice in fragile contexts, with a view to addressing equity, gender equality and child rights through confronting child vulnerabilities and institutionalised disadvantage.

- Description: Globally, unlike in the past, it is rare for a patient to consult the same healthcare provider throughout his or her lifetime. However, this makes it difficult to maintain informational continuity of care. Researchers have confirmed that paper-based methods of record keeping do not meet the needs of informational continuity of care. As a result, the popularity of electronic means of recordkeeping, specifically, electronic medical records (EMRs), is growing. However, the implementation of EMRs in hospitals is not without challenges with these challenges playing a significant role in the failure of EMRs. One such challenge is a lack of user acceptance. Research reveals that nurses comprise the largest user group of EMRs in the hospital setting. However, there is inadequate literature that focuses on the factors contributing to EMR acceptance with nurses as the user group. Hence, the main problem addressed in this research study relates to the inadequate understanding of the factors that influence the acceptance of EMRs by nurses. In order to address this problem, a literature review and a case study were conducted to ascertain and investigate the factors that influence the acceptance of EMRs by nurses. A total of 39 factors were formulated. Subsequent to the formulation of these factors, knowledge on the impact of each factor on EMR acceptance was collected. Socio-technical Systems Theory (STS) was used as a theoretical lens through which to view the resulting factors. The STS dimension from which each factor originates as well as the STS dimension influenced by the factor were identified. The analysis of the different stages of acceptance as well as the STS analysis resulted in a framework that could play an important role in providing a better understanding of EMR acceptance by nurses in hospitals. - Description: Globally, unlike in the past, it is rare for a patient to consult the same healthcare provider throughout his or her lifetime. However, this makes it difficult to maintain informational continuity of care. Researchers have confirmed that paper-based methods of record keeping do not meet the needs of informational continuity of care. As a result, the popularity of electronic means of recordkeeping, specifically, electronic medical records (EMRs), is growing. However, the implementation of EMRs in hospitals is not without challenges with these challenges playing a significant role in the failure of EMRs. One such challenge is a lack of user acceptance. Research reveals that nurses comprise the largest user group of EMRs in the hospital setting. However, there is inadequate literature that focuses on the factors contributing to EMR acceptance with nurses as the user group. Hence, the main problem addressed in this research study relates to the inadequate understanding of the factors that influence the acceptance of EMRs by nurses. In order to address this problem, a literature review and a case study were conducted to ascertain and investigate the factors that influence the acceptance of EMRs by nurses. A total of 39 factors were formulated. Subsequent to the formulation of these factors, knowledge on the impact of each factor on EMR acceptance was collected. Socio-technical Systems Theory (STS) was used as a theoretical lens through which to view the resulting factors. The STS dimension from which each factor originates as well as the STS dimension influenced by the factor were identified. The analysis of the different stages of acceptance as well as the STS analysis resulted in a framework that could play an important role in providing a better understanding of EMR acceptance by nurses in hospitals. It was anticipated that this study would contribute to a better understanding of the factors that hospitals should address in order to create a conducive environment for EMR acceptance by nurses within the hospitals.

Using ambient noise tomography to image the Eastern Cape-Karoo and Karoo regions, South Africa

- Description: The primary aim of this thesis was to explore the use of ambient seismic noise as a tool to map the subsurface of the Cape-Karoo and Karoo region of South Africa. The Karoo is an ideal laboratory to use ambient seismic signal to map the shallow subsurface, as it is a quiet and pristine environment with a relatively well known geology. Ambient seismic signals were continuously recorded at three independent networks (ArrayA, ArrayB and ArrayC). ArrayA and ArrayB comprised 17 temporary stand-alone seismic stations each and recorded ambient noise wavefields for a ten week period between August and October 2015. ArrayC comprised 19 temporary stand-alone seismic stations, recording ambient seismic noise for a period of six weeks between June and July 2016. ArrayA and ArrayB were installed in the south-eastern Cape-Karoo region, near the town of Jansenville and ArrayC was installed near the Cradock-Tarkastad region of South Africa. This thesis is made up of two separate studies. Firstly, the retrieval and coherency of Rayleigh surface waves extracted from the vertical component recordings. For the first time in the south-eastern Cape-Karoo and Karoo area, estimates of Green’s function from cross-correlating ambient noise data between stations pairs were reconstructed and shown, which can be successfully used to image the subsurface. The stacked cross-correlations between all station pairs show clear arrivals of the Rayleigh surface waves. The group velocities of the Rayleigh waves in the 2 to 7 seconds period range were picked and inverted to compute the 2-D group velocity maps. For ArrayA and ArrayB, the resulting 2-D group velocity maps at different periods resulted in a group velocity model from approximately 2 to 7 km depth, which generally show a high velocity anomaly in the north of the study area, most likely imaging the denser, thick sedimentary basin of the Karoo (Carboniferous-Permian). To the south, the low velocity anomaly likely corresponds to the overlying Jurassic- Cretaceous sequences of the younger Algoa Basin (Uitenhage Group). For ArrayC, the group velocity maps showed high velocity regions, which is consistent with the dolerite sill intrusions in the Karoo and the low velocity structures, which was interpreted as the Karoo sediments. Secondly, the study comprised of characterizing the ambient seismic noise source. The first order analysis of the symmetry of the cross-correlation function showed that, although the ambient noise sources are relatively homogeneously distributed in the study area, most (energetic) of the ambient seismic noise propagates from the coast of South Africa. This was verified by analyzing the azimuthal distribution of the ambient seismic noise.

Throughout the world, governments are flooded by a myriad of housing challenges associated with the provision of housing. Policy has been used as a communicator of governments’ visions and strategies on housing provision. The apartheid legacies have left the country’s housing terrain totally disfigured. To correct this travesty of justice, the government has resorted to policy and legislative framework. In 1994, the Housing White Paper on housing was introduced as a guiding vehicle of the state’s aspirations in its quest to address spatial inequalities and provide housing to millions who had never had a place they could call home. However, the inability of the programme, to mitigate a successful provision of sustainable housing, motivated the government to rethink its strategy. Thus, a new approach to housing called, “Breaking New Ground” (BNG, 2004) was launched. Contrary to the old housing approach that focussed on mass delivery, BNG would regard quality and spatial reconfiguration and social-cohesion as vital to the realization of sustainable human settlements. Few years after its introduction, the new housing approach had its own share of challenges. The main aim of this investigation was to critically review the state of low-cost housing programme by establishing whether the 2004 policy revision of the national housing programme has had any significant effect on the low-cost housing programme in the country by assessing some of the recent projects initiated under the ambit of the BNG. Through a multi-case study, the researcher has qualitatively investigated the research question. A multi-data gathering approach, consisting of both qualitative and quantitative data-collection instruments such as open-ended interviews, questionnaires and observations, helped the researcher to answer the questions posed by the study. From the investigation, a blend of successes and failures has been noted. It is undeniable that the low-cost housing programme is still inundated with challenges right under the domain of BNG. It is also irrefutable that many positives on the current and recent low-cost housing projects initiated under BNG can be seen.

A data governance maturity evaluation model to enhance data management in Eastern Cape government departments

- Description: The governance of data assets has become a topical issue in the public sector. Government departments are faced with increasingly complex data and information arising from multiple projects, different departments, divisions and several stakeholders seeking data for divergent end uses. However, an exploratory study of the literature regarding data governance in government departments of the Eastern Cape province of South Africa suggest that there are no clear data governance processes in place within the departments. The research question “How can a data governance maturity evaluation model enhance data governance processes in the Eastern Cape government departments” was derived as a result of a perceived need for government departments of the province to manage their critical data assets in a manner which promotes accurate, verifiable and relevant fiscal and strategic planning. Following the review of current literature in the data governance domain, a conceptual data governance evaluation maturity model was developed and produced. The conceptual model was influenced by the IBM data governance maturity model (2007) and it was aimed at addressing the gaps in the reference model to suit the context of the Eastern Cape government departments and the governance of their data assets. A qualitative phase of empirical data collection was conducted to test the components of the conceptual model. A quantitative instrument, derived from the findings of the qualitative study, as well as the components of the refined model was administered to 50 participants in the same departments where qualitative data was collected, with additional participants being drawn from three other departments. Pragmatism was the guiding philosophy for the research. The Contingency and Institutional theories form the theoretical grounding for the study. Design Science guidelines by Hevner et al (2004), Peffers et al’s (2008) Six Steps in Design Science and Drechsler & Hevner’s (2016) Fourth Cycle of Design Science were employed to construct, improve, validate and evaluate the final artefact. Findings confirmed the literature that data governance is lacking in government departments. It is asserted that the implementation of this model will improve the way data assets are recorded, used, archived and disposed in government departments of the Eastern Cape. The outcome of this research was the development and production of a data governance maturity evaluation model as well as a process document which gives a roadmap of how to move from one maturity level to another.

- Description: In this study the analysis of the organisational practices in the South African public sector revealed that there is a practical limitation, anchored on the absence of a suitable framework for enhancing the effectiveness of strategic leadership. The research engaged with studies and theories that confirmed that the application of effective strategic leadership enhances the performance of public sector organisations. However, such an analysis revealed no well-defined strategic leadership framework that may be used for improving the successful implementation of programmes in the public sector as a whole and more especially, the Eastern Cape Department of Education (ECDoE). The study therefore interpreted that a significant improvement in the performance of the ECDoE may be effected through the prioritisation of strategic leadership and thereby enhancing its effectiveness. Hence, the primary research objective for this study was to examine strategic leadership and to consider the variables impacting the application of strategic leadership in the ECDoE, so that a framework may be formulated to enhance the effectiveness of strategic leadership in the ECDoE. The data analysis, research observations, findings and interpretations as well as the literature review enabled the researcher to determine the strategic leadership framework that may be postulated for application in the ECDoE. The research data in essence supports the indications in the literature that strategic leadership has a positive effect on enhancing organisational performance and success. The key findings and significant conclusions drawn from the study indicated a definite need to enhance the effectiveness of strategic leadership in the ECDoE and that the associated leadership challenges in the sector have to be addressed to enable more efficient and effective service delivery, increase learner performance and improve organisational success. The researcher has therefore postulated the framework in figure 10 to enhance the effectiveness of strategic leadership in ECDoE and presents it for consideration by the political and administrative leadership for adoption in the ECDoE. The development of this strategic leadership framework by the researcher was informed by the various leadership models, leadership theories, leadership styles and change management strategies examined in the literature review of this study and further directed by the research findings and conclusions that illuminated the challenges that confront ECDoE in the application of strategic leadership in the sector. The framework postulated has three distinct but inter-related steps and this study theorises that the effectiveness of strategic leadership is influenced by the extent to which the managers or leaders determine the specific context and apply the appropriate leadership style (Step 1), implement the selected leadership style in conjunction with the application of appropriate accompanying management strategies (Step 2), and monitor the resulting effects on enhancing the performance of the public sector organisations (Step 3). The researcher also adopted a systems-thinking approach and identified four pillars that transcend organisational service delivery and integrated them to constitute a proposed model for enhancing service delivery, improving implementation of plans and promoting organisational success in ECDoE. The model postulated by the researcher is based on “policies, procedures, systems and structures”, as illustrated in figure 11. The pillars of this proposed model for service delivery are inter-related, inter-locking and at times overlapping. Arising from the literature review and the case study of ECDoE, areas for further research have been identified such as: a more in-depth probing of the significance, role and impact of strategic leadership in all public sector institutions in South Africa; an examination of the Senior Management Services (SMS) mandates given by the Department of Public Service and Administration (DPSA) with regard to strategic leadership; an exploration of the implementation constraints of the National Development Plan (NDP) linked to the positioning of strategic leadership; and, an examination of the role and impact of the training and development programmes in strategic leadership, co-ordinated by the National School of Government (NSG) in South Africa.

- Description: In this study the analysis of the organisational practices in the South African public sector revealed that there is a practical limitation, anchored on the absence of a suitable framework for enhancing the effectiveness of strategic leadership. The research engaged with studies and theories that confirmed that the application of effective strategic leadership enhances the performance of public sector organisations. However, such an analysis revealed no well-defined strategic leadership framework that may be used for improving the successful implementation of programmes in the public sector as a whole and more especially, the Eastern Cape Department of Education (ECDoE). The study therefore interpreted that a significant improvement in the performance of the ECDoE may be effected through the prioritisation of strategic leadership and thereby enhancing its effectiveness. Hence, the primary research objective for this study was to examine strategic leadership and to consider the variables impacting the application of strategic leadership in the ECDoE, so that a framework may be formulated to enhance the effectiveness of strategic leadership in the ECDoE. The data analysis, research observations, findings and interpretations as well as the literature review enabled the researcher to determine the strategic leadership framework that may be postulated for application in the ECDoE. The research data in essence supports the indications in the literature that strategic leadership has a positive effect on enhancing organisational performance and success. The key findings and significant conclusions drawn from the study indicated a definite need to enhance the effectiveness of strategic leadership in the ECDoE and that the associated leadership challenges in the sector have to be addressed to enable more efficient and effective service delivery, increase learner performance and improve organisational success. The researcher has therefore postulated the framework in figure 10 to enhance the effectiveness of strategic leadership in ECDoE and presents it for consideration by the political and administrative leadership for adoption in the ECDoE. The development of this strategic leadership framework by the researcher was informed by the various leadership models, leadership theories, leadership styles and change management strategies examined in the literature review of this study and further directed by the research findings and conclusions that illuminated the challenges that confront ECDoE in the application of strategic leadership in the sector. The framework postulated has three distinct but inter-related steps and this study theorises that the effectiveness of strategic leadership is influenced by the extent to which the managers or leaders determine the specific context and apply the appropriate leadership style (Step 1), implement the selected leadership style in conjunction with the application of appropriate accompanying management strategies (Step 2), and monitor the resulting effects on enhancing the performance of the public sector organisations (Step 3). The researcher also adopted a systems-thinking approach and identified four pillars that transcend organisational service delivery and integrated them to constitute a proposed model for enhancing service delivery, improving implementation of plans and promoting organisational success in ECDoE. The model postulated by the researcher is based on “policies, procedures, systems and structures”, as illustrated in figure 11. The pillars of this proposed model for service delivery are inter-related, inter-locking and at times overlapping. Arising from the literature review and the case study of ECDoE, areas for further research have been identified such as: a more in-depth probing of the significance, role and impact of strategic leadership in all public sector institutions in South Africa; an examination of the Senior Management Services (SMS) mandates given by the Department of Public Service and Administration (DPSA) with regard to strategic leadership; an exploration of the implementation constraints of the National Development Plan (NDP) linked to the positioning of strategic leadership; and, an examination of the role and impact of the training and development programmes in strategic leadership, co-ordinated by the National School of Government (NSG) in South Africa.

The method of voting used in South Africa (SA) today is derived from the Australian ballot system. This paper-based voting system, however, is slow, convoluted and inaccurate because of human errors; it is costly and largely inefficient. In the early 1900s, election officials overwhelmingly decided to use electronic voting (E-voting) systems to solve some of the problematic issues of paper-based voting systems. Mobile voting (M-voting) is a subset of E-voting; and it allows citizens to use their mobile phones to cast their votes. Very few countries have endeavoured to implement M-voting, in order to improve mobility and simplify the election procedures. Despite several M-voting initiatives reported worldwide; insufficient attention has been devoted to understanding the factors that influence the success or failure of M-voting implementation. It is also important to note that the implementation of M-voting may be very difficult; if the different modalities that aid successful M-voting implementation are not in place. This study seeks to develop a framework that has the potential to enable the successful implementation of M-voting in SA. The proposed framework is an IT artefact that endeavors to improve human experiences for voting. This study followed a Design-Science approach; and it made use of a case study to collect the data via a literature review, observations, questionnaires, focus groups and expert reviews. The study revealed that there is no institutional, legal and regulatory framework for the proliferation of M-voting in SA. Successful M-voting implementation depends on a compendium of factors, which may be unique in the local context where it is implemented. The framework that resulted from the above was assessed for validity and applicability; after which a modified framework was presented. The research concludes with specific implementation guidelines, as well as areas for future research.

The adverse economic and infrastructure environment means institution provided devices make up the bulk of the mobile computing devices, and taking away the ownership, the usage patterns and the susceptibility of information to adversity are similar. It is for this reason that this study focuses on information security on institution provided devices in a rural healthcare setting. This study falls into the design science paradigm and is guided by the principles of design science proposed by Hevner et al. The research process incorporates literature reviews focusing on health information systems security and identifying theoretical constructs that support the low-resource based secure deployment of health information technologies. Thereafter, the artifact is developed and evaluated through an implementation case study and expert reviews. The outcomes from the feedback are integrated into the framework.

- Description: It is of paramount importance to highlight that the South African government is established in terms of the Constitution of the Republic of South Africa of 1996. Whilst the government of South Africa is one, it consists of three spheres namely; national, provincial and local. These spheres of government are naturally distinctive, interdependent and interrelated. This is expressed in terms of section 41(1) of the Constitution, which requires that there should be co-operation, mutual trust and good faith amongst these three spheres of government. This form of a relationship compels different spheres to inform and consult one another on matters of common interest, co-ordinate their legislation, and adhere to agreed procedures in accordance with the provisions of the constitution which is the supreme law of the Republic. The study sort to find a strategic framework for managing and implementation of the Intergovernmental Relations Policy in Selected Eastern Cape Municipalities. A purposive sampling technique was used to identify the sample elements. The sample was composed of 160 participants and a semi-structured questionnaire was administered to the participants to gather information pertaining the research problem. A mixed research method was used to analyse the data gathered. The sampled respondents were municipal and government employees from various departments who have knowledge of the IGR policy. The study findings pointed out that the current framework on intergovernmental relations was ineffective in the Eastern Cape municipalities that were surveyed. Respondents pointed to a number of shortfalls in the implementation of the intergovernmental relations, which made it ineffective in improving how these municipalities operated and rendered service delivery. A number of factors inhibiting the effectiveness of the intergovernmental relations included lack of communication, poor coordination, lack of clear strategy, poor budgets amongst other factors. Based on the findings of the study, the researcher developed a strategic framework that could be adopted by municipalities in the Eastern Cape. The functionality of this framework would be influenced by the corrective measures taken by the municipalities in addressing the underlying problems of the current intergovernmental relations, as identified by the respondents.

A technical and economic evaluation of a passive underground mine-water purification system (PUMPS): a geothermally powered geo-engineering system designed for in-situ bio-remediation of acid mine water

In this system, a reaction chamber containing Desulfotomaculum kuznetsovii sulfate reducing bacteria will be set at the bottom of a 3-4 km deep mine that will be flooded. A geothermal system with at least one (1) doublet will be drilled from the bottom of the mine to the depth of 8km, where the temperatures are sufficient for geothermal energy harvesting. AMW, used as a geothermal fluid, will be pumped down the injection well and circulate through hot rock. The hot water is then used to generate electricity and then channelled into the reaction chamber to undergo bio-remediation. Following treatment, the water flows back into the mine voids where it will improve the quality of untreated AMW through dilution. Eventually, the mine will be flooded with clean water that can be stored underground and/or pumped up to surface for social and ecosystem services. Following an introduction and proof of concept for the PUMPS, the research builds further on the technical and economic evaluation of the PUMPS in order to assert its viability and sustainability. The technical viability includes testing the ability for Desulfotomaculum kuznetsovii to survive in high pressure condition; quantifying the amount of energy that can be drawn from the geothermal reservoir; determining the placement and scheme of the geothermal wells; and, finally, developing a robust economic model of the system. Experiments show that Desulfotomaculum Kuznetsovii can tolerate high pressure conditions in of at least 100bar at their ideal sulfate reducing temperature of 63°C. Geochemical modelling shows that AMW can be used effectively as a geothermal fluid for PUMPS. To achieve highest efficiency and minimal fluid loss, the geothermal wells should be placed along the SSE-NNW direction, based on the known stress field across the Witwatersrand Basin. With a flow rate of 30l/s the energy drawn from the geothermal reservoir is sufficient to drive PUMPS and the surplus energy is determined by the volume of AMW treated per day. All results indicate that the PUMPS is technically and economically viable. The economic model shows that the value and viability of the PUMPS is best reflected with a comprehensive inclusion of potential revenue (for example from chemical solution mining of deep seated gold) and financial/environmental incentives.

It helps to cushion smallholder farmers from the impacts of climate variability and change manifested through erratic rainfall, prolonged dry spells and droughts. CA is a preferred strategy for rehabilitating degraded agricultural land by improving its soil health for optimal crop production. However, adoption and upscaling of this farming practice in many African countries, which face critical challenges of food insecurity and soil degradation, including Malawi, is not significantly expanding despite these established benefits. This participatory action research study therefore explored factors limiting CA adoption and upscaling among the smallholder farmers in Khombedza Extension Planning Area where Total LandCare, the Malawian Ministry of Agriculture and other NGOs have been supporting farmers to adopt CA practices for more than five years. Participatory approaches were used throughout the research process for data collection, with farmers acting as co-researchers as they are best placed to identify the farming challenges and recommend solutions. Key informant interviews and field observations complemented and validated some of the results from the participatory rural appraisal (PRA) activities. The study findings revealed a number of factors behind low CA adoption and upscaling, with many relating to the poor extension system promoted by NGOs and government extension staff. Other factors relate to farmers’ perceptions and are linked to the CA system itself. The on-farm participatory training clarified the majority of farmers’ understanding and changed their mindset towards CA practices, which in turn increased its visibility in terms of adoption and scale of upscaling across the villages under study. In trying to address the poor extension system, as observed and reported by the majority of participants, the research practically tested a “Farmer Neighbourhood (FN) model”, which provided a greater opportunity for farm level interactive learning and provision of better farmer-to-farmer and farmer-to-field staff extension support. The majority of participants and field staff, as well as members of the National Conservation Agriculture Task Force (NCATF) in Malawi, made a recommendation to replicate this model of targeting and supporting farmers in order to increase CA visibility throughout the country. Participation and interactive farmer learning emerged as major themes, which guided successful implementation of the research whilst addressing the research questions and objectives.
