Re-examination of the voucher specimens showed that one of these forms is a new species, C. kenyaensis, from Kenya and Somalia. The other two forms may show differences in otolith morphology due to ontogeny. The new species most closely resembles C. prorigera from the Hawaiian Archipelago, Emperor Seamounts, and the western North Atlantic. These two species differ in lateral-line scale counts, body depth, upper-jaw length, and coloration. Many comparative specimens of C. lugubris were examined. It was found that this species’ distribution rounds the Cape of Good Hope from the southwestern Indian Ocean into the southeastern Atlantic. Specimens from this southern African region show higher dorsal- and anal-fin ray counts than those from more northern areas in the Atlantic, western Pacific, and Indian oceans. There is some indication that what some authors refer to as the Indo-West Pacific subspecies C. lugubris lugubris rounds the Cape of Good Hope and also occurs in parts of the eastern Atlantic. A more thorough comparison of C. lugubris from different regions is needed.

The Ministry of Health welcomed the virus by failing to impart a practical and realistic National AIDS strategy. Instead, entertaining us with a R14.3 million play called Sarafina 2 and a discredited new cure for AIDS Virodene.

In order to facilitate the monopolisation of the fishing resource by a few white companies, a system of quotas was introduced. In this way many black fisher folk lost the access rights they had had for generations. At the present time, the fishing industry is completely biased in favour of a few large and medium sized white companies. This is illustrated by the fact that just three (3) companies hold;72% of the hake quota ;75% of the abalone quota , and 71 % of the sole quota. Overall , across all species, approximately nine tenths (9/10) of the resource is controlled by a hand-full of companies. Since 1994, some of these companies have attempted to blacken their faces. They have also sold minority shares to some, black business consortia. Further, a few members of the black elite have been given quotas. None of the above amounts to any kind of restructuring. None of the historic imbalances have been addressed. The above have merely been attempts to confuse the issue and to frustrate any process that attempts to restructure the industry. Prior to, and after the 1994 election, there were various initiatives by Alliance members to outline an equitable and just policy of reconstruction and development for the fishing industry.

Ecology and genetics of hybrid zones in the southern African Pycnonotus bulbul species complex

- Description: The closely related Blackeyed Bulbul Pycnonotus barbatus, Cape Bulbul P. capensis and Redeyed Bulbul P. nigricans have parapatric to locally sympatric distributions within southern Africa. Extensive hybridization along narrow transition zones between each of the three species pairs is described in a region of the Eastern Cape province, South Africa. The transition zones coincide with ecotones between different vegetation types, which in turn follow escarpments or mountain ranges. The lack of population density depressions within the hybrid zones, together with the variability of the hybrids, suggests the hybrids are viable. Sharp step clines in various phenotypic characters are described across the P. barbatus/P. nigricans hybrid zone. A mtDNA analysis found evidence of possible introgression between P. barbatus and P. capensis. All eight P. barbatus x P. nigricans hybrids analysed possessed P. barbatus mtDNA, suggesting the existence of either positive assortative mating or strong directional selection, but our data are unable to distinguish which.

- Description: This document has been written to inform Deputy President Thabo Mbeki of FAWU’s objections to the above-mentioned White Paper. It also includes FAWU’s recommendations for changing the policy. The fishing industry in South Africa is an Apartheid creation. Like other aspects of our society, it needs to be completely transformed and restructured. Currently, the industry is marked by: Monopolised control of every aspect of the fishing value-chain: from production to processing to marketing to distribution; Highly restricted access to the resource by historically disadvantaged members of our society; and Disempowered communities who originally had unrestricted access to marine resources. The above conditions have been created by a process of systematically violating the human rights of fishers and fishing communities. A new White Paper on Fisheries has the potential to change this in a sustainable economic and environmental way. Unfortunately, the 1997 White Paper on Fisheries does not adequately address the legacy of history. In fact, there are more similarities in this Paper to the 1988 Sea Fisheries Act than there is to any framework of transformation. One such framework was put forward by the Fishing Policy Development Committee (FPDC). However, it seems that key aspects of the FPDC’s recommendations were ignored. This is unacceptable.

- Description: An examination of the leaves of several native and exotic Solanum species revealed that they all possessed glandular and non-glandular trichomes. The density of glandular trichomes was, however, very much lower on the leaves of the indigenous species than on the leaves of a weed species, Solanum sisymbriifolium Lamarck, and two other South American Solanum species. This difference could have contributed to the depauperate faunas supported by the exotic species. The morphology and behaviour of an indigenous Solanum-feeding tortoise beetle, Conchyloctenia tigrina Oliver (Coleoptera: Chrysomelidae), and a South American tortoise beetle, Gratiana spadicea (IQug) (Coleoptera: Chrysomelidae), were compared. The study revealed that while the exudate produced by the glandular trichomes afforded S. sisymbriifolium a level of resistance to C. tigrina, it is probably only one of the factors limiting the recruitment of indigenous herbivores onto S. sisymbriifolium.
