During the years of struggle against apartheid several ecumenical documents addressed the issues of the day. The Letter to the People of South Africa (1968), the Kairos Document (1985), the Evangelical Witness in South Africa (1986), the Road to Damascus (1989) and the Rustenburg Declaration (1990) may be mentioned in this regard. In the same ecumenical and prophetic spirit, this document seeks to address the escalating destruction of our environment that results in immense suffering for people, for other living species and for our land as a whole. In responding to this challenge Christians in South Africa may recognise, acknowledge and learn from the many voices and contributions on environmental concerns coming from all over the world — from churches and ecumenical movements, from the Earth Charter movement, from other religious traditions and from environmental organisations. Increasingly we have become aware of the need for higher education graduates who can make a significant contribution to the reconstruction and development of our country and, in this period of globalisation, the rest the world. With the dawn of a new century we need also to ensure that our system of higher education is relevant to the challenges we face in the years ahead. The onset of the 21st century has brought Minister of Education changes in the social, cultural and economic relations spawned by the revolution in information and communications technology. At the centre of these changes is the notion that in the 21st century, knowledge and the processing of information will be the key driving forces for wealth creation and social and economic development. Therefore we are driven by government policy that recognises the importance of human resource development. This involves the mobilisation of human talent and potential through lifelong learning, to contribute to the social, economic, cultural and intellectual life of a rapidly changing society. We need high-level skills training to provide the human resources to strengthen our region's enterprises, services and infrastructure. This requires the development of professionals and knowledge workers with globally equivalent skills, but who are socially responsible and conscious of their role in contributing to development efforts and social transformation. Finally we need to ensure the production, acquisition and application of new knowledge. This is essential for growth and competitiveness, and in turn is dependent on continuous technological improvement and innovation driven by a well-organised, vibrant research and development system which integrates the research and training capacity of higher education with the needs of industry and social reconstruction. Graduates from our higher education institutions have consistently shown that the quality of the education they receive is of a world class standard. Indeed, many developed countries try to lure our graduates away to work in their countries. Increasingly international students have recognised the value of our education system and are choosing to study in South Africa. We welcome them not only to our educational institutions but also to our beautiful country and the vibrant society that South Africa is today. , 2nd Edition

- Description: The issue of social development for farm workers has always been a contentious one, primarily due to a history of development being one of repression and exploitation. Decades of exploitative control have left a social situation characterised by poverty and extreme inequality of power, between farmer and worker, black and white people, and between men and women. The legacy of this brutal past is not only to be found in the conditions under which farm workers now live, but rather the psychological and institutional barriers preventing their achievement of a better life though effectively utilising the opportunities available to them. Poverty and marginalisation is a formidable barrier to overcome in this environment. In becomes clear that any development programme aimed at providing farm workers with support in their struggle for a better life - the essence of “development” - will of necessity need to address these factors. The complexity of the farm situation, with its myriad of historical, social and economic problems, requires an innovative approach which represents a combination of, and compromise between, the priorities for farmers and those of workers, and mechanisms which promote broad based minimum standards as well as innovation and leverage for longer term benefit. The Land and Agricultural Bank of South Africa has initiated a number of products and programmes to promote development and land reform for farm workers. The intention of these is to stimulate farm based development through leveraging the various governmental development programmes and the commitment of landowners. In particular, Land Bank is to introduce a Social Discount Product to provide incentives for the Bank’s clients to implement development projects on their farms. This article explores some of the issues Land Bank has experienced in developing its products to promote farm based development, and specifically the Social Discount Product. It examines in "brief the current development context for farm workers, and in particular their conditions of life and work. It also reviews some of the current mitiatives to promote farm-based development by a variety of actors, governmental, private sector, and civil society. An outline of the Land Bank’s Social Discount Product and other programmes is then presented. Finally, issues and challenges are identified which are critical to the success of development and land reform for farm workers. The article contends that land reform for farm workers cannot be viewed separately from the broader process of development on farms. The reason for this is partly that land reform, or redistribution, will only affect a minimal number of farm workers, while the majority still seek improvement in their life conditions and opportunities. Apogon sialis (Jordan & Thompson, 1914), type locality Japan, is the senior synonym of Amia cathetogramma Tanaka, 1917, also described from Japan. Apogon pseudotaeniatus Gon, 1986 from the Red Sea, previously misidentifiedas A.bifasciatus Rüppell, is very similar in colour pattern to A. sialis; it differs in having a larger caudal spot, a dark instead of pale intestine, and in several morphometric characters.

Smith Institute of Ichthyology; No. 64 , A new platycephalid, Onigocia bimaculata, is described from 67 specimens collected from across the Indo-Pacific. This wide-ranging species has been taken in shorefish collections from southern Japan to American Samoa, Australia, Mauritius, Comoro Islands and Gulf of Aqaba. It is distinguished from known congeners by the following combination of characters: presence of a broad interopercular flap; lateral-line scales 32- 39 (mean 35.7), anterior 2-4 scales bearing a spine; anal-fin rays usually 11; total gill rakers on first arch 6-9; interobital width 0.5-1.9 % SL; no ocular flaps; iris lappet bilobed; two small blackish spots near margin of first dorsal fin; and pelvic fin with a large black spot on upper surface near base and usually one or two small black spots or bands distally.

Smith Institute of Ichthyology; No. 64 , A new platycephalid, Onigocia bimaculata, is described from 67 specimens collected from across the Indo-Pacific. This wide-ranging species has been taken in shorefish collections from southern Japan to American Samoa, Australia, Mauritius, Comoro Islands and Gulf of Aqaba. It is distinguished from known congeners by the following combination of characters: presence of a broad interopercular flap; lateral-line scales 32- 39 (mean 35.7), anterior 2-4 scales bearing a spine; anal-fin rays usually 11; total gill rakers on first arch 6-9; interobital width 0.5-1.9 % SL; no ocular flaps; iris lappet bilobed; two small blackish spots near margin of first dorsal fin; and pelvic fin with a large black spot on upper surface near base and usually one or two small black spots or bands distally.

In the MTEF the parameters for wage cuts, and 'non-negotiability’ were already set. All unions in the public service bargaining council presented their wage demands - 10% to 15%” [COSATU paper on Public Sector Workers Fight for a Living Wage.] Thereafter COSATU and government officials met over the next few months until May 1999, when a dispute was declared. On the 29th March 1999, COSATU commented ‘To the Unions it is clear, government is not prepared to negotiate - it has already made up its mind’ [COSATU document - Public Sector Workers Fight for a Living Wage] During the period May-June COSATU Unions decided to “throw their weight behind the ANC election campaign.’’[ibid.]. - Description: The Introduction to the statement explains that its aim is to contribute to the search for a more just, equitable and sustainable economic dispensation. It reminds people that, as a nation, we have overcome the horrors of apartheid and made significant progress towards peace and stability. However, we are sitting on an economic time-bomb; if we do not strive for economic justice we must expect a deepening of our social problems such as crime, lawlessness, poverty and unemployment. The second section considers the Church's Prophetic Duty to speak out and to bring Gospel values to bear on political, economic and social matters. A second transformation is needed: massive, and overwhelmingly positive, political change has occurred, but the same has not yet happened in the economy, with the result that the majority of our people still have little chance of fulfilling their reasonable hopes for a better life. Section three turns to the question of Discerning Economic Justice. It is asserted that every economy has a moral quality which makes it possible for us to pass judgements as to whether or not it is a just economy. In order to make such judgements the presence or absence of various factors must be assessed, including poverty, unemployment, discrimination, materialism and environmental degradation. Next, the statement deals briefly with Economic Structure. The fact that economies are complex, and that most people are unfamiliar with economic terminology, results in many people feeling powerless. They believe that, as individuals, they have no influence over, or responsibility for, the way an economy operates. Some of the negative consequences of such a belief are mentioned, and it is pointed out that we have a moral duty to make the correct choices, even in complex matters. Section four, Christian Economic Values, offers some guidelines for those striving to make these choices. The section summarises some of the main concepts and principles developed by the Church as ways of making concrete the commandment to 'love your neighbour as yourself'. These include the common good, solidarity, the option for the poor, the common destiny of goods, and the integrity of creation. The South African Economy is analysed in section six, according to the criteria mentioned in section three. Poverty, unemployment, materialism, greed, the lack of women's economic empowerment, debt and corruption are among the features identified as contributing to economic injustice in our country. But the gap between rich and poor is singled out as the defining characteristic of our economy, with millions of South Africans surviving, like Lazarus, on crumbs from the rich man's table. No country's economy exists in isolation, free from outside influences. Therefore, in section seven, some attention is given to The World Economy, especially to aspects which affect South Africa. The point is made that international factors can act as powerful constraints on moves towards economic justice at home, without their being, however, an excuse for a lack of effort in this direction. When statements such as the present one are published, people have a right to expect the authors to make specific and practical recommendations. This is attempted in section eight, What Can Be Done? The major role-players in the economy are identified and various steps are suggested for each of them; these range from fiscal initiatives to encourage job-creation, through changes to personal taxation and measures to improve productivity and training, to the promotion of the interests of the unemployed. However, it is conceded that even the most enlightened economic measures will not be able to withstand selfish and destructive attitudes. The question of people's attitudes to each other and to economic choices is therefore addressed, with particular emphasis being placed on the role of the religious community in this regard. By way of Conclusion the statement points out that economic justice is demanded not just by the poor and by forthcoming generations, but by God. - Description: The Policy Unit of the Development Bank of Southern Africa (DBSA) has developed a number of strategic themes embracing many cross-cutting issues. The main thrust of the Unit’s work, however, focuses on the core mandate of the Bank - infrastructure. In order to provide for a coherent whole, rural infrastructure must fit into a broader policy framework. Globally, the goals set for the first two decades of the next millennium are to address poverty and achieve food security. The DBSA can contribute to South Africa’s position on these global themes by addressing the issue of rural infrastructure delivery, taking cognisance of the South African government’s Growth, Employment and Redistribution (GEAR) programme. This discussion document will specifically address the local economic development activities of farm production and rural livelihoods in order to achieve food security, address poverty and foster economic growth in the marginalised, infrastructure-deprived rural areas of the country. It is assumed that additional entrepreneurial economic opportunities will arise at village and town level as producers become nett surplus producers, eg in small grain milling, cottage industry, village markets, processing (value adding), etc. In contrast to urban development, where economic activity is assumed by investing in infrastructure, the DBSA will actively have to support the transformation of economic activity in the rural scenario. One of the past successes of the DBSA has been the introduction of the Farmer Support Programme (FSP). The FSP’s provision of services and support, based on the needs of existing smallholders, is embedded in participatory planning and action. Without local initiatives, rural infrastructure cannot be delivered effectively to bolster economic growth, create jobs and redistribute income. Most of the country’s poor live in rural areas, and without rural development there can be no GEAR. Life in these areas needs to be made liveable by encouraging entrepreneurial development, which includes facilitating agriculture, creating jobs and increasing rural income through appropriate government actions for improving the welfare of rural households. One of the ways in which national, provincial and local government could have a broad-based impact is by providing rural economic infrastructure and, to this end, local government, including regional and district councils, has been mandated to develop integrated development plans. These plans have to include economic development plans, and entrepreneurial development has been singled out as important in this regard. From this it follows that district councils and municipalities have a prime responsibility for developing entrepreneurs, including farmers in their rural constituency.

The new species most closely resembles C. prorigera from the Hawaiian Archipelago, Emperor Seamounts, and the western North Atlantic. These two species differ in lateral-line scale counts, body depth, upper-jaw length, and coloration. Many comparative specimens of C. lugubris were examined. It was found that this species’ distribution rounds the Cape of Good Hope from the southwestern Indian Ocean into the southeastern Atlantic. Specimens from this southern African region show higher dorsal- and anal-fin ray counts than those from more northern areas in the Atlantic, western Pacific, and Indian oceans. There is some indication that what some authors refer to as the Indo-West Pacific subspecies C. lugubris lugubris rounds the Cape of Good Hope and also occurs in parts of the eastern Atlantic. A more thorough comparison of C. lugubris from different regions is needed.

KEY FINDINGS OF THE COMMITTEE After careful consideration of all pertinent factors, the Committee established that: 2. 1 In spite of broad support for the RDP, there is no coordinated approach to tackling poverty. Government has been able to attract aid and has not found it easy to use such large funding owing to processes of change management and the processes of setting up local government infrastructures. Concomitant with these issues is the lack of management skills at the Government levels. 2. 2 Organs of civil society involved in development work in South Africa remain a rich inheritance for the Government of National Unity. These institutions, generally referred to as Community Based Organisations (CBOs) or Non-Government Organisations (NGOs) span a wide variety of the development landscape. These organs of Civil Society seek to fuel the development agenda of South Africa through participation in the RDP, but have often found themselves frustrated by the lack of clear policy and connecting points with Government in general. 2. 3 Experience from other countries show that the role of CSOs in development and the sustenance of democracy is a key feature of advanced democracies. Foreign research proved that cooperation between CSOs and various tiers government has often produced positive results. Owing to their affinity, empathy and proximity to the broader populace CSOs have always proved to be effective in meeting the basic needs of the population they serve. 2. 4 The initial energizing force for development which broadly funded the CSO sector has transformed. Local development funding institutions have developed a new focus and business approach. The Kagiso Trust and the IDT are gearing themselves to operate as development implementation institutions as against solely the funding of development and the facilitation of funding for development initiatives. 2. 5 Foreign aid funding, money which was historically marked for CSOs, is largely being directly channeled to Government. This source of funding has progressively declined since the 1994 elections. Indications are that this pattern is likely to continue as erstwhile traditional International Aid donors prefer bilateral funding arrangements with government. Corporate grant funding which in any case has always been limited to the CSO sector will continue to flow to corporate programmes and will remain a significant factor to this sector. 2. 6 Development CSOs operate within a restrictive environment in respect of taxation and registration. 2.7 There is broad and significant support for a positive structural relationship and a coordinated funding mechanism between CSOs and Government to promote the objectives and principles of the RDP. 2.8 The need to establish a channel of communication between CSOs and government. The organisation and behaviour of interest groups: a theoretical review and application to South Africa

- Description: In recent years. South Africa’s business and union leaders have often been called on to replicate the country’s substantial political achievements, in the economic sphere. Two important documents released in mid 1996 discuss the establishment of structures to facilitate dialogue between government, labour and business. The purpose of this would be to try to find ways of generating the growth and employment sorely needed in the country if democracy is to lead to any improvement in the living conditions of the majority. The government’s macroeconomic strategy paper - ‘Growth, Employment and Redistribution,’ commonly referred to as GEAR, was released first, followed by the report of the Labour Market Commission (LMC) convened by the President to investigate labour policy. The GEAR document proposes ‘a broad national agreement to create an environment for rapid growth, brisk investment and accelerated delivery of public services’ (1996: 26). The agreement would be needed to prevent the recent depreciation of the Rand from triggering a vicious cycle of wage and price increases which would destabilise financial markets and undermine the competitiveness of local industry. This could be achieved, GEAR argues, if labour and business were willing to consider the restraint of wages and prices. The idea of a national agreement is further elaborated in the LMC report, which proposes a ‘National Accord’ (1996). This proposal follows from the LMC’s belief that the negotiation of economic issues through institutional structures, as opposed to direct regulation by government statute, is both socially desirable and economically efficient (ibid, 219). Price restraint, wage restraint and investment decisions, together with tangible commitments from government on training, social welfare provision and industrial promotion would be the main issues covered by the accord. South Africa’s economic policy framework has been subject to heated debate since the release of GEAR. The union movement has expressed serious reservations about the market orientation of the government’s macroeconomic strategy. Given this position, together with the complex and fragmented structure of interest organisation in South Africa, the prospects for an accord or national agreement are not promising. Yet, the government has expressed the desire to set one up. This paper provides a review of political theory on interest groups. The purpose of this is to draw concepts and ideas from contributions in this area to see if they can shed any light on the nature of interest group interaction in South Africa, particularly with respect to the possibility of establishing a social accord. The review draws from two bodies of thought. The first is the theory of corporatism and the second that of public choice (often referred to as rational choice). Corporatist theory has enjoyed a fair degree of popularity amongst South African social scientists. However, the debate between them has not progressed very far, mainly due to confusion over terminology. Further, as argued Section 1, some local contributions have misread the international literature, ignoring aspects which might be of relevance to South Africa. These omissions are re-examined, but the section concludes that there are limitations in the extent to which corporatist theory is able to explain the dynamics of interest group formation and behaviour. Section 2 tries to find alternative explanations in the theory of public choice. The methodological integrity and general value of public choice theory has been strongly questioned (Green & Shapiro, 1994). While the paper provides a synopsis of public choice literature and a review of its critics, the focus is on the analysis of collective action. Despite the shortcomings which it shares with general public choice, this analysis provides useful theoretical pointers which can assist in developing an understanding of interest group dynamics which goes beyond corporatist theory. In the third section, the paper comes back to South Africa and looks at the recent history of interest organisation to establish whether any of the theoretical tools picked up in previous sections are helpful in understanding the local experience. After a general background, the section goes into the discussion of three particular issues, being: community participation in policy formation, trade policy and the labour market. Section 4 acknowledges that there is potential to build the capacity of interest organisations in South Africa and to restructure their interaction in socially beneficial ways. However, a number of issues are identified which mitigate against the conclusion of an effective social accord. These include the weaknesses evident in interest group organisation, the alliance between the African National Congress and the union federation Cosatu,1 and the absence of competition in South Africa at party political level. Despite the shortcomings which it shares with general public choice, this analysis provides useful theoretical pointers which can assist in developing an understanding of interest group dynamics which goes beyond corporatist theory. In the third section, the paper comes back to South Africa and looks at the recent history of interest organisation to establish whether any of the theoretical tools picked up in previous sections are helpful in understanding the local experience. After a general background, the section goes into the discussion of three particular issues, being: community participation in policy formation, trade policy and the labour market. Section 4 acknowledges that there is potential to build the capacity of interest organisations in South Africa and to restructure their interaction in socially beneficial ways. However, a number of issues are identified which mitigate against the conclusion of an effective social accord. These include the weaknesses evident in interest group organisation, the alliance between the African National Congress and the union federation Cosatu,1 and the absence of competition in South Africa at party political level.
