Presentation and representation of environmental problems and problem-solving methods and processes in the Grade 10 Geography syllabus: a Namibian case study

This study explored problem solving as one of the teaching methods used in Grade 10 Geography syllabuses as a response to such environmental issues/risks. Geography provides learners with an understanding of the issues and risks in their world that need to be addressed in order to improve the quality of their lives and health of their environment. This study focused on how environmental problems and problem-solving methods are presented in the Namibian Grade 10 Geography syllabus and how these are represented and implemented through teacher intentionality and practice. The theoretical framework for this study was informed by two theories namely risk society and social constructivism. This study was conducted at three schools in the Rundu circuit in the Kavango region and one teacher was involved in the study at each school. This study was conducted within an interpretive research tradition and was qualitative in nature. The study used document analysis, focus group discussion and classroom observation as data generation methods. The findings of the study reveal that the complexity of environmental issues is highlighted in the syllabus and in teachers’ intentionality and practice. The findings also show that a limited variety of teaching methods were used in problem solving strategies. The study also found that problem solving was influenced by different constructivist learning principles. The study further found that limited numbers of problem-solving steps were used in the process of problem solving. The study concludes by calling for further research into problem solving strategies. This can be done to empower Geography teachers to use more complex problem solving strategies to deepen problem solving and to engage problems in more depth.

- Description: After independence in 1990, Namibian schools were required by the new government to shift from a hierarchical organisational structure with authoritarian leadership to a more democratic type of leadership that offers teachers the opportunity to participate in school leadership and in decision-making processes. This shift is suggested in a number of national policies in Namibia that highlight the sharing of leadership within the organization and, in particular, the sharing of leadership with teachers. As such, teacher leadership is a manifestation of distributed leadership which emphasizes that leadership can be located in the position of the principal but can spread over many people who work in a school at various levels. While teacher leadership is well researched in developed countries, it is under researched in Namibia. Against this backdrop, the purpose of my study was to explore the concept and practice of teacher leadership as an organizational phenomenon in a case study school in the Ncuncuni circuit of the Kavango region in Namibia. It also examined the factors that enabled and inhibited the practice of teacher leadership. My study was conducted within a qualitative interpretive paradigm and it adopted a case study approach in one school. The study used the following instruments to collect data: a closed questionnaire, document analysis, observations and individual interviews. The primary participants were the principal and three teachers, while the entire school teaching staff constituted my secondary participants. Quantitative data was analysed manually using descriptive statistics while qualitative data was analysed thematically using a model of teacher leadership (Grant, 2008). The findings of my study indicated that while the concept of teacher leadership was new to all participants, they had a common sense understanding of it. Although teachers in the study understood teacher leadership in a range of different ways, the overarching idea of the whole school was that teachers lead both in and outside the classroom. My study also found that teachers in the school practiced teacher leadership across the entire four zones. These included how teacher leadership was practiced inside the classroom and how teachers worked as leaders with colleagues and learners beyond their classroom in curricular and extra-curricular activities. It also included how teachers led outside their classroom in whole school development as well as how teachers led beyond their schools in the community. Teacher leadership was strong in the first three zones and weaker in the fourth zone, which constituted an example of 'successful teacher leadership' (Harris and Muijs, 2005). There were factors that promoted teacher leadership in the case study school such as a supportive culture and ongoing professional development. Factors that constrained the practice of teacher leadership were also evident like the SMT who used its power at times to control teachers' decisions and a lack of time also emerged as a barrier that impeded teachers from taking leadership roles because they already had full teaching programmes. Even though there were some barriers to teacher leadership, a dispersed distributed leadership context prevailed at the case study school.

- Description: This research investigates the impact of the Blue Crane Development Agency (BCDA) on tourism development by comparing the implementation of the Responsible Tourism Sector Plan of the Blue Crane Route Municipality (BCRM) with the Responsible Tourism Sector Plan of the Sundays River Valley Municipality (SRVM). In the latter instance, there is no development agency involved. A qualitative approach to research is applied with a specific focus on in-depth interviews. The literature review focuses on responsible tourism, local economic development (LED) and development agencies. The research is grounded in the Endogenous Growth Theory. The research notes the phenomenal success of the development agency model for delivery of LED projects. There is a notable growth in the tourism sector within the BCRM. With 45 permanent jobs created, the BCRM is a better place as compared to what it was in the era prior to the establishment of the BCDA. This surpasses by far the number of jobs created in the SRVM where the development agency model does not exist. The South African Local Government Association (SALGA) prefers a district-wide development agency as opposed to a local development agency. The establishment of Cacadu Development Agency (CDA) follows this suggestion. The findings of this research are thus very significant for the SALGA in their pursuit for best practices in LED. Both the BCRM and the SRVM are under-marketed, a negative factor on their tourism growth and development. Placing of billboards at the Ncanara interchange to advertise them would ideally enhance their tourism marketing campaigns. The research also finds that both local municipalities have inadequate monitoring and evaluation systems for projects. In this respect, the research suggests that the Eastern Cape Parks and Tourism Agency (ECPTA) should consider conducting a provincial research covering all the districts, on the contribution of tourism to the local economies. As a provincial entity, the ECPTA would be better placed to undertake that task. They would have less legal restrictions imposed by jurisdictional issues than would a local municipality. The research recommends the relocation of the CDA and the CDM from the metropolitan city of Port Elizabeth to one of the local municipalities. That would most likely increase business tourism, thereby boosting the local economy in the relevant small municipality. In conclusion, this research proposes that the presence of a development agency enhances tourism growth and development in the BCRM.

The findings revealed that there is needs to upgrade the qualification of the teachers, that effective human resource planning should result in the involvement of teachers when decision making takes place, especially issues that affect them directly such as iv redeployment and that provincial Department of Education and teachers organizations like South African Democratic Teachers Union (SADTU), National Professional Teachers Organization of South Africa (NAPTOSA), South African Teachers Union (SATU) should work closely in the area of redeployment. This topic is useful for all who are in the teaching profession, whether as redeployed teachers or as practicing professionals. A number of conclusions and recommendations, in line with the findings of the study were made. Recommendations on how redeployment of teachers could be conducted in Port Elizabeth schools were presented. An attempt has also been made to include items that are of special interest to South African teachers in general and Port Elizabeth teachers in particular.

- Description: Whole Effluent Toxicity (WET) testing has been identified as one of the tools in the management of complex effluents in aquatic ecosystems. In South Africa, toxicity testing has not been required for regulatory purposes. Recently, the Department of Water Affairs and Forestry has adopted WET testing as a tool to evaluate the suitability of hazardous effluent for discharge into receiving environments. This has necessitated suitable procedures to be established for use in the South African situation. With the implementation of the new National Water Act (No 36 of 1998), industries have to comply with set standards to protect the aquatic environment. However, the South African Water Quality Guidelines for Aquatic Ecosystems have been set using international toxicity data, and it is not known if they are comparable with South African conditions. The aim of this study was to investigate the tolerances of selected indigenous riverine invertebrates to complex saline effluents. The study investigated the effects of kraft mill effluent to Tricorythus tinctus, a tricorythid mayfly from the Sabie River, Mpumalanga, and the effects of a textile effluent to baetid mayflies of the Buffalo River, Eastern Cape. Indigenous riverine invertebrates were chosen as test organisms, as there is no toxicity data in South Africa which could be used to evaluate the level of protection afforded by the South African Water Quality Guidelines for Aquatic Ecosystems. The use of indigenous riverine invertebrates added the challenge of variability of a wild population, and the use of a complex effluent as toxicant added the variability of effluent composition. In this study, WET testing was used to determine the dilution of whole effluents required for discharge. Hazard-based guidelines were developed for the disposal of kraft and textile effluents. The level of environmental hazard posed by different effluent concentrations was ranked, and was related to the River Health Class. This indicated effluent concentrations that may be allowed to enter the aquatic environment, e.g. 3% effluent concentration guideline for both general kraft effluent and general textile effluent for the protection of a Class A river. This approach could contribute to the use of an Environmental Risk Assessment, approach for the management of complex effluents. A number of acute 96 hour toxicity tests were conducted following an unreplicated regression design, using kraft and textile effluents as toxicants, mayfly nymphs as test organisms, and river water as diluent and control. Test organisms were sampled from unimpacted, flowing-water riffle areas, and were exposed in recirculating artificial streams (or channels) to a range of effluent concentrations. Mortality was selected as end-point and observed twice daily. The experimental results showed the variability and acute toxicity of both kraft and textile mill effluents. Baetids were more sensitive (mean LC50=16% effluent concentration) to General Textile Effluent (GTE), but less sensitive to Post Irrigation Textile Effluent (PITE). Textile effluent (PITE) held in a holding dam were therefore less variable and less toxic; suggesting that stabilization of the effluent could have contributed to reduced toxicity. Effluent composition, e.g. higher calcium levels, may also have contributed to lowering toxicity. T. tinctus was sensitive to kraft effluents, but showed less variable responses to Irrigation Kraft Effluent than General Kraft Effluent. Toxicity test data indicated that GKE, IKE and GTE should not enter the aquatic environment without treatment, as they can cause adverse effects to aquatic biota. Both kraft and textile effluents must therefore be treated before discharge. Different responses to different effluent batches were probably due to effluent variability. A hazard-based approach could be useful, as it will provide a consistent basis for deciding on the acceptability of impacts, while allowing natural site-specific differences to be taken into account.

- Description: Various allegations have been levelled against certain local authorities in South Africa. These allegations include poor governance, maladministration, corruption and poor service delivery. Some of the South African municipalities are unable to deliver sufficient services to the people due to financial instability. On the other side the fact that the municipalities have to generate their own revenue is no longer sufficient. However, government, both national and provincial has to support the municipalities in terms of their capacity to provide services. While government has to provide services to the people to ensure their welfare, people from local communities should also support the continuous provision of `these services by paying for municipal rates and services. These may include services such as water, refuse removal and electricity as well as property taxes. The main issue is that these services are not readily available, for instance water has to be purified. The situation at Mnquma Local Municipality as indicated in the financial and other reports is such that there is a very slow payment of rates and services, which leads to the municipality relying mostly on government grants, and this puts a heavy strain on service delivery by the municipality. Seemingly, it has been long that rates and services have not been paid in Butterworth-even before the restructuring of the municipality (i.e. before the Mnquma Municipality came into being). However, if alternatives could be found to enhance regular payment of rates and services the municipality might improve in terms of its capacity to deliver services.

Subsequently, policy frameworks and principles have been developed to support the new vision of local government. The Batho Pele Principles and the white paper were passed in March 1998. Both documents spelt out the implementation of the principle and the framework in which the local government system should operate as set out in the developmental local government concept. The developmental local government system’s core ethos lies in working with local citizenry to find ways of meeting their needs, thereby improving their quality of life. It also makes provision for public participation. Ward councillors and ward committees are an indispensable backbone of community participation. It is assumed in this study that a number of environmental, social, economic and health challenges are associated with waste disposal in open spaces. Such hazards range from health risks to the abuse of open spaces by antisocial individuals and groups. The situation is exacerbated by poor implementation of constitutional and legislative directives regarding waste management and disposal to ensure a humane and environmentally friendly atmosphere. The research assumes that the problem cannot be overcome by the NMBMM alone. Well-orchestrated community awareness education programmes such as projects like “trash is cash “and innovative ways of managing waste, including waste recycling, need to be drawn upon. The strategic placement of waste stations and the timeous collection of waste could improve the situation. The observation is that the level of service delivery varies within residential areas and in socioeconomic strata. The previously disadvantaged areas seem to have borne the brunt in terms of poor waste management services until now. The municipality has been accustomed to a situation whereby it removes the waste on an ad hoc basis in selected areas in the townships. The situation is exacerbated by little foresight into the ever growing population, specifically amongst the lower socioeconomic sector of the population. As a result, the ecology and environment is impacted in a negative way. Amidst the challenges of dumping in open spaces, a sense of determination appears within the community to want to prevent the situation; to illustrate: There is an organized group of youths who have cleaned up open spaces at along Qeqe Street in Zwide. They developed a car wash bay as a venture to generate an income. The Green Township Movement is another scheme which is mobilising the community, street by street, to keep their neighbourhood environmentally clean and green. Potentially, the Waste Management Directorate could collaborate with these groupings to halt waste dumping in open spaces. In so doing they could contribute to establishing an environmentally friendly neighbourhood. The NMBMM needs therefore to take advantage of the situation and reengineer its waste management strategy, policies and directives and augment the initiatives that the community have taken upon themselves. The study will endeavour to ultimately advise on viable strategies in an attempt to unravel barriers that have been identified, while simultaneously addressing the challenges to improving the quality of life in the township. This will be done by analysing a legislative framework and thereafter replicating the best practice used locally, nationally and internationally.. It also seeks to associate with individuals within local government in addition to groups that are like minded in combating the concern. The existing environmental regulations and the present economic situation are sound starting points. Together they present an opportunity to change the prevailing attitudes towards recycling. Finally, a number of conclusions that were arrived at during the study will be followed by recommendations. These will be based on the literature review and observations.

- Description: The aim of this study was to determine the ability and proficiency of the newly qualified professional nurses in utilising psychiatric nursing skills at Chris Hani District Psychiatric Health Care Services in the Eastern Cape, South Africa. The research method was a qualitative, phenomenological approach. A purposive sample of newly qualified professional nurses and supervisors participated in the study. The data were collected through interviews and focus group discussions, using semi – structured interview guides. Interviews responses were recorded on the interview guide. Data were analysed using the computer software Atlas ti and manually. Positive and negative themes were identified. Ethical considerations were ensured by means of privacy, anonymity and confidentiality. Ethical clearance was obtained from the University of Fort Hare and permission from the Provincial Department of Health and Chris Hani District Health and Mental Health Institution at Queenstown was sought. The findings revealed that newly qualified professional nurses performed well, according to the perception of their supervisors. Newly qualified professional nurses were faced with challenges such as shortage of resources, mental illness not considered as a priority and lack of skills development. The study also revealed that newly qualified professional nurses focussed on the curative aspect of ailments, rather than preventive care. However community health workers (CHW) focussed on the preventive aspect of care. Limitations and recommendations based on the findings of the study are presented.

The aim of the study was to determine the factors influencing job satisfaction among healthcare professionals at Queenstown Private Hospital in relation to the service delivery. The study was conducted among 30 participants. Self-administered questionnaires were used to collect data from the participants. Data was then analysed using statistical tools such as pie charts and graphs. The results showed a high level of job satisfaction result in optimum service delivery in the service industry, more especially in the Queenstown private hospital. Almost 90% of participants were satisfied with their jobs, and there was a high level association between job satisfaction and socio-demographic characteristics. Variables such as opportunity to develop, responsibility, patient care and staff relations were found to be significantly influencing job satisfaction and there was a significant positive medium association between job satisfaction and opportunity to develop,responsibility, patient care and staff relations for both clinical and clinical support staff and consequently the employee performance in their jobs, which resulted in the improved delivery of health care in the hospital at all the times. Satisfaction with one’s job can affect not only motivation at work but also career decisions, relationship with others and personal health. Job satisfaction is also an essential part of ensuring high quality care. Dissatisfied healthcare providers give poor quality, less efficient care.

- Description: Employer’s assistance to employees experiencing personal problems originated in the 19th century. The term Employee Assistance Programme (EAP) was however formulated in the 1970’s in the United States and, initially, only focused on alcohol dependence rehabilitation. EAPs have since seen a paradigm shift in their focus as they now deal with the full range of problems experienced by employees such as family life or relationship issues, work related stresses, financial pressures, depression or anxiety, alcohol and drug abuse. The researcher observed that some employees in the psychiatric institution, where they are employed as both professionals and non-professionals, were experiencing personal problems and very little if anything was done to provide assistance to them. It also seemed as if very few of them made use of the voluntary EAP service made available by the institution. The fact that a number of employees have problems can have serious negative consequences in that it causes a high rate of absenteeism and the institution’s core business, which is to provide care to its users, is compromised. The researcher undertook this study because EAP services fall within the realm of institutional development. This study could therefore make an invaluable contribution to the transformation discourse which has been taking place in the South African health systems in general and psychiatric institutions in particular. The purpose of this research is to determine employees’ experience of utilizing an EAP in a psychiatric hospital. The researcher is personally interested in employees’ experiences of utilizing the EAP in order to provide recommendations that will assist and strengthen the policy/guidelines for the Eastern Cape Department of Health on the use of EAPs. The workplace has an obligation to provide EAP services to employees so as to help them meet their contractual obligations in a holistic and healthy manner. The research goals are to explore the experiences of employees who have utilized an EAP. The findings will be used to make recommendations regarding the utilization of the EAP policy/guidelines that are currently used to assist the employees. The research methodology will be qualitative, descriptive, exploratory and contextual. The research population and sampling for this study will consist of the employees who have made use of an EAP. Participants will be selected using a purposive sampling approach. Data gathering will be done using semi-structured interviews, at a venue convenient to the participants. Open-ended questions will be asked to enable participants to express their perceptions on the topic. The data will be analyzed using Tesch’s method of data analysis. The identified themes will be used to describe employees’ experience of utilizing an EAP. Trustworthiness will be ensured by using Guba’s model of trustworthiness. The ethical principles of beneficence, self-determination and justice will be ensured by asking for each participant’s consent, by not coercing individuals to participate in the study and by ensuring permission from the Department of Health and from the University’s research committee to conduct the study.

- Description: Success in business is for the most part defined in financial terms and, because of this, business operations are almost entirely, if not entirely, directed to this end. The principle behind this rationale has been informed by the thought that the best contribution businesses can make to social justice is to focus on the bottom line. By appealing to enlightened self-interest and the high premium people place on freedom, neoliberal economists like Milton Friedman and Friedrich Hayek argue that maximising profits is necessarily socially responsible. And, moreover, that not to pursue this end is socially irresponsible. Social responsibility is the ultimate justification that thinkers such as Friedman and Hayek appeal to when claiming that the business of business is to maximise profit. Yet this position is internally inconsistent. The position is ultimately justified by what is socially just but this means that in fact social justice, and not profit-making, ought to be the end of business. I shall argue that taking this commitment seriously involves rejecting the idea that the aim of business is to maximise profits. This is not to say that businesses should not make profits, rather it implies that this feature is not what ultimately makes them successful. The central contribution of this project is to resolve the contradictions embedded in the traditional approach to business by arguing that the primary aim of business is the promotion of social justice. To this end success in business needs to be redefined so that it reflects the achievement of its ultimate ends and not simply its instrumental means (profit) to the realisation of these aims. We ought then to revise our fundamental assumptions about the structures and policies that are necessary for business to achieve its real end of social justice.

The study had four objectives, namely to: (1) describe the cultural value of accountability; (2) analyse how strategic leadership and relational leadership roles were exercised to address post-merger integration challenges; (3) analyse how a leader applied selected primary mechanisms to shape organisational culture; (4) analyse how strategic and relational leadership complemented each other in addressing the challenges of post-merger integration and thereby shaping a culture of accountability; and (5) describe how some of the secondary articulation and reinforcing mechanisms supported the culture that was created through primary mechanisms. The literature reviewed, identified some of the critical challenges that are experienced in a post-merger integration, and highlighted the role of leadership in culture formation. The critical challenges that were identified are as follows: What is the vision and organisational purpose? How does the leader structure the organisation? What kind of culture does the leader need to create? How does the leader maintain trust and keep communication with employees? How does a leader build new core competences and develop human capital? Two leadership approaches were adopted, namely strategic and relational leadership. These two leadership approaches were selected because, based on a review of the literature, they appeared to address these post-integration challenges. The roles associated with strategic leadership that were investigated, were creating a vision and purpose for the organisation, developing core competences and developing human capital. From the perspective of relational leadership, this study was concerned with how a leader communicated through regular formal and informal dialogues to keep employees abreast of things, and how the leader built trust. In reviewing the literature linking leadership and culture, the work of Schein (2010) featured prominently. Schein (2010) referred to primary embedding mechanisms that create culture and secondary articulation and reinforcing mechanisms that reinforce or support the culture being created through the primary mechanisms. This study looked at how that happens, and hence six propositions were crafted from the literature. These propositions are as follows: (1) Formal dialogues between the leader and employees demonstrate what the leader pays attention to, measures and controls, which then clarifies what the employees are accountable for. (2) What the leader pays attention to, measures and controls during regular informal interactions between the leader and employees, contributes to strong mutual relationships between them, which promotes ownership and accountability amongst employees for their actions. (3) A leader who behaves consistently when handling critical incidents and organisational crises, is trusted by employees, who then act responsibly and take full responsibility for their actions, and even their mistakes. (4) A leader creates a vision and sense of purpose for the organisation through what he pays attention to, measures and controls, thereby clarifying for employees what they are required to do. (5) A leader who pays attention to developing the organisational core competence and allocates resources to it, instils confidence in his employees with regards to carrying out their own responsibilities. (6) A leader who develops human capital through the allocation of additional resources, thereby instilling confidence in employees who are willing and able to realise or take up their responsibilities. This research adopted a qualitative approach. Data was collected through conducting interviews and the analysis of relevant documents. A deductive thematic analysis of the data was used for the purpose of identifying, analysing and reporting patterns, or themes within the data collected. The research confirmed these propositions as being relevant to the case study. It also confirmed that strategic and relational leadership as reflected in the propositions have complemented one another in the successful implementation of the post-merger integration, thereby shaping a particular culture. It was concluded that the challenges associated with a post-merger integration could not have been addressed through only one of the leadership approaches. The findings of the study also recognised that an architectural role was also required. That is, in a merger, the structure has to be carefully designed and not taken for granted. It was therefore recognised as a critical leadership role. The study considers the implications of the findings and makes recommendations for managers of this organisation, as well as for other organisations that are engaging in a post-merger integration. It further outlines the limitations, delimitations as well as the contribution that the study has made to the body of knowledge. Some of the recommendations made for further research were to analyse how other primary mechanisms that were not part of the propositions may shape the organisational culture; and to research how architectural leadership roles combine with strategic and relational leadership to address post-merger integration challenges. Lastly, this study has explained how leadership, through various mechanisms, shaped a culture of accountability. Other studies can be done using a similar design with different theories of leadership and other mechanisms that apply to shaping other kinds of cultural values.

- Description: This paper examines bubbles on the JSE All Share Index as well as the critical time of the stock market crash from 2/01/ 2004 – 27/03/2014. The underlying hypothesis define bubbles as extreme and begin as a group of small events which grow in a super exponential form explained by a log periodic power law model (LPPL model). The hypothesis is based on the assumption of investors’ herding behavior, where investors collude by making investment decision correlated with their counterparties. The paper implements a Savitzky Golary Algorithm to detect peaks and calculate the critical time of the crash from the peaks. An Ordinary Least Squares (OLS) method is used to determine both the value of stock market price index at the critical time and the increase in the stock market price index over the time before the crash. The remaining parameters of the LPPL model are estimated using a Maximum Likelihood Estimation method. On the empirical results; 68 peaks were detected, and the LPPL model at the critical crash time is estimated 34736.586. Five bubbles are detected; the 15/8/2005 bubble, 28/5/2013 bubble, 23/8/2013 bubble, 5/11/2013, and 1/20/2014.

- Description: This study is a quantitative study done in selected schools on teachers’ attitudes towards the implementation of inclusive education. Despite efforts to ensure quality education for all learners through inclusive education in South Africa, indications are that many learners, especially those who experience barriers to learning, are still excluded from full access to quality and equitable education opportunities in mainstream schools. Research has shown that the success of inclusive education depends upon teachers’ attitudes. It also shows that attitudes can hinder the progress of the implementation of inclusive education. The paper draws on White Paper 6 which speaks to inclusion of children with disabilities in schools. As the legislative and policy framework for the implementation of inclusive education, White Paper 6 states that “a public school must admit learners and serve their educational requirements without unfairly discriminating in any way”. The study is framed by Ajzen’s theory of planned behaviour, which suggests that an attitude towards behaviour is influenced by past experiences, previous knowledge and newly acquired knowledge. The study reflects findings from a questionnaire circulated to 75 teachers at three selected high schools, using descriptive statistics to analyse the data. Findings showed that there is no relationship between attitudes based on factors, including class size, years of experience, inadequate resource, and lack of adequate training but the main negative influence was found to be lack of support in implementing inclusive education. The conclusion is that there is no relationship between attitudes and the factors identified except lack of support. This research concludes with recommendations to address teachers’ attitudes in order to facilitate the inclusion of learners with special needs in the classroom.

- Description: The research which forms the basis of this thesis describes rural women’s perceptions of how Camfed education and skills development programmes have improved their lives in the Chikomba rural district in Chivhu, Zimbabwe. The researcher was motivated to carry out this study mainly due to the fact that in most rural societies in Zimbabwe, women are found suffering from social, cultural and political biases in the traditional male dominated society of Zimbabwe. Compared to their male counterparts, women have limited access to educational and employment opportunities and also have less social and political power than men. Being heads of households, women have to carry out the full traditional roles with the added responsibility of household and production management. The purpose of this study was to inform those investing and interested in women’s education about whether, how and the conditions under which women’s education directly improves women’s own lives and decreases poverty in the family and society. Camfed is an organization that advocates for female education particularly in the marginalized and poor parts of the country where poverty remains a barrier to girl’s education. It provides financial resources and establishes innovative education and training programs in order to break the poverty cycle in rural communities and empower women. A quantitative approach was employed in this study using a descriptive survey design, with the emphasis on collecting primary data from the research participants as well as consulting secondary data sources such as books, academic journals, completed and unpublished post-graduate research dissertations and theses. Findings of this study revealed that financial constraints, early marriage, proximity to school, death of parents as well as domestic chores were factors identified by the women that prevented them from completing school and pursuing further studies. The women also describe their perceptions of how education has led to better opportunities and an improved standard of living as they can now afford the basic goods and services. Moreover the participants mentioned how education has provided them with the basic skills to pursue a livelihood which will enable them to enjoy a decent standard of living. The research also found that education is an important determinant of women’s decision making in terms of finances and thereby improves their sense of empowerment. The women talked extensively about how education has raised their self-esteem and how it has enhanced their economic and social independence. At the end of the study and using the acquired information, several recommendations are made for the expansion and increase of programmes that offer incentives to keep girls in school, especially at secondary level where returns for girls are substantially greater in-terms of reducing poverty and improving the wellbeing of individuals.

- Description: The purpose of this study was to investigate whether the COBIT 5 ICT governance framework has been implemented successfully in the public TVET sector. The study clarifies that ICT governance is not only about satisfying audit requirements; the core of ICT governance based on Cobit 5 is alignment between business and ICT. The study proposed a theoretical framework whereby the perceived benefits of implementing COBIT 5 in the public TVET college sector in South Africa was the dependent variable. The proposed independent variables were namely; Training, Adoption, Leadership, Value in IT Investment and Risk Management. The study infers that the board and/or council within an organisation need to lead the process in relation to the governance of ICT. Moreover, the study takes cognisance that ICT is a strategic enabler and thus the board or council ought to play their role of oversight, monitoring and ensuring optimal utilisation of IT resources. The study challenges the perception that IT is a mere operational functional and deduces that top management ought to incorporate IT when formulating and/or reviewing the business strategy. IT ought to be included in any strategic related activity in the organisation. IT should not be left out of the boardroom if management envisage to derive value from ICT investment.

- Description: The purpose of this study was to investigate whether the COBIT 5 ICT governance framework has been implemented successfully in the public TVET sector. The study clarifies that ICT governance is not only about satisfying audit requirements; the core of ICT governance based on Cobit 5 is alignment between business and ICT. The study proposed a theoretical framework whereby the perceived benefits of implementing COBIT 5 in the public TVET college sector in South Africa was the dependent variable. The proposed independent variables were namely; Training, Adoption, Leadership, Value in IT Investment and Risk Management. The study infers that the board and/or council within an organisation need to lead the process in relation to the governance of ICT. Moreover, the study takes cognisance that ICT is a strategic enabler and thus the board or council ought to play their role of oversight, monitoring and ensuring optimal utilisation of IT resources. - Description: The tax implications of contributions towards maintenance are not always clear to a typical taxpayer. The duty of support is often the driving force behind the contributions made. Donations, payments made by ‘Blessors’, and child maintenance are fundamental objects of attention in this study, although all maintenance payments are considered from a tax perspective with reference to the Income Tax Act No 58 of 1962. The main aim of the study was to illustrate and analyse the interaction of the rules governing the taxation of maintenance payments. Tax abuse was assessed in relation to the anti-avoidance provisions in effect in the legislation. The results were benchmarked against data relating to Australia. In the social context, a fundamental difference in the systems was observed, and the Australian provision may be considered for possible adoption in South Africa. In the context of tax per se, the study found that the operation of the attribution rules in the provisions in South African tax law pertaining to the taxation of child maintenance renders the provisions adequate.

The mission of the COEGA Development Corporation (CDC) is to provide a competitive investment location supported by value added business services that ultimately enable socio-economic development. The Entity is mandated to develop and operate the Coega Industrial Development Zone (IDZ), which is located adjacent to the modern deep-water port facility, Port of Ngqura, developed and owned by Transnet National Ports Authority. The CDC attracts investors from all over the world and in different business sectors through investment promotion as well as Foreign Direct Investment (FDI). The Coega Development Corporation whose core mandate is to attract Foreign Direct Investments (FDI) struggles to adopt innovative information technologies expeditiously, which is problem for the organization. The organization currently has Information Technology (IT) systems and applications such as the Enterprise Resource Planning (ERP) and other IT systems that have been used, but there has been failure in maximizing the IT capabilities implemented internally. Employees are not understanding and seeing the benefit of using IT systems and there is no integration of systems within the CDC. This paper aims to acquire underlying knowledge of how IT is adopted in private sector organizations and further explore what factors impact its adoption. The main objective of this study was to propose a framework for adopting an optimizing technology usage within the Coega development Corporation to enhance productivity and efficiency. The study focused on the effect of components such as top management involvement, management styles, innovative organization culture, end user training, innovation diffusion, championship and knowledge management. In conclusion, this study showed the importance of optimizing technology, within the Coega Business Center. The author presented and made Recommendations on how to integrate the independent variables identified can influence the optimization of technology. v The proposed conceptual IT innovation adoption and optimization framework is a contribution to theory. This framework presents a detailed list of internal factors that influence IT adoption and optimization in government sector organizations such as the Coega Development Corporation. The author inferences that each factor within this framework signifies its importance and must be considered by organizations while adopting innovation technologies.
