The context of this study is the public service of South Africa because it is characterised by strict norms and a high level of bureaucracy, an is assumed to be free from such occurrence. A representative sample was selected from the provincial department and information was collected by means of an online survey. A quantitative analysis was conducted using descriptive statics. - Description: The central objective of the research study was to evaluate the 2020 Citywide Economic Growth and Development strategy, with reference to the Nelson Mandela Bay Municipality (NMBM). The Citywide Economic Growth and Development strategy for the NMBM was developed in 2004 in relation to the need for Local Economic Development. The need for Local Economic Development (LED) has been mandated by the national government of South Africa as prescribed in the direction toward developmental local government post - 2000. The National Framework for Local Economic Development in South Africa serves as a strategic implementation guide for municipalities. The National Framework for Local Economic Development provides a supportive foundation to assist municipalities such as the Nelson Mandela Bay Municipality in improving its economic development through concentrations on suggested actions. Through support for municipal Local Economic Development strategies, the objective of Local Economic Development was to offer local government, private sectors, non - profit organisations and local communities the opportunity to work together to improve the local economy. The aim has thus been to enhance competitiveness and encourage inclusive sustainable growth. The 2020 Citywide Economic Growth and Development strategy for the Nelson Mandela Bay Municipality includes its strategic approach to promote sustainable growth within its specified municipal environment. Formulation of the strategy includes descriptions of sector strategies as a mechanism to promote transformation and improved economic development in a sustainable manner. Content Analysis and the case study methods were utilised to evaluate the 2020 Citywide Economic Growth and Development strategy in the undertaking of the research study as a way of examining the formulation of the Local Economic Development strategy of the Nelson Mandela Bay Municipality, in order to determine v the shortcomings in Local Economic Development as brought about by ineffective policy formulation process. Discourse Analysis was also used to understand the policy foundations as influenced by the previous apartheid regime and its accompanied injustices on the citizens of South Africa. The brief descriptions of major economic developments and sector strategies for the Nelson Mandela Bay Municipality shows the detachment of policy content from clear strategic action plans has depicted an incongruence in efficiency and sustainable development. This has placed developmental policy formulation under scrutinisation and evaluation. The findings indicate that there is a need for revision and/ or reformulation of the current 2020 Citywide Economic Growth and Development strategy of the Nelson Mandela Bay Municipality in promotion of effective sustainable development and an improved local economy. The impact of a failure to revise and rework the strategy has detrimental effects on the promotion of an effective and efficient economy in the Nelson Mandela Bay Municipality. Therefore, the lack of detail within the 2020 Citywide Economic Growth and Development strategy must be tackled by policy formulators to ensure economic growth and an alignment with the objectives as contained in the national mandate for economic development.

Environmental conflicts have risen to the forefront in many areas in South Africa. Environmental conflicts fall under public disputes, which often occur as a result of human needs. This study is an attempt to explore the environmental conflict surrounding the proposed Nuclear Power station at Thyspunt, Oyster Bay in the Eastern Cape. Stakeholders are an integral part of environmental conflicts, and analyzing interests of stakeholders is vital in understanding environmental conflicts. This explorative study, seeks explore and to describe the interests of homeowners who are one of the key stakeholders involved the environmental conflict at Thyspunt, Oyster Bay in the Eastern Cape. The homeowners are represented by the St Francis Residents/ Ratepayers Association. The researcher conducted extensive face-face interviews with these homeowners. The organizations official documents, minutes of their meetings, letters to the media and various publications in which homeowners expressed their feelings were also made use of by the researcher in order to triangulate findings, as well as for data collection methods. The major themes were constructed from the study include: Security, Trust, Power and the various sources thereof, as well as a need for self-actualization based on values, and a final theme of the positive functions of conflict. The challenges facing the homeowners in terms of human security and environmental impact of the nuclear development are highlighted. Further recommendations for a more in-depth study are also made.

- Description: This study examines the degree to which the Truth and Reconciliation Commission hearings in East London have mitigated the impact of gross human rights violations on some of the Duncan Village victims. The research draws upon responses from a convenience sample of victims of apartheid atrocities guided by their own individual experiences, literature on conflict management, and TRC hearings that took place in other African states. The East London TRC hearings alert one to the brutality of the apartheid regime whose political intolerance unleashed violence against ordinary citizens of East London. Despite being seen as a witch hunt against the apartheid security establishment, most of the victims feel the TRC opened lines of communication between former enemies, although one cannot conclusively say that total reconciliation between victims and perpetrators has been achieved. Insofar as telling the truth is concerned, the concept defies unanimous acceptance as a contributor to peaceful co-existence. The mere fact that some perpetrators refused to appear before the TRC is an indication that the value attached to it differs from person to person, particularly in a situation where the political landscape is characterized by intimidation and fear. The treatise unveils the East London TRC as a platform for compromise as some of the victims felt anger and hatred for the perpetrators would amount to perpetual self-imposed ostracism. Noting that the TRC was never meant to hurt anyone, the treatise ushers one into a space where reconciliation takes precedence over vengeance.

The economic policy of the ANC and candidature of Mbeki and Zuma for the presidency contributed to the growing of factionalism in the ruling party that culminated in the 2007 conference. The study investigates and analyses the development of factions and ideological contestations that seemed to punctuate the ANC towards its 2007 National Congress that took place in Polokwane. It examines the roots and causes of factionalism in the ANC with a specific focus on the Nelson Mandela Bay Municipality (NMBM). It also investigates the extent to which the conservative policies such as Growth, Employment and Redistribution (GEAR) contributed in the divisions and factionalism prior the 2007 polokwane conference. The study departs from the premise that history of the ANC is riddled with factionalism and ideological contestations that have been well documented. Furthermore, the political infighting within the ANC impacts on governance structures and the local government level. The study seeks to demonstrate the effects of the 2007 power contestations between Zuma and Mbeki on the NMBM. To this effect, the study demonstrates how the leadership contestations in the ruling party impacted on the service delivery in the city. For the purposes of analyzing and making sense of the nature of power plays within the ANC it draws from the theories of factionalism to illustrate that the link between the growing of factionalism and the one party dominant system.

Donor funds and economic dependence: an investigation of community-driven development in the Eastern Cape, Chris Hani District Municipality

- Description: This research focused mainly on the progress of non-governmental organisations (NGOs) and community-driven development projects (CDDs) in assisting the Chris Hani District Municipality (CHDM) community. The research identified the main types of CDDs that are found in the CHDM as agricultural, caregivers, manufacturing, tourism, performing arts, and education services. Thirty-eight NGOs participated in this project with two participants representing each NGO. These NGOs were looked at from a thematic perspective. Three main themes emerged, namely; a) the quality of life in CHDM or specifically in the areas of operation of the NGOs, b) operations of the NGOs where the name and main objectives CDDs were identified, and c) challenges, funding and impact of the CDDs. This research set out to ask the following questions: What is the nature and origin of projects operational in Chris Hani District? What is the impact and sustainability of donor-aided projects on CDD in the Chris Hani District? Can NGO projects be sustained without donor aid? Are there any alternative forms of funding apart from donor funds? To answer these questions, a number of qualitative methods and techniques were used to collect and analyse data. These included focus group discussions with project beneficiaries, observations of projects, activities and individual project participants, and key informant interviews with different categories of respondents depending on their roles and level of involvement in the implementation of projects as well as their experience in the implementation of donor-aided programmes. These discussions were guided by different interview schedules with respective respondents. Random and snowball sampling methods were used to choose the respondents as well as groups that participated in the study. The research also focused on assessing the survivability of donor-aided NGO projects if the donor funds were discontinued for any reason. It sought to determine the continuity and feasibility of developmental projects and their impact on the socio- economic welfare of the rural poor in the Chris Hani District without donations. This research found evidence indicating that, by and large, NGOs in the Chris Hani District play a crucial role in CDD. Be that as it may, this research established that on average, 98 per cent of NGOs had been economically and socially affected by the donor-funded projects. It was established that, on average, the donor dependency ratio was 74 per cent. It was also seen that most donor-funded projects could only survive for 12 days if the funding was withdrawn. However, this hypothetical withdrawal of funds does not cause much concern because of the security found in the funding types of the NGOs in the Chris Hani District. In practical terms, these community-driven projects are likely to continue for decades ceteris paribus.

In recent times, both the undeveloped and developed countries have witnessed high levels of divorce cases with a resultant negative effect on the children. Poor communication escalates conflict, thereby affecting the decision making of the parents. The ongoing parental conflict commences before the divorce and it is likely to intensify after divorce if not properly managed or resolved. Private family mediators help the parents to regain trust to enable communication regarding contact and care of their children. Therefore, it is imperative to understand how conflict intensifies in order to manage it effectively as conflict introduces change. Despite, the importance of this type of research, there is still an existence of a gap in the literature concerning the need to inform social workers to consider family mediation as an area of specialisation. This will assist in resolving parental disputes during divorce and ensuring the welfare of the children. This study is going to fill the existing knowledge gap by exploring how family mediators influence divorcing parents to renegotiate on the new roles. In this qualitative study, private family mediators in Port Elizabeth were interviewed, on how they assist divorcing parents to communicate on the care and contact of their children. Purposive sampling and snowball sampling were used to select the participants. Face-to-face unstructured interviews were used to gather thick and rich data which was then thematically analysed. The findings revealed that family mediators helped parents improve parent-child relationships and reduce their parental conflicts. In addition, during orientation the mediators informed divorcing parents about litigation, so that the parents are aware of what to expect in the event of failure to reach a settlement in mediation. Most of the people are unaware of family mediation, opting for litigation which escalates emotions and family members become frustrated affecting the adaption of children. The findings show that the participants were concerned on the way mediation is conducted in Port Elizabeth, as some law professionals referred divorce cases to unauthentic mediators. The lawyers tend to intensify the emotional state of the divorcing parties which escalate conflict resulting in re-litigation. The family mediators reiterated that there is “professional jealous” from the lawyers.

Cloud computing is a type of technology that allows any business to operate as if it had a team of dedicated professional information technology (IT) personnel continually checking and monitoring its IT systems. As a result, cloud computing often allows a business to save on costs, improve communication with clients and speed up the transfer of information across the business. Thus, as SMEs often have small or non-existent IT departments, cloud computing offers these business an opportunity to compete with larger corporations without having to compromise on the quality of their service. However, in spite of these benefits, cloud computing still remains something of a novelty to many small businesses that operate in Nelson Mandela Metropole, as these businesses tend to either adopt a small portion of the technology or not to adopt the technology at all. The reasons for not significantly investing in the technology are usually far ranging but are often linked to these businesses not understanding how the service can be best used to help their business to grow. This study includes a description of a strategy that SMEs can follow when adopting cloud computing services as part of their business models. In addition to this, this study includes a discussion on the various benefits and disadvantages that await SMEs that make the decision to invest in the service.

Poor institutional capacity failed the implementing agency, the Department of Pensions; to set up competent administrative structures to run run the pensions effectively and efficiently. A number of challenges have been identified, some of which were: inadequate supervision of the paying officers, fraud by workers and community agents, missing funds, insufficient resources, inadequate administrative capacity, overworked employees, faulty targeting, soft and discriminatory approach to non-compliance with rules and multiple use of identity documents by recipients. On the other hand, a number of opportunities have been identified to counteract the challenges. The main recommendation of the study was the engagement of mobile phone-based money transfer facilities to transfer the old age pensions from the government to the recipients. The Department of Pensions should make use of baseline database like information from civil registration agency like the Ministry of Home Affairs to confirm the validity of the pension recipients. Other recommendations included moving the division of old age pensions from the Pensions Department to the Ministry of Social Development which is the controlling body for other forms of social grants in Lesotho. The Ministry of Social Development is regarded as well equipped with qualified staff and facilities to deal with vulnerable people like the elderly.

- Description: South African Revenue Services (SARS) was established as a quasi-government organisation with a mandate to efficiently and effectively collect revenue based on the export, import, movement, manufacture and storage of specific goods. Information Technology (IT) governance is strategically important to SARS in that its business processes are technology driven and that technology projects are implemented to support the SARS strategic objectives. In alignment to the King code for corporate governance and ethical business practices, an Internal Audit Function (IAF) as a regulatory requirement of all public sector entities in South Africa exists at SARS. The aim of the research was to evaluate the perspectives of SARS stakeholders regarding the organisation’s IT project auditing process. The study focused on gathering data from various SARS stakeholders involved in the delivery of IT projects and IT projects auditing. Through a qualitative research approach, interviews were conducted with practitioners such as Internal Auditors, Internal Audit managers, and executives as well as project managers and ownersso asto obtain a holistic understanding of stakeholder expectations of an IT project audit. An analysis of the data collected led to the deduction of recommendations meant to enhance stakeholder perceptions of the IT audit function within SARS. The study found that there is a perceived value derived from IA reviews of IT projects. The findings also revealed that rather than lack of resources and expertise, skill set deficiencies were the major setback in achieving IA goals. The findings further revealed that there are deficiencies in the quality of IA reports. Some of the main recommendations were to expand the scope of the Internal Audit roles, intensify engagements of Internal Audits by the Enterprise Project Management Office (EPMO), improve the quality of reports, and capacitate Internal Auditors with reporting skills. This study presents a modest contribution that is expected to enrich knowledge on how to audit IT projects. Moreover, the study contributes towards a methodological position of design science by producing results from a smaller sample augmented by interview results in an environment characterised by smaller populations so that inferences can be made.

- Description: The Heads of State and Government Implementation Committee (HSGIC) of the New Partnership for Africa’s Development (Nepad) acknowledged and recognised the centrality of good governance within the context of the African Peer Review Mechanism (APRM), an innovative mechanism acceded to by member states of the African Union (AU) as a self- monitoring mechanism for good governance. South Africa is one of the countries which acceded to the APRM in 2003. Accordingly, South Africa appointed a National Governing Council (NGC) under the chairpersonship of the Minister of Public Services and Administration as the focal point to develop a strategy to manage the national APRM process. The NGC was constituted of business, the disabled, civil society, churches, trade unions, government and women’s coalitions thus ensuring all relevant stakeholders are represented. As part of South Africa’s country assessment, questionnaires dealing with the four core thematic areas of the APRM were sent through to the public by community development workers. In addition, four technical assessment agencies were appointed to assist in conducting research on the four thematic areas. The primary objective of this study is to examine the theoretical approach to the study and the African Peer Review Mechanism’s contemporary relevance to South Africa, its intended beneficiaries and an assessment of South Africa for the period 2006. The study revealed that Proportional Representation (PR) and floor-crossing have an impact on the sustainability, relevance, long term development, vibrancy and profundity of constitutional democracy in the country. Clearly, since the dawn of the democratic dispensation in South Africa the electoral system introduced is such that it had to take into account the challenges the country faced during the apartheid system of governance. In this context, enough space for free political competition in the country was created. On the basis of the findings of the study, it is patently clear that the time allocated for the CSAR was minimal and the country should have been given at least two years so that the self assessment could have been extensively done. On the issue of HIV and AIDS and its relationship to socio-economic conditions, it was revealed that the country has a lot to do in this regard. The debilitating effect that HIV and AIDS has on the lives of the citizens requires clarity of policy and strategy, consistency in public communication and the need for sustained partnerships amongst all relevant stakeholders. At another level, there was a call for a basic income grant although government does not necessarily support it. Based on the research findings above, a new research area outlined under recommendations can be conceptualized for further research and it requires some attention.

- Description: The Heads of State and Government Implementation Committee (HSGIC) of the New Partnership for Africa’s Development (Nepad) acknowledged and recognised the centrality of good governance within the context of the African Peer Review Mechanism (APRM), an innovative mechanism acceded to by member states of the African Union (AU) as a self- monitoring mechanism for good governance. South Africa is one of the countries which acceded to the APRM in 2003. Accordingly, South Africa appointed a National Governing Council (NGC) under the chairpersonship of the Minister of Public Services and Administration as the focal point to develop a strategy to manage the national APRM process. The NGC was constituted of business, the disabled, civil society, churches, trade unions, government and women’s coalitions thus ensuring all relevant stakeholders are represented. As part of South Africa’s country assessment, questionnaires dealing with the four core thematic areas of the APRM were sent through to the public by community development workers. In addition, four technical assessment agencies were appointed to assist in conducting research on the four thematic areas. The primary objective of this study is to examine the theoretical approach to the study and the African Peer Review Mechanism’s contemporary relevance to South Africa, its intended beneficiaries and an assessment of South Africa for the period 2006. The study revealed that Proportional Representation (PR) and floor-crossing have an impact on the sustainability, relevance, long term development, vibrancy and profundity of constitutional democracy in the country. Clearly, since the dawn of the democratic dispensation in South Africa the electoral system introduced is such that it had to take into account the challenges the country faced during the apartheid system of governance. In this context, enough space for free political competition in the country was created. On the basis of the findings of the study, it is patently clear that the time allocated for the CSAR was minimal and the country should have been given at least two years so that the self assessment could have been extensively done. On the issue of HIV and AIDS and its relationship to socio-economic conditions, it was revealed that the country has a lot to do in this regard. The debilitating effect that HIV and AIDS has on the lives of the citizens requires clarity of policy and strategy, consistency in public communication and the need for sustained partnerships amongst all relevant stakeholders. At another level, there was a call for a basic income grant although government does not necessarily support it. Based on the research findings above, a new research area outlined under recommendations can be conceptualized for further research and it requires some attention.

This study sought to identify a suitable framework which meets the ICT policy criteria as set out by the DPSA, which will facilitate the alignment between corporate objectives and IT/IS objectives at Randwater. This was achieved through the development and refinement of the artefact through the various iteration phases. Additionally, an online survey was used to collect data from a focus group comprising IT experts and senior management at Randwater. The Information Technology Governance Institute Framework was employed to assist in the development of the questions. The survey results were utilised during the validation of the artefact produced by this research study in a workshop. The findings were then linked with the related literature which either supported or rejected the findings through discussions on the literature and thereafter conclusions were made based on these findings. Furthermore, a literature review was conducted to gain a better understanding of what has been done in the field of research in order to assist in defining the problem that this research seeks to solve so as to inform the development of design characteristics. The research process employed the Nelson Mandela University – Design Science Strategy Methodology referred to as (NMU – DSSM) with the goal of developing an artefact in the form of a framework. The research process entailed studying the existing literature and analysing the aspects relating to corporate governance, IT governance, frameworks, and strategies to be able to measure the degree of alignment. The phases of designing the artefact were analysis, design, evaluate, validate and diffuse phases. The final artefact developed was a framework that incorporated the principles of King IV and ISO 38500 in corporate governance and ICT goals alignment. The final artefact also embedded transparency, accountability and security as important elements in the implementation of the artefact. The survey findings were instrumental in the development of the artefact that brings alignment between business strategy and IT objectives at Randwater. From the findings, in terms of IT flexibility, it was revealed that the interrelated parts of the system at Randwater were modular. It was also concluded that there is lack of communication about the manner in which the components of the information systems are organised and integrated in order to allow for rapid changes and that the organisational IT infrastructure and applications were loosely coupled. The findings further revealed that the business had established corporate rules and standards for hardware and operating systems to ensure platform compatibility. It was also revealed that organisational IT applications were developed based on compliance guidelines. In terms of IT-enabled dynamic capabilities, it was revealed that IT systems at Randwater are not capable of scanning the environment and identifying new business opportunities and are not capable of anticipating discontinuities arising in the business domain by developing greater reactive and proactive strength. It was also revealed that it was concluded that IT systems were capable of achieving strategic alignment between IT flexibility and dynamic capabilities. Therefore, design science was the ideal research paradigm towards addressing the research problem and the artefact designed was a viable research contribution. Evolution of the African National Congress Youth League: from "freedom in our lifetime" to "economic freedom in our lifetime"

- Description: The 1994 democratic elections heralded a significant change in South Africa‟s political and social landscapes. This historic moment, and the subsequent democratic developmental processes that unfolded aimed at laying the foundations for a democratic state, were the culmination of a long history of struggle by the Black majority, in alliance with other social forces, against colonialism and apartheid. One of the significant social forces that emerged as part of this struggle against racial oppression was the African National Congress Youth League (ANCYL). It is argued that the two most important developments in South African politics during the 1940‟s were the emergence of the African National Congress Youth League and the consolidation of its influence on the ANC leadership. The African National Congress Youth League was formed against the background of very distinct circumstances, the first being the worsening economic conditions for the growing African working class and the declining African peasantry. The second was the inability of the African National Congress to respond to the material challenges confronted by the African majority, because of its leadership and organisational weaknesses. The political programme of the ANCYL was rallied under the ideological auspices of African Nationalism, and its organisational programme under the articulated need to build a mass based and campaigning organisation. With a very strong leadership, the ANCYL was able to, within five years, assert its leadership and authority in the ANC with key elements of its manifesto forming significant parts of the ANC Programme. This culminated into the rise of the generational theme of the ANC Youth League of “Freedom in our Lifetime”. Essentially freedom was conceived as the abolishment of formal apartheid, and the delivery of a democratic South Africa. Formal democracy became a reality in South Africa in 1994 and at the helm of the ANC and the new government was the ANC Youth League generation of the 1940‟s. This generation had over fifty years struggled for freedom and 1994 represented the formal victory over apartheid and the attainment of a generational mission. The ushering in of formal democracy in 1994 heightened the expectations of the black majority in terms of its elevation from a point of view of its existing socio-economic realities. Close to twenty years after the end of formal apartheid the reality has been less than satisfactory in terms of addressing these socio-economic realities. What has been observed on the contrary is an increase in key measures such inequality and unemployment. Subsequent to that has been a less than satisfactory performance in the area of economic transformation which has been seen as a critical limiting factor in addressing the legacies of apartheid, particularly among the black majority. These limits to transformation have resulted in discontentment among the majority, claiming that democracy has not yielded to any significant changes in their material lives. The discontentment has been particularly proliferated among the youth, who bear the brunt of social challenges such as unemployment. The ANC Youth League, has had to confront the reality of being of a youth league of a governing party and balancing that with the social discontentment that has developed among South African, particularly the youth, as a result of perceived lack of social transformation. In balancing these two realities, the ANC Youth League has found itself at the centre of South African politics similarly to the 1940s generation of ANC Youth League leaders of the Youth League who had been mobilised under the theme of “Freedom in our Lifetime”. The contradictions within the ANC, of which the ANC Youth League has found itself at the centre of, and the need to become a socially relevant political force have culminated into the birth of a generational theme led by the ANC Youth League of “Economic Freedom in our Lifetime”.

- Description: On 1 October 1949, the Communist Party of China under the leadership of Mao Zedong proclaimed the establishment of the People’s Republic of China. Mao was to lead the People’s Republic of China for the next twenty seven years until his death in 1976. During this twenty seven year period under Mao’s leadership the Communist Party of China consolidated its position as the leader of Chinese society and in so doing consolidated communist ideology as the central perspective that guided social and economic planning in China. In 1978, two years after Mao’s death, Deng Xiaping assumed the leadership of the Communist Party of China and this period marked the beginning of far reaching economic and social reforms in China. Over the next thirty years these reforms were to transform China’s economy from the tenth largest to the second largest in the world by the end of 2013. During this period China grew its manufacturing base to the extent that the country has become the world’s largest manufacturer and the world’s leading exporter. This transformation of China’s economy has translated to the country experiencing a period of high levels of economic growth over a sustained period of over 30 years. Estimates suggest that the country’s gross domestic product grew at an average annual rate of nearly 10% over a thirty year period from 1978. These high levels of economic growth have significantly contributed to the overall reduction of poverty levels in the country, with some estimates suggesting that between 300 million to 500 million of the country’s citizens have been lifted out of poverty over a period of thirty years. China’s economic growth has had an impact beyond its own borders, as growth in many developing countries has been inextricably linked to developments in the Chinese economy in particular its demand for raw materials.For developing countries that continue to grapple with high levels of poverty among its citizens, China’s experience of lifting such large numbers of its own citizens out of poverty at the back of high levels of economic growth over a period of thirty years must serve as a basis for some learnings. The primary purpose of this research is aimed at contributing towards building the basis for such learnings, particularly with regards to building an understanding of how China has been able to grow its economy at such high levels over a sustained period of time. This research aims to identify the determinants of China’s growth post 1978. The determinants of growth are studied particularly from 1978 because the year marks the beginning of the period of economic reforms.

- Description: On 1 October 1949, the Communist Party of China under the leadership of Mao Zedong proclaimed the establishment of the People’s Republic of China. Mao was to lead the People’s Republic of China for the next twenty seven years until his death in 1976. During this twenty seven year period under Mao’s leadership the Communist Party of China consolidated its position as the leader of Chinese society and in so doing consolidated communist ideology as the central perspective that guided social and economic planning in China. In 1978, two years after Mao’s death, Deng Xiaping assumed the leadership of the Communist Party of China and this period marked the beginning of far reaching economic and social reforms in China. Over the next thirty years these reforms were to transform China’s economy from the tenth largest to the second largest in the world by the end of 2013. During this period China grew its manufacturing base to the extent that the country has become the world’s largest manufacturer and the world’s leading exporter. This transformation of China’s economy has translated to the country experiencing a period of high levels of economic growth over a sustained period of over 30 years. Estimates suggest that the country’s gross domestic product grew at an average annual rate of nearly 10% over a thirty year period from 1978. These high levels of economic growth have significantly contributed to the overall reduction of poverty levels in the country, with some estimates suggesting that between 300 million to 500 million of the country’s citizens have been lifted out of poverty over a period of thirty years. China’s economic growth has had an impact beyond its own borders, as growth in many developing countries has been inextricably linked to developments in the Chinese economy in particular its demand for raw materials.For developing countries that continue to grapple with high levels of poverty among its citizens, China’s experience of lifting such large numbers of its own citizens out of poverty at the back of high levels of economic growth over a period of thirty years must serve as a basis for some learnings. The primary purpose of this research is aimed at contributing towards building the basis for such learnings, particularly with regards to building an understanding of how China has been able to grow its economy at such high levels over a sustained period of time. This research aims to identify the determinants of China’s growth post 1978. The determinants of growth are studied particularly from 1978 because the year marks the beginning of the period of economic reforms.

A strategy to motivate continued instructor usage of learning management systems (LMSS) in higher learning institutions of Zimbabwe

- Description: The purpose of this study was to develop a strategy to motivate continued usage of Learning Management Systems in higher learning institutions of Zimbabwe. A related goal was to identify unique challenges experienced by instructors in their use of LMSs. The use of LMSs is now global and has been fairly successful in developed countries even though past research shows that instructors tend to discontinue usage over a period of time. Whereas most LMSs research is carried in the context of the developed world, the candidate demonstrates that Vantankesh's IS Success Model and Davis' Technology Acceptance Model can be successfully replicated into the developing world on condition that local environment is taken into context. The results showed that LMSs in Zimbabwe higher learning institutions hold a promise of success even though challenges exist. The findings have wider implications on the need to invest in neccessary infrustructure and future predictions on learner interests. The study demonstrates that shared success can be achieved if the local conditions are taken into context when developing a strategy to motivate instructor continued LMS usage. The study holds the practical implication that institutions can motivate instructors to continue with usage of LMSs to deliver quality output in their daily duties.

- Description: Information is a critical asset in any organisation and its management, including the associated technological channels, requires the attention of decision-makers to ensure that information assets are utilised for the intended purposes. Therefore, decision-makers need to have appropriate governance oversight on technology that produces information and information itself. Over the years, the governance of ICT has been adopted in the public sector given the fact that state funding received from tax collections is utilised to invest in IT solutions with the intention of expediting service delivery and increase productivity. The purpose of this treatise was to identify the root causes of why the department is not implementing Corporate Governance of ICT successfully despite the fact that most good controls do exist. The research revealed that there is insufficient budget to implement ICT projects coupled with inadequate ICT staff to implement ICT strategy. Furthermore, it cited a lack of ICT governance skills with ICT Strategic Committee members who are tasked with pioneering ICT governance. This weakness relates directly to other identified weaknesses such as end-user resistance to adopt ICT projects and a lack of project management function in the department.
