The disciplinarisation and professionalisation of development finance in South Africa

- Description: It has not been previously argued whether development finance can or should be regarded as a distinguishable academic discipline in its own right. The main objective of this study was to create an in-depth understanding of the current perceptions and misconceptions of development finance within the South African financial sector, which have not been formally captured or analysed previously. The research is important in determining the magnitude of contemporary interest in, and the emphasis of, development finance as a means of developing society. Furthermore, public perception influences the funding of future development finance research, the emerging theoretical framework and disciplinarity, access to education and training in the subject area, the level of student participation and enrolment in development finance courses and qualifications, as well as the supply of skilled practitioners. To accomplish the research objectives, an extensive literature review was conducted so as to provide a theoretical framework for the empirical study. Subsequently, self-administrable questionnaires were distributed to a non-probabilistic convenience sample of 319 individuals who have decision-making experience within the South African financial sector. Thirty-one respondents completed the questionnaire and the results were examined by means of non-probabilistic frequency distribution and qualitative analysis, where appropriate. Pervasive disagreement was found to exist among the respondents regarding a number of key issues, including the definition and characteristics of development finance, in addition to its pedagogy, professionalisation, and disciplinarity. A substantial majority of respondents agreed that there is a shortage of development finance experts in South Africa and that local universities should begin to offer students an undergraduate degree majoring in development finance specifically. It is recommended that in order for future development finance research, pedagogy, and practice to be more meaningful, greater conceptual clarity and more consistent usage of terminology and subject boundaries should be employed by stakeholders.

The study was written utilising the theoretical paradigm of Social Responsibility Theory, as this is largely deemed the most ethical guide in testing South African journalism. The research was conducted in accordance with the Independent Complaints Authority of South Africa (ICASA) regulations that govern broadcast media during elections. The second part of the analysis deconstructed the SABC’s media coverage of the 2014 election through Media Monitoring Africa – a non-profit organisation that monitors and reports on media coverage of elections, whilst simultaneously taking ICASA stipulated guidelines into account. The MMA and ICASA equipped the study with reports which were compiled after an intense monitoring of SABC’s coverage of the 2014 election. Through the analysis of political parties’ accessibility to the election broadcast programmes on SABC platforms, the study concluded that although there were errors, the SABC treated all parties fairly during the 2014 general elections. The study also found that poor corporate governance at the SABC did not impact directly on the public broadcaster’s ability to deliver fair election broadcasting. By conforming to the social responsibility role that calls for high professional conduct, fairness and objectivity as expected in the public broadcaster, this study found that the SABC was committed to a fair coverage of the 2014 election.

The economic impact of special economic zones: the case of Zimbabwe

Precisely, the study intends to establish whether the creation of economic zones resulted in increase in exports and attracting foreign direct investment. The study used times series data covering the period from 1995 to 2010. Using a conceptual framework adopted from Wang (2009), regression analysis of data using tax as the indicator of incentives was carried out. Firstly, data was transformed into natural logarithms for removal of data asymmetries given the wide variations of some of the variables. The data were subjected to ADF and PP tests for stationarity. The result showed that variables closely follow the normal distribution, a condition necessary for econometric modelling of time series data. The Johansen test was used to check for co-integration and validated that variables were not co-integrated. Analysis of the data revealed that tax incentives had an insignificant impact on both exports and FDIs in Zimbabwe, implying that SEZs did not have any positive effect on exports or FDI. The impulse response and variation decomposition tests were carried out to check responses of exports and FDI to shocks in taxes showed insignificant responses. The empirical results validated that there was no significant relationship between incentives and exports. This means that exports did not increase as expected. Based on these research findings, it can be concluded that special economic zones in Zimbabwe do not have an impact on exports. Regarding FDIs, the empirical results validated that the tax incentives placed on the scheme had an insignificant relationship with FDI inflows. This means that FDI inflows did not increase because of the introduction of the EPZ scheme. Similarly, based on these research findings, it can be concluded that special economic zones’ incentives do not support significant inflows of FDI into Zimbabwe. As Zimbabwe is re-introducing the SEZ scheme it is recommended that the country should enact investor friendly laws, reduce bureaucracy, create an enabling economic environment and exploit its comparative advantages if it is to optimize on the initiative.

- Description: The effect of FDI on economic growth is not a straight jacket. Literature has shown that the effect of FDI on economic growth can be either positive or negative. The positive effects of FDI can be caused by increase in output stimulated by new technological innovations and increase in capital flows. The negative effects could result in a ‘crowding out’ effect on domestic investments, external vulnerability and dependence, destructive competition of foreign affiliates with domestic firms, and market stealing effect due to poor absorptive capacity.This treatise will attempt to shed light on the effect foreign direct investment has on economic growth in South Africa in order to ascertain whether a positive or negative relationship exists between these two variables. This study thus aims to investigate, analyse and estimate the extent to which FDI impacts economic growth in South Africa. The findings of this research will provide policymakers, commercial businesses and scholars with relevant updated theoretical and empirical results that will assist relevant government policy makers in generating effective measures of attracting FDI if it proves to be beneficial for the host country. If the results of the study prove that FDIs do not generate positive spill over effects then the policymakers are thus obliged to formulate policies that will discourage FDIs from penetrating the host country’s economy.

- Description: Growing research in educational leadership and management shows that there are many factors that have an impact on the running of effective schools. Many people are now aware of the importance of the school management‟s role in guiding successful schools. This quantitative study was conducted in Gauteng where 100 school managers responded to a questionnaire which probed them about their conflict management and competence skills. The participants responded to a 40 item Likert scale instrument. Each of the items had five alternatives to choose from. The results demonstrate that many teachers were never trained in conflict management skills and that they also find it hard to resolve disputes in their schools. Furthermore, a majority of the participants attributed the dysfunctionality and lack of teacher commitment to the pervading unresolved conflicts in their schools. There was also consensus that intractable conflict adversely affects the culture of learning and teaching in schools. Among the recommendations highlighted at the end are to ensure that prospective school managers are empowered with conflict management skills before assuming their positions.

There is no evidence of any research on AVP conducted in the context of South African Schools to date. This research therefore aims to evaluate AVP training by the Quaker Peace Centre at five high schools on the Cape Flats. Taking a qualitative approach, the study provides a literary contextualization of the problem of violence in South African schools as well as the history of AVP programmes in South Africa and abroad. In respect of his data collection, the researcher used both evaluation forms submitted at the completion of training events, as well as a purpose-designed questionnaire, mailed to a convenience sample of 635 past participants in the training. The results of the study indicate that the AVP workshops have had an impact on the lives of the participants, and there is an acknowledgement of feelings of empowerment experienced by recipients, which enables sound recommendations to be made.

- Description: This study examines the degree to which the Truth and Reconciliation Commission hearings in East London have mitigated the impact of gross human rights violations on some of the Duncan Village victims. The research draws upon responses from a convenience sample of victims of apartheid atrocities guided by their own individual experiences, literature on conflict management, and TRC hearings that took place in other African states. The East London TRC hearings alert one to the brutality of the apartheid regime whose political intolerance unleashed violence against ordinary citizens of East London. Despite being seen as a witch hunt against the apartheid security establishment, most of the victims feel the TRC opened lines of communication between former enemies, although one cannot conclusively say that total reconciliation between victims and perpetrators has been achieved. Insofar as telling the truth is concerned, the concept defies unanimous acceptance as a contributor to peaceful co-existence. The mere fact that some perpetrators refused to appear before the TRC is an indication that the value attached to it differs from person to person, particularly in a situation where the political landscape is characterized by intimidation and fear. The treatise unveils the East London TRC as a platform for compromise as some of the victims felt anger and hatred for the perpetrators would amount to perpetual self-imposed ostracism. Noting that the TRC was never meant to hurt anyone, the treatise ushers one into a space where reconciliation takes precedence over vengeance.

- Description: This research was conducted to assess cultural diversity in the institutionalisation of the African Union (AU). Most researchers have found interest on the subject of cultural diversity that edifice the African Union because “Africa does not have a single culture not in religions, not in economic systems, and especially not in languages, the number of different languages spoken on the continent, numerous dialects not included, range as high as 2,000 or more languages. While some languages, such as Swahili, are spoken by millions, other languages may be spoken by only a handful” (Robert & Feldman, 2008: 267) The AU member states heads are quiet aware of the forces of cultural diversity in the Union, hence several workshops were carried out between member states heads to put together the cultural policy for the Union. There are also numerous policies on African cultural diversity that were approved previously by different organisations that intended to unify Africa before the African Union was formed. Those policies are aligned within the AU cultural policy - The Charter for African Renaissance that will be reviewed in length in Chapter 3 in the literature review. What comes as a mystery is that, even though the Charter for African Renaissance has unified and adopted various policies ethnic and religion segregations within states and between states is still visible in most African countries (ethnicity, language and religion will also be evaluated and a sample of various cultures found in African countries will also be discussed in Chapter 3 under literature review). The Charter for African Renaissance contains guiding principle and objectives of the AU pertaining cultural diversity and these objectives needs to be met. However the biggest well known challenge about policies is that in most cases they remain on paper and shelved, they never make that much difference to the society that they intend to change. As Cloete and Wissink (2000) will put it that “policies only exist because they need to bring about change, however, it is also possible to change policies on paper, whilst effecting no real social change" (2000: 239). African cultural diversity policies are as well littered with failed institutions and initiatives that have not been followed through to completion, or of promises that have been broken. The driving force for this research is that Africans has seen many false starts in the last few decades and they are desperate for change, they need to see democracy, development and institutional building in the African countries. African Union on the other hand has existed for a decade but it has not yet achieved its objectives. How do we know that this is not just another focus for a misplaced enthusiasm? Will the current initiatives of the AU fall by the wayside? Will the world continue to mock Africa as the land of broken promises, of criminalized and failed states that inevitably subvert the best intentions of their peoples and their development partners? Unfortunately these questions has influenced this investigation but cannot be answered by this paper. However this paper intends to find out if cultural diversity has an impact in the missed opportunities and broken promises of Africa and this will be examined in the structures of the African Union.

As a member of the International Community and its commitment to Peace and International Security, Botswana is obliged to take part in International interventions aimed at bringing peace, security and stability to Africa and the rest of the world. To this end the government of Botswana is always ready to release and deploy peacekeepers anywhere such calls are made by regional bodies such as the UN, AU or SADC. (Muyakwabo, 2013:2). The intervention of the BDF in the Somali civil war of 1992-1994 is a classic example of Botswana’s commitment to International Peace and Security. In response to the call by UN to assist Somalis, Botswana deployed a battalion sized BDF contingent of Peacekeepers to the United Nations Operation in Somalia (UNOSOM) to help bring peace and security to the nation of Somalia. (Bachelor, Kingman and Lamb 2000:21). This research study is an exploratory investigation into the experiences of the first Botswana Defence Force Peacekeepers who were deployed in the United Nations Peacekeeping Mission in Somalia (UNOSOM) 1993-1995. Seventeen peacekeepers were interviewed who have participated in both UNOSOM I and UNOSOM II. A thematic analysis of the text was undertaken, in which themes emerged to document and highlight the difficulties that the peacekeepers experienced in Somalia. Narratives from the transcribed interviews were reviewed with the participants and logical analysis by the researcher provided further clarification of the data to understand the experiences of the peacekeepers. The peacekeepers’ descriptions of the situations they faced on the ground provided a new way into understanding the intricacies of traditional peacekeeping. Three fundamental themes emerged: the importance of peacekeeping education and training; the importance and need of logistical support, personal and contingent preparation; and the way forward in ensuring successful and effective peacekeeping by African armies.

Despite these potential benefits, FDI also has its negative effects on the host country in terms of market dominance, profit repatriation and loss of tax revenue if tax incentives are offered. In an effort to attract more FDI, host countries have undertaken various policy incentives to attract foreign investors. This study examines the trends and determinants of FDI flows to South Africa and other African countries. The period chosen for this study is from 1990- 2016. The study commences with a background study of FDI and GDP. Various literature offerings and different schools of thought with regard to FDI are also deliberated. To offer a better understanding of the relationship between FDI and GDP, econometric estimation was employed. The econometric estimation methods employed were, Unit Root, Johansen Cointegration, Vector Error Correction (VECM), Impulse Response Test, Variance Decomposition and the Granger Causality Test. Based on Granger causality test it can be concluded that South Africa’s economic growth attracts FDI and not vice versa. South Africa must therefore focus on growing its economy to attract more FDI.

- Description: Regional integration can refer to the trade unification between different states by partial or full abolition of customs tariffs on trade taking place within the borders of each state. This is meant in turn to lead to lower prices for distributors and consumers (as no customs duties are paid within the integrated area) and the goal is to increase trade. (Economic integration,1950, p66) According to Mattli (1999, p.42), the analysis of the first problem takes the decision to adopt an integration treaty as a given, and is primarily concerned with identifying the condition under which the process of integration is likely to succeed or to fail. Implementation of an agreement by heads of states to tie the economies of their countries closer together entails a lengthy process of establishing common roles, regulations, and policies that are either based on specific treaty provisions or derived from general principles and objectives written into the integration agreement. Regional integration can be applied for varying forms of economic co-ordination or co-operation amongst different neighbouring states, there will however always be different political agendas in the process. If there is a treaty amongst member states, this treaty has to be enforced or it may result in the development of differences. “In order to address national priorities through regional action most member states had been allocated the responsibility of co-ordinating one or more sectors. This involved proposing sector policies, strategies and priorities, and processing projects for inclusion in the sectoral programme, monitoring progress and reporting to the council of Ministers”. (Department of International Relations & Co-operation, Republic of South Africa). Richard Baldwin, Daniel Cohen, Andre Sapir and Anthony Venables argue that, using the same basic model as Bond and Sypropoulos (1996a), they consider trigger strategies such that initially there is inter-bloc free trade supported by the threat of perpetual trade war if any party breaks the agreement. Regional integration can be understood as the process of providing common rules, regulation, and policies for a region. Regional integration is defined as a process that allows member states to have access to each other’s markets on a voluntary basis and at various degrees. Economic, political, social and cultural benefits are realised from this interaction. (Lee MC, 1999, p30) Regional integration can be seen as co-operation in a broader context but can also be an important framework, through programmes within each regional bloc. According to (Keet ,2005,p22) since the birth of democratic South Africa, regional co-operation is also seen – in addition to the broader African aims-to be an important framework, through programmes within the Southern African Development Community (SADC), within which to address the gross imbalances created both within and between the economies of the region. Regional integration has become a way of assisting the emerging economies to be able to use their proximity to align their economies with the core for economic development. According to (Hamdok, 1998, p34) the effective implementation of regional integration is founded on an enabling environment that promotes accountability, transparency and respect for the rule of law. Also a strong institutional framework at the regional and national levels is fundamental to streamline regional agreements into national policies. In addition, the establishment of effective transnational implementation tools provide opportunities to push reforms conducive to good governance at the regional level. A clear demonstration of this can be observed in effective? legal systems and the need for a regional framework and related judicial institutions to provide an improved regional environment for private development. Integration always provides space for member states to assist in the development of other member states and which have a common economic approach to development. This is done in order to ensure that there are incentives for all member states as compared to those who are outside the bloc. As evidenced in the case of Europe, economic integration helps create a homogenous space and, to some extent, equalises living conditions and if all other regional blocs follow this process the benefit becomes greater. These appear to be prerequisites for a dialogue on the harmonisation of political stands. Indeed, an economic space that is physically integrated; where goods and services move speedily and smoothly; where, besides, the mobility of factors (manpower, capital, energy and inputs) are not subjected to hindrances; where, finally, microeconomic policies are harmonised, is likely to offer equal opportunities to all. Such a high degree of economic integration is not sustainable without a policy dialogue on issues that, at first, may not fall squarely under the rubrics of economic field; peace and security, defense, diplomacy etc. (Blayo N, 1998, P.5) The process of regional co-operation within the Southern African Development Community (SADC) started in in 1980 through the formation of the Co-ordinating Conference which was later changed to SADC IN 1992. Even though it is clear that the South African government played a dominant role because of its apartheid policies, the basic condition was to start the process of integration and open the process of economic co-operation within the region. The Governments of the Republic of South Africa, the Republic of Botswana, the Kingdom of Lesotho and the Kingdom of Swaziland- being desirous of maintaining the free interchange of goods between their countries and of applying the same tariffs and trade regulations to goods imported from outside the common customs area as hereinafter defined; “Recognising that the Customs Agreement on 29 June 1910 as amended from time to time , requires modification to provide for the continuance of the customs union arrangements in the changed circumstances on a basis designed to ensure the continued economic development of the customs union area as a whole, and to ensure in particular that these arrangements encourage the development of the less advanced members of the customs union and the diversification of their economies, and afford to all parties equitable benefits arising from trade among themselves and other countries”.(Government Notice, R 3914,p1). Even though there’s an acknowledgement that under the difficult conditions during apartheid, there was a need for the region to develop a common approach towards development and sustainable growth in the Southern African region. All countries in the region had to co-operate for long term sustainable economic growth, peace and security. “In 1980, the Southern African Development Co-ordination Conference (SADCC) was established with the major objectives of decreasing economic dependence on the apartheid regime and fostering regional development. The strategy adopted for meeting these objectives was regional development and co-operation. In 1992 SADCC was reborn, as the Southern African Development Community (SADC). The member states decided the time had come to move the region towards the creation of one regional market”. - Description: This thesis considers the impact which the Protection of State Information Bill will have on media freedom in South Africa. During apartheid, draconian laws prevented the media from reporting freely, and newspapers as well as the broadcast media were heavily censored. When the country became a democracy in 1994, the political grip on the media faded, and a new era of press freedom began. However, the Protection of State Information Bill is seen as a direct threat to that freedom. The Bill, also known as the Secrecy Bill, will classify state-related information and censor the media who make public or are found to be in possession of, classified information. For journalists this means that the way in which they report and what they report will be severely restricted. The Bill will also impact on the willingness of whistleblowers to come to the fore. This study looks at the importance of a free press, at how the Secrecy Bill evolved, and how opposition parties and civil society set about opposing it. It will examine democracy and its relationship with a free press, and do a policy analysis of the Bill. It will also look at how civil society organisations came together to oppose the Bill, and some of the changes which came about as a result of this opposition.

- Description: This thesis considers the impact which the Protection of State Information Bill will have on media freedom in South Africa. During apartheid, draconian laws prevented the media from reporting freely, and newspapers as well as the broadcast media were heavily censored. When the country became a democracy in 1994, the political grip on the media faded, and a new era of press freedom began. However, the Protection of State Information Bill is seen as a direct threat to that freedom. The Bill, also known as the Secrecy Bill, will classify state-related information and censor the media who make public or are found to be in possession of, classified information. For journalists this means that the way in which they report and what they report will be severely restricted. The Bill will also impact on the willingness of whistleblowers to come to the fore. This study looks at the importance of a free press, at how the Secrecy Bill evolved, and how opposition parties and civil society set about opposing it. There is growing recognition that waste re-claimers contribute to the local economy, to public health and to environmental sustainability. However, they often face low social status, tragic living and working conditions, and little support from local governments. The waste reclaimers of the Raymond Mhlaba Municipal area are unemployed, experiencing a poorer quality of life and feeling even more socially and economically excluded from the rest of society because of the “limitations” on landfill salvaging currently. Moreover, they have developed feelings of resentment and anger that have resulted in defiant acts of trespassing and theft. This social development study highlights the implications of landfill closure for waste salvagers in Raymond Mhlaba Local Municipality. Landfilling has been the main method for municipal waste disposal in Raymond Mhlaba Local Municipality. To combat the effects of uncontrolled release of landfill gases, the uncontrolled release of leachate that may affect water quality many landfills in the Eastern Cape are being considered for close down and for rehabilitation. To consider as well is the socio-economic backlog and anticipated population growth in the province, which means that landfill salvaging will continue to be an important source of revenue for the poor and homeless. This research used observation, semi-structured one-on-one interviewing, focus group interviewing and questionnaires as well as conducted a review of waste management policy-related documents and secondary data analysis in this qualitative research to analyse the social and the economic impacts. The research found that waste reclaimers in the Raymond Mhlaba Local Municipality area disagreed with the closure of the Fort Beaufort landfill because of what the researcher assumed to be a lack of general environmental awareness and because of their vulnerability to poverty. Research findings also highlight that waste reclamation can be considered as a viable option to minimize waste at landfills and waste reclaimers have shown an increasing interest and commitment to being trained formally to continue reclamation work. This study has suggested disadvantages in rural landfill closure, without feasible alternatives. Focus must move away from extending waste collection and closing down landfills and instead improve final disposal and initiating minimisation- recycling programs as part of their strategies through the formation of waste cooperatives. This research suggests formalizing and controlling waste recovery to cater for the immediate and most basic needs of the poor. The recommendations will hopefully influence thinking about waste management policy planning and implementation in general, and be of service to furthering Raymond Mhlaba Local Municipality achieve goals of sustainable employment creation and poverty alleviation.

- Description: South Africa, with its establishment of the National Department of Small Business Development, in 2014, made its intentions known for wanting to create a conducive environment by developing and supporting small businesses and cooperatives through financial and non-financial provisions. Nevertheless, there is still a high failure rate of Small, Medium and Micro-sized Enterprises (SMMEs), many of them failing on their first year due to various challenges and circumstances, one of which is lack of access to finances. Banks have been and still are unwilling to provide SMMEs with loans due to SMMEs’ having high-risk levels of failure rates. This gap gives an opportunity to micro-finance institutions (MFIs) to provide financial support to the SMMEs, which comes with the challenge of properly screening the SMMEs and the possible risk of non-payment. The big question is whether MFIs are willing to support SMMEs and whether SMMEs are interested in obtaining support from MFIs. If so, what are the roles, functions and influence of MFIs towards the SMMEs? This study was undertaken to examine the impact and effectiveness of microfinance institutions (MFIs) in discharging their duties and responsibilities towards SMMEs in South Africa, by first considering the nature, challenges and scope of SMMEs as well as the nature and extent, risks, credit ratings, impact assessment and regulations that affect the products and services of MFIs. Both quantitative and qualitative research methodologies were used in this study. It was found that most SMMEs are making use of the products and services of MFIs. MFIs have been found to provide different reasons for supporting SMMEs, which were also measured and assessed against the previous study, and similar trends were found.The study further found the following: 65% of SMMEs needed microfinance assistance/support from MFIs, 54% of SMMEs were satisfied with the services rendered by MFIs, 35% of MFIs reached out to SMMEs, and 67% of SMMEs preferred formal and registered MFIs for financing of their business activities. The types of risks that most MFIs are faced with were found to be loan repayments from SMMEs, providing smaller loans in order to cater for multiple clients, client dropouts, financial regression, switching of clients, clients engaged with multiple competing MFIs, and making use of informal and unregistered MFIs. Natural disasters such as floods was found to be the least type of a risk. Most SMMEs (approximately 82%) have alluded to the use of informal and unregistered MFIs, due to the convenience of getting support, where there is no screening of the applications, in spite of higher loan interest rates. About 61% of MFIs happen to have a formal screening process of the loan application, which comprises mainly credit checks. No thorough vetting process is done on the clients. Some MFIs (approximately 39%) do not have criteria for assessing whether to fund or not to fund microenterprises, and this is a huge risk, as these MFIs are exposing themselves to non-repayment vulnerabilities by the SMMEs. About 63% of the MFIs were not aware of most of the rules and regulations that affect MFIs, which gives an indication that there is a lack of awareness, education and training.

- Description: Despite decades of public action by civil society, tourism education has been neglected by policy makers. This is mainly due to the fact that tourism practitioners have not yet developed strategies based on the needs of the communities. The apartheid system created an environment that continues to marginalise those living in poverty-stricken areas with no basic infrastructure. These areas are characterised by the absence of adequate tourism education, training and awareness of opportunities. In fact, tourism education is offered only at a limited number of public and private institutions even though government acknowledges that tourism education is a key element in growing the economy of a country. This study argues that there are many factors that influence the demand for international education. These are push and pull factors that motivate students to travel and study abroad. Push factors are factors that „push‟ tourists toward a particular destination and pull factors are those that „pull‟ tourists toward a destination. The former factors are the needs of the tourists and the latter determine whether or not the needs of the tourists will be met. The primary objective of the study was to obtain a better understanding of tourism and its connection to international education in an effort to attract more students and as a result cause a growth in the tourism industry. The study was based on three research objectives: The first objective was to determine what influences international students to come to Nelson Mandela Metropolitan University (NMMU) in terms of tourism attractions and activities. The second was to identify the different expectations that international students have about Port Elizabeth. The third objective was to determine the role of NMMU in attracting international students to select it as their primary host university. The main finding of the first objective is that there are push and pull factors which influence international students to come to NMMU. Students participate in individual or group activities such as entertainment, cultural activities, sporting events, sightseeing or shopping and study. Their travel is closely associated with their needs and related to the image of a destination. In terms of the second objective the main finding is that the dynamic, changing environment of Port Elizabeth influences their individual needs and aspirations. Their expectations are based on the motivation factor which stems from a need (a semester abroad and working out where it is best to do this). The decision starts with the collection of information on the various options and ends with the assessment of the traveling experience. The economic, political and technological environments all have an influence on the student needs and the decision made. The main finding in terms of the third objective is that the NMMU Office for International Education has to be creative and innovative in its marketing of the university, the city and the country in order to attract international students. In addition, NMMU must uphold and expand new competencies to continue to be a competitive study abroad destination for international students worldwide. The attractiveness of NMMU can be improved by increasing the marketing material that is being sent out to attract international students and by increasing the destination marketing strategies used by the NMMU Office for International Education.

- Description: The key debates after apartheid have been on the successes and shortcomings of the social and economic policies that were adopted after apartheid. The ANC government decided to approach poverty reduction by closing the inequality gap between racial groups in the country. It planned to provide services that would improve the poor people’s lives and also create employment to sustain development. To provide the necessary services, the government formulated two broad, but linked macroeconomic policies namely: the RDP and GEAR which focused on the demand and supply side respectively (Venter and Landsberg (2006). This indicated the importance with which the people’s welfare and growth were regarded by the South African government. It indicated that the government believed in pro-poor growth. The purpose of this study was to gain better and deeper understanding about poverty reduction since the 1994 political transition, from the poor people of Airport Valley (in the Nelson Mandela Metropolital Municipality), who experience poverty from the real world. The study attempted to find out from these people if there was improvement in their lives since democratisation. This qualitative and quantitative study used three methods of collecting data namely: a questionnaire, interviews and observation. The results of the study suggest that there has been lack of commitment by RDP and GEAR, as the conditions under which the people live and therefore their standard of living have not improved. The study recommends that the government should speed up the process of service delivery at Airport Valley and also include the people in decision making about the future of Airport Valley.
