- Description: The thesis seeks to understand how emerging communities borne out of the Fast Track Land Reform Programme in Zimbabwe have been able to ensure social cohesion and social service provision using farm level institutions. The Fast Track Programme brought together people from diverse backgrounds into new communities in the former commercial farming areas. The formation of new communities meant that, often, there were 'stranger households'living next to each other. Since 2000, these people have been involved in various processes aimed at turning clusters of homesteads into functioning communities through farm level institutions. Fast track land reform precipitated economic and political crisis in Zimbabwe characterised by a rapidly devaluating Zimbabwean dollar, enormous inflation and high unemployment figures. This economic crisis has impacted heavily on new farmers who find it increasingly difficult to afford inputs and access loans. They have formed social networks in response to these challenges, taking the form of farm level institutions such as farm committees, irrigation committees and health committees. The study uses case studies from small-scale 'A1 farmers‘ in Mazowe district which is in Mashonaland Central Province. It employs qualitative methodologies to enable a nuanced understanding of associational life in the new communities. Through focus group discussions, in-depth interviews, narratives, key informant interviews and institutional mapping the study outlines the formation, taxonomy, activities, roles, internal dynamics and social organisation of farm level institutions. The study also uses secondary data collected in 2007-08 by the Centre for Rural Development in the newly resettled areas in Mazowe. The major finding of the study is that farmers are organising in novel ways at grassroots levels to meet everyday challenges. These institutional forms however are internally weak, lacking leadership with a clear vision and they appear as if they are transitory in nature. They remain marginalised from national and global processes and isolated from critical connections to policy makers at all levels; thus A1 farmers remain voiceless and unable to have their interests addressed. Farm level institutions are at the forefront of the microeconomics of survival among these rural farmers. They are survivalist in nature and form, and this requires a major shift in focus if they are to be involved in developmental work. The institutions remain fragmented and compete amongst themselves for services from government without uniting as A1 farmers with similar interests and challenges.

The country’s commercial cereal food import capacity has not been an exception as it has also been greatly affected by the poor performance of the agricultural sector and the shortage of foreign currency that hit the country in the past few years. Secondary data on food aid, commercial cereal imports and cereal food production was obtained from World Food Programme (WFP), Food and Agriculture Organisation (FAO), the Grain Marketing Board (GMB) of Zimbabwe and from Zimbabwe Statistics (ZimSTATS) databases. This time series data was then analysed in the Vector Autoregression (VAR) analysis. Trends observed in the time series data reveal that commercial cereal food imports and cereal food aid inflows to Zimbabwe had been increasing between 1988 and 2008. Domestic cereal food production levels however were observed to have been declining within the same period. The restricted VAR model which was specified to investigate the short and long term effects of food aid on food production and on commercial food imports in the country revealed a low statistically significant positive relationship between domestic food production and food aid volumes. Results from the model also indicated a negative relationship between commercial food imports and food aid volumes. This means that as food aid volumes to Zimbabwe increase, the volume of commercial cereal food imported into Zimbabwe falls. This result therefore suggests that food aid in the country had a displacement effect on commercial cereal food imports in the short term. The results of the Granger causality test and the estimation of the Impulse Response Functions also helped to confirm and reinforce these findings from the vector error correction model. The conclusions drawn from the study were that the responsiveness of domestic food supply, that is, cereal production, to food aid inflows in the short term has been elastic. That is to say, an increase in food aid inflows would influence an increase in the level of domestic food production in the short term. However, in the long term, findings confirm that food aid does indeed discourage domestic food production in the country. Also, for the relationship between food aid and commercial food imports, it can be concluded from the study findings that food aid in the short term has caused a reduction in commercial food imports whereas in the long term, food aid inflows have actually stimulated the commercial food import capacity. In recommendation, the Government of Zimbabwe, the private and public institutions as well as the Non-Governmental Organisations should partner and work together in defining the criteria for vulnerability assessment, food aid targeting and distribution, and in the implementation of strategies for ensuring national food availability. Such partnerships would help in ensuring the sustainability of food aid and food security in Zimbabwe, which is the main goal.

- Description: The purpose of the study was to evaluate the impact of implementing capacity building strategies on the provision of health services in the central region of Malawi. The study intended to determine why a lack of quality services is still prevailing in the health services in the central region despite implementing capacity building strategies aimed at improving the delivery of health services. In addition to this, to come up with recommendations to improve the implementation of the existing capacity building strategies so that the implementation results in the intended impact, that is efficient and effective provision of health services in the central region of Malawi. The studies reviewed what various scholars have written on capacity building in order to ground capacity building in Public Administration and provide the study with a conceptual, theoretical and legislative framework. This enabled the researcher to describe the nature and place of capacity building in Public Administration. It was evident from the review that the implementation of capacity building strategies is a systematic process which requires that chief officials follow all the steps in order to effectively and efficiently implement the capacity building strategies so that the intended impact is achieved. In this regard, capacity building is a management function which requires that chief officials play an enabling role by providing the necessary resources (both human and financial) and policies that support the implementation of capacity building strategies. The study used both quantitative and qualitative research methods whereby thirty-five respondents composed of political office-bearers and chief officials from Lilongwe, Dedza, Mchinji and Dowa districts and Ministry of Health Headquarters in the central region of Malawi were given self-administered questionnaires to complete. Face-to-face interviews and document analysis were also used as research methods. The intention was to determine the problems that are being experienced in the implementation of the existing capacity building strategies and find out if the strategies are resulting in the intended impact. The study findings confirmed that there are indeed problems being experienced in the implementation of the existing capacity building strategies, namely: inadequate human and financial resources, corruption, political interference, lack of consultation with stakeholders and lack of political will to make sure that the implementation of the capacity building strategies is effectively and efficiently done. It was also revealed that the implementation of the existing capacity building strategies is impacting negatively on the provision of health services in the central region of Malawi, hence indicating a need to change in approach. The study concludes that in order for the capacity building strategies to achieve the intended impact there is a need to broaden the scope of the legal framework on health capacity building strategies in Malawi, enforce the use of performance standards and improve the operational framework to gain efficiencies and effectiveness from current investments in capacity building.

The animals were grouped according to age categories. The grouping was as follows: Group 1 (6 ≤ 8 months), Group 2 (9 ≤ 12 months) and Group 3 (13 ≤ 16 months). Blood samples for CK determination were collected at exanguination using disposable vacutainer tubes. Representative samples of the Muscularis longissimuss thoracis et. lumborum (LTL) muscle were taken for the determination of ultimate pH (pHu), colour (L*-lightness, b*- redness and a*- yellowness), thawing and cooking losses and meat tenderness. Significant (P<0.01) breed effects were observed on CK levels with Dormer having the highest CK values. Significant linear relationships were observed between pre-slaughter condition and CK levels. There were positive correlations between colour coordinates L* and b* (r =+0.22) and between a* and b* (r =+0.63). Cooking loss and Warner Braztler Shear Force (WBSF) values were positively correlated (r =+0.29). The Principal Component Analysis (PCA) showed a significant variance for CK and between physico-chemical characteristics of mutton. There were no relationships between CK levels and physico-chemical characteristics of mutton. Significant breed and age effects on pHu, L, a*, b*, thaw %, CL and WBSF of mutton were observed. iv It was concluded that, pre-slaughter conditions affect CK levels and physico-chemical characteristics of mutton. However, there were no relationships between CK levels and physico-chemical characteristics of mutton.

The treatment of brewery effluent using an integrated high rate algal ponding system

- Description: The application of high rate algal ponds (HRAP) in the treatment of brewery effluent that met the South African Department of Water Affairs and Forestry's (DWAF) general limits for discharge into a natural water resource of 1998 were tested during a lO-month baseline phase, followed by an 11-month optimization phase. The objective of the baseline phase was to monitor the seasonal performance of HRAPs. The hydraulic retention time (HRT) fluctuated between 11.16 d and 12.00 d in HRAPs. The chemical oxygen demand (COD) increased from 130.12 ± 6.94 mg/L (post-AD), to 171.21 ± 7.99 mg/L (post-HRAP) . The presence of algal cells and evaporation contributed towards an increase in post-HRAP COD. The ammonia (NH₄-N) concentration decreased from 46.59 ± 2.47 mg/L (post-AD), to 1.08 ± 0.12 mg/L (post-HRAP). The nitrite (NO₂- N) concentration remained below 1.00 mg/L in post-pilot plant AD, post-PFP and post-HRAP effluent. The phosphate (PO₄-P) concentration decreased from 29.81 ± 1.39 mg/L (post-AD) to 17.30 ± 1.16 mg/L PO₄-P. The objective of the optimization phase was to manipulate the HRT to achieve the maximum treatment rate that met the DWAF general limits for discharge into a natural water resource of 1998. Nitrogen (as NH₄-N, NO₃-N, NO₂-N) removal efficiency was used as an indicator of nutrient removal success. HRT was influenced by season. The optimal HRT for autumn was 4.30 d at a temperature of 20.53ºC in HRAP A2 (heated) and 18.96ºC in HRAP B2 (ambient). The optimal HRT for summer was 2.74 d at 29.90ºC in HRAP A2 (heated) and 26.36ºC in HRAP B2 (ambient). The COD decreased from 152.33 ± 4.85 mg/L (post-AD) to 95 .00 ± 3.75 mg/L (post-HRAP A2), and to 100.82 ± 5.93 mg/L (post-HRAP B2). The incoming NH₄-N concentration decreased from 42.53 ± 1.38 mg/ L (post-AD), to 1.70 ± 0.81 mg/ L (post-HRAP) . The nitrate (NO₃-N) concentration post-HRAP was 12 - 14 mg/L. The main methods for NH₄-N removal were probably NH₄-N volatilization through algal uptake. HRAPs were able to lower nitrogen and phosphorous concentrations to within the DWAF limits under normal operating conditions. It is recommended that HRAP treated brewery wastewater be used for irrigation after salt removal, or alternatively, for groundwater recharge . Regulatory exemptions would be required for higher than permitted COD and EC concentrations to enable these actions.

- Description: The application of high rate algal ponds (HRAP) in the treatment of brewery effluent that met the South African Department of Water Affairs and Forestry's (DWAF) general limits for discharge into a natural water resource of 1998 were tested during a lO-month baseline phase, followed by an 11-month optimization phase. The objective of the baseline phase was to monitor the seasonal performance of HRAPs. The hydraulic retention time (HRT) fluctuated between 11.16 d and 12.00 d in HRAPs. The chemical oxygen demand (COD) increased from 130.12 ± 6.94 mg/L (post-AD), to 171.21 ± 7.99 mg/L (post-HRAP) . The presence of algal cells and evaporation contributed towards an increase in post-HRAP COD. The ammonia (NH₄-N) concentration decreased from 46.59 ± 2.47 mg/L (post-AD), to 1.08 ± 0.12 mg/L (post-HRAP). The nitrite (NO₂- N) concentration remained below 1.00 mg/L in post-pilot plant AD, post-PFP and post-HRAP effluent. The phosphate (PO₄-P) concentration decreased from 29.81 ± 1.39 mg/L (post-AD) to 17.30 ± 1.16 mg/L PO₄-P. The objective of the optimization phase was to manipulate the HRT to achieve the maximum treatment rate that met the DWAF general limits for discharge into a natural water resource of 1998. Nitrogen (as NH₄-N, NO₃-N, NO₂-N) removal efficiency was used as an indicator of nutrient removal success. HRT was influenced by season. The optimal HRT for autumn was 4.30 d at a temperature of 20.53ºC in HRAP A2 (heated) and 18.96ºC in HRAP B2 (ambient). The optimal HRT for summer was 2.74 d at 29.90ºC in HRAP A2 (heated) and 26.36ºC in HRAP B2 (ambient). The COD decreased from 152.33 ± 4.85 mg/L (post-AD) to 95 .00 ± 3.75 mg/L (post-HRAP A2), and to 100.82 ± 5.93 mg/L (post-HRAP B2). The incoming NH₄-N concentration decreased from 42.53 ± 1.38 mg/ L (post-AD), to 1.70 ± 0.81 mg/ L (post-HRAP) . The nitrate (NO₃-N) concentration post-HRAP was 12 - 14 mg/L. The main methods for NH₄-N removal were probably NH₄-N volatilization through algal uptake. HRAPs were able to lower nitrogen and phosphorous concentrations to within the DWAF limits under normal operating conditions. It is recommended that HRAP treated brewery wastewater be used for irrigation after salt removal, or alternatively, for groundwater recharge . Regulatory exemptions would be required for higher than permitted COD and EC concentrations to enable these actions.

Because group-hunting enabled predation on a broader weight range of prey, cheetah K was influenced by the ratio of male coalition cheetah to solitary cheetah in the population. The refined K regression model is derived from ecosystems supporting an intact carnivore guild. A mechanistic approach to estimating K, based on Caughley‟s (1977) maximum sustainable yield model, therefore better predicted cheetah K in systems devoid of lion Panthera leo and African wild dog Lycaon pictus, which were found to suppress cheetah density. Determining the willingness-to-pay for the removal of a local undesirable land use

- Description: A manganese ore dump and oil tank farm have been situated in the Port Elizabeth harbour for more than forty years. Although these facilities are independently operated and managed, they are viewed as one distinct disamenity, and there is strong local opposition to their continued location in the harbour. The negative environmental impacts (for example, water and air pollution) caused by the ore dump and tank farm have been well documented. This pollution takes the form of oil leaks from the oil tank farm, and ore dust pollution from the manganese ore dump. The air pollution caused by the manganese ore dump is a result of the dump currently being an open air handling and storage facility. The ore dust is dispersed into the air due to strong prevailing winds in the Bay and has resulted in respiratory illnesses of residents living in close proximity to the facility. Oil pollution, due to leakages experienced at the oil tank farm, has extended far beyond the periphery of the harbour. Inter alia, there has been a decline in local fish populations, as well as a decline in passive and active use satisfaction associated with the adjacent beach area, i.e. Kings Beach. These oil leakages, first reported in 2001, could have a detrimental effect on the Blue Flag status of this beach, as well as the Blue Flag status of other beaches situated further up the coast. The lease agreements for the oil tank farm and manganese ore dump are set to expire in 2014 and 2016, respectively. As yet, there is no consensus on when these disamenities will be (re)moved. In order to mitigate the secondary impacts of these facilities, both of them should be removed. Although these impacts should be the focus of public policy debates and cost-benefit assessments, no direct valuation method exists to value the economic cost to affected communities. Instead, non-market valuation methods, such as the contingent valuation method (CVM), are often applied to assign values to these economic costs. This study seeks to determine Nelson Mandela Bay households‟ preferences for the immediate removal of the manganese ore dump and oil tank farm from the Port Elizabeth harbour. This case was selected since it represents a current public policy debate issue that has not been resolved. Monetary estimates of people‟s preferences for the removal of pollution-creating activities can assist policy-makers and other stakeholders when locating industries in an urban setting. These estimates can also be of use in understanding the benefits associated with air and water quality improvement projects. The primary valuation technique used in this study is the CVM. This method was chosen as it is capable of measuring the economic significance of lost passive-use values of individuals affected by negative externalities. Both a non-parametric and a parametric estimate of mean willingness-to-pay (WTP) were derived. On average, a respondent was willing to pay a once-off amount of between R47.09 (non-parametric estimate) and R93.21 (parametric estimate). Non-parametric estimation (via the Turnbull estimator) was conducted to test the sensitivity of the parametric results (via a logit model). The logit model‟s results showed that the probability of a „yes‟ answer to the referendum question varies with a number of covariates in a realistic and expected way, which offers some support for the construct validity of this CV study. Household income, education, age, and disamenity awareness were significant determinants of individuals‟ responses to the WTP question. A summary of the findings of WTP estimates for both parametric and non-parametric analysis is provided in Table 1. Three primary recommendations stem from this study. Firstly, the study used a relatively small sample size. Although it was sufficient for a pilot study it is recommended that future research into this issue should aim for a much larger sample size to ensure more precise estimates of the WTP for the removal of the disamenity. Secondly, the conservative non-parametric mean WTP estimate should be used as opposed to the higher parametric mean WTP estimate. Third, the aggregate WTP estimation constitutes only a partial analysis of cost. A number of other factors and value streams need to be analysed and compared with the cost estimates generated by this study if adequate holistic decision-making is to take place with regard to the removal of the manganese ore dump and oil tank farm. More specifically, the total WTP estimated in this study should be viewed as only one input into a comprehensive social cost-benefit analysis to determine the desirability of the removal of this disamenity for wider society.

- Description: The main objective of the study is to explore how cloth, the body and movement are able to communicate possible symbolic meaning in Loïe Fuller’s Serpentine Dance film and Moderat’s Rusty Nails music video. The study further attempts to establish the characteristics of fashion film to include cloth, the body and movement and provide a methodology that locates fashion film as a sign system using a visual semiotic analysis framework. The films were then compared and contrasted to determine similarities and differences in their use of cloth, the body and movement. The findings from the film analysis suggest that cloth, the body and movement communicate symbolic meaning in the films based on their associated meanings that are generated both inside and outside the film context. By focussing on cloth, the body and movement as primary communicators (rather than secondary or supporting communicators) in film, new meanings can be interpreted from their interrelationship. The results inform new ways for fashion designers and fashion filmmakers to engage with cloth, the body and movement in fashion film.

- Description: South Africa is currently the world’s third most biodiverse country, with one of the highest concentrations of threatened biodiversity in the world. Emerging research reveals the increasing pressure on this biodiversity with many wild resources continuing to be utilised for livelihood purposes even within urban environments. The Rio conventions, particularly the CBD, call for an integrated approach to conservation that incorporates local environmental knowledge and practices. In a bid to market itself as globally competitive, South Africa’s Curriculum 2005 (C 2005) is primarily focused on Western-based scientific knowledge, which sidelines the contribution of indigenous knowledge systems (IKS) and ignores the holistic nature of indigenous worldviews. The Inkcubeko Nendalo programme is designed to revitalise cultural identity, showing children the value of local indigenous knowledge and cultural environmental values.

Emerging research reveals the increasing pressure on this biodiversity with many wild resources continuing to be utilised for livelihood purposes even within urban environments. The Rio conventions, particularly the CBD, call for an integrated approach to conservation that incorporates local environmental knowledge and practices. In a bid to market itself as globally competitive, South Africa’s Curriculum 2005 (C 2005) is primarily focused on Western-based scientific knowledge, which sidelines the contribution of indigenous knowledge systems (IKS) and ignores the holistic nature of indigenous worldviews. The Inkcubeko Nendalo programme is designed to revitalise cultural identity, showing children the value of local indigenous knowledge and cultural environmental values.

In previous research an information security management framework and toolbox was developed to assist SMMEs in drafting information security policies. Although this research was of some help to SMMEs, further research has shown that an even greater problem exists with the governance of information security as a result of the advancements that have been identified in information security literature. The aim of this dissertation is therefore to establish an information security governance framework that requires minimal effort and little expertise to alleviate governance problems. It is believed that such a framework would be useful for SMMEs and would result in the improved implementation of information security governance.

We tested the spatial and temporal consistency of the effects of patch-size by sampling 7 independent regions spanning the distributional range of both species of limpets, and by sampling one region at monthly intervals for 1 year. Within each region or month, 4 small patches (<20 m in length) interspersed with the 4 large patches (>60 m in length) were sampled. Across the entire geographic range and throughout the year, there were more of both species of limpets in large patches than in small patches. In most regions, there was greater variability in large patches than small patches. Variability within patches in a single region was similar throughout the year, with greater variability of both species in large than in small patches. We found little influence of the mode of development on the response of limpets to patch-size. Our findings highlight the importance of understanding patterns of distribution of species with respect to habitat heterogeneity in linear landscapes, and contradict the idea that organism mobility at an early ontogenetic stage directly affects habitat use.

This document aims to combine the vision and principles that we aspire towards, with practical relations in the working workplace and economy, in trade unions and in broader society. The issue of gender equality has been on our agenda since the formation of COSATU. However, we require a policy framework to guide our struggles to transform gender relations in the current period. It is therefore important that we reflect on progress in taking forward the vision and programmes adopted on several Congresses since COSATU inception. In broad terms, progress to realise these resolutions has been uneven and varies between affiliates. COSATU and its affiliates are guided by a vision of a society free of sexism, racism, class exploitation, and other forms of oppression. We envisage a future where women participate equally in the economy and society without barriers, and where women are emancipated from all forms of oppression in the household, the workplace and in broader society. We have a vision of a trade union movement as a home for women workers. This policy document was debated and adopted and the National Gender Conference (held on 5-7 July 2000). It is tabled at Congress for discussion and adoption. Once it has been adopted by the Congress all affiliates will have to give expression to this broad framework in their own policies.
