- Description: This study is motivated by a gap in a competent framework to adequately compensate communities whose land are expropriated for public use by the Government of Zimbabwe. It seeks to explore the extent to which the Memorandum of Understanding between the Mberengwa Rural District Council and the affected people of Mberengwa resulted in a fair and adequate compensation which specifically provided for rehabilitated livelihoods. The main objective is to determine whether the compensation was adequate and satisfying for the Mberengwa community and to this end, a qualitative methodology is utilised to collect and analyse data. The findings reveal that the Memorandum of Understanding did not provide for adequate land that adequately compensated for the expropriated land. The affected community also did not benefit from a possible rehabilitation of livelihoods. By the end of the study, the Mberengwa compensation had not been concluded and the programme, which was expected to be completed in October 2015, had not closed. The researcher recommends a competent project management strategy, PRINCE2 to ensure comprehensive planning that ensures stage-based delivery of the agreed compensation products. Thus, an understanding of an animal’s activity patterns provides insights into how and why they are using landscapes in the manner in which they do. Camera trap surveys, typically used to record the occurrence of species of interest, are also an efficient way to collect data regarding animal activity patterns but require robust analytical methods. The analysis of camera trap data requires assumptions that may differ for camera trap surveys that estimate occurrence or activity. One such assumption is temporal independence. This refers to the removal of images within a specified time interval, as these images are assumed to be images of the same individual. This assumption stems from the use of-time-to-independence in occurrence or density-based studies, where it reduces overestimation of animal counts. In studies of animal activity, this assumption is generally used, even though animal behaviour or activity occurs continuously over time and as such should be measured over time. I analysed 112 467 images of eight cooccurring species, to test the effect across various times to independence, these being set at 1, 5, 10, 15, 30 and 60 minutes. Time-to-independence resulted in significant loss of data and biased the interpretation of the activity patterns of species and interactions amongst species, particularly for herbivorous social species. In light of these findings, activity pattern estimates based on camera trap studies should be cautious when using time-to-independence. I then explore ‘habitat use’ in space and time by domestic and indigenous ungulates using a camera trap survey. Domestic ungulates (livestock) have become common place on rangelands and may compete with native species. It was hypothesised that there will be overlap in habitat use by livestock and indigenous ungulates. My results show that indigenous ungulate species, particularly larger species such as kudu (Tragelaphus strepsiceros) and springbok (Antidorcas marsupialis), changed their spatial and temporal use as a result of the presence of domestic ungulates. A quantitative research style was followed by this research. An electronic quantitative questionnaire was distributed to South African civilians who are eligible to hold bank accounts in their own names. The research was then conducted on a sample size of 86 respondents. Due to limitations on time, this study utilised convenience sampling. Data gathered from the questionnaires was examined using statistical analysis to scrutinise the correlation between the variables used in the research model, this being Unified Theory of Acceptance and Use of Technology (UTAUT) model. The UTAUT is commonly used to predict and explain factors that influence the adoption of technology by users. - Description: The Renewable Energy Independent Power Producer Procurement (REIPPP) policy requirements set by the South Africa Government have shaped the responsibility of the socio-economic trajectory to include various stakeholders in the economy, such as the private sector companies that operate in and around areas affected by poverty and unemployment. The Eastern Cape is among the provinces of South Africa that are trapped in poverty (Edwards, 2003). The Eastern Cape Socio-Economic Consultative Council (2019) reported that in the first quarter of 2019 the Eastern Cape had the highest unemployment rate (34.7%) in the country and that the youth unemployment rate was at 50.8%; a record high. The Kouga Municipality, which is where the Rooidraai community is situated in Ward 13, has a population of 98 558 people of which 38 412 are economically active and of these, 21.5% are unemployed (StatsSA, 2019). In view of this, there seems to be a problem addressing poverty in the Eastern Cape, especially in rural communities. The aim of this study was to investigate if the Jeffrey’s Bay Wind Farm (JBWF) can create initiatives aimed at sustainable community development. In doing so, the research question will be answered, which entails investigating ways that the leaders of the Jeffrey’s Bay Wind Farm project can employ to improve the beekeeping initiative’s outcomes and perhaps launch future initiatives that are aimed at developing communities. The Rooidraai community was the study’s area of research. This area was chosen because the beekeeping initiative is mainly situated in this community and also because the majority of the beneficiaries are situated in this area. The dearth of research on issues pertaining to community development and sustainable livelihoods through beekeeping was a motivating factor to conduct the study. The problem statement highlighted that private sector companies are not particularly well versed with regard to community development approaches that deal with beneficiaries of projects that are imposed upon them that result in undesired outcomes that could have been avoided had proper processes been followed. The study used the theories of community development and sustainable livelihoods to assist in the research problem statement as these theories deal with issues of human development which have proposed approaches such as bottom-up development, self-reliance and giving voice to people at grassroots level. The study employed the qualitative approach due to its non-emergent nature and also the ability to predetermine methods of data collection and analysis through which semi-structured interviews, observations and field notes were employed as data collection tools and a thematic analysis and SLF analysis approaches were used as approaches for analysing the data. - Description: Humans impressively maintain a real-time approximation of their bodily form. For instance, one knows where one’s arm is, relative to the body, without needing to directly observe it. This ability, in part, allows humans to interact with the environment without direct observation. This bodily sense is referred to as ”proprioception“. The human body contains various proprioceptors, sensory neurons which provide information about the physical state of the body. This information, along with internal body representations that humans develop over time, allows one to maintain an approximation of their bodily form. Humans also possess an impressive sense of direction and navigation ability. For instance, a blindfolded human can move around a familiar environment and maintain an approximate sense of where they are within that environment. This ability is, in part, enabled by proprioception as it provides one with an approximation of the effects their actions have on their body. The field of Evolutionary Robots (ER) makes extensive use of robotic simulators to carry out simulated robotic evaluations. Research has been conducted into alternate forms of simulation and Simulator Neural Networks (SNNs) were subsequently developed. The speed and accuracy of these SNNs, relative to more typical simulation techniques, is what inspired the approach explored in this research. Robots do not necessarily possess the appropriate hardware to sense their position within an environment. Thus, it was proposed that SNNs could be incorporated into ER controllers to approximate the position of the robot. These SNNs would be executed in parallel to the robot and provide a constant approximation of the robot’s position. This would provide controllers with information that they would not otherwise have, albeit approximate information. Various experiments were carried out which examined both typical ER controllers as well as those which were augmented in the proposed fashion. The augmented controllers were found to outperform typical controllers as well as develop more advanced and efficient behaviours. Furthermore, the augmented controllers demonstrated the ability to solve tasks that regular controllers could not. A potential criticism of the approach suggested in this research is that ER controllers could hypothetically be trained in such a way that the proposed augmentation would be unnecessary. This possibility was investigated and it was found that successfully training controllers in such a manner would be unlikely. Furthermore, the effort involved in fine-tuning this training process would be greater than simply following the approach suggested in this research. Another potential drawback of the suggested approach involved the accuracy of the information that SNNs could provide to controllers. The approximated information was found to diverge over time and negatively affected controller performance. A method to address this issue was proposed and subsequently implemented. Presidential accountability for cabinet appointments in South Africa

- Description: The President’s power to appoint cabinet members in South Africa constitutes an essential part of the country’s constitutional framework. It is a discretionary power exercised by the President in his capacity as Head of State bestowed on him by the Constitution, which underpins cabinet appointments.The underlying debates in relation to the President’s power to make cabinet appointments lie between justiciability and non-justiciability. In this respect, there are two schools of thought regarding the question whether the exercise of such a power may be the subject of a judicial inquiry, and if so, to what extent. This thesis provides insight into the nature and origin of the President’s power to appoint cabinet members. It also delves deeply into issues raised by the doctrine of separation of powers surrounding the exercise of this power. The core focus of the thesis is on the extent to which the President can be held accountable for making cabinet appointments. The main argument advanced is that because South Africa is a country founded on the principles of constitutional supremacy and the rule of law, every exercise of public power should be subject to the Constitution, including the President’s power to appoint cabinet members. The determination of whether public power is in line with the dictates of the Constitution calls for an independent judiciary, with the power to rule on any aspect of societal disputes. In pursuit of the above, the thesis analyses the constitutional provisions and case law relevant to the President’s powers as Head of State. The research highlights, amongst others, the President’s duty to give reasons for cabinet appointments. On this point it is submitted that the President does have the constitutional obligation to give reasons for cabinet appointments. Comparisons with other jurisdictions on cabinet appointment processes and oversight mechanisms regarding the exercise of that power form the backdrop against which recommendations are made in the thesis. Proposals are advanced for increased legislative oversight in cabinet appointments. Such oversight should focus on inter alia, the President’s duty to furnish reasons for cabinet appointments. The thesis also proposes a constitutional framework in terms of which Parliament plays a role in the selection of appointees to cabinet. The rationale behind this recommendation is the minimising of instances in which the judiciary is accused of overreaching on the powers of the political organs of government. It is a discretionary power exercised by the President in his capacity as Head of State bestowed on him by the Constitution, which underpins cabinet appointments.The underlying debates in relation to the President’s power to make cabinet appointments lie between justiciability and non-justiciability. In this respect, there are two schools of thought regarding the question whether the exercise of such a power may be the subject of a judicial inquiry, and if so, to what extent. This thesis provides insight into the nature and origin of the President’s power to appoint cabinet members. It also delves deeply into issues raised by the doctrine of separation of powers surrounding the exercise of this power. The core focus of the thesis is on the extent to which the President can be held accountable for making cabinet appointments. The main argument advanced is that because South Africa is a country founded on the principles of constitutional supremacy and the rule of law, every exercise of public power should be subject to the Constitution, including the President’s power to appoint cabinet members. The determination of whether public power is in line with the dictates of the Constitution calls for an independent judiciary, with the power to rule on any aspect of societal disputes. In pursuit of the above, the thesis analyses the constitutional provisions and case law relevant to the President’s powers as Head of State. The research highlights, amongst others, the President’s duty to give reasons for cabinet appointments. On this point it is submitted that the President does have the constitutional obligation to give reasons for cabinet appointments. Comparisons with other jurisdictions on cabinet appointment processes and oversight mechanisms regarding the exercise of that power form the backdrop against which recommendations are made in the thesis. Proposals are advanced for increased legislative oversight in cabinet appointments. Such oversight should focus on inter alia, the President’s duty to furnish reasons for cabinet appointments. The thesis also proposes a constitutional framework in terms of which Parliament plays a role in the selection of appointees to cabinet. The rationale behind this recommendation is the minimising of instances in which the judiciary is accused of overreaching on the powers of the political organs of government. All while seeming to do nothing but throw a ball around.” The aim of this dissertation is to contextualize the conversation around femininity and netball for South Africa, specifically Nelson Mandela Bay. The research focuses on how netball remains an island of femininity in the sea of masculine sport. I draw on individual interviews with twelve (12) competitive netball players and ethnographic field work to examine the meaning of femininity in netball and women’s affinity to it. Using a Bourdieusian-feminist lens, I explain netball spaces as subfields of sport, structured by the configuration of valued capital(s). The findings revealed femininity as a valued capital in netball. It was a compliant femininity, characterised by the need to be aesthetically pleasing, levels of modesty, religiosity and pseudo-fragility. As players accrued netball femininity, they internalized associated dispositions as their own, a habitus. They would transmit and redeposit the habitus through interactions in the field during training sessions and matches. Therefore, this study attempts to provide a comparative analysis of these two sectors and in turn present a model for improving customer experience as a marketing tool. The execution of this study requires a literature review to investigate the field of customer experience. This literature review assisted in developing a conceptual model for customer experience in the attempt of improving customer experience quality. Furthermore, this Treatise pursues a positivistic research approach using quantitative methods of analysis. Factor analysis was conducted using data gathered from an online questionnaire disseminated via e-mail. The sample of this study was selected at random using convenience and snowball sampling. A sample size of n = 858 is used in this study. Descriptive and inferential statistical analysis were conducted on the data. The primary contribution of this study was the presentation and statistical assessment of an exploratory factor analysis of factors influencing customer experience in South Africa’s grocery retail and banking sectors. This study found that the independent factors of Brand Experience, Service Experience and Post-purchase Experience were all found to have a positive effect on the overall customer experience. In the grocery-retail sector, Post-purchase Experience was found to have a strong positive correlation with customer experience. Brand Experience and Service Experience were strongly correlated with each other as independent factors, but did not demonstrate any practical or statistical significance in relation to the dependent factor, Customer Experience. However, in the banking sector, all of these factors demonstrate positive correlations with Customer Experience that are statistically and practically significant. - Description: A method to map seafloor substrates using machine learning, based primarily on hydroacoustic data including multibeam bathymetry, backscatter, and side-scan sonar, has been developed. The aim was to produce a customdesigned benthic habitat classification method that digitally integrates marine geophysics and biological science data, with relevance to all elements of the local substrate, and this was the first time it was attempted in a South African context. The algorithm developed is able to produce bio-physical benthic habitat maps and this can be extended along the continental shelf of South Africa as new data setsare collected and the algorithm is supplemented. At the outset, this work has focused on broad categories of rock and detailed categories of sediment. Four study sites with varying substrate were selected to holistically build the algorithm that followed a tiered approach of machine learning: Table Bay, Clifton, Koeberg Harbour and Cape St Francis. Table Bay was used to develop a new method of physical seafloor classification, by comparing and contrasting a number of statistical algorithms and software programs. Clifton was used to test the developed clustering algorithm, and Koeberg which is 35 km to the north was used to validate the algorithm because sediment samples, along with drop camera footage, were integrated to better define the results. The resultant verified algorithm was tested at Cape St Francis, where Remotely Operated Vehicle (ROV) footage was acquired in addition to hydroacoustic data. In the first phase of the process towards developing an algorithm, a customised tool was created within ArcGIS using python scripting language to classify seafloor bathymetry, which can be applied to any area of seafloor whatsoever. The tool was based on pioneering work done by the National Oceanic and Atmospheric Administration (NOAA) on a benthic terrain modelling toolbox and adapted to include side-scan sonar data. In the second phase of work, multibeam bathymetry, backscatter and side-scan sonar data that were processed using Qimera, Fledermaus Geocoder Toolbox, and Navlog processing software, were classified using different machine learning techniques including Decision Trees, Random Forests, and k-means clustering computer algorithms. The results from these algorithms were compared to manually-digitised polygons which were created to classify the seafloor substrate distribution by identification of different textures. Integrating all results facilitated a quantitative comparison that illuminated advantages and disadvantages of each machine learning technique and ultimately the k-means clustering techniques were found to be the simplest to implement and understand and worked most efficiently based on their seafloor segmentation capabilities in Table Bay, against all three hydroacoustic data sets (multibeam bathymetry, backscatter and side-scan sonar). Using the Democratic Republic of Congo (DRC) as a case study, this evaluative research seeks to analyse how African executives and political elites continue to play a crucial role in inducing civil unrest and electoral violence. For African democracy to develop, there must be enforced resolutions to eradicate issues facing both procedural and substantive democracy on the continent. This research examined electoral violence and unconstitutional acts that aggravate electoral system abuse and diminish the consolidation of democracy in sub-Saharan African states, in particular the DRC. A specific focus on the leadership of Joseph Kabila in the DRC forms the case study component of this research. In 2016, elections were postponed in the DRC and the DRC’s constitutional court interpreted Article 70 and Article 73 of the constitution in a manner that allowed President Kabila to remain in office until a newly elected president was installed. The court’s ruling and interpretation of Article 70 and Article 73 was an attempt to avoid a power vacuum. The study evaluated the components that trigger the escalation of electoral violence in Sub-Saharan African states. The study reports on different contributory factors, including but not limited to, the impact of predatory and rent-seeking leadership towards electoral manipulation; and the effect of patron-client relations on democratic institutions. Even though elections are not the only indicator of democracy stability in a state, this study demonstrated how electoral violence threatens the consolidation of democracy in sub-Saharan African states, in particular the DRC. In examining electoral violence, a desktop analysis method, which was used in the study, involved the collection of data from existing resources in order to provide a more critical lens to understanding electoral violence in the DRC. - Description: The Post-Provisioning Model (PPM) is a Resource Allocation Model (RAM) used by the Department of Education to optimize the distribution of available educator resources to public schools. The Department of Education adopted the PPM to distribute the total available posts to all public schools in an “equitable, transparent and resource-efficient manner. The PPM is a formula-driven model that primarily allocates educators, as human capital, to public schools based on learner enrolment numbers. In addition to allocating teaching staff, the PPM allocates the School Management Team (SMT) to each school. The outcome of the PPM formula is called the Post-Provisioning Norm (PPN). The implementation of the PPM has presented various challenges in the management of public schools. The primary aims of this study were to investigate any possible weaknesses of the PPM and to critically evaluate and explore school managers’ views of the PPM in the management of public schools. For the purposes of this study a probability sampling procedure was used. The participants were chosen from the principals within the Department of Education in Amathole East District. The literature review undertaken and the field research findings in the fourth chapter revealed that there is a gap between the ideals of the PPM and its implementation. It was found that there was a poor understanding of the technical aspects of the PPM formula among senior managers of public schools. There is evidence of equitable quantitative distribution of posts through the PPM. However, it was discovered that the PPM does not take into account the distribution of qualified educators. - Description: The Post-Provisioning Model (PPM) is a Resource Allocation Model (RAM) used by the Department of Education to optimize the distribution of available educator resources to public schools. The Department of Education adopted the PPM to distribute the total available posts to all public schools in an “equitable, transparent and resource-efficient manner. The PPM is a formula-driven model that primarily allocates educators, as human capital, to public schools based on learner enrolment numbers. In addition to allocating teaching staff, the PPM allocates the School Management Team (SMT) to each school. The outcome of the PPM formula is called the Post-Provisioning Norm (PPN). The implementation of the PPM has presented various challenges in the management of public schools. The primary aims of this study were to investigate any possible weaknesses of the PPM and to critically evaluate and explore school managers’ views of the PPM in the management of public schools. For the purposes of this study a probability sampling procedure was used. The participants were chosen from the principals within the Department of Education in Amathole East District. The literature review undertaken and the field research findings in the fourth chapter revealed that there is a gap between the ideals of the PPM and its implementation. It was found that there was a poor understanding of the technical aspects of the PPM formula among senior managers of public schools. There is evidence of equitable quantitative distribution of posts through the PPM. However, it was discovered that the PPM does not take into account the distribution of qualified educators. In the germination studies, herein referred to as Experiment 1,laboratory assessments were laid out in a Complete Randomized Design (CRD) replicated four times to test seed germination, seedling emergence and seedling vigour of four Amaranthus accessions namely: A. Hypochondriacus, A. Retroflexus 1, A. Hybridus and A. Retroflexus 2. Data collection included germination percentage, radicle length, co-efficient of velocity of germination and seedling vigour. A.Retroflexus2 gave the highest germination percentage in summer (85%) and autumn (87.75%).Seed weight resulted in the highest germination percentage and was observed to have shown a high positive correlation of {R2=0.91} in summer and{R2=0.92} in autumn respectively. The highest seedling vigour (p<0.001) in summer was attained from A. Hypochondriacus and A. Retroflexus2.In the greenhouse in summer, the highest emergence percentage was observed from A. - Description: Special Economic Zones (SEZs) have been a global phenomenon since the 1960s and have been integral to the transformation of emerging and ailing economies. In 2002 the South African government identified SEZs as instruments for advancing its economy into a higher industrialisation path based the assessment of potential socio-economic gains. Past research findings, however, suggest that South African SEZs, when compared to international SEZ performances, are lagging behind both in terms of delivering a compelling SEZ value proposition and achieving the desired socio-economic gains. Limited research has been conducted on the factors which enable and dis-enable the success of SEZs in South Africa. This study evaluates the factors that enable and dis-enable the effectiveness of South African SEZs in achieving their socio-economic development objectives. Applying a qualitative case study methodology, research was conducted on the East London Industrial Development Zone(ELIDZ), one of the first SEZs to be designated in South Africa in 2002. The study finds that a weak SEZ regulatory framework characterised by slow delivery of important SEZ industrial support has dis-enabled South African SEZs. A complex business environment has also dis-enabled the competitiveness of South African SEZs. The study reveals that while it is easier to conduct business inside the SEZs, South African SEZs are not given adequate policy latitude to be an experimental ground to drive reform that will improve the ease of doing business in South Africa. A challenging labour market marred by low productivity, high production costs and inadequately skilled labour continue to challenge the success of SEZs in South Africa. Poor regional infrastructure and delays in the roll out of fiscal incentives, are also some of the factors that have dis-enabled the success of the East London IDZ. World-class infrastructure inside the ELIDZ, inherent locational competitive advantages and the existence of locational-specific non-fiscal incentives have, however, been the key enablers that have improved the competitiveness of the ELIDZ. Despite some of the notable dis-enablers to the competitiveness of South African SEZs, the ELIDZ has done well in achieving short-term static outcomes such as employment, exports, investment attraction and FDI despite some of the factors that had dis-enabled the zone. The leading cause of death globally is Tuberculosis (TB) and South Africa is amongst the top 5 countries most affected by TB. This is aggravated by high HIV/AIDS statistics. Children belowthe age of 4, between the ages of 4- 15, and women and men of working ages are highly affected by TB and it is the primary cause of death in these groups in the Ngaka Modiri Molema District. This study used study tools like Spatial Modelling, Geographic Information Systems and software like ArcGIS 10.5, TerrSet IDRISI 18.30, and secondary data from the North West Departmentof Health (Tier.net &DHIS) and also TB patients’ home addresses to investigate the accessibility of TB treatment in Ngaka Modiri Molema, in order to spatially visualize the distribution of a communicable disease like TB and public healthcare facilities in the Ngaka Modiri Molema (NMM) District and suggest optimum sites for hospital facilities. , Thesis (MSc) -- Faculty of Science, School of Environmental Sciences, 2022

Upwelling over submarine canyons: an in-situ and modelling approach

- Description: The iSimangaliso Wetland Park, located along the coastline of northern KwaZulu-Natal (KZN), hosts South Africa's only tropical coral reef system and is clustered with submarine canyons. These ecosystems support a flourishing diving and pelagic sportfishing industry in the area that contributes tens of millions of rand to the South African Gross Domestic Profit (GDP) annually as well as to provide income and job security for the majority of the local residents. Understanding the oceanographic dynamics, particularly upwelling events, will improve current knowledge of how the ecosystem works and may enhance conservation techniques. The upwelling events within the iSimangaliso Wetland Park results in the influx of cold and nutrient rich waters that supports biological productivity in the area. The complex oceanography, dominated by the Northern Agulhas Current and mesoscale eddies that stem from the Mozambique Channel and South East Madagascar Current (SEMC) is understudied and lacks understanding. This thesis aims to build upon the current knowledge of the upwelling events over the submarine canyons and the concurrent influence on the Mixed Layer Depth (MLD). At the submarine canyons, six anomalous cooling events were identified from surface and subsurface measurements extracted from the Operational Sea Surface Temperature and Ice Analysis (OSTIA) Sea Surface Temperature (SST) and from data collected using Underwater Temperature Recorders (UTRs) over a 12-month period. Depth-integrated lagged correlations showed a 2-to-7-hour lag period from the deep to shallow stations, suggesting that the anomalous cooling events are in fact upwelling events. Wind measurements from the Mbazwana Weather Station and snapshots of sea-level anomalies illustrated that the weaker and shorter upwelling events are driven either by alongshore wind stress or a cyclonic eddy event solely; whereas the stronger event was driven by the combination of both forcing mechanisms. An idealized canyon ocean model is used to interrogate the two forcing mechanisms more fully and showed that the most intense upwelling events are driven by the combined effect of upwelling-favourable alongshore wind stress and a cyclonic eddy which results in strong upward vertical velocity anomalies and the greatest shallowing (6.88 m) of the MLD. With the contribution of the in-situ measurements as a baseline study it is apparent that the idealised model does provide an improved understanding of the upwelling events and forcing mechanism over the submarine canyons within the iSimangaliso Wetland Park. , Thesis (MSc) -- Faculty of Science, Ocean Sciences, 2021
