Conservation, commercialisation and confusion: Harvesting of Ischyrolepis in a coastal forest, South Africa

- Description: Harvesting of non-timber forest products is an integral component of rural livelihoods throughout the developing world. At times this is at odds with conservation objectives. Reconciliation of the two requires examination of local level contexts and needs. This paper reports on the harvesting needs for Ischyrolepis by a rural community in South Africa, against the setting that they had recently been prohibited from harvesting by the local conservation officials. Interviews were conducted with conservation officials to understand the reasoning for the prohibition. Local demand for Ischyrolepis was assessed by household surveys, as well as in-depth interviews with traders. The density and size class distribution of Ischyrolepis was determined using transects. The total annual demand for Ischyrolepis was determined to be approximately only 2.7% of the standing crop. The bulk of the annual demand was for small-scale trade, the income from which was a primary source of income for the few harvesters. Very little evidence could be found indicating that harvesting was damaging the resource or its habitat, and local knowledge suggested that the abundance of the species was stimulated by harvesting. Even if market demand were to increase, the size of the shoots required means that less than 20% of the standing crop could be harvested annually. Current regulations around harvesting are in a state of revision, and hence confusion prevails regarding if harvesting is permissible, and if so, under what conditions, which is detrimental to both conservation and livelihoods.

For example, it is the first of the Millennium Development Goals and the second of their successor, the Sustainable Development Goals. Access to sufficient and nutritious food is deemed a basic human right. The latest FAO analysis of the “State of Food Insecurity in the World 2014” reports that 805 million people (approximately 11-12% of the world's population) are chronically undernourished (i.e. do not have sufficient energy intake over a period of at least one year). In sub-Saharan Africa the prevalence remains stubbornly high at 24%, the highest in the world. Whilst most interpret food insecurity to mean an insufficient quantity of food (as measured by the number of calories consumed), the widely accepted FAO definition considers four dimensions of food security, namely quantity, quality or diversity, access and use. Provision of enough calories on a daily basis is not sufficient if the diet lacks diversity and appropriate balance to provide the full range of minerals and vitamins necessary for proper health, or if the food available is culturally unacceptable. Thus, there is a pressing need for more nuanced analyses of food security against all four of the dimensions embedded in the concept. Additionally, it is important that these be measured at more local or regional levels because national statistics can mask alarming regional discrepancies in food security, or amongst particular sectors of society, such as recent migrants, refugees, female- or child-headed households, those vulnerable to HIV/AIDS or the landless, to mention just a few. For example, at a national level South Africa is considered a food secure nation with respect to staple requirements, and access to sufficient food is enshrined in the Constitution (Section 27, subsection 1b), but nationally one in twenty (i.e. approx. 2.5 million people) go to bed hungry most nights, and 23% of children below the age of 15 are physically stunted, severely stunted or wasted, due to the long-term ill effects of insufficient food or of inadequate diversity and quality. At a subnational level, there are marked differences between rural and urban populations and even between geographic areas (for example, the prevalence of stunting amongst boys less than 15 years old is 23% in the Eastern Cape, compared to 12% in Gauteng). Once again, despite being a food secure nation, nationally 40% of the population have a dietary diversity score of four or less, which is a cut-off point signifying poor dietary diversity which makes people more vulnerable to malnutrition and ill health, and in Limpopo and Northwest provinces it is as high as 66% and 61%, respectively.

We draw from research in India, South Africa, Sweden, and the United States to demonstrate the ubiquity and varied nature of urban foraging in different contexts. Across these different contexts, we distil seven themes that characterise and thereby advance thinking about research and the understanding of urban foraging. We show that it is widespread and occurs across a variety of urban spaces and places. The species used and the local practices vary between contexts, and are in constant flux as urban ecological and social settings change. This requires that urban foragers are knowledgeable about diverse species, harvest locations, and rights of access, and that their practices are adaptable to changing contexts. Despite its ubiquity, most cities have some forms of regulations that prohibit or discourage urban foraging. We highlight a few important exceptions that can provide prototypes and lessons for other cities regarding supportive policy frameworks and initiatives. The formulation of dynamic policy, design, and management strategies in support of urban foraging will benefit from understanding the common characteristics of foraging in cities worldwide, but also will require comprehension of the specific and dynamic contexts in which they would be implemented.

Key ones include the current high rates of population growth, inadequate planning and governance systems, concentration in small and medium-sized towns, and increasing urban poverty. These shape the extent, nature and use of ecosystem services provided by urban green infrastructure. This paper first examines the location of green infrastructure across nine towns, showing that it is unequal between suburbs and that the bulk is located under private tenure (74%) rather than in public spaces. We then consider the extent and patterns of use of selected provisioning and cultural ecosystem services from green infrastructure in different locations within towns, including private gardens, public parks and street trees. The results show significant use of green infrastructure for a range of provisioning and cultural services as well as its contribution to spiritual and mental wellbeing. Provisioning contributions are both in regular support of livelihood needs as well as increased use after a covariate shock (a flood), both of which help reduce household vulnerability. Lastly, our results show the expressed level of support and willingness-to-pay or work amongst urban residents for green infrastructure and the services it provides. Whilst the composite results indicate marked variation between and within towns, they show that there is widespread use of green infrastructure for both basic needs as well as for more aesthetic and psycho-spiritual appreciation and recreation, in small and medium-sized towns in a developing country such as South Africa.

Invasion of Euryops floribundus, a species indigenous to South Africa, is perceived to have reduced the grazing available for domestic livestock. Consequently, a programme of manual eradication has been implemented to improve the grazing resource and provide jobs for poverty alleviation. However, there is potential for a conflict of interest as our study shows that almost all households rely on Euryops for fuel and at times fencing material, whereas only a minority of households own livestock. Moreover, comparison of invaded and non-invaded sites indicated that the invaded sites harbour greater plant species richness and higher grass culm density per unit area of grass cover, as well as higher forb and litter cover. While invaded sites had lower grass cover, overall plant cover was no different between invaded and non-invaded sites. Multivariate analysis indicated no obvious differentiation in community composition between invaded and non-invaded areas, suggesting stronger drivers of community composition other than Euryops invasion presumed to be facilitated by the effects of high livestock densities. Overall, our study suggests that the clearing operation may well benefit from a better understanding of the social needs, perceptions of degradation by the various stakeholders and ecological dynamics of the area, especially local reliance on the resources, and the dynamics of the invasion, particularly its extent, rate of spread and susceptibility for re-invasion in the cleared areas.

The density of marula stems was measured in homestead plots, arable fields and the surrounding communal rangelands of each village. Fruit production was assessed by regular counting of fruit fall from marked trees of known size. Within the villages, fruit production was monitored via local community groups. Additional monitoring of fruiting was conducted on marked trees within local protected areas. The proportion of households planting or nurturing marula trees was determined through interviews with a stratified random sample of households. The density of marula trees was significantly higher in protected areas than the neighbouring communal lands, fields or homesteads. However, the majority of trees in protected areas were small, while those in homesteads were large and mature. Density of adult fruit-bearing female trees, was similar between the protected areas and homesteads, but less in fields and communal lands. S. birrea trees were maintained in 79 % of homesteads and 58 % of fields. Mean fruit yield per tree was significantly higher from village trees (less than 17 000 fruits) than protected area trees (more than 3 500 fruits), even after accounting for differences in tree size. The fresh mass of individual fruits was also greater on village trees than on trees in protected areas. Both these characteristics suggest some degree of historical selection of the trees in the homesteads and fields. There was a positive relationship between tree size and number of fruits produced.

Yet, at first glance, the developing world context around urban forestry debates seems to be poorly represented in the international peer-reviewed literature. This is examined in this paper, followed by a brief outline of ten key research areas for urban forestry in the developing world. A survey of the peer-reviewed literature confirms that almost 80% of articles come from the developed world context. This correlates with the greater availability of research finance and personnel from developed regions. However, there are urban forestry questions and issues that require examination in the developing world because they cannot simply be transferred from knowledge gleaned from and tested in a developed world context. Ten of these are briefly outlined as a catalyst towards greater attention to urban forestry in the developing world and their contributions to global debates and models.

This is especially so for the savanna biome in South Africa, even though it is the largest biome. This paper presents data from a quantitative study of resource use and value in three villages situated in the savannas of the poorest province of South Africa. The results demonstrated widespread use of a wide variety of NTFPs. There were no households that did not make use of at least one NTFP from the surrounding woodlands. The five contributing most to the total gross value per household were fuelwood, wild herbs, wild fruits, bushmeat and honey beer. The mean gross annual direct-use value at the three villages ranged from US$211 to US$324 per household, averaged across user and non-user households. The direct-use value to user households was approximately double this. The net value differed between specific NTFPs because of differential labour input. The net value represented between 39 and 86% of the gross value, with a mean of 63%. However, the use of opportunity costs of labour in such areas requires examination.

- Description: With increasing urbanisation there is concern regarding loss of experience and knowledge of biodiversity amongst urban populations. Yet biodiversity representations are retained in many art and functional forms, including names of places, buildings, institutions and streets. These manifestations offer a window to examine the relationship between humans and their experienced or imagined environment using a biocultural lens. I quantified the current prevalence of urban streets named after animals or plant species, the diversity of species represented, whether they are native or non-native, whether representative of the biome in which the town was situated and the change in prevalence through time. The street names of 48 towns in a one degree wide south-north belt across seven of South African’s biomes were captured and analysed. Of the 4,359 street names, 11.1% were named after plants (218 species) and 5.3% after animals (131 species), although some towns had none and others more than 40%. Approximately half of the plants were native to South Africa, whereas over 80% of the animals were. There was no correspondence between the species composition reflected in street names and the biome in which towns were located. The proportion of streets named after plants or animals has generally increased over the last two hundred years. These results provide insights into the bioculturally defined plants and animals that are valued by past and present urban communities, showing that they are generally from a wider array than can be found or experienced in the local setting.

- Description: With increasing urbanisation there is concern regarding loss of experience and knowledge of biodiversity amongst urban populations. Yet biodiversity representations are retained in many art and functional forms, including names of places, buildings, institutions and streets. These manifestations offer a window to examine the relationship between humans and their experienced or imagined environment using a biocultural lens. I quantified the current prevalence of urban streets named after animals or plant species, the diversity of species represented, whether they are native or non-native, whether representative of the biome in which the town was situated and the change in prevalence through time. The street names of 48 towns in a one degree wide south-north belt across seven of South African’s biomes were captured and analysed. Of the 4,359 street names, 11.1% were named after plants (218 species) and 5.3% after animals (131 species), although some towns had none and others more than 40%. Approximately half of the plants were native to South Africa, whereas over 80% of the animals were. There was no correspondence between the species composition reflected in street names and the biome in which towns were located. The proportion of streets named after plants or animals has generally increased over the last two hundred years. These results provide insights into the bioculturally defined plants and animals that are valued by past and present urban communities, showing that they are generally from a wider array than can be found or experienced in the local setting.

Comparison of plant diversity in protected and communal lands in the Bushbuckridge lowveld savanna, South Africa

- Description: Patterns of higher plant species richness and beta diversity were assessed using standard Modified-Whittaker plots in relation to land use, slope position and mean annual rainfall across a rainfall gradient in the savanna areas of the Bushbuckridge lowveld, South Africa. In particular, comparison of communal areas with adjacent protected areas was important in showing the impacts of potential changes in land use within an overarching catchment management plan. Although most of the protected areas considered preservation of biodiversity as their primary goal, they were characterised by significantly fewer plant species than the adjacent, highly utilised, communal lands, at both the plot and point scale. Slope position also had a significant effect on plant species richness, with eutrophic bottomlands having c. 30% more species than the dystrophic toplands. This adds weight to the need for greater public awareness for the judicious use and management of the sensitive bottomlands, which fringe the primary drainage lines that are vital for sustained supplies of good quality surface water in this semi-arid environment. The total number of species increased with increasing mean annual rainfall across the rainfall gradient. This suggests that, if the catchment management plan aims to identify additional areas for conservation, the higher rainfall areas should be the first to be assessed. Species turnover was greater along the rainfall gradient than the catenal gradient between toplands and bottomlands.
