- Description: Dwesa is a rural town situated in South Africa's Eastern Cape Province that has been selected as a testing site for an e-commerce project to address some of the challenges faced by the community. These challenges include difficulties stemming from poverty, poor access to public services, unemployment and low levels of literacy. The Siyakhula Living Lab project’s aim is to develop an e-commerce platform that will 'connect' the residents with the necessary access to services and markets by providing them with the necessary tools that can help in alleviating some of their challenges. In order for the project to achieve its objectives, a deeper understanding into the needs of the prospective users is required. User requirements elicitation deals with the process of interacting with the prospective users to understand and document their needs. This research aims at evaluating existing requirements elicitation techniques and methodologies in the context of rural information technology implementations. The primary objective is to develop a model for user requirements elicitation in Dwesa. Many requirements elicitation techniques and frameworks exist, but few have been evaluated in the context of rural software implementations. Requirements elicitation techniques should not be applied simply as steps to gather information. Instead this research project proposes a model that can be applied to assimilate the contribution of knowledge regarding the stakeholders, problem and solution characteristics, and other characteristics into the software development process for the effective elicitation of requirements.

These findings prompted the researcher to conduct a study in this field. The objectives of this study are to explore and describe the experiences of PLWAs with regard to the comprehensive ART management received from registered nurses at selected public primary healthcare clinics in Nelson Mandela Bay; and to develop guidelines for registered nurses that could facilitate them in rendering appropriate comprehensive ART management. Criterion-based, purposive sampling was used to select participants for the interviews. Ten in-depth unstructured interviews were conducted. Data was then transcribed and coded. - Description: The research conducted in this study focussed on advancing the knowledge database of diamineplatinum complexes on two frontiers: 1) the development of novel anticancer complexes, and 2) improvements in their synthetic chemistry. Novel square-planar dichloro and oxalato platinum(II) complexes were synthesized as potential anticancer agents in accordance with a comprehensive set of factors identified as being significant in optimizing such action. The nonleaving ligands consisted of asymmetric chelating chiral diamines of the form 1- (1-R-imidazol-2yl)(R')methanamine (R representing methyl, butyl and R' methyl, phenyl). The complexes were characterized by a host of spectral, thermal and crystallographic techniques. In addition, the stabilities of the complexes were monitored in aqueous and saline solutions. Cytotoxicity screening on three cultured cancer cell lines (MCF-7, HeLa and HT29) indicated the compounds, present as their respective racemates, to have rather modest activities relative to cisplatin; with complexes having the smallest substituents, R,R' = methyl, being most active. In recognition of the limitations of traditional silver-based syntheses of oxalatoplatinum(II) complexes, innovative non-silver methods were developed using the well known cancer drug, oxaliplatin, (trans-R,R-1,2- diaminocyclohexane)oxalatoplatinum(II), as a prototype. These involved direct ligand exchange reactions of the dichloro precursor, (trans-R,R-1,2- diaminocyclohexane)dichloroplatinum(II), with tetrabutylammonium oxalate in essentially non-aqueous solvents. A 90:10 mixture of isoamyl alcohol (3-methyl- 1-butanol):water, proved to be a promising solvent, enabling the recovery of pure oxaliplatin (~98 percent) after 9 hours at 88 °C in yields of up to 86 percent. In light of the perceived unique mode of anticancer action available to mononitroplatinum(IV) complexes (i.e. their STAT3-binding potential), octahedral diamineoxalatoplatinum(IV) complexes containing axially-coordinated nitro and halo co-ligands were synthesized and extensively characterized. Electrochemical studies revealed trends in reduction potential which could be correlated to structural / chemical traits of the coordinated diamine and axial ligands. The similarities of the determined cytotoxicities of the platinum(IV) compounds and their respective platinum(II) analogues, implicated reduction as a means of activation of the platinum(IV) complexes.

- Description: Traditional methods of providing public services to disadvantaged rural communities in South Africa have, over the years, proven to be inefficient and in most such communities, simply non-existent. Although the South African government has taken initiatives to make these public services cheaply and conveniently available online at national level, access at local municipal level is still lacking. The goal of this study is to develop a cost-effective e-government system that will contribute to improved provision of public services to the Dwesa area, a rural community in the Eastern Cape province of South Africa, by the government. A prototype construction approach was used, to develop a cost-effective four-modular web application. Interviews were conducted in the field, resulting in four e-government system modules, based on open-source software, developed and integrated to form a single, dynamic web component that will act as a one-stop shop for Dwesa community members. These are the Dwesa Online Application Centre (DOAC) to apply for important government documents and grants, the Dwesa Online Reporting Centre (DORC) to report various grievances to the responsible agencies, the Dwesa Forum Corner (DFC), a digital community, and the management back-end module. The Dwesa e-government portal was developed using Linux-Apache-MySQL-PHP (LAMP) technology, a Zoop framework to model the individual components and a JQUERY JavaScript library to increase the responsiveness of the user interfaces. The most significant contributions of this thesis have been the development of a cost-effective, integrated e-government functionality, applicable to disadvantaged communities, and the greater understanding this has given of the tools and methodologies that can be used to deliver public services efficiently to citizens. The final evaluation of this e-government system gives significant evidence that the e-government portal provides a solid foundation that will allow e-government implementation to raise the provision of public services to a higher level.

- Description: Both children and adults share a common, culturally distinct view of what it means to be male or female. These gender stereotypes are pervasive in society and daily social interactions, and influence all aspects of gender development (Golombok & Fivush, 1994). The inherent physical differences of boys and girls may have triggered the speculation and accompanying myths surrounding the existence of gender differences in childhood development. Many people believe that boys and girls follow a different developmental path that lead to gender differences in intellectual ability. An up-to-date and integrative review of theory and research on gender indicates two opposing perspectives on the topic, with substantial information supporting each view. However, this is the first study to examine and compare a sample of South African pre-school boys and girls from a truly holistic developmental perspective on the recently released Griffiths Mental Development Scales-Extended Revised (GMDS-ER). Developmental theorists have emphasized the profound impact early childhood development has on subsequent development, as it shapes the course of an individual’s life. Contemporary cognitive developmental theories, such as Demetriou’s (2000; 2004) developmental model of cognitive development, advance that child development does not progress in a fixed and predictable manner. Instead, Demetriou proposes that development occurs in a wave-like fashion, where the processes and functions of the various levels of the mind may be at differing points in their cycle of development. When one function progresses to a higher level, it unlocks the possibility for another function to advance to a different point in its cycle (Demetriou et al., 2002). As the significance of understanding the process of early childhood development more fully increases, so does the need to establish with more confidence the value and role of developmental assessment in the early identification of problems. The overall purpose of this study was to generate comparative information regarding the general development of a sample of 5- and 6-year-old South African pre-school boys and girls. Specifically, the study aimed to explore and describe the developmental profiles of pre-school boys and girls within the abovementioned age group with respect to their overall performance on the GMDS-ER as well as their performance on the six Subscales. Then, the mean General Quotients (GQ) and developmental profiles of the pre-school boys and girls obtained on the GMDS-ER were compared. An exploratory-descriptive quantitative research method was used. The sample (N = 64) was selected through a combination of non-probability, purposive and convenience xiii sampling. Within this framework, a between-subjects design in which matching was used to control extraneous variables, was employed. Data was analysed using descriptive statistics and independent sample t-tests to compare the GQs of the gender groups. A Hotellings T2 was used to compare the Subscale profiles. No significant gender differences were found when comparing the overall developmental and Subscale profiles of the boys and girls on the GMDS-ER. However, certain interesting trends did emerge from a review of the findings when compared to the literature review and previous studies. The information generated from this study has contributed to our knowledge base of the performance of South African children on the recently released GMDS-ER.

- Description: Common law does recognise the concept of dismissal based on operational requirements. It recognises dismissals that are based on breach of expressed or implied terms of contract of employment. The concept of operational requirements has its roots in the Labour Relations Act 28 of 1956. This Act recognised termination of employment of a number of employees due to ability, capacity, productivity, conduct and operational requirements and needs of undertaking industry trade or occupation of the employer as legitimate. Under the 1956 LRA, employers were allowed to dismiss employees if employees refused to accept the proposed change to conditions of employment. The dismissal is called lock-out dismissal. The question that this study seeks to examine is the relationship between automatic unfair dismissal in terms of section 187(1)(c) of the Labour Relations Act and dismissal for operational requirements. A dispute between the employer and employees regarding change to terms and conditions of employment is a mutual interest dispute; and it therefore falls under collective bargaining. The same dispute can easily fall to rights dispute, because the reason for the proposed change to the production system and demand to the pursuit of improved efficiency and better achievement of profit objective related to operational requirement. There is obvious overlap between operational requirements and wage work bargaining. In Schoeman v Samsung Electronics, the court held that the employer is entitled to run its business in a prosperous way and this may entail affecting changes to terms and conditions of employment when the market forces demand so. In Mwasa v Independent Newspapers, the court held that change to terms and conditions of service of an employee can be proposed as a way to avoid retrenchment; dismissal of employees for refusing to accept the change is not covered by section 187(1)(c). In Fry’s Metals v Numsa, the court has rejected the notion that there is tension between section 187(1)(c) and section 188(1)(a)(ii). The court held that section 186(1) refers to dismissal or termination of workforce with the intention to end the employment contract and replacing the workforce with employees that are prepared to accept terms and conditions of employment that suit the employer’s operational requirements. The court argued further that the meaning of dismissal should be a v starting point when one wants to dispute the two sections. On the other hand, section 187(1)(c) was effected with a certain purpose, which is to prohibit the employer from dismissing employees in order to compel them to accept its demand in dispute of mutual interest. The court held that the dismissal in this case was final. The employer dismissed its employees because it did not need them anymore. This dismissal is in accordance with section 186(1). The court rejected that operational requirements is confirmed to saving business from bankruptcy. The court argued that the principle includes measures calculated to increase efficiency and profitability. The employer can dismiss and make more profit.

It recognises dismissals that are based on breach of expressed or implied terms of contract of employment. The concept of operational requirements has its roots in the Labour Relations Act 28 of 1956. This was despite evidence that nancial returns were non-normal, skewed and heavy- tailed. In addition to non-normality, there remained questions about the e ect of rm size on returns. Studies examining these di erences were limited to ex- amining the mean return, with respect to an asset pricing model, and did not consider higher moments. Janse van Rensburg, Sharp and Friskin (in press) attempted to address both the problem of non-normality and size simultaneously. They (Janse van Rens- burg et al in press) tted a mixture of two normal distributions, with common mean but di erent variances, to a small capitalisation portfolio and a large cap- italisation portfolio. Comparison of the mixture distributions yielded valuable insight into the di erences between the small and large capitalisation portfolios' risk. Janse van Rensburg et al (in press), however, identi ed several shortcom- ings within their work. These included data problems, such as survivorship bias and the exclusion of dividends, and the questionable use of standard statistical tests in the presence of non-normality. This study sought to correct the problems noted in the paper by Janse van Rensburg et al (in press) and to expand upon their research. To this end survivorship bias was eliminated and an e ective dividend was included into the return calculations. Weekly data were used, rather than the monthly data of Janse van Rensburg et al (in press). More portfolios, over shorter holding periods, were considered. This allowed the authors to test whether Janse van Rensburg et al's (in press) ndings remained valid under conditions di erent to their original study. Inference was also based on bootstrapped statistics, in order to circumvent problems associated with non-normality. In the following, Chapter 2 provided a literature review of previous studies on return distributions and size e ects. The data, data preparation and portfolio formation were discussed in Chapter 3. Chapter 4 gave an overview of the statistical methods and tests used throughout the study. The empirical results of these tests, prior to risk adjustment, were presented in Chapter 5. The impact of risk adjustment on the distribution of returns was documented in Chapter 6. The study ended, Chapter 7, with a summary of the results and suggestions for future research.

My classroom-based action research methodology places me, the practitioner, at the centre of the investigation. The work examines closely my professional values and my strong belief in the capacity of learners to be curious, absorb and make sense of what they encounter and experience in a stimulating environment. It investigates how such an environment develops the potential of learners to love and embrace reading. The process of engaging reflectively and analytically in practitioner research has helped me to gain a better understanding of my learners’ needs and to improve the ways in which I promote reading in the reception year of formal schooling. I claim that the creating of a stimulating environment in my classroom is grounded in my ability to motivate, model and scaffold the learners to engage in reading confidently. Together, the learners and I have created a living theory of education, one that is open to further reflection and development. Ongoing interaction between theoretical discourse and practical experiences enable me to develop my professional knowledge and to synthesize my values and practice. The investigation continuously confirms the advantages of a print-rich environment and how it can be used to promote a love for reading amongst young learners. The claims and knowledge generated in this study are personal and true for me, while the living transformational process demonstrates how I have developed professionally.

An obvious example is e-Commerce, which should be a source of revenue for business organizations, but most often is not. This thesis presents the design and implementation of a rewarding and negotiation application for a shopping portal to improve the marketing of products for rural entrepreneurs. The shopping portal has been set up for the Dwesa community, a marginalized area in the Eastern Cape province of South Africa. The proposed system, called the Dwesa Rewarding Program (DRP) enables customers buying online to get points for some of the activities carried out on the shopping portal. It also allows customers to negotiate and make offers whilst purchasing and get rewarded for buying online. The novelty of the system is in its flexibility and adaptability. One achievement of this system is the establishment of negotiation rules which allows fairness in rewarding customers. This should in turn lead to increased sales on the e-Commerce platform in marginalized areas and subsequently increased effectiveness of ICT4D for socio-economic development

- Description: Given the growing effect that globalisation and integration has had upon economies and regions, the process of monetary union has become an increasingly topical issue in economic policy debates. This has been driven in part by the experience and successes of the European Monetary Union (EMU), which is widely perceived as beneficial to member countries. The Southern African Development Community (SADC) is an example of a group of countries that has realised that there are benefits that may arise from economic integration. This paper makes use of an interest-rate pass through model to investigate whether the pass-through of monetary policy transmission in ten SADC countries has become more similar between January 1990 and December 2007 using monthly interest rate data. This is done to determine the extent of macroeconomic convergence that prevails within SADC, and consequently establish whether the formation of a regional monetary union is feasible. The results of the empirical pass-through model were robust and show that there are certain countries that have a more efficient and similar monetary transmission process than others. In particular, the countries that form the Common Monetary Area (CMA) and the Southern African Customs Union (SACU) tend to show evidence of convergence in monetary policy transmission, especially since 2000. - Description: Given the growing effect that globalisation and integration has had upon economies and regions, the process of monetary union has become an increasingly topical issue in economic policy debates. This has been driven in part by the experience and successes of the European Monetary Union (EMU), which is widely perceived as beneficial to member countries. The Southern African Development Community (SADC) is an example of a group of countries that has realised that there are benefits that may arise from economic integration. This paper makes use of an interest-rate pass through model to investigate whether the pass-through of monetary policy transmission in ten SADC countries has become more similar between January 1990 and December 2007 using monthly interest rate data. This is done to determine the extent of macroeconomic convergence that prevails within SADC, and consequently establish whether the formation of a regional monetary union is feasible. The results of the empirical pass-through model were robust and show that there are certain countries that have a more efficient and similar monetary transmission process than others. In particular, the countries that form the Common Monetary Area (CMA) and the Southern African Customs Union (SACU) tend to show evidence of convergence in monetary policy transmission, especially since 2000. The keys to success of the water hyacinth integrated management plan, presented here, were finding the source of the weed, mapping the extent of the water hyacinth infestation, identifying sources of nutrient pollution, appointing a champion to drive the programme, dividing the river into management units, consultation with interested and affected parties, judicious use of herbicides and biological control and a commitment to follow-up. This study further showed that water hyacinth on the Nseleni and Mposa river systems had a negative impact on the biodiversity of the protected area and the control of water hyacinth resulted in the recovery of the benthic invertebrate, amphibian, reptile, fish and avian fauna. The implementation of this integrated management plan was very cost-effective and serves as a model approach to the control of water hyacinth in both South Africa and the rest of the world.

Nevertheless, the provision and utilization of psychological services has not been given due recognition in most African countries, including Botswana. Botswana is one of the countries faced by the challenges of the HIV/AIDS pandemic and other mental health problems, as well as poverty and unemployment. To date statistics on the magnitude of the HIV/AIDS epidemic in Botswana, published annually by the National AIDS Coordinating Agency (NACA) reflect an increased rate of mental illness and psychosocial problems. Considering the complex nature of issues that impact negatively on people in Botswana, there is a need for awareness and the provision of psychological services in the primary health care system. There is little research on the place of psychology and psychological services in Botswana. The availability of such information is crucial for the planning of effective community-based psychological services. The present study employed a quantitative research method to explore and describe awareness and attitudes towards psychological services and referral practices in relation to psychological problems, of health care providers in Botswana. The participants in the study were chosen, based on a non-probability, purposive sampling method. The sample consisted of ninety-six persons and constituted medical doctors, nurses, psychiatrists, psychiatric nurses and clinical social workers from governmental and non-governmental institutions from Gaborone and Francistown in Botswana. Data were analyzed by means of descriptive statistics in order to identify the mean, ranges and standard deviations. Frequency counts and percentages of the participants’ responses were computed. The results of the study revealed an awareness of available psychological services, positive attitudes towards psychology and psychological services and a reasonable percentage of referrals to psychological services. The results also revealed that available psychological services were limited and not easily accessible to patients. There was also an indication of a shortage of trained professionals to offer psychological services in health care centres, which resulted in psychological problems being referred to social workers.

Also, communities that experience war lose many years and tend to develop at slower rates than peaceful areas, if at all they do develop. The twenty year old war in Northern Uganda has caused a gap between this area and the rest of the country. Poverty has left many unable to provide basic needs. Peacebuilding efforts have been undertaken by Non Governmental Organizations, Community Based Organizations, Government of Uganda as well as people in the community organizing themselves into groups to enable them reconstruct their lives. Efforts are being made towards reconstruction, resettlement, reconciliation and providing relief in an effort to move from war and destruction. In many societies, women are left out, marginalized and discriminated against as a result of patriarchy. Their roles in peacebuilding are not considered important and they face many challenges in their efforts to rebuild their lives and families. This research focused on the challenges faced by women in Gulu, a district in the Northern region of Uganda in peacebuilding. Through conducting face to face interviews, and consulting documents available to the public, the researcher collected information about the challenges faced by the Acholi women, the women of Gulu district.

Land use and permanent gullies were mapped, digitized from orthophoto maps in Arc/info 3.5.2 GIS and converted to shapefiles using ArcView 3.2 GIS. Relationships between the mapped phenomena and topographic variables were sought using a Digital Elevation Model (DEM) in Idrisi Kilimanjaro GIS. A comparison between areas with a high potential for gullying and actual gully erosion was made using the Stream Power Index (SPI) as a surrogate for critical flow shear stress. Field surveys were also conducted to assess the present condition of the gullied sites as well as to validate DEM derivations. Seventy five percent of the gullied area was noted to lie on abandoned lands. A predominance of gullying in concave bottom lands was also identified. The SPI values highlighted a distinct preferential topographic zone for gully location. A conceptual model depicting the interaction between land use and topographic parameters to induce gully erosion was developed. This should assist local authorities to develop a policy regarding management of abandoned lands.

- Description: Since the demise of the Berlin Wall and communism, many African countries have adopted a Western-model democracy as a system of governance. However, the media has not been liberalised to reflect this new discourse as constraints in many African countries pertaining to press freedom still exist. The internet appears to have the potential to challenge the political power of governments (Tsagarousianou, 1998:167). It has been posited that it has the potential to offer more platforms for information especially in the case of restrictive media environments. This study set out to investigate the impact of on-line publishing in Malawi. It explored how the emergence of this new form of publishing through the internet has affected the public sphere, democracy and press freedom in Malawi. The main focus was the level of press freedom at on-line newspapers as compared to traditional newspapers. It used the public sphere theory and literature on the internet as a technology of freedom as its theoretical framework. Using a case study approach by focusing on two newspapers; Nyasatimes on-line and Daily Times, the study used the coup plot coverage in May 2008 in Malawi by both newspapers as reference for the measurement of the level of press freedom. The study used qualitative content analysis and semi-structured interviews as its research methods. The research revealed that Nyasatimes enjoys more freedom to publish and therefore appears to have more press freedom than its more traditional counterpart. However, Nyasatimes also faces some unique challenges. The findings also revealed that press freedom in Malawi is not only affected by government through legislation but other factors and players as well play a central role in determining the level of press freedom for traditional media. The study therefore concludes that despite the internet’s ability to transcend local regimes of authority and censorship pertaining to press freedom, the challenges facing traditional media still need to be addressed as it is the primary source of information for most people in Malawi with on-line newspapers being simply supplementary.

- Description: Since the demise of the Berlin Wall and communism, many African countries have adopted a Western-model democracy as a system of governance. However, the media has not been liberalised to reflect this new discourse as constraints in many African countries pertaining to press freedom still exist. The internet appears to have the potential to challenge the political power of governments (Tsagarousianou, 1998:167). It has been posited that it has the potential to offer more platforms for information especially in the case of restrictive media environments. This study set out to investigate the impact of on-line publishing in Malawi. It explored how the emergence of this new form of publishing through the internet has affected the public sphere, democracy and press freedom in Malawi. The main focus was the level of press freedom at on-line newspapers as compared to traditional newspapers. It used the public sphere theory and literature on the internet as a technology of freedom as its theoretical framework. Using a case study approach by focusing on two newspapers; Nyasatimes on-line and Daily Times, the study used the coup plot coverage in May 2008 in Malawi by both newspapers as reference for the measurement of the level of press freedom. The study used qualitative content analysis and semi-structured interviews as its research methods. The research revealed that Nyasatimes enjoys more freedom to publish and therefore appears to have more press freedom than its more traditional counterpart. However, Nyasatimes also faces some unique challenges. The findings also revealed that press freedom in Malawi is not only affected by government through legislation but other factors and players as well play a central role in determining the level of press freedom for traditional media. The study therefore concludes that despite the internet’s ability to transcend local regimes of authority and censorship pertaining to press freedom, the challenges facing traditional media still need to be addressed as it is the primary source of information for most people in Malawi with on-line newspapers being simply supplementary.

Factors enabling and constraining ICT implementation in schools: a multiple case study of three secondary schools in Lesotho

- Description: This study focused on the implementation of ICTs in secondary schools in Lesotho. The main question addressed was: What are the enabling and constraining factors in the implementation of ICTs in schools? The work was undertaken in recognition of the fact that schools in the country were autonomously acquiring computers and using a variety of curricula without much coordination and policies from the government. There were factors encouraging schools to delve into this educational change: and challenges were already evident. This required further investigation. The research approach commenced with a critical review of the literature. Literature was drawn from developed and developing countries in order to understand the process of ICT implementation from a variety of contexts. The enquiry about the implementation process in all the countries focused on the rationale behind the use of ICTs in schools. ICT policies guiding implementation, principal leadership, teacher professional development and ICT resources. The literature review was followed by case studies of three secondary schools in Mafeteng district in Lesotho. Using both qualitative and quantitative methods of research, the study sought to determine from key people in three case study schools their overall understanding of how the process of implementation was carried out and what they perceived as enablers and constraints. The findings revealed that planning, access arrangements, training, support and to a lesser extent resources played a role in either impeding or encouraging the key ICT implementers at school and classroom level. Additionally, the key role of the principal and the MoE were highlighted in the study.
