The study is based on the works of Trevor Noah, one of post-Apartheid South Africa‘s eminent stand-up comedians whose two media works, The Day Walker and Crazy Normal, tackle issues pertaining to the socio-political and economic realities that are prevailing in South Africa. The mass media products continue to receive wide acclaim from both, media circles and audiences from racially diversified societies. They are delivered in a mimetic stereotypical manner that cuts across the length and breadth of the South African society. Trevor Noah‘s comedy uses humour to provide the South African society with an opportunity ―[for brutal honesty] to explore, affirm, deny, and ultimately to change its structure and its values‖ (Turner, 1977:33). Representations made in his comedy, more than providing people with a tonic for laughter, also create for the society momentary instances of thought which transcend the theatre stage in which the humour is delivered. Courtesy of these representations, his comedy infiltrates the people‘s sub-consciousness and engages them on those issues pertaining to race-relations and multicultural tolerance which are more often than not trivialised but are influential in shaping the status quo.

This was due to the fact that the researcher was interested in evaluating income generating projects with the aim of finding out what leads to their failure, and also of finding out how can they be assisted to be able to sustain themselves. Five respondents from each project were willing to take part in the study and this led to a total of 20 respondents who participated through answering questions that were asked to them by the interviewers guided by the questionnaire which is appendix A of the paper. The results of the study indicated the following factors as the ones that are contributing to the non sustainability of income generating projects: Lack of market for the products; Lack of passion to volunteer from project members; Unnatural causes like storms, that ended up delaying the implementation of the projects; Minimal support from communities by buying their products mostly on credit or not abiding by credit terms when credit is given; Non payment of the project members; Lack of transport for the projects to transport their products to market. The key recommendation that was made was that another study needs to be conducted to verify as to whether these findings can be generalised to other projects in the same district. Additional recommendations are that project members need to be skilled on an ongoing basis, the funders should avail funding for the payment of the beneficiaries, beneficiaries need to be encouraged to volunteer and participate in all the activities of the project, all stakeholders need to ensure the availability of resources before the projects are implemented, and the projects need to have project committees that are made of knowledgeable people who are committed in seeing to it that the projects are sustained.

This area has suffered severe forms of conflict which in one way or the other have affected the development of the district and the people as a whole. The effect of conflict has not only affected the rural development but also social, human, intellectual, economic and technological developments in general. While the aim of all countries is to develop, some may have reached a stage where they qualify as developed; others are still in the process of reaching their goal; yet others are still struggling to barely survive thus the names ‗developed countries, developing countries and under developed countries‘. Most developing countries are faced with the problem of rural underdevelopment and Ghana is no exception. Most rural areas have been neglected in the development project of the country. Resources are channelled to the urban areas and other places where the government reaps profits; however the Bawku municipal area has not only suffered underdevelopment from government negligence but also from conflict. The district of Bawku has been in tribal war stretching for the past ten years. This has stalled most developmental works from both government and external bodies. The area is one of the poorest places in Ghana; the problem is not only with rural development but social, economic and human development as well.

- Description: Over the past two decades, various development approaches and strategies have been devised by policymakers, international development agencies, nongovernmental organizations, and others aiming at poverty reduction in developing countries. Microfinance is a strategy that has become a hot development topic and increasingly popular since the early 1990s. A considerable amount of multi- and bilateral aid has been channeled into microfinance programs in the Third World with varying degrees of success. Microfinance involves providing financial services in the form of savings and credit opportunities to the working poor (Johnson & Rogaly, 1997). The impression left by many of the defenders of this ‘faith’ is that here lies a magic bullet that can help to raise the living standards of the poor and help them climb out of poverty. However, the real world is not so simple and information is scarce and limited to confirm the poverty reduction benefits accrued by microfinance interventions. To this effect, it may be argued that overselling the benefits of microfinance runs the risk of misunderstanding what realistically can be expected from microfinance. This can lead to disillusionment when microfinance fails to live up to its expectations. However, like all development interventions, donors, governments, and other interested parties demand evaluations and impact assessment studies to ascertain the achievements and failures of microfinance programs. This research paper focused on the assessment of microfinance efficacy on poverty reduction. The study employs indicator-based method of evaluation and draws on a new cross-sectional survey of nearly 610 households, some of which are served by microfinance institution. The results unraveled microfinance efficacy on poverty reduction and offer another set of risk management and coping options in times of shocks and disasters. Households that have access to the MFI programs had increased consumption and durable assets than the control group of non clients. The study concludes that microfinance makes a meaningful contribution to poverty reduction, significant improvements in livelihood and enables the participants to escape poverty. Therefore, MFI client households are relatively better off than non clients in as far as poverty levels are concerned.

The research objectives were as follows: To explore the capability of the community-based enterprises to effectively manage their enterprises in relation to the provision of solid waste services to the residents of the said settlement, To identify and evaluate the solid waste services provided by the community-based enterprises, and To make recommendations for the improvement of solid waste service provision and utilisation based on the findings of the study. The method of data collection for the above listed objectives was a literature study and focus group interviews. In order to achieve the said objectives of the study, the researcher opted for a qualitative research design – utilizing the contextual, descriptive, inductive and deductive approaches. The research population comprised the community-based enterprises involved in the provision of solid waste services in the Ngombe settlement area namely Kutwano and Tiyende Pamodzi Waste Enterprises. The purposive sample method was used for the selection of the focus group. The focus group discussions were captured by means of an audiotape and note-taking. The interviews were transcribed verbatim, within 24 hours of data capturing. Data analysis followed the five steps of Powell and Renner (2003, pp,1-6), namely: familiarization, identifying a thematic framework, categorization (coding or indexing) of data, identifying patterns and connections within and between categories (relationships), and interpretation (bringing it all together). The researcher adhered to the relevant ethical considerations and the principles of trustworthiness, namely: credibility, transferability, dependability and conformability throughout the study. In exploring the capability of the two community-based enterprises to effectively manage their enterprises in relation to the provision of solid waste services to the residents of the said settlement it was found that community-based enterprises do not have the capability to provide adequate solid waste services. This is due to inadequate leadership and entrepreneurship skills of the community-based enterprises management committee members, non-payment of solid waste collection fees by the majority of households and inadequate legal enforcement by the Lusaka City Council’s Waste Management Unit. In identifying and evaluating the solid waste services provided by the community-based enterprises it was found that solid waste services provided by community-based enterprises were inadequate. This is due to the type of equipment (push carts) used for primary solid waste collection that does not carter for other forms of solid waste like construction waste; inappropriate solid waste storage containers (25kg maize meal bags) which do not allow storage of solid waste in a sanitary manner (non-leak proof, accessible to rats, flies and cockroaches and rodents); restriction on the type of solid waste that community-based enterprises should collect (in relation to the specified solid waste storage container, 25kg maize meal bags) and the delay of secondary solid waste collection by Lusaka City Council’s Waste Management Unit. On the basis of the findings of the study, a number of recommendations are being made, which, if implemented effectively, should improve the provision and utilisation of solid waste services within the study area. Such an improvement should lead to a higher level of environmental cleanliness, and ultimately to better health standards of the people living within the area.

The researcher adhered to the relevant ethical considerations and the principles of trustworthiness, namely: credibility, transferability, dependability and conformability throughout the study. In exploring the capability of the two community-based enterprises to effectively manage their enterprises in relation to the provision of solid waste services to the residents of the said settlement it was found that community-based enterprises do not have the capability to provide adequate solid waste services. This is due to inadequate leadership and entrepreneurship skills of the community-based enterprises management committee members, non-payment of solid waste collection fees by the majority of households and inadequate legal enforcement by the Lusaka City Council’s Waste Management Unit. In identifying and evaluating the solid waste services provided by the community-based enterprises it was found that solid waste services provided by community-based enterprises were inadequate. This is due to the type of equipment (push carts) used for primary solid waste collection that does not carter for other forms of solid waste like construction waste; inappropriate solid waste storage containers (25kg maize meal bags) which do not allow storage of solid waste in a sanitary manner (non-leak proof, accessible to rats, flies and cockroaches and rodents); restriction on the type of solid waste that community-based enterprises should collect (in relation to the specified solid waste storage container, 25kg maize meal bags) and the delay of secondary solid waste collection by Lusaka City Council’s Waste Management Unit. On the basis of the findings of the study, a number of recommendations are being made, which, if implemented effectively, should improve the provision and utilisation of solid waste services within the study area. Such an improvement should lead to a higher level of environmental cleanliness, and ultimately to better health standards of the people living within the area.

Derg introduced a “radical agrarian transformation based on land redistribution. His policies on agriculture were based on the Marxist egalitarian ideology and by conviction that feudal relations in agriculture had exposed millions of highland Ethiopians to intolerable levels of poverty and vulnerability.” (Devereux et al, 2005:121-122). According to Derg’s agricultural policy land was confiscated from the landlords and was redistributed to the rural farmers and it was trying to break inequalities over land control and it aimed at achieving agricultural productivity and rural incomes. Derg’s regime was overthrown by Ethiopian Peoples’ Revolutionary Democratic Front (EPRDF) in 1991. EPRDF further continued with land redistribution in the wake of 1990s and it gave farmlands to demobilised soldiers and tried to correct the inequalities that emerged with time as farming families were growing. (Devereux et al, 2005:122) In all these regimes, land was owned by the state. Ethiopian economy is based on agriculture which contributes 47 percent to GNP and more than 80 percent of exports, and employs 85 percent of the population. Ethiopia’s agriculture is plagued by periodic droughts, soil degradation emanating from poor agricultural practices and overgrazing, deforestation, high population density, underdeveloped water resources and poor transport infrastructure which makes extremely difficult and expensive to get goods to the market. (BCC, 07) The EPRDF came up with the new agricultural policy in the beginning of 1991 and it was known as Agriculture Development Led Industrialisation (ADLI). ADLI is the policy that emphasised on modernising smallholder agriculture and intensifying yield productivity through the supply of appropriate technology, certified seeds, fertilizers, rural credit facilities and technical assistance. (Getachew, 2003:9) This policy introduced some reforms in agriculture as it introduced a nationwide agricultural extension program, the propagation of laws that liberalised the purchasing and distribution of inputs and to increase and to make credit facilities available to rural farmers. In 1995 Minister of Agriculture (MoA) introduced a vehicle to drive the policy, which was called the Plan for Accelerated and Sustained Development to End Poverty (PADETES). The PADETES started with 32047 farmers on board. The aim was to educate farmers in new farming methods which will increase productivity and make farmers self sufficient. Agriculture Sample Survey 2009/10 states that ‘country’s experience showed that farmers’ attitude and tendency to adapt and accept new innovations, modern agricultural techniques and technologies, such as use of fertilizers, irrigation, improved seeds and pesticides that help to improve their living standards through attaining enhanced productivity, do have positive impact on the development on the agricultural sector as a whole.’(Central Statistical Agency, 2010: i) Teshome (2006:1) shows complexity of Ethiopian agriculture when he says that it largest contributor to the GDP, exports and foreign earnings and it employs almost 85 percent of the population. On the contrary, despite its socio-economic importance its performance continues to be low due to many natural and manmade factors which will be discussed in this research.

Previous studies have established that girls were socialized to occupy nurturing roles in society: through parents, schools and social institutions like churches were chief socialization instruments. The use of language and rhetoric in the media often reiterates this socialization. Due to the power of the media to influence perceptions, this research reflects on the messages obtained by readers of the publications. The research is important because it aims to identify the trends of representation of career and life opportunities for girls in: The Herald, the Weekend Post and La Femme newspapers. A pilot study of articles on women and young girls was completed; this was followed by a main study. A content analysis of articles only on women and girls was conducted; whilst articles on young boys and men were excluded from this research, as its main focus was on women. The theoretical frameworks applied were the theories of journalism and feminism to determine the nature of representation. While the media organisations operate solely as a business, whose interest is to make profit, they have the fundamental responsibility of promoting values, particularly in South Africa. Under the leadership of the ANC-led government, plans have been executed to promote a 50/50 representation in government. Also, the participation of women in the private sector has improved through the requirements of the policy of Black Economic Empowerment, which aims to redress the wrongs of the past. This project has established that although the world has embraced feminism and the equality of women and men, much still needs to be done to reinforce these ideals, especially in the socialization of children.

A mixed methods approach was used for analysis in this study. The first methodological paradigm took an interpretivist approach, focusing primarily on analysing the content of the newsletter. The second methodological design was based on the positivistic theory approach and utilised a survey by questionnaire. One hundred and twenty (120) questionnaires were issued to Transnet Freight Rail employees representing the three regions: Central Region, Eastern Region & Western Region and the Head Office of which 120 (100 percent) were received back by the deadline. Of these respondents 56 (46,66 percent) said that they find Platform very relevant as an internal newsletter. A further finding was that 68,33 percent of the respondents said Platform should stay as it is. About 58,33 percent of the respondents took 30 minutes to an hour to read the newsletter with ratings of 72,5 percent interested in communication from management, 65 percent in financial performance, 60 percent in news about people and 59,16 percent in departmental information. The main types of information required are about updates on business performance and safety news. The content of six editions of the newsletter was analysed. The newsletter editions used were from the latest one published counting backwards. The content of the newsletter varies in each edition and depends on the theme. There are similar themes that come up with every edition such as safety. The style of writing used is simple to ensure maximum understanding.

Various district and local municipalities have initiated an array of agricultural programs such as community or food gardens as aspect of their Local Economic Development strategies. In this study I investigated the sustainability of community gardens as a mechanism to poverty alleviation in the Nelson Mandela Bay Municipality. The study focused exclusively on community gardens in Bloemendal, KwaZakhele, Motherwell and Walmer. A mixed methods research approach was employed to gather data from the community garden members and municipal official who administers the community gardens. Semi-structured interview was conducted with the municipal official administering community gardens in Nelson Mandela Bay. A structured questionnaire was used to gather data from the community garden members. Observations were made on types of crops grown in the gardens, in order to supplement and validate data collected and information gathered during interviews. Community garden members identified funding as their main challenge. Community gardens have a potential to be sustainable if the requisite support structures that need to exist to support the micro-farmers are in place.

- Description: The study sought to evaluate the extent to which poverty alleviation programmes of the Eastern Cape Provincial Department of Rural Development and Agrarian Reform (DRDAR) addressed the agricultural needs of the Ndakana community. The emphasis had been on the effectiveness with which these programmes were implemented. Ndakana Village is situated in the Nqamakwe District. The village consists of Hili-hili, Mathafeni, Ncora and Diphini locations which are approximately twenty kilometres from the rural town of Nqamakwe in Amathole District. In the Eastern Cape, several poverty alleviation programmes are implemented which should, inter alia, alleviate the phenomenon of poverty in the rural areas. Despite these programmes it, however, appears that there is very little, if any, improvement in the poverty situation. Against this background it is essential that the progress in the alleviation of poverty be evaluated and if necessary, steps be taken to ensure that the envisaged objectives be achieved. On the importance of evaluating the program, Monette et al. (2011:5) write that in the past few decades, many large, ambitious expensive programmes intended to cope with social problems and to provide services to individuals have been developed. Along with the growth of these programs has emerged an increasing concern over their results: Do they achieve their intended goals? These programs are costly, and some evaluation is needed to assess whether resources are, indeed, being used effectively. Equally important, a program that fails to achieve its goals leave a problem unresolved or a service undelivered. Monette et al. (2011:6) further regard evaluation as a use of scientific research techniques to assess the result of a program and evaluate whether the program, as currently designed, achieve its stated goals In accordance with the Reconstruction and Development Programme (RDP) (1994:20), a national land reform programme is the central driving force of rural development. Such a programme aims to effectively address the injustices of the forced removals and the historical denial of access to land. The RDP aims to ensure security of tenure for rural dwellers in implementing the national land reform programme, and through the provision of support services, the South African government intends to build the economy by generating large-scale employment, increasing rural income and endeavours to eliminate overcrowding.

- Description: The study sought to evaluate the extent to which poverty alleviation programmes of the Eastern Cape Provincial Department of Rural Development and Agrarian Reform (DRDAR) addressed the agricultural needs of the Ndakana community. The emphasis had been on the effectiveness with which these programmes were implemented. Ndakana Village is situated in the Nqamakwe District. The village consists of Hili-hili, Mathafeni, Ncora and Diphini locations which are approximately twenty kilometres from the rural town of Nqamakwe in Amathole District. In the Eastern Cape, several poverty alleviation programmes are implemented which should, inter alia, alleviate the phenomenon of poverty in the rural areas. Despite these programmes it, however, appears that there is very little, if any, improvement in the poverty situation. Against this background it is essential that the progress in the alleviation of poverty be evaluated and if necessary, steps be taken to ensure that the envisaged objectives be achieved. On the importance of evaluating the program, Monette et al. (2011:5) write that in the past few decades, many large, ambitious expensive programmes intended to cope with social problems and to provide services to individuals have been developed. Along with the growth of these programs has emerged an increasing concern over their results: Do they achieve their intended goals? These programs are costly, and some evaluation is needed to assess whether resources are, indeed, being used effectively. Equally important, a program that fails to achieve its goals leave a problem unresolved or a service undelivered. Monette et al. (2011:6) further regard evaluation as a use of scientific research techniques to assess the result of a program and evaluate whether the program, as currently designed, achieve its stated goals In accordance with the Reconstruction and Development Programme (RDP) (1994:20), a national land reform programme is the central driving force of rural development. Such a programme aims to effectively address the injustices of the forced removals and the historical denial of access to land. The RDP aims to ensure security of tenure for rural dwellers in implementing the national land reform programme, and through the provision of support services, the South African government intends to build the economy by generating large-scale employment, increasing rural income and endeavours to eliminate overcrowding.

- Description: Previously, the Labour Relations Act made it compulsory for the employer to consult on appropriate measures to avoid, minimise and change the timing of dismissals, mitigate the adverse effect of the dismissals, the method for selecting the employees to be dismissed, and severance pay for the dismissed employees. The Labour Relations Act 66 of 1995 (LRA) specifies the steps that must be followed when they consider dismissing employees for reasons based on the operational requirements of their business. The necessary and appropriate steps to be followed for dismissal for operational reasons are contained in Section 189 of the LRA. Before an employer can start the retrenchment process, he/she is required by law to give a written notice inviting the other parties to consult and the employer must be prepared to disclose all relevant information. The new law that governs disclosure states that if an arbitrator or the Labour Court is required to decide whether or not information is relevant to the proposed retrenchments, the onus is on the employer to prove that any information that it refuses to disclose is not relevant for the purpose for which it is sought. It is also provided that if a consulting party makes any representation to the employer in writing, the employer must respond in writing. In terms of Section 189A (19) of the LRA clear guidance is given as to when will a fair reason be granted to dismiss for reasons based on operational requirements. This Section, further suggests that the Labour Court must ascertain that an employee was dismissed for a fair reason if: the dismissal was for requirements based on the employer's economic, technological, structural or similar needs; the dismissal was operationally justifiable on reasonable grounds; there was a proper consideration of other options to save job loses; and criteria used for selecting people for retrenchment were fair and objective. This is a much stricter test for substantive fairness than was previously applied. The aim of this study is to determine whether the retrenchment processes and procedures practiced in the motor manufacturing company in the Eastern Cape are compliant with the legislative framework. The company policy was examined against the literature available and the retrenchment processes of different authors were investigated. For the purpose of this study, the researcher used a structured self-administered questionnaire to collect data from the respondents. The questionnaire was delivered by hand to each respondent and collected later. The questionnaire was carefully designed considering the main components and aspects of dismissal for operational requirements as revealed in the theory. The results of the empirical study revealed that the company conducts fair and proper retrenchment processes and procedures, consults with all the relevant stakeholders, follows the right consulting process when it contemplates dismissing employees for operational requirements, uses fair selection criteria and does not unfairly discriminate against employees based on arbitrary grounds. In respect of disclosure of information, the respondents were aware of what information is shared and disclosed and for what purposes. The findings indicated that the majority of the retrenchment processes and procedures applied in the motor manufacturing company in the Eastern Cape are in line with the best practise and compliant with legislative framework. Based on the findings of the study, the researcher recommends that the employer should create awareness and educate employees on the importance of the dimensions related to retrenchment processes and procedures whenever the company embarks on dismissal for operational requirements.

In order to do a situational analysis the study was conducted in the Nelson Mandela Metro looking at the operations of Community Investment Fund (CIF) as a case study. The CIF was a partnership between a local non-governmental organization (NGO) operating in the Northern Areas of Port Elizabeth and one of the four big banks in the Republic of South Africa. The study investigated the challenges that women as entrepreneurs face in particular. The qualitative approach was used as methodology and the sampling of five (5) of the seventeen (17) women beneficiaries and their businesses were conducted. Given the fact that the Republic of South Africa has a high unemployment rate and the government‟s strategy of providing support for small, medium and micro-enterprises (SMMEs), the study provided an opportunity to look at the realities that people with ideas are faced when starting what seemed to be a daunting task of starting a business. The research findings provides conclusive evidence that starting a business in the current economic climate is a difficult task and it is more challenging if you are a woman with no financial securities. It is therefore of imperative importance that an approach to funding and supporting women entrepreneurs be implemented to create much needed jobs in the country and address the gap between the first and second economy.

To address the research problem and to achieve the aims of this study, an in depth review of the literature on decision making was done. The empirical search was done by distributing self-administered questionnaires to the participants in Mnquma Local Municipality. The research findings revealed that in Mnquma Local Municipality community participation in decision-making is not effective. Consequently, the delivery of services in this municipality is poor. Another factor that inhibits community participation in the decision making processes in the municipality is that most of the municipal documents are written in English a language in which the majority of the members of the community are not competent in because they are Xhosa speaking people. Recommendations for improved satisfaction in service delivery, communication, consultation, regular meetings, and language were made with regard to community participation in decision making. If these recommendations are implemented, they will assist Mnquma Local Municipality in the area of decision making.

- Description: In recent years, there has been increasing concern that gender bias has prevented women from advancing as rapidly and as frequently as men into management positions. Although the number of women managers has increased, they may experience difficulty moving into upper management positions. The purpose of our research was to study employee gender perception of key variables of women and the positions held in high technology companies. In this research, phenomenological research method was chosen, because the aim of it is to determine what the experience means for the people who have experienced it. Based on the collected data, answers and experiences, structural analysis was done in order to find out the major phenomena of gender perceptions. A number of variables uncover the perception of aspects of policy and gender and barriers that may affect female employees' opportunities for advancement. Using a sample of 30 full-time employees from Company A, the results indicated that position held was significantly different for male and female employees. The results also indicated that neither male nor female employees appeared to notice the apparent perceptions apparently as a glass ceiling within their company and the Implications discussed and recommendations provided. With reference to the Empirical research, this paper increases the knowledge about women’s career development and provides recommendations how to deal with it. It is also expected that this thesis will be helpful to all women who are in the labour market for their career development and advancement.

- Description: Public administration seems to have shifted towards the New Public Management doctrines that emphasize performance management. The healthcare reforms have been a global phenomenon ever since the early 1980s, with the major focus on managerial restructuring, to produce a more responsive and efficient system (Liang and Howard , 2007:393). The South African public sector has gradually introduced a comprehensive performance management system, since the early 80s. In response, the Province of the Eastern Cape began the design and the development of a performance-management policy in early 2000. This policy was later refined and aligned to the National Department of Public Service and Administrations’s performance management policy. The policy was intially implemented in the Province of the Eastern Cape in mid-2003, through a Performance Management and Development System (PMDS). Moderating Committees were established at each level of government, and at the institutional level. The mandate of these Moderating Committees was to ensure the proper implementation of the perfomance-management policy. The purpose of the policy is to provide practical guidelines on the improvement of individual and organisational performance; however, the implementation challenges of this policy have been identified in Joe Gqabi Health District. This study evaluates the implementation challenges of performance-management policy at all the Joe Gqabi District Municipality public hospitals. The main objectives of the research study are, therefore, to : To provide exposition of the provision of the Province of the Eastern Cape performance management policy and regulatory guidelines; To analyse the utilization of performance-management information for determining emunerations, rewarding outstanding performance and for the development of the personnel; To provide a set of recommendations for the policy implementation to improve service delivery in the Joe Gqabi Health District. Both qualitative and quantitave methods were utilised to collect the data for the study. The research questionnaire was distributed to the eleven public hospitals in the Joe Gqabi Health District. The response rate was 52percent and this was considered adequate for scientific analysis and reporting. The research study reached the conclusion that there is generally poor adherence to policy guidelines in the district, in that: Although most hospitals have structured PMDS committees, their meetings are inconsistent, and are generally held only once a year during final assessment. Performance contracts are signed very late, towards the end of the first quarter. Performance-related bonuses are also effected very late, and are considered a demotivating factor by most participants. The support provided by the provincial and district offices for the implementation of the performance-management policy was viewed as being quite inadequate by most of the participants. The majority of the respondents recommended that the policy be replaced by another form of performance management; however, some considered it adequate, but the implementation of the policy requires further attention. The study therefore came to the following recommendations: The Province and the District should provide consistent support to district hospitals for the implementation of the performance-management policy. The provincial offices should authorize performance-related payments timeously, and the district should effect these payments promptly. The co-ordination of the skills-development programme should be decentralized, in order for district hospitals to improve their efficiency and effectiveness in co-ordination. The Accounting Officers of the respective institutions should monitor the implementation of these policy guidelines to ensure compliance. The research findings conclude that provided the above recommendations are implemented, this would improve the implementation of the provincial performance-management policy, and service delivery in public hospitals in the Joe Gqabi District Municipality.

The co-ordination of the skills-development programme should be decentralized, in order for district hospitals to improve their efficiency and effectiveness in co-ordination. The Accounting Officers of the respective institutions should monitor the implementation of these policy guidelines to ensure compliance. The research findings conclude that provided the above recommendations are implemented, this would improve the implementation of the provincial performance-management policy, and service delivery in public hospitals in the Joe Gqabi District Municipality.
