An ion-imprinted polymer for the selective extraction of mercury(II) ions in aqueous media

Polymer particles imprinted with mercury(II) were synthesised by copolymerising the functional and cross-linking monomers, N’–[3– (Trimethoxysilyl)–propyl]diethylenetriamine (TPET) and tetraethylorthosilicate (TEOS). A double-imprinting procedure employing hexadecyltrimethylammonium bromide (CTAB), as a second template to improve the efficiency of the polymer, was adopted. The imprinted polymer was characterised by FTIR, scanning electron microscopy (SEM) and the average size determined by screen analysis using standard test sieves. Relative selective coefficients (k`) of the imprinted polymer evaluated from selective binding studies between Hg2+ and Cu2+ or Hg2+ and Cd2+ were 10 588 and 3 147, respectively. These values indicated highly-favoured Hg2+ extractions over the 2 competing ions. The results of spiked and real water samples showed high extraction efficiencies of Hg2+ ions, (over 84%) as evaluated from the detected unextracted Hg2+ ions by ICP-OES. The method exhibited a dynamic response concentration range for Hg2+ between 0.01 and 20 μg/mℓ, with a detection limit (LOD, 3σ) of 0.000036 μg/mℓ (36 ng/ℓ) that meets the monitoring requirements for the USA EPA of 2 000 ng/ℓ for Hg2+ in drinking water. Generally, the data (n=10) had percentage relative standard deviations (%RSD) of less than 4%. Satisfactory results were also obtained when the prepared sorbent was applied for the pre-concentration of Hg2+ from an aqueous certified reference material. These findings indicate that the double-imprinted polymer has potential to be used as an efficient extraction material for the selective pre–concentration of mercury(II) ions in aqueous environments.

- Description: This is an interpretative case study of four Grahamstown Education District Further Education and Training (FET) schools. The study sets out to investigate how Geography teachers integrate mapwork and environmental issues using local context, with the intention of providing insights for future professional development. Data for this study were generated using qualitative methods such as document analysis, semi-structured interviews and lesson observations. Interviews were conducted with geography teachers, the subject advisor and a workshop facilitator. The evidence generated in the study revealed that contrary to the integrative design of the curriculum, there is a superficial integration of mapwork and environmental issues as well as a cursory reference to and use of local context. This was noted in both professional development support workshops and classroom practice. The study finds that efforts to improve performance in geography need to pay closer attention to curriculum policy that calls for an integration and localization of knowledge and skills for coherence and relevance. It also notes that there is a need for a focus on real-world problem solving in social, economic, cultural and physical environments through the use of inquiry-based local fieldwork. Local investigations provide an integrative space for content and skills as well as being an important point of reference from which learners can compare and contrast issues in other places such as provincial, national, continental, and global locations. A professional development programme that emphasizes integration and contextualization alongside the current focus on basic skills training is proposed to improve what teachers are delivering in the classroom and to support enquiry-based fieldwork and research to strengthen a place-based relevance in local, national and international contexts. Finally an exemplar for professional development is briefly developed for the topic of soil erosion.

- Description: According to the recent Statistics South Africa (2007), there are 668 176 children with disability between 6 – 23 years old of which 337 660 are males and 330 516 females in the Amathole District of the Eastern Cape. This number consists of schoolchildren with visual, auditory, physical, mental, multiple and non- specified types of disabilities. However, there are limited research studies on the challenges around opportunities for children to participate in variety of sporting activities within the school settings. The purpose of this study was to provide a more accurate picture of the barriers against inclusion of students with disabilities in sports, among the identified Special Schools in the Amathole district, Eastern Cape. Data collection involved interviews, questionnaire and participant observation methods. Results showed that 87 percent of the students with disabilities participated in one sport or the other with male student participating more (92.2 percent than the female participants (86.7 percent). Overall, the participation rate was 86.7 percent. Further analysis of data revealed that 44 percent female and 41.5 percent male students agreed strongly that sporting activities are beneficial to their health. 7.1 percent of the sample indicated that their disability prevented them from sports participation. The reported main barriers towards sports participation include; lack of trained personnel; lack of adequate funding; lack of cooperation from parents and guardians and inadequate facilities and equipment. Although students with disabilities were using the limited resources at their disposal to participate in sports, they need support to sustain their efforts.

The study was undertaken in the South African Police Service members in Alice town in the Eastern Cape. The study was based on a sample size of eighty four (n=84) out of 134 (N=134) police officers. A simple convenient random sample was used to sample participants. With the use of descriptive, correlation and inferential statistics the finding revealed instead that Conscientiousness has no significant relationship with WFC at (r= 0.02792, p= 0.8022) also Conscientiousness had no significant relationship with stress at (r= -0.04465, p= 0.6885). Overall, after separating the group according to those that scored low and those that scored high on conscientiousness scale, the study found the group low in conscientiousness not significantly correlated with WFC and stress (r= -0.02263, p= 0.9414). and the group with a high conscientiousness the study revealed a high significant relationship for police officers that scored high on Conscientiousness at (r= 0.40119, p< 0.00). The group low in conscientiousness has no correlation between WFC and stress thus different values of conscientiousness cause a change in the relationship between WFC and stress. Thus those who are low in conscientiousness do not have a relationship between WFC and stress. A call is made to the SAPS as an institution to consider prioritizing personality trait particularly applicants that score low on conscientiousness personality test during recruitment and selection of new police officers to avoid the outcomes associated with the nature of police work.

Data analysis was done using various statistical techniques, including t-tests, Pearson Product Moment Correlation Technique and Multiple Regression Analysis. The results indicated that both conscientiousness and extraversion are strongly associated with leadership effectiveness. Conscientiousness was also strongly associated with the individual components of leadership effectiveness, interpersonal relationships; molding a staff; making strategic transitions; follow-through and ability to work independently. Extraversion was also strongly associated with the individual components of leadership effectiveness, molding a staff; making strategic transitions; strategic similarities with management; follow-through and ability to work independently. Although conscientiousness and extraversion combined were found to have an additive effect on leadership effectiveness, conscientiousness accounts for a higher proportion of variance in leadership effectiveness than extraversion. Finally, the results also indicated that age was strongly associated with leadership effectiveness. The study therefore recommends that organisations should use conscientiousness and extraversion when selecting individuals for leadership positions.

The study adopted a mixed-method approach in which data was collected from secondary and primary sources. Over 80% of the respondents revealed that their schools are not ready for inclusive classroom teaching and management due to lack of infrastructure, equipment, training, teacher support and teacher-special assistant. The results from the quantitative data were triangulated and validated by the findings from the qualitative in-depth interviews and focus group discussions which reinforced each other. The findings presented were limited to the respondents in the nine schools used in the study area. This study thus concludes that, a huge gap still exists between the desired level of the state of inclusive education and outcomes as expected from the White Paper 6 2001 in 2012. On the optical and electrical design of low concentrator photovoltaic modules

- Description: The increasing interest in non-fossil fuel based electricity generation has caused a prominent boost for the renewable energy sector, especially the field of Photovoltaics (PV) with one of the main reasons being the decrease in cost of PV electricity generation. However, over the last few years a saturation in the efficiency of solar cells have been reached leading into a renewed search for other means to further reduce the cost of electricity generation from photovoltaic sources. One of the technologies that has attracted a lot of attention is low concentration photovoltaics (LCPV). LCPV investigates an alternative strategy to replace costly semiconductor material with relatively cheap optical materials by developing a Low Concentration Photovoltaic (LCPV) module. A LCPV module is divided into three subsystems, namely, the optical, electrical and thermal subsystem. This study focussed on the design, construction and characterisation of an optical subsystem accompanied by a thorough investigation into the design of an electrical subsystem. A facetted parabolic concentrator using a vertical receiver was modelled and a first prototype was constructed having a geometric concentration factor of 6.00 X. Upon electrical characterisation of this first vertical receiver LCPV prototype a concentration of only 4.53 X (receiver 1) and 4.71 X (receiver 2) was obtained. The first vertical receiver LCPV prototype did not reach the expected concentration factor due to optical losses and misalignment of optical elements. The illumination profile obtained from the reflector element was investigated and an undesirable non-uniform illumination profile was discovered. A second vertical receiver LCPV prototype was constructed in an attempt to improve on the first prototype, this second vertical receiver prototype had a geometrical concentration factor of 5.80 X. The results indicated a much improved illumination profile, yet still containing a number of non-uniformities. The second vertical receiver LCPV module yielded an operational concentration factor of 5.34 X. From the preliminary results obtained it was discovered that under concentrated illumination there was a limitation on the maximum power that could be obtained from the receiver. Upon further investigation it was discovered that this limitation was due to the higher current levels under concentrated illumination accompanied by a high series resistance of the receiver. This lead to the construction of new PV receivers, where this limitation could be minimised. 3 cell, 4 cell, 6 cell and 8 cell string configurations were constructed and used for the electrical characterisation of the prototypes. Due to non-uniformity of the illumination profile obtained from the second LCPV prototype a third vertical receiver LCPV prototype was constructed. This vertical receiver design illustrated more uniformity in the obtained illumination distribution and had a geometrical concentration factor of 4.61 X, although under operation only 4.26 X could be obtained. It is important to note that the geometric concentration factor does not account for reflective losses of the reflective material. One of the main reasons for the difficulty in obtaining a uniform illumination profile with the vertical receiver design is that the facetted reflector element is far away from the PV receiver. This enhances the effect of the slightest misalignment of any of the optical elements. This large distance also increases the effect of lensing from each facet. These factors lead to the consideration of a second design, which would counteract these factors. A horizontal receiver LCPV module design implementing a facetted parabolic reflector was considered to counteract these effects. From a mathematical model a horizontal receiver LCPV prototype was constructed having a geometrical concentration factor 5.3 X. The optical characterisation of the illumination profile showed a much improved illumination profile, which was much more uniform than the previous illumination profiles obtained from the other LCPV prototypes. The uniformity of the illumination profile could be seen in results obtained from the electrical characterisation where the concentrator reached operational concentration factor of 5.01 X. The reliability of the third vertical receiver LCPV prototype and the horizontal receiver LCPV prototype as well as the receivers were investigated by placing each receiver under stressed operational conditions for 60 sun hours. I-V characteristics were obtained after every five sun hours to investigate any signs of degradation. After 60 sun hours none of the receiver displayed any signs of degradation or reduction in electrical performance.

Movement patterns, stock delineation and conservation of an overexploited fishery species, Lithognathus Lithognathus (Pisces: Sparidae)

- Description: White steenbras Lithognathus lithognathus (Pisces: Sparidae) has been a major target species of numerous fisheries in South Africa, since the late 19th century. Historically, it contributed substantially to annual catches in commercial net fisheries, and became dominant in recreational shore catches in the latter half of the 20th century. However, overexploitation in both sectors resulted in severe declines in abundance. The ultimate collapse of the stock by the end of the last century, and the failure of traditional management measures to protect the species indicate that a new management approach for this species is necessary. The species was identified as a priority for research, management and conservation in a National Linefish Status Report. Despite knowledge on aspects of its biology and life history, little is known about juvenile habitat use patterns, home range dynamics and movement behaviour in estuaries. Similarly, the movement and migration of larger juveniles and adults in the marine environment are poorly understood. Furthermore, there is a complete lack of information on its genetic stock structure. Such information is essential for effective management of a fishery species. This thesis aimed to address the gaps in the understanding of white steenbras movement patterns and genetic stock structure, and provide an assessment of its current conservation status. The study adopted a multidisciplinary approach, incorporating a range of methods and drawing on available information, including published literature, unpublished reports and data from long-term monitoring programmes. Acoustic telemetry, conducted in a range of estuaries, showed high site fidelity, restricted area use, small home ranges relative to the size of the estuary, and a high level of residency within estuaries at the early juvenile life stage. Behaviour within estuaries was dominated by station-keeping, superimposed by a strong diel behaviour, presumably based on feeding and/or predator avoidance, with individuals entering the shallow littoral zone at night to feed, and seeking refuge in the deeper channel areas during the daytime. Conventional dart tagging and recapture data from four ongoing, long-term coastal fish tagging projects, spread throughout the distribution of this species, indicated high levels of residency in the surf zone at the late juvenile and sub-adult life stages. Consequently, juvenile and sub-adult white steenbras are vulnerable to localised depletion, although they can be effectively protected by suitably positioned estuarine protected areas (EPAs) and marine protected areas (MPAs), respectively. It has been hypothesized that adult white steenbras undertake large-scale coastal migrations between summer aggregation areas and winter spawning grounds. The scale of observed coastal movements was correlated with fish size (and age), with larger fish undertaking considerably longer-distance coastal movements than smaller individuals, supporting this hypothesis. Given the migratory behaviour of adults, and indications that limited spawning habitat exists, MPAs designed to protect white steenbras during the adult life stage should encompass all known spawning aggregation sites. The fishery is plagued by problems such as low compliance and low enforcement capacity, and alternative management measures, such as seasonal closure, need to be evaluated. Despite considerable conventional dart tagging effort around the coastline (5 782 fish tagged) with 292 recaptures there remains a lack of empirical evidence of fish migrating long distances (> 600 km) between aggregation and spawning areas. This uncertainty in the level of connectivity among coastal regions was addressed using mitochondrial DNA sequencing and genotyping of microsatellite repeat loci in the nuclear genome, which showed no evidence of major geographic barriers to gene flow in this species. Samples collected throughout the white steenbras core distribution showed high genetic diversity, low genetic differentiation and no evidence of isolation by distance or localised spawning. Although historically dominant in several fisheries, analysis of long-term commercial and recreational catch data for white steenbras indicated considerable declines and ultimately stock collapse. Improved catch-per-unit-effort in two large MPAs subsequent to closure confirmed that MPAs can be effective for the protection of white steenbras. However, the current MPA network encompasses a low proportion of sandy shoreline, for which white steenbras exhibits an affinity. Many MPAs do not prohibit recreational shore angling, which currently accounts for the greatest proportion of the total annual catch. Furthermore, EPAs within the juvenile distribution protect a negligible proportion of the total available surface area of estuaries – habitat on which white steenbras is wholly dependent. Despite some evidence of recent increases in abundance in estuaries and the surf zone in certain areas, white steenbras meets the criteria for “Endangered” on the IUCN Red List of Threatened Species, and for “Protected species” status on the National Environmental Management: Biodiversity Act of South Africa. The species requires improved management, with consideration for its life-history style, estuarine dependency, surf zone residency, predictable spawning migrations and its poor conservation status. The multidisciplinary approach provides valuable information towards an improved scientific basis for the management of white steenbras and a framework for research that can be adopted for other overexploited, estuarine-associated coastal fishery species.

- Description: One of the essential sectors that needed a drastic change in the post apartheid era in South Africa, was the education system or policy of the country. The government had a responsibility of combining together the nineteen different Departments of Education into which the schools were fragmented. It is in the interest of the country that, out of the eleven official languages of the country, learners should at least be fluent in two languages namely, the learner‟s mother language and any official language which will be treated as an additional language, thus, promoting additive bilingualism. This is on line with the country‟s constitution which has granted equal status to the eleven languages. That resulted in the formulation of two very imperative policies pertaining to schools; 1) The South African Schools Act (SASA) of 1996 which repeal all discriminatory policies of apartheid. On the issue of language the SASA placed the responsibility of choosing the school subjects to the School Governing Bodies (SGB) and 2) The Language-in- Education Policy (LiEP) of 1997 which is based on the recognition that South Africa is multilingual, and promotes learning of more than one official language. In an attempt to accomplish the constitutional obligation, and establish uniformity or equality in education, Curriculum 2005 which was later revised and known as the Revised National Statement and later revised and known as the NATIONAL Curriculum Statement, with the Outcomes Based Education as its approach, was introduced. The study investigated the experiences of educators with the implementation of NCS EFAL in Grade 11 in the Fort Beaufort Education District. English First Additional Language is used by the majority of schools as the Language of Learning and Teaching (LoLT). The study is located in the interpretive paradigm which sought to explore people‟s experiences and their views. Qualitative research approach was adopted in the study with the intentions of finding as much detail as possible on the experiences of educators with the implementation of NCS EFAL in the Grade 11 classrooms. Six EFAL educators in the Fort Beaufort Education District in the Nkonkobe Municipality were purposely selected for the study. Semi structured interviews consisting of precisely defined questions that were pre-prepared, yet at the same time permitted the EFAL educators to answer beyond what the researcher enquired, were also employed in the study. The results pointed out that all EFAL educators interviewed were qualified teachers and had specialized in English teaching. In addition, the study revealed that in the Fort Beaufort Education District, there were two categories of EFAL educators who were trained for the implementation of NCS EFAL; those who only received one week departmental workshop and those who on top of the one week departmental workshop, received a two year training in Advanced Certificate In Education (ACE) English Language Teaching (ELT) from a Higher Education. The dissimilarity between the two groups manifested in their respective schools between the educators and their Heads of Departments (HOD) who happen to have little knowledge of the implementation of the curriculum. It became evident that the group of educators who were trained in ACE ELT were more familiar with the requirements of the NCS EFAL. The other group which was not conversant with the NCS EFAL policies decided to maintain their old teaching methods. Key recommendations of the study: Policy makers should clarify terminology to be understood by all educators, the Department of Education should take full responsibility of retraining educators to ensure uniformity in training through the in-service trainings yearly.

- Description: One of the essential sectors that needed a drastic change in the post apartheid era in South Africa, was the education system or policy of the country. The government had a responsibility of combining together the nineteen different Departments of Education into which the schools were fragmented. It is in the interest of the country that, out of the eleven official languages of the country, learners should at least be fluent in two languages namely, the learner‟s mother language and any official language which will be treated as an additional language, thus, promoting additive bilingualism. This is on line with the country‟s constitution which has granted equal status to the eleven languages. That resulted in the formulation of two very imperative policies pertaining to schools; 1) The South African Schools Act (SASA) of 1996 which repeal all discriminatory policies of apartheid. On the issue of language the SASA placed the responsibility of choosing the school subjects to the School Governing Bodies (SGB) and 2) The Language-in- Education Policy (LiEP) of 1997 which is based on the recognition that South Africa is multilingual, and promotes learning of more than one official language. In an attempt to accomplish the constitutional obligation, and establish uniformity or equality in education, Curriculum 2005 which was later revised and known as the Revised National Statement and later revised and known as the NATIONAL Curriculum Statement, with the Outcomes Based Education as its approach, was introduced. The prevalence of overweight and obesity of six to nine year old black African children in a rural town of Mpumalanga

- Description: The aim of the study was to determine the Body Mass Index with regards to overweight and obesity of Black African children between the ages of six and nine years who were enrolled in three rural public schools within Mpumalanga Province, South Africa. The researcher used a quantitative descriptive research design. Each child’s weight and height was measured and their BMI and BMI percentile for gender and age calculated. According to the BMI percentile calculations for gender and age for the sample which consisted of 902 children, three percent were defined as being underweight, 79 percent as being normal weight, 11 percent as being overweight, and seven percent as being obese. In the sample there were also 21.3 percent children who were at risk of becoming overweight (3.5 percent) and obese (17.8 percent). Without intervention these at risk learners may in their adolescent and adult years be adversely affected by the physiological and psychosocial consequences related to their condition. Suggestion is made to utilise a Forum through which various stakeholders can pool their expertise and resources to develop a programme of intervention with the aim to prevent escalation of overweight and obesity, as well as reversing the current prevalence as identified within the research population.

- Description: This study investigated stakeholder participation in strategic planning processes in three teacher training colleges in Zimbabwe. The study was conducted within the qualitative research methodology. Three colleges of education were purposively sampled. All principals in the sampled sites took part in the study. Two Heads of Departments (HODs), two Lecturers in Charge (LICs) two Students Representative Council (SRC) members as well as College Advisory Council Board Members (CACBM) participated in this study. A total of 18 informants participated through interviews. Documents such as strategic planning minutes were scrutinized. Strategic planning meetings were also observed at two sites. The findings were that the practice of strategic planning still appears to be rigid and bureaucratic for organizations that operate in rapidly changing environments such as those in Zimbabwe. Secondly, participation in strategic planning is not all inclusive; only a select few individuals do take part in the planning exercise. Colleges of education and the Ministry focus on the product activities, that is, crafting the strategic plan. They seem to ignore the process activities such as reviewing plans periodically and taking note of key performance indicators which promote continuous improvement. The study also found that participants received no formal training in strategic planning and that the planning process was skewed towards control and compliance; and exhibited managerial accountability tendencies which lie within central bureaucratic approaches. The main recommendations were that the Ministry of Higher and Tertiary Education and the Department of Teacher Education, at the University of Zimbabwe, in consultation with relevant stakeholders should, develop norms and standards for teacher education to align Zimbabwe‟s stakeholder participation in strategic planning to the global trends. Colleges should supplement their understanding of operational contexts by exploring possible future trends and circumstances. The criteria for reviewing strategic plans should be developed by peers, and practitioners in the field, in consultation with national norms and standards for teacher education.

The purpose of using semi-structured questions in the focus groups was to draw on their knowledge and experience of communicable disease surveillance and control in relation to Cholera, as well as to ascertain their views on the role of the Environmental-Health Practitioners in the Communicable - Disease Outbreak- Response Teams at the three different spheres of government. The process of qualitative data analysis was followed. This was based on data reduction and interpretation; and it was conducted as an activity simultaneously with data collection, data interpretation (coding) and narrative writing. The information obtained from the analysed data assisted in the development of the environmentalhealth work methods and procedures for the surveillance and control of Cholera in the KwaZulu-Natal province, South Africa. In this study, firstly, the epidemiology of Cholera was described and analysed against the background of its manifestation in South Africa. Secondly, the national health care system, with specific reference to the place and role of environmental health practitioners at national, provincial and municipal spheres – in relation to Cholera surveillance and control – was analysed. Thirdly, the relevant research that has been done globally has been analysed against the background of the findings of the above, together with work methods and procedures to be used by environmental-health practitioners during the surveillance and control of Cholera in the KwaZulu-Natal Province, South Africa. These include, inter alia: Work methods and procedures for Cholera case investigation; Work methods and procedures for sanitary investigations; and Work methods and procedures for identifying the sources of contamination in environmental waters. Finally, the conclusion and limitations was presented, and appropriate recommendations were made. These include: he need to educate all role - players, on the recent developments in the identification of Vibrio cholerae from environmental surface waters; Communication systems should be developed that allow the Director: Environmental Health to communicate urgent environmental health information directly to the Minister of Health; he training of environmental-health practitioners on detailed work methods and procedures for the surveillance and control of Cholera; and the existing national Cholera control guidelines need to be updated to include relevant environmental health situations when emergencies arise.

Data revealed that there has been no success in implementing learner discipline strategies. There were a number of limitations in implementing policies to maintain learner disciplines which were identified in the study. There were inconsistencies like educators not supervising learners in detention classes, some of the educators were sabotaging the system by not putting into practice the measures and strategies which were put in place to maintain discipline and so forth. The School Management Teams did not capacitate the Representative Council of Learners so as to assist in the monitoring of discipline. The Department of Education is not supportive in the maintenance of discipline in the schools under study in Graaff Reinet District. To address disciplinary problems, the study has the following key recommendations Policies should be crafted by all stakeholders for ownership and there should be collaboration in implementation of those policies.. The Code of Conduct should be issued to all learners at the school at the beginning of the year in the language of preference, with school rules. Learners should know the consequences of transgressing the Code of Conduct. SMTs should adopt different management styles so as to take action against educators who are failing the system of maintaining discipline. Educators should realise that it is their duty to maintain discipline in schools; therefore they should stop complaining about disciplinary problems. Educators should engage the Department of Education to conduct workshops in building capacity of educators to maintain learner discipline. Schools should establish partnerships with other sister Departments such as SAPS, Social Development, Correctional Services, Health to, maintain learner discipline.

The School Management Teams did not capacitate the Representative Council of Learners so as to assist in the monitoring of discipline. The Department of Education is not supportive in the maintenance of discipline in the schools under study in Graaff Reinet District. To address disciplinary problems, the study has the following key recommendations Policies should be crafted by all stakeholders for ownership and there should be collaboration in implementation of those policies.. The Code of Conduct should be issued to all learners at the school at the beginning of the year in the language of preference, with school rules. Learners should know the consequences of transgressing the Code of Conduct. SMTs should adopt different management styles so as to take action against educators who are failing the system of maintaining discipline. Educators should realise that it is their duty to maintain discipline in schools; therefore they should stop complaining about disciplinary problems. Educators should engage the Department of Education to conduct workshops in building capacity of educators to maintain learner discipline. Schools should establish partnerships with other sister Departments such as SAPS, Social Development, Correctional Services, Health to, maintain learner discipline.

What's been built in twenty years?: SADC and Southern Africa's political and regional security culture

- Description: The sense of region in Southern Africa is based on nationalism and its struggles for national liberation. Unusually, the norms of smaller states initially shaped the region's scope and culture of interaction. First and foremost, cooperation happened in the area of security, an initial focus being to uphold the independence and sovereignty of the state in the face of challenges from apartheid South Africa. As such, rather atypically, intergovernmental security cooperation preceded broad based economic cooperation. This has meant that security and development have remained largely de-linked and this has helped discourage implementing a society or human rights centred approach to security. Cooperation has been made more difficult by disparate political systems with divergent values, cultures, agendas and sensibilities. As such, regionalism reinforces nationalism to the exclusion of development or wider notions of political and social security. The region amounts to a security regime with only a patchy record in advancing security. Therefore, in the face of developmental challenges and unless a degree of strategic coherence along political and policy fronts is reached, after 20 years of SADC the endeavour to institutionalise security in conventional state-centred ways amounts to a scenario of diminishing returns.

- Description: This study aimed to evaluate the effectiveness of the Integrated Quality Management System (IQMS) in improving the performance of educators. While literature exists on IQMS as a performance management system for educators in South Africa, no research examines it as a Performance Improvement (PI) system. Given the gap in the literature, this study aimed to answer the question: How effective is the IQMS in improving the performance of educators? The IQMS policy mandates the District Office to design and implement Performance Improvement interventions. This study investigated the effectiveness of the IQMS as a PI system with specific reference to the interventions designed and implemented by the East London District of Education. The introduction of the IQMS marked a paradigm shift from the inspectorate system. It introduced a democratic system of teacher evaluation. It put consultative structures in place and allowed educators to make their voices heard during the evaluation process through pre-evaluation meetings and feedback. The IQMS is a standards based system of evaluation. As such it is morphed with the use of rating scores and rubrics to identify the performance gap, which is followed by the development and implementation of intervention strategies to close the gap. The concept of Performance Improvement (PI) which is the process of identifying and analyzing individual performance gaps, planning for future performance improvement, designing and implementing interventions to close performance gaps, comes into play. This study was conducted using qualitative research methods. Data from questionnaires and the interviews were triangulated with information from a review of policy documents from the Department of Basic Education, pertinent documents from the East London District of Education and sampled high schools in Mdantsane. The Post Level 1 Educators are primary stakeholders in this study, and the School Principals and Education Specialists are secondary stakeholders. In this qualitative study, forty-two high school Post Level 1 (PL1) educators provided responses to an open-ended questionnaire. Six PL1 educators were interviewed. Three high school principals and three education specialists provided responses to open-ended questionnaires. Pertinent documents were surveyed. Qualitative responses were categorized and analyzed into themes and sub-themes. The findings of the current study indicate that the IQMS in its current form did not impact positively on the Performance Improvement of educators. Five specific findings emerged from this study: Educators have not embraced IQMS as a Performance Improvement system; The twofold purpose of the IQMS: development and salary progression renders it ineffective in improving the performance of educators; The logical framework for the implementation of the IQMS is not adhered to; The implementation of the IQMS is not monitored; The IQMS has no impact on learner attainment. This study also documents other positive areas in the implementation of the IQMS. This study has implications and recommendations for further research, practice and provides valuable information to the Department of Basic Education and the teacher unions in the Education Labour Relations Council as they review the IQMS and in implementing future teacher performance evaluation policies.
