A virtual-community-centric model for coordination in the South African public sector

- Description: Organizations face challenges constantly owing to limited resources. As such, to take advantage of new opportunities and to mitigate possible risks they look for new ways to collaborate, by sharing knowledge and competencies. Coordination among partners is critical in order to achieve success. The segmented South African public sector is no different. Driven by the desire to ensure proper service delivery in this sector, various government bodies and service providers play different roles towards the attainment of common goals. This is easier said than done, given the complexity of the distributed nature of the environment. Heterogeneity, autonomy, and the increasing need to collaborate provoke the need to develop an integrative and dynamic coordination support service system in the SA public sector. Thus, the research looks to theories/concepts and existing coordination practices to ground the process of development. To inform the design of the proposed artefact the research employs an interdisciplinary approach championed by coordination theory to review coordination-related theories and concepts. The effort accounts for coordination constructs that characterize and transform the problem and solution spaces. Thus, requirements are explicit towards identifying coordination breakdowns and their resolution. Furthermore, how coordination in a distributed environment is supported in practice is considered from a socio-technical perspective in an effort to account holistically for coordination support. Examining existing solutions identified shortcomings that, if addressed, can help to improve the solutions for coordination, which are often rigidly and narrowly defined. The research argues that introducing a mediating technological artefact conceived from a virtual community and service lenses can serve as a solution to the problem. By adopting a design-science research paradigm, the research develops a model as a primary artefact to support coordination from a collaboration standpoint. The suggestions from theory and practice and the unique case requirement identified through a novel case analysis framework form the basis of the model design. The proposed model support operation calls for an architecture which employs a design pattern that divides a complex whole into smaller, simpler parts, with the aim of reducing the system complexity. Four fundamental functions of the supporting architecture are introduced and discussed as they would support the operation and activities of the proposed collaboration lifecycle model geared towards streamlining coordination in a distributed environment. As part of the model development knowledge contributions are made in several ways. Firstly, an analytical instrument is presented that can be used by an enterprise architect or business analyst to study the coordination status quo of a collaborative activity in a distributed environment. Secondly, a lifecycle model is presented as meta-process model with activities that are geared towards streamlining the coordination of dynamic collaborative activities or projects. Thirdly, an architecture that will enable the technical virtual community-centric, context-aware environment that hosts the process-based operations is offered. Finally, the validation tool that represents the applied contribution to the research that promises possible adaptation for similar circumstances is presented. The artefacts contribute towards a design theory in IS research for the development and improvement of coordination support services in a distributed environment such as the South African public sector.

- Description: Conservation agriculture (CA) has been widely recommended as one of the best ‘climate smart’ agriculture (CSA) practices in many regions of Africa and beyond. It helps to cushion smallholder farmers from the impacts of climate variability and change manifested through erratic rainfall, prolonged dry spells and droughts. CA is a preferred strategy for rehabilitating degraded agricultural land by improving its soil health for optimal crop production. However, adoption and upscaling of this farming practice in many African countries, which face critical challenges of food insecurity and soil degradation, including Malawi, is not significantly expanding despite these established benefits. This participatory action research study therefore explored factors limiting CA adoption and upscaling among the smallholder farmers in Khombedza Extension Planning Area where Total LandCare, the Malawian Ministry of Agriculture and other NGOs have been supporting farmers to adopt CA practices for more than five years. Participatory approaches were used throughout the research process for data collection, with farmers acting as co-researchers as they are best placed to identify the farming challenges and recommend solutions. Key informant interviews and field observations complemented and validated some of the results from the participatory rural appraisal (PRA) activities. The study findings revealed a number of factors behind low CA adoption and upscaling, with many relating to the poor extension system promoted by NGOs and government extension staff. Other factors relate to farmers’ perceptions and are linked to the CA system itself. The on-farm participatory training clarified the majority of farmers’ understanding and changed their mindset towards CA practices, which in turn increased its visibility in terms of adoption and scale of upscaling across the villages under study. In trying to address the poor extension system, as observed and reported by the majority of participants, the research practically tested a “Farmer Neighbourhood (FN) model”, which provided a greater opportunity for farm level interactive learning and provision of better farmer-to-farmer and farmer-to-field staff extension support. The majority of participants and field staff, as well as members of the National Conservation Agriculture Task Force (NCATF) in Malawi, made a recommendation to replicate this model of targeting and supporting farmers in order to increase CA visibility throughout the country. Participation and interactive farmer learning emerged as major themes, which guided successful implementation of the research whilst addressing the research questions and objectives.

- Description: The issue of medium of instruction has been a growing concern for most researchers, especially in contexts where English is used as medium of instruction at the expense of the learner’s mother tongue. In a South African context, the problem is being aggravated by the fact that English becomes a language of learning and teaching in Grade 4 whereas the learners’ medium of instruction in the lower grades has been their mother tongue and therefore did not have a firm grasp of the English language. Subsequently, there is a general outcry in South Africa that the shift from mother tongue to English as language of learning and teaching happens too early. The objectives in this thesis were to examine the experiences faced by Grade 4 teachers in using English as language of learning and teaching; to determine how these experiences impinge on learning and teaching in Grade 4 and to determine whether the teachers’ perceptions of English as the language of learning and teaching impinges on the success of the Grade 4 learners. The theoretical framework of this study is based on bilingualism and multilingualism theories. Qualitative and quantitative approaches were used in the study. The study followed a survey design and both purposive and convenience sampling techniques were used. A sample of 100 teachers from 30 selected schools was chosen. The researcher collected data using individual interviews, questionnaires and observation. The qualitative data was analysed thematically whereas SPSS was used for the quantitative data. The findings of the study revealed that learners lacked confidence in expressing themselves in English in front of their peers and as a result the majority of learners did not participate in class when teachers were teaching in English. The results further showed that learners were passive due to poor understanding of the English language which sometimes resulted in communication breakdown between the teacher and the learner. The researcher recommended that the Government should provide the teachers with workshops that will unpack the strategies of teaching Grade 4 learners in using English as a medium of instruction.

- Description: This study is an interpretive analysis of the roles of NGOs in the social policy process, using the case of postcolonial Zimbabwe. Assessing the period between 2000 and 2010 and the prevailing unique socio-economic and geopolitical crisis, the study engages the major contextual factors influencing evolution of NGOs and their engagement in the policy process. It focuses on the conceptual and state – civil society contestations on the legitimacy of NGO’s as well as an assessment of their impact on the social policy process. NGOs in Zimbabwe have played two major and two minor roles in the social policy process as identified in the study in terms of their prominence and impact on the policy process. That is: policy implementer role complementing state social policy provision, democratisation to pluralism the social policy arena as the major roles; educational role to developing interventions for better social policy and watchdog role monitoring government and other state institutions in meeting the social policy needs of citizens. The thesis argues that analysis of NGOs is embedded in understanding the role of the state and dialectical relationship between state and civil society. Using a neo-Marxist perspective and social democratic approach to the role of the state in social policy, the theoretical generalisations of the study are that NGOs have a legitimate role to play in the social policy process. However, this is defined by the nature and role of the state itself as central driving agent in social policy. Therefore, the roles NGOs are not exclusive in themselves but are anchored within the contextual framework and its definition of societal spheres within it. The thesis established the evolution of the NGO sector in Zimbabwe, its impact on the social, political landscape and argues that the democratisation agenda in Zimbabwe requires a political solution embedded in a transformative state as the panacea for building a redistributive and participatory social policy agenda that engages with non-state actors, NGOs included within a developmental framework. Conclusively, the thesis proposes a theoretical distinction between NGOs as service oriented entities and CSOs as forums for associational life and civic engagement.

The core aim of the study was to evaluate the efficacy of the SADC security mechanism (the Organ on Politics, Defence and Security (OPDS) in conflict prevention, management and resolution on the basis of the Lesotho experience. Data for this qualitative case study was collected through interviews and document analysis. The twenty four participants for the study were drawn from the SADC OPDS unit, Lesotho political parties, Civil Society Organisations (CSOs), Academics from the University of Botswana (UB) and the National University of Lesotho (NUL), retired Botswana Defence officers who participated in the Lesotho missions and office of the post-2007election dispute dialogue facilitator in Lesotho. Documents on the SADC Treaties, Protocols, Communiqués and interventions in other set ups were used to highlight its operational policies, mandate, structures, successes and challenges. Lesotho was chosen as a case study because SADC employed both non-coercive (SADC Troika and Eminent Person mediation, 1994 and 2007 respectively) and coercive measures (the 1998 military intervention). The findings of the study revealed that SADC as a regional body had its own successes and challenges. Different perceptions on the SADC interventions in Lesotho emerged mainly between the participants from the ruling party and the opposition parties. While the former commended SADC for successfully mitigating the calamitous effects of 1994, 1998 and 2007 post-electoral violence, the opposition parties viewed the regional organisations as engaged in illegal interference in the domestic affairs of the country to defend the incumbent governing party. It also emerged from the study that the SADC security mechanism has numerous structural and operational flaws. There were several unanswered questions revolving around the legality and mandate of some of the missions. For instance, no concrete evidence emerged as to whether the 1998 military intervention was authorised by the SADC. The study also revealed that SADC has learnt valuable lessons from the Lesotho missions. Some of the reforms which the SADC has introduced in the OPDS such as the establishment of the SADC Stand by Force, Early Warning structures, the Mediation Unit, and a panel of expert mediators emanated mainly from the Lesotho experiences. The study recommends that SADC needs to harmonise the efforts of its OPDS structures such as the Mediation Unit; the Troika; the Inter-State Defence and Security Committee (ISDSC); the Inter-State Politics and Diplomacy Committee (ISPDC) and the Summit of Heads of States and Governments for rapid, coherent and well coordinated interventions in future regional preventive missions. It is also recommended that SADC should focus on identifying and mitigating underlying causal factors such as underdevelopment; poverty; deprivation of freedoms, marginalisation and other forms of social stratifications and oppression in its preventive diplomacy missions if durable peace is to be achieved in Lesotho and any other future cases.

- Description: This research sought to investigate the phenomenon of witchcraft-related crime in the Eastern Cape Province of South Africa, and its implications for law enforcement policy and practice. The primary motivation for a study such as this emerged from the need to address the lack of academic knowledge about witchcraft-related crime, especially in the Eastern Cape. The study is anthropological in focus, and is thus based on anthropological techniques of data gathering. Specifically, a literature study and fieldwork (semi-structured interviews and case studies) formed the basis of the research methodology employed. The geographical focus of the study was the northeastern part of the former Transkei, an area commonly referred to as Pondoland. Interview data were obtained from two categories of informants, namely community informants and informants of the South African Police Service (SAPS). Various towns and their surrounding villages were visited during fieldwork in order to gather data through interviews. Witchcraft continues to play an integral role in the cultural interpretation of misfortune, illness and untimely or mysterious death, particularly among local Xhosa-speaking communities that are predominantly rural. Beliefs associated with witchcraft were widespread in the study area and this was linked to high frequencies of witchcraft accusations and witchcraft-related violence. Police investigations of witchcraft-related cases were, for the most part, evaluated negatively by the majority of local community informants, while the SAPS informants indicated mixed responses as to the success of their investigations of these cases. The high frequency of unreported cases suggested that witchcraft-related crime is a problem in the Eastern Cape and that the local police were struggling to deal with these cases. The traditional leadership in various communities also struggled with the problem of an ambiguity in their role regarding witchcraft cases. Traditional leaders not only had jurisdictional limitations, but also indirectly seemed to encourage witchcraft-related violence by punishing those who accused others of witchcraft. In general, the relationship between communities, traditional leaders and the police were strained by witchcraft-related cases.

Only three of the 16 schools had school vegetable gardens which produced vegetables and no fruits. Five most frequently eaten foods for breakfast were porridge, rusks, stiff-pap, bread-with-spread, eggs, and polony. Learners from quintile 3 (60.8percent) significantly ate more cooked porridge than learners from quintiles 1 and 2 (51.9percent) (p = 0.015). Leaners from quintile 3 (59.4percent) significantly ate more brown bread-with-spread than learners from quintiles 1 and 2 (50.4) (p = 0.022). The majority of learners (72.7percent) ate breakfast; more male learners (24.4percent) than female learners (29.1percent) skipped breakfast. The majority (62.2percent) of learners had poor nutritional knowledge; significantly, more male (35percent) than female (27percent) learners had poor nutritional knowledge (p = 0.003). Nutritional knowledge increased with age; significantly more grade 8 learners had poor (42.6percent) nutritional knowledge than grade 12 learners (14.1percent) (p < 0.001). Leaners from quintile 3 had good (23.5percent) nutritional knowledge than learners from quintiles 1 and 2 (15.7percent) (p < 0.001). School lessons, books and television were the most important source for nutritional information to learners. The most significant source was lessons (72.0percent; p < 0.001); followed by television (69.4percent; p < 0.001) and books (67.8percent; p = 0.014), in that ranking order. The majority of learners (64percent) had normal body weight. The prevalence of underweight, overweight and obesity was 13.0percent, 15.0percent and 8.0percent, respectively. The prevalence of overweight and obesity was higher in females than males (21.3percent vs 5.3percent; overweight; p < 0.001)) and (11.6percent vs 1.2percent; obesity; p < 0.001), respectively; while the prevalence in terms of underweight was significantly higher in male (21.3percent) learners than in female learners (8.1percent); p < 0.001. The study indicated that the school food environment was not supported by ISHP. The Integrated School Health Policy did not include on-site package for nutritional assessment, thus, there is need to offer nutritional interventions in schools.

Nigeria was one of the earliest countries to adopt the Millennium Development Goals [MDGs] as a strategy in reducing poverty and promoting development across the vast nation. The federating states have also rolled out a number of poverty reduction programmes tailored along the millennium development goals. This study, therefore, evaluates the achievement of the millennium development poverty reduction target in Ogun State, South west Nigeria. The study seeks to ascertain whether the state was able to significantly reduce poverty with the introduction of the MDGs. The study also attempts to establish difference or similarity (if any) between past poverty reduction policies in the state and the MDGs poverty reduction strategies. In carrying out this study, related literature on poverty, development and poverty reduction efforts (strategies and programmes) implemented in the state were extensively reviewed and relevant information retrieved for the study. This study employed the mixed method research, comprising both the quantitative and qualitative data. Quantitative data through the administration of a questionnaire was obtained from 232 respondents. While in-depth interview with seven participants provided the qualitative data. Quantitative data was analyzed using Descriptive statistics, and chi-square statistical technique was used to analyze the quantitative data while qualitative data analysis was carried out using transcription and thematic clusters. The findings of the study, in general, revealed that the MDG poverty reduction strategy did not make any significant contribution in reducing poverty in the state. The MDG strategy was not any different from past poverty reduction strategies implemented in the state. The findings of the research also strongly indicated that there was low awareness regarding the MDGs poverty reduction strategies set up amongst the citizens of the state. The low awareness emerged as a major hindrance to the success of the MDG programme. Based on the findings of this study, a sustainable development poverty reduction model was developed. The model gives room for programme awareness; people’s consultation and participation. It emphasizes the need to consider the community setting or environment factors in the planning and execution of poverty reduction programme. This model contend that aligning strategies to the peculiar need of each environment is a critical component for the sustenance of any poverty reduction programme.

- Description: The assessment of the motivational value of rewards in the world of work is interesting but difficult to understand. Variations in research reports and inadequate comprehension of the efficiency and motivational value of rewards have brought about confusions, controversies and contradictions among authors, researchers, consultants and practitioners in the field of Industrial and Organisational Psychology (Mangham, 2007; Muula, 2006; Muula & Maseko, 2005; Palmer, 2006; World Bank, 2004). As a consequence, organisations are applying theories and models of motivation selectively depending on their beliefs, ideological framework of values and assumptions (Dzimbiri, 2009). The study was therefore carried out as a positive contribution to the existing knowledge and debate on the motivational value of rewards for health professionals in the public health sectors of the developing countries. Through a systematic sampling method, 571 health professionals were sampled for the study. Data were collected through the use of a self-administered questionnaire which was composed based on the data collected from desk research/literature review, focus group discussions and interviews. The findings of the study revealed that the Malawi‟s Ministry of Health (MoH) is failing to attract, motivate and retain health professionals; there is perception of inequity of the rewards among the health professionals; health professionals develop coping strategies to supplement their monthly financial rewards; health professionals engage in corrupt practices to supplement their monthly financial rewards; and there is erosion of industrial democracy in the Malawi‟s Public Health Sector. While the statistical testing of the hypothesized model proved a lack of fit between the variables, the statistical testing of the re-specified model suggests that there is a positive relationship between financial rewards and reward-related problems being faced by health professionals in the Malawi‟s MoH. Through the Structural Equation Modeling (SEM) exercise, an inverse (negative) relationship between financial and non-financial rewards was deduced, and scientifically and graphically demonstrated. Both the re-specified and graphical models symbolize a pragmatic departure from the theoretical model whose authors (Franco, Bennett, Kanfer & Stubblebine, 2004) are largely inclined to the use of non-financial rewards and suggest that financial rewards should be used with caution. These findings also reject the Herzberg‟s two factor theory (Herzberg, 1960) which claims that financial rewards (salaries) are not a motivator. The major recommendations of the study are that the Franco et al.‟s (2004) model should be adopted and adapted in the Malawi‟s MoH with the view that the value of both financial and non-financial rewards (as motivators) varies from individual to individual due to individual differences and prevailing factors/forces in both the work environment and wider society in which the MoH operates; a hybrid reward system combining the strengths of time-based, performance-based and competence-based reward systems should be developed and implemented; the results of scientifically testing the re-specified model and the inverse (causal) relationship established between financial and non-financial rewards (as demonstrated in a graphic model) should be re-tested with other samples in the public health sectors of the developing countries; and the motivational value of non-financial rewards should be scientifically established and compared with the motivational value of financial rewards used independent of each other in business organisations to make an objective conclusion on the rewards-motivation debate.

- Description: The South African automotive industry is the biggest manufacturing sector and the largest contributor to the domestic economy. Within the national manufacturing sector, the artisan job family has been identified as a scarce and critical skill. Artisans are a number one area of concern with regard to filling vacancies in the country. The domestic economy as well as the effectiveness and success of the automotive industry could be negatively affected if this artisanal crisis is not adequately addressed. This study aimed to evaluate a profiling and selection process for apprentices in the South African automotive industry. A multiple-stage selection method was used to screen the applicants. The selection process included the following phases: application review, rating of the application documentation, aptitude testing, skills-based teamwork assessment and interviews. The researcher obtained access to the documentation generated through an annual apprentice selection process at a large multi-national automotive firm. The final sample consisted of 3 412 individuals that had applied for two types of apprenticeship programmes, namely, automotive electrician and millwright, across three intake years. Descriptive statistics such as frequency distribution tables and medians were used. Inferential statistical analysis, using survival analysis, was used to assess whether the survival curves were statistically different across the groups. The findings of this study are relevant to the South African automotive industry, as well as the manufacturing sector. The findings are also of value to human resource practitioners, educators, social scientists and other researchers. The 13 constructs investigated in the study showed a high association with longer survival time in the selection process. The positive evaluation of this selection process provides evidence to support its confirmation as the national selection tool. Four recommendations are proposed to the HRM field and four to the automotive industry. The multiple-hurdle selection process employed in this study should be replicated by the automotive industry in their selection of apprenticeship applicants. Standardisation practices, the use of on-line technology and the marketing of the apprenticeship position are also recommended. Furthermore, it is recommended that educational providers provide job preparation workshops to assist applicants to improve their survival opportunity within the selection processes.

The researcher obtained access to the documentation generated through an annual apprentice selection process at a large multi-national automotive firm. The final sample consisted of 3 412 individuals that had applied for two types of apprenticeship programmes, namely, automotive electrician and millwright, across three intake years. Descriptive statistics such as frequency distribution tables and medians were used. Inferential statistical analysis, using survival analysis, was used to assess whether the survival curves were statistically different across the groups. The findings of this study are relevant to the South African automotive industry, as well as the manufacturing sector. The findings are also of value to human resource practitioners, educators, social scientists and other researchers. The 13 constructs investigated in the study showed a high association with longer survival time in the selection process. The positive evaluation of this selection process provides evidence to support its confirmation as the national selection tool. Four recommendations are proposed to the HRM field and four to the automotive industry. The multiple-hurdle selection process employed in this study should be replicated by the automotive industry in their selection of apprenticeship applicants. Standardisation practices, the use of on-line technology and the marketing of the apprenticeship position are also recommended. Furthermore, it is recommended that educational providers provide job preparation workshops to assist applicants to improve their survival opportunity within the selection processes.

The establishment of the Truth and Reconciliation Commission was the result of a realization on the part of a wide spectrum of South African leadership and conflict resolution professionals, that negotiation alone would not provide conflict resolution for South Africans, and that there was therefore an additional need to deal with the deeper issues of conflict, if the settlement were to prove sustainable. The question remains whether ours represents a successful resolution of the conflict from the theoretical perspective of the analytical conflict resolution school. A close examination of South African socio-political issues across a number of domains regarded by the analytical conflict resolution school as important, indicates that while the requirements for conflict resolution were indeed met in the South African case, their more advanced stage of resolution; conflict provention has not been satisfied. That explains the fact that many tensions, much violence and intolerance remain. South Africa’s democracy has not been infused with analytical conflict management institutions, basic human needs have not been substantially met and valued relationships remain elusive. Because protracted social conflict is cyclical, we can expect high-levels of conflict behaviour to haunt, and even threaten our fledgling democracy. It is argued here that a coherent theoretical approach to the South African conflict management process would have produced a more sustainable outcome, and we recommend the continued use and institutionalization of analytical conflict provention processes to secure the future of our country.

This funding was supplemented with a loan obtained from the South African Industrial Development Corporation (IDC) to the value of 40% of the cash funds; while land and buildings, as well as loans in the form of gold granules and bars, were provided by Harmony Gold Company, as part of what they describe as their corporate social responsibility towards the Virginia area where they are the only mining company operating; and also simultaneously as their obligation towards gold beneficiation as required by law. The business failed after less than 12 months of operation amidst allegations of theft of gold and the sudden lay-off of approximately 500 poor black rural women. The company’s liquidation appears to be on the backburner indefinitely. The study was conducted over a period of 18 months, and this thesis written over several more. As part of this evaluation several issues were investigated. These issues are: the push for beneficiation of South African mined metals; the National Industrial Participation Programme; local government development; the BAE Systems/SAAB consortium and other similar companies which are involved in jewellery production for export as part of both the country’s beneficiation drive, as well as the 3 NIPP. These other companies are used in this study as a ‘control’ group against which SARM’s performance can be measured realistically. Different research methods were used during the evaluation, including secondary document reviews, face-to-face and telephonic interviews with key-informants, the use of e-mail to contact key-informants, as well as conducting face-to-face questionnaires with random interviewees, and a focus group discussion with SARM ex-workers. There were several limitations to this study. The primary limitation was the inaccessibility of official and legal documents pertaining to both SARM, and the 1998 arms deal. - Description: Continued debates on economic development, poverty eradication and the growing skeptism concerning the paradigms proposed through many decades, has led to a continued search for a paradigm that would, finally, resolve the issue of pervasive poverty in the Sub-Saharan Africa. Having implemented decentralization within government entities without any significant contribution to poverty eradication, the focus has now turned to the development agencies themselves. What are the inefficiencies in these agencies which if addressed might enable them deliver development aid more efficiently thus, providing more resources for development from being lost in the attrition of overheads? It is, therefore, argued that decentralization of development agencies will improve the efficiency and effectiveness of IFIs in delivering development aid. At the same time, decentralization reforms have been proposed as a response to the failures of highly centralized states (or organizations in this case). Empirical evidence, strongly, suggests that physical proximity and more "face-time", promotes better results-on-the-ground, delivered by staff who are better attuned to local conditions and have a better understanding of the client and their development agenda. But, will decentralization alone solve the issue of pervasive poverty? This research recognises that the factors affecting poverty are diverse and intricate and isolating just one part of the puzzle is not enough. Nevertheless, it is argues that decentralization, has a positive impact on poverty reduction thus, this study presents both practical and theoretical considerations from which policy measures can be derived. This thesis focused on establishing how the World Bank, changed its strategies through the implementation of decentralization of its operations as proposed in the ‗Strategic Compact‘, renewed the way it worked in order to maintain its relevance in the development world. The World Bank President, James Wolfensohn, proposed the Compact as a solution to the organization‘s self diagnosis that it was in distress, in a state of possible decline and was not fulfilling its mission of poverty eradication. This research, using Uganda Country Office as a case study, undertook, mainly, a qualitative review of the overall strategy of decentralization and its implementation organization wide and specifically, in Uganda. The research examined how the implementation of the strategy impacted on poverty trends in Uganda. This research found that the decentralization strategy was, fundamentally, the right one to deliver better results of the Bank‘s mission of ‗fighting poverty for lasting results‘ and its vision of ‗A World Free of Poverty‘. Contrary to the popular notion that the World Bank has been, largely ineffective in the delivery of its mission and its decentralization strategy just another one of its 'shams‘, this research established that the implementation of the strategy, although not having a direct or causal relationship, did have positive impact on poverty alleviation in Uganda. This study, therefore, makes a case for decentralization of donor organizations as a means of better delivery of the poverty eradication agenda in the developing world. The benefits though hard to measure in monetary terms are, nevertheless, real in terms of faster and better quality engagement with the clients which in turn, result into better delivery of services and programmes.

- Description: One of the key challenges that continue to confront governments, worldwide, with regard to development management, other than the obvious limited resources to meet the overwhelming and competing needs of the constituencies, is the efficiency and effectiveness of the state machinery. Within state machinery itself the major issue that is viewed as a primary shortcoming is the process of translating sound development policies into implementable programmes and projects. Within the processes of policy implementation the key weaknesses appear to lie on planning processes. As such, governments continue to cite poor alignment between policies, plans and priorities across various spheres of government, a challenge that manifests itself in a lack of integrated service delivery, duplication in application of resources and efforts, lack of sustainability of development initiatives, slow pace and poor quality of services provided to communities. This study was aimed at evaluating the nature and extent of alignment between the Strategic Performance Plans of selected Eastern Cape provincial government departments and the Provincial Growth and Development Plan (PGDP): 2004-2014. The main objectives of the study were to gain insight into the nature and extent of alignment between the Strategic Performance Plans of selected Eastern Cape provincial government departments and the PGDP objectives, indicators and targets; identify the new service delivery mechanisms, policies, procedures and change management plans that have been introduced, if any, to ensure the successful implementation of the PGDP programmes; and indentify risks and challenges that pose a threat to the successful implementation of the PGDP programmes and provide preliminary risk response strategies. Of paramount importance is that this study was not limited to assessing the nature and extent of harmony or strategic fit between a macro-provincial plan, known as the PGDP, and sector specific plans, called Strategic Performance Plans, but it sought to determine the bases of alignment, where it exists, and sources of misalignment where planning disjuncture are found. To this end, the study was intended to generate a conceptual framework for assessing alignment of plans within public institutions across all levels of government. Ten provincial government departments drawn from the four provincial administrative clusters that feed their work into, and hence accountable to various Cabinet Committees and, ultimately, Cabinet, participated in the study. Key issues that emerged, and remained unresolved, during the direct engagement of provincial government departments were consolidated and verified, later on, with the public entity that supports the Office of the Premier on matters of macro-policy and strategy development and socio-economic research, known as the Eastern Cape Socio Economic and Consultative Council (ECSECC). This study followed a qualitative research methodology approach. Strategic Performance Plans of selected provincial government departments were analysed to establish linkages with the PGDP. A standard Alignment Evaluation Matrix was utilized to provide the results of content analysis of departmental plans. This Matrix was developed based on extensive literature study conducted that yielded a working Strategic Planning Alignment Model. The results of analysis of departmental plans and the key features of the Planning Alignment Model formed the basis of engagement of selected government departments during field study. Managers and officials working in components such as Strategic Planning, Monitoring and Evaluation, Special Programmes, infrastructure Planning, Demand Management and Research, Budget Planning and Control, Municipal Support, Geographic Information Systems and Spatial Planning, participated in the focus groupdiscussions. This study revealed both positive and negative factors on how provincial government departments have, over time, attempted to give effect to the intentions of the Provincial Growth and Development Plan; 2004-2014. Firstly, the study demonstrated that the PGDP was viewed in the same light as any other planning framework generated at national and local government level, with its priorities and targets found in the same basket of policy issues that are competing for limited resources. Secondly, it was found that the PGDP has, over time, degenerated in terms of its strategic significance in the planning environment, with new priorities that have emerged at a national government level securing more attention of politicians and senior administrators at the detriment of the PGDP intentions. Political championing of the PGDP was viewed as having dwindled from one term of government to the next. As such, the PGDP was not found to be having the level of significance and traction that the regionalist-planning paradigm is beginning to suggest within the global policy development discourse. Thirdly, the study revealed that while plans of selected government departments had a sound articulation of the PGDP goals, this did not translate into well-costed operational plans with clear targets and timelines that link to the 2014 targets. Organisational structures and service delivery models of the selected government departments had not fundamentally changed since the PGDP was introduced in the Province. Incremental changes to departmental processes have been seen since the PGDP came into effect. The changes were more influenced by new priorities that emerged at national government level. As such, provincial government departments continued to be more inclined towards sector priorities which could be viewed as unfunded provincial priorities. As such, budget allocation to PGDP programmes was limited from department to department, due to competing national priorities. One argument advanced for this disjuncture in planning was that the PGDP itself should have, from time to time, been reviewed to consider priorities that might have emerged at national and local government sphere, including conditions that have changed in the socio, economic and political environments. This seemed not to have happened, despite a Planning Coordination and Monitoring Unit being established within the Office of the Premier, during PGDP inception, for this explicit purpose. Fourthly, the study noted the challenge of different planning cycles between the provincial and local government spheres, which was viewed as promoting planning disjuncture within the two spheres. This was pointed out as of critical importance in alignment since provincial government departments are expected to respond to community needs that are embodied in Integrated Development Plans of municipalities. For this vertical integration to happen, the study revealed that there has been over-reliance in inter-governmental structures which were relatively weak in various municipalities. In the same vein, horizontal integration at provincial government level seemed to be a challenge also due to the ineffectiveness of the cluster system introduced since 1999. While part of a Cluster system, and submitting plans and reports to Clusters, provincial government departments continued to work in silos. Priority setting, spatial targeting and resource allocation has remained a competency of individual provincial departments. The cluster budgeting and programme implementation envisaged in the PGDP was still to be seen, and it appeared that there was no Treasury tool to give effect to this noble intention. In fact, this intention was viewed as contradictory with the spirit of the Public Finance Management Act, 1999 that places single financial accountability on Heads of Departments, as individuals rather than a group or cluster. Fifthly, the study further revealed that the PGDP itself had design deficiencies that created a challenge for implementation, monitoring and evaluation. The PGDP was viewed as straddling between being a strategic framework that guides socio-economic planning, with a longer-term focus, and being a provincial plan. The PGDP was also found to be an all encompassing plan that contains a basket of everything that a provincial government would be expected to do. A viewpoint advanced herein regards international experience which suggests that being strategic means being selective, sorting the critical few from the important many, and giving that selection a ‘bite’ by shifting resources and demanding performance sufficient to make the desired impact. The latter was viewed as a fundamental shortcoming of the PGDP. In fact, the study revealed that some of the PGDP programmes were underway within provincial government departments even before the PGDP was formulated. Whether those programmes would serve the province achieve the few outcomes it set itself for 2014, is a matter the PGDP design could not confirm. It also transpired that a number of provincial departments were not adequately consulted during the determination of PGDP targets. Furthermore, it has emerged that the province lacks coherent competency at a level higher than provincial departments, which is capacitated with a pool of analysts possessing a deeper appreciation of various government sectors and the provincial economy. This competency would include development planners, spatial planners, sector policy analysts, researchers and other technical skills.

This study was aimed at evaluating the nature and extent of alignment between the Strategic Performance Plans of selected Eastern Cape provincial government departments and the Provincial Growth and Development Plan (PGDP): 2004-2014. The main objectives of the study were to gain insight into the nature and extent of alignment between the Strategic Performance Plans of selected Eastern Cape provincial government departments and the PGDP objectives, indicators and targets; identify the new service delivery mechanisms, policies, procedures and change management plans that have been introduced, if any, to ensure the successful implementation of the PGDP programmes; and indentify risks and challenges that pose a threat to the successful implementation of the PGDP programmes and provide preliminary risk response strategies. Of paramount importance is that this study was not limited to assessing the nature and extent of harmony or strategic fit between a macro-provincial plan, known as the PGDP, and sector specific plans, called Strategic Performance Plans, but it sought to determine the bases of alignment, where it exists, and sources of misalignment where planning disjuncture are found. To this end, the study was intended to generate a conceptual framework for assessing alignment of plans within public institutions across all levels of government. Ten provincial government departments drawn from the four provincial administrative clusters that feed their work into, and hence accountable to various Cabinet Committees and, ultimately, Cabinet, participated in the study. Key issues that emerged, and remained unresolved, during the direct engagement of provincial government departments were consolidated and verified, later on, with the public entity that supports the Office of the Premier on matters of macro-policy and strategy development and socio-economic research, known as the Eastern Cape Socio Economic and Consultative Council (ECSECC). This study followed a qualitative research methodology approach. Strategic Performance Plans of selected provincial government departments were analysed to establish linkages with the PGDP. A standard Alignment Evaluation Matrix was utilized to provide the results of content analysis of departmental plans. This Matrix was developed based on extensive literature study conducted that yielded a working Strategic Planning Alignment Model. The results of analysis of departmental plans and the key features of the Planning Alignment Model formed the basis of engagement of selected government departments during field study. Managers and officials working in components such as Strategic Planning, Monitoring and Evaluation, Special Programmes, infrastructure Planning, Demand Management and Research, Budget Planning and Control, Municipal Support, Geographic Information Systems and Spatial Planning, participated in the focus groupdiscussions. This study revealed both positive and negative factors on how provincial government departments have, over time, attempted to give effect to the intentions of the Provincial Growth and Development Plan; 2004-2014. Firstly, the study demonstrated that the PGDP was viewed in the same light as any other planning framework generated at national and local government level, with its priorities and targets found in the same basket of policy issues that are competing for limited resources. Secondly, it was found that the PGDP has, over time, degenerated in terms of its strategic significance in the planning environment, with new priorities that have emerged at a national government level securing more attention of politicians and senior administrators at the detriment of the PGDP intentions. Political championing of the PGDP was viewed as having dwindled from one term of government to the next. As such, the PGDP was not found to be having the level of significance and traction that the regionalist-planning paradigm is beginning to suggest within the global policy development discourse. Thirdly, the study revealed that while plans of selected government departments had a sound articulation of the PGDP goals, this did not translate into well-costed operational plans with clear targets and timelines that link to the 2014 targets. Organisational structures and service delivery models of the selected government departments had not fundamentally changed since the PGDP was introduced in the Province. Incremental changes to departmental processes have been seen since the PGDP came into effect. The changes were more influenced by new priorities that emerged at national government level. As such, provincial government departments continued to be more inclined towards sector priorities which could be viewed as unfunded provincial priorities. As such, budget allocation to PGDP programmes was limited from department to department, due to competing national priorities. One argument advanced for this disjuncture in planning was that the PGDP itself should have, from time to time, been reviewed to consider priorities that might have emerged at national and local government sphere, including conditions that have changed in the socio, economic and political environments. This seemed not to have happened, despite a Planning Coordination and Monitoring Unit being established within the Office of the Premier, during PGDP inception, for this explicit purpose. Fourthly, the study noted the challenge of different planning cycles between the provincial and local government spheres, which was viewed as promoting planning disjuncture within the two spheres. This was pointed out as of critical importance in alignment since provincial government departments are expected to respond to community needs that are embodied in Integrated Development Plans of municipalities. For this vertical integration to happen, the study revealed that there has been over-reliance in inter-governmental structures which were relatively weak in various municipalities. In the same vein, horizontal integration at provincial government level seemed to be a challenge also due to the ineffectiveness of the cluster system introduced since 1999. While part of a Cluster system, and submitting plans and reports to Clusters, provincial government departments continued to work in silos. Priority setting, spatial targeting and resource allocation has remained a competency of individual provincial departments. The cluster budgeting and programme implementation envisaged in the PGDP was still to be seen, and it appeared that there was no Treasury tool to give effect to this noble intention. In fact, this intention was viewed as contradictory with the spirit of the Public Finance Management Act, 1999 that places single financial accountability on Heads of Departments, as individuals rather than a group or cluster. Fifthly, the study further revealed that the PGDP itself had design deficiencies that created a challenge for implementation, monitoring and evaluation. The PGDP was viewed as straddling between being a strategic framework that guides socio-economic planning, with a longer-term focus, and being a provincial plan. The PGDP was also found to be an all encompassing plan that contains a basket of everything that a provincial government would be expected to do. A viewpoint advanced herein regards international experience which suggests that being strategic means being selective, sorting the critical few from the important many, and giving that selection a ‘bite’ by shifting resources and demanding performance sufficient to make the desired impact. The latter was viewed as a fundamental shortcoming of the PGDP. In fact, the study revealed that some of the PGDP programmes were underway within provincial government departments even before the PGDP was formulated. Whether those programmes would serve the province achieve the few outcomes it set itself for 2014, is a matter the PGDP design could not confirm. It also transpired that a number of provincial departments were not adequately consulted during the determination of PGDP targets. Furthermore, it has emerged that the province lacks coherent competency at a level higher than provincial departments, which is capacitated with a pool of analysts possessing a deeper appreciation of various government sectors and the provincial economy. This competency would include development planners, spatial planners, sector policy analysts, researchers and other technical skills.

An exploration of HIV and aids disclosure among HIV-serodiscordant married couples in the Eastern Cape Province, South Africa

- Description: Sub-Saharan Africa has the highest prevalence and incidence of HIV infection worldwide, mostly attributed to heterosexual transmission. Transmission in HIV-serodiscordant couples who have received joint voluntary counselling and testing ranges from 3% to 7% per year and only about 20% know that they are living in a discordant relationship. Disclosure is seen as a cornerstone for the prevention of HIV transmission between in HIV-serodiscordant married partners. It is argued that numbers of HIV-serodiscordant couples are most likely increasing; however, limited or no support is given to these couples as most because counselling interventions in South Africa do not provide for married heterosexual HIV-serodiscordant couples. The aim of the study was to identify the impact of disclosure of HIV and AIDS status on partners in HIV-serodiscordant married relationships. The second aim was to synthesize the findings to guide the development of contextualized counselling guidelines for married couples in HIV-serodiscordant relationships. Five HIV-serodiscordant married couples and 6 HIV and AIDS counsellors from a variety of settings in Nelson Mandela Bay, participated in this study. In this interpretive qualitative study, non-probability criteria, purposive sampling was used. Both participant groups are isiXhosa-speaking adults between the ages of 21 and 65 years and include both males and females. Qualitative data were gathered by means of audio-recorded semi structured interviews. Thematic analysis was used to analyse the data, while Guba’s guidelines were used to enhance the trustworthiness of the research. Semi-structured interviews with HIV-serodiscordant married couples revealed 5 common themes and were: (a) confused environment of couples in HIV disclosure, (b) inconsistent delivery of healthcare information to HIV-serodiscordant couples, (c) relationship predicaments post disclosure, (d) partner support on sexual intimacy for married couples and (e) reactions of family, children and friends towards the HIV disclosure. The HIV and AIDS counsellors 3 common themes and were: (a) basic HIV and AIDS counselling skills, (b) organisational resources support of HIV counsellors and (c) suggestions to support HIV counsellors.. This study supports the view that further research be done in other related areas (gay, lesbians, bi-sexual relationships) and demystify this unknown or misunderstood notion needs to take place at a larger scale and probably incorporate quantitative surveys to supplement the current qualitative research. Implications for practise and avenues for research are considered in this study.

- Description: Approximately sixty percent of Africans depend on rainfed agriculture for their livelihoods. South Africa is evidenced to be susceptible to inclement climate which impacts on rural livelihoods as well as on farming systems. While South Africa is considered to be food sufficient, it is estimated that approximately 35percent of the population is vulnerable to food insecurity. Therefore with the application of surveys and interviews this study investigates the factors influencing household, subsistence and small-scale farmer perceptions of vulnerability to climate variability as well as the determinants of adaptive capacity. A sample of 308 households is surveyed and four focus group discussions are administered in Ngqushwa Local Municipality as a case study. Furthermore, the study also focuses on the biophysical changes or factors (scientific analysis of the prevailing climatic regimes–rainfall trends); the interrogation of the impact of food systems on both food prices as well as its implications on food sovereignty. The study also interrogates the relationship between crop yield and rainfall data over a 30-year period. Therefore the study adopts a mixed method approach to ensure triangulation. The study finds that rural communities are able to perceive climate variability and its related changes as well as its negative impact on crop production, food access and availability. The perceived rainfall trends also corroborate this Pearson product-moment correlation coefficient reveals that there is a strong correlation between crop yields and rainfall (r = 0.69). Meteorological analyses also show that the rainfall trend has been significantly variable over 112 years (1900 - 2011) with several dry spells threatening the subsistence and small-scale farmers’ sustainable livelihoods. The food systems pose threats to food safety, food security and historical food sovereignty for the rural community of Ngqushwa Local Municipality. Adaptive capacity is greatly impaired by the lack of co-ordination of adaptation strategies, which communally benefit the majority of the farming respondents in the study area. Therefore vulnerability to climate variability impacts on the ability of the respondents to achieve food security. The study also finds that there is perceived competition between the farmers and wild life for the natural resources. The respondents’ perception is that climate variability and change is responsible for such competition. The study recommends that the national, provincial and local governments must foster a new food production model that is not based on the agro-business model and its attendant technologies but on one that is based on robust agro-ecological farming techniques which enhance adaptive capacity; which foster food safety; which promote food sovereignty; and which reduce vulnerability in a sustainable manner. Given the extent of climate variability in the study area the restoration of the NLM weather station infrastructure can also aid the farmers in taking advantage of a robust early warning system for better estimation of climate trends which enhance crop production.

- Description: Approximately sixty percent of Africans depend on rainfed agriculture for their livelihoods. South Africa is evidenced to be susceptible to inclement climate which impacts on rural livelihoods as well as on farming systems. While South Africa is considered to be food sufficient, it is estimated that approximately 35% of the population is vulnerable to food insecurity. Therefore with the application of surveys and interviews this study investigates the factors influencing household, subsistence and small-scale farmer perceptions of vulnerability to climate variability as well as the determinants of adaptive capacity. A sample of 308 households is surveyed and four focus group discussions are administered in Ngqushwa Local Municipality as a case study. Furthermore, the study also focuses on the biophysical changes or factors (scientific analysis of the prevailing climatic regimes–rainfall trends); the interrogation of the impact of food systems on both food prices as well as its implications on food sovereignty. The study also interrogates the relationship between crop yield and rainfall data over a 30-year period. Therefore the study adopts a mixed method approach to ensure triangulation. The study finds that rural communities are able to perceive climate variability and its related changes as well as its negative impact on crop production, food access and availability. The perceived rainfall trends also corroborate this Pearson product-moment correlation coefficient reveals that there is a strong correlation between crop yields and rainfall (r = 0.69). Meteorological analyses also show that the rainfall trend has been significantly variable over 112 years (1900 - 2011) with several dry spells threatening the subsistence and small-scale farmers’ sustainable livelihoods. The food systems pose threats to food safety, food security and historical food sovereignty for the rural community of Ngqushwa Local Municipality. Adaptive capacity is greatly impaired by the lack of co-ordination of adaptation strategies, which communally benefit the majority of the farming respondents in the study area. Therefore vulnerability to climate variability impacts on the ability of the respondents to achieve food security. The study also finds that there is perceived competition between the farmers and wild life for the natural resources. The respondents’ perception is that climate variability and change is responsible for such competition. The study recommends that the national, provincial and local governments must foster a new food production model that is not based on the agro-business model and its attendant technologies but on one that is based on robust agro-ecological farming techniques which enhance adaptive capacity; which foster food safety; which promote food sovereignty; and which reduce vulnerability in a sustainable manner. Given the extent of climate variability in the study area the restoration of the NLM weather station infrastructure can also aid the farmers in taking advantage of a robust early warning system for better estimation of climate trends which enhance crop production.

The tourism sector was identified as an essential source of foreign exchange earnings and as a means to drive the economy to greater heights and reduce poverty through direct employment in down-stream and up-stream industries. Despite being endowed with rich natural resources that include five World Natural Heritage sites, exquisite flora and fauna. Zimbabwe is not performing well in the world tourism sector. The Southern African country continues to be ranked low on World Economic Forum Travel and Tourism Competitiveness Index. Despite the country‘s strengths, in terms of endowments, the low Tourism and Travel Competitiveness Index suggests weaknesses in related areas. There is currently no clear strategy for the sustainable use of ICT in the tourism sector in Zimbabwe. Despite huge investments and advances in ICT, services in the tourism sector in Zimbabwe continue to be delivered manually and in traditional ways. Therefore, this research sought to propose a strategy for the sustainable use of ICT in the tourism sector in Zimbabwe. However, this strategy had to be informed and supported by an empirical study of the shortcomings in the existing situation in the tourism sector. In order to achieve this objective, this research, which is a comprehensive case study on the tourism sector in Zimbabwe, deployed semi-structured interviews, questionnaires, observations and netnography to collect data. The case study was carried out in accordance with the steps for conducting a case as outlined by Yin guided by an interpretive paradigm. The entities and organisations that formed part of the case study were purposefully chosen to provide a representative sample of the tourism role-players in Zimbabwe. The samples were based on sample variation and feasibility (taking into consideration factors such as geographical location, organisational thrust and size). Data collection involved semi-structured interviews with various role-players in the tourism sector. The role-players interviewed included officials from the government, the regulator and from the service providers. The interviews were held in Harare, Bulawayo, Gweru, Chinhoyi, Matopos, Hwange and Victoria Falls. A Zimbabwe annual premier tourism expo, Sanganai/Hlanganani World Travel and Tourism Africa Fair, was also attended in order to interact with various players and to conduct formal and informal interviews. The questionnaires, which were completed by tourists, were administered in Harare, Hwange, Victoria Falls, Matopos, and the Beitbridge and Kazungula border posts. An online version of the questionnaire was also administered. The questionnaire link was e-mailed to tourists, as some of them did not have enough time to complete them during their stay in Zimbabwe and agreed to do so via email. The data was analysed in two phases - structured coding and thematic analysis. . Key factors were identified through structural coding and thematic analysis. Country-specific, sector-specific and organisationalspecific factors were identified for tourists, the government, the regulator and service providers. After a further analysis of the results, those that pointed to the same factors were grouped together and a deduction was made as a diagnosis of the problem was identified. The identified problems were synthesised into seven diagnostics: (i) lack of infrastructure and enabling services; (ii) e-customer relationship management; (iii) lack of collaboration and poor systems integration, (iv) policy and regulation; (v) lack of financial resources; (vi) poor ICT governance and (vii) poor human resource development. A guiding policy was then identified for each of the diagnostics, leading to a set of coherent actions. The research also showed the implementation of this set of actions that consisting of three layers, namely, government, regulator and service providers. This research contributes to the existing body of knowledge by providing a clear strategy formulation model and showing how the implementation will be rolled out. The ICT-related challenges were diagnosed, guiding policies formulated to address the situation and required coherent actions suggested. This research is deemed to be significant for understanding the future of ICT use in developing countries like Zimbabwe.

An international study on the influence of intrinsic rewards on the intrinsic motivation, work engagement and retention of employees in non-profit organisations

- Description: The primary objective of this thesis was to investigate whether intrinsic rewards play a role in the intrinsic motivation, work engagement and retention of employees working within non-profit organisations in Australia, Belgium, South Africa and the United States of America. It therefore served to form a cross-cultural comparison between employees from these four geographically dispersed yet culturally similar countries. A further aim was to determine whether demographic differences occurred across the four constructs studied. In order to achieve these objectives, a theoretical model was constructed to highlight the relationships between the constructs under study. The study made use of both qualitative and quantitative research to achieve the above-mentioned objectives. As a result of the data obtained from 15 qualitative interviews conducted with non-profit employees in Belgium and South Africa, two measuring instruments, namely the Intrinsic Work Rewards Scale and the Intrinsic Work Motivation Scale, were developed to assess intrinsic rewards and intrinsic motivation respectively. These measuring instruments were qualitatively piloted on a sample of academics and non-profit employees, and were translated from English into Dutch for use on the Belgian sample. Once these instruments had been refined, they were combined with instruments to measure work engagement and intention to quit to form a composite questionnaire. This questionnaire was completed electronically by 587 non-profit employees from the four countries under study. Data analysis was conducted in the form of descriptive and inferential statistics, including frequency tables, Cronbach’s alpha testing, exploratory and confirmatory factor analysis, Pearson’s Product Moment Correlations, chi-square tests, t-tests, analysis of variance and structural equation modelling. The quantitative findings showed that intrinsic rewards lead to higher levels of intrinsic motivation, which in turn causes higher levels of work engagement and lower levels of intention to quit. Intrinsic rewards were also found directly to predict a reduction in employees’ intentions to quit their non-profit organisations, and work engagement directly predicted an increase in intention to quit. From a cross-cultural perspective, practically significant inter-country differences were discovered across the intrinsic rewards of meaningful work and challenging work; across intrinsic motivation and its three dimensions (personal connection to one’s work, personal desire to make a difference, and personal desire to perform); and across work engagement and its three factors (absorption, dedication and vigour). In addition to these inter-country results, age and job level differences were discovered across the four constructs under study, together with significant correlations between the four constructs. The Intrinsic Work Rewards Scale and the Intrinsic Work Motivation Scale were successfully validated in both English and Dutch in this study, with a number of forms of validity being confirmed through factor analyses and correlations. Reliability was proven through satisfactory Cronbach’s alpha values being obtained for both language versions of the instruments. These results theoretically contribute to literature pertaining to intrinsic rewards and intrinsic motivation as a result of the development of two measuring instruments that were empirically validated to assess these constructs. Furthermore, the results make a valuable contribution to the field of rewards management globally. This study’s findings provide evidence for causal relationships between four constructs not previously tested empirically, specifically within Australia, Belgium, South Africa and the United States of America. Consequently, this study’s results hold important implications for the management of non-profit employees worldwide.
