Regional intergration: the impact of a one stop border post between South Africa and Mozabique in enhancing trade facilitation

- Description: The Ressano Garcia Border Post on the Mozambique side and the Lebombo Border post on the South African side represent the link between two of the three Maputo Corridor countries that receives the largest amount of freight traffic along the Corridor. The link has been identified as a major obstacle to the free movement of goods. As a result the process of the establishment of a One Stop Border Post was mooted by the former president Thabo Mbeki and his counter-part in Mozambique Mr. Joaquim Chissano in a bilateral agreement between these two countries. The reasons for these developments are prompted by the protracted problems that have beset intra-regional trade. For example, transport infrastructure in the region imposes significant costs on intra-regional and regional trade transactions. Long delays at border posts add to the intra-regional trade costs. The requirements by the 1996 SADC trade protocol, the basis of the FTA — that member states eliminate non-tariff barriers — poses special problems as it represents different things to different SADC member states. Addressing the SADC summit on 16 August 2006, the then South African President Thabo Mbeki said “the launch of the FTA was much more than a simple acknowledgement that the majority of traded goods in the region are duty-free. Rather we should view the achievement of this milestone as a major step towards addressing the fundamental challenges of poverty and underdevelopment through deeper integration and economic development” (Mbeki, 2006:16). Now that there will be one centre that clears all the documents for the transporters this will effectively culminate in the speedy processing of the documents. There will be no need for the transporters to stop at the other country’s customs offices to do the same job. Once the documents are complete the process is complete, because the barriers are removed between the two countries.

Local government is at the coalface of services delivery in South Africa.Almost all complaints and service delivery protests are directed by communities to municipalities. This necessitates that local government employees should always be ready to serve the people with passion and vigour. From the advent of democratic dispensation in South Africa in 1994 the transformation of the public sector has become one of the central priorities of government.The Constitution of the Republic of South Africa (1996) sets the agenda of a developmental state and outlines objects of local government in Sections 152 and 153 of the supreme law of the land. Flowing from this Constitutional mandate a legislative and policy framework is enacted to guide the municipalities to ensure effective and efficient delivery of services to communities .In this respect the study argues that central to the delivery of services is the human capital. The researcher asserts that it is not the building or any other municipal asset that will ensure delivery of quality services to citizens, but the employees. Employees have a responsibility to ensure that goals and objectives of the OR Tambo District Municipality are realised. The researcher contends that there is a perception that there could be low levels of job satisfaction within the workforce of ORTDM .This could have a negative effect to the provision of basic services to the public .Thus this study is aimed to investigate factors that may affect employee satisfaction in the ORTDM. High level of job satisfaction amongst employees may cause ahighly dedicated and committed workforce. The consequence of that could be a positive impact on municipal performance.

- Description: A number of organisations are continuously searching for methods which can be used to improve performance. One such method entails implementing a performance management programme. However, despite a growing body of research that supports the positive impact that effective performance management can have on an organisation’s performance, evidence suggests that organisations in South Africa and elsewhere are not implementing the practices that are recommended by the theory of best practice in Human Resources and performance management (Kock, Roodt & Veldsman, 2002:83). The institutionalisation of performance management in the South African public service after 1994 came as a result of the need to change the legacy of poor performance of the public service (Malefane, 2010:1). This study seeks to examine the effectiveness of the implementation of performance management in the Provincial Treasury, Province of the Eastern Cape (Provincial Treasury). Literature reveals that there is consensus on the view that performance management is a tool that contributes to the effective management of employees in order to yield high organisational performance. Armstrong and Baron (2005 :vii) contend that if performance levels of individuals are raised, better organisational performance levels will follow. According to Dessler, (1997:372) performance management is a systematic approach to managing people, goals, measurement, feedback, and recognition as a way of motivating employees to achieve their full potential in line with the organisation’s objectives. In the South African context, performance management is described in terms of its role and outcome with regard to employee development; hence it is widely referred to by public sector employees as a Performance Management and Development System (PMDS) (Malefane, 2010:7). The Annual Performance Plan (APP) of the Office of the Premier (OTP APP, 2010/11:5) insists that the Eastern Cape Provincial Administration is still plagued with inter alia, a work ethic that is less desirable, weak human capital management culture, poor compliance with policies, lack of accountability and discipline as well as capacity challenges in critical areas which include planning, financial management, monitoring and reporting as well as systematic performance and an inability to respond to identified service delivery challenges. Public sector reforms have been adopted in this province in an attempt to improve performance in order to meet service delivery initiatives. A purposive sampling technique was used to select 30 participants of the Provincial Treasury (employees between salary levels 6 and 8 as well as managers from salary levels 9-13). A qualitative approach was preferred in this study to enhance objectivity which would have vanished if quantitative or experimental strategies were employed. The empirical findings revealed that the employees and the management of this Department perceive that there is no clearly defined purpose of performance management. There is also a feeling that performance management is not useful in identifying under-performers and ineffective in raising the performance of employees. Consequently, it is unable to assist the subordinates to grow. Others felt that performance management is not a developmental tool. It also emerged from the empirical findings of this study that the current rating system does not serve its intended purpose and therefore it should be replaced. Recommendations and suggestions are adopted in this study to address these perceptions.

- Description: Since the dissolution of apartheid, corporate governance in South Africa has evolved from being a soft mainly ethical issue to a hard knowledge-based technological issue, recognised as pivotal to the success and revitalisation of the country’s capital markets and, ultimately, the prospects of the corporate economy. These high stakes have produced a succession of measures aimed at transforming corporate governance in the economy. As such, South Africa’s corporate managers are consistently faced with the seemingly unassailable obstacle of discerning and implementing technologically progressive and culturally/racially unbiased management strategies/systems. The focus of this thesis is the latter of these two obstacles. Ubuntu acts as the scope via which the issues embedded within the incumbent management strategies/systems are viewed. Ubuntu philosophy embodies a socio-cultural framework that applies to all individuals and institutions throughout the continent. It embodies collectivism and teamwork, creation of synergies and competitive advantages, humanist leadership styles and maturity, consensus in decision-making systems, effective communication, and community-based corporate social responsibility. Ubuntu is pervasive in almost all parts of Southern African continent – it is integrated into all aspects of day-to-day life throughout the region. This thesis reviews and analyses some of the lessons that can be learned through the inception of African management, more specifically Ubuntu management, within South Africa’s corporate sphere. This thesis aims to prove that there exists a need for a new South African corporate management system, one which is able to harmoniously integrate the incumbent, western-orientated management strategies and systems with one of African origins.

Challenges facing smallholder farmers in accessing credit in Gauteng province: South Africa

- Description: Credit plays a significant role in agricultural growth, and it is understood that development of credit programmes will have a valuable impact on agricultural production earnings of smallholder farmers. It is also a strategic factor to poverty alleviation. In Gauteng, smallholder farmers source their loans commonly from informal moneylenders. This results in access to formal credit being at a low rate. Results show that low level of education, main occupation, group membership and household income are significant and have encouraging effects on access to credit financial services. The results also reveal that threats associated with borrowing are high interest rates and unavailability of credit financial institutions. These threats are the main challenges faced by smallholder farmers in this study. Financial institutions claim that farming is a risky business; the distance of getting to farmers makes the evaluation procedure challenging, and strict principles in the aspect of collateral is a main challenge in providing credit to smallholder farmers. It is recommended that accessibility to credit by smallholder farmers be developed by providing advanced financing schemes that will address problems of smallholder farmers who do not have security and thus reduce lengthy processing of documents and other requirements. In this manner, smallholder farmers may be stimulated to use formal credit and decrease their dependence on informal moneylenders, thus avoid higher interest rates, which will positively lead to increased smallholder farm production and household income.

This study focused on the experiences of primary caregivers of adolescents who are living with HIV in a semi-rural area of Eastern Cape Province, Grahamstown. There is a dearth of literature that is addressing the well-being, experiences and challenges of primary caregivers of adolescents living with HIV. Adolescence is a complex life stage during which adolescents usually present challenging behaviours and are grappling with moral issues. Caregiving to these youngsters who are burdened with HIV infection places additional demands on caregivers, especially so when they are experiencing poverty and poor social and welfare support. A qualitative study was most appropriate to explore and describe the experiences of adolescents infected with HIV. The population of this study was the primary caregivers of adolescents caring for adolescents with HIV in the area of Grahamstown, who are between 11 to 19 years old. A purposive sample of nine primary caregivers of adolescents living with HIV was selected. Data was collected by conducting individual interviews, using a semi-structured interview schedule. Data was analysed thematically according to prescribed theoretical guidelines. Data was verified by means of guidelines for the truth value, applicability, consistency, and neutrality of the study. The findings of the study indicated that primary caregivers experience that caring for adolescents who are living with HIV places a huge burden due to adolescents' negative behaviour, HIV stigma and discrimination, poor support from their families, being confronted with adolescents' emotional issues that they are not capacitated to deal with, and no adequate community resources to assist them. The challenges primary caregivers experience lead to negative effects on their health status. The findings of the study could be useful for informing intervention programmes that are targeting this group and policy development, and implementation of programmes benefiting both infected adolescents and their primary caregivers.

The challenges primary caregivers experience lead to negative effects on their health status. The findings of the study could be useful for informing intervention programmes that are targeting this group and policy development, and implementation of programmes benefiting both infected adolescents and their primary caregivers.

Their contribution is central to the effective functioning of families and communities. Yet, in terms of decision-making and local governance structures, they are absent. Indeed, there is truly a large constituency of women out there who are largely unrepresented; and therefore, they have no idea how governance is conducted – even around them. This is unfair, especially in jurisdictions where women are clearly in the majority. It is inconceivable that local governance structures have over a decade recorded only a single elected female member. With this in mind, this study seeks to explore the extent of rural women’s participation in local governance in Elias Motsoaledi Local Municipality. It is a comparison of traditional and democratic local governance structures; and the methods the researcher has used are qualitative and quantitative data on women councillors from 2013, in order to assess the factors that may be accountable for their small numbers, as compared to their male counterparts. The conclusion drawn was that the social structure, its traditions and cultural was identified in the study as the main obstacle to the advancement of women in the political arena. This study has not exhausted all the facets of the challenges; but it has brought a few to the fore, in an attempt to help stimulate debate, and inform policy and practice in the future.

Climate change adaptation and mitigation requires international collaboration from all nations in order to get an effective and unified response to climate change. Building a critical mass for action and an institutional memory to sustain policies and efforts is crucial. A resilient-based approach to climate mitigation and adaptation founded on a crisis-driven reaction to communities vulnerable to climate threat will boost quality of life through the provision and safeguarding of safety nets for the poor. Solar water heaters, a renewable energy source, are here considered as a critical option to South Africa’s coal-driven economy as a means of alleviating energy poverty in rural and low-income communities, to be more precise. Therefore, SWHs have become the epicentre of sustainable development policies and climate change mitigation efforts in South Africa. So far, this device has attracted the attention of local governments in the country who view it as a game changer in the field, particularly towards greenhouse gas emission and energy conservation. - Description: This thesis looks at the life and times of Aggrey Klaaste, the larger-than-life late editor of Sowetan who shot to fame by championing a novel idea of nation building. His initiative started in 1988 as flames of violence engulfed South Africa and it seemed as if an apocalypse was on the cards. Sickened by what the frustrated black community was doing to itself, for example the use of the dreadful practice of necklacing against the so-called collaborators, he called for moral regeneration. He wanted his compatriots to look into the future and take their destiny in their own hands. Through nation building he tirelessly launched into crusading journalism that sought to heal the scars of the black community after decades of apartheid. It was grassroots community building. He rewarded ordinary men and women who made a difference in their communities. He actively sought peace to end the violence of the 1980s and 1990s. He spoke his mind without wearing any ideological blinkers, even as some thought his initiative would disturb the march to freedom. He was the ultimate newspaperman. This thesis argues that by calling for reconciliation and rebuilding of battered black communities even before freedom came, Klaaste was ahead of his time and even predated Nelson Mandela. Klaaste preferred to do what was right and not be shackled to any ideology. In doing so, he angered many people who felt his thinking was derailing the struggle for freedom. But Klaaste stressed that nation building was ideologically neutral and was meant for everyone. By contradicting prevailing political orthodoxy, he very likely risked his own life. But, like a true leader, he stuck to his convictions. Klaaste was exemplary in calling for reconciliation and building when others called for breaking. Ten years after he died, as the country still grapples with issues he raised in his popular weekly column On The Line, it is worth appraising his thinking and actions. The thesis also looks at the environment that influenced his thinking. His life is interwoven with South African history. That he began his adult life shakily, spending his days in a drunken stupor at Johannesburg shebeens to being awarded the Order for Meritorious Service for his outstanding community work, makes him an interesting subject to look at. It’s a story of a man who vanquished his demons and, through his compassionate community engagement, became an asset to the country. It’s a story of redemption. As his private life attests, he was man with flaws – like anyone else. But Aggrey Klaaste strived to do what was right for his community at all times. He was a restless community builder.

Mental Toughness has been recognised as one of the most important psychological attributes in achieving performance excellence across multiple sport settings. Yet, despite this, little research has been conducted into mental toughness development. This research seeks to answer the question: What insights can the development and implementation of a mental toughness programme for a semi-professional South African cricket team provide regarding Mental Toughness development? Based on a theoretical framework of mental toughness in cricket, a programme was developed in collaboration with the Border Cricket Team and Coaches. Incorporating elements that focussed on education, environment, awareness and mental skills, the programme was implemented in both individual and group settings during the off- and pre-seasons. An analysis of the participants’ experiences identified the need for a theoretical understanding of mental toughness within teams, facilitating the design of interventions that integrate the team and the individual. - Description: This thesis reports on a project which investigated how young native, Afrikaans-speaking Rhodes University students responded to the musical outfit Die Antwoord and to their music video “I Fink U Freeky”. The study attempted to establish how a selected group of Afrikaans-speaking students consisting of Whites, Coloureds and Blacks interpret the work of Die Antwoord as well as their own Afrikaans identity. The purpose of the study was to interrogate the relationship between artistic media, citizenship and belonging to a particular group. The thesis reports on the ways in which interviewees in the group discussions responded to notions of identity, whiteness, class, race, hybridity and creolization registered in the music video which was used to prompt the discussions. Finally the thesis reports on findings regarding the relationship between citizenship and the artistic media. The enormous change in the socio-political position of Afrikaans-speakers in the post -1994 dispensation provides the social context of the study. The project utilised qualitative research and a reception study of the music was undertaken by means of focus group discussions in order to arrive at thick descriptions in an attempt to understand the contextual behaviour of the participants. It was postulated that Die Antwoord provides a discursive site within which audiences could generate their own innovative meanings regarding being Afrikaans. While there was no clear indication that the identities of the participants was constructed by the media, the video prompted discussions regarding identity and provided evidence that media texts are capable of stimulating an interrogation of identities. It emerged that all participants, while abandoning some aspects of Afrikaans culture, strongly embraced and highly valued the language. Participants did not regard race as an important aspect of citizenship. Vociferous discussions regarding class demonstrated how media texts can influence citizenship. Discussions about hybridization and creolization demonstrated how the media can challenge received conceptions regarding citizenship. Responses provided evidence that the media could stimulate new forms of citizenship and contribute to the inclusion of previously excluded subjects. Newman was beatified in 2010 and therefore this study also considers the hagiographical nature of biographical data. This study utilises a qualitative single case study approach and the subject was selected through purposive sampling based on interest value. Data were collected from primary and secondary sources to enhance validity. The data were analysed by organising and reducing information obtained regarding Newman’s life and then displaying it for discussion. The study considers Newman’s life, reconstructed from birth, through adolescence and adulthood to his death and also considers his posthumous legacy. The main themes of discussion revolve around Newman’s development of his religious identity and his life as a churchman and an academic. It considers how a psychosocially functional individual such as Newman manifests certain dystonic, maladaptive or malignant tendencies such as doubt, shame, guilt and overextension, and how these impact the formation of religious identity and the experience of God and the spiritual life. Basic trust, celibate intimacy and generativity emerged as three significant areas of importance in the Newman’s life and identity. The study highlighted the value of psychobiographical studies and of Erikson’s theory in understanding development. Recommendations for future research in this field are made in the hope of further uncovering and understanding personality, religious identity and psychosocial development.

The ‘good man’, like the ‘dutiful man’ performs the obligations society has placed on him, but does not receive the social esteem that is given to the ‘unscrupulous man’, who is successful and financially powerful. Although both these types of men are spoken of as possessing masculinity, the ‘good man’ is constructed as holding onto a type of masculinity that does not have a place in contemporary society. The findings suggest that brothering informs the way in which men take up certain masculine positions. The study contributes to our understanding of the construction of gender identity within familial relationships, specifically the adult brother-brother relationship.

Against the backdrop of a strong theoretical position, espoused by media studies theorists in both Western media contexts and in Africa, in which this practice is deemed to diminish the credibility of both journalists and their stories, the study’s main purpose is to examine how readers make sense of this very prevalent practice in a country that has recently opened up to media plurality. It also investigates where they locate the source of credibility for this high-selling newspaper, if not in the traditional way through its named sources of information. The study surveys the frequency of appearance of anonymous sources in this newspaper for the period of one year from January 2011 to December 2011. Then the study considered how this practice is viewed and understood by the wider journalistic community in Tanzania as well as looking into how the journalists and owners of Raia Mwema make choices about attributing their journalism. Lastly, the study engaged with particular readers to understand what sense they make of this practice in the wider landscape of Tanzanian media and the post-repressive political situation. The study makes use of theories of the sociology of news production so as to understand the context in which Raia Mwema has routinised the practice of anonymous attribution and whether the journalistic community and newspaper readers find the practice credible. The study also employs reception analysis in order to understand to what extent Raia Mwema readers negotiate and make sense of the mainly political, and often critical, media messages they get from newspaper. In this way, it introduces the importance of the reader in the production of meaning and of assessment of credibility of journalism. The interviews – ranging from journalists working at the paper, through the wider journalistic community and taking in the readership of the paper – show that theoretical considerations of journalistic credibility must take into account the political, social and media context in which journalism is produced. Pronouncements on the overuse of anonymous sources, without understanding the way readers and journalists negotiate the complexities of an actual situation, do not tell us much about credibility and how readers understand the messages they are given. From this study, it is clear that in African countries embarking on opening media systems, credibility involves more factors than have been discussed in the literature and that readers and journalists are sophisticated consumers and producers of media messages in countries that place a host of obstacles in the way of investigative journalism and open political communication.

The Cata community is a deeply rural community located on the southern slopes of the Amatole Mountains. Traditional crop production used to be the major source of income for the households in this community. Of late there has been a lesser reliance on production of food by many households. Many are no longer ploughing their fields or their homestead gardens. People from this community are now spending most of their income on purchasing basic food items that they use to produce themselves, such as vegetables. The researcher then decided to study the contemporary livelihood of this rural community so as to identify the reasons why people in Cata are no longer ploughing their fields and gardens. This study found that, rural people in the community are faced with severe obstacles to agricultural production and this has led them to abandon agriculture as a major means of household support. These obstacles include high cost of production inputs, lack of fencing and lack of mechanization tractors and implements. In order to revitalize crop production the people want to be assisted with production inputs, tractor subsides, consistent water supply and fencing of the fields. Finally, the study makes recommendations for the revitalization of crop production in the Cata.

- Description: The Expanded Public Works Programme (EPWP) has been seen by government as a poverty-alleviation initiative in which many South Africans receive training and temporary employment that assist them in enhancing their employability. This has been seen in many rural communities as assisting with development of the community. It has been emphasize that this programme boosts the local economy while at the same time providing much needed financial support to those that are faced with lack of community development and unemployment. The aim of this study was to investigate the impact of the programme on community upliftment, with particular reference to community perceptions of the programme and training that is offered within the programme itself. Challenges with the implementation and execution of the programme were explored, in order to develop recommendations that will enhance the effectiveness of the programme within the local municipality. The literature study included interviews with key informants involved directly with the programme in the local municipality. A descriptive research approach within a qualitative paradigm was adopted for the study. Data was collected mainly from secondary sources. The findings of the study indicate that the Expanded Public Works Programme is the main source of employment within the local municipality, benefiting not only the beneficiaries involved in the programme, but also the community as a whole. The beneficiaries in the local area are able to sustain their needs through participating in the programme, and the community becomes safer and cleaner, with income being brought into families by participants in the programme. However, the local municipality is not achieving its set targets, and there is evidence of a lack of skills development and misuse of the beneficiaries by the local municipality officials, which is causing the programme to be ineffective.
