Cognitive justice and environmental learning in South African social movements

- Description: This thesis by publication is an applied study into transformative learning as an emancipatory practice for water justice. It is guided by the core research question: How can cognitively just learning be an activist practice in social movements working towards water justice? To address this question, I use the applied critical realist approach which makes use of three moments of moral reasoning which are very similar to the approach adopted in the learning intervention that is the focus of this research. These three moments are: Diagnose, Explain, Act – sometimes known as the DEA model (Bhaskar, 2008, 243; Munnik & Price, 2015). The research object is the Changing Practice course for community-based environmental and social movements. The course was developed and studied over seven years, starting from the reflexive scholarship of environmental learning in South Africa, particularly the adult learning model of working together/working away developed through the Environmental Education Association of Southern Africa in partnership with the Environmental Learning Research Centre at Rhodes University (Lotz-Sisitka & Raven, 2004). We (the facilitators/educators) ran the Changing Practice course three times (2012-2014; 2014-2016; 2016-2018), in which I generated substantive data which forms the empirical base on which this study was developed. We found the concept of cognitive justice (Visvanathan, 2005; de Sousa Santos, 2016) to be a powerful mobilizing concept with which to carry out emancipatory research and learning, in three ways. First, it brought together a group of researchers, activists and practitioners from different organizations to work on how to strengthen the role of civil society in monitoring government water policy and practice (Wilson et al., 2016). Second, within the Changing Practice course itself, it became a principle for guiding learning design and pedagogy as well as a way of engaging in dialogue with the participants around the politics of knowledge, exclusion and inclusion in knowledge production, systems of oppression and multiple knowledges (Wilson et al., 2016; Burt et al., 2018). Thirdly, the participants’ change projects (the applied projects undertaken during the ‘working away’ phase between course modules), allowed participants to draw on different knowledge systems, which they learnt to do in the ‘working together’ modules, and to address cognitive justice concerns linked to environmental justice. The change projects also challenged our learning pedagogy by raising contradictions in the course’s approach to learning that needed to be transformed in order for our pedagogy to be more cognitively just. Throughout this thesis I argue that the work of cognitive justice deepens the connections between people, institutions and structures, particularly in relation to transformative learning. Our intention was to identify and critique structures and ideologies that perpetuated oppressive relations, and then to identify and enact the work needed towards transforming these relations. This is why I often refer to cognitive justice as a solidarity and mobilizing concept, and I use the term cognitive justice praxis to mean the reflection and actions that are needed to enact cognitive just learning. The facilitators and participants of the Changing Practice course worked to remove the layered effects of oppression both in the practice of water justice and in the learning process itself. We worked, however imperfectly, with a caring, collectively-held ethic towards each other and the world. Using the DEA model I applied the critical realist dialectic to analyse contradictions and generate explanations through four articles as reflexive writing projects (See Part 2 of this thesis). I used the critical realist dialectic both to reveal contradictions, investigate how these contradictions have come to be, and to generate alternative explanations and action to absent them. Through this research I identified four essential mechanisms for cognitively just environmental learning: care work, co-learning, reflexivity and an interdisciplinary approach to learning scholarship as learning praxis. The essential elements that made the Changing Practice course so effective were the working together/working away design, the encouraging of participants to make the change project something they were passionate about, and the situating and grounding of the Changing Practice course within a social movement network. We were able to show that for academic scholarship to contribute meaningfully to cognitively just learning praxis, it needs to be collaborative and reflexive, and start from the embodied historical and contextual experience of learning as experienced and understood by participants on the course. This demanded an interdisciplinary approach to work with contradictions in learning practice, one that could take into consideration different knowledges and knowledge practices beyond professional disciplines. Both social movement communities and scholarly communities have valuable knowledge to offer each other. As argued in article one, rather than a lack of knowledge, what more often limits our emancipatory action are factors that prevent us from coming closer together. (Burt et al, 2018) This research revealed that social movement learning towards water justice is multi-level care work, the four levels being: individual psychology, our relations with others, our relations with structures such as our social movements, and our relations with the planet. When such care work attains self- reflexivity, practice-reflexivity, co-learning and collective scholarship, it is able to absent the contradictions that inhibit cognitive justice. This thesis is a record of our attempts to learn how to achieve this.

- Description: In South Africa, Integrated Water Resource Management (IWRM) is being put into practice in a way that incorporates the belief that all stakeholders should be given a voice in decisions that affect them. Catchment Management Forums (CMFs) are the first place for stakeholder participation, supported by Catchment Management Agencies (CMAs). A key first task of a CMA is to develop of their Catchment Management Strategy (CMS). In this research, I consulted and worked with stakeholders in the Makana Water Forum (Makana Local Municipality, Eastern Cape, South Africa) throughout the process as they worked towards formulating their local CMS. Importantly, this study used insights from the community to focus on the inter- and intra-group interactions among the stakeholders who participated in the first step of Strategic Adaptive Planning. In the process, I explored epistemic contestations that occurred between different epistemic agents (participants) who may have held identity prejudices. The research aimed to allow voices, which could otherwise have been marginalised, to come out in ways that were not stigmatised through the written and personal reflective process. In doing this, the study tried to hear the voice of the oppressed speaker whose knowledge and lived experiences have been overlooked by the hearer’s prejudice. Findings show that participants who were part of the CMS development process experienced epistemic justice. These findings further established that the addition of participant reflections enhanced the level of epistemic justice promoted by the Adaptive Planning Process (APP).

- Description: Wetlands are critical ecosystems that can provide services of great social, economic and environmental value to the society. Yet, in South Africa, hillslope seep wetlands are among the most threatened ecosystems due to human-induced activities and are disappearing rapidly. Further, despite the potential vulnerability of hillslope seep wetland to disturbances, and their criticality in relation to all year round provision of forage for livestock grazing, they are among the most poorly studied wetland systems. Using a social-ecological system framing, and drawing on a range of ecological and social sciences methods, this study shed light on ways in which an integrative approach can contribute to sustainable utilisation of hillslope seep wetlands in the Tsitsa River catchment in the Eastern Cape province of South Africa. The study specific objectives were to i) evaluate the performance of Floristic Quality Assessment Index (FQAI), WET-Health and Floristic Assessment Quotient for Wetlands Index (FQAWet) indices for assessing hillslope seep wetlands ecological health ii) develop a trait-based approach for assessing the potential resilience and vulnerability of hillslope seep wetland plant species to disturbances, iii) assess the role of hillslope seep wetlands in the local communities in relation to livestock, and explore understanding of local people about the value of hillslope seep wetlands, iv) demonstrate collaborative insights emerging from an integrative social-ecological system research process to inform sustainable management of hillslope seep wetlands. A total of 11 hillslope seep wetlands were visually classified based on the level of erosion. Plant species composition within the wetlands was determined along a 100 m line transects across the hillslope wetland sites. 5 quadrats of 0.2m2 were also placed along transect for vegetation collection and cover. The plant species collected were used to calculate (FQAI) and FQAWet scores to evaluate the condition of hillslope seep wetlands. The degree of human disturbances was assessed using the Anthropogenic Activity Index (AAI), an index for qualitatively assessing the degree of human disturbance based on visual inspection of a wetland site. Factors represented in the AAI, include: (i) surrounding land use intensity; (ii) soil disturbance; (iii) hydrological alteration; (iv) habitat alteration within wetland; (v) vegetation community quality. The vegetation samples were collected in summer 2016 and winter 2017. All assessed indices were regressed against AAI to evaluate their performances. All assessed indices FQAI, FQAWet and WET-Health showed that hillslope seep wetland were impacted by human activities. FQAIall and WET-Health showed the strongest response to AAI in winter, while FQAIdom and FAQWet showed a weak response to AAI in all seasons. Overall, the findings of this study suggest that FQAIall and WET-Health are potentially better tools for assessing the biological conditions of hillslope seep wetland in South Africa. A novel trait-based approach was developed using seven plant traits and 27 trait attributes. Based on the developed approach, plant species were grouped into three potentially vulnerable groups in relation to grazing pressure. It was then predicted that species belonging to the highly vulnerable group would be less dominant at the highly disturbed sites, as well as in the winter season when grazing pressure is at its highest. The result corresponds largely with the seasonal predictions; however this was not the case for sites. The approach developed in this study worked and it was useful for predicting the potential responses of plant species in hillslope seep wetlands to grazing pressure. The success of the approach seasonally could be attributed to the careful selection of the traits, reflecting the mechanistic relationship between the grazing mode of stress on vegetation and trait-mediated biotic response. However, this still need to be refined using accurate vegetation cover methods that might have had impact on the lack of correspondence within sites. The results of the present study revealed that communities largely perceive hillslope seep wetlands as important ecosystems for their livelihoods. They recognise that the importance stems from services provided by the wetlands, particularly for livestock grazing during the dry season. Although hillslope seep wetlands are viewed as important ecosystems for livelihoods, the communities also perceive these wetlands as highly eroded ecosystems. Community members indicate willingness to strengthen local natural resource governance systems, which could lead to better management of hillslope seep wetlands. A range of protective strategies for hillslope seep were suggested by community members, including fencing, active herding and rotational grazing. The study suggests that active involvement of local communities is critical to the successful management of natural resources. The study highlights the need to consider the role of local people as influential components within social-ecological systems in order to promote effective management and conservation interventions of hillslope seep wetlands. Overall, the study highlights the criticality of an integrative social-ecological system approach for holistic management of hillslope seep wetlands within the studied catchment.

Drawing on principles of Dance Movement Therapy practice in a South African water research context

- Description: Research that draws on principles of Dance Movement Therapy in a South African water research context has not been done before. In order to initiate this exploration, culturally relevant themes from professional training in the United Kingdom were identified that could be developed in the context of trans-disciplinary water resource management research in South Africa. Hermeneutic phenomenology provided the methodological framing for this study. Interpretative Phenomenological Analysis was used to discover culturally relevant themes based on the recorded perceptions of the phenomenon of the training while it was taking place. The themes of: ‘awareness of power and difference'; ‘therapeutic adaptability'; ‘safety and ownership' and ‘connecting with the environment' emerged as overriding themes. Influences from Artistic Inquiry informed the inclusion of a creative embodied response to the themes that emerged. These themes then informed the application of some relevant principles of Dance Movement Therapy practice within a trans-disciplinary complex social-ecological systems researcher group. Eight members of the group participated in the study. They represented a range of academic research roles, genders and backgrounds. They reflected on their experience of an introductory session and five Dance Movement Therapy based sessions in semi-structured interviews. Using Interpretative Phenomenological Analysis, four themes were identified that capture the quality of the participants' shared experience of the phenomenon: ‘community engagement'; ‘embodiment'; ‘individual and group identity' and ‘integration'. Based on the integration of themes, it is concluded that principles of Dance Movement Therapy have a contribution to make. Core tenets of Dance Movement Therapy such as: inclusion of body and emotion; healing from trauma through embodiment; group processes held with safety and acceptance; and a deep level of connection to self, each other and the wider ecology, address some of the basic challenges of trans-disciplinary complex social ecological systems research practice. Through researchers experiencing principles of DMT practice for themselves and reflecting on their experience, it is possible that their embodied knowledge and reflections will influence and inform their engagement with communities in the future.

- Description: The legacy of South Africa’s history has facilitated unequal access to land and water resources. In the Lower Sundays River Valley (LSRV), a predominantly commercial farming area, differential access to land and water has impacted aspects of ecosystem service access and human well‐being for disenfranchised families over time. Despite the social, political and economic reform efforts in the past two decades, severe inertia towards efforts attempting to increase equitable access to land and water has been experienced. As a result, communities have mobilized and claimed their land from the government through the land restitution process. Based on a mixed‐methods approach, this research explores the ways in which access to land and water over time has influenced current levels of human well‐being among disenfranchised families. Provisioning and cultural ecosystem services were identified as key areas of loss as a result of forced evictions from land. Freedom of choice was a central and cross‐cutting theme regarding the ability to change levels of human well‐being. Although the loss of ecosystem services associated with land and water had an impact on households, the ecosystem services which are regarded as fundamental to human well‐being do not seem to have been lost. The study recommends the wide use of freedom of choice as an indicator for well‐being in the LSRV, as well as a consideration of subjective, objective and psychological measures of well‐being with regards to natural resources and ecosystem services access. Key agents in fostering desirable pathways toward equity and sustainability in the LSRV are identified with stakeholders as private businesses; inclusive governance; empowered and skilled individuals, as well as NGOs.

Water supply development decision-making in South Africa

- Description: Balancing water demand and supply in South Africa involves high levels of uncertainty. The Department of Water and Sanitation (DWS) is responsible for making decisions to either increase water supply or decrease water demand so as to ensure that sufficient water is available, when and where it is needed. However, no retrospective analyses of such decisions have been found. One way to assess such decisions is to evaluate the associated costs and benefits thereof. Therefore the primary aim of this study is to evaluate the costs and benefits of selected water supply options, and of the decision-making associated with those options. In order to achieve this purpose, four case studies were analysed within a mixed-methods research paradigm, which used both quantitative and qualitative methods, including unit reference value (URV) analysis, inter- and intra-case analysis and content analysis to examine the success of the decisions made. The four case studies were conducted on the Inyaka, Nandoni, Berg and De Hoop dams and their catchments. Firstly, estimated and actual project costs were compared using unit reference analysis and inter-case analyses. Secondly, the reduction of mean annual runoff (MAR) caused by invasive alien plants (IAPs) and the cost of clearing them in the dam catchments were evaluated using inter-case analyses. Information thus gathered was used together with data from DWS documentation and the results of interviews with ten key specialists, to analyse the decision-making process that led to the decision to build De Hoop Dam (the most recent case study). The rational decision-making model (RDMM) was used as a framework within which to analyse and evaluate this decision-making process. This study has also demonstrated how the RDMM can be used to assess decision-making associated with water supply development. The results of this study show that there is considerable variation of estimated costs (at the time that the decision to build the dam was taken) in relation to the actual costs of building the dams and that Ministers were not put in a position to understand the full long-term costs or the opportunity costs of the proposed dams. Furthermore, the most recent IAP data (2008) shows that the impact on water security by IAPs could not offset the water security resulting from building each of the four dams. However, if IAP management is not continued in these catchments, the projected reduction of MAR by IAPs will compromise water security within 45 years. Given the almost exponential spread and densification of IAPs, together with their long-term impact on MAR and increased costs of controlling them, it is clear that IAP management should have been factored into water supply decision-making from the outset. In the analysis of the decision to build the De Hoop Dam, the results show that while the decision-making process that culminated in the decision to build the dam did not follow the steps of the RDMM, DWS appears to have followed a somewhat similar approach. It was found that while there was a need for the provision of additional water in the Olifants catchment, this need was overstated and the resulting overestimation caused the scale and size of the dam to be larger than it could and probably should have been. Additionally, it appears that DWS‘s decision to build the De Hoop Dam themselves, rather than having it built by the private sector, may have been less than optimal. It is recommended that, in future decision-making, DWS needs to incorporate multiple alternative options into the same solution, and to ensure that decision-makers are put into a position to make informed decisions, including adequate consideration of externalities. Furthermore, DWS needs to employ decision-making models such as the RDMM to facilitate retrospective analyses to improve their institutional knowledge. - Description: The implementation of water policy and the integrated management of water face multiple challenges in South Africa (SA), despite the successes of post-apartheid government programmes in which some significant equity, sustainability and efficiency milestones have been met. This study uses a series of intervention processes into municipal water service delivery to explore the context, constraints, and real-world messiness in which local water authorities operate. The equitable provision of drinking water by local government and the collaborative management of untreated water by ‘water user associations’ are two sites of institutional conflict that have been subjected to broad ‘turnaround’ and ‘transformation’ attempts at the national level. This thesis seeks to explore and understand the use of transdisciplinary research in engaging local water authorities in a process of institutional change that increases the likelihood of equitable water supply in the Lower Sundays River Valley (LSRV). Fieldwork was conducted as part of a broader action research process involving the attempted ‘turnaround’ of the Sundays River Valley Municipality (SRVM) between 2011 and 2014. A multi-method research approach was employed, which drew on institutional, ethnographic, and systems analyses within an evolving, transdisciplinary methodology. In the single case study research design, qualitative and quantitative data were collected via participant observation, interviews and documentary sources. Analytical methods included system dynamics modelling and an adapted form of the ethnographic tool of ‘thick description’, which were linked in a governance analysis. Government interventions into the SRVM failed to take account of the systemic complexity of the municipal operating environment, the interactions of which are described in this study as the ‘modes of failure’ of local government. These modes included the perpetual ‘firefighting’ responses of municipal officials to crises, and the simultaneous underinvestment in, and over-extension of, water supply infrastructure, which is a rational approach to addressing current water shortages when funds are unavailable for maintenance, refurbishment, or the construction of new infrastructure. The over-burdening of municipalities with technocratic requirements, the presence of gaps in the institutional arrangements governing water supply in the LSRV, and the lack of coordination in government interventions are analysed in this study, with policy recommendations resulting. The primary contribution of this study is in providing a substantively-contextualised case study that illustrates the value of systemic, engaged, extended, and embedded transdisciplinary research.

- Description: Internationally, water resources are facing increasing pressure due to over-exploitation and pollution. Integrated Water Resource Management (IWRM) has been accepted internationally as a paradigm for integrative and sustainable management of water resources. However, in practice, the implementation and success of IWRM policies has been hampered by the lack of availability of integrative decision support tools, especially within the context of limited resources and observed data. This is true for the Crocodile River Catchment (CRC), located within the Mpumalanga Province of South Africa. The catchment has been experiencing a decline in water quality as a result of the point source input of a cocktail of pollutants, which are discharged from industrial and municipal wastewater treatment plants, as well as diffuse source runoff and return flows from the extensive areas of irrigated agriculture and mining sites. The decline in water quality has profound implications for a range of stakeholders across the catchment including increased treatment costs and reduced crop yields. The combination of deteriorating water quality and the lack of understanding of the relationships between water quantity and quality for determining compliance/non-compliance in the CRC have resulted in collaboration between stakeholders, willing to work in a participatory and transparent manner to create an Integrated Water Quality Management Plan (IWQMP). This project aimed to model water quality, (combined water quality and quantity), to facilitate the IWQMP aiding in the understanding of the relationship between water quantity and quality in the CRC. A relatively simple water quality model (WQSAM) was used that receives inputs from established water quantity systems models, and was designed to be a water quality decision support tool for South African catchments. The model was applied to the CRC, achieving acceptable simulations of total dissolved solids (used as a surrogate for salinity) and nutrients (including orthophosphates, nitrates +nitrites and ammonium) for historical conditions. Validation results revealed that there is little consistency within the catchment, attributed to the non-stationary nature of water quality at many of the sites in the CRC. The analyses of the results using a number of representations including, seasonal load distributions, load duration curves and load flow plots, confirmed that the WQSAM model was able to capture the variability of relationships between water quantity and quality, provided that simulated hydrology was sufficiently accurate. The outputs produced by WQSAM was seen as useful for the CRC, with the Inkomati-Usuthu Catchment Management Agency (IUCMA) planning to operationalise the model in 2015. The ability of WQSAM to simulate water quality in data scarce catchments, with constituents that are appropriate for the needs of water resource management within South Africa, is highly beneficial.

This initiative aimed to involve local people in reclaiming the lake’s social and ecological value, through a process of collectively reimagining possibilities, shaping identities, gaining knowledge and developing local human agency. The focus was on social learning processes in schools and churches to explore opportunities for co-engaged reflexivity that might produce transformation. Schools and Christian churches, two institutions that reflect modern, western socialecological worldviews also have the potential to bring about change. Critical Realism was chosen as my philosophical framework as it provided the tools to explore deeper mechanisms beyond empirical reality, both influencing the degrading trajectory as well as providing possibilities for transformation. It also legitimised case study research as a means to understand more generalised processes characterising modern social-ecological systems. The choice of Critical Realism informed the scope of my primary research question: What generative mechanisms constrain and enable the development of social-ecological resilience for well-being, in the modern social-ecological system of Boksburg Lake? The following three goals were formulated to address this primary question. Goal 1: Based on a multitheoretical perspective of social-ecological literature, develop conceptual tools that have explanatory power to probe generative mechanisms operating in the Boksburg Lake social-ecological system. Goal 2: Identify generative mechanisms driving the current degradation of the Boksburg Lake social-ecological system. Goal 3: Identify learning mechanisms that support transformation for greater social-ecological resilience of the Boksburg Lake social-ecological system. By addressing the primary question and research goals I aimed to gain insights into modern global socialecological systems, the mechanisms that drive high social-ecological risk and the requirements for and possibilities of global systemic change. Drawing on a broad reading of social-ecological literature from different vantage points, tools with explanatory power were developed to probe for generative mechanisms in the Boksburg Lake social-ecological system (goal 1). The human capacity for symbolic representation is identified as an emergent property of coevolving human-ecological systems. These symbolic representations become expressed in culture and worldviews, and influence patterns of identifying, types of knowledge and forms of agency. The nature of these will determine the degree that cultural systems are embedded within ecological reality and the extent of cultural-ecological coupling. A cultural system closely coupled with ecological realities is likely to value ecological systems and manage them for their health, while less coupled cultural-ecological systems are likely to lead to the opposite. Because of their integrated nature, the extent of ecological health and value will affect the decline or sustainability of cultural-ecological systems. There are numerous examples of the learning that can take place when cultural-ecological systems are facing decline. This learning can enhance or reduce biophyllic instincts that become encoded in patterns of identifying, types of knowledge and forms of agency. This in turn affects the strength of cultural-ecological coupling and the extent that human societies co-evolve with ecological systems. , Normalising ideologies is a concept coined in the thesis to refer to symbolic representations of reality that have become integral to a social fabric and determine meaning, while maintaining the domination of the powerful. These ideologies determine patterns of identifying, knowledge and agency and are recognised as having a fundamental influence on the resilience of social-ecological systems. Four normalising ideologies are identified that promote apparent human progress at the expense of ecological integrity and social equality and thus alienation with each other and the ecological world. These are human-ecological dualism, anthropocentrism, nature is mechanised and nature is to be controlled. There are also a number of ideologies promoting connectedness with the ecological world that, if they became normalised, would support greater social-ecological resilience for well-being. Generative mechanisms driving the current degradation of the Boksburg Lake socialecological system were identified (goal 2). Drawing on critical methodology, the main method adopted was document analysis of the Boksburg Advertiser archives, Boksburg’s local newspaper. Four generative mechanisms are recognised as most influential. Two of these have been named hegemonic symbolic systems. The primary symbolic system consists of the four normalising ideologies, mentioned above, that promote human progress at the expense of ecological health. The secondary, more explicit symbolic system, built on this, consists of the following normative ideologies: economic growth is imperative, unrestrained development is promoted, competition is the necessary means and consumerism is the good life. These two symbolic systems have had causal influence on the systematic erosion of ecological processes and biological diversity that has occurred in Boksburg, with the consequent undermining of social-ecological resilience for well-being. The third mechanism that constrains resilience is the power dynamics that have shaped Boksburg’s economic history and social-ecological system. This has resulted in a society built on inequality and injustice with all its associated social and environmental ills, expressed as externalities. The fourth mechanism resides in Boksburg’s political and municipal dynamics. These structures are not designed to tackle complex social-ecological problems and they hold considerable agential power, yet seem dysfunctional at present. Learning mechanisms that support transformation for greater social-ecological resilience of the Boksburg Lake social-ecological system were identified (goal 3). By adopting the role of a reflexive practitioner, supported by action research, case study and interpretivist methodologies, data on the empirical manifestations of the environmental educational initiative were collected. Methods included semistructured interviews, focus groups, document analysis and participant observation. Findings indicate that schools and churches are important institutions that can positively influence patterns of identifying, knowledge about and agency for Boksburg Lake and can thus play a role in transforming hegemonic normalising ideologies. Important learning mechanisms identified included: Learning reflexively together within communities of practice that provide opportunities for active rather than passive learning; involving the youth as they are a group of people with notable enthusiasm, vision, energy and motivation; learning through information acquisition, investigation, action and deliberation; learning about abstract concepts and theoretical knowledge but embedding this in local realities; and learning that provides reference markers for how things can be different.

- Description: The ecological position of micro-algae at the base of the aquatic food web makes them critical components of aquatic ecosystems. Their short generation time also makes them useful biological indicators because they respond quickly to changes in environmental condition, enabling timely identification and assessment of water quality changes. The inclusion of micro-algae as indicators in water resource regulation and management in South Africa has started recently, their more extensive use in biomonitoring and ecotoxicology programmes for water resource management would contribute to the South African policy if water resource protection. The standard algal growth inhibition assay with the species Pseudokirchneriella subcapitata is currently used for monitoring toxicity of in-stream and industrial wastewater discharges to freshwater micro-algae. The relevance of the data generated by standard toxicity bioassays has been questioned, since micro-algae in particular are extremely variable in their sensitivity to a range of contaminants and these standard species used may not occur in the local aquatic environment. As a result, international regulatory agencies, have recommended algal growth inhibition tests be changed from a single standard species to tests with a number of species. One recommendation, in addition to the use of standard toxicity tests, is the use of species isolated from the local environment which may be more relevant for assessing site specific impacts. This study investigated the value and application of locally isolated South African freshwater micro-algae in toxicity tests for water resource management and was carried out in three phases. The first phase involved isolating micro-algae from South African aquatic resources. Micro-algae suitable for toxicity testing were identified and selected using as set of criteria. Three (Scenedesmus bicaudatus, Chlorella sorokiniana and Chlorella vulgaris) out of eight successfully isolated species satisfied the prescribed selection criteria and these were selected as potential toxicity test species. The second phase focused on refining and adapting the existing algal toxicity test protocol (the algal growth inhibition assay) for use on the locally isolated algal species. The refinement of the test protocol was achieved by exposing the locally isolated species to reference toxicants in order to assess and compare their growth and sensitivity to the toxicants under the prescribed toxicity test conditions with that of the standard toxicity test species (Pseudokirchneriella subcapitata) and a commercial laboratory species (Chlorella protothecoides). During this phase, one of the three local species (Scenedesmus bicaudatus) was eliminated as a potential toxicity test species due to inconsistent growth. The third phase of the study involved assessing the sensitivity of the two remaining species (C. vulgaris and C. sorokiniana) to a range of toxicants (reference toxicants, salts, effluents and a herbicide) and comparing it to that of the standard toxicity test species P. subcapitata and C. protothecoides. The toxicants were selected based on their relative importance in the South African context, as well as the practicality of using these local micro-algae to routinely determine the impact of these toxicants on local aquatic resources. The growth of the four micro-algae was stimulated by the selected effluents. The standard toxicity test species P. subcapitata was ranked the most sensitive and of the four species to two reference toxicants and two inorganic salts. Chlorella sorokiniana was ranked the most sensitive of the three Chlorella species to two reference toxicants and two inorganic salts. The herbicide stimulated the growth of C. vulgaris while inhibiting the growth of the other species. Pseudokirchneriela subcapitata and C. sorokiniana showed high intra-specific variability in growth, which made it difficult to determine the effective concentrations of the herbicide and therefore compare the sensitivity of the species. This varied response of micro-algal species to toxicants may result in the biodiversity shifts in aquatic ecosystems, and also supports the recommendation of using a battery of different species to support more informed decisions in water resource management.

- Description: Although the use of pesticides is necessary to meet the socio-economic needs of many developing countries, especially in Africa, side effects of these bio-active chemicals have contributed to contaminating aquatic and terrestrial ecosystems. Environmental water quality degradation by pesticides interferes with ecosystem health and poses numerous risks to aquatic life. In South Africa, glyphosate-based herbicides are frequently used to control weeds and invading alien plants, but ultimately end up in freshwater ecosystems. However, there are no South African-based environmental water quality management strategies to regulate these bio-active chemicals. Therefore, this study sought to provide a sound scientific background for the environmental water quality management of glyphosate-based herbicides in South Africa, by conducting both laboratory and field investigations. In the laboratory investigations, aquatic ecotoxicological methods were used to evaluate responses of the freshwater aquatic shrimp Caridina nilotica exposed to Roundup® at different biological system scales, and the responses of multiple South African aquatic species exposed to Roundup® through species sensitivity distribution (SSD). In the field investigations, the effect of Kilo Max WSG on the physicochemical and biological conditions of three selected sites in the Swartkops River before and after a spray episode by Working for Water were evaluated through biomonitoring, using the South African Scoring System version 5 (SASS5) as a sampling protocol. Both Roundup® and Kilo Max WSG are glyphosate-based herbicides. All the data were subjected to relevant statistical analyses. Findings of this study revealed that Roundup® elicited responses at different biological system scales in C. nilotica, while SSD estimates were used to derive proposed water quality guidelines for glyphosate-based herbicides in South Africa. The biomonitoring revealed that using glyphosate-based herbicides to control water hyacinth within the Swartkops River had a negligible impact on the physicochemical and biological conditions. Based on these findings, a conceptual framework that can be used for the integrated environmental water quality management of glyphosate-based herbicides in South Africa was developed as part of integrated water resource management (IWRM). The combined data sets contribute to a sound scientific basis for the environmental water quality management of glyphosate-based herbicides in South Africa.

- Description: Powdered laundry detergents are consumed in high volumes worldwide. Post use, they are directed toward water resources via wastewater treatment works or, as is the situation in many rural areas of South Africa, they enter the environment directly as a result of laundry washing activity undertaken alongside surface waters. Within wastewater treatment works, the main ingredient in powdered laundry detergents, the narcotic toxin linear alkylbenzene sulfonate (LAS), is mostly removed, rendering the waste stream a negligible risk to the aquatic biota of receiving waters. In contrast, the biological and ecological impacts of direct LAS input to the aquatic environment, as a consequence of near-stream laundry washing, are yet to be fully realised. Consequently, this thesis posed two research questions: 1) 'What are the LAS concentrations in a small rural South African river'? and 2) 'Is the in-stream biological community negatively affected at these concentrations?' The chosen study area, the community of Balfour in the Eastern Cape Province, is like many rural areas of South Africa where inadequate provision of piped water to homesteads necessitates laundry washing alongside the nearby Balfour River. The first research question was addressed in two ways: by predicting LAS concentrations in Balfour River water by assessing detergent consumption and laundry washing behaviour of residents living alongside the river; and measuring actual in- stream LAS concentrations on different days of the week and during different seasons. Results indicated that LAS concentrations were highly variable temporally and spatially. High peak concentrations of LAS occurred infrequently and were limited to the immediate vicinity of near-stream laundry washing activity with the highest measured concentration being 342 μg.L ⁻¹ and the average 21 μg.L ⁻¹ over the sampling period. The second research question was addressed by integrating the chemical evidence, determined from the first research question, with the biological evidence of stress responses measured in macroinvertebrates collected downstream of near-stream laundry washing activity on the Balfour River. Predicted and measured LAS exposure concentrations from the Balfour River were compared to a water quality guideline for LAS (304 μg.L ⁻¹), specifically derived in this thesis. Biological stress responses were measured at different levels of organisation: two sub-cellular responses (lipid peroxidation and cholinesterase activity); three measures of macroinvertebrate tolerance to water quality impairment; five measures of community composition; three measures of community richness; and a surrogate measure of ecosystem function (functional feeding groups). Weight-of-evidence methodology was utilised to assess, integrate and interpret the chemical and biological evidence, and at its conclusion, determined no effect on the in-stream biological community of the Balfour River downstream of laundry washing activity.

- Description: The Kat River is an agricultural catchment that drains salt rich geology. Potential salinity impacts on ecological condition of the river were investigated. Monthly salt concentrations and flow discharges were monitored at ten sites along the Kat River below the Kat Dam. Monthly salt loads were computed to relate salinity to land use and ionic data used to assess the toxicity of major salts using the TIMS model. Concentration duration curves for sodium chloride were derived from flow concentration relationships, representing sodium chloride concentrations to which the aquatic ecosystem had been exposed. The ecological condition was assessed at nineteen sites using SASS5 biotic index over four seasons. Finally, the modelled instream salt concentrations and bioasessments were evaluated in terms of the modelled level of species protection afforded at different salt concentrations. Species Sensitivity Distributions (SSDs) were used for this exercise. There was a general downstream increase in salinity with the minimum concentrations recorded at the Fairbain tributary (84 mg/L) and maximum levels at the sewage outfall in Fort Beaufort (1222 mg/L). There was evidence that citrus irrigation upstream of Fort Beaufort increased salinisation. Sodium chloride, and to a lesser extent magnesium sulphate, were the dominant salts in the Kat River catchment, with the latter being more toxic. However these had little or no impact on the aquatic ecosystem. Flow-derived sodium chloride concentrations showed that both the Balfour and Blinkwater tributaries were in a fair/ poor condition. However with regard to ecological condition, it was demonstrated that the river is generally in a good state except for the Blinkwater River and the lower catchment. Degraded habitat condition at the Blinkwater was responsible for poor ecological condition. Integrating SSD derived classes, sodium chloride classes and ecological condition indicated that sodium chloride is a driver of ecological condition at the sewage treatment works and the subsequent site (only two of nineteen biomonitoring sites).
