- Description: A rich literature exists on local democracy and participation in South Africa. While the importance of participation is routinely built into the rhetoric of government, debate has increasingly focused on the dysfunctionality of participatory mechanisms and institutions in post-apartheid South Africa. Processes aimed ostensibly at empowering citizens, act in practice as instruments of social control, disempowerment and cooptation. The present article contributes to these debates by way of a critique of the approach used by the South African state, in partnership with the non-governmental sector, in what are called abortion ‘values clarification’ (VC) workshops. This article examines the workshop materials, methodology and pedagogical tools employed in South African abortion VC workshops which emanate from the organization Ipas — a global body working to enhance women’s sexual and reproductive rights and to reduce abortion-related deaths and injuries. VC workshops represent an instance of a more general trend in which participation is seen as a tool for generating legitimacy and ‘buy-in’ for central state directives rather than as a means for genuinely deepening democratic communication.

- Description: South Africa enjoys strong policy support for the integration of environmental issues into school curricula. However, much doubt exists over the extent to which this has been converted into appropriate classroom practice at the majority of under-resourced rural schools in the country. This article reports on a study which piloted a research tool which can be used to analyse teachers’ lessons, with the aim of gaining insight into the extent to which they integrate natural resource management issues. The research tool was based on Bernstein’s concept of classification and consisted of five indicators of natural resource management integration into Life Sciences lessons. The study contributes to the design of research tools that can be used to analyse and monitor the integration of environmental issues into teachers’ lessons. It also provides some insight into the environmental content of a sample of Grade 10 Life Sciences lessons at four rural underresourced schools in the Eastern Cape.

- Description: We discuss corrections to the ratio of shear viscosity to entropy density η/s in higher-derivative gravity theories. Generically, these theories contain ghost modes with Planck-scale masses. Motivated by general considerations about unitarity, we propose new boundary conditions for the equations of motion of the graviton perturbations that force the amplitude of the ghosts modes to vanish. We analyze explicitly four-derivative perturbative corrections to Einstein gravity which generically lead to four-derivative equations of motion, compare our choice of boundary conditions to previous proposals and show that, with our new prescription, the ratio η/s remains at the Einstein-gravity value of 1/4π to leading order in the corrections. It is argued that, when the new boundary conditions are imposed on six and higher-derivative equations of motion, η/s can only increase from the Einstein-gravity value. We also recall some general arguments that support the validity of our results to all orders in the strength of the corrections to Einstein gravity. We then discuss the particular case of Gauss-Bonnet gravity, for which the equations of motion are only of two-derivative order and the value of η/s can decrease below 1/4π when treated in a nonperturbative way. Our findings provide further evidence for the validity of the KSS bound for theories that can be viewed as perturbative corrections to Einstein gravity.

- Description: This research aimed to evaluate the suitability of lipids for the manufacture of solid lipid nanoparticles (SLNs) and nanostructured lipid carriers (NLCs) loaded with the hydrophilic drug, didanosine (DDI). The crystalline state and polymorphism of lipids with the best‐solubulizing potential for DDI was investigated using differential scanning calorimetry (DSC) and wide‐angle X‐ray scattering (WAXS). DSC and WAXS were also used to determine potential interactions between the bulk lipids and DDI. Precirol® ATO 5 and Transcutol® HP showed the best‐solubilizing potential for DDI. Precirol® ATO 5 exists in the β‐modification before heating; however, a mixture of both α‐ and β‐modifications were detected following heating. Addition of Transcutol® HP to Precirol® ATO 5 changes the polymorphism of the latter from the β‐modification to a form that exhibits coexistence of the α‐ and β‐modifications. DDI exists in a crystalline state when dispersed at 5% (w/w) in Precirol® ATO 5 or in a Precirol® ATO 5/Transcutol® HP mixture. DSC and WAXS profiles of DDI/bulk lipids mixture obtained before and after exposure to heat revealed no interactions between DDI and the lipids. Precirol® ATO 5 and a mixture of Precirol® ATO 5 and Transcutol® HP may be used to manufacture DDI‐loaded SLN and NLC, respectively.

- Description: Recruitment, selection and transfer of educators were decentralized after South Africa became a democratic state in 1994 and shifted to School Governing Bodies. The legislation promoted a shared governance and participation of parents in issues that are related to recruitment, selection and transfer of educators, but parents are struggling and facing challenges in performing these tasks as School Governing Body members especially in the Butterworth district, as a result of that Butterworth district is experiencing problems with increasing number of disputes resulting from the appointment of educators after they have been recommended by the School Governing Bodies. This study focuses on the recruitment, selection and transfer of educators in the Butterworth district of the Eastern Cape Province of South Africa. The study sought to reveal the thinking behind government insistence on giving the School Governing Bodies a responsibility to recruit, select and transfer educators knowing fully well that they do not perform this responsibility. A qualitative approach was used to explore and challenge this phenomenon. This approach is concerned with understanding social phenomenon from the participant’s perspective. In depth semi – structured interviews with open ended questions were used to bring the researcher more closer to a more plausible perspective of this phenomenon. Moreover, they were used because they are the most appropriate method to capture the data. The findings revealed that School Governing Bodies are faced with challenges such as: high level of illiteracy, manipulation of School Governing Bodies by school management, unions and candidates, the issue of regionalism and kickbacks, capacity building and empowerment and role played by the Departmental Officials. - Description: In this paper we report on the synthesis and characterization of 1,4-benzene diamine (BDA) functionalized single walled carbon nanotubes linked to cobalt (II) tetracarboxy-phthalocyanine. The characterization of the conjugate was through UV–vis, FTIR and X-ray diffraction (XRD) spectroscopies and by transmission electron microscope (TEM) and electrochemical methods. The conjugate is used for the electrochemical characterization of diuron. The catalytic rate constant for diuron was 4.4 × 103 M−1 s−1 and the apparent electron transfer rate constant was 18.5 × 10−6 cm s−1. The linear dynamic range was 1.0 × 10−5–2.0 × 10−4 M, with a sensitivity of ∼0.42 A mol−1L cm−2 and a limit of detection of 0.18 μM using the 3δ notation.

- Description: This paper reports on the synthesis and characterization of new manganese phthalocyanine (MnPc) complexes: 2,3-octakis-[(2-mercaptopyridine) phthalocyaninato] acetato manganese (III) (1) and its quaternized (hence water soluble) derivative: 2,3-octakis-{[(N-methyl-2-mercaptopyridine) phthalocyaninato] acetato manganese (III)} sulphate (2). The complexes were used to form self assembled monolayers (SAMs). Voltammetry proved that both of the SAMs are well packed, strongly passivating and act as selective and efficient barriers to ion permeability. Furthermore, surface coverage studies confirmed that the MPc macrocycles adsorb onto the gold electrode as monolayers. Both MPc SAMs were successfully used as electrochemical sensors of nitrite.

- Description: This paper presents the study of the effects of CdTe-TGA quantum dots (QDs) on optical limiting ability of different phthalocyanine (Pc) complexes (1–10) containing Zn, Ga, In central metals and substituted with benzyloxyphenoxy, phenoxy, tert-butylphenoxy and amino groups. The optical limiting parameters of Pcs were higher for tert-butylphenoxy when compared to benzyloxyphenoxy and phenoxy substituents, in DMSO. Non-peripheral substitution decreased the optical limiting parameters. Third-order susceptibility (Im[χ(3)]/α) values of Pcs in the absence and presence of CdTe QDs were in the 10-12 to 10-10 esu.cm range. Hyperpolarizabilities (γ) ranged from 10-31 to 10-29 esu L for Pc alone or in mixture with QDs. There is a general improvement in optical limiting ability of Pc complexes in the presence of CdTe TGA QDs. Due to these promising results, future work can be implemented for the creation of Pc:QD thin films, which would then be examined to ensure that their optical limiting ability is still acceptable.

- Description: Environmental systems are in constant flux, with feedbacks and non-linearities catalysed by natural trends and shocks as well as human actions. This poses challenges for sustainable management to promote human well-being. It requires environmental understanding and application that can accommodate such fluxes and pressures, as well as knowledge production systems and institutions that produce graduates with appropriate skills. In this article we consider these challenges in the South African context. Firstly, we summarise six significant environmental realisations from the last decade of environmental science internationally and question what they mean for the teaching of environmental science and research into environmental systems in South Africa in the near future. We then consider these lessons within the context of a horizon scan of near-term pressing environmental issues in South Africa. These include wateruse efficiency, poverty, food security, inequities in land and resource access, urbanisation, agrochemicals and water quality, promoting human well-being and economic adaptability in the face of climate change, and imbuing stronger environmental elements and stewardship into the integrated development planning processes and outcomes. Lastly, we consider the knowledge areas and skills that environmental graduates will require to be able to confront these problems in South Africa and simultaneously contribute to international debates and understandings around the complexity of environmental systems and how to manage them.

- Description: The synthesis and characterization of the new zinc phthalocyanine derivatives, tetra- (non-peripheral, 5) and octa-(peripheral, 6) substituted with 2-mercaptopyridine and their respective quaternized derivatives (8 and 9) are reported. Photochemical and photophysical properties of the new complexes are compared with those of the previously reported peripherally tetra-substituted complexes 7 and 10. The quaternized compounds exhibit excellent solubility in water, making them potential photosensitizers for use in photodynamic therapy (PDT) of cancer. Spectroscopic, aggregation, photophysical and photochemical properties of these complexes are also investigated and compared. Photophysical (fluorescence quantum yields and lifetimes) and photochemical (singlet oxygen and photodegradation quantum yield) properties of these phthalocyanine photosensitizers are very important for the assessment of these complexes as PDT agents. In this study, the effects of the position of the substituents and quaternization of the substituents on the photophysical and photochemical parameters of the zinc phthalocyanines are also reported. This study also showed that the water-soluble quaternized zinc phthalocyanines strongly bind to blood plasma proteins such as bovine serum albumin (BSA).

- Description: The purpose of this article was to investigate the feasibility of incorporating didanosine (DDI) into nanostructured lipid carriers (NLC) for potential treatment of AIDS dementia complex. Aqueous DDI-free and DDI-loaded NLC were manufactured using hot high-pressure homogenization. The lipid matrix contained a mixture of Precirol ® ATO 5 and Transcutol ® HP. Photon correlation spectroscopy revealed that the mean particle size for all formulations was below 250 nm with narrow polydispersity indices. In addition, the d99% values for all formulations determined using laser diffractometry were below 400 nm with the span values ranging from 0.84 to 1.0. The zeta potential values ranged from −18.4 to −11.4 mV and the encapsulation efficiency of NLC for DDI ranged from 33.02% to 78.34%. These parameters remained relatively constant for all formulations tested following storage for 2 months at 25°C indicating that all the formulations were relatively stable. Differential scanning calorimetry revealed a decrease in the degree of crystallinity of NLC in all formulations developed relative to the bulk lipid material. In addition, wide-angle X-ray scattering showed that NLC in all formulations tested existed in a single β-modification form and that DDI that had been incorporated into the NLC appeared to be molecularly dispersed in the lipid matrices. Images of the NLC formulations obtained using transmission electron microscopy revealed that all formulations contained a mixture of spherical and nonspherical particles irrespective of the amount of DDI that was added during the manufacture of the formulations.

- Description: The pre-grafted screen-printed gold electrode modified with phenyl-amino monolayer was investigated for covalent immobilization of phenyl-amine functionalized single-walled carbon nanotubes (PA-SWCNT) and metal tetra-amino phthalocyanine (MTAPc) using Schiff-base reactions with benzene-1,4-dicarbaldehyde (BDCA) as cross-linker. The PA-SWCNT and MTAPc modified electrodes were applied as hybrids for electrochemical sensing of H2O2. The step-by-step fabrication of the electrode was followed using electrochemistry, impedance spectroscopy, scanning electron microscopy and Raman spectroscopy and all these techniques confirmed the fabrication and the immobilization of PA-SWCNT, MnTAPc and CoTAPc onto gold surfaces. The apparent electron transfer constant (kapp) showed that the carbon nanotubes and metallo-phthalocyanines hybrids possess good electron transfer properties compared to the bare, pre-grafted and the MTAPc modified gold electrode surfaces without PA-SWCNT. The electrochemical sensing of hydrogen peroxide was successful with PA-SWCNT–MTAPc hybrid systems showing higher electrocatalytic currents compared to the other electrodes. The analytical parameters obtained using chronoamperometry gave good linearity at H2O2 concentrations ranging from 1.0 to 30.0 μmol L−1. The values for the limit of detection (LoD) were found to be of the orders of 10−7 M using the 3δ for all the electrodes. The PA-SWCNT–MTAPc modified SPAuEs were much more sensitive compared to PA–MTAPc modified SPAuEs.

- Description: Homogeneous and heterogeneous photosensitized transformations of 4-chlorophenol (4-CP) and pentachlorophenol (PCP) using palladium octadodecylthiophthalocyanine (PdODPc) were investigated. Under heterogeneous conditions, the photosensitizer was supported on functionalized single walled carbon nanotubes (SWCNTs). Homogeneous photosensitization proved to be more effective than the heterogeneous reaction in terms of percentage of transformation achieved. The kinetics of heterogeneous catalysis proved that ads-PdODPc–SWCNT–COOH (where SWCNT has been functionalized with COOH groups) was reusable for 4-CP while its activity degenerated when reused for PCP. Singlet oxygen was confirmed as playing an active role in the reactions.

The book builds on the work of scholars like Robert Jackson, William Reno and Jeffrey Herbst, with the particular focus of Englebert's book being on the domestic implications of the unconditional recognition of the sovereignty of African states. African states are internationally recognised despite lacking the features and not being able to perform the functions typically associated with statehood. Englebert's interest is to examine some of the domestic effects of this unconditional international recognition.
