- Description: The view of on-site school support for curriculum delivery is shared by most countries and its effects have been felt by schools. There is fear that the Austerity Measures will negate the outcomes of the action taken by the teams that visit the schools. The reviewed literature is more biased towards the Austerity Measures in the whole government sector rather than in a department or an institution like the Education District in Idutywa. Even though the effects of Austerity Measures have been researched all over the world based on a specific country, there is deficiency of such literature done in the institution like the department of Education Districts. The researcher intends contributing to the filling of this gap by this study. The researcher therefore carried out a focused study of the effect of Department’s Austerity Measures on on-site school curriculum support in Idutywa Education District. It is also imperative to know how the teachers are affected by these departmental Austerity Measures, hence the interviews were carried out with the school personnel in addition to the District Professional staff. The District is characterised by poor performance in both Annual National Assessment (ANA) and the final National Senior Certificate results. The findings revealed that the implementation of AM have contributed to, amongst other things, the following issues: The inadequate on-site school support for curriculum delivery; The shortage of resources that includes teachers and vehicles; and ultimately the learner underperformance The researcher expect that the recommendation made will be embraced and be factored through, during the planning process of the Eastern Cape Department of Basic Education in order to improve learner performance.

- Description: The objective of the study was to investigate learner drop-out and sustainable community development. The study was conducted in Kwazakhele Township in Nelson Mandela Bay. This study used qualitative research approach- interviews and structured questionnaires were used to collect data from the participants. The sample consisted of 40 respondents both Females and Males between the age 15 and 35 years. In Kwazakhele Township most of the youth are learner drop-outs who exited educational system before attaining National Certificate (Matric). This had an effect on the acquisition of skills for sustainable development. United Nations report on Sustainable Development requires members of the community to be able to handle matters concerning their own development. This means community members should possess skills that would enable them to cope with constant demands of development. In the same Kwazakhele Township the consequences of the learner drop-out phenomenon is that lot of girls get pregnant at an adolescence stage. In most cases the boys who impregnate these girls are not working, they themselves depend on their parents for living. Because of the poor socio-economic status and high rate of unemployment of households in the area, this result in a situation where both girl child and their babies depends on the old age social grant for basic needs such as food etc. These dropouts are political risks in a sense that they are sometimes being used in community protesting marches which are unnecessarily hindering community development projects aimed at enhancing and promoting general welfare including better life for all. So the study will investigate and examine effect of learner drop-out in the community and recommends on what to be done in order to address shortfalls and challenges faced by the Kwazakhele community members. This will enable local authorities to be proactive in establishing programs that brings directive and solutions to the existing problems.

The review of the current literature on the theoretical framework and the base for policy making and controlling role of municipal political office-bearers and chief officials in public administration was discussed. The nature of systems theory and the different phases of systems theory were explained. The nature and place of policy making in public administration was discussed as well as policy making alternatives in the public sector. The policy making levels i.e. political policy making level; executive policy making level; administrative/departmental policy making level; operational policy making level were explained and discussed. The co-operative interaction between municipal political office-bearer and chief officials was discussed to understand the administrative and political dichotomy in the public sector. The policy implementation for the rendering of housing services as well as the programming and delegation of authority were discussed in the context of housing service delivery. The legislative framework for housing services in South Africa was discussed as it influence and affects the housing service in King Sabata Dalindyebo Municipality. The role of municipal authorities in the rendering of housing services as well as the housing situation in South Africa together with the obligations of both the provincial and municipalities were discussed. The permission to conduct research was received from King Sabata Dalindyebo local municipality. The scope of the study explains the range or extent of matter to be dealt with in the research and the survey area is dearly provided. The research design which is qualitative and quantitative research are discussed and used in adopting the study. The case study as research strategy is discussed and clarified. The data collection instruments which are interviews, questionnaires and the literature study the subject were briefly explained. Population details and sampling were clearly explained before a sample is provided in the study. The research provides data collection procedures as well as how the data will be analysed. The ethical considerations are discussed. The data analysis and interpretation was conducted to enable the researcher to identify patterns which are consistent within the data. The criteria for data analysis as well the response rate were discussed. The demographics of chief officials and political office-bearers as respondents include their age; year of service, home language, gender, the academic qualification as well as the different stakeholders were analysed. The role of political office-bearers and chief officials in the initiation of policy which the input phase of the Systems theory analysis was conducted and the role of political office-bearers and chief officials in the process phase were analysed and discussed. The co-operative interaction in policy formulation and the steps in the policy formulation were analysed and discussed. Also the analysis was conducted on the delegation of authority to chief officials by the political office-bearers as well as the role of political office-bearers and chief officials in the approval of executive policy. An evaluation of the rendering of - 11 - housing services at Phola park informal settlement as well as the evaluation of housing services as an output phase in policy formulation were analysed and discussed. And lastly, the analysis of the impact of existing legislation or policy on housing services was conducted. The findings of the study were provided and discussed and the concluding remarks were provided to whether the problem is real and whether the hypothesis is true and valid. The recommendations of the study were provided to enable Kind Sabata Dalindyebo local municipality to improve the co-operative interaction between municipal political office-bearers and chief officials to improve housing services and to provide better service delivery. - Description: South African public organisations are faced with many unique challenges in striving to manage an increasingly diverse workforce. This study aimed to investigate the managing of diversity at the Nelson Mandela Bay Municipality. To achieve this aim, the views of the Total Quality Management approach were examined in order to create an effective and efficient diversity environment within the municipality. In order to understand what effective diversity management means in South African public organisations, a qualitative approach to the research was utilised through document analysis and interviews. Purposive sampling was used to identify participants. Interviews were conducted until a point of data saturation was reached. Data was analysed using the systematic coding tool of the ATLAS.ti software programme. The research reveals that many shortcomings exist concerning diversity management in the Nelson Mandela Bay Municipality. Therefore, a need exists for proper management of diversity that would support tolerance and respect for diversity.

- Description: The advent of multi-party democracy in 1994 spearheaded different reforms in the Malawi public sector. One prominent reform is administrative reform. The new government that was ushered into power instituted a policy on civil service reform and institutional development. The reforms that were introduced aimed at improving performance and enhancing efficiency and effectiveness in the delivery of services. Accordingly, a Public Service Act was promulgated that constituted the clarification of the role of the civil service; equal access to public employment; merit based recruitment and promotion; and increased accountability and transparency in the policies and practices of the public service. This study therefore seeks to examine administrative reforms in Malawi and assess their impact on service delivery. The research further endeavours to explore factors which block the successful implementation of reform programmes, and seeks to come up with areas of improvement which would ensure successful implementation of reform programmes in future. The scope of this research is limited to the current civil service reform programmes and is mainly based on primary and secondary sources of information. The study uses a combination of quantitative and qualitative methods. However, findings reveal that reforms had a negative impact on service delivery since no significant change in the delivery of services was registered. The Malawi civil service continues to suffer from unprofessionalism, inefficiency, corruption and a host of other problems. The study shows the gap between rhetoric and reality of civil service reform programmes in Malawi.

- Description: The success of any government depends on its leadership’s efficiency and effectiveness in ensuring that government’s vision is realized. It therefore becomes important that all public administration activities are in line with the elements of good governance as reflected on the Constitution of the Republic of South Africa, 1996. These elements include, among others, responsiveness to the needs of the public, accountability, public participation, equity, effectiveness and efficiency. Leadership attributes play a pivotal role in this regard, as all leaders are expected to be able to give guidance and direction towards the vision of government, good communicators, have humble confidence and display exemplary behavior to be successful in their leadership responsibilities. This includes leaders who are assigned responsibilities at all levels and sectors, both in public and private institutions. The purpose of this study therefore, was to explore leadership attributes for good governance in selected Public Community Learning Centres (PCLCs) in the Eastern Cape Province and its focus was in Libode District. It sought to answer a number of questions relating to community participation, policy formulation and implementation, problem solving and the envisaged solutions to address the problems that enhance good governance in the PCLCs. The study is viewed as significant in assisting the process of putting new systems in place for the implementation of new approaches in adult education. The extensive literature review that was conducted before the study resumed contributed tremendously in the success of the study as it provided more insight to the study. The qualitative approach was mainly used and the data was collected through self- administered questionnaires, interviews and observation. The findings of the study revealed challenges that exist with regards to leadership attributes and the enhancement of good governance in Public Community Learning Centres. All participating Ward Councillors (the community leaders) expressed their ignorance about what is happening in the PCLCs. However, they expressed their willingness to work together with the centres for the benefit of all community members within their wards. The recommendations of the study are based on the problems revealed in the findings and provide solutions and answers to the research questions.

- Description: The study investigates problems and challenges that, the Nyandeni local municipality faces in terms of housing delivery to its communities. This is a serious problem that the Nyandeni local municipality faces, as a result the most vulnerable people are the poorest of the poor particularly those residing in rural areas. The study has investigated housing delivery at Nyandeni local municipality with reference to the Extension 4 Housing Project in Ngqeleni. The investigation indicates that there are serious challenges facing housing delivery. Hence the beneficiaries of the project could not get their houses in time and the project could not be completed within the scheduled period.

- Description: The National School Nutrition Programme (NSNP) is a poverty alleviation strategy, which was introduced in 1994 by the Government of South Africa as part of the Reconstruction and Development Programme (RDP). Studies of the Food and Agriculture Organisation, United Nations Educational, Scientific and Cultural Organisation (UNESCO) and the World Health Organisation (WHO), show that hunger, nutrition, and poverty, are strongly correlated. The same studies note that in the world as a whole, hunger impacts negatively on Millennium Development Goals, namely universal primary education, gender equality, child mortality, maternal health, management of Human Immunodeficiency Virus (HIV) and Acquired Immune Deficiency Syndrome (AIDS), Tuberculosis (TB) and malaria, and environmental stability. Hunger, specifically, has been shown to contribute to reduced school attendance, impaired cognitive capacity, high child mortality rates, high maternal death rates, increased migratory labour that increases the spread of HIV, and the unsustainable use of forest lands and resources (South African Department of Education, 2004: 3).” The National School Nutrition Programme aims at providing meals to mostly the needy learners, who come from poor families. Good food provides energy for the brain. The meals that are provided at schools are, therefore, intended to give energy for mental and physical activities for the body and brain to function, and to make learners alert and receptive during lessons (South African Province of the Eastern Cape Department of Education, 2008: 2). Currently, meals in South African Schools are provided to all learners in Quintile 1, 2 and 3 public primary schools from Grades R to 7. The programme was extended to Quintile 1 secondary schools in April 2009. All Quintile 2 and 3 public secondary schools will be included in 2010 and 2011 respectively (South African Eastern Cape Province Department of Education, 2008: 3). To collect information for research purposes, the researcher used a qualitative approach. This approach, which is used by the researcher, seeks to identify the impediments that pose challenges to effective and efficient implementation of the NSNP in the King William’s Town District of the Department of Education in Province of the Eastern Cape. The sample covers two rural schools participating in the NSNP in the King William’s Town District, namely Fort Murray Junior and Senior Primary School, and Qongqotha Junior and Senior Primary School. In each school, the principal, the chairperson of the School Governing Body, the teacher in charge of the NSNP, and Grade 7 learners, formed part of the sample of the study. Added to these participants have been the Service Provider and the District Coordinator of the NSNP in the King William’s Town District. The researcher chose these two schools that are locally based (within a 10km radius from the researcher’s place of residence) for convenience purposes, in terms of cutting down on travelling costs. The empirical findings were analysed and interpreted, and in presenting the findings, special reference to the research question is made, namely: “What are the challenges that impede the successful implementation of the National School Nutrition Programme in the King William’s Town District of the Eastern Cape Department of Education?” The recommendations reflected heavily on the purpose of the study, namely, that the Department of Education in the Eastern Cape has not managed the NSNP efficiently and effectively. The findings of this study reflect that there are still challenges that continue to plague the NSNP after seven years of the inception of the programme by Department of Education. The empirical findings of this study have revealed that the challenges confronting the implementation of the NSNP could be attributed to poor governance by the Department of Education officials. Some pockets of excellence of the NSNP are noted in the study. Recommendations are made to mitigate the problem situation.

- Description: Performance management and development is the continuous process of reflecting on, negotiating, developing, reviewing and making decisions about an individual’s performance in achieving organizational goals. The Public Service Regulations, 2001, requires departments to develop a performance management system in order to manage performance in a consultative, supportive and non- discriminatory manner. This should result in enhanced organizational efficiency and effectiveness, accountability for the use of resources and the achievement of results. The Department of Local Government and Traditional Affairs is also expected to implement the employees Performance Management and Development System. Furthermore, the study aimed to evaluate the implementation of the performance management and development system in the Department of Local Government & Traditional affairs. To achieve this Likert questionnaire were distributed to employees of Local Government & Traditional Affairs. After previous steps were completed, the finding and recommendations of the study were made. The recommendations were made to assist management as to what need to be done for effective implementation of PMDS. The findings indicate that managers and supervisors lacked the continuous feedback as no regular meeting during the course of the month or year. The employee and his or her supervisor would meet during the annual assessment period at the end of financial year to decide on the final performance. The main recommendation of the research was that there should be regular workshops or awareness of departmental staff about PMDS and how it influences on productivity.

- Description: The problem investigated by the researcher is that of alignment of the Integrated Development Plan of Amathole District Municipality with those of the selected local municipalities under its area of jurisdiction. The aim of the study was to investigate the extent to which there is or there is no alignment amongst these. The study articulated the background of municipal planning in terms of the provisions of enabling pieces of legislation. It further provided a conceptual and theoretical framework for integrated development planning within the local government sphere. The literature raised critical issues revolving around the importance of the district municipality in achieving congruence of development plans of the district and those of its local municipalities. The data was collected using a combination of qualitative and quantitative approaches, to realize the objectives of the research study. The methods used to collect data included, document study, interviews, observation, and questionnaires. The study findings showed that, there is a lot of planning efforts put into achieving alignment of the IDPs of the District and local municipalities under it. The study concluded that, with this good planning by the district municipality a correlating hands on support and monitoring by the municipal unit needs to be firmed up. The recommendations are an evidence that there are processes deliberately put in place by the District municipality to ensure alignment between the IDP of the District and those of its Local Municipalities.

It was anticipated that through this exercise, the study would be able to emerge with the measures which could be suggested for enhancing the integration of MBO as one of the performance improvement measures used by the management of Intsika Yethu Local Municipality. In a bid to accomplish this, the entire research process was directed towards the achievement of secondary research objectives that involve; examining the kinds of features that imply that MBO is used as a performance improvement measure by the managers in the Intsika Yethu Local Municipality, assessing the kinds of steps that used in the application of MBO as a performance improvement measure by the managers in the Intsika Yethu Local Municipality, examining the effects of the application of MBO on the performance of the Intsika Yethu Local Municipality, analysing the factors limiting the successful application of MBO as a performance improvement measure by the managers in the Intsika Yethu Local Municipality, evaluating the kinds of strategies that are used for achieving successful application of MBO as a performance improvement measure by the managers in the Intsika Yethu Local Municipality, and determining the measures that can be recommended for improving the successful application of MBO as a performance improvement measure by the managers in the Intsika Yethu Local Municipality. The interviews with the sample participants that comprised of senior and middle managers as well as ordinary employees of Intsika Yethu Local Municipality revealed that although there is some attempt to use management- by- objectives as a strategic performance improvement measure, its current approach do not meet the kinds of features that the literature indicates to define the kinds of an effective MBO. The study highlighted that the essential features for management- by- objectives include; superior-subordinate participation, joint goal-setting, joint decision on methodology, make way to attain maximum result, and constant and genuine support from superiors. However, it was noted that most of the identified themes indicate that most of the essential features that imply that the managers at the Intsika Yethu Local municipality are effectively using MBO are lacking. In terms of the MBO steps that include; Step 1; Goal setting, Step 2; Manager-Subordinate involvement, Step 3; Matching goals and resources, Step 4; Implementation of plan, and Step 5; Review and appraisal of performance, the study reveals that the accomplishment of MBO in the Intsika Yethu Local Municipality is more random and defies the following of such logical steps. Although the study indicates that there are shortfalls in the features and steps that are used in the application of management- by- objectives in the Intsika Yethu Local Municipality, it was noted that the little applications of some aspects of MBO has usually impacted positively. On that basis, the study concluded that the strategies that can be adopted to improve the application of MBO as a strategic performance improvement measure in the Intsika Yethu Local Municipality include; the application of the appropriate motivational strategies, increasing goal congruence to ensure that the main strategic objectives and goals are aligned with the departmental and individual goals and objectives, increasing investments and training of the employees and managers in order to highlight the importance, processes and techniques that are required in management- by- objectives, and improve employee empowerment and communication. It is pointed out in this research document that the suggested area for further studies would be; “The effects of employee empowerment on management- by- objectives in the Intsika Yethu Local Municipality.”

- Description: The purpose of this mini-dissertation is to understand the perception of end users on the public procurement system challenges in the Eastern Cape Department of Transport, addressing the extent to which the procurement systems have resulted in disgruntlement of end-users. The public sector procurement function continues to face growing pressures to reform current procurement process, the reform comes with changes which some public officials are unable to adapt to. The uncertainty and the complexity of the reforms to a certain extent bring resistance to the end users whose concern is to meet delivery targets for a particular financial year. Public procurement is still faced with somewhat of an “identity crisis”, people still see the function as clerical or technical in nature. The remaining challenge is to convince these individuals that procurement is a strategic function. This study however, seeks to investigate the level of understanding of procurement prescripts and relevant legislations by end users and the unnatural working relationship with SCM office.

- Description: Local Government has a critical role to play in rebuilding local communities and environments as the basis for a democratic, with specific reference to the Nelson Mandela Bay Municipality. The main aim was to evaluate the public participation in the Integrated Development Plan in the NMBM and whether public participation is seen as vehicle to enhance policy formulation and implementation of the Integrated Development Plan. To provide strategies to remedy the situation. The sample comprised of senior officials, Mayoral Committee, Ward councillors, and officials who deals with IDP. Questionnaires with open and closed questions were employed to councillors and officials, interviews were conducted with senior officials, ward councillors and members in the ward. Findings suggest that the current public participation strategies are inadequate, because Budget and IDP processes are not properly integrated; the plans approved by council are not adhered to resulting to fighting fires. Based on the research findings, councillors and political leaders should consider structuring and moderating the public debate in the IDP process to ensure IDP is real and above all implemental. Finally internal communication between the administrative and political arms of the NMBM needs to be managed in a way that builds trust and understanding of the key process such as the IDP cycle, mid‐term and annual budget cycle.

The study used both qualitative and quantitative methodology of data collection. Interviews and questionnaires were used as qualitative and quantitative methods of data collection respectively. The study used twenty five (25) respondents starting from Director General, Department of Administration and Finance, Department of General List of Clerks, Department of Establishments, Department of Pensions, Department of Budgets, and Department of Labour. The results revealed that; the human resource management practices by Ministry of Public Service in Central Equatoria State in the different departments need to ensure efficient and effective human resource management practices reforms, and the recommendations were put forward to assist the public civil servants in different human resource departments in the State.

- Description: The study sought to assess the effects of municipal demarcation board decisions on health care services. Since the democratic elections, the South African government was faced with the task of eliminating the racially based municipal system that segregated certain groups of people in service delivery. To deal with the determination and re-determination of municipal boundaries the Municipal Demarcation Board (MBD) was established in 1998. The study used secondary data to achieve its objectives. A number of official documents and sources that were used for this study. These included government documents, municipal documents, NGO documents, private sector documents. Results showed that municipal revenue is negatively affected by demarcations. Alfred Nzo District Municipality is no exception to this. Furthermore, demarcation processes have implications for health human resources and other municipal health processes. Human resources such as nurses and doctors are sometimes shifted from one municipality to another. Other negative consequences (especially in the transition period) may result from issues related to the supply chain, long-term contracts, municipal plans and policies, financial and other systems, information and databases, asset registers and asset maintenance, and repairs.

- Description: This study involved evaluating the extent to which universal access to quality grade R was realised by 2012 in Cofimvaba education district in the Eastern Cape Province. The evaluation was done through the implementation of goal 11 of the Education Sector Strategy - the Action Plan to 2014, revised to 2019. It further sought to find out whether universal access to grade R occurred to all learners who registered for grade 1 and whether the quality of grade R had improved between 2010 and 2012 in Cofimvaba education district. Improving the quality of grade R in this study included an assessment of the level of qualification of grade R practitioners and an improvement of the quality of grade R tuition through the use of textbooks, workbooks and resource packs supplied to grade R by the Department of Basic Education (DBE). The study used both the qualitative and quantitative methods. Questionnaires were used as data collection methods from grade R practitioners and grade 1 teachers. The respondents in this study consisted of twelve grade R practitioners, ten grade 1 teachers and two officials from Cofimvaba district office. The findings of this study revealed that the universal access to grade R, calculated from grade 1 learners who received formal grade R, was not achieved over the three-year period 2010-2012; albeit the target of grade 1 learners who should have received formal grade R by 2012 was a mere 50 percent. The percentage of grade R learners who received access to the required textbooks fell below the expected target of 100 percent. Although 77.61 percent does not signify bad performance, the non-attainment of 100 percent access to the required textbooks could not be acceptable because the absence of textbooks meant that effective teaching and learning could not have taken place. However, these findings uncovered that the supplied textbooks and workbooks were high quality learning and teaching materials. The findings also uncovered that the ECD-grade R practitioners, at the time, had the necessary work experience and limited qualifications as a means to teach the grade R classes. A pressing matter for the Department was the improvement of conditions of service for practitioners; their professionalisation as well as further improvement of their qualifications. It was revealed, through this study, that there was a slight improvement in the universal access to grade R; however, the quality of grade R still needed attention especially in so far as the provision of suitably qualified practitioners is concerned.

- Description: In order to eradicate the legacy of the past, the South African democratic government adopted a developmental approach to local government. This necessitated a commitment on the part of local government, through the Integrated Development Plan (IDP), in facilitating community participation by finding sustainable ways of meeting their social, economic and material needs and improving their quality of life. This study sought to assess the effectiveness of public participation in Integrated Development Planning processes in King Sabata Dalindyebo Local Municipality. The objectives of this study were; to identify and assess critical factors that determine the effectiveness of municipal IDP and to assess the effect of poor literacy skills on municipal participatory processes. In this study face-to-face interviews and focus group interviews were used to collect data. The findings revealed that the community had participated only in the first of the five phases of the IDP. The study recommended that the King Sabata Dalindyebo Local Municipality should streamline the needs identification and the needs prioritisation phases of the IDP processes so that the community can participate directly. The study also recommended that in order for the community to have an impact on IDP processes, capacity-building workshops be purpose-centred and responsive to any gaps in capacity challenges. The study further recommended that external service providers such as academic institutions should be utilised to capacitate communities to contribute effectively on municipal IDP processes. The study concluded that the municipality had not created an enabling environment for meaningful public participation, and had consequently limited the impact of community engagement on the IDP Guidelines which are proposed for public participation in all the phases of the IDP process.

- Description: Public administration theory suggests that public participation in good governance plays a critical role in the socio-economic development of communities. This study seeks to investigate the impact of public participation in good governance; identify hindrances for public participation in the good governance; examine current efforts and processes in place to promote public participation in municipal governance of Buffalo City Municipality. A qualitative research methodology that considered a comprehensive review of literature and secondary data was adopted for this research. The literature review explored the theoretical, conceptual and legislative framework for public participation in good governance. Regardless of the importance of public participation in good governance, the research has shown that public participation is not being implemented at the level that enables the nation to achieve its good governance vision. It is therefore recommended in the dissertation that, when municipalities draft Integrated Development Plans (IDPs) that embrace public participation in good governance, they should firstly analyse current context of municipal area; establish strategic objectives and vision of the municipality; identify and design the actual projects to carry out. Moreover, municipalities should consolidate all project proposals from local and district municipalities, and ultimately consider and integrate all the submissions received in relation to the draft IDP.

- Description: The informal sector refers to all economic activities by workers and economic units that are not covered or insufficiently covered by formal arrangements which can be carried out across all the sectors of the economy both in public and private spaces. The study was conducted to determine the benefits and limitation of informal trading in promoting sustainable local economic development in the Intsika Yethu Municipality. South African municipalities for various reasons fail in providing local economic development friendly environment and more developmental and inclusive informal economy policies and by-laws. The objective of the study was to assess the benefits and challenges which might hinder the maximisation of benefits in the sector. The literature was reviewed with the aim to integrate published academic data on the benefits and limitations of informal trading in promoting sustainable local economic development. Data for the study was sourced from the literature and questionnaires administered to respondents who were selected by means of a purposive sampling technique. The respondents from which data was collected were 18 and a qualitative research approach was used as a main research methodology. The responses obtained were subjected to content analyses. The main findings of the study include; informal traders are uncoordinated, informal traders are faced with challenges which hinder their success, majority of respondents see benefits from informal trading, the informal sector of responds to triple social ills and all respondents started up businesses due to the inability of the formal sector to create job opportunities that are permanent and enough for everyone. In response to the findings about the main recommendation made is the improvement of communication between government and informal trader for the sustainability of municipal programs.
