An analysis of factors affecting media freedom at the South African Broadcasting Corporation

  • Description: This research sought to analyse factors that affect media freedom at the South African Broadcasting Corporation using a descriptive research design and qualitative research methodology. Studies and media reports show that the South African Broadcasting Corporation is facing a myriad of challenges including woes related to media freedom hampering its mandate to inform, educate and entertain the public of South Africa. There is a dearth of studies conducted to understand the media freedom challenges at the South African Broadcasting Corporation. A qualitative approach was used in data collection, and in-depth interviews were utilised as instruments to collect data from participants. Non-probability sampling in particular purposive sampling method was used to select 4 directors, 4 editors and 4 journalists at the South African Broadcasting Corporation. Data was analysed using thematic analysis. The findings show that challenges facing the South African Broadcasting Corporation include poor legal environment as the broadcaster lacks support from government to implement effective policies to protect employees and create a media freedom environment to allow workers to carry out their work independently. The study found that the political environment in the South African Broadcasting Corporation at affects media freedom. Some political 0rganisations, influential individuals and entities are meddling in the operation of the broadcaster by trying to influence the narrative of the content broadcasted. The finding revealed that economic environment at the broadcaster is affects media freedom. The broadcaster is struggling financially resulting in poor income for employees, retrenchments, and inability to run approved programmes. In the context of constitution and policies, there is need for the South African Broadcasting Corporation to develop strategies that will specifically address both internal and external political, economic, and legal challenges it is facing if it is to be a high performing, financially sustainable, digitised national public broadcaster that provides compelling, informative, educational, and entertaining content via all platforms. , Thesis (MA) -- Faculty of Humanities , School of language Media and Communications, 2022

Variation in forage quality in subtropical thicket

  • Description: Several studies have assumed that the plant communities of the Subtropical Thicket biome are nutritious throughout the year. This is based on the observation that they are evergreen, palatable and grow on fertile soils; however this assumption has not been tested. Therefore the aim of this study was to assess forage quality variation in the Subtropical Thicket. This was done at three levels; first we measured the plant quality of dominant plant species in the diets of Thicket herbivores. Secondly, we measured the realised diet quality of Thicket herbivores through the analysis of faecal samples. Lastly we assessed the body condition of Thicket herbivores. The study was conducted at the Colchester (plant quality and diet quality) and Addo Main Camp (body condition assessment) sections of Addo Elephant National Park. To measure the food quality of Thicket plants we analysed 10 plants that are dominant in the diets of Thicket herbivores. To measure diet quality we collected faecal samples from ten herbivores with body mass ranging from 25 kg to 6000 kg. Plant quality results showed that only 30% of the sampled plants met the high energy goat diet protein requirements and that all the sampled plants did not meet the high energy goat diet fibre requirements. This indicates that Thicket plants are not as highly nutritious as they were thought to be. The principle components analysis together with overlapping confidence intervals showed that there was no significant difference between the summer plant samples and the winter plant samples. The faecal quality results showed that there was significant seasonal difference and that faecal diet quality was a function of body size. The body condition results showed that all the sampled herbivores lost condition in the cold dry months. The evidence from faecal diet quality and body condition assessment is sufficient for us to reject the assumption that Thicket forage is consistently nutritious throughout the year. , Thesis (MSc) -- Faculty of Science, School of Environmental Sciences, 2021

  • Description: Only 12% of the world's published plastic research includes references to Africa despite it being a significant contributor to the global plastic waste and mismanagement problem (~88.5% of Africa's plastic waste is mismanaged). Ocean plastics are transported from land by rivers to the sea. However, source contextualization is complex. Many African rivers predominantly run alongside human settlements that host informal waste dumpsites. In this study a simple cost effective, easily deployed, consistent and replicable survey methodology was employed. The study quantified macro plastic in three rivers discharging into Algoa Bay, South Africa. The results indicated that industrial Swartkops and metropolitan Baakens Rivers both illustrate moderate plastic pollution (>3000 plastic particles/day), with the relatively natural Sundays River to showing minimal evidence of river macroplastic (<100 plastic particles/day). Tracking the decline of the world’s largest seabream against policy adjustments

  • Description: For most rare marine species, abundance trends are poorly estimated. This uncertainty often translates into disagreement on management regulations, impeding conservation efforts when they are most urgently required. The world’s largest sea bream, the red steenbras Petrus rupestris, has undergone a substantial and widely acknowledged decline during the 20th century. Standardised probability of encounter over the last 3 decades was used to track red steenbras abundance trajectories in 2 regions, which together represent the species’ distribution. The results predicted a reduction in abundance of 44% in the East region and 96% in the South-West region, from what was already considered to be a collapsed population at the start of the time series. The species is now largely confined to areas in the centre of its historical abundance. Content analysis of a recreational angling magazine revealed a concurrent 50% decrease in reported size between 1984 and 2012. Shore-based observer data (2009-2010) indicate that the impact of recreational fishers on this species far exceeded that of commercial fishers at the time. Regulations in the form of progressively more stringent catch and effort restrictions appear to have been largely ineffective, too lenient, implemented too late or were unsuitable to control fishing mortality for this species. This study highlights 2 fundamental challenges in management of rare marine fish species: (1) providing decision makers with a credible measure of abundance for species whose rarity limits data availability and (2) implementing effective policy changes before the specific measures become ineffective and obsolete.

  • Description: The Fourth Industrial Revolution (4IR) is set to disrupt existing economic and social structures through the use of cyber-physical systems that result from a fusion of the digital, biological, and physical spheres. The fifth and current long wave of innovation is going through such a digital revolution in the ongoing deployment period which is being driven by the generalpurpose technologies of Artificial Intelligence and the Internet of Things, among other cyberphysical systems. The impact of mobile money in the access of financial services has shown how disruptive incremental innovations in mobile and digital technologies can be. The transformational power of mobile money in financial access is due to its use as an accessible financial tool that utilizes mobile devices to send and/or receive money over great distances. With the 4IR looming, this thesis determines the factors that enable and constrain the adoption of a disruptive technology amongst Sub-Saharan African small, micro, and medium enterprises (SMMEs). Therefore, due to its impact on financial inclusion and the formalization of SMMEs, mobile money is used as an indicator for the adoption of 4IR disruptive digital technologies. The adoption of mobile money was evaluated using secondary data from a survey conducted by Research ICT Africa, which surveyed 4408 SMMEs in nine African countries. The Diffusion of Innovations (DOI) model and the Unified Theory of Acceptance and Use of Technology (UTAUT) model were used to identify the factors enabling and constraining the adoption of a disruptive technology, in this case mobile money. Factors included gender, vocational training, business skills training, tertiary education, services, performance expectancy, social media, location, and nine African countries (Kenya, Mozambique, Ghana, Nigeria, Rwanda, South Africa, Tanzania, Uganda, and Senegal). The factors were grouped into owner characteristics, firm attributes and country attributes. SMME owners with business skills (49%) showed the highest level of adoption in terms of owner characteristics, Kenyan SMMEs (21%) had the highest adoption between the countries surveyed, and social media (62%) showed the highest adoption in terms of firm attributes followed by the formal variable (47%). In general, only 29% of SMMEs surveyed adopted mobile money. The study found that women SMME owners were more likely to be affected by business formality when adopting a disruptive technology compared to male owned SMMEs. This is because informality often exacerbates other barriers/challenges women face such as lower access to finance, lower ability to exercise property, business, and labour rights, and lower visibility. The results also demonstrate that vocational training is more important than general tertiary education for the ii adoption of a disruptive technology such as mobile money. Furthermore, when using social media as a tool for business advice SMME owners were more likely to adopt the disruptive technology. The study suggests that to encourage African SMMEs to adequately adopt disruptive technologies of the 4IR, more women owned SMMEs need to enter the formal economy, and vocational training targeted at business skills must be promoted amongst all SMME owners. Eastern African SMMEs were found to be more likely to adopt mobile money compared to other African regions. The finding demonstrates the need for more African countries (particularly outside of the Eastern African region) to encourage innovation by addressing the four enablers of mobile connectivity (i.e. infrastructure, affordability, consumer readiness, and mobile services) which will in effect lead to economic growth and development. The study shows that to address country/regional differences, in addition to building the required infrastructure in terms of mobile internet connectivity, countries should increase the local relevancy of disruptive technologies between SMMEs. To achieve this the study suggests increasing mobile social media penetration rates. Social upgrading or dependency?: Investigating the implications of the inclusion of commercial wine farms within South African Fairtrade certification

  • Description: The South African wine industry is one of the oldest sectors of the country’s economy, beginning in the early years of South African colonialism in the 17th century through the use of slave and slave-like labour. As an industry that has been defined by farm paternalism and dependency, the South African wine industry has had to demonstrate changes from its history of extreme racial and gendered exploitation to an industry that reflects the democratic values of a new South Africa. Ethical certifications are considered one way through which the post-apartheid South African wine industry can demonstrate that it has moved away from its historical practices and is now characterised by practices of decent work and social transformation. An important certificatory label that allows local wine producers entry into global wine production networks is Fairtrade International. While Fairtrade certification is often reserved for small-scale producers, this certification has been extended to large-scale, commercial producers within the South African wine industry despite its history of farm paternalism and dependency. This research asks if this inclusion promotes decent work through social upgrading or if it offers a platform for the continuation of farm dependency under the guise of ‘Fairtrade’. In this study, social upgrading has been defined through a ‘bottom-up’ approach that prioritises workers’ independence as a key means of improvement. Four key pillars are applied as embodying the concept of social upgrading: regular employment with set working hours; legally enforceable worker rights; social protection through collective and individual bargaining power; and non-discriminatory social dialogue that promotes significant socio-economic progression. A key finding of this research is that practices of dependency and paternalism continue on some large-scale commercial farms, despite their Fairtrade certification. Furthermore, the findings suggest that the benefits that farmworkers receive lock farmworkers into their position on the farm with marginally improved conditions and cease if workers depart from the Fairtrade wine farm. This suggests that, at best, this inclusion of commercial farmers within Fairtrade certification appears to create a top-down form of social upgrading that locks farmworkers into their position on the farm with marginally improved conditions and beneath a glass ceiling of development. At worst, this Fairtrade inclusion facilitates a global poverty network through paternalism and dependency under the guise of ‘Fairtrade’.   • Description: Photocatalyst adsorbents are an appealing group of materials for environmental applications. Herein, we study a new simple, inexpensive, yet very effective adsorbent photocatalyst based on porphyrin immobilized activated carbon-decorated polyacrylonitrile, InP(PAN/AC), for removal of methylene blue dye and Ciprofloxacin in water under Xe-lamp and sunlight irradiation (the latter for Ciprofloxacin only). Our results shed light on developing the most effective and sustainable adsorbent photocatalysts that can easily be industrialized due to the ease of preparation through electrospinning coupled with the readily available preparation materials. After five cycles, the InP(PAN/AC) maintained high methylene dye removal efficiency and structural integrity. Significantly, we propose the coordinated contribution of singlet oxygen and hydroxyl radical in the photodegradation process and highlight the importance of such an integrated system with adsorption and photodegradation capabilities for water treatment.

Making rules to live by: Was the proposed regulatory regime for invasive species reasonable? Perceptions of the South African trout industry

  • Description: Publisher version , Despite considerable economic impact of trout-based aquaculture and recreational fishing, the Department of Environmental Affairs has been focusing almost entirely on ecological criteria in deciding the regulatory regime for trout. We examined whether the proposed regulatory regime for alien and invasive species that was published by the Department of Environmental Affairs in 2014 for public comment was reasonable. The analysis produced factors that might matter in the design of reasonable institutional arrangements that impose a reasonable regulatory burden on economic sectors utilising invasive species. We conducted factor analysis using an online survey that we conducted between May and July 2014. We obtained four clusters of factors: participatory policymaking, people-centeredness, credible scientific evidence for listing species as invasive and contextualisation of international evidence. We then utilised the factors in a logistic regression framework to assess their influence on the probability of perceiving the regulations to be reasonable. The likelihood of a trout sector player perceiving the regulations to be reasonable was 1.2%. We found that a one standard deviation increase in the “credibility of scientific evidence” increased the odds of perceiving the regulations to be reasonable by 1645%. A one standard deviation increase in “participation” increased the odds of perceiving the regulations to be reasonable by 410%. A one standard deviation increase in “people-centeredness” increased the odds of perceiving the regulations to be reasonable by 600%. Lastly, a one standard deviation increase in the variable “contextualising international evidence” increased the odds of perceiving the regulations to be reasonable by 415%. This research demonstrates that properly addressing the socioeconomic aspects of new policies in addition to ecological criteria makes it far more likely that stakeholders will regard them as reasonable, even if the new policies impose increased regulatory transaction cost burden on users or reduced access to a resource.

  • Description: [Preface - Nico Jooste]: For more than ten years, we have been involved in implementing internationalisation of South African Higher Education. The we I am referring too, are those who are both visionaries and passionately dedicated to the process of internationalisation. A small group of South African Higher Education administrators, academics and senior managers involved themselves in the process of internationalisation of their institutions, and collectively the South African system. This process of internationalisation started as an uncoordinated response to the demands of a South African higher education system that was determined to break with the past, and re-connect with global higher education, it was left to a few dedicated visionaries to create the support structure that would not only assist the higher education institutions, but also the system. The other bodies that were supposed to pay attention to this very important aspect of Higher Education in the 21st century were too busy with other, equally important, matters. It became clear that the priorities of organisations like SAUVCA were not internationalisation, and IEASA was established as the vehicle to promote it. This story of IEASA needed to be told. This book is not aimed at IEASA members only, but also at the broader higher education public. This is the story of an organisation that touched all parts of South African Higher Education society as well as the broader society. It is partly the ‘corporate memory’ of Internationalisation, as well as a reflection on achievements. Ten years looked like a short period to reflect on an organisations history, I am however of the opinion that in a society that is changing so rapidly, we need to reflect more frequently on the past so that we can plan a better future. For any historian operating in the modem era of electronic communication, access to sources of information has become a major challenge. IEASA, Thilor Manikam in particular, needs to be commended for the accurate record keeping of events over the past ten years. Kirstin Nussgruber very diligently captured the efforts of the forces driving the establishment of IEASA for the first two years. This book was mainly based on evidence gathered from minutes, reports and letters that are in the possession of the IEASA Office. I also had the privilege, and advantage, to be a member of the Executive Committee for the past five years. This book cannot be the last word on IEASA, as it is only the view of a member. The bias is thus toward IEASA and focusses mainly on its achievements. Chapter 3 focusses mainly on the achievements of a voluntary organisation. The efforts over the ten years of three persons namely. Roshen Kishun as President, Derek Swemmer as Treasurer, and Thilor Manikam as the Administrator stood out, and was the stabilising factor during the foundation years. The role of Roshen Kishun in the publication of Study South African cannot be underestimated. Without his vision, drive and effort, this publication would not be preparing for the launch of the seventh edition. It is a unique source of information about South African Higher Education. Very few other systems, if any. produce such a publication. Although the author was requested by the IEASA Executive Committee to write this book, the views expressed in this publication is not the views of the Executive Committee, but that of the author.

  • Description: The idea to restructure the union is not a new one. Political changes in our country compelled almost all the unions to consider the possibilities of restructuring the union and the industry in general. New approaches to Collective Bargaining Strategies came to the fore. The good example of these Bargaining strategies was the NUMSA THREE YEAR BARGAINING STRATEGY (1993). Later in the same year, CWIU also introduced its Bargaining Strategy in the form of five pillars. The common thing about Numsa and CWIU bargaining strategies is that they both failed to deliver and the process of setting up working groups are more complex than expected. The main cause of the tap problem in my view is that the existing union structures are a big deterent to the development and implementation of new bargaining strategies. Our Centralised Bargaining victory and the new LRA will demand major union restructuring if we want to utilise the openings created by these new developments. In this discussion paper, I will focus on how we should restructure our union. In this paper, I am suggesting that the union (CWIU) must be made up of four semi-autonomous departments.

  • Description: A well known fact about any work of art of any significance is its power to upset current conventions and disturb certain of our normal emotional patterns. The artist frequently achieves this by deliberately expressing emotions that are violent. There is nothing, however, new about the existence of violence in the arts, a large number of works in the history of art being painted with blood. One has only to think of the many battles, rapes, murders, martyrdoms and catastrophes that have been the subjects of many great paintings. Since the beginning of this century, and especially since the work of the Impressionists, in which violence is entirely excluded, violence has taken on a role of great importance and has been used to a greater or lesser extent by artists and group movements. It would appear initially that there are two main reasons in this century for the use of violence: one as a means of using it as a weapon against the academic and avant-garde in the arts, which in turn reflects attitudes found in society, and secondly as a direct reflection of the corrupt society in which we live. This is not to say that the twentieth century is an age in which more violence and sadism is found than in any other era of history, but never has it received so much publicity.   • Description: This study investigates the constructions of land expropriation without compensation (LEwC) in the discourses of two mainstream media, Moneyweb and City Press, and two ground-up platforms, Afriforum and the African Farmers’ Association of South Africa (AFASA). It follows the February 2018 adoption by Parliament, of LEwC as a policy to reorder the country’s unequal and racially bifurcated economy. The motivations for, and opposition to the policy locate land as ‘the issue’ in conquest and capitalism. How land is signified therefore, is important to the understandings of ‘restitution’ and/or ‘resolution’. The news platforms selected here are diverse: Moneyweb focuses on investments. City Press concerns itself with politics. Afriforum and AFASA are alternative sphericules linked to ethnically- polarised quotidian concerns with land as a key focus. Discourses are central to how citizens see and construct themselves and one another as subjects. As such, media frames can be connected to justice and inter-‘race’ complexities. This is a study of media influences in cultivating certain meanings and understandings of tenuous and fractious political situations characterised by inequality and interracial enmity. The thesis draws from the Epistemologies of the South as well as Marxism to constitute the locus of its enunciation of colonisation, liberal capitalism, land question, justice, ideology, discourse, and framing. This framework is geared towards emic understanding of interrelated local and global contexts of the land question. Conceptual clarity is key to the development of an emancipatory imagination. Qualitative framing analysis and critical discourse analysis are used in this study to examine a diachronic corpus of 124 articles from the four platforms covering 167-days, from the adoption of the LEwC motion through the initial round of public hearings. The findings suggest a strong influence of the structures of coloniality in discourses across a wide political spectrum. The frames and counter-frames in the four platforms are simultaneously divergent and similar. Some are reactionary and conservative, others are liberal-transformational and even radical-prefigurative. All however, orbit around abyssal, North-centric, liberal capitalist normativity as the centripetal centre. The study proposes rethinking of the land question, a radical exorcism from land discourses, of structures of coloniality of power, knowledge, and being.   • Description: Research suggests that queer people face both general discrimination and inadequate support in substance use disorder (SUD) treatment. One recommendation made by scholarship to address this is to improve the treatment capabilities of practitioners, thus improving practitioner readiness and reducing access barriers for a potentially at-risk population. The purpose of this study is to explore SUD treatment practitioners’ experiences of treating queer clients and identify their training needs. Semi-structured interviews were conducted with seven registered mental healthcare practitioners operating in Cape Town, South Africa. Data was analysed via thematic analysis, using a social constructionist approach to gender and practitioner knowledge. The findings reflect a strong interest in gender-sensitive training to better prepare practitioners for treating queer clients. Participants provided feedback on areas in need of improvement and made recommendations on how training should be conducted. Findings indicate that queer clients may enter treatment with a high burden of trauma due to discrimination, and that healthcare structures abiding by a binary approach to gender may not be able to address queer people’s diverse needs. Recommendations for future research are made, with particular emphasis on including queer people in surveillance data.   • Description: This work reports on the nonlinear optical properties of tetra - and octa substituted phthalocyanines (Pcs) utilising pentane thiol and 4-tertbutyl phenol as substituents. Their nonlinear absorption coefficient (𝛽) and absorption cross sections were determined using the Z-scan technique with a 10 ns pulse laser at 532 nm. The molecular second order hyperpolarizability Im[γ] was observed and the following Im[γ] trend was obtained for 𝛼-H2Pc(SC5H11)4 isomers, 5.93 ×10−31 (Cs) 2.24×10−32(D2h) > 1.21×10−32(C4h) > 1.05×10−32 (C2v) esu, respectively, in chloroform. Symmetry was seen to have an effect on the observed reverse saturable absorption (RSA) response. Based on the five level model rate equation nonlinear fit of the RSA response curves and Real Time Time Dependant Density Functional Theory (RT-TDDFT) results, the singlet excited state population dynamics was found to play a significant role in producing the observed Im[γ] trend. , Thesis (MSc) -- Faculty of Science, Chemistry, 2021

  • Description: Organisations and people find themselves in the era of what is known as the Fourth Industrial Revolution (4IR). Unlike the preceding revolutions, this revolution is characterised by technological advancements that lead to disruptive phenomena. These advancements are growing at an exponential rate. They have brought disruptive innovations that have either reshaped many industries, causing them to lose market share or exit altogether. Some organisations are keen to embrace disruptive innovation to ensure that they are sustainable into the future, while others are only inclined to use known technologies to leverage economies of scale. The 4IR has already been around for a while and is moving at a fast pace. The level of readiness for the automotive assembler, Isuzu Motors South Africa (IMSAf), to take advantage of such technological changes brought by the 4IR, has not yet been measured. The primary objective of this study is to investigate IMSAf’s perceptions and readiness to embrace technological changes brought by the 4IR. The perceptions and readiness are assessed based on the technology embracing organisational framework of efficiencies, innovation, skills and re-training. This study is grounded in the philosophy of positivism and the related method used is a quantitative study to test the research questions in an objective manner. A questionnaire was the sole method of collecting first-hand data from the selected sample. The population size consisted of 139 respondents working in various business units within IMSAf. These individuals are occupying various roles and they have in depth, tacit, and multi-disciplinary knowledge of processes and would be the first to experience technological changes brought by the 4IR. A quantitative analysis technique is applied, such as descriptive and inferential statistics, to analyse data. A literature review on the topic was conducted as well as an empirical study. The results from both the literature review and the empirical study found that with the implementation of 4IR emerging technologies within an organisation, there is a significant improvement on efficiencies, innovation and skills and re-training.   • Description: Molecular films of manganese phthalocyanine (MnPc) complexes, tetra-substituted with 2-diethylaminoethanethio at the peripheral (Mn(OAc)-β-TDEAETPc, 1) and non-peripheral (Mn(OAc)-α-TDEAETPc, 2) positions were formed on glassy carbon electrode by electropolymerization and electrodeposition respectively. Atomic force microscopy images confirmed the presence of the films and revealed significant morphological differences. The films exhibited an electrocatalytic activity towards the oxidation of the insecticide, bendiocarb. Hydrodynamic technique, using rotating disc electrode voltammetry, was used to investigate the kinetics of electro-oxidation of the insecticide. Morphological differences of the films significantly influenced kinetic parameters. Values of Tafel slopes, obtained from Tafel plots, suggested that catalysis of bendiocarb occurred via outer sphere mechanism.

Full species accounts and illustrations are also provided for Melanostigma inexpectatum, Ophthalmolycus campbellensis, and Lycenchelys maoriorum, known previously only from the meager type series. Two species, Melanostigma gelatinosum, and M. vitiazi were redescribed in the first part of this series, but expanded diagnoses are provided here. Lycenchelys maoriomm and O. campbellensis are expected to be endemic to the New Zealand Plateau and perhaps Lord Howe Rise.

  • Description: Central to the tumultuous student protests of 2015 and 2016 was an urgent call for the decolonisation of South African universities. Existing curricula, including teaching and assessment practices, as well as institutional cultures and structures were challenged. Against this backdrop, in this article we focus on the academic leadership role of Heads of Departments (HoDs) at Rhodes University. In this small-scale project we interrogate how HoDs conceptualised their roles in this uncertain and complex context. From the data analysis a number of tensions emerged in the ways in which they articulated and enacted their roles. The findings indicate that the protests have contributed to the increasing complexity of the role of an HoD. Issues raised during the protests catalysed HoDs at Rhodes University, some for the first time, into considering the implications of the decolonising call from students and into exercising stronger transformative leadership roles.

  • Description: Ever since union - and before - black South Africans have been excluded from parliament, provincial councils and other law-making bodies. This means that blacks have never participated in the electoral process. The voting (electoral) system - its nature and workings - remained the sole preserve of white political parties and the Apartheid government of the day. As a result of a conjuncture of circumstances (as per Harare Declaration), the African National Congress and the apart0heid government are now engaged in talks. Hopefully this will ultimately lead to negotiations towards a new Constitution which will make provision for a single unitary, non-racial, non-sexist South Africa with universal franchise on one single common voters roll and one person one vote. Part of the process of constitution-making for such a South Africa, will be the working out of a system of voting, an electoral system, which would be appropriate for the country. The African National Congress has recognised the need for a multi-party system, the right of all other political forces and organisations to organise and to compete for power on the political terrain. The ANC also recognises that all parties enjoying significant support should have the right to be represented in a Constituent Assembly and parliament. The question which needs to be resolved is: What would be an appropriate electoral system to achieve the stated objec0tive? It is to place the issue before the people of our country and to ensure participation at the widest levels by all the organisa0tions of the people in the process of constitution-making (including formulating and/or agreeing upon an acceptable system of voting), that the African National Congress, Community Law Centre (University of the Western Cape) and the Centre for Development Studies have organised a conference to be held in the Western Cape on 2 - 4 NOVEM0BER 1990. This conference will not be a decision-making one. nor will there be any resolutions at the end of the conference. The objective is to facilitate meaningful discussions throughout the country. To facilitate this process, we present a discussion document entitled "ELECTORAL SYSTEMS: A CRITICAL SURVEY" which has been prepared by Professor KADER ASMAL, a member of the Constitutional Committee of the ANC and Professor of Law at Trinity College, Dublin.
