Local government in South Africa has been mandated by the Constitution and other pieces of legislation like the White Paper on local government, the municipal Structures Act and the municipal Systems Act to improve the socio-economic conditions of communities to deliver services to the people and encourage communities to participate in the process of developing the Integrated Development Plan (IDP). Service delivery remains a challenge in the municipality despite the initiative of introducing the IDP to support this local municipality in fulfilling its mandate of taking services to communities. This is reflected in the municipal IDP Mayor‟s foreword where it is indicated that the infrastructure backlogs are still visible in the municipality to the extent that there are areas where there are no operations at all. Also, the report by the Co-operative Governance and Traditional Affairs in 2009 indicated that Amahlathi local municipality is among 57 municipalities in the country that have been identified as the most vulnerable and which therefore needed support for sustenance. This study details these challenges and places particular focus on the utilisation of the IDP as a developmental tool for Amahlathi Local Municipality. From the literature and responses by the respondents, it is clear that local government has to be committed to work with citizens and groups within the communities to find sustainable ways to meet their social, economic and material needs and improve their quality of life. The study is both qualitative and quantitative and questionnaires have been used as a method of collecting data. The responses and results suggested that the community members in the Amahlathi municipality were aware of the existence of the IDP. However, a lot of work still has to be done to ensure that there is development in the communities.

It focuses on the Tripartite Alliance between the African National Congress (ANC), the South African Communist Party (SACP) and the Congress of South African Trade Unions (COSATU) and explores what the Alliance relationship has meant for the traditional roles of employees and their representatives on the one hand, and employers and their representatives on the other. The thesis examines the political, organisational and societal contradictions and implications for COSATU public sector union affiliates and their members in their relationship to the ANC as an ally (via the Alliance) and the context in which ANC members form part of management (in government). The South African Municipal Workers’ Union (SAMWU) was used as an archetype of a COSATU public sector union affiliate that engages with the State as employer at the municipal level. - Description: The Eastern Cape Department of Housing has a constitutional and legislative mandate to provide houses to the poor and disadvantaged citizens living within the province. Parliament must also, according to the Constitution of the Republic of South Africa, 1996, as amended, take reasonable legislative and other measures within its available resources to achieve the progressive realisation of the right of citizens to have access to adequate housing (section 26 (1) and (2)). The commitment to improve the existing housing situation, namely the serious lack of adequate housing and basic services in urban townships and rural settlements, is thus in the first instance a policy matter and secondly a financial matter. However, despite the existing policy measures, such as the Housing Act, 1997 (Act 107 of 1997), the rendering of housing services resulted in uncompleted and defective houses due to inexperienced contractors providing poor workmanship and also corruption in the housing programmes. The rendering of housing services as a functional area has constitutionally been given to the national and provincial legislatures in South Africa. The Constitution allocated this function to the local sphere of government. Municipal authorities are the facilitators of sustainable housing services to (xiv) citizens on behalf of the national and provincial spheres of government. The study was thus conducted within the Nxuba local municipality which is one of eight local municipalities in the Amathole district municipality. The purpose of the study was to evaluate the implementation of the provincial housing policy and to determine the impact of the existing policy on the housing needs of the citizens of the Nxuba local municipality. For this purpose the fundamental and overall study problem was found to be that the rendering of housing services at the Nxuba local municipality is hampered by the implementation of an inadequate provincial housing policy and by incompetent municipal personnel and that these actions do not satisfy the growing demand for sustainable and suitable housing. The hypothesis was furthermore based on the fact that the existing provincial housing policy is inadequate to satisfy human needs and impacts negatively if not harmfully on human well-being. The study revealed that besides the implementation of an inadequate housing policy by incompetent municipal personnel, there are economic, social, political, physical and environmental effects on the citizens. As far as the environmental is concerned, the staging of protest marches resulting in the burning of tyres, rubbish cardboards and road barricades had caused serious air pollution which might lead to the spread of diseases such as TB, cancer and bronchitis when people inhale the poisonous gas evolving from smoke such as carbon monoxide (CO) and sulphur dioxide gases. Secondly, there is an economic impact on the citizens. Houses have been built away from town and people are compelled to commute between the town and their place of residence on a daily basis. With a continuous increase in the petrol price and its associated increase in transportation costs people pay large amounts to get to town. Furthermore the building of the RDP houses frequently comes to a standstill, builders, plumbers and carpenters lose their jobs. People’s income levels fall, impacting negatively on economic activity.

The results of this study show that there is lack of communication between the municipality and the community. The study uncovered that the communities do not understand the purpose and existence of the IDP document. IDP is a tool to fast track service delivery. The study argues that without its proper implementation, service cannot be rendered effectively and efficiently.The research findings also point out the need for sensitizing the community about the need to participate in the affairs of their development so that the IDP can be a true reflection of their needs. The mantra of this research is effective service delivery through the implementation of the IDP.

- Description: The Republic of South Africa became a democratic country in 1994 after the historic democratic elections. This year also marks the year when South Africa’s first democratic parliament was convened. The Constitution of the Republic of South Africa Act (no. 108 of 1996) was enacted in 1996. This Constitution provides for the creation of the three spheres of government, namely, the national level, which deals with matters of national importance, the provincial level, which deals with matters of provincial importance, and the local level which deals with matters of local importance. Section 152(1) (e) of the above-mentioned Constitution stipulates that the object of local government, amongst others, is to ensure the involvement of communities and community organizations in the matters of local governance. Section 73 of the Municipal Structures Act (no.117 of 1998) also requires municipalities to establish ward committees in a manner that seeks to enhance participatory democracy at the local level. Municipalities are established in terms of Section 12 of the Municipal Structures Act (no. 117 of 1998), wherein Members of Executive Councils (MEC’s) may, by notice in the Provincial Gazette, establish a municipality in each municipal area which the Demarcation Board demarcates in the province in terms of the Municipal Demarcation Act (no. 27 of 1998). Sections 7 and 8 of the Municipal Structures Act (no. 117 of 1998) further stipulate the categories of municipalities as A, B and C. Category A is a metropolitan municipality with wards and ward committees. B is a local municipality characterized by the existence of wards and ward committees to enhance public participation. C is a district municipality, whose responsibility is to support local municipalities within its area of jurisdiction so that they are self sufficient and can manage their own affairs. This study focuses on the Kouga Local Municipality, which is a Category B Municipality as promulgated by the then MEC for Housing, Local Government and Traditional Affairs, Honourable MEC S. Kwelita in the Provincial Gazette (Gazette No. 1537) dated 23 May 2006. The scenario above indicates that in the Kouga Local Municipality, ward committees are supposed to play a critical role in public participation. The study seeks to assess their role and to establish whether or not the ward committee system is effective in this regard. It is common knowledge that, whilst various pieces of legislation are clear in terms of what the role of ward committees should be, the question remains whether there is any adherence in municipalities to ensure that they fulfill their role in public participation, and hence the study.

- Description: The need to achieve developmental local government in South Africa has necessitated that the municipalities and other government departments pay more attention to the poor so that they can be helped to live more fruitful lives and become the instruments for the growth of local economy. This study seeks to assess the impact of Local Economic Development (LED) initiatives in Mbhashe Local Municipality with special focus on the Maize Production Project (MPP). The areas of Mbhashe municipality that were included in the study include Ndakeni village near Dutywa, Tswele-litye near Willowvale and Madwaleni near Elliotdale. The study followed both the qualitative and quantitative research approaches and the respondents were made up of a sample of MPP beneficiaries from the three areas mentioned above, Community Leaders and the Officials. The objectives of the study were to identify MPP objectives, to identify challenges in the implementation of the MPP, to assess the availability of remedial measures and lastly, to assess whether the community has benefited from the maize production project or not. Among others, the objectives of the MPP were to maximise maize production, to make profit, to create employment opportunities for the unemployed. Only 13 percent of the surveyed beneficiaries believe that their expectations of this initiative were fully met. The majority (two thirds) believe that their expectations were partly met, whilst one in five (20 percent) believe that their expectations were not met at all. The MPP implementation challenges included delays caused by the municipal procurement processes, unfavourable climate conditions, poor service delivery by the appointed service providers who provide tractors, shortage of funds and late start for ploughing. - Description: The need to achieve developmental local government in South Africa has necessitated that the municipalities and other government departments pay more attention to the poor so that they can be helped to live more fruitful lives and become the instruments for the growth of local economy. This study seeks to assess the impact of Local Economic Development (LED) initiatives in Mbhashe Local Municipality with special focus on the Maize Production Project (MPP). The areas of Mbhashe municipality that were included in the study include Ndakeni village near Dutywa, Tswele-litye near Willowvale and Madwaleni near Elliotdale. The study followed both the qualitative and quantitative research approaches and the respondents were made up of a sample of MPP beneficiaries from the three areas mentioned above, Community Leaders and the Officials. The objectives of the study were to identify MPP objectives, to identify challenges in the implementation of the MPP, to assess the availability of remedial measures and lastly, to assess whether the community has benefited from the maize production project or not. Among others, the objectives of the MPP were to maximise maize production, to make profit, to create employment opportunities for the unemployed. Only 13 percent of the surveyed beneficiaries believe that their expectations of this initiative were fully met. The majority (two thirds) believe that their expectations were partly met, whilst one in five (20 percent) believe that their expectations were not met at all. The MPP implementation challenges included delays caused by the municipal procurement processes, unfavourable climate conditions, poor service delivery by the appointed service providers who provide tractors, shortage of funds and late start for ploughing. For the greater part of the country‟s history prior the 1994 democratic elections, what distinguished the South African local government system from the rest of the world was its relationship with the people it sought to govern. While in the majority of cases around the world municipalities were concerned with the welfare of all their citizens, in South Africa, the successive apartheid regimes worked tirelessly at the adoption and systematic enforcement of draconian policies that effectively brought misery to the majority of the South African population. Pieces of legislation, such as the various Natives Acts, the Reservation of Separate Amenities Act, and the Group Areas Act, implemented through local government – the form of government closest to the people – ensured that South Africa experienced gross human rights violations, the economic exclusion of the majority of the populace, separate and unequal development and, in effect, an absolute monopoly of social, economic and political power by the white minority (Landsberg and Mackay, 2006: 1). Given the immediate impact municipal policies had on the people they sought to govern - this as a direct result of the proximity of this sphere of government to the people - it is not surprising that this level of government was the first casualty in the apartheid resistance campaign led by various liberation movements in the country. With systematic protests against various local government actions, coupled with boycotts of municipal rates and taxes, local government increasingly became detached from the population it served and consequently, was rendered dysfunctional. The election of F.W. De Klerk as the president of South Africa in 1989 proved to be a turning point in the historical trajectory of the country. Understanding the deleterious effects that the repressive policies had on the country‟s social structure, both economically and politically, De Klerk embarked on a road less travelled by opening channels for negotiation between government (and by extension the National Party) and the liberation movements in the country (particularly the African National Congress). As such, from 1990, various political organisations, such as the African National Congress (ANC), the Pan Africanist Congress (PAC), the South African Communist Party (SACP) and the Inkatha Freedom Party (IFP) among others, which had, for many years, been banned on the basis of them being seen as terrorist organisations, were unbanned. This was accompanied by the unconditional release of political prisoners, including South Africa‟s first democratically elected President, Nelson Rolihlahla Mandela. One of the key outcomes of the negotiations that took place in the early 1990s was the development of the Interim, or Transitional, Constitution, Act 200 of 1993. This was an important document in that it provided a „historic bridge‟ between the apartheid state and the democratic dispensation that millions of South Africans aspired to. Additionally, this document provided a framework for the continued governance of South Africa pending the country‟s first democratic elections. The continued governance that the Interim Constitution provided for meant balancing human rights and the continued existence of the state and/or government. This was an important matter, particularly for local government, in that “a fragmented and incoherent range of local authorities cannot be transformed in one process as the negotiators for a democratic system of government wanted to ensure continuity in service provision” (Thornhill, 2008: 494). The temporal reprieve provided by the Interim Constitution allowed the negotiators to deal with the details of what would be the post-apartheid local government system of South Africa. The democratic government that emerged after the watershed event of 1994, under the stewardship of Nelson Mandela, had the immediate task of dismantling the apartheid legacy that had defined the country for many years and moving the country closer to achieving the democratic promise of a better life for all citizens. Practically, and importantly for the transformation of local government, this meant instilling democratic values and principles that would ensure that local government was responsive to the needs of the people and that it remained accountable to the electorate (the Presidency, 2003: 11). The ideal of the incoming democratic government was to transform this sphere of government into one that would ensure inclusive growth and development and equitable redistribution of the wealth of the country such that all people would have equal opportunity for a better life. It is important to note that the elections that were held on 27 April 1994 were only national and provincial elections. Local government elections could not be held at this point, simply because the new constitutional dispensation had not been finalised (Thornhill, 2008: 495). All parties to the negotiations agreed that the process of finalising the Constitution would be done through a democratically elected Constitutional Assembly. It was only after the Constitution of the Republic of South Africa, Act 108 of 1996 (the Constitution), was finalised, that the first local government elections could be held.

One of the major programmes, which the government is implementing within the RDP framework, is the ―Integrated National Electrification Programme‖ (INEP) with the aim to address the electricity backlog by 2012. Recent figures from Statistics SA, indicate substantial progress with regard to access to electricity throughout the country and especially in previously disadvantaged areas. This study is an investigation of the impact of access to free basic electricity (FBE) on the welfare of indigent households in Buffalo City Municipality (BCM). This study aims at better understanding ways in which indigent households use electricity and to what extent access to electricity is improving the level of poverty in the households. Empirical evidences from pro-poor electrification programmes worldwide and especially in Asia suggest that greater access to electricity by poor people leads to economic and social development at both micro and macro levels. This study investigates the impact of electricity on household poverty, with focus on household income, household health and children‘s education. This study used mixed research methods to investigate the research problem. Both quantitative and qualitative data were collected using survey questionnaires, focus group discussions and interviews of key informants.

Tourism is one of the most important sectors of the economy and an extremely lucrative business. The industry is growing and carries great potential of contributing to a country and/or local areas’ economy and development. What motivated the study is that there are no published studies on the contribution of tourism to LED in BCMM. Therefore, is a lack of information on the importance of tourism activities on promoting the local communities’ economies and social well-being by helping to reduce poverty. Even though, the municipality gives some information on activities that are being done by the municipality to work with the local communities that have tourist attraction hubs, the information does not delve into economic issues that are needed to ensure that there is promotion of development in areas that are around the tourist attraction hubs. The study was qualitative and it used secondary data to achieve its objectives. Data was sourced from journals, municipal documents, newspapers and many other secondary sources. Results showed that tourism in BCCM has led to economic development in that there are quite a number of attractions and tourism products in the city i.e. museums, theatres, beautiful beaches, conference, restaurants, and accommodation facilities, and this is where job opportunities are created. The tourism sector is one of the key areas with great potential for poverty alleviation and has been taken as a key portfolio to be appropriately monitored to foster its growth and development in the Buffalo City Metropolitan.

This mass dispossession of Africans from their land was accompanied by an array of legislation aimed at restricting their upward mobility, thus laying the foundations of structural inequality in South Africa. The advent of democracy in 1994 brought about a number of legislative reforms aimed at addressing the injustices that were imposed by the colonial and apartheid governments on the African people. At the forefront of these legislative efforts was the restoration of land to the original inhabitants of the country. Research indicates that, since 1994, the South African government has issued out land to different individuals and communities around the country in an attempt to address structural unemployment and poverty that plague the country. Using the Sustainable Livelihoods Theoretical framework, this study sought to examine the experiences of land reform beneficiaries in the Makana Municipal district of the Eastern Cape, in order to determine the extent to which the transfer of land to landless people has met the governments’ agenda to alleviate poverty and unemployment in the rural regions of South Africa. The findings in this study show that, successful land reform in South Africa is hindered mostly by two factors. Firstly, the inability of land beneficiaries to access quality education, skills training, finances and formal agricultural value chains. Secondly, land beneficiaries are further placed at a disadvantage by the poor quality of public services in their local municipalities and inconsistent post-settlement support from the state. The conclusion made in this study, is that the government has to be cognizant of the aforementioned structural barriers, when designing and rolling out land reform projects throughout the country. Failure to address these glaring structural barriers, will result in the creation of a peasant class of people living on underutilized land.

- Description: Local government in South Africa has undergone radical changes since the first democratic local government elections were held in 1995 and 1996. It is generally known that local government in South Africa was based on racial fragmentation. The new South Africa therefore has to go beyond purely representative democracy to address the inequalities of the apartheid era. The Constitution of the Republic of South Africa Act, 1996 (Act 108 of 1996), envisages a complete transformation of the local government system. Subsequently, a policy framework has been developed to give effect to a new vision of local government. The White Paper on Local Government was passed in March 1998. It spells out the framework and programme in terms of which the existing local government system will be radically transformed. This culminated in the birth of the concept of developmental local government. Developmental local government establishes the basis of a system of local government which is centrally concerned with working with local citizens and ward communities in particular to find sustainable ways to meet their needs and improve the quality of their lives. Developmental local government encourages public participation at the local level. One of the most powerful instruments by which the communities and groups become involved in local government affairs is through the ward committee structures and ward planning forums. The Municipal Systems Act, 2000 (Act 32 of 2000), makes provision for community participation. Ward committees are established in terms of section 17 (1) of the Municipal Structures Act, 1998 (Act 117 of 1998). Ward committees play an important role in creating a democratic culture of local participation and accountability. They are the main mechanisms available to municipalities and communities to enhance public participation in ix the local sphere of government. Their major obstacle is that their powers are limited to advising the communities and the relevant council. The White Paper on Local Government provides for three approaches which can assist municipalities to be more developmental, namely integrated development planning and budgeting, performance management and working together with local citizens. Ward committees provide a link between the council and these processes. The new system of local government also provides for the consideration of gender issues at the ward committee level. The local government policy framework requires that at least fifty percent of representation on ward committees should be women. The involvement of youth is also greatly encouraged. The system also provides for and clarifies the role/relationship with traditional leaders at the ward committee level. Lastly, the capacity building of ward committees is posing a major challenge. In order for ward committee members to perform their functions effectively training must be provided. The respective local councils should be responsible for providing the necessary training to ward committees through the office of the speaker under which they fall. In the national sphere efforts are made to ensure that training for ward committees is provided.

- Description: This study examines Local Economic Development intervention strategies in relation to promoting infrastructural development with specific reference to roads as one of the vital interventions for alleviating poverty in the KSD Municipality. The study sought to evaluate the impact of the deteriorated condition of roads on the growth of economic activity and community development, the understanding of LED by both the Council and the officials, and also to evaluate LED approach on infrastructural development for poverty alleviation. The study reveals that the municipality does not understand the concept of LED as a result this has caused blockages and impediments in terms of implementing the program in the municipality. Though there are some successes achieved through the construction of the 2010 FIFA World Cup Stadium, there are key constraints related to shortages of funds, staff, skills and resources. The study has established that LED is not living up to expectations in the area, there seems to be confusion regarding its definition and application. Furthermore, there is a confusion regarding the purpose of LED whether it is purely about poverty alleviation or whether LED it is about encouraging economic growth. Ideally it should be about the combination of the two. LED clearly has a critical role to play in terms of considerations of poverty alleviation in terms of addressing development backlogs and promoting sustainable economic growth. In order to achieve this, there is a need to establish a permanent LED facilitation and support unit. The need to identify key intervention strategies, for example, the Expanded xii Public Works Program which aims at identifying labor-intensive and community construction methods. In order to achieve this the study details a number of key recommendations which are mentioned below: The need to properly define LED and its goals, also to align LED with business and market realities. There should be adequate and appropriate training of officials, adequate funding and ensuring accountability. Active encouragement of local leaders, local level forums and partnerships and close co-operation with beneficiaries should be encouraged. It is also vital to establish LED units and development agencies at local level to drive LED process. It is also important for the municipality to encourage economically viable projects which meet poverty and growth requirements and which can also encourage SMME development

- Description: The aim of the study is to critically examine the leadership and accountability of ward councillors in South African municipalities: A case of Buffalo City Municipality. The theory of communicative action by Jürgen Habermas was used to interpret the manner in which ward councillors are expected to interact with the members of the community when performing their leadership and accountability roles. The study adopted a case study design that assisted in establishing what is required from ward councillors with regard to their leadership and accountability roles in local governance. Qualitative and quantitative data collection instruments were used to collect data. The focus group interviews with ward committee members (n=100) from twenty-five (25) wards identified themes that relate to leadership and accountability constructs. The identified themes were verified in the quantitative phase in which questionnaires were administered to fifty (50) ward councillors. The qualitative data was analysed thematically using NVivo and quantitative data was analysed using MS Excel. Generally, the views of the ward councillors regarding their leadership and accountability were positive. However, their leadership and accountability were largely dependent on their individualised communication skills and emotional intelligence. Hence the study established that unless ward councillors are equipped with skills and knowledge in communication and emotional intelligence respectively, their leadership and accountability roles will not be able to contribute effectively to local governance. Subsequently, the study made a set of recommendations in this regard.

In this regard, the Eastern Cape is viewed as the most affected province, with the Department of Education identified as culprit number one engaging in corrupt activities. There are a number of contributing factors, as attributed in the study, but most prevalent among these is the vastness of the department, with fewer personnel and less capacity. Challenges of corruption in the Department of Education are perpetrated mainly by the civil servants. This study, researched the challenges of corruption in the Department of Education in the Eastern Cape, in particular by focusing on both the achievements and the limitations that have been experienced; and indeed, there are still numerous issues to be addressed and accomplished. The research, therefore, has been significant in that it touched on critical issues, such as, the public sector in general, which is corrupt. Misappropriation of public resources and corruption immersed the nation, as a whole, into a greater challenge rather than focusing on service delivery issues. There are situations, within the department, where the majority of senior officials, who may be in possession of valuable information, are always under suspension. In all the financial years the Department of Education existed, it always obtained disclaimer or adverse reports from the Office of Auditor-General (AG), despite numerous attempts and interventions by the AG‟s office and the Provincial Treasury to rectify the situation. There are also serious challenges of leadership crises in the Department of Education, both administratively and politically. During the research, that is, between the 2008 and 2010 financial years, there has been no permanent Head of Department; people were only acting in the capacity. vi Even those seconded from national education, could not finish the designated term, because of pressure mainly from the unions.

The review of the current literature on the theoretical framework and the nature and place of public administration was discussed. The policy process and the nature and place of policy making as well as steps in policymaking were discussed. The nature and place of policy implementation which includes all the functions was discussed in the study. The policy analysis and evaluation as the final step in the policy process including the stages in policy analysis and evaluation i.e. input phase; processing and conversion phase; output phase, impact/effect phase were discussed The legislative framework for rendering of housing services in South Africa was discussed as it influence and affects the housing service rendering in Intsika Yethu Local Municipality. The role of municipal authorities in the rendering of housing services was discussed. The permission to conduct research was received from Intsika Yethu local municipality on the 13 October 2009 from the Municipal Manager. The research design was explained together with research approaches and strategy as qualitative and quantitative. The research methodology with a clear population and sampling for the study as well as the data collection instruments and procedures as questionnaires; literature study and interviews were explained. The ethical considerations are discussed. The data analysis and interpretation was conducted to enable the researcher to identify patterns which are consistent within the data. The theory and techniques for data analysis was discussed to link the theory and data analysis. The demographics of chief officials and political office bearers as respondents include their age; year of service, home language, gender, the academic qualification as well as the different stakeholders were analysed. The housing as essential services in the initiation of policy which the input phase of the Systems theory analysis was conducted and the data on the nature of housing services as output phase were analysed and discussed. The data on the structural problems were analysed and discussed. Also the analysis was conducted on the legislative framework for housing x services. The problems with the rendering of housing services especially administrative enabling problems as a processing phase in the policy process were analysed and discussed. And lastly, the possible solutions to the solving of housing problems were discussed and analysed. The findings of the study were provided and discussed and the concluding remarks were provided to whether the problem is real and whether the hypothesis is true and valid. The recommendations of the study were provided to enable Intsika Yethu Local Municipality to improve the housing service provisioning and ultimately to provide better service delivery.

The research methodology with a clear population and sampling for the study as well as the data collection instruments and procedures as questionnaires; literature study and interviews were explained. The ethical considerations are discussed. The data analysis and interpretation was conducted to enable the researcher to identify patterns which are consistent within the data. The theory and techniques for data analysis was discussed to link the theory and data analysis. The demographics of chief officials and political office bearers as respondents include their age; year of service, home language, gender, the academic qualification as well as the different stakeholders were analysed. The housing as essential services in the initiation of policy which the input phase of the Systems theory analysis was conducted and the data on the nature of housing services as output phase were analysed and discussed. The data on the structural problems were analysed and discussed. Also the analysis was conducted on the legislative framework for housing x services. The problems with the rendering of housing services especially administrative enabling problems as a processing phase in the policy process were analysed and discussed. And lastly, the possible solutions to the solving of housing problems were discussed and analysed. The findings of the study were provided and discussed and the concluding remarks were provided to whether the problem is real and whether the hypothesis is true and valid. The recommendations of the study were provided to enable Intsika Yethu Local Municipality to improve the housing service provisioning and ultimately to provide better service delivery.

This happens when a supervisor leaves out all the other progress reviews and conducts a final progress assessment and monitoring at the end of the year. It is worse when the performance agreements are not even signed during the start of a financial year, neither does a newly qualified employee sign. As a result employees are not appraised because there are no progress reviews that are entered on the Persal system. Employees miss an opportunity to be sent for training at the same time they are rewarded late or not at all. It is obvious that the managers do not understand the aims and objectives of the PMDS policy. The research was an assessment of the effectiveness of the performance management and development system in inculcating professional behaviour in the nursing staff in the three Buffalo City hospitals, namely, East London Hospital Complex, Grey and Bisho hospital. The aspects of the policy investigated were the performance reviews, the competency framework and the performance incentive scheme. This research is qualitative in nature. Data was collected using unstructured interviews and open ended questions. The population of this study involved selected Performance Management Managers, Quality Assurance Manager, Area Managers, junior nurses and clerks working in the Buffalo City Hospitals. The respondents of the study were selected using the stratified random sampling technique. Descriptive methods were used to analyse data. Confidentiality was highly maintained and consent form even distributed from the start of the research. The three Buffalo City hospitals are practising a balanced scorecard as a performance measurement tool. It is in the form of workplans that are different for different levels of employees such as the performance workplans, standard framework workplan and individual workplans. ix The study discovered that there is poor compliance in performing the performance reviews. The attention is on the appraisal aspect more than the development aspect. Also, there is a delay in taking the employees for training as a result they end up not being trained. The employees are not rewarded according to their performance. The PMDS policy states that employees that get a score of three are entitled to get a one percent and those that are rated a four or a five qualify for a performance bonus. The study found that the PMDS policy is not implemented well. It is recommended that the performance management manager and the quality assurance manager need to apply a radical strategic transformation and change management to address the challenges.

- Description: This study examines how well the Mgwalana Traditional Authority (MTA) is performing its role of governing and developing its area and the municipal area of Nkonkobe in the Province of the Eastern Cape. The Chief of the MTA is one of the 2400 traditional leaders in South Africa who are responsible for giving leadership and development services to approximately 16 million people living in the rural areas. This study tries to find answers to two research questions: 1) What role does the Mgwalana traditional council play in governance and development? 2) Has the South African government managed to add traditional leadership to the local government structures? The study shows that the MTA is finding it difficult to do much socio-economic development because the Nkonkobe Local Municipality considers governance and development as its own role, and the traditional leadership is supposed to join only in customary and cultural activities. The research concludes that these two bodies could move out of the cross-road if they were to follow the Traditional Leadership and Governance Framework Act, 2003 (Act 41 of 2003), and if the municipality were to work with local stakeholders, including the MTA, to achieve the goals for local government laid down in section 152 of the Constitution of the Republic of South Africa, 1996.

- Description: The thrust of the study is to investigate the Local Government Turnaround Strategy as introduced by Cabinet in the year 2009. In this treatise a critical evaluation of the Local Government Turnaround Strategy that was passed by cabinet as a panacea that seeks to address the challenges that are being faced by municipalities today will be embarked upon. A case study of the Ngqushwa Local Municipality in the Amathole District Municipal area will be undertaken with the view to understand whether the Local Government Turnaround Strategy will indeed assist ailing local municipalities like Ngqushwa. As can be seen in our country, apartheid has left many problems both in the social, economic and political realms of our society. When local government was first established it was for the perpetuation of separate development as enshrined in the policy of apartheid. Apartheid was not the beginning of geographic, institutional and social separation at the local level. Segregation was already a policy by the time apartheid was introduced in 1948. However, the Group Areas Act, the key piece of legislation, instituted strict residential segregation and compulsory removal of black people to own group areas. Through spatial separation, influx control, and a policy of own management for own areas, apartheid aimed to limit the extent to which affluent white municipalities would bear the financial burden of servicing disadvantaged black areas. These separate developments led to the collapse of the former Black Local Authorities. When the democratic government took over the same challenges reared their heads again. Many intervention programmes were introduced to assist ailing municipalities to be viable. The study thus has tried to indicate how the Turnaround has assisted municipalities like the Ngqushwa Local Municipality.

- Description: The Republic of South Africa embarked on devolution of specific powers to municipal authorities due to the fact that municipalities are a sphere of government which is at the door step of the citizens. Among the powers that were devolved was the authority to regulate on the rendering of water and services to communities. From now henceforth in this study, water and sanitation services will be referred to as water services. The rural villages that had no access to water services during the previous dispensation were rapidly rendered with these services when the transformed Department of Water Affairs and Forestry took a decision to provide the services on its own in order to give space for the transformation of the local sphere of government such that these municipal X authorities are able to manage the load of the allocation of such functions mainly and to close the vacuum so that there is no gap as to who should be responsible for water provision in rural villages whilst the restructuring of municipalities to include the rural villages as part of the transformation process takes place. A decline in the pace rendering water services to the previously disadvantaged rural communities was noticed after the devolution of water services to municipal authorities and by implication once hands were changed. This left those rural communities that had no access to water services still without the desired water services and those that had water services provided left midway with dry water schemes and dysfunctional infrastructure. This study therefore seeks to uproot the cause for the deceleration of water services once it was devolved to municipal authorities. This decline was noticed by the researcher hence the study seeks to attempt providing alternatives and lasting solutions primarily because water services are essential services and water is life. The main objective of the study is to investigate factors that cause the deceleration of water supply and the slow movement in the acceleration of sanitation services in order to provide alternatives that may yield results. Given the above broad objective this study further aims at examining the following factors: The correlation in funding made available by the central government and the financial resources available to municipalities to perform the function in order to render this service properly. Technical support available to municipalities. Relevant legislation, its policies and its impact on the implementation of the service XI. The correlation between accountability, democratization and community participation on standards and quality of the service to actual outputs. Improvement of service delivery and its relationship with transparency and efficiency. Relatedness of poverty to non provision of water services.
