This has allowed certain tax practitioners to fail in their duties to their clients, as many do not have to abide by any code of conduct or ethical principles, to the detriment of the public. Other than the provisions in the Income Tax Act, 58 of 1962, there has been no regulation. As a result of losses suffered by taxpayers either through the incompetence, ignorance or negligence of a tax practitioner, as substantiated by case law, and increased costs borne by the South African Revenue Services due to unnecessary queries and tax disputes, the Minister of Finance, Trevor Manuel, introduced the concept of tax industry regulation in his Budget Speech in 2002. This resulted in the introduction of section 67 A into the Income Tax Act, providing for a registration process for tax practitioners. All practising tax practitioners were required to register with the Commissioner for the South African Revenue Services by 30 June 2005. In addition, a discussion paper was issued in 2002 setting out the proposal of the Revenue Services to regulate the tax industry through the formation of an Association of Tax Practitioners. This proposal includes various contentious issues and casts significant doubt on whether the proposed model is the most suitable. The goal of the research was therefore to evaluate the current status of tax advisory services in order to demonstrate the need for regulation and to compare the proposed SARS model with two established regulatory authorities: the Estate Agency Affairs Board and the Australian Tax Agents Board. A conceptual model for regulation was developed in order to test all the models against a simple regulatory framework to determine whether each was aligned to certain best practices proposed in this framework. The research methodology was qualitative in nature, involving the critical interpretation of documentary data and data generated during a public discussion forum of tax practitioners. It was concluded that the SARS proposal is too prescriptive and, at the same time, too broad in its scope. - Description: Invasive alien plants (IAPs) of various kinds pose a threat to ecosystems, biodiversity, conservation and overall economy. In a world experiencing exponential increase in IAPs – this issue has become endemic, especially for developing countries such as South Africa. South Africa is a water scarce country and IAPs increase water stress. Thus, South Africa must invest in a more realistic, environmentally and economically inclusive policy outlook on the management of IAPs including aquatic weeds. This is especially urgent when considering the changing global climate, which is predicted to further reduce the quantity and quality of potable water. The Working for Water Programme (WfW) in South Africa aimed at addressing the issue of IAPs in a way that protects the environment as well as produces maximum return to society through poverty alleviation. As such, the aquatic weeds management strategy put in place for four of South Africa’s aquatic weeds Pista stratiotes, Salvinia molesta, Azolla filiculoides and Myriophyllum aquaticum - should be one that is cost-effective, efficient and sustainable; yielding the best possible return on investment. Since these four weeds are already under complete biological control, in the absence of biological agents, the WfW programme would have used herbicides to control these weeds. As such, this thesis conducted a retrospective analysis of the relative herbicide cost-saving associated with the use of biological control. To do this, due to existing limitations, E. crassipes was used as a surrogate weed and its herbicide control costs were used as proxy for the herbicide control cost estimates of the four selected weeds; with reasonable conversion factors applied to cater for the biological difference of the five weeds. Using the cost benefit analysis (CBA) framework, the net present cost (NPC) of each control method was calculated to which the relative cost-saving was considered to represent the avoided cost of using biological control instead of chemical control on these weeds. The avoided cost was used as the main benefit component when deriving the relative benefit cost ratios (BCR). Two scenarios were used, one assuming no follow-up requirement and the other assuming one follow-up requirement for chemical control. Using an 8% discount rate, the study found that the estimated cost of the biological control method on all four aquatic weeds was about R7,843,205 while for chemical control the estimated costs would have costed R149,580,142, R268,264,838 and R881,711,738 for application by means of a boat, bakkie and knapsack. Chemical control cost estimates would have increased to about R164,538,052, R295,216,120 and R1,008,761,000 for boat, bakkie and knapsack approach respectively when including a possible follow-up programme. These would have led to positive BCRs of 90.24:1, 164.97:1 and 557.99:1 across the three chemical control approaches without a follow-up (with BCR of about 99.67:1, 182.00:1 and 631.56:1 for the boat, bakkie and knapsack approach respectively with the accepted follow-up programme). When running a sensitivity test with varying discount rates of 5% and 10%, these results remained robust. As such, failing to reject the dominant hypothesis in literature, the main conclusion of the study is that biological control is indeed the more cost-effective management option compared to chemical control with respect to herbicide cost-saving. Further, biological control is most-likely to produce more environmental cost-saving and water-saving over chemical control. The study recommends the continued use of the biological control investment on the four aquatic weeds under study as well as on emerging aquatic weeds such as Iris pseudacorus, Nymphaea mexicana and Sagittaria platyphylla in South Africa.

This classical finance theory is based on assumptions that people are rational, they absorb all available information and maximise utility. This view is outdated; it has been shown that people are in fact irrational and that this could be the cause of anomalies in the market. Behavioural finance takes into account people, and their natural biases. Behavioural finance has integrated classical financial theories and psychological theories to illustrate the way in which irrational people can impact market efficiency. This research looks at the way collective investment scheme manager decision-making can impact market efficiency. Specifically the behavioural biases: overconfidence, over optimism, loss aversion and frame dependence and whether or not collective investment scheme performance is affected by these. This research was carried out using a questionnaire distributed directly to CIS managers and risk-adjusted returns were used in order to allow for comparative results. The results from the questionnaire show evidence that actively managing South African CIS managers do indeed suffer from overconfidence and loss aversion and they do not appear to suffer from frame dependence or over optimism in this research context. - Description: The central aim of this study was to conduct a qualitative exploration of the prosocial inclinations possessed by young South African students. The literature review argues that traditional approaches to moral responding separate the individual from the social. An alternative approach that reinstates language and ideology is delineated. It is argued that such a paradigm is most appropriate to a study of prosocial responding during a period of social change. Hypothetical moral dilemmas were administered to twenty-nine students. Six students were selected and each was interviewed on two separate occasions. In this way six case studies were developed. The methodological traditions of phenomenology and hermeneutics were employed to analyze the protocols and subsequent interviews. Seven themes descriptive of a moral response were identified. These consisted of moral reasoning, empathy, mood, guilt, alienation, a sense of group-identity, and ambiguity regarding the relative interests of self versus other. These themes are fully discussed in terms of the literature. It is concluded that moral reasoning may be insufficient to motivate prosocial behaviour. Conventional moral narratives may be appropriated in order to make sense of conflicting emotions. Empathy was identified as a necessary but not sufficient condition for a prosocial response. Empathy might translate into either sympathy or personal distress. Mood was found to largely dictate attentional focus. Alienation was found to be a defensive formulation that inhibits the emergence of sympathy. Guilt might precipitate an alienated posture. It was found that guilt might be attributed to group-identity and thereby denied. Tension between a self- and other-oriented response, or between blame and sympathy, was common. It is suggested that this ambiguity reflects ideological contradictions that have been internalized. It is postulated that during periods of social change such contradictions are accentuated.

- Description: The goal of the study is to examine the relationship between financial sector development and output growth in the agricultural, mining and manufacturing sectors in South Africa. The analysis is based on the hypothesis that financial development is essential for promoting production growth in an economy. To test the hypothesis, in the South African context, the vector autoregressive model (VAR) framework and Granger causality test are applied to a quarterly data set starting from 1970 quarter one to 2009 quarter four. The results suggest that financial intermediary development (bank based measure) and stock market development (market based measure) have a positive impact on output growth in the agriculture, mining and manufacturing sectors in South Africa. Thus an efficient financial system which promotes efficient channeling of resources towards the agricultural, mining and manufacturing sectors should be built.

To facilitate this aim, three interrelated questions are addressed. The first question examines the reasons why a critical need for electrification in developing areas exists. In this regard, a selective review of the literature on development economics is offered, illuminating the previous neglect of the rural dimension in development and the associated problems of poverty and inequality, a lack of infrastructure and the general inability to fulfill basic needs. The second question is devoted exclusively to an economic analysis of the supply of electricity in developing areas. A broad theoretical review on whether an unregulated or regulated (private or public) sector should be responsible for the provision of electrification is presented. This evaluation highlights the various welfare implications and efficiency considerations that appear to be relevant in the present context. The final question, which constitutes the central proposition of the thesis, establishes how electrification should be supplied in developing areas. To this end, the conditions specific to a region in Venda are discussed. An attempt is made to identify the private and external costs and benefits relating to electricity supply and the corresponding costs and benefits pertaining to alternative sources of energy. Since the incidence and nature of these costs and benefits could only be ascertained from individual households, it was deemed necessary to undertake a questionnaire study of residents in Makwarela township and its periurban settlement of Lufule-Tshisele. A number of basic trends were evident from the research results. As far as the various benefits are concerned, respondents tended to place a much higher value on both the private and external benefits associated with electricity than its alternatives. At the same time, the survey found that although the private (or monetary) cost of electricity far exceeded the corresponding cost of alternative energy sources, the external costs were significant in the case of alternative energy sources, but virtually non-existent in the case of electricity. On the whole, the Venda survey seems to suggest that an economic case can be made for involving the broader community in subsidising the supply of electricity in Makwarela, Lufule-Tshisele and other areas. While such a subsidy can perhaps be justified on distribution grounds alone, and more specifically in terms of the rapid and pronounced effect it is likely to have on the quality of life in the region, its real worth lies in the fact that it may confer certain external benefits on the community.

- Description: This research is concerned with the development of entrepreneurship at higher education institutions (HEI). Entrepreneurship is very important in every country as there is a direct correlation between entrepreneurship development and economic growth (Hegarty, 2006). Entrepreneurship education is essential as it assists students who want to start up their own businesses by giving them the relevant skills and knowledge to have a successful business. The purpose of this research is to evaluate the Postgraduate Diploma in Enterprise Management (PDEM) within the Management Department at Rhodes University, Grahamstown. A qualitative approach was implemented which used an adapted version of the Context, Input, Process and Product Model (Stuffelbean, Mckee and Mckee, 2003). Data was collected in the form of interviews and focus group interviews. There were six lecturer interviews, one course coordinator interview and five past student interviews. There were two focus group interviews that took place; this was done so to gather data from seven current PDEM students. The data collected was then analysed through the use of qualitative data analysis techniques. These were sensing themes, constant comparison, recursiveness, inductive and deductive thinking and interpretation to generate meaning (Ruona 2005, cited in Swanson and Holton, 2005). The Management Department aims to equip students to think realistically in terms of starting their own business and to enhance the students’ knowledge and skills so that they are better able to find employment in the corporate and government sectors. The PDEM aims to be an action-learning course and to create an entrepreneurial environment which will encourage students to start up their own businesses. The role of the lecturers and the course coordinator is important as they need to ensure that there is a continuous transfer of knowledge to the students. Students are not expected to be specialists within each subject; however they need to have a basic grounding in order to run a business. Students felt that the Alpha Project was important and useful as it improved their confidence about starting a new business. An issue that was raised about the Alpha Project was that the separation of students into the Alpha Project groups was not executed well. The course was perceived to be disorganised however the students tended to enjoy it and felt that the Management Department was supportive of their businesses.

- Description: As the number of non-resident sports persons competing in South Africa increases so does the need to tax them more effectively. It was for this reason that the South African legislature decided to insert Part IlIA into the Income Tax Act which regulates the taxation of non-resident sports persons in South Africa. The new tax on foreign sports persons, which came into effect during August 2006, is a withholding tax placing the onus upon the organizer of the event to withhold the tax portion of the payment to the non-resident sportsperson and pay it over to the revenue services. The rate of taxation has been set at 15 percent on all amounts received by or accruing to a foreign sportsperson. The question which the research addressed is whether this new tax will prove to be an effective tax, both from the point of view of its equity and the administration of the tax. In order to determine the impact of the new tax, it was compared to similar taxes implemented in the United Kingdom and Australia and also to other withholding taxes levied in South Africa. The new tax was also measured against a theoretical model for effectiveness, compared to the pre-August 2006 situation and to the taxation of resident sportsmen and women, using hypothetical examples. The major shortcomings of the new withholding tax are the uncertainty with regard to the intention of the legislature on matters such as the taxation of capital income versus revenue income, the question whether payments to support staff are included in the ambit of the new tax, the taxation of the award of assets in lieu of cash payments and the definition of a resident. A further area of concern is that the rate of taxation of 15 percent appears to be too low and creates horizontal inequity between the taxation of resident and non-resident sports persons. The new tax on non-resident sports persons may have its shortcomings but, depending upon the administrative and support structures put in place to deal with it, will be an effective tax. The rate at which the tax is levied could result in a less tax being collected than before but, with the reduced administrative cost of tax collection, the effective/statutory ratio of the tax could well be much higher than it was. This is a new tax in South Africa and certain initial problems are inevitable and will undoubtedly be solved as the administrators gain experience and as the case law governing this tax develops. , KMBT_363

- Description: This research studies the practical person principle as it was introduced in the case of Commissioner for Inland Revenue v Lever Brothers and Unilever Ltd 1946 AD 441. In its time the Lever Brothers case was a seminal judgment in South Africa’s tax jurisprudence and the practical person principle was a decisive criterion for the determination of source of income. The primary goal of this research was a critical analysis the practical man principle. This involved an analysis of the extent to which this principle requires judges to adopt a criterion that is too flexible for legitimate judicial decision-making. The extent to which the practical person principle creates a clash between a philosophical approach to law and an approach that is based on common sense or practicality was also debated. Finally, it was considered whether adopting a philosophical approach to determining the source of income could overcome the problems associated with the practical approach. A doctrinal methodology was applied to the documentary data consisting of the South African and Australian Income Tax Acts, South African and other case law, historical records and the writings of scholars. From the critical analysis of the practical person principle it was concluded that the anthropomorphised form of the principle gives rise to several problems that may be overcome by looking to the underlying operation of the principle. Further analysis of this operation, however, revealed deeper problems in that the principle undermines the doctrine of judicial precedent, legal certainty and the rule of law. Accordingly a practical approach to determining the source of income is undesirable and unconstitutional. Further research was conducted into the relative merits of a philosophical approach to determining source of income and it was argued that such an approach could provide a more desirable solution to determining source of income as well as approaching legal problems more generally.

- Description: The use of social media in the retail banking environment has changed the way the banking industry communicates with customers, creates sales and performs marketing and operational tasks. Social media strategies need to be aligned to business goals and effectively used to integrate social media as part of the overall marketing strategy. Only by understanding brand loyalty, multi-channel systems and social media channels can marketers effectively implement social media. In measuring brand loyalty, factors that influence customer buying behaviour and components that influence online interaction are essential in engaging different groups of customers in social media. This research study aimed to examine the use of social media within the South African retail banking environment with a focus on creating and maintaining brand loyalty. An exploratory, mixed method research design was employed. Data collection instruments used in the study includes online surveys, structured interviews, and focus groups. Participants consisted of marketing personnel and customers. Three lead/head social media marketing personnel participated in the interview process, 14 marketing personnel took the online survey and 4 participated in a focus group. Participants for the online survey also consisted of 40 customers who were connected through the internet and performed various online banking activities. Data was analysed both quantitatively and qualitatively. Data from the online surveys completed by customers was analysed quantitatively using descriptive analysis, structural equation modelling (SEM) and factor analysis which was performed on the brand loyalty variables and the brand loyalty measures. Content analysis was used to qualitatively analyse data from the structured interviews. Data from the online surveys completed by marketing personnel was analysed quantitatively and qualitatively. Findings indicated that social media forms an integral part of the marketing strategy that needs be aligned with the core business goals. Banks therefore need to focus on creating campaigns that are fun, exciting and appealing to the target market. A culture of innovation and new ideas is essential to grow the product/service. Building brand trust and creating customer satisfaction forms the core of creating brand loyalty on social media. Banks need to be aware of factors that influence customer brand loyalty and components that influence loyalty on social media in order to measure things that matter through analytical tools so that an actionable strategy can be put in place and implemented.

- Description: The use of social media in the retail banking environment has changed the way the banking industry communicates with customers, creates sales and performs marketing and operational tasks. Social media strategies need to be aligned to business goals and effectively used to integrate social media as part of the overall marketing strategy. Only by understanding brand loyalty, multi-channel systems and social media channels can marketers effectively implement social media. In measuring brand loyalty, factors that influence customer buying behaviour and components that influence online interaction are essential in engaging different groups of customers in social media. This research study aimed to examine the use of social media within the South African retail banking environment with a focus on creating and maintaining brand loyalty. An exploratory, mixed method research design was employed. Data collection instruments used in the study includes online surveys, structured interviews, and focus groups. Participants consisted of marketing personnel and customers. Three lead/head social media marketing personnel participated in the interview process, 14 marketing personnel took the online survey and 4 participated in a focus group. Participants for the online survey also consisted of 40 customers who were connected through the internet and performed various online banking activities. Data was analysed both quantitatively and qualitatively. Data from the online surveys completed by customers was analysed quantitatively using descriptive analysis, structural equation modelling (SEM) and factor analysis which was performed on the brand loyalty variables and the brand loyalty measures. Content analysis was used to qualitatively analyse data from the structured interviews. Data from the online surveys completed by marketing personnel was analysed quantitatively and qualitatively. Findings indicated that social media forms an integral part of the marketing strategy that needs be aligned with the core business goals. Banks therefore need to focus on creating campaigns that are fun, exciting and appealing to the target market. A culture of innovation and new ideas is essential to grow the product/service. Building brand trust and creating customer satisfaction forms the core of creating brand loyalty on social media. Banks need to be aware of factors that influence customer brand loyalty and components that influence loyalty on social media in order to measure things that matter through analytical tools so that an actionable strategy can be put in place and implemented.

This approach is then applied to the western music market with the aim of 1) testing the approach identified, and 2) making a specific comment of the market. The market is found to be characterized historically by three distinct periods, each with distinct systems of provision (i.e. each with the four factors identified above relating to each other in a certain manner). It is proposed that preference formations in the final period identified have been institutionalized to a large extent, and there is a low probability of change occurring. The systems of provision approach is argued to be beneficial in highlighting which aspects of the existing consumption theories are relevant to the market at a point in time, and to what extent. Thus the richness of the approach stems from its ability to gain a holistic understanding, and to identify theoretical discussion topics, such as those concerning political economy. The approach is then applied to the South African music market, using the same historical methodology, in conjunction with current empirical evidence from the market. Doing this allows one to test the generality of the systems of provision approach, and to attempt to make a comment on the South African market. The techniques for obtaining empirical evidence are argued to be sound, but resource constraints prevented the research from reflecting a holistic view of the market. Nonetheless, a rich perspective is provided from interviews with prominent agents in the market, and thus the chapter is argued to provide the beginning of an understanding of preference formations in the South African music market, in which little research has been conducted (Stella, 2005).

Adjustment of commercial banks' interest rates and the effectiveness of monetary policy: evidence from Anglophone West Africa

It is assumed that a change in policy rate will influence interest rates set by commercial banks, but this is not usually the case. Commercial banks adjust their interest rates in response to changes in policy rate with lags, which make their interest rates sticky. Stickiness in commercial banks interest rates have been seen as an obstacle to the smooth transmission of monetary policy decisions. Despite the importance of the transmission process, little attention has been given to a systematic measurement of the degree of response of commercial banks‟ interest rates to changes in monetary policy stance in the Anglophone West African countries, specifically within the West African Monetary Zone (WAMZ) economies. Against this backdrop, this study explores the interest rate adjustment dynamics using monthly interest rate series on discount rate, treasury bill rate, commercial banks‟ deposit and lending rates from 1989 to 2009 (for Gambia, Nigeria and Sierra Leone) and from 2000 to 2009 (for Ghana). Specifically, the study set out to examine how lending and deposit rates respond to changes in the official rates and to see whether there is a convergence among the rates over time. Also, to examine the relative adjustment of commercial bank lending rates to changes in the official rate when there is disequilibrium. The analyses were twofold: a full sample period and a rolling window analysis. Following Cottarelli and Kourelis (1994), the study employed cointegration technique and an asymmetric error correction model to obtain the short-run and long-run parameters from which the error correction coefficients, mean adjustment lags and asymmetric mean adjustment lags were estimated. The results for the entire sample period revealed that the long-run pass-through in Nigeria was 81% and 67% for lending rates and deposit rates respectively. In Ghana, it was 66% and 69% for lending and deposit rates respectively. While in Sierra Leone, long-run pass-through was 62% and 72% for lending and deposit rates respectively. In Gambia, it was 50% and 40% for lending and deposit rates respectively. On the other hand, the short-run pass-through was found to be lower compared to the long-run pass-through: in Nigeria it was 66% and 47%; in Gambia, 26% and 29%; in Sierra Leone, 30% and 13%; and in Ghana, -6% and 35% for lending and deposit rates respectively in each country. The pass-through estimates for the rolling windows were mixed for short-run and long-run pass-through. The mean adjustment lags suggest that the speed of adjustment of Lending rates for full sample period were two, two, seven and twelve months in Nigeria, Ghana, Sierra Leone and Gambia respectively. While for deposit rates they were five, six, seven and eighteen for Ghana, Nigeria, Gambia and Sierra Leone respectively. The average speeds of adjustment for the rolling windows were four and five months for lending and deposit rates respectively. Weak evidence of convergence was found in lending and deposit rates in the short-run and long-run pass-through among the countries. However, the results suggest that the magnitude and speed of the pass-through amongst the countries on average were high compared to emerging Asian countries. Significant asymmetric adjustments were found in the lending rates for Gambia and Sierra Leone, while in Gambia and Nigeria there were asymmetries in deposit rates. Based on the evidence provided, interest rate pass-through is high in Nigeria and Ghana compared to Gambia and Sierra Leone and this calls for the harmonization of financial policies on the part of the financial authorities in the WAMZ. Viewed solely from an interest rate pass-through, the lack of convergence among the countries suggests that WAMZ is far from ready for a monetary union. The relatively low pass-through in some of the countries suggests rigidity in the banking system which may be due to underdevelopment of the system. Thus efforts geared toward strengthening the banking system and the financial system as whole would further enhance the prospect of a monetary union among them.

The research concludes that negligence is not a relevant consideration in the deduction of damages and the associated legal costs. In order to secure a claim for damages the taxpayer must prove that the expenditure was incurred in the production of income and it was expended for the purposes of trade. Associated legal costs are only deductible if the damages satisfy the requirements of section 11(c).

- Description: The objective of the research was to determine the extent to which marketing in general, and the Mohair Scheme in particular, played a part in the re-emergence of South Africa as the world's leading mohair producer. The two major components of the Scheme, the 'voorskot', or initial payment, and reserve prices were analysed separately. In an adaptive expectations, distributed lag model of supply adjustment, only the weighted rainfall and the average real net price of mohair during the previous season, were found to be important determinants of mohair production. The significant negative correlation between the average real net 'voorskot' price and mohair production was contrary to expectations, and probably due to the 'voorskot' always having been set well below the market price. The 'voorskot' may nevertheless have played an important part in making the Scheme as a whole acceptable to producers. As no record is kept of the reserve price, its influence was tested indirectly in two stages. In the first, its influence on price stability was determined by a comparison of ranges, standard deviations and variances, and by several multiple linear demand regressions. Three of the four models showed clearly that price stability was increased by the Mohair Scheme. In the second stage, formulae and diagrammatic analyses were used to assess the welfare gains and losses resulting from the Mohair Scheme. There was a welfare gain to local producers and most of the welfare costs of the Scheme were borne by foreign consumers. With this gain to producers and the more stable price, it was concluded that the reserve price had stimulated mohair production. It was therefore established that the Mohair Scheme had played a major part in the re-emergence of South Africa as the world' s leading mohair producer. Nevertheless, in view of the massive stockpiling in recent seasons, because the reserve price was set too high, the result was a substantial loss to the Scheme; it was therefore recommended that the Mohair Scheme be discontinued or, at least, that the reserve price should be set at a much lower long-run, market clearing level.

- Description: The volatility of stock markets has important implications for investment decision making, financial stability and overall macroeconomic stability. This study examines the risk-return relationship as well as the behaviour of volatility of the South African equity markets using both aggregate, industrial level and sector level data. The study is divided into three parts. The first part investigates the behaviour of volatility in each of the industries, sectors and the benchmark series focussing on whether volatility is symmetric or asymmetric. Subsequently we investigate which, among the GARCH family of models appropriately captured the riskreturn relationship under which distributional assumption. The second part examines the riskreturn relationship on the SA stock market. The third part examines the long term trend of volatility and whether volatility significantly increases during financial crises and during major global shocks. The GARCH-M, EGARCH-M and TARCH-M models under the Gaussian, Student –t and the GED are used. The findings this study makes are as follows: firstly, there is no clear relationship between risk and return. Secondly, volatility is asymmetrical, implying that bad news has a greater effect on volatility than good news in the South African equity market. Thirdly, the TARCH-M model under the GED was found to be the most appropriate model. Fourthly, volatility increases during financial crises and major global shocks. Overall, volatility is generally not priced on the South African equity markets. Thus, both local and international investors need to consider other factors that influence returns such as skewness. The general increase in volatility during financial crises and major global shocks poses a major concern for policy makers as this may cause financial instability. Thus policy makers need to be mindful of the behaviour of volatility in the South African equity market in response to external shocks.

Thirdly, the TARCH-M model under the GED was found to be the most appropriate model. Fourthly, volatility increases during financial crises and major global shocks. Overall, volatility is generally not priced on the South African equity markets. Thus, both local and international investors need to consider other factors that influence returns such as skewness. The general increase in volatility during financial crises and major global shocks poses a major concern for policy makers as this may cause financial instability. Thus policy makers need to be mindful of the behaviour of volatility in the South African equity market in response to external shocks.

- Description: This thesis analyses whether monetary policy announcement shocks are transmitted across countries, with special emphasis on the impact of US Federal Reserve announcements on the South African stock market. Monetary policy is an important source of economic news and affects the risk perceptions of market participants. This study will improve the understanding of stock price determinants and possibly influence SA monetary policy in guarding against possible shocks originating from abroad. Using Federal Reserve Open Market Committee (FOMC) announcements over the period 2008 – 2014, the research studied changes in volatility of the South African FTSE/JSE All Share Index returns over this period. An event study and GARCH model approach was adopted to reach the goals of the analysis. The findings were a statistically insignificant connection between SA stock returns and both anticipated and unanticipated US Federal Reserve announcements. Over the sample period, each shock to SA stock returns persisted for approximately 4-5 months. Although SA stock return volatility demonstrated clustering behaviour (indicating sensitivity to economic shocks), the research could not find an obvious relationship between these spikes in volatility and US Federal Reserve announcements. It is concluded that South African stock returns do not change in response to unexpected US monetary policy announcements.
